Is the Northern Territory different? Certainly it is more remote, has less people and relies more heavily on two or three industries for its survival. On the other hand, its mining industry is governed by Acts not dissimilar to those of the major States - a Mining Act provides the basis for acquisition of tenure, a Mine Management Act provides regulatory control, a Mineral Royally Act collects revenue in return for the right to utilise the land's bounties, an Environmental Assessment Act provides the public face to rehabilitation and environmental safety, and the Aboriginal Land Rights (NT) Act purports to give development criteria for inalienable land use. With the exception of the latter, at least until the advent of Mabo, all these are simply variations on a theme, and are common to most States. This paper will show how the Department of Mines and Energy works in relation to the Northern Territory mining industry.

Although we have access to a wide range of sophisticated process design and improvement tools in combination with a significant range of case studies, the mineral resource industry still manages to be plagued by the negative publicity surrounding operating plant failures because they were neither smart nor safe, together with proposed projects that fail at the first or second hurdle. The general public and the finance industry are generally totally uniformed about projects that ramp-up to name plate capacity on time and on budget and even more so when ahead of schedule and under budget. As the saying goes, good news does not cut the mustard.The following is a summary of the author’s sometimes jaundiced view about why metallurgical plants do not live up to their technical and commercial expectations. In no way should the summary be construed as a negative reflection on the skills of the metallurgical profession. Rather, it is to be taken as a positive acknowledgement of those skills and is intended to highlight some of the major considerations that need to be assessed as a potential project transforms into a sustainable technical and commercial reality.While a considerable portion of the summary is directed at developing hydrometallurgical flowsheets, the general principles are equally important to all aspects of extractive metallurgy.For convenience, the summary covers the following five basic discussion points – project, people, process, patents and politicians.

The purpose of this study was to investigate the effectiveness of froth fl otation for the recovery of gold from the gravity tailing stream of the former Lihir Gold Limited (LGL) operation in Ballarat. The P80 of the tailings was determined by screen analysis as 1 mm, with test work conducted on as received material along with samples ground to P80 sizes of 47, 78 and 134 microns. Laboratory scale batch flotation tests were conducted at both natural and elevated pH to investigate the impact of pyrite depression on gold recovery. Results indicated that although an increase in grade from approximately 0.7 g/t to 3 g/t was achievable at a natural pH and a P80 of 134 micron, gold recovery was low at just 35 per cent. Finer grind sizes were found to have an adverse effect on both grade and recovery. Future efforts will be focused on the sub 310 micron size fraction of the tailings, which was revealed to contain approximately 85 per cent of the available gold and may be amenable to cyanidation or ultra-fine gravity treatment.

The latest addition to the grinding circuit at Bougainville Copper Limited is another 5.5m by 7.3m primary mill (No.13). The mill can operate in a primary or secondary mode. Its distinguishing feature is its capability for speed variation, by means of a cycloconverter-fed synchronous ring motor. The engineering and metallurgical reasons for selecting such a drive system are described together with aspects of the installation and commissioning. Results of investigations into the relationship between mill speed and grinding efficiency are presented. It is concluded that mill speed variation within the range 70 to 80% of critical speed has very little effect on grinding performance. Beyond this range, grinding performance deteriorates. The same conclusions were reached when mill speed was varied at reduced ball charge levels.

Commercial or potentially commercial deposits of coal occur in Australia in strata ranging in age from Permian to Tertiary. The coals of each period tend to show a community of petrographic character and significant differences as compared with coals of other ages. In particular- many of the Permian coals are unusually rich in inertinite whereas the Jurassic and Tertiary coals are typically very rich in vitrinite. The majority of the coals show evidence of deposition in environments subject to relatively minor marine influence. Except for some Tertiary and Permian coals the content of mineral matter tends to be high. Outcrops of coals of bituminous rank appear to be largely restricted to the eastern margin of the Australian continent. In this region vertical rank gradients are generally higher than in the other sedimentary basins and uplift and the removal of cover has occurred to a greater extent. To the west of the Tasman geosyncline, coal of bituminous rank generally occurs at considerable depths (usually in excess of 1 km and in some areas only at depths of over 2 kms), and in most areas coals at shallow depth are of sub-bituminous or brown coal rank. The controls of the distribution of coal type and rank have considerable economic significance and the unusual characteristics of Australian coals, especially with respect to coal type, make the direct application of overseas technology to Australian coals inappropriate.

Since the mid-1990s, the Chino Mine Facility (Chino) located near Silver City, New Mexico has been developing a closure plan with financial assurance to protect water quality, as required by State regulations. In February 2002, Chino and the New Mexico Environment Department (NMED) reached agreement on a closure plan; a closure cost amount of approximately $US 394 million ($A 591 million) was finalised in April 2003. Both the New Mexico Water Quality Act Regulations (1977) and the New Mexico Mining Act Regulations (1993) guided development of the closure plan and financial assurance amount. The process incorporated many years of correspondence, studies, negotiations and administrative hearings. The major technical issues focused on regrading slopes of the leach ore stockpiles and waste rock piles; cover systems; water treatment systems; and abatement of ground water contamination. The proposed financial assurance amount covers all closure costs and provides for perpetual water treatment.

A cave-to-mill study being conducted at the New Afton block caving operation demonstrated the potential for sensor-based ore sorting equipment to reject waste and improve the grade of feed to the mill. The lack of selectivity and potential for dilution entry associated with the block cave mining method results in many caving operations having to mine and process material that is below cut-off grade at certain stages of production. Online monitoring and bulk sorting systems have the potential to alleviate this problem and improve the productivity of caving operations while reducing energy and water requirements for each tonne of concentrate produced.As part of the cave-to-mill study, the suitability of a range of sensors, such as X-ray fluorescence and induction-type sensors, to sort mine production at the New Afton mine was investigated. Results showed that the discrimination of ore and waste can potentially be carried out by implementing surficial sensors into the material handling system. The study also showed that a combination of sensor outputs could be used to identify a certain ore type so that pre-emptive changes can be made in the mill to improve beneficiation performance. AngloGold operates various gold mines in South Africa, the largest of which are situated in the North West province. The impact of AngloGold Vaal River mining operations on the environment and, specifically, on aquifers and groundwater is assessed. The location of such aquifers and plumes is determined by remote-sensing and ground-sensing operations, followed up with the correct placement of monitoring boreholes from which information such as water rest levels, chemistry and geological data is gathered. This study utilises an integrated approach consisting of the following mutually reinforcing phases: Phase 1: Airborne multi spectral scanning; Phase 2: Airborne thermal remote sensing; Phase 3: Ground resistivity survey; Phase 4: Borehole placement; and Phase 5: Sampling and monitoring. The integration of the investigation tools and phases in use at AngloGold Vaal River has been found to be very useful in determining the exact sources of contamination, the direction of flow of such contamination, the positioning of interceptive measures and the analysis of such contamination. This adopted approach will enable the development of flow transport models that will further enhance our knowledge of contaminants in aquifers at the mine and enable management to conduct educated interventions.

A combination of the needs of business, employee desires and safety and health considerations is stimulating increasing attention to the time spent by people at work and the timing of that work. Particularly we are seeing: - innovative work schedules for 24-hour mining businesses; and - response from industry to accommodate the needs, even the desires, of employees in return for systems which are more productive and more capital efficient. There appears to be an evolutionary trend for business management to become more sophisticated and responsive to the need for achieving close to best cost work schedules to sustain continuous improvement. The underlying motivating forces driving this trend for improved techniques in organising attendance at, and time spent at work, is the seemingly inseparable combination of technological advance and ever-increasing accumulation of capital. The mining industry has not remained untouched by this thrust for ever-increasing need for best use of labour, to adopt advances in technology and to provide attractive opportunities for putting accumulated capital to work. An essential component of this on-going thrust is a substantial effort by the mining industry to improve the performance of labour by providing most-productive work schedules.

Universities have had a long history in the education of geology graduates, Analysis of this history reveals a record of success, as judged on a world basis. However there have been significant changes in the last 20 years that have impacted on the ability of universities to continue to provide their traditional style of geology education. These changes have increased in the last 10 years. In the teaching side, there has been a change in expectations. Additionally the increasing workload decreases the value of each academic to perform the tasks needed by the new education. In the area of research, the funds provided have continued to decline, in both real and absolute terms, and it is now necessary for universities to seek out funds to pay for their postgraduate research. Additionally, the universities have slipped into the error of what cahn only be termed "academic incest", and research student mobility has decreased to an undesirable level, stifling initiative and new ideas in a number of cases, The only solution is for Government monies to be "directed" - ie that the postgraduate student must leave his or her original university in order to receifve the research stipend/scholarship. On the government front, the government and its agencies have not adequately analysed and recognised the need for the redirection of education and research funds into the needy areas of science and technology, especially those that related to the minerals area.

Economic recovery of gold from complex gold ores, including poly-metallic deposits, is impacted by the presence of cyanide-soluble base metals. These base metals can create both a metallurgical challenge plus waste handling and disposal challenges. Base metals such as Cu and Zn compete for the cyanide reagent and often increase the total cyanide consumption to the point of making precious metals recovery uneconomic. In addition, the accumulation of base metals in cyanide solutions represent a challenge for cyanide detoxification and waste water treatment as these metals report to waste sludge. Such sludge requires safe handling and disposal, with possible long-term liabilities.Base metal interference can be removed with sulfidisation-acidification-recycling-thickening (SART) process technology. SART liberates the base metal from the cyanide complex and precipitates the metal as an insoluble sulfide product that can be recovered as a commercial grade concentrate. With the base metal precipitated, the cyanide can be regenerated as free cyanide and recycled to the gold extraction circuit.BioteQ completed laboratory testing for two projects, one employing cyanide leaching of copper-gold sulfide flotation concentrate and one employing a Merrill Crowe process, to determine the effectiveness of SART to remove and recover Cu and Zn in high-grade sulfide concentrates and to reduce the impact of cyanide-soluble metals on gold recovery and cyanide consumption. The stratiform and vein-type pyritic silver-Iead-zinc-copper sulphide deposits of Sunny Corner, NSW are hosted by acid volcanic and clastic sedimentary rocks of Middle Silurian to Early Devonian age. The rocks have been subjected to low-grade regional metamorphism (prehnite-pumpellyite facies) and three phases of folding and four faulting events are recognised. Pyrite is intensely fractured, indicating brittle deformation. Chalcopyrite and galena exhibit deformation twins and slip planes indicating ductile deformation; sphalerite and chalcopyrite show straight and curved grain boundaries and dihedral angles of 120° as evidence of annealing recryslallisation. Sulphur isotope ratios for 22 samples from five deposits range from 1.7 to 10.7 per mil and average 7.4 per mil. Sulphur isotope data are similar to those from other stratiform sulphide deposits in acid volcanic rocks of Late Silurian age in the eastern Lachlan Fold Belt, especially Woodlawn and Captains Flat and together with other features of the mineralisation, suggest a volcanic exhalative origin for the Sunny Corner deposits.

The use of information and operations management tools is presented in the context of block caving studies, with particular focus on the relationship between secondary breaking and LHD production performance.

Geothermal anomalies of different types occur within distinct geological/structural settings in Papua New Guinea. According to R.F. Herring, geothermal occurrences in Papua New Guinea can be classified into two types, those related to vulcanism (Lihir, Rabaul and other series of islands along the volcanic arc) and those resulting from a regional heat flow probably caused by radiogenic sources, for instance those in the Wau/Bulolo area. The manifestation of this potential source of energy generally coincides with either converging or diverging tectonic plate boundaries. Previous inventories on thermal waters were carried out by vulcanologists from the Rabaul Observatory in the early 1960s. However, these studies rarely included chemical analyses of water and gas emissions and the investigations were carried out in an ad hoc manner, generally as a secondary activity. The most recent investigation on thermal waters was conducted on Lihir Island in connection with the development of the open pit gold mine. These studies included detailed exploratory drilling to a maximum depth of 730 m, and a water chemistry isotopic sampling and analysis programme. The hydrothermal waters were not considered as an energy source but as a hazard during the development stage of the mine. Nevertheless, the geothermal anomaly observed at Lihir includes hot springs emerging along the coastal zones with temperatures that approach 100¦C, steam, and thermal borehole waters with temperatures that exceed 200¦C. Chemical analysis results of thermal fluids from Rabaul, Talasea and other areas in Papua New Guinea generally show high total dissolved solids and low pH. In contrast, recent results from the deepest and hottest thermal source at Lihir shows a neutral pH, a Na-CI-SO4 composition and temperatures above 200¦C. Despite the concentration of chloride being similar to that of sea water, other chemical results and stable hydrogen and oxygen isotopic compositions of thermal fluids imply the source to be mixture of local meteoric water and deep thermal water rather than sea water. Results of geothermal modelling suggests that the total geothermal uptlow is equivalent to 54 MW.

Operating metallurgists spend a significant part of their time running plant trials to compare two or more conditions in order to improve the process, such as a new reagent, flow sheet or piece of equipment. The best way to conduct such a trial is as a paired experiment when testing two conditions (eg 'old' and 'new') or a randomised block design when testing more than two conditions. These experimental designs should always be preferred over alternatives if their requirements can be met, because they block the effect of uncontrolled variables ('covariates') and are the most statistically efficient, ie they will lead to the required level of confidence in the outcome faster than other methods. Sometimes, however, it is not possible to switch condition easily, which is a prime requirement of these methods. In such cases the only option may be to switch condition once only, and compare the process performance before and after the switch. Examples are testing grinding media, large equipment, or long residence time processes such as leach trains or CCD thickeners. This paper considers some data analysis methods to deal with this situation. Modelling with intervention analysis (IA) uses regression models with a dummy variable to indicate the presence or absence of the test condition. IA with a time series model ensures that the residuals are uncorrelated. IA with a process model helps to deal with the problem of covariates. The reference distribution is a method free of any statistical assumptions but is less powerful than the other methods. Cusum charts are a helpful visual aid to interpreting time trends. A combination of these methods can help improve the confidence in the final decision. None are as good as a formal experimental design such as a paired trial.

The discovery of nickel sulphide deposits at Kambalda in 1966 heralded the development of ò an industry with a capital value of over $1.5 billion producing about 10% of the western world's nickel. ò an unprecedented exploration boom in which over $200 mil- lion was expended in 10 years in the search for nickel deposits. ò a major new class of nickel deposits stimulating exploration for similar deposits overseas. and rapidly propelled a struggling small mining and exploration company to become one of Australia's corporate giants, provid- ing a much-needed stimulus to economic activity in a region suffering from a severe downturn in its principal industry, gold mining. Production of nickel in Western Australia commenced at Kam- balda in 1967 and grew rapidly to a rate of over 30,000 t of con- tained nickel per annum in 1970, 40,000 t in 1973 and 50,000 t in 1975. Early production was aided by a shortage of nickel on the world market due to disruption of supply from the major Canadian producers, resulting in high free market prices for the metal. Since these early years, the industry has experienced a number of cycles of indifferent health due principally to market developments overseas, although the level of production of nickel in Western Australia remained fairly consistent. The two most serious of these, in 1977-8 and 1985-6, forced the closure of a number of mines. Current nickel prices are allowing remaining producers to enjoy a measure of relative prosperity, although there is little general speculation that this will be long-lived. Nickel deposits discovered in the exploration boom were almost exclusively related to ultramafic rocks. Volcanic peridotite (komatiite)-associated deposits, exemplified by the Kambalda ore- bodies, were the targets of initial exploration which was concen- trated on ultramafic sequences near lower stratigraphic contacts with underlying mafic rocks. Subsequently, discoveries made in coarse-grained dunites in interpreted intrusive settings broadened the search parameters.

Almost all the countries of the south-west Pacific and the Australian states have recently completed or have commissioned mineral royalty reviews. The prime reasons for this widespread and consistent action is the desire of the governments of these entities to redress perceived effi- ciency and equity imbalances and to ensure that the revenue raising motive does not override the necessity to maintain mineral exploration and development incentives. Governments are tending to adopt royalty systems comprising a com- bination of base royalty and a profit component. Resource rent royalty and royalty holidays have been introduced and anomalies, such as royalty free gold production, still exist but appear to have uncertain futures. Tasmania ranks as the Australian state with the lowest aggregate royalty levy/production value ratio whilst Papua New Guinea has the highest royalty objective achievement level in the south-west Pacific region.

Byproduct coking is practised in three of the major Australian ironmaking centres, the Newcastle and Whyalla works of the Broken Hill Proprietary Co. Ltd. and the Port Kembla works of Australian Iron & Steel Pty. Ltd. Coking first commenced at Newcastle in 1915 and at Port Kembla in 1938. The installations established at these centres include coal cleaning facilities and com- plete byproduct streams. The Whyalla plant, because of its location is somewhat less extensive, having no coal cleaning plant and a comparatively restricted byproduct section. As new batteries have been built every opportunity has been taken to incorporate modern design features and improved operat- ing techniques. This has included the provision of equipment to reduce atmospheric and water pollution. A marked reduction of markets for byproducts has had serious repercussions on the profitability of this section of the Industry.

The mining industry is experiencing change in the governance of tailings facilities (TFs). Guidance and regulations across many jurisdictions contribute to this amorphous change. The Canadian Dam Association, Mining Association of Canada, Australian National Committee on Large Dams, and the Global Industry Standard on Tailings Management, produced by the International Council on Mining and Metals, are establishing guidelines for more rigorous industry governance. Evolving guidance regarding TFs is developing concurrently with a shortage of experienced tailings engineers, which adversely affects the resource base available to support new governance. This paper presents an updated semi-quantitative estimate of the impending resource shortage of qualified tailings professionals. Updates are provided herein for the estimated number of TFs worldwide, which included available data on active and inactive TFs, as well as the estimated labor resources required to service these facilities. The tailings labor shortage is discussed in the context of academic and professional training currently available to increase the quantity of trained personnel. This paper represents a discrete moment in time as contributions to the available information and inventories accessed continue to improve, but as of today are incomplete. However, the data and information included provide insight into the resource deficiencies currently within our profession, training and education opportunities to address those resource deficiencies, and a snapshot of a recent professional training course offered on mine tailings.

The iron ore products should be assessed in terms of in-furnace behaviour and overall furnace performance, their operation should also be optimised under industry-scale blast furnace (BF) conditions, in order to be sustainable and competitive, especially in the context of decarbonisation efforts in ironmaking. While lab and pilot-scale experiments can provide useful kinetics, they are expensive and risky and cannot replicate industry-scale blast furnace conditions for proper assessment and optimisation. In this paper, we review our recent progress at Shen Lab of UNSW in using state-of-the-art Computational Fluid Dynamics (CFD) models to assess iron ore products and examine the effects of their operations on BF behaviour in basic terms, including in-furnace phenomena (flow field, temperature field, species distribution fields etc) and overall BF performance (coke rate, reduction efficiency and top gas temperature etc). We have developed state-of-the-edge CFD models for different purposes, ranging from the static-state BF model featuring unique layered burden structures for offline assessment and optimisation knowledge building-up for iron ore products, to the transient-state BF model for online assessment and optimisation of iron ore productions by describing the transient behaviours of iron ore productions under industry-scale conditions. First, we have studied several iron ore products including the iron ore products used in the present BFs and emerging iron ore products like carbon composite briquette and iron-coke. Second, several iron ore operations are studied including optimisation of conventional burden operations like oxygen enrichment, batch weight tuning and new operations like coke central charging and hydrogen injection in BFs. Third, some time-sensitive operations are also investigated including the use of wet burden materials and the drop in blast temperature on BF performance. These CFD models offer cost-effective research tools for understanding the effect of iron ore products on BF performance and serve as a reliable marketing tool for existing and emerging iron ore products under a wide range of BF conditions.
