"A successful procedure for the recovery of a valuable product from weathered tank-bottom settlings has been developed in the laboratories of the Bureau of lines and used in a field pilot plant. These heavy emulsion settlings, generally regarded by the industry as waste material, have usually been drained into open pits or storage ponds and eventually destroyed.Laboratory examination of the waste material shows it to consist essentially of a ""water-in-oil"" emulsion containing a considerable volume of congealed ""paraffin."" This paraffin is mainly high-melting-point wax; known in the industry as microcrystalline wax, for which there is an increasing demand.Because of the physical properties of this wax, the tank-bottom settlings are not responsive to conventional methods used for demulsifying ordinary crude-oil emulsions.The work upon which this report is based was conducted by the Bureau of Mines in cooperation with -the Kansas State. Board of Health and with special cooperative agreements-with the Cities Service Oil Co, Bartlesville, Okla., and the Bareco Oil Co,. Barnsdall, Okla. After nine years of negotiations, the U.N. Conference on the Law of the Sea approved a Law of the Sea Treaty text in April. Israel, Turkey, the United States and Venezuela voted against the text and 17 other nations including Belgium, the Netherlands, Italy, the Soviet Union, the United Kingdom and West Germany abstained. These nations still have the option of joining the treaty when it is opened for signing in December. However, the Reagan Administration has stated that several provisions of the deep seabed mining portion of the text are unacceptable and it seems unlikely that the United States, at least, will change its position. ALUMINUM Reynolds Metals Co. has criticized an Oregon state plan to relax air pollution standards for aluminum plants. The company feels that relaxation of the rules does not go far enough. Reynolds officials say that they have spent about $31 million at their Troutdale plant for state-of-the-art pollution control equipment, and if they are required to make the pollution reductions called for in the 1986 rules, Reynolds would be forced to close the 40-year-old plant.

The U.S. Bureau of Mines is engaged in many diverse programs for improving mine safety. Of particular interest to the Bureau are new and improved means for minimizing the hazard of fire which can be initiated by prolonged low energy electrical faults on trolley line systems. When a high energy fault occurs on a trolley line, wherein the current exceeds the magnitude normally drawn by legitimate loads, such as locomotives, then the circuit breakers at close-by power rectifier sets trip. Tripping of the breakers not only protects the equipment at the rectifier sets, but also disconnects the energy source from the fault and thereby minimizes the fire risk. However, the fault current is frequently of a level substantially below that required to trip the overload breakers. When the fault is a substantial percentage of the set level of the breakers, the energy dissipated by the fault is frequently sufficient to clear the system by rapidly burning itself clear. Such a fault is often short-lived and does not present as serious a fire risk hazard as a prolonged, much lower energy fault, wherein the energy level is too low to clear the system. The breakdown of a trolley line insulator, in which there was a 20 or 30 ampere leak, would represent such a fault or illegitimate load and a substantial fire risk.

Significant progress has been made in the reduction of serious injuries and fatalities resulting from mine blasting operations. Despite the progress, injuries and fatalities continue to occur. A leading cause of injuries and fatalities from blasting continues to be inadequate blast area security. Even though significant improvements in technology have been made, insuring adequate blast area security remains a challenge and requires constant vigilance. The advances in technology have created safer blasting products and have improved productivity and economics by enabling large, more efficient and effective blasts. However, as blasts grow larger in size, the complexity of adequately securing the blast area increases even more. Periodically the basic fundamentals involved in blasting safety should be reviewed, particularly for securing a blast site regardless of the size of the planned blast. Factors such as flyrock and toxic fumes must be taken into account to insure the safety of persons and property from the results of a blast. This paper examines the factors related to injuries due to inadequate blasting shelters and blast area security, and identifies mitigation techniques. The key concepts are: (a) accurate determination of the bounds of the blast area, (b) clearing employees from the blast area, (c) effective access control, (d) use of adequate blasting shelters, (e) efficient communications, and (f) training. Fundamentals are reviewed with an emphasis on analyzing task elements and identifying root causes for selected blasting accidents. Mitigating techniques are presented along with discussions and examples.

This report summarizes studies by the Bureau of Mines in developing a simple method for estimating the phosphorus pentoxide (P205) content of finely ground sedimentary phosphate ores and beneficiated products. The method used involved leaching, filtration, and precipitation. The Bureau found that measurement of the volume of ammonium phosphomolybdate precipitate obtained from samples containing 16.8 to 37.7 percent P205 and the use of an appropriate calibration curve permitted estimates of percentage of P205 content accurate within ± 1.1 to ± 2.6 percent, respectively, at the 95-percent confidence limits. Incidental to mineral dressing and petrographic investigations of western phosphate ores in 1959, the Bureau of Mines undertook development of a simple process-control method for rapid on-the-spot evaluation of phosphate-mineral recovery. Because of the fine-grained and obscure character of western phosphate ores, chemical, rather than microscopic or petrographic, techniques were investigated. The described method involves acid decomposition of the ore or product, filtration, addition of ammonium molybdate reagent to the filtrate, and centrifuging and measuring the volume of yellow ammonium phosphomolybdate precipitate produced.

The U.S. Bureau of Mines investigated the feasibility of using ammonium carbamate (NH2CO2NH4) leaching to recover manganese from steel plant slag. This investigation showed that treatment of the slag in hydrogen prior to leaching enhanced manganese extraction. Up to 80 pct of the manganese and 50 pct of the iron could be extracted from a silicon steel slag that had been pretreated in hydrogen at 700° C. Two 4-h leaching stages conducted at ambient temperature with a solution containing ammonia and carbon dioxide dissolved manganese and iron as their carbamate complexes. Heating the pregnant solution to 65° to 85° C decomposed the complexes and precipitated the metals as insoluble carbonate salts. Ammonium carbamate leaching of other slags from several steelmaking plants produced lower manganese extractions, which suggests that the method cannot be applied satisfactorily to all steelmaking slags

The Bureau of Mines Helium Field Operations has developed a method for determining the helium-3 CHe) content of natural gas and mixtures eontaining 0.5% to 100% helium. The helium is preconcentrated by passing samples through anhydrone, a liquid-nitrogen-cooled chareoal trap, and a titanium absorption trap. The mass spectrometer used to analyze the samples is tuned to 3He at mle ::=; 3.016. Hydrogen deuteride (HD+) interference is minimized by the titanium absorption trap and high instrument resolution. Sample measurements are compared with identically made measurements of a gravimetrically prepared primary standard. The method has a limit of detection of 0.15 ppb with a relative deviation of 13% below the 1~ppb level. The relative deviation is less than 7% for gases eontaining over 100 ppb 3He. The helium isotope ratios of natural gases from the Bureau's Tuck-Trigg Dome Red Cave, the Bush Dome Red Cave, and the Bush Dome Brown Dolomite Formations are distinguishable from one another and from the isotope ratio of crude helium produced from the Panhandle-Hugoton Gasfield.

Many of the fatal accidents in coal mines have resulted from the Explosives used in Use of explosives for breaking down the coal. These accidents have resulted both from the use of explo- sives that were not suitable and from the careless or improper use of suitable explosives. Investigation has shown that one of the commonest causes of dis- astrous explosions in the coal mines in this country has been a blown- out shot of black blasting powder or dynamite. The dangers that attend the use of these explosives were perceived several years ago, and in consequence the attention of powder manufacturers was directed to the production of explosives that would be less liable to ignite inflammable gas or dust. The manufacturers have been so successful in their efforts that it is now possible to obtain explosives which yield much shorter and quicker flames than black blasting powder or dynamite, and hence are much less dangerous to use in fiery or dusty coal mines. of explosives. To find out which of the many grades of short-flame explosives Government tests have the qualities that render an explosive most effective and least dangerous for mining coal, the United States Government established a testing station at Pitts- burgh, Pa., in 1908. This station is now under the charge of the Federal Bureau of Mines. Before the station was opened a state- ment of the requirements that the explosives in question would have to satisfy was drawn up and sent to manufacturers. A number of these sent explosives to be tested, and on May 15, 1909, a list of the explosives that had passed the tests was published. Since that date other brands of explosives have been tested and three more lists have been issued. The latest list, published in Miners' Cir- cular 2, Bureau of Mines, contained the names of no less than 71 explosives that had passed the tests prior to January 1, 1911.

The State Division of Geology Arkansas Resources and Development Commission, and the Arkansas-Oklahoma Coal, Operators Association requested assistance from the Bureau of Mines in a study of coal-mining methods and practices in .Arkansas coal mines with the objective of reducing production costs. On October 7, 1946, a joint meeting was held by representatives of the Arkansas Resources and Development Commission, approximately 30 coal-mine Operators of the Arkansas -Oklahoma Coal Operaters Association, and representatives of the Bureau of Mines. The many problems confronting the coal industry in Arkansas, including mechanical mining in thin beds, costs, labor, and working time were discussed. Following this Meeting, a joint letter from Harold B. Foxhall, State geologist, and -P. R. Stewart, commissioner, Arkansas-Oklahoma Coal Operators Association, was addressed to Dr. R. R. Sayers; former ,Director of the Bureau of Mines, requesting that mining conditions in Arkansas be studied.

This volume is the second of a four-volume final report on research carried out under a contract from the U.S. Bureau of Mines on the development of a computer simulation model for surface mine reclamation planning. The other volumes are titled as follows: Volume I: Ore Reserve Estimation, Volume III: Mine Coordinate Generator System, and Volume IV: User's Manual for OPMHS/2. The dragline model described in this report simulates the movement of the dragline bucket across the digging face, the swing load, the dump, and swing back. It is programmed to handle chopdown, key cut, main cut, and rehandling operations. Provisions have been made for simulating equipment and mining delays. Any mining method can be specified in terms of numbered blocks, the dragline positions for the mining block and the dumping location for the block. Accounting procedures permit the calculation of production rates, rehandle volume, dig and delay times. The model can be used to study the effects of varying mining conditions, cut width, and spoiling sequence with special reference to toxic spoil, overburden and bench removal procedures. The basic input data for the model include machine parameters, the geology and material characteristics, the mining parameter, and the delay characteristics of the equipment.

[Simple systematic accounting that adequately records all transactions has long been regarded as essential to the welfare of any business enterprise. Some of the defects that detract from the prosperity of the slate industry are attributable to a lack of effectiveness in cost keeping. This condition has promoted the United States Bureau of Mines to make a detailed study of accounting methods for the slate industry, and to present for consideration a system of accounts, which it is believe would enable the industry to attain more economical management and operation if accepted by a fair proportion of its important units. The method of accounting presented herein has been worked out with the assistance of leading slate producers and the recommendations are tentative and are submitted in this form as a means of developing constructive criticism. Believing that cooperative effort in this, as in many ether problems will bring the most enduring benefits to the industry as a whole, the writer urges that the cost earnest consideration be given to this vital problem now facing the slate industry.]

A large metallurgical experiment station at Salt Lake City to house the works of the Bureau of Mines in the intermountain area properly has long been projected. It finally became possible when a Public Works Allotment of $300,000 was set aside for building and equipment. With the new building assured, the Bureau of Mines decided to move the headquarters of its Metallurgical Division from Washington, D. C., to Salt Lake City, Utah. It was felt that this move would simplify they administrative work of the chief engineer of the division, as all stations devoted primarily to metallurgical work are west of the Mississippi. These include Rolla, Mo.; Minneapolis, Minn.; Pullman, Wash.; Reno, Nev.; Berkeley, Calif.; Boulder City, Nev.; and Tucson, Ariz. In addition to these stations will groups, of investigators working on metallurgical problem, are maintained at Pittsburgh, Pa., and College Park, Md. Salt Like City was clearly a more central point for the direction of this scattered work than Washington, D. C. The building (fig. 1, A and B) was designed from general plans worked out by the authors of this paper. Contraction was begun in March of 1939, and by the end of the year the Metallurgical Division had moved, into its now quarters.

Large-scale methane releases in dual salt mines have resulted in ignitions and mine fatalities as recently as 1979. Several past studies have implied that hazardous methane occurrences in U.S. salt domes are distributed neither uniformly nor randomly, but are geologically controlled and potentially predictable. A first step by the Bureau of Mines in addressing the problem of methane in deal salt mines required development of a new test to determine volumes of gases in solid salt samples. This report considers the results achieved when 80 deal salt samples were tested for gas content by dissolution in a controlled atmosphere chamber. Criteria were organized to delineate salt types based on geological occurrence. Outburst samples range from 0.014 to 7.4 cm3 CH4/100 g NaCl, anomalous salt samples from 0.0027 to 2.6 cm3 CH4/100 g NaCl, and normal salts from less than 0.0003 to 0.31 cm3 CH4/100 g NaCl. The presence of higher hydrocarbons was most common in samples containing larger quan¬tities of methane. The presence of higher hydrocarbons appears to be useful in detecting methane hazards where some methane may be lost before gas content testing. An exploratory rotary and/or core drilling program, dissolution testing for gas content, and up-to-date geologic mine napping could allow a mine operator to assess methane hazards in dual salt.

The coal-mining districts of Washington are mainly situated west of the Cascade Mountains. The eastern boundaries of Whatcom, Skagit, Snohomish, King, Pierce, and Lewis Counties, shown in Figure 1, form the backbone of the mountain range. The mines are on the foothills of the slope and extend to the shores of Puget Sound in the central and northern portions. The subbituminous fields of Lewis, Thurston, and Cowlitz Counties extend into the valleys west of the mountains. The Roslyn field, a small but important area, Lies on the eastern slope of the Cascade Range. If western Washington is divided into three areas from north to south the bituminous coal fields and most of the active mining operations will be found largely in the central area. In the southern portion there are large areas of subbituminous coals of varying quality extending from Centralia to the Columbia River. In the northern portion, mining is at present practically restricted to one mine which is working a subbituminous bed near the city of Bellingham.

The material published in this report is part of a special study of some of the chemical and physical properties of Alabama coals. The complete study included friability and grindability determinations, high and low temperature assay distillation tests, and ash fusion-temperature determinations. Proximate and ultimate analyses and. calorific values of the coal samples also were obtained. This paper is concerned only with grindabilities, although proximate analyses have been included to give a better picture of the problem as a whole. The growing interest in grindabilities of coals is a result of the increase in use of pulverized fuel in REscent years. The tenative ball-mill grindability method D409-35T4/was used in making all the determinations. The method of sampling and the technic of the testing procedure is described in Considerable detail in this report because the procedure was established quite recently. The ball-Mill grindability index is a measure of the ease with which coal may be ground, which may be an important factor in estimating pulverizing costs. Up to the present time few data on the grindability of Alabama coals have been published. The data in this paper show that the Warrior and Cahaba fields exhibit a wide range of grindability in their coals. The mines tested are well distributed throughout the productive areas of these fields, and it is possible to make rough estimates of the grindabilities of coals not listed in this report from the data given for mines situated in the same vicinity. This report describes the mining and milling practices used by the Eastern Magnesia Talc Co. at its Johnson, Vt., operation. The report also contains a description of the local geology and all available information on cost and performance data. Since 1925 the mine has produced continuously at an average annual rate of 54,000 tons, and the ratio of ore hoisted to finished product is roughly 2 to 1. Ore is stoped by a combination of shrinkage and sublevel methods. In any 24-hour period the mill produces an average total of 14 grades of finished talc product, 9 by dry grinding and air classification and 5 by wet grinding and flotation methods. The mine operates one shift per day, 5 days per week and the mill operates on a 3-shift, 5-1/2-day-per-week basis. Operating costs for 1958, on a percentage basis, were mining, 22.34; milling, 54.77; ore haulage, 2.89; and all other, 20.00 percent.
