This paper briefly discusses the negotia- tion of the more important provisions in agree- ments for exploration and mining rights with Pacific countries. LAND RIGHTS Land rights are complicated and sometimes controversial in many of the Pacific countries. In some countries, a company will have to deal with land owners directly; in others, the government will act as intermediary. Inevit- ably, a company will have to deal with both. Mining companies need to be sensitive to the culture and particular interests of the land owners and of their history in defending their rights. The issues are too complicated to be dealt with here. Some mining companies have spent, and will continue to spend, considerable time trying to understand them. It will " require patience, perseverance, sensitivity and unflagging optimism. The better advised companies will ensure that their local repre- sentatives get to know the land owners, under- stand their concerns, and will pursue a policy of keeping them informed on a regular basis of all of the company's activities and proposed activities. Good community relations are the keystone for good mining operations in the Pacific. Most countries will require the submission of an environmental impact statement so that they will know in advance what effects a pro- posted mining operation are expected to have on the environment and how it is intended to deal with them. They will also want to approve the company's environmental reclamation and rehabilitation plan. Let's face facts right away - mining, by its very nature, is not going to improve the environment. There will be waste discharges, emissions and deposits. They will affect the land, air and water and hence human, marine and animal life and vegetation. There will be sounds and odours and the esthetics of mining operations, though perhaps pleasing to geolo- gists and mining engineers, will not please Others.

The paper continues an account, begun in a previous paper, of experimental work carried out by the author whilst a member of the metallurgical staff at the Cockle Creek Works. The general method of the description of the plant and works practice adopted previously has been followed.The paper is a short account of the methods used in and the results of an investigation of the fume losses from the various parts of the plant.MEASUREMENT OF VOLUMETwo independent methods were used. The first depended on a number of pitot-tube measurements of velocity. These readings were taken in the stacks leading from the various furnaces at a considerable height above the ground so as to obtain as regular conditions as possible at the points where the readings were taken.Three openings were made in each stack and the pitot tube inserted into each opening in turn and readings taken at the centres of imaginary areas of equal size. The average velocity in the stack was thus obtained.After four tests had been made at the smelter stack, which removed the gases from all blast furnaces in use, the centre of velocity of the gases for each test was calculated and was found to be practically constant in position. The previous procedure was varied in subsequent tests on this stack by taking a succession of readings at the centre of velocity instead of at various points...

A rigorous methodology for prediction of flotation plant performance is presented, which is based on a standardised batch flotation test called the MFT. The work is part of the FLEET program, developed by MinnovEX with the support of seven large mining firms. The methodology is divided into three key steps: direct measurement of the kinetics of true flotation in the pulp, independent of hydraulic entrainment and other froth effects in the batch cell; benchmarking of the industrial plant over a broad range of ore types and operation conditions; and model calibration to describe froth effects in the plant, with a minimal number of parameters. To date, the methodology has been applied with success at several industrial plants, encompassing copper, gold, nickel, iron, lead, zinc and coal operations. This paper includes a description of the laboratory testwork procedure and scale-up to full industrial circuits. Examples of industrial application are also presented.

The Mt. Sisa Orebody on Misima Island, P.N.G., consists of gold-silver mineralization associated with massive carbonate and amor- phous iron-manganese oxides in fractures and breccia matrix. The orebody forms the north- ern extension of the Umuna deposit. The mineralization lies within the three kilometre strike length of a northwest trending, 300 metre wide, high angle fault zone. The fault zone structure is deeply oxidi- sed, with the manganiferous oxide material resulting from oxidation of carbonate. The wallrocks are metamorphosed basement psammopelites and basic volcanic rocks, exten- sively intruded by microgranodiorite. These are dominantly epidotized and sericitized. The precious metals are associated with anomalous Cu, Zn, Pb, Mn, As, Ba, Ga, Sb, and. Mo. Many of the features of the Mt.Sisa mineralization are characteristic of volcanic- hosted epithermal deposits of western North' America. Lithologic and textural gradation is ob- served between the carbonate hydrothermal breccia-fill at Mt. Sisa, and the quartz domi- nated dilational fracture-fill mineralization which forms most of the Umuna deposit to the south. This gradational relationship is ana- logous to that within the Amethyst-OH vein system at Creede, Colorado, where it is shown to be indicative of deposition from laterally migrating fluids.

Three principal features of the ore at Captain's Flat, New South Wales, tend to complicate concentration of the valuable minerals, these being:1. The ore occurs in three more or less separate bodies which vary in texture and mineral ratios. Mining of constant proportions of the three sections, or adequate blending of the ore, is not fully effective, and consequently the flotation section is subjected to feedof varying texture.2. The mineral association in the heavily pyritic ore is extremely intimate. Composite particles exist even at 20 micron sizeI, and probably finer.3. The copper content of the ore averages_about 0,6%, which is high enough to justify recovery of the chalcopyrite in a separate concentrate. A review of the metallurgical history of the mine shows that this feature has been the cause of the several major changes in flowsheet of the flotation section since the commencement of milling.METALLURGICAL HISTORYThe mine started production in January 1939, at the rate of 250 tons per day of sulphide ore, assaying 0·68% Cu, 6·52% Pb, 10·8% Zn, and about 1 dwt. The operation of flotation plants has been improved over the years by use of fundamentally based design techniques, a better understanding of reagent chemistry, online metal analysis and the use of digital control systems. However, optimal operation of flotation banks is not consistently achieved using manual operation. The reason for this is that the system is a highly interacting one, with changes in air addition, cell interface level and reagent dosages all being available, without it necessarily being clear as to which change should be made for a particular situation.This situation is made more complex by the fact that the feed to a flotation bank can vary in flowrate, composition and density over a fairly short period of time. It is not possible for a human operator to reject these disturbances, given the extent of the operation that is typically being monitored.Model predictive control (MPC) is a control and optimisation technique, developed in the oil refining industry, that aims to manage just such interacting multiple input multiple output (MIMO) systems. This technology makes use of linear dynamic models of the plant, that are experimentally derived. These models are then used in a receding horizon strategy to determine an optimal trajectory of the inputs to the system.MPC has been applied to four areas of the lead zinc flotation unit at Mount Isa mines. A total of 31 cells are being controlled by the system, which varies air to the cells, levels and reagent addition on a minute-by minute basis. The MPC controls concentrate and tail grades, reagent dosages, as well as recoveries to ranges set by the plant metallurgists.The development of the MPCs is discussed, together with the benefits realised. The CSIRO ore classification scheme for Pilbara ores was used as a reference frame to target recognisable ore types/textures with potentially elevated phosphorus content for detailed analysis. Particles of each individual ore texture were separated from a Brockman high-P ore and each class was characterised using methods including XRF, XRD, EPMA and synchrotron-based XAS. Results were then correlated with optical microscopy and hand specimen identification to establish any relevant associated mineralogical phases and/or textures. This represents a more systematic approach to identification of high-P ore components based on particle and goethite type and texture. The information can then provide the basis for more targeted P-removal strategies factoring in the relationship between particle/ore texture and phosphorus deportment

The problem of long-term open pit mine planning is a large combinatorial problem, which canÆt be solved easily by mathematical programming models because of the large problem size. In this paper a new metaheuristic algorithm, which has been developed based on the ant colony optimisation (ACO) and its efficiency, have been discussed. To apply the ACO process to a mine planning problem, a series of variables is considered for each block as the pheromone trails that represent the desirability of the block for being the deepest point of the mine in that column for the given mining period. During implementation several mine schedules are constructed in each iteration. Then the pheromone values of all blocks are reduced to a certain percentage and additionally the pheromone value of those blocks that are used in defining the constructed schedules are increased according to the quality of the generated solutions. By repeated iterations, the pheromone values of those blocks that define the shape of the optimum solution are increased, whereas those of the others have been significantly evaporated. By using this algorithm a high degree of complexities could be considered in objective function and constraints of optimisation model. In addition it can improve the value of the initial mining schedule up to 34 per cent for some cases in a reasonable computational time.

A dynamic model of a dense medium circuit has been developed and tested against plant data. The model shows the response of the circuit to both controlled (changes in specific gravity set point or changes in circuit coal feed rate) and uncontrolled changes (changes in raw coal moisture, loss of raw coal feed) in operating conditions. The model is built up from dynamic models of the individual sumps, pumps, pipes, splitters, magnetic separators and automatic controllers in the circuit. The model can be used for design of automatic control loops and for investigation of possible process modifications such as changes in water addition points. This paper describes the model construction, the testing of the model against actual plant data and gives some examples of its use in investigating plant response to changes in operating conditions.

This paper synthesises the findings of five studies undertaken by the CSIRO Wealth from Oceans Flagship in 2009-10. This research explores the concerns, expectations, and information needs of a range of stakeholders, (ie government, seafloor exploration and mining industry, other marine industries, environmental non-government organisations (NGOs), community members) in relation to the possible exploration and mining of minerals and aggregates from the seafloor, as well as the conditions for meaningful engagement with communities regarding seafloor exploration and mining (SEM) activities. The SEM industry has been described as the ‘next minerals frontier’, as incentives to explore and mine seafloor resources increase because of diminishing reserves of easily accessible onshore mineral and aggregate deposits. However, the conditions (if any) under which SEM would be acceptable to stakeholders (notably the public and regulators) have not been established. This work seeks to address this gap and ascertain the levels at which potential environmental and social impacts become unacceptable to those stakeholders. The research follows an earlier phase of studies undertaken in 2006 - 2008 that: identified the opportunities and barriers to the development of SEM in Australia, took the first step towards understanding the public and political contexts surrounding the industry, and mapped the positions of key stakeholders and captured their major issues and concerns. Together, these two phases of research confirm that environmental concerns dominate stakeholders’ responses to the idea of an expanded industry. However, the most recent phase of research has also found that, similar to current onshore scenarios, reservations due to environmental concerns do not completely outweigh social and economic objectives. This is provided stakeholders feel confident that there are systems in place (regulatory frameworks, watchdogs, independent research, and stakeholder consultation) to ensure that all interests are protected. When making decisions about the social acceptability of potential seafloor mining, stakeholders favour a precautionary approach, supported by rigorous scientific analysis of the potential environmental impacts, transparent and socially responsive management processes, and meaningful stakeholder engagement. This paper outlines the details of these findings, which may also be relevant to understanding the social acceptability or ‘social licence to operate’ for other future mining scenarios featuring a new approach or technology.

An important part of planning for the rehabilitation of uranium mine sites is the ability to assess the geomorphic stability of the final landform, over time frames ranging from decades to millenia. Depending on the environmental conditions, erosion features such as gullies may incise into containment structures, potentially leading to the exposure and transport of encapsulated radioactive material. Further, erosion may lead to increased sediment loads and the transport of other mine-related contaminants off-site and into downstream waterways. While erosion may be monitored and assessed over the short term (years to decades), the longer-term behaviour (centuries to millennia) of such landscapes is not within any meaningful human management time frame. Landscape evolution models (LEMs) can provide information on soil erosion rates at decadal or centennial scales over large spatial scales, and evaluate the sensitivity of these processes to environmental changes. However, an important issue associated with the use of models is the ability to assess the reliability and accuracy of the model. In this paper, the CAESAR-Lisflood LEM is tested for its ability to predict soil erosion from a series of 30 m × 30 m experimental plots specifically constructed for this purpose on a trial rehabilitated landform at the Ranger Uranium Mine in the Northern Territory, Australia. Model predictions of bedload and suspended sediment loads from the erosion plots were compared with field measured observations collected over four wet seasons from the trial landform. Once calibrated for the specific site hydrological conditions, the predicted sediment yield – specifically, bedload – demonstrated an excellent correspondence with the field data. However, longer-term simulations of ten years identified an exhaustion effect in sediment yield from the landform. These latter results indicate that a weathering function needs to be incorporated into CAESAR-Lisflood to ensure confidence that the CAESAR-Lisflood LEM will be able to correctly predict the long-term evolution of a rehabilitated landform once it has been?constructed.CITATION:Lowry, J,?Saynor, M,?Erskine, W, Coulthard, T and Hancock, G, 2014. This paper presents the positive outcomes on an EPCM project, which was undertaken in a challenging environment, whereby the design team had to generate a design with a number of stringent serviceability criteria, any deviation from which would have had significant implications to the proposed design performance. The success of the design implementation within the tight time frame hinged upon the precise installation by a skilled contractor. Rock blasting outcomes are often a shared responsibility of both the mine operations group and the mine geotechnical group. From an operational logistics and planning perspective, blasting concerns include optimal fragmentation for subsequent crushing, ensuring the blast is energetic enough to allow easy digging, and understanding the effect of muck from a previous blast on the current blast. From a geotechnical perspective, wall damage and catch bench capacity are the primary concerns. Other concerns for both teams include damage to mine infrastructure by fly rock or blast-induced vibrations, and the stability of open stopes under the pit. This work presents two blast modelling applications (or ‘apps’). The basic app instantly gives fragmentation and wall damage predictions for a given generic blast design. The advanced app loads the current pit contours, reads the blast design from a spreadsheet, and calculates the expected vibration magnitude and peak frequency. The apps have been developed specifically for the Rio Tinto Borates and Lithium Mine in California and are used to support blast design between the operations group and geotechnical group. The basic app instantly gives fragmentation and vibration predictions given a blast design by combining the Kuz-Ram fragmentation model with the scaled distance model for vibrations. The advanced app uses the signature hole method. Blasting outcomes at the mine have improved since using the apps.

Coal is a very versatile resource, having variable characteristics and having potential for a wide variety of mar- kets. Australia has extensive deposits of black coal, although they are concentrated mainly in Eastern Australia. Assessments of the currently known reserves are related to the qualities of these reserves. Markets available to black coal fall into the broad groupings of metallurgical, fuel, conversion and miscellaneous markets and the requirements of these markets are related to coal characteristics. Market trends in Australia and on the export market are discussed and projected forward. By the end of this century Australian consumption of black coal could well be 100 million tonnes per annum, and, in the absence of any export restriction, a similar amount is likely to be exported. Currently defined black coal resources in Australia will last at least 600 years at these projected rates of consumption. Although the position appears satisfactory in considering the projected life of the black coal resources, there is a serious lack of detailed information on reserves, mining and preparation yields, quality and possible environmental restrictions. Action is required on three parallel courses: (1) a consistent, systematic and extensive survey of current coal resources in Australia, (2) accelerated exploration activity to define poorly prospected and potential areas, and (3) regular updating and extension of the knowledge of Australia's coal resources. This information would be of tremendous assistance for the formulation of a national energy policy on coal.

Laboratory-scale experiments were conducted in a mechanically stirred aeration vessel to determine the rusting abilities of aerated water in the presence of various catalysts compared to the industrially used ammonium chloride. The catalysts used were tartaric acid and citric acid, firstly by themselves, and then in later experiments mixed with ammonium chloride. From these experiments it was found that leaching of iron from reduced ilmenite in the presence of either tartaric acid or its sodium salt was much slower than in the presence of ammonium chloride. Citric acid or its sodium salt also give a slower rate of leaching than the ammonium chloride system, but citric acid and its sodium salt mixed in equal proportions produced a rate of leaching approximately twice as fast as the standard ammonium chloride system. When tartaric acid was mixed with ammonium chloride the leaching rate was found to be equivalent to the leaching rate of the same amount of ammonium chloride alone, thus indicating that tartaric acid made no contribution to the leaching in this svstem_

"In order to effectively predict the roof collapse of underground openings using continuum models, it is imperative that a realistic failure criterion is used to represent the rock mass. However, for coal mining operations, there is still uncertainty as to the appropriate failure criterion that should be used for the coal measure strata. This study compares stability numbers and collapse mechanisms for a rectangular underground opening predicted based on three commonly used failure criteria: the standard Mohr-Coulomb, Mohr-Coulomb with a tension cut-off and Hoek-Brown. Three methods of analysis are considered: an analytical upper bound method an upper and lower bound finite element formulation the displacement finite element method.The theoretical results are also compared with field measurements of subsidence above longwall coal mining. For the standard Mohr-Coulomb failure criterion, the friction angle governs the shape of the collapse mechanism, and the so-called critical width (the cavity width above which failures extend to the ground surface) ascertained from field observations in the New South Wales coalfields corresponds to a friction angle of approximately 30°. On the other hand, predictions obtained based on the Hoek-Brown failure criterion consistently overestimate the critical width. The results also show that tensile failure governs the stability of the cavity and shape of the collapse mechanism when a tension cut-off is introduced for the Mohr-Coulomb yield criterion.CITATION:Suchowerska, A M, Hambleton, J P and Carter, J P, 2014. Blasting in the mining industry is being transformed, and can no longer be treated as an art or a practice purely dependent upon experiences of individuals. Examples of key drivers that have demanded consistent and more accurate blast results are initiatives to control pit-wall damage to help mine steeper pit slope angles, to control damage to underground opening operating in close vicinity of the open pit mine. Such situation exists at Rampura Agucha open pit lead zinc mine, which is producing 5.7 Mt/a of ore and has started its underground part, which is slated to produce initially 2–2.4 Mt/a and 4.5 Mt/a in the near future. The open pit mine is currently working at 326 m depth and is designed to reach 421 m deep. It has been planned to operate the underground mine maintaining 50 m parting from the planned ultimate level of the open pit mine.Presently, open pit and underground mines are being operated simultaneously. The present average depth of underground working lies between 370 and 410 m below the surface level. Sometimes explosives up to 95 978 kg are being detonated in a blast round in open pit mine. These blasts are often apprehended as a danger to the safety and stability of underground openings. It was decided to document the impact of open pit blasting in the openings of underground workings, so that preventive measures may be taken for the safety and long-term stability of the underground mine. The impact of 86 open pit blasts has been documented in the underground openings and 258 blast vibration data has been recorded. The vibrations were recorded simultaneously in the roof, side walls and at floor levels. The highest levels of vibrations were recorded in the roof and the lowest levels at the corresponding floor levels. The pillars experienced lower level of vibrations than the roof. Blast designs were optimised at open pit mine to control vibration in view of long-term safety and stability of the underground openings. The vibrations generated due to detonation of explosives with shock tubes and electronic delay detonators have been recorded in underground openings for comparative assessment. The rediscovery and recognition of the magnetite potential of the iron mineralisation at the Hawsons Project area 60 km south of Broken Hill has the potential for the development of a new series of magnetite iron-ore operations across the Braemar Iron Formation in New South Wales and South Australia. Despite the low-grade of 16 per cent magnetite, the Hawsons project feasibility studies are indicating a positive business case for a large-scale 20 Mt/a of magnetite project for the following reasons:• The mineralisation is on a huge scale, with a major potential for increases beyond the already very large established resource of 1.4 Bt.• The mineralisation is particularly soft for crushing and grinding, with a Bond work index of 6.3 and an overall comminution power requirement of 6.7 kWh/t of ore. This equates to 39 kWh/t of concentrate which is significantly less than for similar projects.• The mineralisation fractures easily, preferentially along grain boundaries.• Location is close to mining infrastructure and a skilled workforce at Broken Hill, 60 km to the northeast.• It is close to road and rail infrastructure for access to the resource.• A high-grade, clean magnetic concentrate can be produced, with the only contaminant being silica.The deposit is a sedimentary siltstone which is considerably different to other known magnetite deposits. This caused significant differences in Davis Tube Recovery (DTR) results between laboratories so that the softness of the ore has required a close focus on, and changes to the laboratory procedures. A DTR procedure has been developed to provide consistent results across the deposit.Crushing and grinding test work has established a clear advantage in the use of the high-pressure grinding rolls (HPGR) crushing and grinding circuit for this particular ore. The power required for comminution using the HPGR crushing circuit is about half the power required for the Autogenous milling circuit.Therefore, despite the low magnetite grades, the Braemar Iron Formation in New South Wales and South Australia has the potential be a new magnetite iron ore province.

Semi-arid regions suffer from two afflictions; evaporation may exceed precipitation by multiples of two or more and variations in precipitation can be both extreme and difficult to predict. Many Australian mines are situated in semi-arid areas where communities are reliant upon locally sourced water or special purpose infrastructure is built as part of the mine construction. As the question of climate change looms, issues related to future water supply and sustainable water management become increasingly important. Across Australia several mining operations co-exist in a single surface water and/or groundwater catchment area. The management of water on a mine by mine or a community by community basis is illogical and must be reconsidered based on a single water catchment and a whole-of-community basis. Mine water should be considered on a full life cycle basis where the quality is assessed for specific mine site applications. This paper addresses technical challenges that include surface water and groundwater supply in semi-arid regions, operational water in the mining industry, beneficial uses of water, water economics and demand management. In much the same way as emissions trading evolved into a multi-stakeholder forum, mining regions offer scope for innovative thinking in water supply and reuse. In addition, this paper considers a number of initiatives taken by Australian mining companies that are entering a prefeasibility stage and contrasts these initiatives against the established success within a South African mining region. The challenges and potential solutions to this initiative are presented for future consideration.
