Producing oil, gas, and coal in sufficient amounts to satisfy U.S. demands for fuels, electrical power, and chemicals promises to be one of the country's major challenges during the 1970's. Adding significantly to this challenge is the urgent task of satisfying soaring fuel and power demands without destroying the natural environment or jeopardizing long-range requirements for resources. The Bureau of Mines, U.S. Department of the Interior, is engaged in a comprehensive program of research to help industry meet this challenge. This report reviews the aims of the research program and accomplishments in 1970; the first 11 sections cover coal programs, nine sect ions are then devoted to petroleum, and the concluding five sections deal with oil shale research. Figure 1 shows the nationwide distribution of Bureau of Mines energy research installations; Full addresses are given in appendix A. Many of the publications resulting from the Bureau?s energy research efforts are discussed throughout the report; others are listed in appendix B.

"Steel manufacturers have noticed a decided tendency on the part of many of their customers to become more exacting in their steel specifications. Under these conditions, the steel must not only meet the specifications of physical properties (tensile strength, reduction of area, elongation, impact strength, grain size, normality, etc.) and the chemical analyses, but must also pass the inspection test of ""cleanliness.""By cleanliness is commonly meant the absence of oxide and sulphide inclusions. Other foreign particles such as furnace or ladle slag, ladle and runner brick, etc., must also be absent. The determination of cleanliness at present is usually made by microscopic inspection or macroetching.The rejection of steel for lack of cleanliness is increasing, out cleanliness is one of the most difficult requirements for the manufacturer to fill. The reason for this is that every steel inspector has a different conception of a. clean steel. A material which does not pass the examination of one inspector way be regarded as entirely satisfactory by the metallurgist of an¬other company. The cause of this confusion and disagreement concerning the definition of a clean or a dirty steel is simply that as yet no standardized procedure for the determination of impurities has been proposed and generally accepted, since many variables are encountered which interfere with the development of a satisfactory method. An idea of the complexity of this situation will be obtained from the following pages.A Survey of Proposed Analytical MethodsAlthough no analytical method has been accepted, many procedures have been proposed, as may be seen in Table 1. Therein are listed 16 of the better-known processes, pith references to the work of their originators, their mechanisms of determination, and their applicabilities. The Bureau of Mines annually publishes statistical data reflecting technological trends in the minerals industry (metals and nonmetals except fuels). This report outlines recent developments and trends and the technology outlook for mining practices and metallurgical processing based on a review of the minerals industry during the past 2 years. A historical statistical series which indicates trends in the minerals industry has been extended with 1970 data. In addition, data are given from a 5-year Bureau of Mines cyclic canvass of froth flotation plants. Data for 1970 are compared with those of 1960 and 1965.

The effectiveness of an industry?s safety activities can be gaged best by the accident records of that industry. In an effort to gage conditions in the petroleum industry, and with the objective of helping to reduce the number of accidents in it, the Bureau of Mines from time to time has tabulated, analyzed, and published pertinent statistical information3/. These reports have dealt with distribution, causes, and costs and related phases of accidents for various and collective divisions of the petroleum industry in several sections of the country. This type of study aids the personnel of the Bureau in planning the course of its activities in accident-prevention work and gives useful data to persons engaged or interested in the promotion of safety in the petroleum industry, which will aid them in their efforts to reduce the number and severity of accidents. A majority of petroleum operators and ?service" contractors have acknowledged their responsibility to provide their employees with safe working conditions and to their stockholders for greater economic value of invested capital by establishing safety divisions within their respective organizations. Such divisions have a primary duty, namely, to see that properly designed and guarded machinery and working equipment are furnished the employees and that they are trained in the safest practical methods of performing their work. A demonstrated reserve base (DRB) of bituminous coal suitable for cokemaking has been estimated based on the latest published information on U.S. coal reserves. Bureau of Mines analyses of raw coalbed samples were used to classify the coals as low-, medium-, and high-volatile bituminous and grade them as premium, marginal, and latent coking coals. Coal rank was used as the basis for identifying coking coals, and ash and sulfur content were used to determine coking coal grade. The demonstrated reserve base of coking coal for the entire United States is 162.67 billion tons. However, only 18.96 billion tons are premium (metallurgical) grade, and between 80 and 99 percent occurs in the Eastern States. The demonstrated reserve base of marginal-grade coking coal is 31.3 billion tons; more than half the marginal reserve base is in the Eastern States, and most of the medium- and low-volatile marginal coals are in the Eastern States. The Eastern and Midwestern States contain most of the latent-grade DRB of 112.4 billion tons; most (106.6 billion tons) is high-volatile coal, and 98 percent of the medium- and low-volatile latent coals occur in the Eastern States. Based on the worst assumption, which assumes that only premium-grade coals are used for cokemaking, the DRB for high-volatile coal would suffice for 127 years, the medium-volatile coal for 80 years, and the low-volatile coal for 83 years.

This report summarizes ongoing research at the National Institute for Occupational Safety and Health, Spokane Research Laboratory, in which collision warning systems for surface mining dump trucks are being evaluated. Common accidents involve these large trucks running over smaller vehicles or pedestrian workers. Collision warning systems currently use one of several methods, including radar, radio-frequency-signal detection, or ultrasonic signals, to detect and warn of the presence of an object or person in the blind spots of the mining equipment. Most available systems have not been tested on large off-highway dump trucks. This report evaluates several systems on two sizes of trucks, a 50-ton-capacity truck commonly used in quarries and construction and a 240-ton-capacity truck commonly used in open-pit mines. Tests were conducted to determine false alarm rates, alarm effectiveness, and reliable detection zones for a person and a pickup truck. The results indicate that radar and radio-frequency identification systems show promise for this application and that several of the improved systems are ready for extensive field tests. However, challenges still exist in applying these technologies to large trucks.

The Bureau of Mines, at the request of local authorities in Rock Springs, Wyo., investigated and conducted through contracts a multistage program of exploratory drilling and pumped-slurry backfilling of 15 areas of potential subsidence in abandoned mine workings underneath that community. Initially, the Bureau in 1969 had recommended a program of gravity blind flushing of some of the inaccessible mine voids, and in 1970 a new technique, the pumped-slurry injection process, was tested for the first time in a site adjacent to the city&apos;s area of severe surface subsidence. Success of this initial testing program, and of a large-scale project in Scranton, Pa., led to further large- scale projects, funded by Congress, that resulted in the successful back- filling not only of all 15 target areas of potential subsidence in Rock Springs, but also of several areas in other States. Total cost of the projects in Rock Springs, including the original pumped-slurry test, was $3,243,993. A total of about 923,000 tons of sand was injected hydraulically into mine voids, rendering 178 acres of residential and central-downtown areas of Rock Springs less susceptible to subsidence damage. The pumped-slurry method was proved to be much superior to the gravity blind flushing method in term of the amount of solids that could be injected underground through a single borehole. However, there are special conditions that make this technique more or less applicable in different areas or underground configurations, as noted in the report&apos;s conclusions.

The literature dealing with the electrical conductivity of solid dielectrics, including all its aspects and its relationships to other physical properties of these materials, is extensive and scattered in many books, phamphlets, and periodicals. It is believed that most of the important contributions to this field up to October 1943 have been listed and abstracted in this circular. Also included are some general references on static electricity. Methods of removing static charges are described; methods of and conditions for measurements of resistivity are discussed; equations for the calculation of resistivity are given; and methods of resistance measurements in Situ are reviewed. Data on the variations of resistivity with changing conditions as well as explanations for them have been collected, and three tables showing the resistivity of various dielectrics at different humidities are included. The appendix contains a short development of the mathematical formulation of the charging and discharging currents due to interfacial polarisation. INTRODUCTION Methods for Removing Static Electricity Of the various means employed for preventing or removing accumulations of static electricity in industrial processes, grounding is the most common and most generally effective. It is a precaution readily applied to stationary machines anti may often be utilized to good advantage to rid persons and portable equipment of an acquired charge. There are many situations, however, in which direct low-resistance grounding cannot be used, either because the charged bodies are insulators or are inaccessible, or because contact to a ground lead might give rise to a hazardous spark. If the charged body is a conductor, contact made to a neighboring conductor, even though the latter be insulated from ground and of relatively small capacitance, may also result in the occurrence of an incendive spark. In such instances, static electricity can sometimes be removed most satisfactorily by means of strong atmospheric ionization produced by radioactive material, X-rays, ultraviolet light, or A. "INTRODUCTION This paper is one of a series being published by the Bureau of Mines pertaining to an investigation on the use of stemming in metal mines now being conducted at the Mount Weather Testing Adit. Its purpose is to compare the amount of dust and gases produced as a result of blasting charges of dynamite (1) in drill holes, (2) in bombs, and (3) in mud-cap or adobe shots.ACKNOWLEDGMENTSValuable assistance and advice on stemming were given by members of the staff at the Bureau of Mines, as acknowledged in previous publications. 4/TEST PROCEDUREThe results used for comparison in this report are from dust and gas samples taken after blasting (1) four regular test rounds with no stemming, (2) five bomb shots, and (3) two mud-cap or adobe shots.The four rounds were the standard 26-hole test rounds designed to break 4 feet of rock. The procedure for drilling and blasting these rounds is described in Report of Investigations 3509.Before the regular test rounds were blasted, about 1,200 bounds of fine rock was placed on the steel mucking sheets that covered the end of the adit track; the wails, hack, and floor of the adit were washed thoroughly; and the fine rock on the mucking sheets was completely wetted.Each of the 5 bomb shots consisted of 10 sticks of dynamite tied together and hung at midpoint of the adit, 8 feet from the fall."

With greater production of coal per man-hour of work than ever before achieved, the coal-mining industry of the United States established a better safety record in 1941 than in any year since 1930, the earliest for which complete reports of nonfatal as well as fatal injuries were collected by the Bureau of Mines, United States Department of the Interior. In only one year (1933) of the 12-year period 1930-41 was the fatal-accident rate better than in 1941, whereas the rate for nonfatal accidents was better in 1941 than in any previous year. Accident and employment reports received from mine operators, together with fatal-accident reports received monthly from State mining departments and inspectors, showed that 546,692 men were employed in and about the coal mines of the United States during the calendar year 1941. This number does not include office employees or coke-oven workers. The increase of 1.3,426 over the number of employees in 1940 was accompanied by a gain in man-hours of work performed at the mines and an increase in average number of hours worked per man during the year.

Roof support systems are necessary to provide stable mine openings and much research has been conducted to design a variety of roof support systems that will function in various manners to ensure that stable ground conditions are achieved. Despite these advancements in technology, mistakes continue to be made in the evaluation and/or installation that significantly degrade the support capability or lead to erroneous determinations of support expectations. The purpose of this paper is to discuss misconceptions about how roof supports perform and factors that impact their performance. The goal is to present practical information that will assist mine operators and engineers in selecting, installing, and evaluating roof support systems properly, and help them to avoid mistakes that can lead to erroneous expectations and potentially catastrophic results that may lead to roof falls. The paper is limited to a discussion of secondary roof support systems and powered roof supports such as longwall shields.

A constitutive model for rock interfaces based on the principles of static fatigue is proposed. The model is applicable to weak rock or joints with cohesion. Friction and dilation are decreased as plastic work increases. At equilibrium, the creep time increases by one time-step interval, and interface cohesion at each node decreases according to a power function. A constant-load, direct-shear simulation showed that the model is cap- able of mimicking constant-rate and tertiary creep and predicting failure. Tests on core from a coal mine showed constant-rate and, sometimes, tertiary creep, but also weak transitory creep. The cohesion deterioration function may need modification to simulate primary-phase creep. If model parameters are known for a site, the model can predict the onset of tertiary creep and failure. Such predictions can help engineers make better entry design and support decisions, which will reduce the likelihood of roof falls and increase safety for underground miners.

This report describes laboratory studies by the U.S. Bureau of Mines to determine the suitability of a static oxygen (OJ adsorption test for evaluating the self-heating tendencies of coals. Reliable minimum self-heating temperature (SHT) values from adiabatic oven tests were used as standards for comparison and evaluation. A suite of six coals was tested in the adiabatic oven and in sealed flasks. In the latter tests, both undried and dried samples, in a range of four particle sizes, were examined. Miniature pressure trans-ducers monitored pressures in the flasks, and gas samples taken at the end of the tests quantified all the gases present. An excellent correlation was found between the minimum SHT&apos;s and amounts of O2 adsorbed over a 7-day period for dried coals, independent of particle size. In addition, a good correlation was obtained between the minimum SHT&apos;s and pressure changes in the flasks at the end of the test for the same coals, also independent of particle size. Based on these results, the sealed flask test can be reliably used to determine the self-heating tendency of a bituminous coal sample.

Observations of pillar conditions in limestone mines showed that the presence of weak bands in the limestone can result in pillar damage at stresses that are lower than one would otherwise expect. The objective of this National Institute for Occupational Safety and Health study was to investigate the mechanism of failure caused by the presence of weak bands by using a series of numerical models based on realistic physical properties. The effect of the weak bands on pillar strength was also investigated by developing a series of pillar models with different width-to-height ratios and determining their strength by simulating a servo-controlled loading condition. The material properties of the bands and the limestone were varied and their effects on pillar strength were determined. Model results demonstrated failure development similar to the pillars observed in the field. The weak bands were seen to develop tensile stresses in the limestone as they extrude under increasing stress. The limestone fails in tension at a much lower stress than its expected uniaxial compressive strength. The results showed the load bearing capacity of the pillars can be reduced significantly by the presence of multiple thin weak bands. The degree of strength reduction is largely dependent on the compressive strength, the frictional resistance and the thickness of the weak bands. Single weak bands do not affect pillars as severely as multiple bands. However, the model results show that a single thick weak band, which comprises more than about 2 percent of the pillar height, can cause a significant reduction in pillar strength. The weakening effect of the bands become less severe as the pillar width-to-height ratio is increased. Field observation of spalling and failure associated with weak bands in limestone pillars show that the failure mechanism in the models resembles the observed failure. The model results provide insight into the important factors affecting pillar strength in the presence of weak banded materials.

This U.S. Bureau of Mines publication presents a case study of the processes used in permitting the Nome Offshore Placer Project, a gold mining project offshore Nome, Alaska which operated from 1985 through 1990. The mining project, developed by Western Gold Exploration and Mining Company, Limited Partnership (WestGold), used the BIMA, which was at the time the largest bucketline mining vessel in the world, to dredge gold from the ocean floor. This case study reviews the permitting process from the regulators&apos; and industry&apos;s perspectives, as well as characterizing the efficiencies and inefficiencies associated with this case. The Federal, State and local laws applicable to the Nome Offshore Placer Project are identified, agency jurisdiction and interagency relationships are explored, and the chronology of the permitting process is examined. The regulatory authorities for both environmental monitoring and post-mining monitoring are delineated. Significant milestones affecting the project and required regulatory submittals are also included. The case study of the Nome Offshore Placer Project is detailed with respect to agency involvement and coordination, approaches to permitting from both the regulators&apos; and developer&apos;s perspective, environmental issues, and permit stipulations which were unique to the project. The advantages and disadvantages of these topics are discussed.

Active placer mining in Alaska began near Juneau in 1880, but the first gold rush did not start until 1896; then the discovery of the Klondike brought gold seekers from all parts of the world. A few of the newcomers were experienced miners, but the majority knew nothing whatever of placer mining. Even those who were placer miners of much experience found entirely new conditions, notably frozen ground, that presented many difficult problems. As a result, numerous methods of mining and of thawing frozen ground were tried. From these trials the practice described in this bulletin has been developed. All known placer fields in Alaska have been mined to some extent, and some have been virtually exhausted. In most districts, however, there remain large quantities of low-grade gravel and also some small isolated areas of comparatively rich gravels which could not be successfully mined because of adverse physical conditions. These districts are now the scene of most placer mining, including dredging, hydraulicking, drifting, mechanical methods of open-cut mining, and ground sluicing (or booming) followed by " shoveling-in."

The performance of an adiabatic calorimeter for measuring heats of oxidation of coal is assessed and suggestions made for its improvement and calibration. The use of magnetic analysers for measuring small oxygen deficiencies in air is described and three different methods of measuring the output for such a meter are characterised. The occurrence of spontaneous heating in an 800 tonne heap of Wyoming coal is briefly described. The major part of the report deals with the oxidation of Pittsburgh seam and Wyoming subbituminous coal and describes an experiment in which 1 tonne of Wyoming coal is stored in a 5 metre long insulated container whilst air was passed through. Temperature rises, rates of oxygen absorption and gas compositions of the air stream were measured. The report relates the results of these-experiments to a theory of spontaneous heating developed by Stott and Quan which stresses the importance of the moisture content of the coal and the relationship between the heat necessary to evaporate this water to the heat available from coal oxidation. The work was carried out over a five month period and the emphasis is on demonstrating the effects of moisture transfer and confirming the theory of Stott and Quan.

Earth resistivity surveys using the Wenner electrode configuration were made in unmined areas and reclaimed spoils at three surface lignite mines in western North Dakota. The study sites were the Center, Indian Head, and Falkirk Mines. Automatic interpretation of the curves was accomplished with the method of Zohdy and Bisdorf (1975). Overburden materials become more homogeneous with respect to resistivity during the mining and reclamation process. The spoils curves show localized hetero-geneities probably related to discontinuous moisture content variations in the spoils. Consistent resistivity differences in spoils occur between mines with over-burdens of different mineralogic compositions. Groundwater chemical composition in terms of total-dissolved-solids (TDS) is inversely correlated (r=-0.61) with apparent resistivity at the 80-foot spacing from a survey centered at a piezometer screened near the base of the spoils. Better inverse correlation is probably pre-vented by high variability in TDS within the spoils groundwater. A useful predictive relationship may be the plot of mean apparent resistivity at the 80-foot spacing for ar. entire mine against mean TDS for all wells in spoils at that mine. Data from more mines are needed to test the hypothesis.

This paper evaluates the effectiveness of remotely applied nitrogen-enhanced foam to aid in efforts to isolate and suppress a mine fire. The foam, in combination with a remotely-installed cementitious mine seal and a novel borehole pressure sampling methodology to determine the location of the suspected ignition source, was used to help control ventilation and inert the area surrounding the suspected ignition source by isolating it from oxygen. This allowed mine rescue teams to safely enter the mine, seal the area, and begin recovery operations to successfully return the mine to full production.
