For the world mineral industry as a whole, the year 1981 was a period of continuation and, in some instances, an acceleration of negative trends extending back into 1980. Most available statistical data reflected stagnation or downturns in activity. Levels of production, trade, and consumption declined for a substantial number of leading mineral commodities, including, most notably, steel and petroleum. Investment, if not lower than in 1980, was evidently increasing at a more modest rate. Prices for major mineral commodities were generally lower, at least in terms of constant dollars, and in some cases even in terms of current dollars. Prospects of a major reversal of these patterns seemed dim. The mineral industry, however, was far from alone in this general downturn; most other elements of the national economies of the world's nations fared little better. General conditions of inflation, recession, and reduced industrial product consumption were reflected in most other sectors of the total economy. International political events continued to influence mineral output and flow but had less influence on overall levels of activities than on the geographic distribution of these activities. The Iran-Iraq war certainly played a role in reducing mineral industry activities in those nations, but the commodity most affected, petroleum, was available from other sources in sufficient quantity that, in the face of reduced demand, a substantial surplus developed.

A project to demonstrate the feasibility of retorting oil shale by the Paraho vertical retort process was carried out at Anvil Points, Colorado during 1974 to 1976. As a part of the demonstration project, laboratory and field tests were performed to determine the physical and chemical properties of the retorted shale for use in the development of eventual full-scale disposal plans. The material which exits from the Paraho retort is classified as a non-plastic silty gravel by the Unified Soil Classification System. The particles have an apparent specific gravity averaging near 2.60 and a mass specific gravity averaging near 2.00. The material can be compacted by normal laboratory and field construction methods to about 90 to 100 pounds per cubic foot dry density depending upon the degree of compactive effort applied. The addition of moisture does not improve compactibility appreciably. When high compactive effort is applied the retorted shale is classed as impervious to water flow. The compacted retorted shale exhibits shear strengths in the same order as those observed for silty gravel soils. If the compacted material is cured (long tune simulation testing) prior to strength testing considerable strength gain can be obtained from cementing action. The amount of cementing developed is dependent upon heat treatment and other operating modes of the retort.

Ohio has an estimated 46 billion tons of coal beneath 12,000 square miles of the eastern third of the state. Recoverable coal reserves within this vast area are estimated at 21 billion tons, 3.2 billion tons of which have been mined since 1800. Ohio is the eleventh-largest coal- producing state in the nation and ranks third nationally in coal consumption. Coal resources in Ohio lie in as many as 60 identifiable coal seams along the northwestern flank of the Appalachian coal basin. Except where interrupted by minor faults and erosional discontinuities, these rocks dip gently and uniformly to the east, simplifying the mining methods needed to extract the coal. Fourteen of Ohio's 60 coal seams are considered to be important, although only a small number of seams are currently being mined. Ohio first enacted a surface coal mining law in 1948, requiring in part a $100 per acre reclamation bond. Ohio progressively strengthened its surface mining law in 1949, 1955, 1959, 1961, 1965,1972,1975,1978, and 1981. At the time of its enactment, Ohio's 1972 mining law was one of the most stringent in the country. This law also created a state coal severance tax of four cents per ton to be used for abandoned mine land reclamation. Ohio received primacy to regulate the surface coal mining operations within the state August 16,1982. Its Abandoned Mine Land Program was approved on the same date.

An earlier Bureau of Mines report4 provided low-temperature heat-capacity and entropy data for three sodium vanadates. This report continues the study of vanadates by presenting analogous data for three crystalline calcium vanadates - calcium metavanadate (CaV206), calcium pyrovanadate (Ca2V2O7), and calcium orthovanadate (Ca3V208). No similar data for these compounds have been published previously. MATERIALS All three vanadate samples were prepared by the Bureau of Mines by heating stoichiometric mixtures of reagent-grade calcium carbonate and vanadium pentoxide.5 Calcium metavanadate was prepared at 610° to 660° C. A stoichiometric mixture was heated for 17 days with intervening grindings, mixings, and adjustments of composition, as shown necessary by chemical analysis. The final analysis gave calcium oxide, 23.48 pct. (theoretical, 23.57 pct.) and vanadium pentoxide, 76.32 pct. (theoretical, 76.43 pct.). The sample also contained 0.11 pct. acid-insoluble matter. The X-ray diffracton pattern showed no lines of free calcium or vanadium oxides. No X-ray diffraction patterns were found in the literature for any of these substances.

The following is a Maintainability Design Checklist for coal mining equipment. The purpose of the checklist is to provide a summary of design review points for the maintainability assessment of new or existing underground equipment. It specifically focuses on the identification of equipment design features, tasks, or procedures that impact equipment downtime, repair costs, labor hours and maintainer skill level requirements. Some checklist points are general in nature. The checklist was designed to be used across all categories of underground equipment. The intent is to draw attention to design features and maintenance procedures that will increase maintainability requirements. You are encouraged to adapt this checklist to site specific or machine specific requirements by: Inserting specific performance criteria for various categories of maintenance tasks. For example; all hydraulic lines on a shuttle car should be replaceable in 15 minutes or 25 minutes, etc. Adding or deleting checklist items for different categories of equipment. You would include environmental control equipment, for example, on face equipment and not on shuttle cars or man trips. Adding additional checklist items based on site or equipment specific maintenance histories or experience, company maintenance standards, or other factors.

The production of natural abrasives varied in quantity and value compared with 1976. Output of tripoli-type materials was approximately the same in both quantity and value. Special silica stone products decreased in quantity and increased in value. Garnet production decreased both in quantity and value. The production of emery increased and the production and value of manufactured abrasive material was approximately the same. Foreign Trade Imports of abrasive materials were 23% more in value than in 1976, and exports plus reexports increased in value 10%. Net imports, the excess of imports over exports and reexports, were $35.3 million. The volume and value of all abrasive materials exported varied.

The Mine Safety and Health Administration (MSHA) defines an independent contractor as any person, partnership, corporation, subsidiary of a corporation, firm, association or other organization that contracts to perform services or construction at a mine. Contractors that perform specific types of work are required to report the number of employees who work at coal mines and noncoal mines.

Past failures of coal refuse embankments have resulted in more intensified efforts in inspections of coal refuse sites. Inspections, however, are mainly qualitative and time consuming. In August 1975 CH2M HILL was awarded a contract to identify, develop, and test a rapid system for monitoring coal refuse embankments to aid in inspections. The rapid monitoring system developed uses convergent and vertical photography from conventional fixed-wing aircraft. The system was tested on an active landslide and on two coal refuse facilities using both black and white and color infrared film. Field tests showed the system was capable of accurate measurement while providing qualitative data through photointerpretation. The accuracy of the system allows it to be used to monitor coal refuse embankments, tailings dams, major earth dams, and natural slopes. Bibliographies of literature reviews in the area of past coal refuse embankment failures, monitoring instruments and methods, and photogrammetry are included.

Real output expanded at a 3.0% rate worldwide in 1987, a slightly lower pace than the 3.2% rate in 1986. The decline was accounted for largely by slower growth in the U.S.S.R. and the East European countries, as well as in the developing countries (table 1). According to the International Monetary Fund, output of industrial countries output grew 3.1% and rose most strongly in Japan, the United Kingdom, and Canada (table 2). U.S. economic growth remained at 2.9%, the same as in 1986. Consumer and government spending declined in industrial countries, while gross fixed investment: rent increased. This increase in fixed investment expenditures could be attributed partly to lagged results of some 1986 developments: the fall in oil prices, declining interest rates, and exchange rate changes. The U.S. budget deficit, as well as the large external deficits and surpluses among major industrial countries, hindered further growth .2 A report from the Organization for Economic Cooperation and Development (OECD) indicates that the impact of the October stock market crash was short-lived because it hit economies that were growing strongly, anyway.3 The growth of output in the developing countries slowed in 1987; however, output declined in the fuel-exporting developing countries. These countries have been adversely affected by weakness in oil prices and the depreciation of the U.S. dollar. The weighted average of inflation rates in industrial countries--as measured by the [ ] GNP deflator, was 2.9% in 1987, down from 3.4% in 1986. Prices rose 3.0% in the United States, up from 2.6% the previous year. Inflation for 1988 is expected to remain slightly higher in the United States than in Japan and the Federal Republic of Germany because of recent exchange rates changes and the elimination of slack productive capacity and labor in the U.S. economy. This paper describing the mining methods of the Inspiration Consolidated Copper Co. is one of a series being prepared by the Bureau of Mines on mining methods and costs in various mining districts of the United States. The story of mining at Inspiration is of particular interest because, after 127,812,000 tons of low-grade copper ore were successfully mined, the mining method was changed from block caving to open-pit. As the open pit became deeper, many features of the former block-caving operation that were exposed elucidated concepts of the mechanics of caving that previously had been assumed but not observed. The conversion to open-pit mining was accomplished by unique combinations of equipment and the introduction of ingenious engineering and operating practices that have extended the expected life of the mine for many years.

Kroemer(1-3) and Kroemer et al.(4) define the isoinertial technique of strength assessment as one in which mass properties of an object are held constant, as in lifting a given weight over a predetermined distance. Several strength assessment procedures possess this characteristic. Most commonly associated with the term is a specific test developed to provide a relatively quick assessment of a subject's maximal lifting capacity using a modified weight-lifting device.(1,5) The classic psychophysical methodology of assessing maximum acceptable weights of lift is also considered an isoinertial technique under this definition.(6) While the definition provided by Kroemer(1) and Kroemer et al.(4) has been most widely accepted in the literature, some have applied the term "isoinertial" to techniques that differ somewhat from the preceding definition, such as in a description of the Isotechnologies B-200 strength testing device.(7) Rather than lifting a constant mass the B-200 applies a constant force against which the subject performs an exertion. The isoinertial tests described here apply to situations in which the mass to be moved by a musculoskeletal effort is set to a constant. Is Isoinertial Testing Psychophysical or Is Psychophysical Testing Isoinertial? As various types of strength tests have evolved over the past few decades, some unfortunate developments in terminology have arisen to describe and classify different strength assessment procedures. This is particularly evident in sorting out various tests that have been labeled "isoinertial." One example was cited earlier. Another problem that has evolved is that the term "isoinertial strength" has two connotations. The first is the conceptual definition: isoinertial strength tests include any strength test in which a constant mass is handled. In practice, however, the term is often used to denote a specific strength test in which subjects' maximal lifting capacity is determined using a machine and a constant mass is lifted.(1,5) Partially as a result of this dual connotation, the literature contains references to both "isoinertial strength test" as a psychophysical variant(8) and the psychophysical method as an "isoinertial strength test" (4,9) To lay the framework for the next two chapters, the authors will briefly discuss some operational definitions of tests of isoinertial and psychophysical strength. In stating that the isoinertial strength test is a variant of the psychophysical method, Ayoub and Mital(8) refer to the specific strength test developed by Kroemer(1) and McDaniel et al.(5) Clearly, this isoinertial protocol has many similarities to the psychophysical method: both are dynamic; weight is adjusted in both; and both measure the load a subject is willing to endure under specified circumstances. However, while both deal with lifting and adjusting loads, there are significant differences between the psychophysical (isoinertial) technique and the Kroemer-McDaniel (isoinertial) protocol in their procedures and the use of the data collected in these tests. In conjunction with pilot steamflood tests in the Venango sands of Warren and Venango Counties, Pa., the Marx and Langenheim (4)3 calculations were adapted and programed for digital computer solution to predict test performance. The Monte Carlo technique was incorporated in the calculations to provide values of several variables which could not be adequately defined from available information. The computation methods are explained and the FORTRAN IV program listing is presented. Data and results of the prediction calculations for Venango oil sands are also shown.

This literature study of methods for desulfurizing residual fuel oil was conducted by the Bureau of Mines at the request of the Department of Health, Education, and Welfare. The sulfur compounds in residual fuels are believed to consist chiefly of condensed thiophenes and other polycyclic sulfur compounds. Hydrodesulfurization appears to be the most promising method for desulfurizing these oils and is the only method applicable to all types of sulfur compounds. There are indications in the literature that hydrodesulfurization without hydrocracking of residual oils may require higher pressures than used in present desulfurization processes, but no cost data and little experimental data are available on the higher pressure operation. Literature proposals for hydrogenating residual oils and heavy crude oils are exclusively for hydrocracking the oils to lower boiling products with accompanying partial desulfurization of the residual fuel fraction. Costs of the hydrocracking operations appear the closest available to probable costs of hydrodesulfurizing the oils, and have been reported (in 1955 to 1957) as $500 to $840 investment cost per daily barrel of capacity, with total operating costs of 70 cents to $1.10 per barrel.

The major elements essential to plant growth are nitrogen, potassium, and phosphorus. These three constituents of the soil are removed relatively rapidly by growing crops and consequently are the main constituents of commercial fertilizers. Scientific studies, however, have progressively revealed the fact that a number of other plant foods, many of which are not necessarily supplied in commercial fertilizers, are necessary to assist plant growth and fruit production and that soils deficient in certain of these minor elements may be made much more productive by adding them. The farmer looks to the miner to furnish most of the elements requisite to plant growth, which have to be supplied through the medium of fertilizer additions. It follows that the mining industry should keep an eye upon developments in the fertilizer industry and in the results of soil studies as a possible outlet for mineral products. The important industries engaged in the production and marketing of the three principal pant nutrients have already been described in Bureau of Mines publications .3 The present paper discusses the commercial implications with respect to other elements that are now employed as soil additions.

"INTRODUCTION The United States, although the leading consumer of chromite, depends almost entirely on imports for its supply. For instance, the consumption during. 1941 amounted to 714,645 long tons, whereas the domestic chromite production, although the highest since 1918, was 12,731 long tons or only 1.78 percent of the domestic consumption. 9/ Domestic production was tremendously, accelerated,after 1941 by war demands; however, only a small proportion of this domestic product was of sufficient quality to be substituted for the high-grade imported chromite demanded for metallurgical purpose. Chromite is used largely for making ferrochromium, an alloy containing 60 to 70 percent chromium which is used in making alloy steels. Peacetime specification for ferrochromium required that it should contain 68 to 69 percent chromium. These specification were lowered to between 60 and 63 percent, chromium in 1941 to permit the use of lower-grade ores. The specifications for metallurgical chromite, used for making ferrochromium, were established first by the Metals Reserve Company at 48 percent Cr203 and a Cr. Fe. ratio of 3 : 1 but later were lowered to 45 percent Cr203 and a Cr : Fe ratio of 2.5 : 1. The ratio of chromium to iron in chromite is important, because the contained iron enters the alloy in making ferrochromium and, although an ore may contain the required 45 percent Cr203, it may contain too much to be suitable for ferrochromium production. The principal sources of domestic chromite are California, Oregon, Montana, and Alaska minor, small, and widely scattered deposits in another dozen States. Without exception, these deposits are low-grade, require beneficiation to produce a commercial product, and are not competitive with imported high-grade ore in normal times. Nevertheless, these deposits form strategic reserve, which must be utilized in periods of national emergency. Recognizing this fact; the Bureau of Mines for many years has undertaken investigations to develop methods of utilizing domestic chromite ores. The problem has been approached from three angles: (1) Mechanical methods of concentration; (2) beneficiation by chemical or metal¬lurgical methods; and (3) production of metallic chromium by electrolysis of solutions prepared from ore or concentrate."

During the past decade (1937 to 1947), including the war years of heavy demand for metals, the United States realized about one-eighth of its antimony requirements from domestic production, chiefly in Alaska. In World War II, our foreign supply sources became endangered; and uncertainty in our Far Eastern supply made this nation focus on Alaska’s mineral resources with a Production Gear that centered in the Bureau of Mines experimental station at College (Alaska). The development work known as District or central deposits. The strategic mining districts included that of central Alaska was reorganized at Ketchikan Mining Districts. Mines were located here had produced considerable quantities since 1901; but methods for exploration had come from 1936 to spring 1942, some $4 million produced in gold alone. Statistics relating to available ores are those selected by type and exploitation periods with wide variety applied. During the summer of 1941, as part of an extensive Geological Survey program continuing through funds provided by U.S., geological surveys spent six weeks mapping an area approximately two square miles surrounding mines. The mines working both surface & underground work employed these men in mapping exercises.

This regional report covers 1993 mining and related activity in approximately 40 countries and territories of Canada, Latin America, and the Caribbean Basin. These countries of the Western Hemisphere, as with the United States, are endowed with a great variety of minerals, including metals, industrial minerals, and energy minerals. For most of these countries, such mineral production helps form foundations for their economies and earns export credits including hard currencies. Table 1 depicts an overall view of Latin America and Canada's production of its major mineral commodities in 1993; subsequent tables show the role of Latin America and Canada in world mineral production, trade, and import dependency on minerals from Latin America and Canada by the United States. Overall, the picture emerges of a rich mineral diversity throughout the hemisphere, attracting increasing interest and investment, and complementing the mineral resources of the United States.

This Bureau of Mines publication contains analyses and related source data for 349 natural gas samples from 26 States and 2 foreign countries. The 3 samples from foreign countries and 339 of the U.S. samples were collected during calendar year 1983. The remaining seven samples were collected earlier, but releases granting permission to publish were not received until 1983. All samples were obtained and analyzed as part of Bureau of Mines investigations of the occurrences of helium in natural gases of countries with free market economies. This survey has been conducted since 1917. The analyses published herein were made by the mass spectrometer and chromatograph. The results of these investigations are published annually to make the information available to the petroleum industry and the general public. Twenty-seven publications have presented the results of 13,332 gas analyses made prior to 1983. The first three bulletins (1-3)3 contain analyses and related source data on 5,218 gas samples collected from 1917 through 1960; these bulletins have been supplemented annually by information circulars (4-17, 19-24, 26-27) containing 8,104 analyses of sam¬ples collected since 1960.

"INTRODUCTION This is the fourth report of investigations dealing with the cooperative tests between the Bureau of Mines and industry on the use of electrolytic manganese in steelmaking. The first report dealt with the use of electrolytic manganese in the manufacture of stainless steel 3/ the second with its use in acid electric steel practice, 4/ and the third with its use in low-carbon basic open-hearth steelmaking. 2/ A résumé of those investigations E7 appeared in the magazine STEEL. 5/ The present report deals with the use of electrolytic manganese in the manufacture of four types of stainless steel and the new Timken 16-25-6 alloy. The Bureau of Mines supplied The Timken Roller Bearing Co. with 62,000 pounds of electrolytic manganese for use in the tests.The electrolytic manganese was produced at the Bureau of Mines pilot plant, Boulder City, Nev., by the process developed by the Bureau and described in Bulletin 463, Operation of Electrolytic Manganese Pilot Plant, Boulder City, Nev., by J. H. Jacobs. J. W. Hunter, W. H. Yarroll, P. E. Churchward, R. G. Knickerbocker, R. W. Lewis, H.A. Heller, and J. H. Linck. The workcarried out under the direction of R. S. Dean, formerly assistant director, Bureau of Mines, and R. G. Knickerbocker, formerly chief, metallurgical branch, as part of a long-range program involving the development, manufacture, and use of manganese from domestic ores.
