The investigation of mine shafts and underground workings at Leadville, Colo., was started in May 1946 and recessed in November 3, 1946. Thirty-eight shafts and connecting accessible underground workings, comprising about a third of the accessible shafts in the district, were investigated. The Leadville district, a former important producer of lead and zinc, was considered by the Bureau of Mines to be capable of bolstering 'the waning domestic output of .these important metal. Accordingly, the investigation was initiated for the purpose of. .obtaining more definite data on sulfide and oxide reserves, evidence to justify completion of the Leadville drainage tunnel, representative large samples of the complex oxidized and mixed ores for testing to determine methods, beneficiation factual data to be supplied to property owners in order to stimulate production, and to determine the more favorable areas for development by the Bureau.

THIS CHAPTER of the Minerals Yearbook (Volume III) contains overall injury experience for coal mines, both anthracite and bituminous, coke plants, petroleum and natural gas, peat, and asphalt and related bitumens (native); metal mines, their metallurgical plants, including ore-dressing plants and primary nonferrous reduction plants and refineries; nonmetal mines; nonmetal mills; sand and gravel operations; slag (iron blast-furnace) plaints; and stone quarries and their related pants. Volume I of the yearbook contains a chapter showing injury experience and employment data treated separately by metal mines, nonmetal mines, quarries and their related plants, metallurgical plants (ore-dressing plants and primary nonferrous reduction plants and refineries are shown separately), nonmetal mills, sand and gravel plants, and iron blast-furnace slag plants. Volume II contains injury and employment experience in the fuel industries (coal, coke, petroleum and natural gas, asphalt and related bitumens (native), and peat. Injury and employment data are submitted voluntarily for the mineral operations through an industry canvass made by the Bureau of Mines, except for the coal industry, whose reports are mandatory. Information published in this chapter is the result of this canvass. Figures presented in this chapter for 1961 are preliminary except for anthracite, peat, coke, petroleum and natural gas, asphalt and related bitumens, and slag. These preliminary data, with the exception of bituminous coal, are a summation of reports received by May 31, 1962, from the operators showing their injury and employment experience. Many challenges are faced by workers in lower-seam (42 inches or less) mines. The lower-seam heights confine mine workers to their knees as they perform their daily tasks such as installing roof bolts, delivering supplies, repairing belt, or cutting coal. Miners working in these lower seams often consider kneepads to be their only line of defense against knee injuries. However, healthy knees do not start and stop with kneepads. Other interventions such as changing postures, proper hygiene, and work station design may also be used to reduce mine workers? risks for developing knee injuries. Incorporating these and many other interventions into a mine worker?s ?way of life? is an important step to ensuring a long, healthy career and retirement. Keeping knees healthy is also a key aspect to reducing costs in low-seam mines as the industry battles rising health care costs, and training/recruitment of replacement workers is time-consuming and costly. Educating the workforce about the possible interventions to reduce knee injury risk is a primary objective for the National Institute for Occupational Safety and Health?s (NIOSH) Pittsburgh Research Laboratory (PRL). Therefore, NIOSH researchers, along with industry and academia, developed a training package to educate the mining community about some possible interventions beyond kneepads that may be used to help decrease knee injury rates. Increased awareness and simple changes are the first steps to reducing knee injuries.

As part of the U.S. Bureau of Mines program to improve base metal leach systems, pressure leaching of galena (PbS) concentrates in fluosilicic acid (H2SiF6) solution was investigated. Lead extraction was 93 pct when PbS was pressure leached in H2SiF6 at 95° C with 2OO-psig O2 pressure for 40 min, using ferric nitrate [Fe(N03)3] as a catalyst. The effects of several catalysts, O2 pressure, time, and acid concentration on leaching were determined. The purified leach solution was electrowon to recover high-purity Pb metal. The H2SiF6 used in leaching and electrowinning can be recycled continuously. A flow diagram was proposed based on this investigation. Elemental sulfur (SO) was recovered from the leach residue by solvent extraction. A method was also developed for treating the flnal residue to segregate the important byproduct elements such as Ag, Cu, and Zn and enable their recovery by standard commercial processes.

Fully-grouted roof bolts comprise more than 80% of the primary roof supports used in U.S. coal mines. However, nearly 1,500 MSHA reportable, non-injury roof falls occur each year, and most of these are attributable to failure of the roof bolt system. Anchorage failure is one failure mechanism for fully-grouted bolts. As roof deformation works its way upward, the bolts can become heavily loaded near their upper ends. If the applied load exceeds the anchorage, the bolts will simply pull out. Research dating back 30 yrs indicates that this type of anchorage failure is most likely when the roof rock is weak, just where roof support is most critical. In soft shale or coal roof, the small amount of data available in the literature indicates that 20-30 in of resin anchorage may be required to achieve the full capacity of the bolt. In other words, the “full resistance zone” of a 60 in bolt may actually be just 30-40 in. Despite its potential importance, there is no widely accepted anchorage test for fully grouted bolts. Standard pull tests have sometimes been employed, but they provide no information on the anchorage near the top of the bolt. An alternative, first described more than 25 yrs ago in the U.S., is the short-encapsulation pull test (SEPT). With this test, the bolt is installed with only a short (1 ft or less) tube of resin. In recent years variations of this test have become international standards. v

This publication summarizes, for all interested parties, the research, development, and demonstration in-house projects programed by the Bureau of Mines for fiscal year 1979 (October 1, 1978--September 30, 1979) under its Nine Health and Safety Research program. The objective of these projects is to provide an ordered and sequenced series of advances toward the Bureau's overall goal of providing the system technology required to create a healthier and safer working environment for the Nation's miners.

The applicability of borehole assaying techniques, both conventional and advanced, to orebody evaluation in the mining industry is reviewed and assessed, and the research, development, and demonstration programs necessary to apply the various logging techniques to mining are outlined. At present, the principal method of orebody evaluation in the mining industry is coring. However, coring is costly and time-consuming, and potentially great savings can be realized if all or part of d coring program is replaced by a borehole logging suite specialized to the needs of the particular mining industry. Using a set of 12 minerals, most of which are essential to the U. S. economy, an algorithm is presented for calculating the priority of developing suitable borehole assaying technology to replace all or part of the coring in each mineral industry, The priority is expressed in terms of dollars currently spent for that portion of present orebody evaluation techniques which may eventually be replaceable by in-situ assay techniques. The orebody assay requirements (grades, accuracies, etc.) of the 12 selected mineral industries, as determined from mining industry interviews and published literature, are compiled and represent performance criteria for borehole assaying instruments for the particular industry. Current logging techniques, applied chiefly in the petroleum industry, and advanced assay techniques which are or may be packageable for borehole use are evaluated to determine their performance characteristics. The performance characteristics of the various conventional and advanced techniques are then compared with the performance criteria in each of the 12 mineral industries in order to determine the potential benefit derivable from each technique. Finally, the benefit available from each technique, averaged over the 12 mineral industries, is compared with the cost of development of the technique, to determine the overall priority for investment in research to develop the technique for use in mining. The technology assessment and cost-benefit analysis shows neutron activation analysis in its various forms to have the highest priority for research and development as a borehole logging technique. Other techniques found to be promising include x-ray fluorescence, x-ray diffraction, photoluminescence (optical fluorescence), and infrared spectroscopy. Of the 12 industries considered in the study, those where the need for advanced borehole logging technology is greatest are uranium, copper, gold, and iron.

The Bureau of Mines is developing melting data for binary combinations of the alkaline earth fluorides and yttria to facilitate the formulation of slag compositions. The present report deals with the CaF2-Y203 system for which solidus and liquidus temperatures and solid solubilities were determined. The information is presented as the phase diagram. All specimen compositions were blended from high-purity materials and encapsulated in Mo or Pt20Rh prior toheat treatment. Liquidus temperatures were determined by ceramographic examination of heat-treated and quenched specimens. Solidus temperatures were determined by differential thermal analysis and by electron microprobe analysis of quenched specimens. Terminal solid solubilities were derived by parametric methods. The peritectic system was found to be pseudobinary due to the formation of yttrium oxyfluoride at temperatures near the liquidus. The peritectic point occurs at 7 mole pct Y203 and 1,438° ± 5°C. The terminal solid solubility of Y203 in CaF2 decreases from 7 mole pct at 1,438° C to 1 mole pct at 1,100° C, and the solubility of CaF2 in Y203 decreases from 9.5 to 7 mole pct over the same temperature interval.

The Bureau of Mines conducted surface tests to determine the feasibility of using liquid explosives for underground rock fracturing. The effects of configuration, confinement, length, critical layer thickness, and fracture-propping sand on detonation and explosive propagation velocity of desensitized nitroglycerin were studied, using polymethyl methacrylate and glass-plate reservoirs through lengths from 3 to 12 ft, with explosive-layer thicknesses from 0.1875 to 0.0312 in and in aluminum tubes 8 ft long with diameters from 2.000 to 0.125 in. Interval and continuous detonation velocity data were obtained. Under the test conditions detonation velocity was dependent upon explosive confinement and fracture-propping sand. The detonation velocity of a confined nitroglycerin explosion in aluminum tubes can be reduced by as much as 85 percent, when the tube contains fracture-propping sand. The shape of the reservoir, whether triangular or rectangular, has little effect on the detonation velocity or explosive propagation. The critical or minimum explosive-layer thickness between glass plates, capable of supporting propagation, was 0.0312 in. The presence of a fracture-propping sand in the sheetlike layers increased the critical explosive layer thickness to 0.0625 in. In nitroglycerin-filled and nitroglycerin-sand filled tubes, the minimum tube diameters successfully tested were 0.125 in and 0.375 in, respectively.

Greensand, which is widely distributed in the Eastern United States, was produced in 1976 only by the Inversand Co., a subsidiary of Hungerford & Terry Inc., near Clayton, N. J. Production and sales information is withheld by the Bureau of Mines. Raw greensand produced by the company was sold for agricultural use as a soil conditioner. Processed greensand was sold for use as a filter medium for the removal of manganese, iron, sulfide, and other elements from water.

The National Institute for Occupational Safety and Health (NIOSH) has conducted research to improve the ventilation of large-opening mines. Large-opening mine ventilation is unique for the following reasons: (1) it is challenging to keep airflow velocities high enough to effectively remove or dilute airborne contaminants, (2) large air volumes can be moved through the mines with little static pressure drop, and (3) stoppings to direct ventilation airflows are costly to construct and maintain. The research results suggest that by incorporating ventilation planning into the mine planning process, using propeller fans, developing new stopping materials and construction methods, and using long pillars to eliminate crosscuts where possible, the ventilation of large-opening mines can be significantly improved. The ventilation improvements created by incorporating these various techniques into the ventilation plan will help reduce the exposure of mine workers to airborne contaminants in underground large-opening mines.

"INTRODUCTION A report of tests of seven small pillars formed from the Pittsburgh coal bed in the Experimental coal mine was given in Technical Paper 605 5/ Five additional pillars were tested between July 1939 and. October 1940. The data obtained, in the later tests permit an extension of the conclusions reached in Technical Paper 605, which appears to be important enough to the mining industry to justify a progress report that will explain briefly what it is and how it was obtained. Full detail of the tests will appear in a second technical paper, preparation of which is deferred so that results of pillar tests now under way my be included.DESCRIPTION OF TESTSExcept for minor improvements in operating details, the five additional tests were made as described in Technical Paper 605, pages 2 to 7. Briefly, the desired pillar was formed from the coal bed, by excavating a passage around it (no explosives were used), and enough material was removed from above to permit installation of the assembly used for applying pressure. Each pillar was tested resting on its original fireclay floor, which was restrained from lateral flow by a ring of concrete. Vertical and lateral movement of the pillars in two directions as measured carefully in all tests."

To decrease reliance on foreign sources for the strategic and critical metals gallium and germanium, the U.S. Bureau of Mines identified and developed processing technology for two domestic sources of these metals: a Tennessee zinc residue and a Utah ore. Sulfuric acid (H2S04) solutions were used to solubilize gallium and germanium in both sources. Statistically designed experiments showed that the most important parameter for high metal extraction from zinc residue was the H2S04 concentration. At a concentration of 2.9M H2S04, 95 pct of the gallium was extracted, and at a concentration of 0.6M H2S04, 73 pct of the germanium was extracted. Controlled H2S04 concentration was also the key for high metal extractions (97 pct Ga, 87 pct Ge) from the Utah ore. Such control was achieved using a two-stage countercurrent leach circuit. Testing showed that the insoluble germanium in both the residue and ore was tied up with silica. Several methods for overcoming this problem are given. To recover gallium and germanium from the leach solutions, the solvent extractants octylphenyl acid phosphate (OPAP) (for gallium) and LIX 63-OPAP (for germanium) were identified. These extractants were tested in separate, continuous, solvent-extraction circuits yielding a gallium recovery of 94 pct and a germanium recovery of more than 90 pct.

A study of the technical and economic feasibility of using a unique undercut and fill system developed by USBM engineers to mine steeply pitching coal is discussed. A brief resource assessment has indicated that significant reserves exist in most coal regions to justify the development of a safe and economical method of extracting steeply pitching coal. The undercut and fill system combines hydraulic coal cutting with unassisted gravity fluming of the coal slurry. Mining occurs across strike and the extended entry is backfilled to provide uniform strata control and an impermeable water and air barrier. Subsequent mining occurs beneath the previously filled stope such that the roof consists of a solid, controlled back. In addition to providing positive roof and hanging-wall support, the backfill system eliminates subsidence potential, post-mining drainage, and the danger of spontaneous combustion from naturally drafting air currents. A unique through-flowing ventilation system permits passage of return air through the production face via ducting located at the backfill-coal junction. This provides a constant supply of fresh air at the face, eliminates the need for brattice cloths, and provides an additional escapeway for the miners. The preliminary estimates indicate a production rate in the neighborhood of 31.9 tons/ manshift. Capital costs are approximately $3.17/raw ton over a 20-year life with an initial investment per annual ton of $48.29. Total cash-costs for labor, supplies, power and benefits range in the vicinity of $19.59 for a 704,460 ton/year mine, or a total cost of $22.76/ton. These costs do not include federal and local taxes or post-of-money; however, the cost of coal is well within the area selling price.

For the purpose of comparing the amounts of dust produced by various mining operations, samples of atmospheric dust were collected during a complete cycle of drilling, blasting and mucking at or near the face of the Bureau's Mount Weather testing adit while the efficiency of several types of stemming in metal-mine blasting was being investigated. This work is a codification and annotation of the Congressional enactments relating to minerals, mineral lands, and mining. It covers every enactment of Congress from the original ordinance of 1785 to the present time, as well as all sections of the Revised Statutes of the United States relating to these subjects. These laws are grouped according to their general subject matter, and are arranged thereunder in numerical or chronological order. Many of the mining statutes include matter not pertinent to the subject, and only those parts of such acts are quoted as will properly show their relation to minerals and mineral lands and indicate how they should be construed. Some mining acts have been repealed or have become obsolete, and others have become incorporated substantially in sections of the Re- vised Statutes; but these are retained in order to show the changes made, and the constructions placed thereon by the courts are given as aids in construing the new or repealing acts. The annotations consist of legal propositions abstracted from the decisions of the various courts and executive officers of the Govern- ment that have interpreted the sections and statutes so codified. These legal propositions are arranged under the different sections and acts with appropriate headings, titles, and subtitles, in logical order, exhibiting the present status of each particular section or act and its application to the subject of mines and mineral lands. The annotations do not purport to be abstracts of decisions on the sub- stantive law of mines and mining generally, but are limited strictly to the interpretation placed on a given section or act definitely re- ferred to by a court or executive officer by the number of the section of the Revised Statutes or the volume and page of the Statutes at Large in which the Congressional enactment is found. It may be observed that the legal propositions stated are not always pertinent to the particular section or act under which they are classed and of which they purport to give a construction. The arrangement, however, is not an arbitrary one, but is so made for the reason that the courts or officers in the construction of a particular section or act definitely referred to by number or volume and page incorporated in the decision matter not strictly pertinent to the par- ticular section or act so designated. This statement applies especially to the interpretations placed on the sections of the Revised Statutes. Whiting or Paris white is a fine-grained preparation of calcium carbonate having a wide variety of uses. Until recent years it was prepared almost exclusively from certain north European chalks. With the curtailment of imports of European chalk during the World War of 1914-18, however, finely ground limestone, of domestic origin was used more extensively to satisfy the American demand.

It has been intimate and has involved exchange of personnel and. equipment as well as information. Correlation of divergent results obtained in large-scale tests of the explosibility3/ of coal dusts made in the respective countries was one of the first problems to be studied. The purpose of this paper is to show to what extent such correlation has been achieved.
