Operational readiness is a commonly used term in mining and many other industry settings. However, translating this term into a coherent scope of work that is practical and meaningful is a challenge faced by many mining projects. This inhibits the allocation of resources to the work and its completion. The problem is with understanding how the terminology applies to establishing a mining operation. Resolving this problem requires clarity around what operational readiness means for a mining project’s transition to operations and who owns the tasks of completing operational readiness. The motivation for resolution of this problem is in appreciating the consequences arising from any lack of clarity in definition of this task, the timing of the work, and ownership for its completion. In broad terms, these consequences amount to an erosion of value at a critical time for both the new mine and the company and shareholders. This situation often arises where operational readiness is not adequately addressed in project’s study phases. As a result, neither time, resources nor money are adequately provided to complete the work required. In other cases, operational readiness is sometimes assimilated with the delivery of the project’s physical assets by the project’s construction team, rather than aligned with the establishment of the operating team to deliver the desired operational outputs. This paper argues that operational readiness starts in a project’s study phases and flows through into the start of operations. The definition of operational readiness is discussed as a task, and a model for its planning and completion is presented. This discussion includes assigning ownership for operational readiness planning and delivery to the General Manager of a new operation and the operations leadership team, who are central to the success of this work. After all, the reputations of this leadership team depend on the performance of the operation in its first few years. The author’s work over the last 20 years, leading operational readiness programs and the preparation of feasibility studies for mining projects, has provided the insights and evolution of ideas that are central to this paper. Operational readiness is fundamentally directed at ensuring a new mining operation gets away to a successful start and builds a solid foundation for the future of the mine/operation/province. It requires clarity of purpose, ownership and coordination by people in the operating team, and their preparation of the requisite process definition and establishment of the significant relationships required for operations. Without its successful completion, it is unlikely the new operation will meet and sustain its start-up targets. This paper discusses a practical approach to operational readiness for mining projects.

The Ban Houayxai Gold-Silver Operation is a producing asset for Australian-based copper and gold producer, PanAust Limited. The Operation lies within PanAust’s 2600 square-kilometre Phu Bia Contract Area in northern Laos. Commencing production in 2012, Ban Houayxai is operated by PanAust’s Lao-registered company, Phu Bia Mining. PanAust owns a 90 per cent interest in Phu Bia Mining. The Government of Laos owns the remaining 10 per cent. The Operation mines an intermediate sulphidation epithermal gold-silver deposit and comprises an open-pit feeding ore to a conventional carbon-in-leach process plant. Metallurgical recoveries for gold and silver are approximately 75-85 per cent and 55 per cent respectively. To year-end 2017, the Operation had poured 0.65 million ounces (oz) of gold and 4.7 million oz of silver. The Ban Houayxai Ore Reserve supports a mine life of approximately four years from the end of 2017. The Ban Houayxai deposit is in an early Permian volcano-sedimentary unit which is part of a late Carboniferous to early Permian (310–270 million years ago) volcanic-plutonic sequence of the Truong Son Fold Belt. The deposit formed when hot saline (240–415°C, 2.7–13.0 weight per cent NaCl equivalent) fluids ascended from a geologically fertile island arc porphyry into overlying volcanics along a fault or faults in the early Permian (290–256 million years ago) (Manaka et al, 2014). Gwalia Consolidated Ltd has been in the mining industry for about 15 years, yet its key wholly owned Greenbushes Mine has a history dating back to the last century. Similarly Gwalia Consolidated's associate, Sons of Gwalia Ltd owns the historic Sons of Gwalia and Marvel Loch Mines with Sons of Gwalia celebrating its centenary this year. This durability is a testament to the quality of the orebodies concerned and the massive technological achievements over this time which have enabled each of these mines to maintain their competitiveness. While Sons of Gwalia and Marvel Loch were and continue to be gold mines, the wholly owned Greenbushes Mine has survived and in fact prospered through the development of alternative products from its rich and unique pegmatite. Similarly, for Gwalia Consolidated to grow and prosper it will be necessary to expand the current portfolio of products and operations. The Greenbushes Mine has already given Gwalia world `No 1' status in both the supply of primary tantalite concentrates and lithium minerals (spodumene). The asset base contributed by Gwalia's gold investments assisted in the recapitalisation of the Greenbushes assets to fully develop their potential. Industrial minerals and strategic metals were of interest to Gwalia as these markets are relatively small and it is possible to develop an influential if not dominant position in the market with a quality asset. Capital expenditure to develop such projects are also usually in the order of $10 m to $20 m, a manageable range relative to Gwalia's size.

The silver-lead ores of Yerranderie occur in a series of narrow, flat-dipping lodes in small bodies of quartz porphyry, intrusive into Upper Devonian volcanics, which are exposed in the western flank of the Permo-Triassic Basin of central New South Wales, about 80 miles south-west of Sydney (Harper, 1930; Lawrence, 1953). The lodes strike about E.-W. and are from 1,200ft. to 2,000ft. long. They consist of a series of ore shoots from 3ft. to 100ft. long, and up to 5ft. thick, though commonly under 2ft. thick, interspaced with low grade sections. They dip at from 18°S. to 400 S., and have persisted down the dip for 1,450ft. (693ft. vertical depth) in the Wollondilly mine, for 1,120ft. in the Bartlett's mine, and for 850ft. in the Wonga mine.The grade of ore in the Bartlett's mine was from 32% to 40% lead, from 100 oz. to 130 oz. silver per ton, 0.5 to 4.0% arsenic, with ore ,as rich as 20% arsenic on the No. 6 and No. 7 levels of the Silver Peak mine, the underlay extension of the Bartlett's lode, about 1% copper, and up to 4 dwt. gold per ton. In the Wollondilly mine the average grade was 15% lead, with sections as rich" as 36% lead, from 75 to 165 oz. silver per ton, 0.6 to 3.3% arsenic, 0.2 to 0.7% antimony, 0.8% copper, and up to 7...5. Cl~t. gold per ton. The zinc content of the ores is slight, and has not been recorded.Mining began about 1898, and to date more than 110,000 tons of ore, valued at £1,800,000, has been raised. Large scale mining ceased about 1935. The chief mines operating were the Bartlett's mine (formerly Colon Peak), the Silver Peaks, which is the underlay extension of the Bartlett's, the Wollondilly (or Yerranderie) mine, and the Wonga' (or Tonalli) mine.

The prediction of ground-borne noise levels from tunnel construction activities requires knowledge of the input vibration forces from the vibration source(s) into the cutting face, knowledge of the vibration transmissibility through the surrounding medium, and knowledge of the receiver building’s vibro-acoustic response. The conversion of this vibration energy into sound pressure within the receiver building depends upon the vibration coupling of the soil and the building’s foundations, the structure’s response including floor-to-floor attenuation and amplifi cation due to resonance, the radiation effi ciencies of the internal structural elements, and the room’s acoustical properties. Beginning with a known input vibration spectrum at the cutting face, it is possible to predict the resultant ground-borne noise levels within a receiver building using either analytical and/or empirical techniques, or by numerical modelling. This paper presents an overview of the various methods available to estimate ground-borne noise levels from tunnel construction activities and discusses the advantages and limitations of each.

Mark Westfield, writing in The Australian on 16 May 1994 stated: The role of the independent expert is crucial to Australia's investment system. When it falls down, there can be very dramatic consequences. The scope of these consequences was dramatically illustrated in the decision of Rogers J. at first instance in Cambridge Credit Corporation v. Hutcheson (1983) 8 ACLR 123 when the auditors of the failed company were found liable for breach of contract and faced a damages award of $145 million, well in excess of their insurance cover. No comfort should be sought in the fact that this decision was overturned on appeal, for the result of the appeal rested on whether there had been a causal connection between the breach of contract which had occurred and the loss suffered, rather than on the fundamental principle of auditors' liability. Thus: Those who prepare experts' reports in company cases carry a heavy moral responsibility, whatever their legal duties may be... Unless high standards are observed by those who prepare these reports, there is a danger that systems established for the protection of the investing public will, in fact, operate to their detriment through reliance placed on those reports and on the reputations of those who furnish them. In lending his name, the expert will often, as in this case, be lending a name to conjure With.

With lower and increasingly variable Fe grades in iron ore resources, the monitoring of Si, Al, Mg and other light elements to meet quality requirements is gaining importance in the iron ore beneficiation industry. The high cost per manual assay and associated manpower requirements often limit the frequency of shift composite samples and laboratory assays. Furthermore, the shift composite assays represent past performance of a plant but are not useful for immediate reactions to feed variations, detection of equipment malfunctions or process control. Automated online analysis of light elements radically reduces the cost per assay and provides repeatable, timely data for process analysis, control and optimisation.A light element online slurry analyser, based on laser-induced breakdown spectroscopy (LIBS) optical emission technique, will be presented. This paper discusses the analyser design for the iron ore industry and also reviews the performance of the analyser against the manual laboratory. Additionally operator safety, user friendliness and maintenance requirements are discussed.A case study will also be discussed in this paper. The sophisticated measurement technique has been implemented in an industrial automated analyser and sampling system to allow for slurry measurement for up to 12 sampling points. The Whitsunday Volcanics occupy most of the offshore islands from the Whitsunday Group, southeastwards through the Cumberland and Northumberland Groups, possibly extending to the mainland adjacent to Shoalwater Bay, a distance of 370 km. Some of the islands of this group are granitic, but preliminary Rb-Sr data indicate these to represent Permo-Triassic basement. Cretaceous volcanism is interpreted to have occurred during initial rifting prior to the continental breakup of northeastern Australia and subsequent development of the Tasman Basin.The volcanics comprise mainly lithic ignimbrites, with local development of inter-bedded surge and bedded tuff, accretionary lapilli tuffs, lithic concentration zones, and lag deposits. Isolated fluidual rhyolite and dacite domes occur. The deposits are considered subaerially emplaced. A Rb-Sr isochron age for volcanism of 110 Ma is determined from new data. The total thickness of the volcanics is unknown, but a minimum thickness of 4-5 km on Whitsunday Is. is suggested. Eruptive centres are inferred to be distributed throughout the volcanic zone. The volcanics are cut by numerous, dominantly near N-S, dykes ranging from dolerite through to rhyolite in composition.Chemically, the volcanics and dykes exhibit a continuous range of compositions from basaltic andesite, through andesite, dacite, to rhyolite, with minor more alkalic compositions. Phenocryst mineralogy in the silicic rocks is mainly plagioclase, augite, and Fe-Ti oxides, with less frequent quartz and hornblende occurrence. Sr and Nd isoptic compositions for volcanics and dykes are close to mantle values. These data are tentatively interpreted in terms of a lower crustal magma arc source separated from the mantle only a geologically short time prior to Cretaceous magmatism.

Managing heat stress on Australian mine sites is a complex and enduring challenge due to the combined and variable contribution of environmental conditions, physical activities, and protective equipment. Inappropriately managed, heat stress can place significant physical strain on workers, leading to serious and chronic health issues. Additionally, excessive heat stress can dramatically reduce productivity, with 30 per cent of workers reporting a loss of productivity due to occupational heat strain. In Australia, due to increased absenteeism and reduced work performance, heat strain is estimated to have an annual economic burden of over $8 billion.

In late 2014 the Flinders Power Management Team was executing business improvement plans to ensure continued electricity generation until 2028 and beyond. Six months later, in June 2015, the Board announced the closure of the Flinders Power South Australian business, including the Leigh Creek Coal Mine, the Northern and Playford Power Stations located at Port Augusta and the 250km railway line. The announcement was preceded by a brief period of internal planning. A date was soon set for ceasing coal mining operations, being November 2015. The mine is unique in many ways. Located approximately 550km north of Adelaide the site has over 100 years of history and was formerly operated by the South Australian Government. Privatisation in 2000 saw the mine continue operation under Perpetual Leases from the South Australian Government. The leases included exemptions from multiple sections of the Mining Act 1971, obliging primary regulation under the Mines and Works Inspection Act 1920. The coal, being a low rank sub-bituminous brown coal, is prone to self-heating and spontaneous combustion. The mine and company town Leigh Creek were the economic and cultural heartbeat of the community. Facilities at the mine were shared by the community and vice versa. While many mines across Australia and the world enter periods of care and maintenance, few have been actively closed to the point of relinquishment (Bennett and Lacy, 2016). A swift decision to close, followed by a short mining operations shutdown period, presented significant technical and regulatory challenges for both the mine operator and for Regulators. The subsequent joint risk mapping process employed by Flinders Power and South Australian Mining Regulators was a unique real-world example of collaborative mine closure planning and execution. Lessons learnt are valuable for all mines, production facilities and for Regulators, even for those who may wrongly assume that closure is many years away. CITATION:Williams, B and Querzoli, A, 2018. This paper discusses equipment replacement strategies and specifically addresses the upgrading of technologically superseded equipment. The process of equipment replacement evaluations is reviewed, and areas have been highlighted where currently accepted practice results in a bias towards retaining existing equipment longer than otherwise justified. The Discounted Average Cost Method is described and the advantages of the technique for this style of decision making discussed. Several key issues influencing the replacement evaluation are also presented together with examples from recent consulting work.

This paper present a modification of selected strength criteria for coal and rocks containing weakness planes. The three strength criteria, namely, Murrell (1965), Bieniawski (1974a, 1983) and Hoek and Brown (1980) have been assessed for coal (containing weakness planes) by using triaxial strength tests. Triaxial test results indicated that the strength of coal specimens depends on the weakness plane inclination with respect to the principal stress direction. However it is shown that with increasing confining pressure, the effect of weakness planes inclination on the strength of coal specimens is reduced. The constant parameters in the three failure criteria for coal are determined for each weakness plane inclination by using the Datafit computer program (nonlinear regression analysis) and the results are compared with other rock types.

Social licence to mine is influenced by society’s perception of the mining sector’s ability to effectively rehabilitate mined land and for governments to appropriately regulate that process for the broader community benefit. In Queensland, Australia, many mine rehabilitation personnel working for active coalmines, as either staff, consultants or contractors, belong to the Central Queensland Mine Rehabilitation Group (CQMRG). The CQMRG was established 23 years ago with the aim of sharing informal knowledge related to practical aspects of rehabilitation in order to leave as positive a legacy as possible from mined land. This voluntary group of professionals also includes members from regulatory agencies and civil society. Within the dynamic regional mining environment, mine rehabilitation professionals benefit from sharing their informal knowledge.CQMRG is currently a group in transition. Mining boom and downturn cycles have exacerbated the loss of accumulated knowledge in the core CQMRG membership due to rapid changes in personnel at mines in the region. Additionally, some of the most experienced CQMRG-affiliated rehabilitation practitioners are approaching the end of their careers and want their valuable and less formal knowledge retained. This paper examines the practical limitations that affect the measurement of stress in rock. As most rock stress measurement is conducted through the invasive process of drilling a hole in a rock mass, the nature of the rock and its response to being drilled form the basis of the stress measurement process. The prime techniques to measure stress down a borehole are to conduct hydraulic fracturing and its variant hydrojacking, overcoring, and the examination of the borehole wall for breakout or tensile fracture. It is also possible in some circumstances to use the sonic velocity within the rock mass as an indicator of the stress situation. Other structural indicators of stress such as joints, faulting and intrusions are useful but may not reflect the current stress situation within the rock mass. The variability of stress within the rock mass also needs to be considered as it is quite unusual to have a monotonic stress situation throughout any rock mass. The outdated concept of measuring the far field stress in a few measurement for use in a numerical model is quite dangerous. It is essential to make multiple measurements and to generate an understanding of its distribution in some form of model before stress can sensibly be incorporated into underground design. Open cut coal-mining has been conducted in the Bowen Basin region of central Queensland for almost five decades, and has disturbed an estimated area of 140 000 ha of agricultural land until 2011. Approximately one-third of the area disturbed by mining has been rehabilitated to pastures or bushland. However, none of the rehabilitated land has yet been assigned a specific end-use. This research project develops an approach for assessing end-use risks for the regionÆs mined land, and develops risk assessment models for selected end-uses. First, a web-based survey of stakeholders was used to identify risks to be assessed. The risks identified were surface erosion, subsurface erosion, bushfires, weeds and feral animals. The survey also identified possible end-uses of bushland and grazing. Second, conceptual risk models were developed based on the risk assessment concepts of likelihood and consequence specified in the Australian and New Zealand risk assessment standards. Likelihood was modelled using site characteristics and management factors that influence the occurrence probability of risks (eg surface erosion), while consequence was modelled using a set of site condition indicators and condition thresholds (changes in root-zone water-holding capacity, soil erodibility, vegetation ground cover and soil organic matter and transition probability to a non-preferred ecosystem type).The factors influencing likelihood and consequence for each risk have been integrated using Bayesian networks. The next step in model development is to parameterise the Bayesian networks using existing equations, empirical datasets, or expert opinion where data are not available. The parameterised models will be used to assess grazing and bushland end-uses against erosion, bushfire, weed and feral animal risks for rehabilitated mined land sites, with the purpose of identifying the relative risks associated with each end-use, and the landform design specifications and land management practices under which end-use risks are minimised.CITATION:Maczkowiack, R I, Smith, C and Erskine, P D, 2012. Pre-concentration has potential to significantly improve Mineral Resource efficiency by removing gangue early in the process, before energy intensive and expensive comminution and fine processing. However, there are numerous options for pre-concentration and the performance and benefits of these are very case specific. To determine the best option for a particular deposit and to successfully integrate it into the overall mining and processing operations requires comprehensive evaluation. This needs to consider orebody suitability, technology capability and economic viability. The in-situ variability of a deposit and how it is influenced by mining methods and the liberation size of gangue are key factors which are generally not well understood. Geostatistical methods provide an insight into orebody variability, and the overall selection of any pre-concentration solution must be an integrated approach between geology, mining and processing. Many pre-concentration evaluations investigate the potential of just one option. Technology selection should start wide and may include: selective mining, pre-screening (with or without selective blasting), sorting (bulk and or particle), coarse gravity separation (e.g. jigging, DMS), coarse particle flotation, magnetic separation, etc. The upgrade performance of these processes is very ore specific and should be determined from testing, with detailed multi-component modelling used to determine the overall process performance. Many of these pre-concentration processes require significant ancillary equipment, feed preparation and materials handling. It is important to realistically estimate all costs to understand overall economics and select the best option. Some examples showing evaluation and comparison of pre-concentration options are presented in this paper. These include assessments of in-situ variability using geostatistical tools, process modelling of pre-concentration options and overall performance, preliminary layouts and cost estimates, and economic evaluations.

MIM Holdings Limited has acquired a reputation for the successful application of R&D to develop break-through technologies for the mining industry. The Isa Process tank-house technology has been licensed to copper refineries throughout the world, and almost 40 per cent of the worldÆs copper is refined using this technology. Isasmelt copper and lead smelting technology is either in use, or is currently being installed, by eight companies in eight countries around the world. Jameson Cell technology is widely used in the coal mining industry and increasingly in the base-metal industry. The IsaMills developed at Mount Isa and McArthur River made it possible to develop the McArthur River and George Fisher orebodies. This paper will address the need for innovation and then discuss the development of the IsaMill and Isasmelt technologies. It will conclude with some comments about why MIM has been so successful in developing such technologies.

This paper discusses characterisation techniques that can be applied to complex waste products from metal production and processing operations with the aim of devising treatment methods for upgrading the metal content for recycling. Two waste streams were selected to illustrate the role of characterisation in adapting mineral processing techniques to provide an effective recycling strategy. Waste products chosen were:aluminium dross, which contains metallic aluminium particles in a coarse matrix of many components; and steel shredder sludge that contains copper wire and other metallics in a matrix of plastic and natural fibres, iron oxides, metallic iron, and other compounds. Characterisation methods discussed include chemical analysis (XRF, ICP-AES, and selected specialised techniques), phase analysis (XRD, SEM, TEM, and optical microscopy), morphology (IFESEM), sizing analysis (screening, Cyclosizing, Infrasizing, Malvern sizing), and general techniques such as particle shape, surface area, and porosity determinations. The applicability of these techniques to the waste products is considered in relation to their advantages and disadvantages, and sampling issues.Treatment techniques considered for the two waste products included comminution, screening, air or water classification, simple water leaching, gravity separation, magnetic separation, flotation, and eddy current separation.Tentative flow sheets were developed for the two wastes. For aluminium dross, it was proposed to use fine crushing followed by water washing to remove soluble chlorides and aluminium nitride, and then desliming followed by flotation of the granular fraction to give a metallic aluminium-rich concentrate. For shredder sludge, it was proposed to use wet screening, water classification, and gravity concentration to produce a copper-rich product and magnetic separation to produce a metallic iron-rich product.

"Geometallurgical programs require the collection of representative samples for geochemical, mineralogical and metallurgical test work. Such protocols must be designed to suit the style of orebody in question. The distribution, proportion and size of gold particles have a direct impact on the effectiveness of sampling and test work protocols, and the gold recovery processes employed. Characterisation studies focusing on ore mineralogy, and gold particle deportment, size and distribution are required. High resolution X-ray computed tomography provides a non-destructive method for analysing the 3D nature of gold in rock samples. It can be used to calculate the modal abundance, particle size and distribution of gold in the sample volume. This paper presents a case study of the imaging of in situ gold particles in a high-grade gold ore. The Nick O’Time reef system comprises laminated quartz veins, which locally bear extreme grades of up to 100 oz/t gold. The mineralisation has previously been characterised from both a mineralogical and metallurgical perspective. Eight visible gold-bearing vein samples were scanned using X-ray microtomography.
