BEFORE discussing some of the technical aspects of the steam generating plants of Nova Scotia Light and Power Company, Limited, it might be of interest to go back through history and see the development of steam generation in this public utility. Back around 1902 Nova Scotia Light and Power Company, Limited, had three slide-valve engines in-stalled at its Water Street, Halifax, generating station for a total capacity of 1,800 kilowatts. The plant remained at about this size until 1910 and in 1911 a 2,000 kilowatt steam turbine was installed to raise the total capacity of the plant to 3,800 kilowatts. In 1916, a 3,000 kilowatt turbine was installed and one of the slide-valve engines was removed to make a total plant capacity of 6,200 kilowatts. The total demand in the Company's service 8rea was at that time 4,000 kilo-watts.

EDC established an Environmental Review Framework in 1999. Throughout the early fall of 2001, the Corporation held public consultations across Canada to strengthen that framework, leading to a public release on November 15, 2001 of a report summarising the results of these consultations. Following this, the Corporation implemented strengthened environmental review requirements in the form of its Environmental Review Directive, in compliance with legislated amendments to Canada?s Export Development Act that went into effect on December 21, 2001. Over the past few years, there has been a global trend towards an increase in the social and environmental requirements of multilateral/bilateral financial institutions and export credit agencies. More recently, this activity has focussed on capturing institutions that have not yet adopted similar requirements and, more specifically, on developing a convergence of the requirements from institution to institution. This paper describes EDC?s new ERD and some of the initiatives that have taken place or are in process that are moving international financial institutions toward converging their environmental and social requirements for projects in the private sector.

This proposed legislation is discussed this month in Tax Notes.IntroductionIn a flurry of legislative activity at the end of 1985, the federal government tabled legislation which includes the introduction of new rules which will have a notable effect on investors in flow-through shares and on companies that issue such shares.First, on November 26, 1985, Bill C-84, the legislation to implement most of the changes announced in the May budget, was introduced in Parliament. This legislation includes the rules for the $500,000 capital gains exemption, a matter of considerable interest to flow through share investors.Next, on December 2, 1985, the government tabled a Notice of Ways and Means Motion which would extend the time horizon for spending flow-through share funds to include the 60-day period following the calendar year. But all news was not good news. On December 4 the government released its proposals for a minimum personal income tax, which would include rules that would catch an investor's CEE expenses and capital gains."

THE USE of higher grade charges in blast furnaces in the form of sintered or pelletized concentrates has been increasing rapidly. The question of beneficiation of iron ores for this purpose is therefore receiving much attention as more deposits are developed. Many iron ores may respond well to magnetic roasting procedures followed by magnetic concentration, however, in most cases other more standard ore dressing methods are competitive and cheaper. For magnetic roasting as applied to iron ore beneficiation, the present question is "Can it be economically justified in situations where it appears to produce good results?" "Boliden Harjavalta Oy has a long tradition in the Finnish metal industry starting from the 1930's. The Smelter consists of copper and nickel flash smelting lines. Off-gases are captured in the acid plant to produce sulfur products. During the early years of production, the surrounding environment suffered from high SO2 and dust emissions. The first acid plant started in 1947, a few years after commissioning of the smelter. The flash smelting method was developed and commissioned in 1949. This created the basis for today’s environmentally sound metal production. Recent air emission reductions are related to treating lean ventilation and granulation gases. Emissions from the stacks are monitored with continuous measurement devices. SO2 and PM10 concentrations are also measured from the residential area and reported online in cooperation with Harjavalta community and other local industry.INTRODUCTIONProductionBoliden Harjavalta Oy smelts copper and nickel concentrates and refines copper in the western part of Finland. The copper concentrates come from external copper mines mainly in South America and Europe. Concentrates are unloaded at the Pori harbor and transported to Harjavalta by train from a distance of about 60 km. Boliden Harjavalta Oy has operations in Harjavalta and Pori. The smelter in Harjavalta produces copper anodes that are transported via railway to the copper refinery in Pori. The anodes are electro-refined into copper cathodes and by-products like Se, Ag, Au and Pt/Pd concentrate. In the Harjavalta smelter SO2 containing gases are delivered to a sulphuric acid plant where sulphuric acid and liquid sulphur dioxide are produced.Our nickel smelter smelts nickel concentrates on a tolling basis to produce nickel matte for customer needs. SO2 containing off-gases are delivered to the sulphuric acid plant for sulphur capture and modification into products.All our operations are certified according to the Quality, Environmental and Occupational Health and Safety Standards ISO 9001, ISO 14001 and OHSAS 18001. Boliden Harjavalta Oy was the first company in Finland operating in the metal and technology industry to be certified according to the Energy Management Standard EN 16001, currently this certification is done according to ISO 50001."

"At most operating mines, geostatistical are reserve estimation methods have been implemented by head office or consulting groups . With recent advances in small computer technology it is now possible for a remotely-located mine department to independently implement a geostatistical package.This paper describes the evolution of geostatistical routines to calculate the mineral inventory for porphyry type copper/ molybdenum or similar are bodies. The problems encountered in down sizing the geostatistical routines to run using limited minesite computing facilities are discussed. The high quality of the results, in spite of some compromises to geostatistical theory, is emphasized.The first stage entailed the development of a mineral inventory based on diamond drill data. The difficulties in fitting variogram models to two metals, copper and molybdenum, and the shortcomings of the mineral inventory due to the mixing of lesser quality exploration data with data from more recent diamond drilling are discussed.To improve the ore reserve estimates for short-term planning, a mineral inventory was produced using both the diamond drill and production blast hole drilling data. This inventory, when compared to actual grades, was found to be quite satisfactory for short-term planning. The inventory also provided a reliable data base for long range pit design and financial planning. "This paper describes the distribution, occurrence, and paragenesis of known sulphide deposits within an area bounded by longitudes 102°00' to 106°00' west and latitudes 54 ° 301 to 57 °00 1 north. The Precambrian bed-rock which outcrops over all but the southern fringe of the area con- . sists of regional metamorphic assemblages ranging from low grade or green schist facies to high grade or amphibolite-granulite facies. The areas . of low-grade metamorphism correspond to 'islands' of volcanic rocks which are surrounded by highgrade paragneisses and migmatites. Intrusive rocks range in composition from ultrabasic to granitic and may be divided into syntectonic and posttectonic sequences. The average composition of the former is granodiorite and of the latter quartz diorite.The massive sulphide deposits fall naturally on basis of mineral content into the following divisions: ( 1) pyrrhotite and / or pyrite, (2) sphalerite and/ or chalcopyrite plus iron sulphides, (3) sphalerite and galena, ( 4) sulphide-bearing pegmatite, and (5) nickeliferous pyrrhotite and / or chalcopyrite. The deposits of iron sulphides are ubiquitous. Ratio of pyrrhotite to pyrite is fairly constant for individual deposits, but their areal distribution appears to be independent of the nature of the enclosing rock and grade of regional metamorphism. All deposits containing ore-grade quantities of base metals have been concentrated at favourable structural locations. Copper-zinc and lead-zinc deposits appear to be associated with syntectonic granodiorite with the lead-zinc concentrations confined to calc-silicate gneisses. Copper-nickel deposits show a close relationship to post-tectonic gabbros and pyroxenites. The paragenesis is more or less the same for the majority of deposits, with iron sulphides and sphalerite being introduced early and followed by chalcopyrite and galena. Some vertical and / or horizontal zoning is apparent in a few deposits. Temperatures of formation and origin of the deposits are briefly discussed."

The development of welded pipe has paralleled the general industrial development and, in particular, that of the petroleum industry. The petroleum industry's need for high-grade, economical pipeline material to make many 'of its projects feasible has been a significant factor in the development of light-wall, high-grade welded pipe. The modern welding processes, such as high-frequency, electric resistance, flash, submerged arc, etc., have some basically different characteristics. The modern high-frequency weld mill is a complex of specialized equipment that is integrated into a production unit. Each component in the unit performs a specific function in the production process. Quality control must be built into the process on an operating basis and, to maintain the quality required for pipeline standards, must be more than a policing operation. The further development of the welded pipe industry will be determined by changing and increasing demands. The technical and economic views and requirements that will influence the development have to be resolved.

"As part of an over-all arsenic management strategy, Inco has developed a novel process that converts a by-product high moisture copper/arsenic sulphide precipitate into a crystalline copper arsenate suitable for the manufacture of wood preservation chemicals.The copper/arsenic sulphide precipitate is atmospherically leached with oxygen and sulphuric acid, producing a crude (blue) copper arsenate precipitate, elemental sulphur, and a copper and nickel containing solution. The blue copper arsenate is dissolved with sulphuric acid, the molar Cu/As ratio is raised to 2, and a crystalline copper arsenate (olivenite) is precipitated by the addition of sodium carbonate. Dissolved copper is recovered using metallic nickel (or matte) and elemental sulphur, to produce a low-moisture (low-arsenic) precipitate suitable for standard nickel-copper processing.The process was successfully piloted at Inco's Manitoba Division between September 1990 and June 1991. The copper arsenate product typically analyzed 43% Cu and 25% As, and the moisture content was about 10%."

"An integrated nickel flash smelter is operated with Peirce-Smith converters at the Kalgoorlie Nickel Smelter. To improve the partitioning of arsenic between slag waste and matte product, an option to modify the slag–matte chemistry by addition of CaO was analysed. A combination of plant sample analysis, high-temperature laboratory experiments and thermodynamic modeling was carried out to evaluate the process options. The high-temperature experiments involved the re-equilibration of industrial matte-slag samples at 1225 °C and P(SO2) = 0.12 atm, rapid quenching in water, and direct measurement of phase compositions using electron probe X-ray microanalysis (EPMA) and Laser Ablation Inductively Coupled Plasma Mass Spectrometry (LAICPMS). A private thermodynamic database for nickel sulfide smelting and converting was used together with the FactSage thermochemical software package to assist in the analysis of the distribution of elements between slag and matte as a function of CaO addition. The thermodynamic predictions combined with experimental data obtained in this study can be used to characterise the effect of CaO fluxing on the slag–matte thermochemistry during the nickel sulfide converting.INTRODUCTION At the Kalgoorlie Nickel Smelter (KNS), nickel sulfide concentrate is processed in an Outotec-type flash furnace to produce nickel matte containing +47 wt% Ni. Separation of nickel matte and waste slag from the flash smelting is enhanced through settling in the electric arc -heated zone attached to the flash furnace. The flash furnace matte is further processed in a Peirce-Smith converter to produce Ni-rich matte containing +66 wt% Ni (Crundwell, Moats, Ramachandran, Robinson, & Davenport, 2011). Iron silicate-based slag is used in the converting process at KNS. Most of the arsenic is contained in the final matte and very little of the arsenic partitions into the slag. Previous work by Font et al (Font, Hino, & Itagaki, 2003) shows that the distribution ratio of arsenic between calcium ferrite slag and nickel-matte (LAsslag/matte) is significantly higher than that between iron silicate slag and nickel-matte, where LAsslag/matte = (wt pct As in slag)/{wt pct As in matte} (1)"

"Following a brief explanation of the land arrangements under the Alaska Native Claims Settlement Act, this paper will examine both a mineral exploration agreement and a mining development agreement negotiated between two large mining companies and two different Alaska Native institutions. One of the institutions is a village corporation involved with an exploration agreement and the other is one of the Alaska Native regional corporations, which is party to a mining and development agreement with Cominco Alaska for the development of the Red Dog lead and zinc mine.Special attention will be given to the factors to be considered when dealing with small aboriginal owners with few resources in the context of an exploration agreement, including development issues which must be considered early in the process. The paper will also discuss the unique royalty and taxation structures developed for the Red Dog Mine Agreement as well as environmental issues. The paper will also consider the ways in which the cultural and differing economic interests of an aboriginal owner and a large mining company have been accommodated in the both the exploration and development agreements"

This paper comprises a general outline of all of the developments, including the history, geology, mining, milling, power and transportation installations, at the gold mining operation of La Luz Mines Limited and the copper mining operation of its wholly-owned subsidiary, Rosita Mines Limited, both located in north-central Nicaragua. The low-grade, gold-bearing ore-bodies of La Luz Mines, contained in highly fractured and folded Lower Cretaceous sedimentary rocks, were from 1909 to 1928, mined and treated by primitive methods by the La Luz and Los Angeles Mining Company. The abandoned property was acquired by La Luz Mines Limited in 1936, and was equipped with modern machinery and put into production in 1939. Between 1939 and 1948, the daily rate of production was in-creased from 300 tons per day to 2,-000 ton per day. The ore reserves available for open-pit mining were depleted in 1954. Since then, the entire production has come from under-ground operations.

Over the past decade, the copper industry has been through an extended downturn followed by several years of sustained high copper price. A number of new technologies have been developed over the past 10 years aimed at reducing costs by decreasing energy, labor, and materials requirements, or by increasing metal recovery. The energy intensity of different copper extraction routes and different technologies varies considerably and this has a significant impact on the economics of extraction. Based on average ore grade materials, the total energy for the extraction of copper typically varies from about 24-26 MJ/lb (6.7-7.2 kWh/lb) for the mining, crushing, milling, flotation, smelting and refining route to about 14¬16 MJ/lb (3.9-4.5 kWh/lb) for the mining, crushing, heap leaching, solution extraction and electrowinning route. New technology developments are providing opportunities for significant reductions in energy consumption for copper extraction, representing energy savings up to 20-25% in some cases. In addition, in many cases, these new technologies have introduced environmental, safety and health benefits over the incumbent technology. Some of these technology developments have been more successful than others, and many hold great promise for application in the coming decade. This paper provides an overview of the technology developments that have occurred, and explores the underlying reasons behind successful implementation.

Water inrush in coal mines is induced by the imbalance of the groundwater flow field and the engineering geo-mechanics field. Therefore, to prevent water inrush it is important to predict the critical hydraulic pressure of water inrush in coal seam floors. This paper will investigate a method for conducting theoretical forecasting of the critical hydraulic pressure of water inrush in coal seam floors by adopting the combination method of a genetic algorithm-neural network. First, the topology structure of a neural network (NN) based on genetic algorithms (GA) will be determined and then the critical pressure of water inrush in a coal seam floor using the chosen NN will be predicted. Finally, theoretical forecasting results will be compared with actual measurement results to determine the feasibility and applicability of this method.

During heap leaching of secondary copper sulphide ores operated at low heap temperatures and high levels of leach solution salinity, copper recovery is usually unsatisfactory, due to a slow chemical and bacteriological leaching of the covellite minerals either formed from leaching of chalcocite or naturally occurring in ores. A laboratory test program was conducted to investigate the effect of leach solution temperature in the range of 20 to 50°C on copper extraction during stirred reactor, bottle roll, and short column leaching of fresh or heap leached secondary copper sulphide ores. It was demonstrated that increasing heap temperature is an effective approach for improving recovery of copper from secondary copper sulphide ores. A review of the technologies available for heating heap leach solution or decreasing solution salinity to improve copper recovery from secondary sulphide ore indicates that an integration of copper concentrate pressure leaching with heap leaching is potentially a cost-effective approach. A copper flotation concentrate sample was tested through pressure oxidation with the use of heap leach solutions of varying strengths for the repulping of the concentrate in order to examine its effect on pressure oxidation performance. The test results indicate that use of heap leach solution of high salinity in the pressure oxidation process does not cause a negative impact on the process performance for copper extraction, sulphide oxidation, and recovery of gold (if present) from pressure leach residue, and has additional advantages of removing the bacterially inhibitory aluminum from heap leach solution and generating more acid and ferric iron in the pregnant leach solution. A flowsheet configuration for full integration of the copper concentrate pressure oxidation with heap leaching of secondary copper sulphide ore is proposed and discussed.

It pro-vides employment, directly and in-directly, for three quarters of a million people. Since the Second War, the value of mineral production in Canada has tripled. Economists forecast that over the next 15 years its value will triple again. Canada is a basic and leading supplier of nickel, iron, copper, zinc, lead and uranium. It is also a major oil producer, leads the world in the production of asbestos and in five years will be the leading producer of potash, a basic constituent of fertilizer.It can be seen that Canada's wealth and economic progress lies in being a primary producer of economic minerals and in building secondary industries to manufacture finished products from these raw materials. Canada's future in the field of mineral production looks bright, with our resources just starting to be tapped. Outside of the large expanse of Soviet Russia, we are by far the world's most fertile mineral exploration area."

"AbstractThis paper reviews the progress made in the manufacture of hydraulic cement from iron blast-furnace slag by simply grinding the granulated material with other constituents. The influence of the chemical and mineralogical composition of the slag, the conditions of granulation, the manner of drying, and the fineness of grinding, on the hydraulic properties of the cement, is discussed. The effect of additions of lime, portland cement, and anhydrite, alone and in combination, on the physical and cementing qualities of the mortar and concrete made from Sydney blast furnace slag, is shown in tables of data and is reviewed in some de- tail. The work at the Nova Scotia Technical College has shown that a cement equivalent in every respect to portland cement can be made from basic blast furnace slag- by the us2 of certain quantities of portland cement as an activator.IntroductionBlast furnace slag is a potentially valuable material for the manufacture of hydraulic cement. It is a by-product of the manufacture of iron in the blast furnace, and is formed by the combination of the silica and alumina .of the iron ore with the limestone flux. The metallurgist terms a slag .acid or •basic according as the percentage of lime is less or greater than the percentage of silica plus alumina. The basic slags have the •more pronounced hydraulic properties."

"The design of conveyor belting for use in mines poses problems to the manufacturer that are unique. The challenge to be met is that of the production of a conveyor belt which can withstand use and misuse in an environment that may differ vastly from one country to another, and even between one mine and its neighbour.The development of a product to meet such varying requirements necessitates a protracted program of trials, both in the laboratory and in the field; a new successful development, the only criterion, can be said to have been achieved only after very long-term usage under actual, deliberately chosen, arduous mining conditions.New developments in conveyor belt construction can never stop, no more than can developments in new and advanced mining techniques. A new problem is set-an answer must be found. Some of the problems are noted here, and answered where possible, in what must after all be little more than an excursion into a very comprehensive and detailed subject."

"Evaporites abound in the Western Canada sedimentary basin, recurring throughout the stratigraphic column and widely scattered over the basin region. Alberta, situated centrally over the basin, includes many of the evaporites within its borders, but only a few have the right geological conditions to form potential economic deposits of salt or gypsum. These include the Middle Devonian Elk Point Group and related evaporites, Upper Devonian Wabamun Group-Palliser Formation evaporites, and evaporites of the 'Triassic Charlie Lake and Whitehorse formations.Salt deposits underlie almost half of Alberta. The major deposits belong to the Elk Point Group, which includes thick salt units in the Lotsberg, Cold Lake and Prairie Evaporite formations. Another, younger salt deposit in the Wabamun Group has only local distribution. Elk Point salts have a maximum aggregate thickness of 430 m in east-central Alberta. The deposits deepen southwestward across the province, from minimum depths of210 m at Fort McMurray to 1820 m at Edmonton.The thickest, most extensive salt deposits are the upper Lotsberg and Prairie Evaporite salts. Both have excellent development potential. The upper Lotsberg is up to 150 m thick, consists of clear, very coarse crystalline halite with only minor impurities, and has a notable lack of non-salt strata in its succession. Analytical data for the Lotsberg Salt show extraordinary chemical purity. Prairie Evaporite Salt differs lithologically from the Lotsberg in having a significant non-salt component. The deposit is up to 200 m thick and consists of medium crystalline halite, brownish coloured and cloudy as a result of finely dispersed impurities. The main impurities-shale, anhydrite and dolomite-are most prevalent as interbeds in the salt succession, ranging from very thin laminae to beds several metres thick. Although of lesser purity, the Prairie Evaporite Salt is shallower, thicker and more extensive than the Lotsberg and the salt quality is quite acceptable for most industrial uses."
