Safety and health at work is about people. It is about people who plan for work, organise work and perform work. It is about those who come in contact with the workplace and those who are responsible for the workplace. There are wider ranging safety and health obligations that are imposed on the industry stakeholders that span all phases of the production process. In all cases, those responsible for discharging the obligations must ask the questions: Is what we propose safe?, can it be done safer? and are we sure? What we learn from recent legal cases before the courts is that it is essential that all stakeholders work together in a collaborative way when discharging these obligations. Safety and health at work cannot become an issue that is viewed only through the eyes of a single stakeholder group. The reason for this is quite simple. The interrelatedness of the responsibilities that are imposed on each of the stakeholder groups, means that the performance based legislation simply wont work, where an active model of communication and consultation is not in place.

There are many physical factors that can affect the self-heating rate of coal. The presence of seam gas has often been referred to as inhibiting coal self-heating due to the limited access of oxidation sites created by the presence of the gas adsorbed on the coal pores. Similarly, the presence of bed moisture in the coal also acts as an inhibitor of oxidation by blocking access of air into the pores. Gas drainage of a coal seam prior to mining removes both gas and moisture from the seam. Bulk coal self-heating tests in a two-metre column on both gassy, as-mined and gas-drained, dried high volatile bituminous coal show that removal of gas and moisture from the coal accelerates the rate of self-heating to thermal runaway from 8.5 days to 4.25 days, from a start temperature of 30¦C, with an airflow of 0.25 L/min. The corresponding gas evolution pattern for each of these situations is different. Therefore, it is necessary to take this change in coal condition into consideration when developing a spontaneous combustion management plan.

Geometallurgy is inherently multidisciplinary and it gains its power to deliver improved outcomes for the minerals industry by bridging silos between disciplines. This cross-disciplinary approach unlocks value, identifies (and avoids) value destruction and provides a pathway to better implementation of an energy efficient and sustainable minerals industry. Despite this promise, we argue that the cross disciplinary approach also represents the greatest threat to the success of geometallurgy. Some key cross disciplinary issues identified are:Geometallurgy has so far evolved in the technical sphere, mainly by collaborations of geologists and metallurgists. Consequently, in many cases the business dimensions and value have not been incorporated. Financial and risk evaluation viewpoints need to be assimilated into the geometallurgical paradigm. In fact, until such measures are integrated into practices, the value cannot be fully demonstrated.The historical and current efforts on geometallurgy have been highly focused on improved sampling and measurement of geometallurgical properties or appropriate proxies. This work has been driven by professional and academic geologists and metallurgical engineers. It is notable that mining engineers (who are critical in the value delivery of geometallurgy through changed planning approaches) have so far been at the margins, or absent. The construction of valid three dimensional (3D) geometallurgical models raises some important organisational, mathematical and geostatistical considerations. The enhancement of resource models to account for geometallurgical aspects must be managed carefully if the full value of geometallurgical thinking is to be realised.The use of 3D geometallurgical models to change business decision making and practices is the real nub of the problem. We believe sophisticated scenario based evaluation methods are required if the potential impacts of spatial rock properties on processes further down the mining value chain are to be realistically evaluated. Such changed practices require ‘whole of value chain thinking’ to embed this change into the business in an ongoing way.Because profitable geometallurgy demands changed approaches to business decision-making and also organisation of the firm (radically changed in some cases), the senior executive viewpoint must be incorporated into the language and thinking of geometallurgy. This is unavoidable if the establishment of a geometallurgical approach to project evaluation, development and operation is to be successful and sustained.A powerful analogy for the problem faced by geometallurgy is the transformation of safety culture in the mining industry in the past 20 years. We argue that, as in the safety revolution, explicit models, cultural change and management of the ‘soft’ dimensions of the problem are pivotal to success of geometallurgy. In light of this, we propose a model (‘the Geomet Curve’) that gives a framework and pathway for geometallurgy in seven steps. The implications of this model for technical and organisational steps required at different stages are discussed.

China has been producing gold for more than 4000 years with gold production increasing substantially since the 1980s, from about 25 tonnes in 1980 to some 160 tonnes in 1998. More than 80 per cent of the gold production is from East China. However, complete information on eastern China gold has been rarely reported internationally. This is a general overview on the tectonics and metallogeny of gold deposits in East China. The geology of these gold deposits is compiled mainly from data and information reported in China, and is also based on the authorÆs work in China from 1974 to 1986 and a recent visit to China.

Pine Creek Goldfields Limited (PCG) is rehabilitating the Enterprise Pit to an aquatic habitat and potential water resource. This paper discusses the development and implementation of that plan. Pine Creek Goldfields Ltd's Enterprise Mine is located approximately 230 km south of Darwin. Open cut mining of the orebody commenced in 1985 and continued for eight years with 14 million m3 of ore and overburden extracted. Geochemical testing of exposed rock types in the pit has demonstrated a propensity to produce acid, and dissolved metals. A plan of management has been developed and implemented to minimise the risk of acid formation and improve the overall water quality in the final void. In developing the plan prime consideration was given to reducing the potential for pit water to impact upon the regional groundwater. An interception system was constructed on Pine Creek to divert approximately 9 km2 of upper catchment into the northern end of the Pit. Construction of the diversion system was completed in December 1993 and a comprehensive surface and groundwater monitoring program initiated. The monitoring program and associated studies are also discussed.

There has been significant growth in mining and energy exploration in South Australia, which has identified new major potential opportunities. This sector generates significant economic value to the state and their support remains a priority for the state government. The delivery of this economic and associated community value to the state is dependent on the mining and energy sector being able to access reliable water supplies.The vast majority of priority areas for the mining and energy sectors are located in areas that have traditionally been of low priority from a water-use perspective and hence, data and knowledge levels are generally low.Recent studies have identified a potential increase in demand for water in the mining and energy sector for potential developments from approximately 40 GL to over 170 GL over the next ten years. The studies found that water and water infrastructure is the second highest proportion of planned infrastructure capital investment by resource companies. The South Australian GovernmentÆs Plan for Accelerating Exploration (PACE) initiative (PACE 2020), also identifies addressing the issues of location, use and management of South AustraliaÆs water resources as a key priority for the growth of the mining and energy sector.The Department of Environment, Water and Natural Resources (DEWNR) has developed the facilitating long-term outback water solution (FLOWS) initiative. DEWNR is currently undertaking a suite of programs to provide groundwater information at the regional scale to better target water supply options for mining and energy developments and community water supplies.The Goyder Institute for Water Research has leveraged significant research investment of $3 M to develop methodologies to interpret airborne geophysics to map groundwater sources.The FLOWS Initiative will provide key content for the PACE Water Program and will also assist in the development of water supplies for remote far north communities by identifying alternate groundwater sources to improve water supply security.This paper will discuss how developing an appropriate science and knowledge base will encourage and secure development where appropriate, enable prudent decision-making and policies regarding water allocation, accounting and licensing, whilst ensuring the protection of environmental assets.CITATION:Power, N and Costar, A D, 2013. "Estimation of stress state as well as elastic modulus is important for the prediction of a rock slope deformation in an open pit mine since it can strongly influence the mining-induced deformation of the rock slope. This study applies a method to evaluate regional stress state and Young’s modulus by analysing the mining-induced deformation of ground. The effect of changes in regional strain state due to tectonic plate motion can be accounted for using the proposed method. Mining-induced deformation can manifest itself as changes in ground surface geometry resulting from mining activity. There are three underlying factors that can contribute to the deformation: displacement induced by the effect of gravity displacement induced by the effect of horizontal regional strain incremental change in the horizontal regional strain. The relative displacement arising from the mining excavation at the Torigatayama limestone mine in Japan has been measured by Global Positioning System (GPS). Both the regional stress state and Young’s modulus were estimated by back analysis of the change in distance between GPS stations using a 3D finite element method. It was shown that the reliability of the estimation improved with an increase in displacement due to mining progression. It was also shown that values for Poisson’s ratios of less than 0.10 are reasonable estimates with values for Young’s modulus between about 5?GPa and 10 GPa. The non-renewable energy resources of Queensland comprise coal, petroleum (oil and gas), oil shale and uranium. Coal is widely distributed., and has been developed extensively both for export and for use within the State. Proven reserves total 5 390 million tonnes recoverable of coking coal and 5 580 million tonnes recoverable of non-coking; very large resources particularly of non-coking coal are still to be quantified by further drilling. Annual production is of the order of 20 million tonnes of coking coal, principally for export, and 6 million tonnes of non-coking, mainly for power generation within the State. Petroleum resources are meagre in com- parison with those of coal. Initial recover- able reserves of liquids (mainly in the now substantially depleted Moonie Oil Field) totalled only 4.2 million m3. Initial recover- able reserves of gas (mainly in the western Surat and Bowen Basins) totalled 7 800 million m3. Annual production is of the order of 64 thousand m3 of liquids for refining in Bris- bane, and 268 million m3 of gas mainly for production of fertiliser and for industrial and domestic heating, in Brisbane. The mining industry faces concurrent pressures of reducing water use, energy consumption and greenhouse gas (GHG) emissions in coming years. However, the interactions between water and energy use, as well as GHG emissions have largely been neglected in modelling studies to date. In addition, investigations tend to focus on the unit operation scale, with little consideration of whole-of-site or regional scale effects.This paper presents an application of a hierarchical systems model (HSM) developed to represent water, energy and GHG emissions fluxes at scales ranging from the unit operation, to the site level, to the regional level. The model allows for the linkages between water use, energy use and GHG emissions to be examined in a flexible and intuitive way, so that mine sites can predict energy and emissions impacts of water use reduction schemes and vice versa. This paper examines whether this approach can also be applied to the regional scale with multiple mine sites.The model is used to conduct a case study of several coal mines in the Bowen Basin, Australia, to compare the utility of centralised and decentralised mine water treatment schemes. The case study takes into account geographical factors (such as water pumping distances and elevations), economic factors (such as capital and operating cost curves for desalination treatment plants) and regional factors (such as regionally varying climates and associated variance in mine water volumes and quality).The case study results indicate that treatment of saline mine water incurs a trade-off between water and energy use in all cases. However, significant cost differences between centralised and decentralised schemes can be observed in a simple economic analysis. Barrick Gold Granny Smith Mine is currently undergoing conversion from an open cut operation to an underground mine at the Wallaby deposit. The underground project commenced in 2005 with the development of the reserves immediately below the pit and is now currently entering a production ramp-up phase for mining of these two initial surfaces below the pit. With increasing gold prices the owner has been forced to re-evaluate the underground project and has decided to investigate the potential of a deep level mine. This deep level underground mine presents a collection of challenges with the most notable being exploitation of a series of well separated near horizontal lodes ranging in thickness from less than 1 to 20 m. A variety of room and pillar mining methods are employed for extraction with careful consideration to resource recovery and pillar design for long-term stability. Compounding these deep level challenges is a need to accelerate mine level development to maintain the production profile of the mine. This paper describes the challenges, key learnings and outcomes of the studies undertaken to date associated with this project.

The State Electricity Commission of Victoria is Australia's largest single coal producer. Approximately 19 Mt of coal will be produced in 1989 from the SEC V's newest mine, Loy Yang Open Cut (LYOC), which com- menced overburden stripping operation in October 1982. When the adja- cent Loy Yang Power Station is completed in the late 1990's, LYOC will supply between 35 to 45 Mt/a, depending on power station performance and demand of coal for non-power generation uses. LYOC has been a major challenge for the SECV. It is the biggest single open pit coal mining development undertaken in Australia, with a whole of life capital cost approaching A$1 billion. The mine has supplied a very rapidly growing demand for coal from the expanding power station while developing in breadth, length and depth. Coal demand has consistently been above the figures anticipated during the initial planning because of the substantially improved performance of the 500 MW units of the Loy Yang A Power Station. The superior performance of the LYOC and power station has generated additional electrical energy during the first 5 years of power station operation compared with the initial planning targets- at almost no additional capital cost. This has been a major benefit to the SECV. LYOC will continue to present major challenges for the SECV, particularly in achieving overburden removal and coal reserve targets as development of the open cut continues to full depth over the next 15 years.

On behalf of resident members, I have to offer the visitors a very cordial welcome to Mount Morgan, and to tell them that all arrangements have been made to enable them to inspect the mine and works at their own convenience, and to supply them with any particulars they may need.It is very pleasing indeed to see such a large gathering, especially on account of the long journeys many have undertaken in order to be present. The first congress in Queensland, about eleven years ago, was attended by a comparatively small number of members, and a rather long time has been allowed to pass in consequence. The large attendance at this meeting encourages the holding of meetings in Queensland more frequently. Owing to the long distances, and the number of mining centres in Australia and New Zealand, we cannot expect to meet oftener than once in six or seven years in...

A low-cost methodology that allows the determination of in situ stresses using oriented core specimens has been investigated. The technique can be used to determine the stresses during the early stages of a project, even in undeveloped areas of a mine. The research aim was to compare the experimental results estimated by the Acoustic Emission and Deformation Rate Analysis methods with those estimated by conventional Hollow Inclusion cell measurements. The studies have been focused on full stress tensor determination from a single oriented rock core. In all cases the rock core specimens recollected the in situ stresses reasonably well compared with the standard overcoring method.

Open pit/underground mining and mineral processing can generate large amounts of waste that contains sulfide-type minerals such as pyrite (FeS2), and it can produce acid mine drainage (AMD) when exposed to oxygen and water. This highly acidic wastewater contains heavy metals and this is one of the most serious environmental issues after mining operations taking several decades to completely remediate with high costs. For green mining, the present study focused on the development of a recovery technique for gold from an eco-friendly solvent, thiosulfate, by utilising mine wastes, tailings. First, gold recovery experiments in ammonium thiosulfate system were carried out using model samples representatively present in tailings (ie SiO2, Al2O3, FeS2, Fe2O3, and Fe3O4). The results showed that gold recoveries were negligible when using Al2O3, SiO2, Fe2O3, and Fe3O4 while pyrite shows a recovery efficiency three-fold as high as the maximum recovery efficiency when using others. Subsequently, the study also addressed the identification of the recovery mechanisms and post-recover process. The results indicate that tailings can be sufficiently utilised for gold recovery in the hydrometallurgy process and a further sustainable process can be established.

Ernest Henry Mining commenced operations on its copper-gold project in August 1997, some two months ahead of schedule and ten per cent ($35 million) under budget. The mine is located in the highly prospective Mount Isa/Cloncurry mineral district in north-west Queensland, approximately 38 km north-east of Cloncurry. The developer and operator of the project is Ernest Henry Mining Pty Ltd (EHM), an incorporated joint venture between MIM Holdings Limited (51 per cent) and Savage Resources Limited (49 per cent). The deposit is located approximately 40 km north of Cloncurry in North West Queensland and lies beneath a featureless black soil plain with no significant creeks or gullies cutting across the site. Vegetation is sparse and consists essentially of Mitchell grass with occasional low shrubs and trees. Up to nine million tonnes of ore and over 43 million tonnes of waste will be extracted each year from an open pit operation to produce approximately 350 000 tonnes of concentrate when in full production.

According to the Swedish Environmental Protection Agency, the number of potentially contaminated sites in Sweden is approximately 40 000. The funding for remediation from the Swedish Government alone amounts to $A 60 - 80 M (300 - 400 MSEK) annually for the period 2003 - 2006. Uncertainties will arise when obtaining samples in field, preparing them in laboratories and analysing them. Different procedures give rise to varying errors. Using data for decision-making that does not truly represent the site could be fatal. Misclassification of soil could lead to unnecessary costs or to risks to human health and the environment. The total uncertainty of an environmental sample can be split into analytical uncertainty and sampling uncertainty. The analytical uncertainty is usually known and reported from routine analysis. The size of the sampling uncertainty is less well known. Hence, the question is how big are the sampling uncertainties for contaminated soil and how big is the analytical error compared to the total sampling error? A scrap yard and two landfills within a workshop area were investigated. An excavator dug trial pits and samples were taken with a trowel from the walls of the trial pits. Samples were put into plastic bags and taken off site for preparation and analysis using XRF. Sample preparation included drying and sieving. The samples were homogenised by kneading the sample bags prior to analysis. The sampling and sample handling were performed in an intuitively way without knowledge of sampling theory. However, Pierre GyÆs sampling theory was used for subsequent evaluation of the data from the site investigation. The theory defines seven sampling errors, which can be applied to sampling of soil. Some errors have a variance that can be calculated or at least estimated, while other errors can give some idea whether the bias is positive or negative. The total sampling error varied over three orders of magnitudes from sample to sample. The single largest contributor to the large variation in error was the contaminant level. When comparing the analytical error and the total sampling error the ratio varies more than three orders of magnitude.

It has always been a challenge to accelerate the underground development progress by increasing the advance rate of each development round. Surveys have shown that most of the development rounds have only been pulled 84 per cent to 94 per cent of the drilled length. Where bare detonators have been used as primers, less advance rate is expected. In order to obtain a good understanding of the influence of priming upon the advance rate in underground development, a series of high energy primer trials has been conducted by Orica Explosives in the goldfields using various types of Orica high energy Anzomex « primers. It has been shown that development face has been pulled an extra 140 mm to 420 mm by priming with Anzomex « K primers compared with conventional primers. From all the trials at different sites, we have seen that the face pulled using K primers was more square than that pulled using conventional primers. Virtually, no butts and toe were left on the face developed using K primers. Computer simulation has been conducted using either a conventional primer, a bare detonator or a K primer as initiator. The study compared the predicted crack patterns developed around the toe of the hole and it was deducted that a detonator-initiated hole would leave a butt some 200 mm longer than that from a conventional primer-initiated hole, and a K primer-initiated blasthole would give rise to stronger initial p-wave, promoting crack development around the toe and increasing the ability to pull close to the full depth.

The term Engineer of Record (EoR) is commonly used in North America and South Africa to define the responsible person for the design, construction and operational phases of a tailings storage facility (TSF). Recently, this role has been elevated in prominence within Australia, but what does it really mean? Recent updates to international TSF guidelines suggests appointing an EoR is good practice, but where does the responsibilities of the EoR start and finish. Interestingly, both Samarco and Mount Polley failures had active EoR’s in place. This suggests that nominating an EoR alone, is not the full answer to mitigating the potential for a TSF failure. Appropriate construction and operational practices are key to the success of the design of TSFs, where all too often, operators ignore the operating plans developed by the designer. To be successful, a key consideration of the EoR role, is involvement in the operational phase of the TSF. This requires ‘buy-in’ from the mine managers and a change in the way TSFs are perceived by site. This paper explores how the roles and responsibilities of the EoR can assist in improving governance of TSFs if implemented effectively and what role the client has to ensure the success of the EoR.

It has long been recognised that narrow vein mining needs innovative approaches to mine access and mining methods in order to improve the economics of this vital part of the mining industry. The mining equipment used currently requires large openings in narrow vein-type deposits making mining operations uneconomical. In view of this and other shortcomings of the current mining practices, a study was initiated to investigate the potential of using low profile electric loader with mounted conveyor in conjunction with the electric monorail haulage system (EMTS) to load and haul the blasted material, particularly in decline development and main haulages. Computer simulation based on the General Purpose Simulation System/Henrikson (GPSS/H) is used to model the system and evaluate its performance. The results are compared with those for conventional mining using trucks and loaders. The EMTS provides competitive haulage rates in substantially smaller excavations than is currently achievable. According to simulation results, the electric loader in conjunction with the EMTS had the same number of blasts as the conventional system and hence the same advance rate of 3.33 m per 12 hour shift. Furthermore, the total drill-blast-load-haul cycle time was less than the conventional system by one hour.CITATION:Besa, B and Chanda, E K, 2012.
