There are many avenues for potential liability facing the Mining Industry today. Liability for breaches of environmental statutes such as the Resource Management Act 1991 and the Hazardous Substances and New Organisms Act 1997 include not only financial penalties but imprisonment and perhaps even more significantly will affect the reputation of the Industry. The potential for liability is not restricted to the employees that cause the actÆs to which liability attaches, but also potentially affects all the levels of management and even the company itself. There is also potential for liability through common law actions which can be utilised in cases of environmental harm. These should not be ignored by the Mining Industry. The Mining Industry must take a proactive approach to minimise exposure to potential environmental liability. This can be achieved by undertaking comprehensive environmental management initiatives and policies.

Mount Isa Mines Limited has been mining silver-lead-zinc ore at Isa Mine for 60 years. Mining methods have evolved continuously, and current production rates of 4.7 Mt/yr are obtained from a combination of sublevel open stopping, cut and fill, and benching methods. In the near future, orebodies mineable by open stoping will be gradually depleted, and the relatively new benching method will be further refmed to replace cut and fill methods wherever possible.

A century ago, new mines were often accompanied by smelters. In Australia, smelters were built at the Daydream mine near Broken Hill, at Kuridala and Mount Elliott near Mount Isa, Broken Hill, Mount Lyell, Mount Morgan, Mount Isa, and more recently at Tennant Creek, Kalgoorlie and Olympic Dam. Now the big miners eschew site-based processing in favour of shipping concentrate to smelters in Europe and Asia. As Chip Goodyear was in the process of vacating his leadership role at BHP Billiton, he was quoted as saying that BHP should concentrate on mining ore and leave æto others the skill set of processing that materialÆ. Yet there are times when on-site processing clearly makes sense. Few companies ship gold ore or concentrate to China for gold extraction. New smelters are being built in Zambia. Solvent-extraction and electrowinning plants frequently produce copper from oxide ores and concentrates while pressure leaching is increasingly being considered for copper sulfide ores. Some argue that on-site processing is best because the waste products can be returned to the ground from whence they came, avoiding potentially large disposal costs in more-populated areas. Copper treatment and refining charges will not remain at $45 per tonne and 4.5 cents per pound forever. This paper examines when it makes sense to use on-site pyro- or hydrometallurgical processes in todayÆs environment and comments on how current trends might alter the balance in future.

The mining industry was one of the first industry groups to be confronted by and to respond to public and government pressure to improve its environmental management. Companies operating in New Zealand and the parts of Australia with firmer environmental and planning controls responded quickly with environmental staff appointments to their development and operating arms. Even in less demanding jurisdictions in Western Australia and Papua New Guinea environmental staff were added to the payrolls. The issues then and now were seen as pollution related with land and water housekeeping leading to progressive or eventual site rehabilitation. Increasingly, however, environmental issues are being recognised as being more complex. They are about equity and social justice. Pollution of water, air or land is seen by the public as a question of personal and public rights, more or less wherever the pollution takes place, on public or private land. Environmental issues in mining have become caught up in the global perspective and a more holistic approach to environmental management. Environmental issues touch every comer of the community and action is being demanded. Nowhere is this better illustrated than on Bougainville Island where increasingly militant demands by land- owners for redress for environmental degradation from the Panguna Mine, on close examination, revealed many years of disenchant- ment with the government and the mining company over a wide range of social, cultural and environmental issues. Failure to address this satisfactorily eventually led to a bloody rebellion and finally an act of secession.

This paper describes the operation involved in the sinking of a concrete-lined elliptical-shaped shaft at North Broken Hill Limited.Major factors such as geological features, future ventilation, ore haulage at depth and their relation to the location and selection of the type of shaft are described.Features covered in the sinking of the shaft include equipment details, with special reference to mechanical mucking, operational cycles based on time study analyses for sinking, concreting and the placing of steel sets. Atlas Iron Limited’s (Atlas) Abydos Mine has developed its Scarborough open pit proximal to a rock shelter that has been assessed as a significant Aboriginal heritage site by the Traditional Owners of the land. The rock shelter, named Yurlu Kankala, is located to the north-west of the pit with a stand-off distance of 35 m. Within Atlas’ Native Title Agreement with the Traditional Owners, and approvals from the Western Australian Department of Aboriginal Affairs, commitments have been made to conduct mining in a way that avoids or at least minimises disturbance and damage to the rock shelter. This complies with the Aboriginal Heritage Act 1972 (WA) and respects the heritage and culture of the Traditional Owners.CITATION:Bow, B G and Jiang, J J, 2018. Floor failure on the longwall face is a complex problem due to the dynamic interaction between the surrounding strata and powered roof supports involving multiple variables. It can also be highly problematic and costly when not well understood as there are significantly less remedies available post event. This was the early experience at the case study mine where significant lost time was incurred due to unplanned delays in the first two panels. To detect and prevent such occurrences is clearly the best approach, hence a tool to predict both floor failure occurrence and magnitude prior to mining was developed. Several parameters were determined as the key drivers for the failure events that had been experienced at this site. These parameters were, in list of influence from highest to lowest, material strength, retreat rate and the presence of water. The parameters were evaluated using a semi quantitative risk rating system ‘Heave Risk’ and given a weighting per their apparent influence. This ‘expert system’ methodology was selected as the use of risk rating systems in underground coal mining is well established. The heave risk model was first applied to previously mined panels. It accurately identified all areas of known major floor heave, with clearly defined areas of low and high risk apparent. The heave risk model was then used prior to mining and evaluated post mining based on observed conditions. It was found to also be highly accurate for prediction. The variability of each parameter and its influence on the overall risk rating is illustrated and discussed.

Various Australian and international regulatory bodies (Environmental Protection Authority, 2015) require an early assessment of the geochemistry of waste rock. This usually includes estimates of the locations and volumes of potentially acid forming (PAF) materials and requires sampling of the waste rock zones as well as submitting the samples for a series of tests. We know that the required number of samples will vary depending on rock type, mean sulfur levels and spatial variability of sulfur as well as total volume. The Operation of the LAROX PF-50 Pressure Filter at 'Ellatzite-Med' Flotation Plant, Bulgaria The implementation of Larox pressure belt filter, type Larox PF-50 provided within 6˜8% moisture content of the produced copper concentrate, which allowed good market realisation. The start-up of the pressure filter in 2009 reduced the electricity costs several times and had a positive impact on the technological regime of flotation. This article reveals the investigation results from the operation of the pressure filter according to different situations (density of the pulp, time for filtration, pressure of the material, pressure of the drying air, time for drying with air and other factors). The investment made in the pressure filter application is a guarantee for the successful operation of 'Ellatzite' flotation plant, Bulgaria in the coming years.

"The hazards associated with dust explosions are well known, and coal dust explosions present a significant hazard in the underground coal mining industry worldwide. In earlier work, we presented computational fluid dynamics (CFD) simulations and test results for coal dust explosions within a 2.5 m diameter circular gallery, along with CFD simulations and test results for the suppression of these explosions with finely atomised water sprays. In this paper, we present refinements to the CFD modelling that yield a significantly improved calibration with the test results, and proceed to investigate by CFD the requirements for suppression of a coal dust explosion in a typical underground roadway. Carrapateena is a copper-gold sub level caving operation located in the Gawler Craton, South Australia. One of Australia’s largest undeveloped copper deposits, the project will be a 4.25 Mtpa underground operation, with an estimated mine life of 20 years (OZ Minerals, 2017). First concentrate production was achieved in December 2019, within the Iron Ore Copper Gold (IOCG) hematite breccia complex. The Carrapateena orebody is overlain by 500 m of barren sediments of the Stuart Shelf, which hosts two aquifers. The cover sequence is dominated by shales, quartzites and sandstones in order of thickness. The cover sequence presented challenges to the mine ventilation system as a result of highly variable rock strengths. On this basis, the site developed the first vent rise, Vent Rise 5 (VR5), earlier than required as a means to test the empirical stability assessment. Assessment for VR5 was completed in 2017, with the mine yet to develop through much of the cover sequence. Due to the geotechnical data available at the time, it was anticipated that break out would occur within the vent rise walls as a function of the low strength Woomera shales. VR5 was developed to 4.5 mᴓ in late 2018. The timing of the VR5 development enabled the site technical team to calibrate empirical stability factors for the assessment of future vent rises. At the time of writing, four additional vent rises have been successfully developed to a diameter of 5.5 m. No significant overbreak has been observed within any of the vent rises. This paper is intended for geotechnical practitioners designing large-diameter vent rises in geological environments similar to the Stuart Shelf where a similar approach to vent rise design may be warranted.

"Screw press technology is an innovative approach to tackling the growing pressure to conserve water and minimise the environmental impact of mineral tailings disposal. The principles of the technology have been known for a considerable period of time in non-mining applications such as water treatment, wastewater (municipal sludge), as well as in the paper and chemical industries for dewatering solids, particularly those containing clays.The screw press represents a viable niche technology for filtering fine and high-clay tailings, without the prior thickening stage, and is capable of producing a filtered product that is sufficiently consolidated and dry enough to provide a product suitable for conveying and dry stacking.The Ishigaki screw press was introduced in 1990 and key features are: continuous operation and excellent availability low wear to plant acceptable flocculant consumption low carbon footprint and low noise levels fully automatic.These features lead to simpler plant layouts, easier maintenance, smaller spares inventories, reduced wear, smaller footprint and overall lower capital and operating costs.The amenability of a particular tailing stream to treatment by screw press technology may be determined by test work. Two pilot plant studies are described where this technology has been applied in the mineral industry being flotation tailings from a rare earth (RE) mineral concentrator and coal tailings. In this paper, the technology of producing fluxed pellets by using hydrated lime as binder instead of bentonite was carried out. The properties of the two types green balls (0.8 per cent bentonite and 2.0 per cent hydrated lime) were as follows: drop numbers of 4.8 - 5.0 times/0.5 m, compressive strength of 19.7 - 24.2 N/pellet and thermal shock temperature of 280° - 385°, respectively, under the same conditions of 1.5 per cent coke, 1.45 basicity and balling at 8.5 per cent moisture for 13 min in disc pelletiser. Comparing with bentonite as binder, the compressive strength of fired pellets with hydrated lime is elevated by 13.8 per cent and climbs up to 3113 N/pellet under the following conditions: preheating at 1050°C for ten minutes and fi ring at 1300°C for 15 min. In the mean time, the hydrated lime also improves the metallurgical performance of fired pellets. The reduction index was enhanced from 68.6 - 70.6 per cent, RDI+3.15+ increased from 90.1 to 98.8 per cent and reduction swelling index dropped from 22.4 - 7.4 per cent, respectively. The mineral compositions and microstructure of fi red pellets shows that the fired pellets containing 2.0 per cent possess more calcium ferrite and magnesium ferrite and compact microstructure, leading to the higher compressive strength.

The in situ testing of mine ventilation fan systems has been a contentious issue for many years. Site testing was generally undertaken by adapting standards that were developed for the laboratory testing of fans using standardised airways. The deficiencies inherent in this practice have been widely recognised by informed practitioners, and this led to the first stand-alone document specifically intended for the in situ testing of large fans (ISO 5802:2001 Industrial fans - Performance testing in situ).This paper describes the structure of the International Standards organisation and the processes that are followed in the course of preparing such a standard.The application of ISO 5802:2001 is briefly outlined together with how test data is assessed for compliance with the suppliers guarantee. Ore reserve reporting practices in the United States may be broken into four general categories as follows: ò Reserve reports, often of an unofficial and preliminary nature, which are made through the news media. These are often based on exploratory drilling or sampling results. ò Reserve reports made for the purpose of raising public funds by issuing securities on the stock market, or as part of other filings to the United States Securities and Exchange Commission. ò Reserve reports to obtain private funds from banks, financial institutions, or other investors. ò Reserve reports for internal use and planning by companies operating or evaluating mineral properties. This paper discusses current practices for each of these types of ore reserves reports and reviews recent changes which have affected those practices.

Independent assessments of existing and projected mining operations are often required in the exchange of assets and for raising capital, requirements which are particularly prevalent where there are new mining fields, a characteristic of the Pacific Rim area. Such audits and appraisals typically consist of a geological evaluation of the ore deposits; estimates of mineral inventories and mineable reserves; assessment of mine plans and costs; assessment of ore processing methods, recoveries, and costs; assessment of infrastructure and G&A (general and administrative) requirements and costs; assessment of environmental, permitting and reclamation requirements and costs; and, finally, economic evaluation based on various discount rates and metal prices. Audits provide a challenging task for consulting engineering companies, but one well worth the effort for mine developers and those connected with financing of the mining industry.

The boundary element method is one of a number of tools that have found wide application in geomechanics for mine design and stress analysis. Two examples are presented in this paper, illustrating the use of the boundary element method to find potential problem regions in large-scale excavations. These examples are from a Papua New Guinea open cut mine and an Australian sub-level caving operation. Because of the scale of the mines and the complexity of the excavations, the boundary element method is the only practical numerical modelling technique to account for the major influences. Although the boundary element method uses only linear elastic models of the rock mass, the paper illustrates techniques for dealing with non-homogenous and anisotropic rock masses, as well as clasto-plastic effects associated with an excavation.

A challenge on many industrial flotation circuits is controlling concentrate mineral grades using measurements that are provided infrequently. The mineral grades in concentrate streams are a critical performance indicator in any industrial flotation circuit. Failure to achieve concentrate mineral grade targets has significant financial consequences on a flotation operation. A violation of a gangue mineral grade limits by the concentrator may also result in significant penalties. Online grade analysers which can provide reliable real-time grade measurements are essential for effective grade optimisation. The Blue Cube MQi analyser (by Blue Cube Systems) has recently come to prominence for its ability to rapidly determine mineral concentrate grades online and in-stream. This has provided excellent insight into the actual process dynamics in the flotation circuit, and hence enabled real-time control and optimisation of concentrate mineral grades. MintekÆs Measurement and Control division, specialising in advanced control solutions for mineral and metallurgical industries, has had the opportunity to link the FloatStar Grade-Recovery Optimiser to the measurements provided by the Blue Cube system at a nickel concentrator plant. The project initially focused on stabilising the final concentrate grade without directly accounting for nickel recovery. The site later procured additional Blue Cube MQi analysers, resulting in the expansion of the FloatStar Grade-Recovery Optimiser to incorporate recovery component in the performance. This site already had the FloatStar Grade-Recovery Optimiser for several years, but the original grade measurement device was unreliable and ultimately failed. As mines get deeper, the critical underground temperature limits will be exceeded, and an increasing number of mines will need to implement, expand or modify cooling systems. Surface cooling plants have many advantages over underground cooling such as efficient heat rejection, and lower relative capital cost; however the delivery of cooling through long underground distances can result in lost refrigeration capacity before the chilled air reaches the areas it is needed most. Refrigeration plants are therefore often overdesigned in size and capacity to compensate for underground losses.More mines are now utilising real-time monitoring and automated control of ventilation airflow and fan systems to ensure the conditions underground are safe and productive, and power consumption is efficiently managed. There may be significant opportunities to extend ventilation monitoring and control into the refrigeration delivery and control system.Energy reduction is an effective way to reduce costs and CO2 emissions, which is an increasingly important part of corporate governance. More efficient refrigeration control is a further step toward reducing energy consumption. This paper looks at an added step in how real-time monitoring can assist in controlling the output and chilled air delivery of a cooling plant. The requirements, implementation, benefits and challenges will be discussed.

In backfill grouting for underground coalmines, the filling materials strengthen the caving rock and support the overlying strata to reduce surface subsidence. The broken roof strata fail and collapse during mining operations without appropriate supporting measures being taken. It is difficult to perform continuous backfill mining on the working face of such roofs using the existing mining technology. Therefore, in order to solve the above problems, fly ash and mine water are considered as filling materials, and flow characteristics of fly-ash slurry are investigated through laboratory experiments and theoretical analyses. Laws governing the diffusion of fly-ash slurry in the void of caving rock masses and in the void between a caving rock mass and a basic roof are obtained and verified. Based on the results obtained from the above analyses and field conditions at the Zhaoguan coalmine, Shandong Province, China, a cave backfill grouting system of the hauling pipeline is developed and successfully tested at the 1703 working face. The results demonstrate that a filling rate of 43.46 per cent is achieved, and the surface subsidence coefficient of the grouting process is found to be 0.475. Compared to the total caving method, the proposed system is found to achieve a reduction rate of 40.63 per cent. This effectively helps in lowering the value of the surface subsidence coefficient. Fly ash and mine water, considered as primary materials in this study, also play a significant role in improving the air quality and water environment.
