Since the initial discovery of phosphate rock resources in North West Queensland in 1966, significant changes in ownership and development direction have occurred. Initially development of the resource involved beneficiation to produce a more saleable grade of phosphate rock. However more recently development has focused on the production of a high analysis fertilizer product on the minesite. These changes have been influenced by economics, industry/government cooperation and a changing phosphate industry.

The difficulty in fine particle flotation has been attributed, among other things, to a low bubble-particle collision efficiency. Many technologies have been developed which aim at increasing bubble-particle collision efficiency, either by generating micro bubbles or by enlarging particle sizes. However, commercial applications of these technologies are limited. Over the last five years COREM has been actively testing fine particle froth flotation technologies with the objective of commercialisation. Several fine particle flotation technologies, such as dissolved air flotation, electro-flotation, floc flotation, selective flocculation-flotation and carrier flotation, were tested on both single minerals and ore samples in order to identify the reasons that prevented these technologies from being used on a commercial scale. It was found that the two most noticeable factors that prevented the successful application of these technologies were: Mechanical entrainment of fine gangue minerals. This was a general problem in fine particle flotation, but was aggravated by these technologies that either generated micro bubbles or enlarged the sizes of hydrophobic particles. Oxidation of (sulfide) minerals that resulted in hydrophilic oxidation product coatings. The oxidised fine particles could not be recovered by these fine particle flotation technologies effectively. Solutions to the two problems, ie gangue entrainment and fine particle oxidation, were proposed and tested. It seems that polymeric depressants with both depression and flocculation functions could significantly reduce gangue entrainment, and hydrophilic surfaces of oxidised fine particles could be modified by high intensity conditioning or controlled sulfidisation, thus increasing the recoveries of fine valuable minerals. The improved fine valuable particle flotation and reduced fine gangue entrainment along with fine particle flotation technologies resulted in much improved flotation separation of fine particles.

The Lihir Gold Mine, in Papua New Guinea, is a large open pit operation within an active geothermal system inside a collapsed volcanic crater. This unique setting has a big impact on the mine operation because of the occurrence of geothermal hazards. The system for managing geothermal hazards that has been developed by Lihir Gold Mine is a pioneering effort that can be applied to future mine discoveries in a similar environment. The controls are integral to the mining operations and allow mining to proceed whereas without them mining could not be considered. Truck and shovel productivities in conventional open pit operations are constrained by diggability, equipment availabilities and utilisation. At Lihir, additional constraints are in the form of 100 m exclusion zones around working shovels and 50 m exclusion zones around working drills. Given that the mine has seven large digging units and six drills, this amounts to a lot of area that excludes the presence of people on the ground. So how are the necessary work like grade control, survey, blasthole loading, and in-pit maintenance performed safely to achieve production targets? The answer is in the highly specialised procedures that have been developed that utilise geological, geothermal and geotechnical knowledge to predict problem areas and also deal with the organisation of movement in the pit for people and mining equipment. This paper will detail how scheduled material movement can be maintained despite the challenging conditions faced at Lihir Gold Mine.

Digital computers, by virtue of their capacity for high speed repetitive calculation at low cost, are finding increasing application to routine calcula- tions in the mining industry. In this paper techniques are shown whereby the use of computers can be extended to more complex tasks. The regular calculation of grades and tonnages of material to be extracted from specified areas of an operating open pit is a necessary part of production planning. In this paper it is shown how these calculations can be carried out by computer. thereby freeing planning staff from manual calculation. An operating open-pit mine can be described in terms of drill logs, geological ore boundaries and pit perimeters at various levels. These form the data base which must be suitable for frequent updating to incorporate new information. A suite of computer programmes is described which operates on this data base to calculate tonnages and grades of ore within extensions to the perimeters as indicated to the system by planning staff. Possible future extensions are discussed.

Renison is a world-class ore deposit that has been mined for over 100 years. It currently has reserves of 5.06 Mt @ 1.88 per cent Sn and a projected mine life of 8.5 years. Recent advances in the geological understanding of the deposit have been associated with detailed structural and geophysical investigations accompanied with the discovery and exploitation of the Rendeep orebodies. Mineralisation is linked to the forceful emplacement of the Devonian Pine Hill Granite that resulted in a complex brittle (-ductile) deformation of the Eo-Cambrian host stratigraphy. Dilation jog development on the Federal-Bassett Fault in the Federal and Rendeep areas provided access for cassiterite-rich magmatic hydrothermal fluids responsible for carbonate replacement Mineralisation.

In a company's quest for financing the development of a new mine, it will make calls on stockbroking houses and banks. The choice of the best-fit broker or banker is of great importance, and in the case of the miner, this is a house that has an intimate understanding of the mining industry, particularly one that has a solid staff complement of personnel with operating mine experience at a senior level. It cannot be too strongly emphasised that this document must be absolutely comprehensive and cover items including: (a) Geological review; (b) Resources and reserves; (c) Mineability; (d) Mining schedule; (e) Metallurgy; (f) Process plant description; (g) Infrastructure and services; (h) Management and operations; (i) Environmental and social impact; (j) Capital costs; (k) Operating costs; and (1) Financial analysis. The elements listed above represent major topics and require a great deal of expansion in the body of the document. Rothschild Australia Limited assists its client companies by supplying a detailed framework so that they will be in a position give the bank the information it needs to complete its technical `due diligence' study within a mutually agreed time. In 1993 after over 110 years of mining operations, production ceased at the Broken Hill North Mine. Following the cessation of operations a rehabilitation program was developed to satisfy the requirements of the various government departments. This program has been implemented progressively since mine closure. The paper will discuss: primary aims and objectives of the rehabilitation program, implementation of the program, rationale behind rehabilitation objectives, and problems encountered in implementation of the program. To-date the primary rehabilitation of the mine has involved the capping of redundant tailing dams with inert waste rock to prevent the contamination of the receiving environment. A Water Management Plan has been developed to contain all run-off from the mine area in an extreme storm event. A cultural heritage assessment of the leases has been undertaken to ensure the rehabilitation is consistent with the historical significance of the site and community expectations. All redundant material from the mine has been sold in a æno reserveÆ auction and the workshop area has been relocated to the Southern operations. At present the only active areas on the mine are a maintenance area for equipment for the Potosi open pit, and a primary crusher for Potosi ore which is railed to the Southern operations for further processing. Upon completion of the rehabilitation program, Pasminco Broken Hill Mine intends to relinquish the mining leases to the Department of Mineral Resources.

lbis new concept in geology is introduced by a reinteipretation of the Archaean stratigraphy of the greenstone belts of the Yilgarn Craton of Western Australia. Evidence is presented to show that the recorded Archaean succession of the Eastern Goldfields Province is composed of two distinct groups of mafic/ultrarnafic and felsic igneous rocks which, together with sediments, form alternating sequences represented by Cycles 1 to 4; Cycle 5 consists entirely of sediments. Recorded stratigraphy for the Murchison and corre1atives of the Southern Cross Subprovinces conform to this pattern. The five basic components are referred to as Unit 1 to Unit 5. A major erosional unconformity between Units 3 and 4 extending across the Craton is identified as a locus of potential major gold occurrence, including fossil placers, where suitable structural situations exist; Units 1 and 3 are identified as potential hosts of gold and nickel deposits; Units 2 and 4 for gold and base metals.

McArthur River Mine, in the Gulf Country of the Northern Territory, exploits one of worldÆs largest deposits of zinc, lead and silver. It was officially opened in September 1995, 40 years after its discovery in 1955. This paper describes the geological, engineering and metallurgical assessments which made up the feasibility study. It then relates how these study components compare with the first two years of operation. The challenges that had to be overcome before the McArthur River Mine became economically viable included the metallurgical problems associated with extremely fine grained ore and the development of an effective mining process.

The Australian Coal Industry Research Laboratories Ltd. (A.C.I.R.L.) MINVENT computer program can be used to simulate existing and projected colliery ventilation requirements. New collieries can be planned using a database of ventilation parameters which were ascertain- ed by A.C.I.R.L. surveys at selected collieries in N.S.W. and Queensland. Several techniques are used in both the formulation of the database and in the evaluat- ion of a ventilation system, prior to analysis by the MINVENT program. The analysis of a ventilation system requires the measurement of air quantities, pressures and hence airway resistances. All resistances are calculated at standard air density of 1.205 kg/m3. Air densities are derived from barometric pressure and wet and dry bulb temperature readings. Airway frictional and shock losses, leakage through stoppings and overcasts, flow of air through regulators, face resistance and resistance of anomalous ventilation features are related to the typical Australian measured data presented.

This study provides quantitative data on vein distributions within seven selected epithermal systems, four deposits hosted predominantly in rhyolitic rocks: Ohui, Wharekirauponga, Neavesville and Komata, and three major deposits mainly hosted in andesite: Martha Hill, Golden Cross and Karangahake. The technique of fractal analysis was used to help quantify vein distribution patterns. The fractal dimensions (D) obtained are related to the number of veins per metre, the degree of vein clustering, and vein thickness. An increase in any of these tends to increase the fractal dimension. It is the relative relationship of these parameters that is important for the characterisation of vein distributions, and the comparison of different deposits. Within the same systems, the rhyolites are characterised by lower vein thickness and vein density, but have a higher degree of vein clustering compared to the andesites. Sections that are deeper and more centrally located within the epithermal system and/or close to major structures, tend to have a greater degree of vein clustering, higher average vein thickness and density, and higher thickness to density ratios. This depth control is most pronounced in epithermal gold-silver systems because they have formed at shallow crustal levels where physico-chemical conditions change drastically both vertically and laterally. In addition to lithological and structural control at vein scale, deposit scale structure is of great importance in the deposition of economic mineralisation. Large open vein structures capable of sustaining high fluxes of hydrothermal fluid, favourable for the formation of large, high-grade gold deposits, are best developed in andesite sequences.

In the last 40 years nuclear energy has taken its place as a major source of electricity worldwide. It now produces 17 per cent of the world's electricity and could conceivably produce a higher proportion, to displace some six billion tonnes of carbon dioxide emissions per year. Concerns about global warming and environmental quality now underline the virtues of nuclear electricity among alternative sources of energy. Global electricity demand is rapidly increasing as a proportion of total energy usage. The proportion has doubled since 1960 and the demand is expected to increase at least 75 per cent between now and 2020. The source of this extra capacity, and the replacement of present capacity, raise questions with major resource and environmental implications. Today nuclear energy is a mature technology. Over 1200 nuclear reactors have been built and operated, some of these have been decommissioned, and among the 440 reactors in commercial operation the first advanced reactors are now entering service. Some 8000 reactor-years of operation have, with the sole exception of Chernobyl, shown nuclear energy to be extremely safe and reliable. High-level wastes are being managed properly and in different parts of the world two strategies are applied to this. Australia has a major role as a long-term supplier of uranium, since it holds almost 30 per cent of the world's reserves. This, along with an impending sellers' market for uranium, is making it an opportune time to develop new mines here. However, after several decades of concern about civil nuclear energy contributing to the arms race, we now have uranium liberated from nuclear weapons stockpiles being diluted for use in civil reactors, which will supplement ex-mine supply. The public acceptability of nuclear energy remains the critical factor in its future and hence in ours.

A new class of collectors, Mercapto-Benzo-Oxazoles (MBO), exerting selective action on copper sulphides in the presence of Pb, Zn and Fe sulphides (galena, sphalerite and pyrite), has been synthesised in co-operation with Enichem's Donegani Insitute. The collectors have a mixed aliphatic-aromatic structure and contain functional groups which form chelates with copper. Some reagents of this class having hydrocarbon chains of various lengths have been laboratory tested on a complex sulphide ore containing chalcopyrite, galena and sphalerite in pyritic gangue. Comparative flotation tests have permitted selection of the best collector for chalcopyrite, namely Methyl-Mercapto- Benzoxazole (MMBO). Systematic flotation tests have been performed with this reagent, varying collector concentration, grain size of the feed, pH and flotation time. The results obtained show that the synthesised collector is much better than potassium-amylxanthate (KAX) as regards selectivity towards Pb and Zn. Moreover, it is possible to work at natural pH (6-7) and the flotation rate is higher. In fact in the rougher stage with 80 g/t of collector at natural pH, a copper grade of 7.14 per cent was obtained with a recovery of 73.87 per cent, while the grade with KAX did not exceed 2.11 per cent for a recovery of 73.54 per cent. The amount of Pb and Zn reporting in the copper concentrate was eight per cent and ten per cent respectively, while with KAX it was no lower than 24.34 per cent and 22.71 per cent in that order. After two minutes flotation a copper grade of 5.2 per cent with 52 per cent recovery could be attained, against a grade of 2.5 per cent and a recovery of 44 per cent in the case of KAX. The efficiency of this new collector has been ascertained on two samples of complex sulphide ores of diverse mineralogical composition.

When attempting to understand potential regional or community socio-economic changes that resource-extraction industries may produce, it is important to analyse the channels that promote these changes. In this study, we propose a conceptual framework to better understand how socio-economic effects are likely to emerge in regions impacted by mining. The framework considers three levels of hierarchical effects (Measham, Fleming and Schandl, 2016).In the first level, the resource-extraction industry causes four direct initial impacts on nearby communities: labour demand shock (mining employment generation), income generation (compensation to landowners and higher wages), environmental consequences and land tenure/Aboriginal issues and an increase in local tax revenues.The second level is shaped by the subsequent population increase (given by immigration of permanent or temporary residents) produced by the new levels of employment and income that resource windfalls can generate in resource-extraction regions. These increases in employment, income and population become the source for a rise in the demand for local (and non-local) goods and services.Finally, the third level is given by boomtown-like and other socio-economic effects generated from the initial effects.CITATION:Measham, T G and Fleming, D A, 2016. SOME notes on the works of the Electrolytic Refining and Smelting Company of Australia will no doubt be of interest to members of the Institute, more especially as much of the work is new to Australasia.As many of the members who may read this paper have not been in a position to visit works of this kind, and are consequently not thoroughly acquainted with all the operations carried on, the author has taken the liberty, in some cases, to enter into explanation which would otherwise be unnecessary.The works are situated at Port Kembla (New SouthWales), about fifty miles south of Sydney, and are approachable both by rail and water. The Government has recently built a low-level jetty upwards of five hundred feet long, and intends installing at an early date an electrically operated portable crane to facilitate the handling of material to and from the boats. Thi.s will mean a considerable reduction in the length of time that boats are laid up at the jetty. There are also under construction two breakwaters, which, when complete, will materially assist shipping operations. The works as they exist are capable of turning out 1200 long tons of refined copper per month. It is gratifying here to note the unqualified success with whichthe E.S.A. refined copper met with on first being put on the market.

While the new Minister of Economic Development sends his apologies at being unable to speak at this Conference, I am delighted to present on his behalf. The Ministry of Economic Development is not only responsible for managing the Crown mineral estate, but also for developing initiatives and policies to promote regional economic development and for managing the GovernmentÆs broader economic development strategy. IÆd like to talk to you today about the critical links that need to exist between these three areas.   I am going to start with a question for all of you. What do these towns have in common? +        Waiuku, +        Thames, +        New Plymouth, +        Nelson, +        Greymouth, +        Arrowtown, +        Reefton, +        Palmerston, and +        Dunedin.   The answer is minerals. These towns were nearly all founded on the back of minerals and mining. In the case of Greymouth it was gold that brought the people to the mouth of the Grey River and it is coal that sustains the town.   In 1870 the town of Shortland had 20 000 people, 90 hotels and was twice the size of Auckland. We now know Shortland as Thames, and of course Auckland is considerably larger. One wonders whether the good folk of Shortland suffered from ætraffic jamsÆ with 90 pubs to navigate between. Gold mining in the Aorere River near Collingwood led early entrepreneurs to develop the land surrounding Nelson as a food basket to sustain the mining population. Nelson is still thriving on this legacy today. The town of Palmerston was founded in 1862 as a stopping point for gold miners heading into central Otago. The gold rush made Dunedin New ZealandÆs first highly industrialised city. Reefton on the West Coast was the first town in New Zealand to have electric lights and in the recent past we were wondering whoÆd be left to turn them off. New Plymouth, and Waiuku are still known as energy and mining centres.   By contrast once thriving towns like Capleston, Canvastown and Blackball are just names on a map now, and at the extreme you have places like Waiuta which has been reclaimed by the West Coast forest. Queenstown was built off the back of the gold rush, but by 1900 with the gold gone, only 190 people lived there yet Queenstown has managed to rebuild itself thanks to some other stunning natural assets. These examples help illustrate three key points that I am sure will each be extensively linked with our minerals and mining industries. First, NZÆs development and that of its regions has been, and continues to be, inextricably linked with our minerals and mining industries.   Second, things change. Sectors, regions and countries must continually adapt and improve if the are to avoid the fate of the Waiutas of this world. And third, the development challenges faced by NZ and its mining industry in the 21st century are vastly more complex than in the past. Governments and industry alike must balance and respond to a range of domestic and international environmental, cultural, economic and other interests and considerations. If you thought of your industry as æjust digging holes in the groundÆ then you may as well simply stick your head in one!

Potential hlghwaJl mining reserves in Australia are large, but geotechnical and operating conditions are quite different from those where highwall mining has evolved in the USA. In order to achieve safe and effective resource recovery, equipment and procedures should be developed to penetrate 250 m in the Australian mining environment. This paper identifies key auributes to be incorporated in such machinery and methodology. These suggestions are intended to promote discussion on innovations to satisfy Australian requirements for highly productive, safe and environmentally acceptable techniques.
