This paper presents one of a series of digests of foreign mining legislation and court decisions that is being prepared in advance of a general report relative, to the rights of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the mining laws of British Guiana has been prepared from the best available sources in Washington and is, released subject to amplification and correction, if necessary, by United States foreign-service officials. This report summarizes the work performed and results achieved on the above contract from October 18, 1971 through July 14, 1972 under Phase II, Task 1: Detailed Design of Prototype and Task 3: Supporting Experimental Investigation. Operation and Service Manuals resulting from Task 3 are submitted under separate cover as are detailed design drawings and specifications, prepared under Task 1. Both items accompany this report. This report also includes (A) an estimate of the cost of construction, (B) a description covering the use of the equipment, and (C) a proposed test plan to demonstrate performance of the equipment in both the laboratory and a mine.

This paper is one of a aeries being published by the Federal Bureau of Mines on methods and practices used in mining and preparing crushed stone for market. Performance, in terms of units of work or tons produced per machine and per operator man-hour, is given whenever that information can be obtained. Direct operating costs are useful for comparing different methods and are included if available. In addition to descriptions of equipment and methods used the Bureau considered it desirable to discuss the engineering reasons for the choices that have been made, This paper is particularly concerned with the operation of the Liberty quarry and plant of the Campbell Limestone Co, The plant is in Pickens County, adjacent to the main line of the Southern Railway, and is about 18 miles west of Greenville, S, C. METHODS of determining the grade and tonnage in a mineral deposit have not kept pace with scientific developments in certain other fields. The most commonly used methods of computing ore reserves and grade based on diamond-core-drill sampling are the cross section, the polygon, and the triangle. Tonnage and grade may be determined by these methods with acceptable accuracy, providing a sufficient number of samples is obtained; however, there is no means of determining when an adequate number has been taken or conversely if the deposit has been sampled excessively. It is demonstrated that, by using the techniques of statistical analysis, a mining engineer will be able to determine when a sufficient number of samples has been taken to determine the grade of a mineral deposit within a specified degree of confidence. Using statistical analysis to compute the estimated average grade of the ore makes it possible to compute a fiducial interval, when a distribution of the sample means is normally distributed, so that there is 95-percent confidence in the statement that the true average grade of the deposit is covered by the interval. This report utilizes data obtained from the Maggie Canyon manganese deposit, Artillery Mountains region, Mohave County, Ariz. Four separate exploration projects were conducted at Maggie Canyon between 1936 and 1950. Present economic conditions have made it desirable to determine the amount of 5-percent manganese ore developed by these projects.

"The smoke nuisance, like many other undesirable and longstanding features in our present civilization, is still with us. On reviewing the situation we are astonished to find no authentic record of a major smoke-abatement campaign that has succeeded in eliminating a smoke nuisance, in spite of the fact that the problem has been with us since the use of bituminous coal began. We might well ask ourselves where the trouble lies; is the problem impossible of solution? We can not blame the average citizen for harboring this thought as a conviction. He has been urged for so long but sees so little evidence of progress. He has repeatedly been assured by the scientist and the engineer in most convincing terms that smoke. is unnecessary, that it can be avoided; small wonder is it that he is beginning to distrust so-called authority on the subject.On the other hand, the scientist and engineer are entirely within their rights. We all know that even high-volatile coal can be and is now being burned with no visible smoke. We know that even small domestic heating furnaces, with favorable conditions and with proper care, can be fired by hand without producing much smoke. And we know that when such equipment is fitted with suitable stoking devices, little or no smoke results. What, then, is the answer?Perhaps we may learn something from a critical examination of a typical smoke-abatement problem. Probably one of the most enlightening campaigns that has been waged in the United States is that of Salt Lake City, Utah; therefore, the purpose of this paper is to discuss the important aspects of this particular case."

"Part 1. REDUCTION AND USE OF OXIDANTSSUMMARYA study has been made of the volumetric determination of molybdenum by reduction in the Jones reductor, receiving the reduced solution in a mixture of ferric alum and phosphoric acid, and titrating with standard oxidizing agents. In addition to potassium permanganate, which has long been utilized for this titration, potassium dichromate and ceric sulphate have been found to be applicable. The latter oxidants have been found to be especially useful in the form of dilute solutions for the determination of small amounts of molybdenum. The tests revealed that certain internal indicators give excellent results in these titrations.Reason for These ExperimentsThe following study was initiated with the hope of providing the mining and metallurgical industries with an accurate and rapid technical method for the determination of molybdenum in such low-grade materials as ores, rocks, tailings, steels, and alloys containing less than 0.3 percent molybdenum. Although the experimental work was designed with this purpose in mind, many of the results are applicable to material containing a higher percentage of molybdenum.While the Bureau of Mines had an experiment station in Colorado, considerable analytical work was done on what were then (up to about 1923) classed as rare metals. One of these was molybdenum; and in Bulletin 212, Bonardi's (1) 3/ 60-page chapter covered all methods for the analysis of molybdenum."

IN 1949 the Government Printing Office issued Bureau of Mines Bulletin 468 3 and previously (in 1948) Bulletin 467 4 as part of the program under the Synthetic Liquid Fuels Act of April 5, 1944 (30 U. S. C., 321-325, and amendments). The two bulletins, relating to oil shale and its products, were published to present abstracts of all patents in this field from 1845 to 1945 5 or before the Synthetic Liquid Fuels Act was passed. Also, as part of this program, bulletins were published on patents relating to the pressure hydrogenation of coal e and the Fischer-Tropsch synthesis.7 The Synthetic Liquid Fuels Act was not extended beyond April 1955, but it inspired much increased activity in the field of oil-shale research, and many patent applications were filed. It is the purpose of this bulletin to abstract the patents issued in the United States, the United Kingdom, and Europe from 1946 to 1956, inclusive. A few older patents omitted in the previous bulletins have been included.

The objectives of the Continuous Shaft Lining (CSL) System are to reduce the costs, safety hazards, and time currently required in lining mine shafts with concrete. The CSL will line machine bored shafts downward from the shaft collar on a continuous basis using an inverted, pressurized slipforming technique. The technique for slip-forming downwards has been demonstrated and refined under this program. The approach taken involved laboratory scale testing of key features of the CSL concept. These feature tests included concrete distribution, concrete sealing, concrete slipforming and development of a reliable concrete mix. Based on these results, a full scale above-ground test facility and CSL were designed and fabricated. The objectives of these tests were to demonstrate the viability of the basic concept; to establish operating limits; and to provide input data and information for the design of a second generation shaft lining system. The results of the program have led to a CSL design and operational philosophy which will need to be tested in an underground environment before industry will accept the technology. However, the next generation CSL promises to meet all the original program technical objectives.

During the past 6 years the Mining Division of the U.S. Bureau of Mines has prepared many information circulars containing valuable technical data covering the operating details of mining and ore-dressing plants throughout the United States, Canada, Mexico, and other countries. These papers, written for the most part by operating officials in the field, have been designed to comprise a reference library for the operating engineer. In order to make the information contained in these publications more readily available to the busy engineer the enclosed series of reference tables has been compiled. The tabular arrangement is by subject rather than alphabetical order, thus avoiding the bulk of an alphabetical index.

Quartz dust is one of the most significant ongoing health concerns in coal mining today. Since the early 1980's, the U.S. Bureau of Mines has conducted numerous studies in underground and surface coal mines to identify the sources of quartz dust and its fundamental characteristics. This report presents data and conclusions obtained from these studies. The two most significant quartz dust sources were found to be the continuous miner excavating rock and the highwall drill operating in a rock overburden. The percentage of quartz was found to be higher in the smaller size fractions of dust when significant amounts of rock were mined by the continuous miner. Another factor theorized to affect quartz dust generation and size characteristics is the morphology of the quartz-bearing rock. Several laboratory studies were conducted to investigate capture efficiency of water spray technology and flooded-bed scrubbers with respect to the particle size of the dust. Water sprays and flooded-bed scrubbers were both found to be less efficient on smaller dust particles, and the scrubber was particularly less efficient on quartz dust. These results indicate that quartz control technology should be directed at controlling smaller sized dust particles.

Information Circular 6746 reviewed the fatalities in Indiana coal mines. for the fiscal year October 1, 1951 to September 30, 1933. Since then Indiana has changed its fiscal year to the period July 1 to June 30, but as most statistical data on accidents are arranged according to calendar years, the data in this paper are for the last 3 months of 1932 and the calendar year 1933, rather than for the new Indiana fiscal year. Tables 1 and 2 list the fatalities in Indiana coal mines3/ by cause and occupation for the last 3 months of 1932 and for the calendar year 1933. The fatalities for the small wagon mines employing fewer than 10 men are separated from those employing 10 or more men to call attention to the ex- tremely high fatality rate in small mines, largely because the State mining law does not apply to them nor do they come under the jurisdiction of the Indiana mine inspectors; as a result health and safety conditions are ex- tremely bad. During the last 3 months of 1932, 5 (approximately 42 percent of the total) fatalities occurred in the small mines, while for the calendar year 1933, 12 (approximately 32 percent) of the fatalities occurred in them. The Indiana Division of Mines and Kining estimates that these small mines have an annual production of approximately 325,000 tons, or about 4.5 percent of the total coal-mine production of the State. In other words, for these small mines the fatality rate per tons mined during 1933 was about 10 times as great as for the mines employing 10 or more men. Another lamentable feature in connection with the fatalities in small mines is that very few carry any compensation insurance and the owners are not worth enough financially for dependents of victims to collect anything under the common law; as a result, the dependents of those killed usually are left penniless and subjects of public charity.

Cameroon's mining industry continued to be dominated by crude petroleum. The value of petroleum output was estimated at $1 billion.2 The 1982 gross domestic product (GOP) was approximately $8.4 billion. During 1981, crude oil export revenues increased in value 30%, comprising approximately 56% of Cameroon's total export earnings. The 1982-87 5-year plan emphasized, hydrocarbon and agricultural development and targeted the exploitation of bauxite and clay deposits. New petroleum legislation was promulgated on November 26, 1982. Public Law No. 82-20 detailed hydrocarbon companies' obligations concerning oil and gas discoveries and exploitation. In general, the Cameroon Government has participated in joint ventures with private companies and has levied a 57.5% petroleum tax plus adjustable royalties. Exploration expenses were paid by concession holding companies, and the Government in the past has reimbursed 50% of expenses under certain conditions.

This progress report on a national survey of the use of detachable bits in metal mines covers 10 mines. It presents comparative costs for drilling with conventional and detachable bits, describes the reconditioning of drill steel, and gives various data on rock drilling at these particular mines. Reports to follow will include similar data on drilling at other metal mines in the United States. ACKNOWLEDGMENTS This report is based on costs and data developed and furnished by the operators of the mines visited. The author is greatly indebted to the officials and staff members at these mines for their cooperation and assistance.

These proceedings contain the opening remarks to the seminars and eight technical presentations an various aspects of coal mine illumination.

Comprehensive field tests were made by the Bureau of Mines at the Schwartzwalder mine near Golden, Colo., to determine whether surface geophysical techniques could be used to detect and delineate faults in uranium deposits. The tests included seismic refraction, magnetometer, electrical resistivity, airborne infrared thermal scanning, and airborne photography. Of the several geophysical techniques tested in the field, horizontal resistivity profiling with electrode spacings in the range of 10 to 15 feet was most diagnostic of faults. The method is quick, inexpensive, and accurate and can be easily used by mining company personnel to detect and delineate faults.

The Bureau of Mines studied the scales formed in producing wells in the Wilmington field, California. The scales were primarily barium sulfate and resulted from the mixing of injected sea water and formation waters; there was excess sulfate in the injection water and the formation waters contained appreciable barium. After breakthrough, the produced brines were supersaturated with barium sulfate. Laboratory tests indicated that barium sulfate precipitated quickly When the supersaturated brines were agitated with crystals of barium sulfate and fairly rapidly when more sulfate solution was added. Precipitation occurred slowly on standing or under nonturbulent conditions. Both the apparent and equilibrium solubilities of barium sulfate in these brines were determined and compared with equilibrium solubilities in distilled water and sodium chloride solutions.

Review and evaluation of all available data on the vapor pressure of car-bon dioxide at the ice point, including previously unpublished results obtained by the Bureau of Mines, are presented. Suggested corrections and adjustments to all the data yield an average value of 26,136.4 mm mercury. Indicated agreement is within plus 1 part in 8,000 to minus 1 part in 11,000. A novel pressure bomb in which a sample of pure carbon dioxide is placed and sealed by a diaphragm fluid separator and its use as a reference pressure standard for extended and repeated use in the calibration of deadweight gages is described.

COMBINED tonnage or natural abrasive materials sold or used in the United States in 1962 was 10 percent greater than that of 1961 and value was 9 percent higher. Production of crude artificial abrasives in the United States and Canada was up 14 percent in volume and 9 percent in value. Value of grinding-wheel sales increased 13 percent, and the value of coated-abrasives sales was up 10 percent. The value of imports and reexports declined, while the value or exports increased. [ ]

The Metallurgical Branch of the Bureau of Mines, as a part of its duties under the Organic Act, works to prevent wastes in industry and to disuse inmate information on the fundamentals of metallurgical processes. During the war, the necessity of large production was increasingly emphasized. Such duties necessitate from time to time the study of units of full commercial size, the operation of which is beyond the facilities of the Branch. When developments have reached this stage; work has been continued in cooperative agreements with operating companies that have been willing to contribute the use of their plants and staffs and to allow the publication of the results obtained for the common good of the industry.
