Since the passage of the Coal Mine Health and Safety Act of 1969, the Bureau of Mines has made many advances in mine communications. These efforts have resulted in the following developments and demonstrations: Surface-to-surface electromagnetic transmission of baseband voice signals through overburdens as deep as 600 feet. This transmission was achieved with equipment from the Interim Mine Rescue and Survival System Program, and demonstrated that baseband voice communications could be obtained through these overburdens in the absence of mine-generated noise; that is, when the mine power system was shut off, However, during mine operational conditions, the mine-generated noise proved to be so large that effective baseband voice communications to the desired depths could not be effected.

This paper describes in detail the cost of equipping and developing the Golden Belt mine, Yavapai County, Ariz. These costs should be typical of the average small gold mine in central Arizona which has been equipped with used machinery a, a minimum of capital expenditure. The conditions of remoteness, transportation, water, and power supply are about average for properties in the Bradshaw fountains and that vicinity. There are several mines in the district in the process of development and several dormant properties that might be opened in the future. The Golden Belt group of claims was taken over by the present management in May, 1931. Although some active development has been carried on in recent years, resumption of work at the old property required entire rehabilitation of the equipment and camp. As the water level had not been reached, there was no problem of dewatering. In the presentation of costs in this paper an evaluation of the cost of equipment and development work as taken over by the Golden Belt Mines, Inc., has been made. Enact data, however, on previous exploration and construction costs are lacking. The total cost of equipping and developing the mine to its present stage has been obtained by adding the disbursements of the present management to the above-mentioned evaluation. These costs do not include the cost of replacing camp, equipment destroyed by fires, of unsuccessful milling experiments, management, or obsolete equipment on the property.

This paper presents one of a series of digests of foreign mining legisla- tion and court, decisions which is being prepared in advance of a general report relative to the right of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the laws of Latin America has been prepared from the best available information in Washington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consular officers, to whom it is being referred through the courtesy of the Department of State. Individual abstracts of the laws of each of the countries herein discussed have been prepared and published separately. This general summary is presented for the use of mining engineers and investors whose interests extend over the borders of a single country. It is also designed to bring out certain general principles of mining law and, so far as feasible, to indicate the trend of mining legislation in South and Central America. In order to gain perspective, the details of legislation are not com- pletely covered in this paper, but an effort has been made to bring out essential differences as well as points of similarity in the laws of the various countries. The course of legislation is first traced chronologically and the points discussed are then arranged in tables in somerhat greater detail. .Si. With a very few exceptions the existing mining legislation of Spanish America is a development, of the Spanish "Law Decree of Bases" (more briefly referr- ed to as the "Decree-Bases") of 1868. This in turn was influenced, particularly in its classification of minerals, by the French law of April 21, 1810.

The first phase of our work for PMSRC on this contract was devoted to a comprehensive and in-depth assessment of electromagnetic (EM) noise measurements and data taken by several contractors for use in the design of operational and emergency mine communications. Pertinent measurements and data of other selected investigators were also included in the evaluation. This assessment treated the measurements and instrumentation used, the data analysis and presentation methods, and the utility of the final results. This phase concluded with the identification of the most useful results and methods, the remaining data gaps, the contractor most qualified to fill these data gaps, and the definition (with PMSRC and this contractor - NBS, National Bureau of Standards) of a follow-on noise measurement program, instrumentation system, and data processing methods tailored to obtain the necessary but missing noise data. A partial bibliography of references related to electromagnetic and seismic noise and propagation in the frequency bands of interest was also compiled during this first phase. The body of this Part of the final report presents a summary of the findings of our EM noise assessment, together with detailed recommendations regarding the new noise measurements to be taken and the instrumentation and data processing methods to be used. This work was done during the latter part of 1971 and the early part of 1972. During subsequent phases of the contract ADL was asked to perform on-going evaluations of the continuing program of electromagnetic (EM) noise and propagation measurements made by Bureau contractors, and to utilize pertinent data from these measurements to make performance estimates for

Numerous mine fires have resulted in high death tolls and considerable finan¬cial loss during the history of coal mining. In most instances the death toll and financial loss were greater because of inadequate fire-fighting facilities. The information in this report is presented in the hope it may serves as a guide in the selection, placement, and care of fire-protection systems in similar coal mines. The adequacy of fire protection varies according to size of operation, employment, and production. When fires occur on the surface or underground, measures must be applied quickly to prevent incipient fires from spreading. The record of coal-mine fires shows that, in many instances, facilities for combating fires were very meager or were absent. It would be virtually impossible to establish and maintain all the necessary facili¬ties that may be needed to extinguish widespread mine fires, but it is believed that the coal industry can ill afford less than the minimum required by other industries where the time element and avenues of escape are much more favorable.

"Chromates are known to induce tumors (1, 2), mutations (3), and DNA damage (4-6). However, the underlying biochemical mechanism(s) is (are) not fully understood (6). Recent studies have indicated that hydroxyl (·OH) radical may play an important role (7-11). The mechanistic studies of Cr(Vl)-related ·OH radical generation in biochemical systems have shown the reaction of a Cr(V) species with hydrogen peroxide (H20 2 } through a Fenton-like mechanism to be one of the important steps (9-11): Cr(V) + H20 2 - Cr(VI) + ·OH + OH-. (1)In biological systems the Cr(V) species are generated via the reduction of Cr(VI) by a variety of components, such as microsomes (12), mitochondria (13), mitochondrial electron transfer complexes (14), and at least three flavoenzymes (glutathione reductase (GSSG-R),3 lipoyl dehydrogenase, and ferredoxin-NADP+ oxidoreductase) (9, 15, 16). In the case of flavoenzymes, Cr(V) formation is accompanied by the reduction of molecular oxygen ( 0 2 ) to H20 2 • The Cr(V) species then reduces H20 2 to generate •OH radicals and Cr(VI) (16).To understarid the mechanism by which Cr(V}-generated ·OH radicals cause cytotoxicity, Aiyar et al. "INTRODUCTIONGomez and Austin (1,2) have recently described calibration procedures for quantitative chemical analysis of particles by energy dispersive spectroscopy using particles mounted and polished in a resin matrix and scanned by an SEM under computer control. Their software is specifically designed for the analysis of Si, Al, Ca, Na, K, Fe and S in coal particles, and in this case the resin is loaded with iodine (3) to enable the exposed cross-section of an embedded coal particle to be differentiated from the matrix. However, the basic ideas of their procedures could be extended to any system of particles where it is desired to measure inorganic species in particles containing light elements such 0, C, H and N which are not directly detected. In these circumstances it is necessary to perform a quantitative determination of the measured components, so that the equivalent volume of light elements in the excited sample volume can be estimated by difference using ZAF and other corrections applied to the raw count intensities.Part of their procedure involves a new technique (2) for estimating background spectrum intensities; the intensity for a particular energy window is then subtracted from the total measured intensity for that window to enable the concentration of the corresponding element to be calculated. In addition, corrections for overlap of peak spectrums are applied. For example, Figure 1 shows some typical spectrums for known materials for the system they used, demonstrating a wide Gaussian spread about the theoretical peak energy. Since background spectrum and peak overlap corrections require a knowledge of the composition of the material, as does the application of the ZAF corrections, it is necessary to have an iterative solution of the equation sets, starting with estimates of the composition based on initial count rate corrected solely for dead time and detector efficiency."

Although some engineering colleges recognize the importance of instructing young engineers in industrial safety , the different institutions handle this instruction in various ways . It is believed that a recent industrial safety course , conducted at the Colorado School of Mines through the cooperation of this school and the Bureau of Mines , U. S. Department of Commerce , presents some unusual features that are of interest to other schools and to the mining public .

The Bureau of Mines developed a process using amines for recovering tungsten as ammonium paratungstate from alkaline leach liquors without producing synthetic scheelite as an intermediate product. Over 90 pct of the tungsten in low-grade scheelite or ferberite concen-trate was recovered as ammonium paratungstate by (l) autoclave leaching the concentrate with Na2CO3, (2) solvent extraction of the acidified leach liquor with kerosine solutions of either a quaternary amine (Aliquat 336) or a primary amine (Primene JM-T), (3) stripping the tungsten values from the quaternary amine with ammoniacal NH4C1 or from the primary amine with NH4OH, and (4) crystallization of ammonium paratungstate from the strip liquor. Reagent consumption in pounds per pound of W03 recovered was, for the quater¬nary amine, 3 Na2CO3, 3.5 H2SO4 , 2.2 NH4Cl, 1 NH3, and 0.4 glacial acetic acid; for the primary amine, it was 3 Na2CO3, 3.5 H2SO4, .06 NH4Cl, and 0.9 NH3. Both reagents extract molybdenum along with tungsten. Silicate and phosphate are partly extracted and contaminate the product; leach liquors containing these impurities require preliminary purification.

Diamond, drilling of some blast holes in stoning operations is practised in at least two iron mines in the Lake Superior district - the Soudan mine of the Oliver Iron Mining Co., on the Vermilion range at Soudan, Minn., and the Anvil-Palms mine, operated by Pickands, Bather & Co., on the Gogebic range at Bessemer, Mich. Diamond drilling, at the Soudan nine has partly replaced percussion drilling because of the extreme hardness of the ore and of the lean formation. According to Wolff,4/ the jasper or lean formation in this mine is the hardest rock regularly drilled in any commercial operation.

A comparison of certain properties of the commercial aviation gasolines produced in the United States during October 1949, 1950, and 1951 is presented in table 1, the 1951 data being average values from tables 3 through 6 of the present report. Trends in the average values of certain characteristics of these fuels may be seen in figures 1 through 4 which also indicate the minimum and maximum values. As may be observed, with the exception of changes in kinematic viscosities, the properties of commercial aviation gasolines have not varied greatly during recent years. A list of aviation-gasoline survey reports published by the Bureau of Mines is given on page 6. A summary of the average values of the properties on jet fuels is shown in table 2.

Because backfill has occasionally collapsed into an active working area, posing a hazard to miners, engineers from the Spokane Research Laboratory of the National Institute for Occupational Safety and Health and Hecla Mining Co. installed instruments in a cemented, backfilled, stope-ramp intersection at Hecla’s Lucky Friday Mine, Mullan, ID. The purpose was to measure stress and strain changes in the backfill and reinforcing members during undercut mining. The instruments were monitored for 6 months while three successive cuts were mined below the intersection. Readings showed induced loads up to 3450 kPa (500 psi) in the backfill as stope walls converged 2.5 to 12 cm (1 to 5 in). The backfill then deformed against the top and bottom plates of the 2-m- (6-ft-) long vertical rock bolts installed as reinforcement, producing loads to 177 kN (40,000 lb)on the rock bolts. We hypothesize that a compressive zone was created in the backfill that allowed the backfill to remain stable as long as the compressive zones from adjacent rock bolts overlapped. This hypothesis is presented in graphical form. Of particular interest was the effect of loading on trusses installed to augment the vertical rock bolts and wire mesh typically installed in backfill. Data from the instruments indicate that wall closure perpendicular to the vein induced loads in truss legs parallel to the vein and in the rock bolt driven through the center of the truss, but, because they are designed to function under tension, truss legs perpendicular to the vein supplied in significant support as a result of compressional forces from wall closure. Based on this study, use of trusses was discontinued, and an alternative support system of wood beams and posts was installed as needed to ensure the safety of miners working beneath the backfill in stope-ramp intersections.

The Bureau of Mines-American Gas Association survey of the carbonizing properties of American coals was begun in 1929, and has been continued almost without interruption since that time. Upwards of 100 coals have been carbonized at low, medium, and high temperatures in this survey, and about 200 additional coals have been carbonized at high temperatures only. All survey coals were blended with coal of different rank for carbonization at one high temperature (900° C,). During the past few years, 12-high-volatile A coals were blended with Pocahontas No 3 coal from Kimball, McDowell County, W. Va., and in this report the physical properties of the cokes from these high-volatile coals and their blends are compared.

This Bureau of Mines report describes the development of a simple method of producing low-phosphorus hematite concentrates from certain submarginal southeastern iron ores. The investigation was undertaken to obtain additional information on the Clinton iron ore outcrops at the southwestern extremity of the Birmingham district of Alabama and to assist in the development of operating techniques that would make it profitable to use the marginal ores of this area for blast-furnace feed. Batch and continuous pilot-plant tests demonstrated that a relatively simple wet scrubbing treatment) followed by a desliming operation to reject argillaceous (clayey) gangue, consistently yielded a marketable granular hematite product. Iron losses were relatively high but could be tolerated in view of the low treatment cost.

The results obtained in a study of the stress conditions existing in a drill bit-point area and in the underlying rock, when the bit was in full but nonpenetrative contact with the rock, are presented. This investigation by the Bureau of Mines was the preliminary exploratory phase of a long-range program of research on rock drilling to establish criteria for the maximum economically feasible rate of rock penetration. The photoelastic technique of experimental stress analysis was the principal method used to obtain the data. Transparent models and transmitted light were employed to investigate patterns in drill-bit models and isotropic materials under the bit when subjected to a concentrated static load. Comparative stress data for anisotropic rock were obtained by the reflective photoelastic technique. Brittle lacquer and an extensometer were used obtain supplementary information wherever substantiating data were desired to check photoelastic results. The zone of maximum shear occurs along an arc near the contact face of the bit. The stress distribution pattern in an isotropic model rock near the area contacted by the bit was nearly a mirror image of that exhibited within a similar areal zone of the bit. The stress pattern in granodiorite specimens was similar, though not symmetric, to the pattern in the isotropic model rock. The asymmetry of the stress pattern in the granodiorite was attributed to the anisotropic characteristics of the constituent minerals of various sizes.

The practice of using two or more main ventilating fans is common at large coal mines throughout the coal-mining industry. To assure adequate and efficient ventilation at may mines, such multiple-fan systems are necessary. The hazards associated with interrelated ventilating currents if a fan fails are controversial, and to date little effort has been made to study this specific problem and to determine corrective measures. The obvious questions are: 1. Is there a hazard? 2. Under what circumtances does it exist? 3. How serious is it? 4. What are corrective measures? Most members of the mining fraternity agree that reduced quantities of air and changed airflow patterns introduce potential hazards, especially where gaseous conditions exist when mechanized methods are used in concentrated mining 0 The seriousness of the hazard depends on the ease with which methane accumlates in face areas or haulage roads, the quantity of methane in workedout areas, and the extent to which reversed air currents interfere with escape and recovery operations after mine fires or explosions. These studies cover three mines and give the distribution of air for the specific conditions show. Each mine probably has somewhat different airflowpressure relationships between fans. The potential usefulness of reclaimed surface-mined land has received much attention recently. In an effort to develop a procedure for evaluating postmining land use potentials, specific mines in various regions of the U.S. were studied to determine the extent of current mined-land planning and to discover characteristics that are regional in nature. As part of this investigation, the Chinook Mine-West Field, located in western Indiana, has been studied. The Chinook Mine is presently operated by AMAX Coal Company and has been in continuous operation since 1928 under various ownership. The status of current reclamation and land use planning was reviewed. In addition, site planning principles were applied to the active mine area. This application included formation of a data base and development of postmining land use plan alternatives. Key factors affecting site potential realization for midwestern area mines have been identified along with suggestions for applying land use planning processes to mined-land planning.

The fundamental properties of dielectric separation were studied to provide insight into the design and operating characteristics of a dielectric separator. Force equations on mineral particles were derived and evaluated experimentally. Responses to variations in the electrical voltage and frequency, feed rate, particle size, dielectric fluid, and dielectric constant were tested theoretically and experimentally, using a 5-cm-diam dielectric separator. High-dielectric mineral recovery was proportional to the calculated effective dielectric force volume (EDFV) that surrounded each drum-electrode wire. Electrode spacing was the most sensitive design parameter; spacing of less than 0.4 cm was required for a good separation. Dielectric separation was effective for separating minerals with dielectric constants that differed by approximately 2 or more.

This report describes investigations by the Bureau of Mines designed to establish the noise level and spectrum of various types of pneumatic rock drills and to furnish information that would be useful in conducting sound measurements in mining environments and in reducing the noise generated in pneumatic drilling. These investigations show that (1) the noise generated by the drills in the frequencies below 100 cps is caused by the impact of the piston and drill steel, in the frequency range between 100 and 2,000 cps by the exhausting of air from the ports, and in the frequencies above 2,000 cps by the resonant frequencies of steel drill parts and of drill steel; (2) satisfactory instruments and instrumentation systems are available for field and laboratory measurements; (3) reliable sound measurements can be made in mining environments; and (4) devices can be developed that will abate the noise.

The only known large deposits of talc in Alabama occur near Winterboro, Talladega County. Preliminary examinations were made, and work by the Bureau of Mines was recommended. The deposits were investigated to determine the amount and grade of talc present and to search for new talc deposits in the general area. Seventy-five holes, totaling 3370.4 feet, were drilled with Government-owned core drills from August 1, 1948, to February 11, 1949, and 27 samples were taken for assay. This report presents the factual data disclosed by drilling and the results of beneficiation of the talc.
