The New Zealand Mines Rescue Brigade was established as a result of the Dobson mine disaster on 3rd December 1926, when 9 men lost their lives. Prior to this, there had been four major disasters in New Zealand coalmines, with a total of 145 fatalities. Only large-scale events such as explosions or major fires were considered reportable. Until and including the Dobson disaster, no mine emergency response facilities or organisation was in place.   Unfortunately, over the next five decades the establishment of a Mines Rescue Service did not mean that disasters involving multiple fatalities ceased. The coal mining industry continued to suffer the consequences of poor mining practice, inadequate or inappropriate monitoring and management, and sometimes complete disregard for the regulatory requirements current at the time.   The role of Mines Rescue has been defined in statute, and regulated by Coal Mines (Mine Management and Safety) Regulations. Currently, the statutory obligations have been under the Mines Rescue Trust Act 1992.   The Mines Rescue Brigade historically, has primarily been a reactive service, with stations and facilities established to train brigadesmen in emergency response procedures, specifically to mobilise in the event of a call-out at any one of the many coalmines operating within each stationÆs area of jurisdiction.   Over the last ten years, this role has changed. The service has adopted a proactive approach to emergency response, and has established a close liaison with all mining and tunnelling operations throughout industry, both underground and surface. The objectives have become emergency prevention focussed, and the service has incorporated a range of theoretical and practical training, simulated exercises, more sophisticated equipment and techniques, and a desire to ensure that emergency response capabilities are not needed, whilst maintaining the traditional and statutory obligation to respond if they are needed.

"*This is an abstract only*Construction of geological models for kimberlites has historically largely been based on visual volcanic textures and features, with chemical data only collected on an ad-hoc basis depending on the level of perceived complexity observed in the geological data. The focus of this paper is a high-level view of the impact an initial absence (or lack) of relevant chemical data had on two kimberlite resource models as well as how the magnitude of the problem increased once the resource estimation process commenced (Stiefenhofer, 2013). The impact of ignoring chemical data on a project assessment where micro-diamond estimation techniques are employed, is also discussed. Resource estimates based on micro-diamond data are critically dependent on the use of the correct geological model since stationarity of the size frequency distribution is key to the generation of correct grade estimates. A multilevel approach is advocated where the volcanological/visual model is verified using chemical data and both are in turn verified by the diamond data.CITATION:Stiefenhofer, J, 2013. New South Wales mining legislation reinforces a systematic approach to safety management. It is now a requirement of all mines in the coal, metalliferous and quarrying sectors in NSW to prepare a Mine Safety Management Plan. The paper briefly outlines work currently being undertaken by the Safety Operations Branch of the NSW Department of Mineral Resources (DMR). The DMR is working proactively with NSW mines in the preparation and implementation of effective Mine Safety Management Plans. There is a growing realisation that a systematic approach to safety management, underpinned by the process of hazard identification, has real potential to improve safety in the workplace. The paper briefly describes the framework used in a current æmines education programÆ and its æduty of careÆ foundation. Particular attention is paid to the role of mining operators in the implementation of Mine Safety Management Plans and their expected behaviour in demonstrating compliance. One challenge is convincing some mining operators that they must adopt new ways of working. Safety Operations officers are often reminded of the need to translate Mine Safety Management Plans into practical safety systems during audits and inspections of mines and through investigations into accidents and incidents. To have a real effect on the mineÆs safety performance, using these systems must be a normal way of going about a dayÆs work for all persons who work at the mine: not a safety manual collecting dust on the mine managerÆs bookshelf. Mine Safety Management Plans are important to mining operators. Not only will positive involvement in the development and use of safety systems ensure they meet their obligations under mining legislation, but it will also help prevent themselves or their workmates being injured or killed.

The paper describes the preparation of new rail guides, removing existing rails, and replacing with new rails in a vertical winding shaft.INTRODUCTIONThe general practice in coal winding shafts is the use of two cages, with one or more decks in which men and materials are raised or lowered. Winding speeds vary according to depth, the type of winding gear, and whether winding is done in downcast or upcast shafts. Each cage occupies a position between the centre and side of the shaft, with a clearance depending on the type of guides used. The function of the guides is to keep the cage in position throughout the entire depth of the shaft. There are three types of guides, two of which are in general use.1. Selected wood of about 6 in. square section, fixed to the side of buntons.2. Solid strand steel made up similarly to that of an ordinary wire rope, suspended from the head frame with weights attached to the lower end.3. Standard T-rail sections fixed to end or side buntons. Of the three types, 2 and 3 are in general use. Since I first enrolled to study Mining Engineering, the idea of working with big machinery and explosives has always appealed to me. After a few courses at uni, combined with vacation work and a number of presentations at the New LeadersÆ Conferences I had attended, I began to realise that the explosives side seemed to have more appeal than the others. As I look back on the past two and a half years that I have spent with Orica Australia Pty Ltd as part of their graduate program, I would have never imagined the dynamics of explosives in mining. This I put down to the ever changing and rapid development in technology converting blasting techniques into a defined predictable science. The opportunities I have been given have delivered all the appeals from when I first started my study. As a result of my entry into a profession that uses explosives to deliver broken rock in a range of mining and construction projects, through the use of advanced blasting technology and products, my experiences have been wide and varied. These experiences have included the use of OricaÆs i-konÖ detonator technology and blast design software to allow for blasting operations to occur in a range of environmentally sensitive quarrying and construction projects throughout New Zealand, to the implementation of various Orica blast based services aimed at improving dragline dig performance and reducing coal loss thus improve overall mine sustainability in the coal mines of Central Queensland, to the advanced utilisation of Orica explosive products and technology in a number of the worlds largest copper mines in Chile. I have witnessed first hand the blasting technology available within Orica Mining Services to both deliver fundamental changes in mining results and in turn kick off my career with a bang.

The carbon-in-pulp (CIp)process has become well accepted and firmly established in the gold industry of South Africa and, at this stage, six large CIP plants are treating close to I million metric tons of material per month. Many small operators are also using CIP and additional large plants are either nearing completion, are on the drawing boards,. or are being considered. The programme of testwork that preceded the acceptance of the CIP process in South Africa was conducted over some eight years and has been previously described'-7. With the start-up of the President Brand CIP plant on 'calcine' in July 1980 and that of the Western Areas CIP plant on repulped filter residues in September 1980, the emphasis on the CIP process switched from pilot plants to these large plants - and has largely remained there. As it has started up, each new CIP plant benefited from the experience gained and the developments made, on earlier plants but, since so few plants have so far been established in South Africa, each new plant and each new design has revealed a further set of conditions to be met and problems to be overcome. However, in the highly collaborative atmosphere of the South African gold-mining industry, the results and observations from the operation of these first plants were shared by all mining groups. This paper will attempt to describe typical developments on, and results obtained from, these new large plants, and will incorporate significant results from the earlier laboratory and pilot-plant investigations.,

Underground coal gasification (UCG) is a process by which coal is converted in situ to a combustible gas that can be used as a fuel or chemical feedstock. The process has been used in commercial-size projects in the former Soviet Union for more than 40 years, while significant national research programs have been undertaken in the United States and Western Europe. The Chinchilla UCG project is located at a site southeast of Chinchilla in Queensland. The UCG operation commenced in December 1999. A controlled shutdown of the process was initiated in January 2002 and successfully completed in April 2003. The process is currently under conservation and ready for restoration of gas production for commercial use in the near future. Groundwater plays an important role in the gas formation process during UCG. Most of the process water required for chemical reactions is usually derived from the coal seam itself and from surrounding aquifers. If insufficient water is available for chemical reactions the UCG gas will contain reduced concentrations of combustible components, and conversely, excessive water influx into the process area would cool down the reactor and thus limit the energy available for gas production reactions. Because of the importance of groundwater in the gasification reactions, and the potential to contaminate groundwater if the process is not correctly controlled, it is essential to predict and to control the groundwater influx into underground gasifiers during and after underground gasification. Control of groundwater requires a thorough understanding of hydrogeological conditions in the vicinity of the gasifier in order to be able to predict inflow rates, and constant monitoring throughout the process of water production rates and groundwater pressure in the coal seam and adjacent aquifers. Hydrogeological testing and groundwater monitoring in the vicinity of the UCG operation commenced six months in advance of its initiation. Monitoring of groundwater pressures in the vicinity of the gasifier have also been undertaken using vibrating wire piezometers installed in the coal seam at varying distances from the gasifier. This paper presents the results of the hydrogeological testing and groundwater quality monitoring carried out at the site, which show that it is possible to operate a UCG process without uncontrolled impacts on groundwater.

The Q-slope method for rock slope engineering was developed to enable engineering geologists and rock engineers to rapidly assess the stability of excavated rock slopes in the field and make optimal adjustments to slope angles as rock mass conditions become apparent during construction of road cuts or benches. An empirical relationship between Q-slope and long-term stable slope angle is now supported through over 500 cases studies from Asia, Australia, the Americas and Europe. This paper presents about the stability analysis by first-ever applying Q-slope method on abandoned quarry wall in Singapore. The 30 m high rock slope which is composed of monzogranite rock was severely damaged by blasting operation. As the rock slope is intended for public view the objective was to retain the natural outlook and without any artificial support application thus manual scaling was carried out to clear the loosed rock blocks. In the end stable slope angle of clean rock face is determined once again by Q-slope method.

The Sao Chico gold project is located on the Tocantinzinho trend which is the most mineralised zone in the Tapajos Mineral Field of Brazil (see Figure 1). The Tapajos goldfi eld was the site of the biggest gold rush in Brazilian history in the late 1970s and 1980s when approximately 500 000 garimpeiros (artisanal miners) rushed to the area to exploit extensive areas of newly discovered alluvial gold. Approximately 20 - 30 million ounces of gold were produced from these operations before the easily won alluvial gold deposits were largely depleted. The Tapajos region has had little exploration by modern exploration methods compared to any other equivalent gold fields in the world. The gold occurs in sulfide veins developed in shear zones within Proterozoic granites. Gold grades vary from approximately 15 g/t in the hard rock veins, to up to several ounces per tonne in the supergene weathered upper portions of the veins. Goldbearing vein zones in the weathered profile are free digging. In addition, tailings dumps from previous mining operations contain gold grades of approximately 1 g/t. Metallurgical test work conducted to date indicates that gold recoveries of at least 70 per cent can be achieved via gravity concentration. Gold Anomaly, via its 100 per cent owned Brazilian subsidiary, Gold Aura Do Brasil Mineracao Ltda (GOAB), plans to mine the tailings and weathered vein material by open cut methods to generate a quick cash fl ow and to provide a better understanding of the mineralisation as part of a feasibility study for mining the underlying sulfide zone mineralisation (see Figure 2). Mining will utilise locally hired excavators and trucks and ramp up to a rate of 100 tonnes per day. To treat the gold-bearing material, GOAB has purchased an integrated 'state of the art' gravity concentration processing plant from Gekko Systems of Australia. The processing plant includes a scrubber for clay and oversize removal, coarse gold gravity separation via an inline pressure jig and an inline spinner; and fine gold gravity separation via a Falcon Concentrator. The plant is expected to be operational by late 2010. This is an ABSTRACT ONLY. No paper was prepared for this presentation.

The present discussion focuses on the developmental directions of eco-restoration of acid mine waste rock dump, by using acid mine waste rock of Shuilong Mountain as an example. Based on the analysis of site factors, the current slope ecological restoration technologies of domestic and international and local practices have been integrated into the eco-restoration of acid mine waste rock in Shuilong Mountain. A set of suitable slope Eco-restoration technologies have been formulated locally for acid mine waste rock of Shuilong Mountain, which include establishing green barrier, implementing ecology buffer zones, selecting suitable plant species and combined seeding and tube-stock planting. A critical step in open cut coal mining is clean removal of the overburden. This is usually achieved by drilling, blasting and digging. A key part of this process being successful is to stop drilling at the correct blast ‘stand-off distance’. The stand-off distance is the distance between the base of the drilled blasthole and the top of the coal horizon to be mined. Having this correct provides a protective cap of rock above the coal horizon so that the blast will fracture all the overburden without damaging the coal horizon or mixing it with the overburden. Drilling beyond the correct stand-off distance causes the blast to continue into the coal horizon, damaging it and mixing it with the overburden, leading to significant losses of coal product. Conversely, drilling short of the correct stand-off distance results in additional work to remove the intact overburden.

The Charters Towers locality has been a historically renowned gold producing region and discovery of new ore deposits during the past decade have renewed exploration interests in the area. Further mineral exploration with conventional techniques is hindered by the presence of Cainozoic sedimentary deposits and volcanic flows overlying a major portion of the basement geology. Mineral exploration thus warrants new, innovative and cost-effective methods to probe beneath the Cainozoic cover in an attempt to discover new orebodies. There is growing awareness of the role of weathering as an agent of chemical dispersion into the cover sediments as well as a producer of supergene deposits in tectonically stable cratons (Butt and Zeegers, 1992). Consequently, landscape evolution coupled with regolith geochemistry is one of the methods increasingly being used to identify relevant sampling media to explore beneath weathered cover sediments and deeply weathered bedrock terrain (Anand, 1993). The aim of this paper is to describe and elucidate the regolith - landscape features of the region and combine geochemistry to assess the pertinence of the same on mineral exploration strategies in the Charters Towers area.

Over the last two years work has been undertaken within the Pasminco Metals - BHAS Zinc Plant to improve the efficiency and maintain the production capacity of the operation. The work has centred upon the installation of suitable process instrumentation to improve process control and the development of new unit operations to maintain control of the circuit water and sulphate balance. A key aspect of the new process instrumentation has been the development of an on-line analyser to monitor the total antimony concentration during zinc dust purification. As a result of changes made to the Zinc Plant in order to contain all effluent within the circuit, a problem developed with control of both the water and sulphate balance of the circuit. A new neutralisation plant to treat all cell house waste water so that it can be contained within the circuit has been developed and installed. In addition changes have been made to the existing circuit to control deliberately the circuit sulphate concentration by precipitation of sodium and potassium jarosite.

Many regulatory bodies have, or are considering, guidelines that require rehabilitated mine spoils to be erosionally stable (satisfying quantitative limits) over specified design lifetimes. One of the problems facing the industry is that many of the computer models used for erosion assessment were developed for agricultural applications and are unable to predict the change in the shape of engineered landforms over extended periods of time. In particular, they cannot predict where valleys and gullies will develop in the landforms and how big or deep they will be. Furthermore, many existing models require considerable skill to use. A computer model (SIBERIA) developed by the first author, able to model this valley and gully development over long design lifetimes, and which is directly based on digital terrain maps is discussed here. Proposed rehabilitation strategies for waste rock dumps at Ranger Uranium Mine as assessed with SIBERIA are discussed. New features of SIBERIA of interest to the mining industry include the spatial distribution of erosion, deposition and gully development, and various measures of the quantitative risk of failure. A collaborative project with the Queensland Coal Association, involving the first author, aims to deliver these capabilities to the coal industry in a user-friendly package. The objective is the cost-effective rehabilitation of strip mines. Some preliminary results from this project are presented.

In a survey conducted by symplexi with underground miners in Australia; 78 per cent of participants believed that ‘safety’ is all about people. If ‘safety’ is about people, then is the mining industry focusing on the wrong thing? It would be fair to say that the mining industry is heavily systems focused. Companies develop a safety management system and use this to show regulators that they comply with legislation – however, that is only half of the picture.

The celebrations which took place in 1986 to mark South Australia's Jubilee 150 served to focus attention on all aspects of the State's heritage. Until that time the sites and relics of South Aus- tralia's early mines had been generally neglected. Marked by the ruins of enginehouses and littered with the remains of the massive technology of the Industrial Revolution, these sites have now been recognised as containing the threads of a fascinat- ing story. In the early days of settlement the economy of the Colony was based on land and farming. Droughts caused periods of economic depression which were alleviated by chance discoveries of gold, lead, silver, and copper ore. Some of the mines which were opened on the copper deposits were the largest in the world at that time and their names well-known throughout mining circles. Working by hand with primitive equipment, the early miners excavated vast networks of shafts and stopes often extending to great depths: at Moonta- Wallaroo Mines for example workings extended to 860 m below ground. Because of the presence of underground water, mining to these depths would not have been possible without the Cornish pumping engine. Operated by steam power these massive engines and their associated equipment were transported from Cornwall by clipper and delivered to the mines by bullock cart. At this time the engines were at the peak of their devel- opment and, although expensive to import and install, they were highly reliable: the engine oper- ating Hughes pump at Moonta worked continu- ously for sixty years without a major breakdown.

THIS excellent volumetric method commends itself as a means of estimating the fineness of silver firstly, owing to the large number of possible impurities which do not affect its accuracy (these impurities include Cu-up to 70 % Au, Ph, Zn, Bi, Cd, Fe, Mn, Sb, and As); secondly, the method combines accuracy with speed. The above impurities are the only ones likely to be present in the B. H. A. S. Pty. Ltd. refined silver, and, with the exception of Cu and Au, the others, if present at all, would be well under 0.1 parts per 1000.Briefly stated, the method consists in the solution of the refined silver in HN03 , addition of ferric alum (indicator), and titration with an alkaline (either ammonium or potassium) thiocyanate solution until the brown ferric thiocyanate is formed, and gives a definite tint to the solution. The method is used at the Port Pirie smelters, and the outstanding feature in the method as there applied is the type of burette employed. This burette enables the operator to read 0.01 of a cc. with ease, whereas, with the ordinary burette fitted with a float, 0.05 of a cc., when a number of readings have to be taken, becomes very straining to the eyes. Moreover, waiting for the float to rise, and dislodging air bubbles from it, hinders rapid working.A description of the burette and fittings is appended with fig. 2. The need to continue the development of the Ensham mine has led to blast up to 75 m to the Eastern side of a water dam in the vicinity of Ramp 23. The water dam wall is exposed to blasting over a distance of approximately 500 m. The first decision was to determine that the existing rock pillar between the Eastern side of the water dam and the blasting operations may not be less than 75 m in order to minimise the damage that the blast could generate to the dam wall. It was also necessary to define blasting practices to minimising the blast damage to the rock properties of the dam wall and to avoid adverse effects from vibration and gases generated by the detonation on structures.For this purpose analytical designs and test blasts were conducted to assess the ground vibration attenuation within the rock pillar. From this analysis, it was concluded that the best practice to reduce the rock damage was to create a zone of fractured rock adjacent to the side of each production blast. This fractured zone would create an effective filter both for vibration and for gases generated by the blast. This zone of fractured rock was created by firing two buffer rows. In terms of pattern size and powder factor the two buffer rows were designed just to generate a fractured rock zone. To date approximately 500 m have been excavated along the eastern wall of the water dam where each production blast was preceded by a Trim blast. This practice has given good results with regard to minimising the damage generated by production blasting.

This paper presents the results of state parameter estimates in an active coal boiler ash storage facility using the most recent methods currently in use for cone penetrometer interpretation. State parameters estimates are also compared with the critical yield stress ratio approach, which is proposed as an additional liquefaction potential screening method. Recommendations are provided regarding additional in situ tests and laboratory tests that may be undertaken to improve the state parameter assessment and data produced for use in subsequent stability or liquefaction studies.
