ATHOUGH scattered signs of increased activity in the mining industry accompanied an incipient improvement in the overall economic situation during the latter months of 1963, production levels for the year as a whole responded to the general 1962-63 business recession with a 4.2 percent decline. The petroleum industry, active since 1907, did not become a dynamic force in the economy until exploration and drilling contracts were concluded with private companies in 1958 and 1959; on November 15, 1963, having virtually achieved self-sufficiency in petroleum in the preceding year, those contracts were unilaterally annulled. In the field of metallics, the only approach to internal sufficiency-aside from the iron and steel industry that has depended heavily on the importing of basic raw materials-has been in mining, smelting, and refining lead and zinc although iron ore, silver, beryllium, tantalite, and tungsten have been mine production items of economic significance. Reserves of lead, zinc, silver, bismuth, vanadium, and low-grade and metallurgically difficult iron ore-as well as those of beryllium, tantalite, and tungsten which are produced primarily for export-appear to be fairly abundant. The exploration of deposits of copper, cobalt, tin, lithium, gold, manganese and uranium has been undertaken on a relatively small scale, and little precise information is available on the extent of reserves. Argentina is dependent on foreign sources for part of its required iron and steel and, except for lead and zinc, most of its nonferrous metals. Nonmetallies and solid fuels present an exceptionally varied array of production items among which cement had the second largest 1963 output in South America. Borates, bentonite, common clay, diatomite, fluorite, granite, lime, limestone, obsidian, onyx, rhodochrosite, salt, and spodumene ordinarily are produced for export either exclusively or in excess of domestic consumption requirements. Barite, cement, chalk, gypsum, marble, and mica are both exported and imported. Argentina depends entirely or partly on imports for coal and coke, certain special types of clay, mineral abrasives, graphite, magnesite, mineral fertilizers, sulfur, talc, and minerals for construction, the last group being chiefly attributable to convenience of river transport from Uruguay.

Low-temperature heat capacities, high-temperature enthalpy increments, and the enthalpy of formation at 298° K were determined calorimetrically for vanadium subnitride (VN0.465). The low-temperature investigation gave S°298.15 = 6.379 ±0.005 cal/deg mole, and a combustion calorimeter investiga¬tion provided ?Hf°298.15 = -31.80 ±0.60 kcal/mole. The two quantities were combined with the high-temperature data to give standard values of enthalpies of formation and free energies of formation above 298° K. These and related thermodynamic functions were tabulated to 1,800° K. Similar data are included in the range of 298° to 1,600° K for the mononitride, VN.

Coal degasification boreholes drilled from the surface have been success-fully hydraulically stimulated to increase the flow of gas from the coal. This Bureau of Mines report describes the hydraulic stimulation procedure for a coalbed, the equipment required, and design criteria for the treatment. Three examples of stimulation treatment show from fivefold to twentyfold increases in gas production. The tests were conducted in the Pocahontas No. 3 coalbed, Buchanan County, Va., the Pittsburgh coalbed, Washington County, Pa., and the Mary Lee coalbed, Jefferson County, Ala. Two sites where the coal was hydraulically stimulated and exposed by subsequent mining show no adverse effect on mining operations through the treated zones. The induced vertical partings were confined to the coalbed and did not in any way affect either roof or floor rock.

Before going directly to the analysis, it would be good to summar¬ize explosion-proof container approval methods. Both Magison (52) and Short (84) state that in general practice, the systems are certified for: 1. a rugged enclosure able to withstand an internal explosion but not allow explosively hot gases to escape, and 2. maximum surface temperature, with equipment operating inside, that will not ignite the surrounding atmosphere. Also, testing insures that any material in contact with the container surface will not be ignited by a hot spot. Associated with the first practice, the enclosures are inspected for: 1. a safe flange gap width, 2. a pressure increase during ignition, and 3. an hydrostatic pressure withstand level. The hydrostatic pressure level is almost always determined by a meas¬ured ignition-pressure test and is usually applied to prove the mechan¬ical design to some safety factor. Consequently, explosion-proof enclosure testing includes temper¬ature, permissible flame gap, and pressure. Specifications and prev¬ious research also can be similarly separated even though some interre¬lation exists between the flame gap size and internal enclosure pressure during an explosion. Demand for arsenic trioxide dropped markedly during 1983, primarily as a result of a 27% reduction in cotton planting. As an oversupply of arsenic trioxide developed, prices declined for both domestic and imported material. Domestic Data Coverage.-Commercial-grade arsenic trioxide and arsenic metal were produced by only one U.S. company, which voluntarily reported its production to the Bureau of Mines. To prevent disclosure of proprietary data, the production data have been withheld.

The appearance of water in an oil field is the forerunner of various difficulties, and probably represents the greatest technical problem that the producer must face. Water conditions bear-directly on the quantity of oil recovered, and the length of the life of a field. Presence of mater increases the cost of operation, for example, gifting costs. On account of the corrosive action of oil-field waters on pumps and other equipment, frequent replacement of equipment is necessary. Furthermore, water may affect the marketability of the oil produced, as detrimental emulsions of water in oil (?B.S.?, "cut oil", etc.) are often formed. The writer has recently completed a study of oil-field emulsions. The present paper deals with the factors responsible for the formation of emulsions. This will be followed by another dealing with methods now utilized for dehydrating oil-field emulsions, and by a third dealing with the physical chemistry involved in the formation and resolution of such emulsions.

Exploratory research was conducted to ascertain the feasibility of recovering beryllium from Spor Mountain, Utah, ore by the sodium fluosilicate (Na2SiF6) method used industrially for processing beryl. Na2SiF6 requirements to form water-soluble salts of beryllium were determined for three different samples--two clayey ores containing 0.6 and 1.3 pct BeO, respectively, and a calcareous ore containing 0.6 pct BeO. The ores were sintered with Na2SiF6 at 750° C for 3 hours. About 80 pct of the beryllium was rendered water soluble by sintering the 0.6-pct BeO ores with 30 and 40 lb Na2SiF6 per lb BeO contained in clayey and calcareous ores, respectively. The higher grade 1.3-pct BeO clayey ore required only 20 lb Na2SiF6 per lb BeO to solubilize over 80 pet of the beryllium. As the 0.6-pct BeO clayey ore was possibly the most representative of the deposit as presently delineated, leach liquor prepared from this sample was treated to recover beryllium salts. About 60 pet of the beryllium contained in the ore was recovered as beryllium hydroxide, which then was calcined to yield a 99-pct BeO final product by means of the following operations: (1) Sintering with Na2SiF2, (2) leaching with water, (3) precipitating crude Be(OH)2 by adding NaOH, (4) filtering to separate the hydroxide from the NaF solution, (5) redissolving the crude Be(OH)2 in excess NaOH, (6) filtering to reject caustic-insoluble impurities, and finally (7) boiling the Na2BeO2 filtrate from (8) to precipitate pure Be(OH)2. Reagent consumption was 49 lb Na2SiF6 per lb BeO recovered and 17 lb NaOH per lb BeO.

"INTRODUCTION Oxygen, because of its vital relationship to man's physical well being, is the most important chemical_ element. It may be breathed, however, only in a rather limited range of concentrations and pressures without producing ill effects. An excess of oxygen may be equally as harmful as too little of it. Because of the importance of these effects, the study of the physiological action of oxygen has received attention for many years and by many investigators. Much of the investigative work has been directed toward determining the limits within which oxygen in abnormal concentrations and at abnormal pressures may be breathed with safety in such applica¬tions as deep-sea diving, work in comprossod-air, aviation, the wearing of apparatus designed to permit entrance into irrespirable atmospheres, and in the therapeutic applications of the medical profession.The Bureau of Mines frequently receives requests for information on the effects of breathing essentially pure oxygen, because of the Bureau's association with the use of self-contained oxygen breathing apparatus for entering irrespirable mine atmospheres, and the use of oxygen in conjunction with artificial respiration as a moans of resuscitation. The purpose of this paper is to summarize briefly the effects upon the human body of the inhalation of oxygen in various concentrations and at various pressures and to give reference to other published information that deals in greater detail with the diverse phases of the subject. The literature in this field is voluminous; therefore, a complete bibliography has not boon presented in this paper. No paper on this subject would be complete without reference to the classic pioneering work of Paul Bert (1) 3/ in this field. Articles such as those of Stadia, Riggs, and Haugaard (2), Bean (3), Specht (4), and others cited contain extensive lists of references that will leadthe reader to information in a degree of detail that is not within the scope of this publication."

A list of permissible mine equipment, tested and approved previous to January 1, 1942, was published In Bureau of Mines Information Circular 7207.3/ The present list covers additional equipment approved during the calendar year 1942. The items have been numbered to indicate the order in which each type of machine or device was approved in its particular classification. Thus, Information Circular 7207 gives four air compressors on the Bureau's active list, and the present circular gives the fifth to be approved. Items 90 and 94 under Loading; Machines land Conveyors also appear in Information Circular 7207. These numbers are repeated hero to show that approval was granted during 1942 for additional voltages on machines previously listed one voltage only. Equipment listed in these circulars is approved by the Bureau of Mines only when found upon inspection and test to comply with minimum standards of safety as outlined in schedules prepared on the basis of many years of experience in dealing with safety problems of the coal-mining industry. The use of such equipment in mines known to be gassy, as well as in those which may become so, is earnestly recommended in the interests of safety. This circular is published so that the industry may be kept informed as to the many types of machines, devices, and lamps that arc available for reducing explosion and other hazards incidental to coal mining. The present paper and Information Circular 7207 together give the complete list of all available permissible .Mine equipment.

The National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Laboratory (PRL), in collaboration with the Mine Safety and Health Administration (MSHA), the mining industry and seal manufacturers, conducted a series of full-scale experiments within the underground experimental mine at PRL's Lake Lynn Laboratory. The purpose of the experiments was to evaluate the explosion-resistant characteristics of several new seal designs for rapid deployment during mine emergencies. These seals can be deployed in less than 12 hours and are capable of withstanding explosion overpressures in excess of 140 kPa (20psi). These novel seal designs use available mine materials, do not require conventional rib hitching and, most importantly, can substantially reduce exposure time for coal miners during sealing and mine recovery operations.

The Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) and the Mine Safety and Health Administration (MSHA) conducted joint research on dust explosions by studying post-explosion dust samples. The samples were collected after full-scale explosions at the PRI, Lake Lynn Experimental Mine and after laboratory explosions in the PRL 20-L chamber and the Fike 1-m3 chamber. The dusts studied included both high and low volatile bituminous coals. Low temperature ashing for 24 hr at 515°C was used to measure the incombustible content of the dust before and after the explosions. The data showed that the post-explosion incombustible content was always as high as or higher than the initial incombustible content. The MSHA alcohol coking test -was used to determine the amount of coked dust in the post-explosion samples. The results showed that almost all coal dust that was suspended within the explosion flame produced significant amounts of coke. Measurements of floor dust concentrations after LLEM explosions were compared to the initial dust loadings to determine the transport distance of dust during an explosion. All of these data will be useful in future forensic investigations of accidental dust explosions in coal mines or elsewhere.

During the summer of 1973 we were asked to perform a theoretical investigation of the propagation of low frequency (LF) radio waves down deep (10,000 feet) hoistshafts* for the case where the hoist cable ("rope") is the only metal conductor present. Propagation is by means of the TEM coaxial mode of transmission in which the hoist cable serves as the inner conductor and the surrounding rock acts as the outer conductor. Since the rock is a relatively poor electrical conductor the current in the outer conductor of the coaxial line is not confined to a very thin surface layer as in a metal coaxial cable, but spreads radially to a distance that is generally many times the shaft diameter. This feature of the wave propagation requires a more sophisticated theoretical treatment than the approximate skin-depth theory that is adequate for metal coaxial lines. In this Part we treat the hoist shaft wave propagation loss, characteristic impedance, and the field current distributions in the surrounding rock medium. We also show that the large penetration of the wave into the rock outer conductor does not present a difficult problem with regard to coupling the transmitter or receiver to the transmission line with a minimum of insertion loss, but that the large impedance mismatch caused by the capacitance termination between the cage and shaft wall may well be the most significant contribution to overall system loss. Inductive coupling and impedance matching to the hoist rope/shaft transmission line are also treated briefly. Preliminary results indicate that a broad minimum in overall system loss should occur between 100 kHz and 1 MHz, possibly centered around 300 kHz. Further work is needed to better quantify this signal loss behavior, compare it with hoist shaft electromagnetic noise spectral data recently acquired by NBS, and identify the most favorable operating frequencies.

The results of a Feasibility and Design Study of Surface Impregnation Equipment to be used for Chemical Stabilization of Coal Mine Structures are described in this report. The study was sponsored by the United States Department of the Interior, Bureau of Mines, under Contract H0210055. This program was undertaken as an essential part of the Bureau of Mines Chemical Ground Stabilization Program. The responsible prime contractor was The Eimco Tunneling and Mining Machinery Division of the Envirotech Corporation. The Rocketdyne Division of the North American Rockwell Corporation performed part of the feasibility study and design and testing of the metering and feed system as a subcontractor to Eimco.

An ion-exchange-instrumental analysis technique is described for analyzing impurities at 1 to 1,000 parts per million level in rare-earth metals. A cation-exchange flame photometric method is used for the alkali and alkaline earth groups of metals, and an anion-exchange procedure is used in conjunction with polarographic and X-ray fluorescence techniques for selected transition elements. The standard deviation is about 6 percent, and the average error, about 5 percent.

THIS PAPER describing the quarrying, mining, and crushing of gypsum at the Blue Diamond mine, 11 miles from Arden, Nev., on the Union Pacific Railway, is one of a series on gypsum mining being prepared for and published by the Bureau of Mines. These papers are designed to disseminate technical information regarding the methods used. The cost tabulations represent operating expenditures only and not total costs. It is recognized that publication of total production costs might in some instances cause embarrassment to individual producers as well as to the industry as a whole. On the other hand, operating costs are essential to the technical discussion and study of the methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulations shall ensue.

"A recent premature explosion in a quarry that resulted in the death of nine men and the injury of several others, was directly traceable to a spark from a steam-shovel working under the face directly in front of the hole being loaded. This accident and similar accidents on record in the Bureau of Mines indicates the necessity for pointing out the dangers in quarries of explosives being ignited by sparks emitted from steam shovels and locomotives, and making recommendations for greater safety.Many premature explosions of which the following are examples, have resulted from sparks, both from steam shovels and passing locomotives. (A) The premature explosion occurred during August, 1920 at a limestone quarry, in a 100-foot drill hole, loaded with 1000 pounds of high-grade nitroglycerin and gelatin dynamites. This hole had been loaded with 500 pounds of 75 per cent strength gelatin dynamite, 300 pounds of 60 per cent straight nitroglycerin dynamite, and 200 pounds of 50 per cent straight nitro¬glycerin dynamite; but no steaming had been placed in the hole. The powderman loading the hole saw the spark enter the hole and was able to run a short distance before the explosion took place, thus escaping serious injury. The explosion of this first hole was transmitted to nearby hole similarly charged. The fall of rocks from these two holes buried the steam shovel and some of the gang of men working around it.(B) In September, 1909, in the Canal Zone, a steam shovel uncovered a misfired charge of dynamite. While the dynamite was being picked up the steam shovel continued working nearby. A spark from the shovel set fire to some loose dynamite spilled on the ground from the troken cartridges. This fire was transmitted to a hole which was being loaded close by and caused a premature explosion. One man was injured."

Various aspects of judgment and decision-making are key themes in this book. The model presented here serves as a loose structure for the chapters that follow this one. The notion of a model is introduced because growing research interest in the subjective aspects of group and individual behavior has led to a debate over whether judgment is a skill that can be understood scientifically. A related point of contention is whether such an understanding could lead to the development of methods for estimating people's ability to make good decisions during an emergency. There is some literature that supports the potential usefulness of this approach. However, little agreement seems to have been reached on how to define and operationalize even those basic concepts necessary to assess the soundness of decisions from within their environmental and group contexts [Jensen and Benel 1977; Godden and Baddeley 1979; Baumann and Bourbonnais 1982; Brecke 1982; Stone et al. 1985]. A look at the real-world process is clearly needed. The need to attempt a better understanding of judgment and decision-making properties stems from those occasions in the existence of an organization when there is a lot at stake. The process of decision-making (which is part of the exercise of judgment) has been analyzed in situations such as corporate takeovers [Janis and Mann1977], military combat [Begland1979], clinical emergencies [Baumann and Bourbonnais 1982], and aviation events [Billings and Reynard1984]. The fundamental assumption of these analyses is that, while there are untold successes, there are also notable numbers of failures resulting from decisions that can be ascribed to one or more errors in judgment. From a cognitive perspective, any person engaged in decision-making (either alone or in a group) is actively involved in a process characterized by certain elements. These were mentioned in chapter 1, but are reiterated briefly at this point: (1) detection of a problem, (2) definition or diagnosis, (3) consideration of available options, (4) choice of what is perceived as the best option given recognized needs, and (5) execution of the choice based on what has transpired [Flathers et al. 1982; Baumann and Bourbonnais 1982]. At any moment in this process, there are factors at play that have a large impact on one's ability to solve complex problems in a limited time: (1) an internal state [Hedge and Lawson 1979] is the sum of a person's psychomotor skills, knowledge, attitudes, etc.; (2) uncertainty [Brecke 1982] is caused by faulty or incomplete information received from the external environment; (3) stress [Biggs 1968; Jensen and Benel 1977] is generated both by the problem at hand and any background problem that may exist; and (4) complexity, as it is used here, refers to the number of elements involved that must be attended to. These variables are depicted in figure 5.1, and their relationship to each other and to an outcome is indicated. This schema is designed to suggest interaction, because while the judgment and decision-making process may be conceptualized as discrete stages, experience tells us that this is not the way people function in real-world situations.

World political events that occurred subsequent to yearend 1989 but that bear heavily on the global mineral industry have been of such significance that they cannot be disregarded, and certainly they contribute to any type of "outlook?. However, to write of them simply as "forecasts" in an "outlook" section of this study would be to unjustly pretend to status as prophets. Thus, this section covers events that have occurred not as predictions but rather as history. The section also includes an element with some broad statistical information, but this is included last rather than first for two reasons: the information is subject to considerable re- vision as additional data become available and as preliminary returns are corrected; and the authors view it as less important than the events that govern the statistics. The Near East and the Crisis There.- Of all 1990 political events influencing the world's mineral industry, the Iraqi invasion of Kuwait and the remarkable events that followed this aggression must head the list. The almost immediate imposition of economic sanctions, involving embargoes on shipment of virtually all goods into and out of Iraq, caused severe dislocations in the production and trade of mineral commodities, not only within the region itself, but with a ripple effect, into other world areas as well.

In its investigations looking to the improvement of health condi- tions and the increase of efficiency in the mining industry, the Bureau of Mines, in cooperation with the Bureau of Public Health, is studying sanitary conditions in and about mines with the intent of pointing out how those conditions that are a menace to the health of the miner may be most efficiently removed or remedied. An out- line of sanitary betterment work at mining villages in the Birming- ham district of Alabama has already been published by the bureau," and in this bulletin are presented suggestions on the planning of mining towns and the construction of miners' houses. The bulletin does not pretend to be a treatise on the so-called "housing problem," and mentions sociologic issues only incidentally. It is assumed that the influence of proper shelter on health is understood and that not a lack of appreciation so much as a lack of knowledge of the best remedies is responsible for many of the undesirable conditions that exist at mining towns. The purpose of this bulletin is to supply facts on the building of well-lighted, well- ventilated, warm, attractive, and economical houses for miners, these houses being assumed to be units of an industrial village or town the building and management of which are under the control of a corporation, so that special conditions hold which do not apply to houses built and owned by individual miners. From this it is not to be inferred that the company-controlled town is the best system or the only one in vogue. The discussion of this side of the subject in all its phases is too involved to be included in this paper. One element in favor of the company-controlled town is its possible immediate responsiveness. Hence this assumption. Also the assumption is made that a-new isolated town is being built, and hence the selection of the site, the arrangement of the streets, and the situation of the houses are discussed before the house itself is treated, for one of the most important factors in obtaining an economical sanitary house is a well-selected town site. Many of the suggestions, however, may be applied in improving conditions in existing towns, in building new houses in old towns, or in repairing old houses. Emphasis must be laid on the fact that as a rule a mining village has a shorter life than a manufacturing town. Economy is emphasized frequently because the discussion is predi- cated upon the assumption that the miner himself is to pay for all that he gets. House rent will doubtless be expected to bring in a reasonable return on all money invested in streets, sidewalks, water supply, sewer system, and houses; in other words, the town is to be run on a business and not on a paternal or charitable basis. "Fair and reasonable" precludes, of course, the idea of excessive returns. Some companies do not consider it good policy to realize as high a rate of interest as an independent realty company would be war- ranted in realizing. Under some circumstances part of the town improvements might be charged as "expense of the industry," that is, to the consumer. The isolation of a mining town introduces a unique responsibility. As the miners are practically obliged to rent the company houses, the officials of the company ought to scrutinize all expenditures in- volved so that house rent may be reduced to a minimum. In a way the town builders are placed in the position of trustees. They deter- mine, within certain limits, what proportion of a man's wages shall be spent on house rent. This consideration should restrain fanciful and unnecessarily expensive building; the other extreme should like- wise be avoided. True economy should be distinguished from cheap- ness. Ugly, insanitary, uncomfortable shacks should not be built even if, because of their cheapness, there is a demand for them from tenants. The obligation of the industry to society as a whole as well us to the tenant ought to forbid this. A cheerful, strong, healthy, virile race will not rise out of the filth and squalor of cheap hovels. An insanitary environment often does its damage slowly and silently; vitiated air does not, like mine gas, announce its deadly work by an explosion. As Talbot⚫ says: Health depends in part on freedom from infection. The probability of obtain- ing that freedom will be greatly increased by maintaining the body at a high state of vigor, or "vitality," as it is popularly called. This implies the promo- tion of all agencies which have to do with the physical well-being as well as with the control of sources of infection. Many men realize that in building houses for their workmen they are invested with a peculiar responsibility that must be wielded wisely, and in large developments they call into consultation the land- scape architect, the sanitary engineer, and the building architect, as well as the mining engineer.

"INTRODUCTION Scheelite occurring in tactite at the Black Rock tungsten mine, near Benton in Mono County, Calif., was investigated by the Bureau of Mines in cooperation with the Geological Survey as part of their search for additional sources of supply of strategic minerals authorized under the Strategic Materials Act. 3/4/The work accomplished by the Bureau, and the assays of samples taken are described in this manuscript. The ore found aided materially in prolonging the operating life of the mine during the recent national emergency, supplying much-needed tungsten for war use. ACKNOWLEDGMENTSIn its program of investigations of mineral deposits, the Bureau of Mines has as its primary objective the more efficient utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. The Mining Division, under the direction of Lowell B. Moon, chief, conducts preliminary examinations, performs the actual development work, and prepares the final report.
