INTRODUCTION It's a pleasure to be with you and to share in this opening session for the 27th Annual Institute on Mining Health, Safety, and Research. As we come together today, I would like to reflect for just a moment on the past Institutes. Much of the progress in Mine Health and Safety has been the subject of presentations and discussions at the previous Institutes, either by identifying the issues, proposing techniques to overcome the problems, or presenting new findings to address important issues for the mining industry. May I extend our thanks and congratulations to VPI and to the planners and organizers of all of these Institutes for their important contributions to our mutual goals of improving mine health and safety. In the time available today, I would like to accomplish two objectives: 1. Provide my assessment of the current status of the Mining Health and Safety Research Program; and 2. Share with you the continuing need and direction for the Mining Health and Safety Research. MINE HEALTH AND SAFETY RESEARCH TODAY Mine Health and Safety Research was conducted formerly at four geographical locations within the USBM, specifically: Pittsburgh, Spokane, Twin Cities, and Denver. Although the Twin Cities and Denver Centers were closed, we have been successful in relocatingfmaintaining much of the core competencies to conduct a responsive, multidisciplinary Mine Health and Safety Research Program. The current staff at Pittsburgh and Spokane directed toward Health and Safety Research totals 397. This includes Lake Lynn Laboratory, about 60 miles southeast of Pittsburgh, where large-scale mine fire and explosion research is conducted. With the closures and transition we have worked to maintain the core competencies necessary to address Health and Safety issues. In some cases we have made arrangements to provide the requisite core competencies through external organizations. An example is the reassignment of the diesel particulate instrumentation capability from Twin Cities to Pittsburgh. In the case of diesel emission control, due to the cost of relocating laboratories and the lack of the appropriate skills at Pittsburgh or Spokane, the emission control laboratory is now being operated in Minneapolis through a contractual arrangement with the University of Minnesota.

Although the technology involved in removing material from below the earth's surface has a long history, communication systems in underground workings are relatively new to the industry. Communication equipment did not begin appearing in underground mines until the early 1900's. Figure 1-1 shows a miner using a Western Electric standard telephone set for underground mines in 1913. These early phones were essentially the same as those used aboveground, except that they were enclosed in cast-iron boxes as protection against moisture, acid fumes, and gases. In the 1950's, the Chesapeake and Potomac Telephone Co. of West Virginia introduced a telephone set for use in explosive atmospheres that was designed around the philosophy of explosion containment. To contain an explosion within the telephone set required a 39-pound casing, which greatly limited portability. [ ] Both of these telephone sets required "pipe" or conduit, not a very practical item for a 100-squaremile coal mine. A common thread prevalent in the first 40 years of design and development is that the primary effort was placed on the telephone set. In the early 19701s, as work began on the design of modern communication systems for use in underground mine environments, the following requirements were established: 1. Must meet intrinsic safety standards .--This applies not only to coal mines, but to other explosive environments. 2. Must be compatible with the environment.--The system must with- stand dust, moisture, and corrosive conditions. 3. Must be rugged in structure.-- The system must withstand maintenance by 10-inch pliers and 4-pound hammers, as well as impact from a falling piece of roof. 4. Must be size-flexible.--Whatever is built must be sized for the small operator as well as the large companies. 5. Must be a total system in design.--The system must be intrinsically safe, including cable, power supply, and station set. 6. Must work with present telephone system.--The system should be compatible with aboveground communications already in place; it should not be the single cause of change in aboveground communications. 7. Value-added pricing.--The system should be reasonably priced so that savings created by its introduction will more than offset the installation cost.

Reduce methane levels around the shearer machine during longwall mining by directing more of the available airflow along the face and over the shearer body. Approach To address the entire mining cycle, two techniques were combined to dilute and clear the methane liberated from the face by the shearer during cutting. The first is the modified shearer clearer system, which is used during the entire face pass. This is combined with the walkway curtain which is used only during the headgate cutout. How It Works Methane ignitions are one of the most potentially serious hazards facing longwall mine operators. The high rate of coal extraction on longwall sections can liberate a significant quantity of methane during a pass. The modified shearer clearer is used to dilute methane concentrations along the entire face for both cut directions. The shearer clearer system, originally designed as a dust control technique, uses a series of water sprays located on the shearer body to direct more airflow along the face and over the shearer. (See Technology News issues, #112, #118, and #221). The only change from the original shearer clearer design is the addition of three sprays to the return-side splitter-arm/ shearer interface. The additional sprays help to ventilate the area behind the shearer body.

This paper describes technology and training that has been identified for underground emergency responders. Historically, underground mine rescue teams have only received training in the course of actual emergencies, or in simulated mine environments, usually on the surface, with placards to identify objects and hazards. Also, while U.S. Federal Regulations require all underground miners to walk escapeways and conduct fie drills every 90 days in a smoke-free environment, this does not fully prepare them for the conditions that will be encountered in real escape situations. Therefore, it is extremely important that miners are provided with adequate technology and that training simulations are conducted in a realistic manner. A series of mine rescue training and mine emergency response development (MERD) exercises, and in-mine smoke training was developed, conducted, and evaluated by state and company teams, and by National Institute For Occupational Safety and Health (NIOSH) personnel. The training exercises were held at NIOSH's Lake Lynn Laboratory (LLL) and operating mines during the past several years. This training resulted in improved technology and training for mine rescue teams, fire brigades, first responders, and miners in general. For example, existing technologies were identified to help responders during exploration and recovery operations. These included various chemical light shapes, strobe lights, light vests, and laser pointers to identify team members. Most of these devices may be used to mark underground areas and certain mine materials. Strobe lights were used for mapping out escapeways and lasers were used to negotiate travel through smoke. Thermal imaging systems allow rescue personnel to see in darkness and through dense smoke, and allows the user to easily locate missing or trapped personnel and heated areas. A hands-free communication system showed potential for enhanced communications between team members, the fresh air base, and command center. A new team lighted-lifeline allows for flexibility in movements of team members during routine tasks and allows them to easily find their fixed position on the lifeline. Of all the technology evaluated by underground personnel, laser lights and lifelines were most beneficial in leading personnel to safety and out of the mine in smoke-filled passageways. A positive-pressure inflatable escape device (IED)/airlock, was used to isolate the "hazardous" environment from fresh air and allow rescue team members to traverse through. An inflatable feed- tube partition that can rapidly block large openings such as underground passageways or tunnels and simultaneously provide a feed-tube for high-expansion foam generators was also deployed during the simulations. These technological advancements have improved the state of readiness for rescue personnel and have increased the chances of survival for all personnel escaping from underground emergencies.

This report summarizes the procedure and results of an investigation to determine the stresses in the rock around an underground opening in the Climax molybdenum mine, Climax, Colo. This study is part of an overall investigation conducted by the Bureau of Mines to determine the stresses induced by block-caving mining. The purpose of this study is to obtain estimates of the magnitudes and directions of the principal stresses, the location of the maximum stress concentrations, and the effect of topography on the stresses.

Belize remained relatively insulated from the social and political turmoil that affected some of its Central American neighbors. This stability encouraged new foreign investments that assisted the economy, especially in tourism and agriculture. The mineral sector remained limited to construction-oriented materials. Oil exploration efforts continued by the various concessionaires.

"A coordinated, integrated research effort aimed at studying the scientific, engineering and medical aspects of the respirable dust problem is underway in the areas of dust generation, dust dispersion and dilution, dust characterization, interaction of dust and lungs, and relationship of seam characteristics to dust generation and mobility. (FIGURE 24) The Center's research program explores these concerns with the objective of refining existing strategies and developing new respirable dust control techniques that are consistent with the dust-lung interaction processes that lead to mine worker disability. The fundamental aspects of this work are applicable to the control of respirable dust problems in both hard rock mines and coal mines and to other dusts such as diesel-generated.Research projects in the Generic Mineral Technology Center for Respirable Dust have effected several improved methods for the preparation and characterization of the dusts needed by these projects. Superior procedures for generating ""standard"" dust samples have been developed and are in regular use in the laboratory. Questions raised during the course of some projects regarding ""stale"" versus ""fresh"" dust have led to the development of sampling techniques where the dust is directly collected in a surfactant. MSHA and CANMET have requested and received information on Center generated software. An equipment manufacturer, TSI, Inc., requesting input on modifying the inlet of an aerosol sampler has been assisted as a result of research that was conducted at the University of Minnesota.The objectives, scope and progress of all the research projects in the Center, in the form of abstracts and reports, have been detailed in Volume 1 of this series. Research papers written by the principle investigators and resulting from the findings of projects (FIGURE 25) and which are funded by U.S. Bureau of Mines grant number G1135142 have been published in Volumes 3 through 6 and Volume 8 of this series. Volume 2 relates the cooperation and interaction of the U.S. Bureau of Mines and the Generic Mineral Technology Center for Respirable Dust in research on the problem of respirable dust in the mineral industries."

"In our laboratory several impactors have been developed in the past which have penetration characteristics that approximate that of the ACGIH or the British MRC respirable curves. In these impactors the large nonrespirable particles are collected on an impaction plate of a multiple round nozzle stage where the nozzles are of different diameters. The principle for designing a respirable cut impactor is quite simple in that the respirable curve is divided into two or more segments and the nozzles are designed with the correct diameters and number of nozzles to have collection characteristics with 50% cutpoints at the center of each segment. The particles not collected on the impaction plates are then collected upon a filter. These particles represent the respirable fraction of the aerosol. Therefore the respirable curve is approximated in a stepwise fashion with the approximation becoming better as the respirable curve is divided up into increasing numbers of segments. It has generally been felt that three segments is satisfactory for most cases.A new version of the respirable impactor has recently been developed in our laboratory. This impactor approximates the ACGIH respirable curve in three steps at a flow rate of 30 liters per minute. However, unlike previous models where all of the particles larger than the three cut points designated by the three steps are collected upon one impaction plate, a separate impaction plate is now used for each of the three cut sizes. To approximate the respirable curve in three steps, the cut sizes must be 2.2, 3.5 and 5.8 microns diameter. Therefore, on each of these stages the particles collected will be the mass of particles that are larger than these three cut sizes. By determining the mass of particles collected on each of these three stages plus that on the after filter using Gravimetric techniques, some information can be obtained on the size distribution of the aerosol being sampled. Furthermore, the impaction plates of the three stages are rotated and the nozzles are placed in such a position such that a uniform deposit is obtained on each of the impaction plates. Therefore, the deposits collected are suitable for X-ray fluorescence analysis or other types of analysis where a uniform deposit is required."

"The Keely mine at Dagger, Indiana, is one of the few mines that is being operated successfully on a cooperative basis. This shaft mine is developing 133 acres of coal in the Indiana No. 6 bed, which here averages 5-1/2 feet thick and. lies about 110 feet below the surface. Thirty seven (37) miners and twenty (20) company men or day man are employed, and the daily output is around 300 tons. Practically the entire production is sold by contract for railroad use. No mining machines are used and all coal is produced by pick work.The mine was originally owned and operated by the Stockton Coal. Co. of Dugger, but about eight years ago it was leased to Mr. Roy Price. He sub-leased the property to ten miners, who formed an association known as the Dugger Mutual Coal and Mining Co., to work the mine cooperatively.At first many difficulties were encountered; the cooperative idea is an old one, but the practice was new to those interested. Some of the men were energetic, ambitious workers; others were inclined to let their associates produce the coal but wanted to share in the profits. In time, after a hard struggle and many changes in the personnel of the company, business-like methods were adopted and the mine was put on a paying basis."

As the use of deep -rut mining increases, there - expected to be a greater demand for methane (CH,) measurement devices capable of scanning working faces al depths in excess of 10 m to alert mine personnel of hazardous concentrations of CH and to satisfy regulatory requirements. Remote optical devices offer the most promise to satisfy these objectives while the operator remains safely under supported roof. A second¬-generation remote Optical methanomeor (ROM) bas been designed and Is undergoing laboratory evaluation at the National Institute for Occupational Safety and Health. It operates on the principle of differential absorption of the "u;' fundamental absorption band of CH, centered at 3.31 um in the infrared region of the spectrum. The new instrument differs from the previous prototypes by the replacement of the two hand pass differential absorption technique of measurement with a single filter gas correlation technique and a refinement of the amplifier and gating circuitry used within the unit. This results in a more accurate isolation of the CH, spectral absorption band centered at 3.31 um. A specially designed 0.4m-diam variable-length gas mixing tunnel was constructed and instrumented with CH4 sampling capability to calibrate the ROM. Experiments have demonstrated the ability of the detector to respond to various conditions of CH, (pn•m) at distances as great as 12 m. Thermal radiation generated within the instrument is the controlling factor in the drift of the output signal nod, therefore the reliability of the instrument. Several approaches to reduce this extraneous radiation interfering moth the infrared detector, described, such as the installation of a fan in the instrument and thermoelectric coolers on the detector's beat sink. Implementation of this technology will significantly improve the safely of miners.

The method of mining bituminous coal in Pennsylvania cannot be treated in an extended manner in this publication since this would require more space than justified. The general plan of operation of most mines is on the room and pillar system, using double entries from which the rooms are driven In the early mining in the Pittsburgh coal bed the "checkerboard" plan was much used, but this entailed a large loss of coal in the blocks of coal that were left standing. In recent years there has been a tendency towards the adoptions of the panel, room and pillar method, also the block system, which ad mats of concentrated mining within a relatively small section of the mine It is not unusual to use 4, 6, or 8 parallel entries for the panel development. The longwall advancing method has been tried in some of the thin beds of the central coal field, but so far it has not passed beyond the experimental stage. The average extraction' of coal throughout the State is 714 per cent, but it is estimated that 15 5 per cent of the loss is avoidable, so the actual extraction should approximate 87 per cent. Pennsylvania is exceptionally well provided with means of transportation by trunk lines, branches, and by intra State railroads, among which are the Pennsylvania, Baltimore & Ohio, New York Central, Buffalo, Rochester & Pittsburgh, Western Maryland, Bessemer & Lake Erie, Pittsburgh & West Virginia, Pittsburgh & Lake Erie, Erie, Monongahela Division, and Montour railroads, all of which reach some of the bituminous mines The Monongahela River furnishes water transportation for Allegheny, Greene, Fayette, and Washington counties During 1923 the coal traffic on this river amounted to 18,709,084 tons, and of coke, 385,426 tons Coal is moved on the Allegheny River also, the total in 1923 being 911,178 tons s.

"It has only been in recent years that the proper ventilation of metal mires has received serious consideration. Increasing temperature and humidity with greater depth in some of the larger mines of the West prevented the efficient operation of the mines and made the installation of mechanical ventilation systems necessary. Doors that interfere with tramming are generally needed to control properly the mechanically induced air currents and are one of the inherent disadvantages of the system. In fact the necessity for the use of doors in the main haulageways has discouraged the installation of mechanical ventilation in some metal mines.A number of mining companies in Arizona are using ventilation doors which can be opened and shut mechanically by the motorman without leaving his seat or stopping his train, end thus interfere very little with the transportation of the ore. The Copper Queen Branch of the Phelps-Dodge Corporation at Bisbee introduced these ventilation doors and adapted them from those in use in the company's coal mine at Dawson, New Mexico. Other mining companies have installed the same type of door and it is now being used in a number of districts in Arizona.The doors at the Calumet and Arizona mine in the Bisbee district are representative of those in use. The doors at this mine are substantially built of 2-inch lumber, are air tight, are well placed and have two openings or passageways. The main door, which is used for the motor trains, is 5 feet wide by 6 feet high and is opened by compressed air and closed by a counterweight. At the side of the motor door is the man door, which is 16 inches wide by 5 feet high and is opened and closed by hand."

To test the feasibility of hydraulic borehole mining for the recovery of phosphate ore from the deep, water-saturated deposits of northeastern Florida. Approach Phosphate ore is remotely extracted through a Bureau of Mines-developed hydraulic borehole mining system. Hydraulic borehole mining can remove underground ore deposits that cannot be economically mined by the usual open pit or underground methods. It is environmentally compatible, causing none of the surface disruption or ground water pollution usually associated with other methods of mining. Selectivity of the borehole mining system also allows economical recovery of small or discontinuous ore deposits while minimizing the removal of host rock. The hydraulic borehole mining system has been used successfully in the past to mine uranium ore and oil sands. (For examples of these and other applications of borehole mining see T Technology News Nos. 97, 95, 63, 56, and 48) How it Works A 16-inch-diameter borehole is drilled from the surface down into the buried mineral deposit, and the mining tool is installed. The borehole mining tool consists of a 12-inch-diameter pipe string and accessories capped with a three-passage swivel, and ending with a mining section. The mining section has four slurry inlets and an eductor located near the bottom of the section and a single cutting nozzle located near the top. The tool generates a high velocity water jet that erodes and slurrifies the ore. The slurry is drawn through the inlet into the eductor which lifts it to the surface where it is deposited into a slurry discharge sump. All the support equipment is located and operated on the surface; only the mining tool portion of the system is underground during the recovery operation.

To identify the most successful methods now in use for controlling respirable dust in longwall mines using double-drum shearers. Approach Conduct dust surveys at six longwall mining sections that use double-drum shearers and are regularly in compliance with the Federal Respirable Dust Standard, to identify effective dust control techniques. The selection of mine sites was based on recommendations provided by the Mine Safety and Health Administration. Instantaneous and short-term gravimetric instrumentation make it possible to isolate longwall dust sources and to determine the effectiveness of dust control techniques. (These procedures were developed by the Bureau of Mines, and are described in detail in Technology News Bulletins 134 and 135.) Production levels, and seam heights at each of the six longwall sections were: 53", 700 tps; 60", 800 tps; 72", 1000 tps; 79", 1500 tps; 84", 2000 tps; 96", 1500 tps. Survey Results Three effective dust control techniques were identified. 1. Shearer Operators on Intake Side of Lead Drum-At all mines surveyed, an important factor in controlling dust exposures at the shearer is the use of a cut ting sequence that allows the shearer operators to work most of the time on the intake air side of the lead drum. Now you know why there is concern about mine illumination. You have some idea about how the human eye works and about the problems of glare, peripheral vision, and accommodation. And you know that lighting in a mine presents special problems because of the dark surroundings and low reflectance. This chapter describes what can be done to improve conditions. This chapter begins with a short discussion about Federal Standards on mine lighting -- what they are and what is being done to carry them out. The chapter then describes different types of lamps that can be used for mine lighting, and discusses their advantages and disadvantages. Finally, the chapter lists some things that you can do personally to improve lighting, or can point out to others so that improvements can be made. The Federal Government is doing its part to improve mine lighting by establishing regulations. Lamp manufacturers are constantly studying new lamps to provide better equipment. And your company will do its part to comply with regulations. Better lights may not be here yet, but they will be soon. But in the end, you are the one who will be using the lights, and you are in the best position to see the improvements. You are also in the best position to see and tell others where further improve¬ments can be made.

"A comparative study of the intensities of the IR modes in the pjlotoacoustic and. FrIR spectroscopy of amorphous and crystalline SiO2 particles is presented. It is observed that in photoacoustic spectroscopy of amorphous SiO2, IR modes of surface species are enhanced by over an order of magnitude compared to the bulk IR modes of SiO2. This effect, though not yet understood, may find applications in surface science.Since the publication of the Rosencwaig-Gersho theory of the photoacoustic effect in solids in 1976 [1], a great deal of attention has been paid to the development .of photoacoustic spectroscopy (PAS) into an analytical technique for condensed matter studies, especially when combined with the modern Fourier transform infrared (FTIR) spectrometer [2-8]. PAS has now been applied to a variety of experimental situations [2, 3] and it is particularly suitable for opaque powders and for cases where ~ample preparation (e.g. mixing with KBr as is usually done in FTIR spectroscopy) is not desirable. Another area of interest is the depth profiling feature of PAS, which is studied by varying the modulation frequency of the incident radiation [2-8]. The one-dimensional Rosencwaig-Gersho theory for non-porous samples has been extended to other cases [9-12]. Recently it has become known [11, 12] that for porous samples with porosity the IR modes are enhanced by a factor proportional toe. This enhancement is due to the pressure wave set up in the interstitial gas in the porous sample and this enhancement has been reported by a number of groups [12-14].In this Letter we report the observation of anomalously large enhancement of the PAS signal for certain surface IR modes on the surface of amorphous silica particles. This observation differs from the previous reports in that certain surface modes are enhanced by over an order of magnitude compared to the bulk IR modes. Although the reasons for this enhancement of the surface IR modes in PAS are not understood at present, this observation may open up new approaches to the study of surfaces. Results of these initial observations are given in this Letter. ·Experimental studies reported here were carried out on an FTIR spectrometer (Mattson Instruments, Model Cygnus 100) equipped with an MCT detector. The same instrument was used for PAS studies in conjunction with an MTEC (Model 100) PA cell. The sample cell and the spectrometer are continuously flushed with dry, CO2 free air obtained by the use of Balston Instruments Air Dryer Filter System (Model 75-60). Usually data were collected for 32 scans at 4 cm-I resolution, although both scan and resolution can be varied. For FTIR studies, samples were mixed with IR-grade KBr and pelletised. For PAS, no sample preparation is necessary and data are ratioed against dry carbon black [4, 5]."

"Since its establishment in 1910 the Bureau of Mines has consistently recommended the rock-dusting of bituminous and lignitic coal mines as a preventive of widespread explosions. As with many other proposed innovations, the response to the bureau's recommendation has been slow; but during the past 10 years many coal mines have done some rock-dusting, even though probably fewer than 50 of the country's approximately 6,000 coal mines are thoroughly rock-dusted. Notwithstanding the inadequacy of the rock-dusting which has been done in most of the mines which have adopted the new system, numerous cases are at hand. indicating the well-founded basis of the bureau's claims regarding the effectiveness of rock-dust in stopping explosions. Very brief descriptions will be given of several cases in which explosions in coal mines of the United States are fairly definitely known to have been stopped by rock-dust during the past 5 or 6 years; in addition, several cases are cited in which explosions were stopped through the agency of rock-dust and moisture.A rock-dusted mine is one in which the floor, roof, and sides of every accessible working place, including haulage ways, airways, manways, and rooms and connections have an application of rock-dust - for instance, limestone - such that the incombustible content of the aggregate dust on those surfaces is over 60 per cent. The dust in these workings should be sampled at regular intervals to determine whether the incombustible matter in the coal-dust is less than the necessary minimum of 60 per cent; another application of rock-dust should be given when the incombustible percentage is less than 60. (As an example of thorough rock-dusting, see Bureau of Mines Information Circular 6578, 1932, which describes how rock-dusting is done in Alabama at a cost of 1.8 cents per ton of coal for a thorough application; Report of Investigations 3060, February, 1931, Rock-Dusting In A Pennsylvania Coal Mine; or Information Circular 6244, 1930, giving data, including costs, on rock-dusting in coal mines in New Mexico.)An explosion may be started by the ignition of gas, even when rock-dust is present; hence it is not correct to say that rock-dust will prevent an explosion of gas; however, if rock-dust has been applied to a working place which has present an explosive mixture of me-thane and air, and if an open light is used or a blown-out shot or an electric arc occurs, although there will very likely be an ignition and possibly an explosion, the rock-dust will certainly prevent ignition of the coal-dust nearby, and unless the general atmosphere has an explosive gas mixture, the rock-dust will stop propagation of the flame throughout the mine. In other words, if an explosion is started by gas or by coal-dust and the mine has been rock-dusted as defined, the rock-dust will prevent widespread extension of the explosion, unless the general atmosphere contains methane and air in explosive proportions.With these definitions clearly in mind, instances are now given where rock-dust has played a prominent part in the stopping of several explosions. No cases have been included where there was any reasonable doubt that rock-dust had taken a definite part in the limiting of the explosions."

The investigation of the transmission of heat into steam boilers is one of several researches now being carried on by the Bureau of Mines that have for their object the testing of methods by which the mineral fuels in this country may be used more efficiently. A better understanding of the laws governing heat transmission into boilers will result in the design of more efficient boilers, and more efficient boilers will reduce waste in the use of fuel. The results of the investigations described in this report indicate that the conductivity of the heating plates of steam boilers is so high that the present steaming capacities can be tripled or quadrupled by forcing over the heating surfaces three or four times the weight of gases now passed over them. With well-designed mechanical-draft apparatus this greater weight of gases can be forced through the boilers at a small operating cost. It is possible to increase the capacity of many of the present boilers in this way without reducing their efficiency much; in fact by a proper arrangement of the heating surfaces the efficiency can be made higher than the present rating. The efficiency of any boiler can be increased by arranging its heating surfaces in series with respect to the path of hot gases. New boilers of high efficiency can be constructed by making the cross section of the gas passages small in comparison with the length. In Bryan Donkin's book, entitled "The Practical Physics of the Modern Steam Boiler," it is stated that James Watt obtained nearly as good an evaporation per pound of coal and per square foot of heating surface as is obtained now. The remark is probably true. At any rate, about the only decided superiority of the modern steam boilers over older types is in mechanical construction, and for this superiority credit should be given to the designers of machine tools quite as much as to the boiler engineer. The main reason for tardi- ness in boiler improvement probably lies in the reluctance of educated engineers to do the dirty and disagreeable work involved in boiler tests.
