This report describes the initial phase of Bureau of Mines research in the hydraulic mining of bituminous coal. The mining site and equipment are described, and the test procedures and results obtained with a bar-mounted monitor are given. Tests showed that hard Pittsburgh-bed coal can be mined hydraulically from a solid face at water pressures of 4,000 pounds per square inch.4 Coal was penetrated to a depth of 4 feet in 20 seconds with 225 gallons of water per minute coming from a 3/8-inch nozzle at 4,000 pounds per square inch pressure. Some difficulty was encountered in cutting the binders occurring in the coal; it was not possible Lu penetrate directly the overlying draw slate.

Prolonged, extensive exposure to hand-transmitted vibration could cause a series of vibration-induced disorders in the vascular, sensorineural, and musculoskeletal structures of the human hand-arm system, which have been collectively called hand-arm vibration syndrome (HAVS).1 To assess the risk of HAVS the international standard ISO 5349-1 (2001)1 recommends using the root-mean-square (rms) acceleration of the measured vibration with a frequency weighting. While a few epidemiological studies have reported results consistent with the predictions made according to the recommendation, many other studies have reported results with large discrepancies.2 This may be partially attributed to the time-averaging effect involved in calculation of the frequency components, especially for impact type tools. Because the spectral characteristics of impact tools change dramatically with time, a time-frequency (T-F) analysis can provide better characterizations of such highly transient vibrations. The analytic wavelet transform (AWT) is an ideal T-F analysis tool because it possesses the advantages of both the Fourier transform and the wavelet transform.3 The objective of this study was to explore the application of the AWT method for characterizing the impact tool vibrations and assessing their exposure risk. Methods Five tools (two chipping hammers, two riveting hammers, and one concrete cutting saw) were used in this study. The saw vibration was measured when it was used to cut a section of road pavement during a repair. The vibrations on the other tools were measured by the procedure specified in ISO 8662-2 (1992).4 A sampling rate of 16,386 Hz was used in the measurement. The AWT and Fourier analysis were applied to these signals and to identify their characteristics. Results Figure 1 compares the T-F characteristics of the accelerations measured from the relatively steady concrete saw and a riveting hammer. The frequency weighting specified in ISO 5349-11 was applied in the calculations. The comparison clearly shows that the two tools have completely different T-F characteristics.

A moderately scaled apparatus was developed by the Bureau of Mines to determine the fire resistance characteristics of mine conveyor belts and similar type materials. The design of the apparatus was based upon data obtained in full-scale fire tests and features a radiant panel to preheat the belt and a methane-oxygen ribbon burner to ignite the sample under ventilating condi¬tions in a rectangular duct. The test method overcomes the limitations of existing laboratory-scale methods and provides a measure of both ignitability and flammability in quantitative terms. Flame propagation depended upon such variables as air velocity, ignitor heat flux, and belt width and height in the test chamber. Data are presented for nine belt materials and fire resistance ratings are proposed in terms of the flame spread rate, heat release rate, and the critical ignitor heat flux. The ratings discriminate between the fire hazard posed by different fire-resistant belts and tend to be in reasonable agreement with those obtained in full-scale fire tests.

Despite extensive research efforts conducted in the past decades, occupational health risks associated with exposure to nano and ultrafine aerosols emitted by diesel power equipment are still not completely understood. The complexity of physical and chemical properties of diesel aerosols, constantly changing with the implementation of advanced diesel emissions control technologies, make this task rather challenging. The objective of this paper is to identify and characterize nanometer and ultrafine aerosols emitted by diesel engines in the underground environment and evaluate the effects of selected contemporary control technologies on physical properties, chemical composition, and in-vitro toxicology of diesel aerosols. The physical and chemical properties of the nanometer and ultrafine diesel aerosols are to be characterized through a test series in the NIOSH Lake Lynn Laboratory experimental mine. The crucial part of the study has been development of a facility that allows researchers to generate field results with precision and accuracy characteristics of a laboratory environment. The knowledge obtained from this study should strengthen our understanding of the health implications related to exposure to diesel particulate matter and aid in assessing the potential of various control technologies for reducing this exposure.

"INTRODUCTION In a previous reports results were given of a manhole investigation carried out over a period from June,- 1929, to July, 1930, in cooperation with the Edison Electric Illuminating Co. of Boston, Mass., to determine the general hazards of combustible gases and vapors in manholes and other underground openings owned by this company. Considerable time was spent in this initial investigation in developing a suitable detector for determining the range of explosibility of the gases found in manholes. About 17,000 tests have been made with the detector since the investigation was started and its utility has been verified and its accuracy checked, by having complete analyses made of such samples that showed combustibles present equal to or above 25 per cent of the lower explosive limit, and those found deficient in oxygen.The initial investigation made in 1929 and 1930 demonstrated that the detection, control, and elimination of combustible hazards in manholes can best be obtained by a close cooperation of the interested parties through a systematic and continuous inspection of manholes, under proper supervision.COOPERATIVE INVESTIGATI0N DURING 1931The investigation carried out during the year 1931 has been along lines similar to that conducted during 1929 and 1930. In the present investigation the Edison Electric Illuminating Cc. of Boston and the Boston Consolidated Gas Co., have cooperated with the Bureau of lanes. The Boston Consolidated Gas Co. serves a major part of the territory under discussion with gas, but the tests covered the Edison territory irrespective of the gam company furnishing manufactured gas. A test crew consisting of two men, one an employee of the Consolidated Gas Co. and one an employee of the Edison Electric Illuminating Co., has been continuously employed during the year in the testing of games in manholes served by the Edison system. The test crew was under the direct supervision of John Campbell, superintendent of the special service department of the Edison Electric Illuminating Co., and F. M. Goodwin vice president of the Consolidated Gas Co.As in the previous investigation, all manhole tests were given test numbers. The test data sheets on which the information regarding the tests were recorded were prepared in triplicate, one copy going to the Edison Company, one going to the Gas company, and the third to the Bureau of Mines at Pittsburgh. These test data sheets were then filed (1) according to the town, (2) the street location, and (3) the manhole number; in this way a complete record pf each manhole tested was immediately available. A preliminary investigation was made of the extraction of chromium from ferrochromium by low-temperature chlorination in the 3400 to 5250 C range. The objective was to devise a method for separating chromium from iron in high-carbon ferrochromium produced from domestic chromite concentrates. The majority of iron was removed as a volatile chloride; chromium was contained in the residue as a nonvolatile chloride, which was separated from carbon and unattacked ferrochromium by dissolution. A small rotary chlorination apparatus was designed, built, and used for the chlorination tests, and samples of commercial-grade high-and low-carbon ferrochromiums were chlorinated for comparison of chlorination characteristics. Low-temperature chlorination of three types of ferrochromium resulted in the removal of 81.9 to 91.6 percent of the iron content as sublimed FeC13. Recovery of chromium in a leach solution of the reactor product varied from 82.4 to 93.1 percent.

Multiple seam mining interactions caused by full extraction mining, whether due to undermining or overmining, frequently involve tensile failure of the affected mine roof. The adverse ground control conditions may prevent mining for both safety and economic reasons. Prior researchers have identified the geometric, geologic and mining factors controlling multiple seam mining interactions. This numerical study examines the mechanics of these interactions using a modeling procedure that 1) incorporates the essential constitutive behavior of the rock such as strain-softening of the intact rock and shear and tensile failure along bedding planes and 2) captures the geologic variability of the rock especially the layering of weak and strong rocks and weak bedding planes. Specifically, the numerical study considered the effect of vertical stress, interburden thickness, and the immediate roof quality of the affected seam in both undermining and overmining situations. The models show that for overburden-to-interburden thickness (OB/IB) ratios of less than 5, interactions do not occur, and that for OB/IB more than 50, extreme interaction is a certainty. In between, the possibility of an interaction was found to depend on gob width-to-interburden thickness ratio, site specific geology and horizontal stress to rock strength ratio in addition to the OB/IB ratio. The models also showed that horizontal stress was profoundly altered well above or below a full extraction area and that these changes are likely to influence the success or failure of multiple seam mining. The role of horizontal stress in multiple seam mining interactions has received little attention in prior investigations. Four factors control the mechanics of multiple seam mining interactions: 1. vertical stress concentration 2. horizontal stress concentration 3. stress re-direction 4. bedding plane slip bands A combination of vertical and horizontal stress increase and high stress gradients in the vicinity of full extraction areas re-orients principal stresses into a very unfavorable direction. This seemingly small stress re-orientation has a profound adverse effect on bedded rock.

The first report gave data on motor gasolines sold during the winter of 1935-36.3/ The second report gave the same data for motor gasolines sold during the summer of 1936)4/ As was the case with the first cooperative gasoline survey, reports were received for some areas from only one company and in other areas from two companies that did not in all instances report on the same brands of gasoline. In still other areas reports were received from five or six companies on the same brands of gasoline. Thus, it can be seen that data on gasolines are unequal in regard, to the number of reports that were averaged in calculating the data shown in table 1. The data from the Pacific Coast were averaged by the Pacific Coast technical group before submission and are published exactly as they were submitted.

The small and remote mine operators must comply with the Federal Mine Safety and Health Administration regulation requiring them to train and maintain mine rescue teams. The alternative is for the operators to contract with established teams within two hours travel time of their mine. Many of these remote operations are too far away from established teams and have too few employees to make up the necessary teams. Many cannot comply with the regulation either from a manpower or economic standpoint. The Office of Arizona State Mine Inspector, under the direction of the Honorable James H. McCutchan, State Mine Inspector, entered into a contract with the Bureau of Mines to develop the concept of a volunteer mine rescue program. This program with the assistance of the mining industry and volunteer rescue organizations, has planned and instituted a statewide volunteer mine rescue organization. The trained and equipped volunteers are stationed throughout the state and can respond to a mine emergency within the time constraints.

This report is the 26th in a series summarizing Bureau of Mines research and technologic work on coal and related investigations and the 8th of these reports to be issued on a calendar-year basis.1 It reviews briefly work in progress during 1961, and it provides references to publications by Bureau personnel during 1961 and also to a few older papers that were not cited in prior reports of this series. Details about some of the researches mentioned may be obtained by referring to the publications cited in the footnotes or in the further list in the Bibliography; other phases of work are reported here for the first time and will be covered in more detail by later publications.

"INTRODUCTION This report on the properties of motor fuels sold through service stations in the United States is a continuation of a series of reports made in accordance with a cooperative agreement between the Coordinating Research (CFR) Committee of the Coordinating Research Coouncil (CRC) 4/ and the Bureau of Mines of the United States Department of the Interior. The first of these reports presented data on motor gasolines sold during the winter of 1935-36. 5/ Further reports were issued describing motor gasolines sold during the succeeding summers and winters to and including the summer of 1941. 5/ reports were made on motor gasolines sold during the winter of 1941-42 and during the summer of 1942. However, starting with the winter of 1942-43, the semiannual reports were resumed. 5/The present report presents analytical data for samples, representing the products of approximately 100 companies. Most of the samples represented in this report were obtained during December 1)55 and January 194o. As in previous surveys, the companies covered by the survey include both large and small suppliers. Conforming to former reports, the data cover three groups of samples - regular-price, premium-price, and third-grade gasolines.As the number of analyses submitted for samples of third-grade gasoline are not considered adequate to represent this type of motor fuel, data for the analyses have not been averaged, but the individual items are tabulated. The number of samples, items, and brands comprising each group is as follows:Regular-price, 1,958 samples, 317 items, and 96 brands; premium-price, 1, samples, 292 items, and 85 brands; third-grade, 58 samples, 22 items, and 14 brands. A major focus of ground control research presently being conducted by the Spokane Research Laboratory of the National Institute for Occupational Safety and Health (NIOSH) is to incorporate data on weak rock masses into existing design relationships, with an emphasis on updating the span design curve for manned entries and the overbreak curve for longhole entries. Both curves were originally developed at the University of British Columbia, Vancouver, BC. The original database has been augmented by information from mines throughout the United States, Canada, Australia, and Europe. The common factor in all these mines is the presence of a weak back and/or walls. In most cases, the ore zone is the weakest rock unit and must be stabilized so that the mineral-bearing rock can be extracted safety. The current NIOSH research attempts to provide rock mechanics tools to assist a mine operator in making economic decisions that will also ensure a safe working environment. This paper documents the Nevada database with a special emphasis on Nevada underground gold mines.

Research shows that water neutralizes the explosion hazard of coal dust when present in sufficient quantity and when intimately mixed with the dust. The quantity of water required to neutralize coal dust and coal-rock dust mixtures is about equal to the limiting moisture adsorptive capacity of the dust; the adsorptive capacity increases with increase in the fineness and volatile content of the coal. Pools of water or high atmospheric humidity do not reduce the explosion hazard. Although wetted dust is less dispersible than dry dust, poor dispersibility cannot be relied on as the sole safeguard against explosion. Dust mixtures that contain water in excess of their limiting adsorptive capacity are dispersed and ignited by severe initiation sources. Pure coal dust adsorbs water with difficulty and retains water poorly; adsorption and retention is increased by the addition of rock dust the coal; the rock dust agglutinates wetted coal and assures that incombustible is present should drying occur. Therefore, it is advantageous to rock-dust wet areas in bituminous coal and lignite mines. When coal-rock dust mixtures are wetted and subsequently dried, the explosion hazard is about the same as for dust which was not wetted.

Other Federal agencies have been coming to the Bureau of Mines for help with the purchase and utilization of fuel, largely coal, almost since the day the Bureau was created in 1910. The requests covered a wide range of fuel-economy problems and included boiler-water treatment after it became apparent that water-formed deposits on heating surfaces acted as insulators, decreasing heat transfer and impairing fuel efficiency. Dr. Ralph E. Hall, a Bureau of Mines physical chemist determined the reactions that cause adhering scale to form in boilers (7)2 and went on to introduce scientific principles into water treatment for scale prevention (8). Widespread publicity of these achievements increased the requests for help from Federal steam-generating plants. Since no other Federal agency (even those which were more directly concerned with testing water) wanted to provide boiler-feedwater service, the Bureau decided to continue to give requested help to Federal agencies, Later, the Congress endorsed such agency cooperation as an economy measure,

In 1986 the Bureau of Mines conducted a probability sample survey, Mining Industry Population Survey, to measure such employee characteristics as occupation; principal equipment operated; work location at the mine; present job, present company, and total mining experience; job-related training during the last 2 years; age; sex; race; and education. The population estimates are necessary to properly analyze the Mine Safety and Health Administration (MSHA) injury (includes illness and fatality data) statistics; that is, to compare and contrast injury rates for various subpopulations in order to identify those groups that are exhibiting higher than average injury rates. This report uses the survey's results to characterize the U.S. sand and gravel mining workforce from March through September 1986. Similar reports have been prepared for the metallic, stone, and nonmetallic mining industries, as well as for the entire metal and nonmetal mining (includes metallic, stone, sand and gravel, and nonmetallic industries) sector and the coal mining sector.

HELIUM SHIPMENTS in 1964 exceeded the volume shipped during the previous year for the 15th successive time. Shipments from Bureau of Mines helium plants were 667.4 million cubic feet,2 about 6 percent more than in 1963. Production at Bureau of Mines plants totaled 784.5 million cubic feet. An additional 3,193.1 million cubic feet, which was produced by private companies participating in the helium conservation program, was purchased by the Bureau and stored underground for future use. The Bureau of Mines continued to sell helium at $35 a thousand cubic feet, the price established in 1961. Substantial railway freight rate reductions for tank car shipments of helium went into effect during the year, resulting in a lower delivered price for helium. As the Nation moved ahead in the space age, it became increasingly apparent that helium would continue to play an essential role in research, in technology, in defense, and in industry.

The National Institute for Occupational Safety and Health (NIOSH) implemented a real-time neural network system which can discriminate mine fires from nuisance diesel emissions as part of an atmospheric mine monitoring system in NIOSH?s Safety Research Coal Mine. The real-time response of a neural network to fire sensor outputs was demonstrated for coal and belt combustion in the presence of diesel emissions. The fire sensors consisted of an optical path smoke sensor, a carbon monoxide (CO) sensor, and two types of metal oxide semiconductor (MOS) sensors. The real time neural network was trained with coal, wood, and belt fire experiments with and without diesel emissions background. The trained neural network successfully predicted mine fires with these combustibles in the smoldering stage prior to the onset of flames.

This study is the extension of an investigation of reclamation of floodplain areas in the Coeur d'Alene Mining District, Idaho, that are unuseable in their natural condition, by construction of landfills with mill tailings. The study develops a valley-wide tailings disposal plan to utilize 20 potential landfill sites on floodplain areas and presents measures for reclaiming the sites for subsequent productive use. Field and laboratory testing on a test section and two abandoned impoundments support the use of hydraulically deposited tailings for landfill construction. Hydrological testing has shown that controlled discharge from tailings impoundments results in contaminant levels in the discharge below regulated standards. Additional testing indicated that compacted soil liners and pond management provide adequate contaminant abatement where acid-generating tailings are encountered. Mechanical compaction, including surcharge loading, upgrades foundation support capacity so that construction on the surface of tailings deposits is feasible. On completion of the testing program, the test sections were abandoned and rehabilitated. Details concerning potential landfill sites have been refined. At recent production rates, the 20 sites would result in 680 acres of reclaimed land, while providing a minimum of 40 years of tailings storage capacity. A general design has been developed for the retention dikes. Aspects of embankment stability, including liquefaction are discussed, and are shown to provide an adequate factor of safety under the anticipated range of operating conditions.

In relation to dust, there are three categories of continuous miner faces depending on the type of ventilation and whether or not a machine-mounted dust scrubber is used. These are— 1. Mining machines with dust scrubbers used with blowing face ventilation 2. Mining machines with dust scrubbers used with exhaust face ventilation 3. Mining machines without scrubbers used with exhaust face ventilation The approach to dust control is somewhat different in all three of these. However, there are many dust control features (such as the need to provide adequate airflow) common to all continuous miner sections. For workers at roof bolter faces, there are two dust sources: 1. Dust from the continuous miner when it is upwind. 2. A malfunctioning dust collector on the bolter, which allows dust to escape DESIGN AND OPERATION OF MACHINE-MOUNTED SCRUBBERS [Almost all new continuous miners are equipped with scrubbers. When the dust is excessive, it is possible that the scrubber needs some maintenance.]
