The new law on Environmental Protection and Management (Republic of Indonesia Law 32 of 2009) was passed by the Indonesian parliament in September 2009. This law aims to protect Indonesia's rapidly degrading environment by providing tougher provisions for both polluters and law enforcers. In doing so, the law introduces a number of new constraints and potential business risks that will affect all companies in Indonesia, particularly mining companies. Some of the newly introduced concepts follow.   Mining companies will now require an environmental license, issued by the Minister of Environment or local counterparts. This license is a prerequisite for all other business and operational permits. The Minister can revoke the environmental license at any time in case of an environmental incident or dispute. Mining companies may be exposed to additional environmental taxes and bonds besides already existing reclamation and mine closure bonds.   There is an increased risk of environmental lawsuits, due to more stringent controls on one side and greater protection for NGOs on the other side who make claims, false or true, against the company. Company executives and managers can be sued and they will be held accountable if environmental degradation has indeed occurred due to the company's activities.   Companies may face increased liabilities due to a change in the definition of contamination. The new definition is more stringent (and on occasion may prove too stringent to be practical); it also provides little room for flexibility in its application.   As implementing regulations are prepared over the coming two to three years, mining companies will need to adjust to the new law. A proactive approach is needed to minimise risk. Recommended actions include: upgrading existing environmental impact assessments to a higher standard; conducting baseline studies and thoroughly documenting environmental conditions on a regular basis; closely tracking regulatory changes, especially the forthcoming implementing regulations on the new environmental law; and regularly engaging key government and community stakeholders on environmental issues.

A new synthetic reagent of the mercaptobenzoxazole class, 5- methyl-2-mercaptobenzoxazole, has been studied. This reagent exhibits powerful selective collecting action towards copper sulphides present in several complex ores, as demonstrated both by laboratory and pilot plant tests. Industrial production is expected to start in the near future. The way this reagent reacts with pure chalcocite has been studied utilising in situ FTIR techniques, adsorption tests, electrokinetic potential measurements and Hallimond cell flotation tests. The FTIR studies have indicated the nature of the surface phase. Adsorption isotherms obtained by the rest method have revealed the quantitative evolution of surface products, permitting the determination of surface coverage at various reagent concentrations. The electrokinetic potential has been utilised to verify the stability of individual species in diverse concentration ranges. Correlation of the results obtained has provided indications on the chemical interaction of this reagent with the surface and on the surface Arrangement.

Most 3D geological modelling tools were designed for the needs of the oil industry or detailed mine planning and are not suited to the variety of situations encountered in other application domains. Moreover, the usual modelling tools are not able to quantify the uncertainty of the geometric models generated. The potential field method was designed to build 3D geological models from data available in geology and mineral exploration, namely the geological map and a digital terrain model (DTM), structural data, borehole data and interpretations of the geologist. This method considers a geological interface as a particular isosurface of a scalar field defined in the 3D space, called a potential field. The interpolation of that field, based on cokriging, provides surfaces that honour all the data. The 3D model and its parts are always consistent with the observations. New developments allow the covariance of the potential field to be identified from the structural data. This makes it possible to associate sensible cokriging standard deviations to the potential field estimates and to express the uncertainty of the geometric model. It also, for the first time, gives a statistically optimal, geologically sound way of interpolating geology, other than directly joining the dots as you do with CAD. Practical implementation issues for producing 3D geological models are presented: how to handle faults, how to honour borehole ends, how to take relationships between several interfaces into account, how to model thin beds over many kilometres, how to optimise lithological properties and how to integrate gravimetric and magnetic data. We describe all geology surfaces and volumes using implicit functions. These are then rendered onto the required sections, plans, etc. The estimation of orebody grades and tonnes, using an unbiased and optimal geostatistical technique, makes use of the stratigraphically bound 3D geology model. An application to the geological modelling of the Hamersley iron ore district, Australia, is briefly presented.

Mine operation strategies are commonly optimised with a net present value (NPV) maximisation objective. There are well known properties of a typical mining project optimised for NPV, including high production rates and declining cut-off grade schedules. In practice, however, frequently there are operations that diverge from such NPV-maximising properties. Although a range of reasons for this can be at play, one possible explanation is that operators intuitively adjust their strategies to compensate for the flaws inherent to NPV maximisation. In particular, NPV analysis does not reflect the benefits of managerial flexibility inherent in a mining plan. Real options valuation (ROV) is an alternative approach that addresses this issue. We compare the properties of NPV and ROV optimisation solutions generated for the same scenario. Our simple case study demonstrates that the presence of real operating options in the optimisation model not only entails increased project value as expected, but also tends to encourage lower processing capacity (with lower associated capital cost), higher cut-off grades and greater use of stockpiles.CITATION:Elkington, T and Gould, J, 2012. During operations, mining and metallurgical processes may generate effluents such as tailings water, acid mine drainage (AMD) and seepage and process acid streams. Depending on the type of ore and the metallurgical process, these effluents may contain one or more toxic compounds (eg acidity or alkalinity, cyanide, ammonia and/or nitrate, heavy metals, total suspended solids (TSS), sulfate) in elevated concentrations requiring treatment before their discharge to the environment or recycle/reuse in the process. Natural oxidation of sulfide minerals present in mining wastes (eg tailings and waste rock) at mining sites may generate AMD, which is characterised as a low pH, high acidity effluent containing heavy metals and sulfate. If generation of AMD cannot be controlled and/or prevented, AMD needs to be collected and treated for neutralisation of acidity and reduction of metals and TSS to meet regulated water quality standards. It is important to note that some of these compounds may persist in run-off from mine sites, even after the mine and processing facilities are decommissioned. Treatment of mining and metallurgical process effluents can be accomplished by means of various physical, chemical and/or biological methods. The mode of process application may vary from the use of either specifically designed, controlled and automated facilities or passive systems. Lime neutralisation and precipitation is the most common method used in the mining industry to treat AMD. To reduce the problems associated with disposal and long-term storage of the resulting sludge, the use of a high-density sludge process (HDS) has become a preferred option. The use of other chemical reagents, waste or by-products from other industries, and biological sulfate reduction methods can also be considered as viable options for site-specific situations. Recently, several passive treatment systems have been designed and successfully operated, even in the cold North American climate. This paper will discuss available options and provide insights for selecting a suitable method for a given situation using case studies from projects conducted by Golder Associates around the world over the last decade.

"The Gosowong Gold Project is owned and operated by PT Nusa Halmahera Minerals (PT NHM), an Indonesian company 75 per cent owned by Newcrest. It is located on Halmahera Island, in the North Maluku Province of the Republic of Indonesia, approximately 2450 km north-east of the national capital, Jakarta (Newcrest, 2017).Kencana is one of two underground gold and silver mines at the Gosowong Operation where ground conditions vary from competent to very poor. Development headings occurring in poor rock mass conditions require high capacity ground support including long tendon cable bolts. Manual installation of cable bolts in these development headings has been a time consuming process due to borehole collapse, blockages requiring subsequent re-drilling and a minimum eight hour grout curing time interval. The installation of cable bolts including the setting, plating and tensioning can impact the critical path for development heading advance resulting in development cycle delays.A review was conducted by PT NHM on current industry practices for alternatives to manual cable bolting. PT NHM subsequently approached Minova to assist with the development and trialling of self drilling anchors (SDAs) installed using jumbos with a rapid setting pumpable resin, CARBOTHIXTM. A series of system development trials were conducted and a reliable bolting system was developed utilising the existing jumbo drilling fleet with minimal required modifications.The system developed was a ‘one pass’ bolting process to install and grout SDAs using a two component resin with a remote, mechanised system. Improvements achieved from the system include: eliminating hole closure issues and more immediate support in poor rock mass effectively reducing personnel exposure to poor ground conditions by removing the requirement to access the drive backs reducing grout set time with full installation times for 6 m SDAs averaging 25 min.The resin grouting system has now been successfully implemented to effectively manage areas of poor ground conditions and to accelerate advance rates in high priority headings.CITATION:Pateman, D and Sprague, T, 2017. The Quiruvilca district, located 80 km east of Trujillo in north central Peru (Fig. 1), has produced over eight million tons of Cu-Pb- Zn-Ag ore from approximately 60 veins since 1789. "Quiruvilca means "sacred tooth" in Quechua, the lingua franca of the Incas. The expression refers to a prominent volcanic neck exposed several kilometers northeast of the district. The district covers an area of approx- imately 24 km2. The mines occupy the eastern quarter; workings underlie 6.7 km2 with a developed vertical range of 280 m. All pres- ently operating workings are owned by Corpora- cion Minera Nor Peru S.A., a subsidiary of ASARCO Incorporated. The oldest rocks in the area are Lower Cretaceous clastic sedimentary rocks exposed 7 km to the east. Lithologies include sand- stone, siltstone, shale, coal seams, and carbonates (Cossio, 1964). These rocks were folded and affected by regional low-grade metamorphism during the early Tertiary, 40-65 m.y. (Hollister, 1977).

The main outcomes of mining grade control include defining the boundary between ore and waste and then categorising the ore according to which stockpile it should be sent. A typical workflow includes using general mine planning software (GMP) – such as SurpacTM, VulcanTM or CAE StudioTM – to create three-dimensional wireframes of mineralisation domains, which are used to flag the relevant samples of interest and constrain estimation during block modelling. Creating the wireframes is a time-consuming process, requiring reasonable software skills, patience and an eye for detail. The interpretations can be subjective; indeed, even the same geologist will give different shapes if presented with the same data at different times. The process can become particularly tedious when trying to carry out updates due to new data. It can also be difficult to test the effect of alternative interpretations or grade thresholds because of the time constraints in production.There are now several implicit modelling tools available, either as standalone programs or as add-on modules to existing GMP. In this paper, the authors develop a workflow using implicit modelling methods to show how grades and geology can be rapidly interpreted to provide effective domains for grade estimation. The paper includes case studies from open pit gold mines. The major greenhouse gas emissions from coal combustion are leading certain people to argue for uranium mining and nuclear power to meet these challenges. Although there is considerable rhetoric around promoting nuclear power as 'green' due to its relatively lower greenhouse intensity, a careful study of the data is required to properly underst and the sustainability of uranium mining and nuclear power and whether it can or should have a role in future energy supply scenarios. This paper presents detailed research and analysis on uranium mining, focusing on known economic resources, production, solid waste and water management, pollution issues as well as energy and greenhouse aspects. A particular focus will be on Australia and its operating and prospective uranium mines. Overall, the paper raises fundamental issues concerning the long-term sustainability of uranium mining and nuclear power and documents the greenhouse intensity of uranium production and the nuclear fuel chain.

EnergyAustralia’s Sydney Central Business District (CBD) cable tunnel network will form a loop 6.2 km in length. The 3.2 km long, 3.5 m, diameter city east cable tunnel (CECT) currently in design, will complete the loop in 2014. This paper discusses the ventilation design of the CECT, considering operation for four functions:1. normal (unmanned),2. access (manned),3. purge, and4. emergency fire modes.The dominant design criterion which determines the required ventilation capacity for CECT is the specification of an upper air temperature limits of 35°C (dry bulb) and 24°C (wet bulb) for manned access, during all ambient weather conditions and cable heating loads. Simplistic static heat transfer analyses do not yield a sufficiently accurate calculation of tunnel air temperature and humidity to provide a safe and yet economical design. The primary refinement in the analysis discussed in this paper is associated with modelling of the system’s dynamic behaviour.Our means of analysis is through a thermo-fluid-dynamic simulation of the interactions between the diurnally and seasonally varying loads (cable heat generation, ambient air conditions and groundwater inflow), tunnel airflow and the resulting tunnel air temperature and humidity. These simulations are validated using experimental data from the existing city south and city west cable tunnels.Fire life safety scenarios are also analysed and discussed in association with the ventilation design. Ventilation strategies are developed for dealing with such emergency fire situations.The understanding and insight provided by the work offers the ability to optimise ventilation plant provisions in future cable tunnels, particularly long and high energy density tunnels.

In recent years, the utilisation of ultra-fine ore in ironmaking has gradually increased due to the depletion of high-quality iron ore. The use of ultra-fine ore in the ironmaking process is typically energy intensive and leads to high CO2 emissions. The improvement of sinter reducibility is one of the methods used to reduce the environmental impact of using fine ore.In this study, a high-strength and high-reducibility sinter manufacturing process was investigated by controlling the sintering reaction. The key technology used in this method is the manufacture of mini-pellets by selective granulation equipment. The mini-pellets consist of iron ore, limestone and burnt lime and are designed to melt at temperatures below 1200°C. The molar ratio of CaO to Fe2O3 of the mini-pellets is 0.25~0.75. The 2~5 mm diameter mini-pellets are manufactured with burnt lime as the binding material.During the sintering of mini-pellets, goethite, which has relatively high reducibility, should be retained as residual ore in the sinter cake. The strength of the sinter cake was kept by the bonding reaction of the mini-pellets, which have a low melting temperature. This is the main principle of the reaction-controlled sintering method.The reaction-controlled sintering method manufactures a high-strength and high-reducibility sinter cake and increases sinter productivity by around 15 per cent using ultra-fine iron ore.CITATION:Chung, B J and Ji, Y K, 2015. Glass-reinforced polymer bolts, commonly known as fibreglass dowels and fibre-reinforced polymer or plastic bolts or plastic dowels are increasingly applied for strata reinforcement in mines as well as in concrete reinforcement in civil engineering. The most popular dowels used in coalmines are the 22?mm diameter fully threaded type. Fibreglass and plastic bolts are cuttable, easy to handle, lightweight and corrosive resistant. A series of tests were undertaken to evaluate various strength properties of fibreglass dowels. These included tensile failure tests by the double-embedment method, a single guillotine shear test and a double shear test, carried out on dowels installed in concrete blocks, and with punch shear tests. Punch shear tests were used to evaluate the dowel shear strength parallel and perpendicular to the fibreglass strands or elements direction of extrusion. The study found that the tensile strength of the 22?mm diameter fibreglass dowels was in the order of 30?t. In the shear testing, the peak shear load was influenced by the encapsulation grout type and the level of fibreglass axial pretension. Following a detailed assessment of concen trator performance at Broken Hill South Limited which was reported in a previous paper, the fine grinding section was changed from a parallel arrangement of the two grinding circuits to a series arrangement, and the concentrator per- formance re-assessed. The change to series grinding had virtually no effect on the actual or potential capacity of the circuit to make a final product with 80% passing 100 mesh. However, the fresh flotation feed contained significantly less +150 mesh lead and +65 mesh zinc (material which was shown to float poorly), without an increase in the quantity of poor-floating ultra-fine lead and zinc. From the size-by-size flotation recovery data, it was shown that overall recoveries of both lead and zinc were approximately 1% higher than they would have been without this change in size distribution and it was concluded that this was a direct result of the change in grind- ing procedure.

In the past two and a half years, over 40 000 metalliferous mining and related services personnel have been trained through an Australian Generic Safety Induction system. This is almost half of AustraliaÆs metalliferous mining related workforce. This remarkable industry acceptance and delivery of safety courses is supported by Acacia Resources, Great Central Mines, Homestake, Newcrest Mining and WMC Resources, amongst hundreds of other mining, exploration and major contracting and services companies. MARCSTA; the Mining and Resources Contractors Safety Training Association (a pro-active not-for-profit self-help group of 24 major contracting companies) developed this generic safety induction. MARCSTA set out to find the æcommon groundÆ necessary to help address the evident safety problems and cost of re-training that were plaguing development of an internationally competitive and productive export industry. The incredible expansion of Australian mining during the decade fuelled a need for out-sourcing, resulting in much larger numbers of contractors on-site. At the same time, changes within Australian legislation, community expectations and the development of huge fly-in/fly-out operations and widespread skills shortages led to a rapid labour turnover and a higher paid workforce. Many Australian mining houses also ran international operations, particularly in South East Asia and head hunted people across the world. The skill levels fluctuated and fell at some local operations. Employers could no longer rely on systematic in-house training of permanent employees to improve safety and productivity as workers could and often did move on. Serious discrepancies in both quality and quantity of safety induction training and work practices occurred. Repetitive, boring and ineffective safety training became an embarrassing and costly burden for companies and workers alike. Then a spate of mining deaths sparked highly publicity, workforce concern and a demand for improvement from government, unions and corporate stakeholders. MARCSTA recognised it had to develop a high-quality safety-training program to satisfy the needs of all employers and be acceptable to others within the industry. This induction system had to be flexible enough to meet differences in legislation between states and industry sectors and be portable to enable cost and time savings for the new transient workforce. Changes in the last two years as a result of evaluating and incorporating various Taskforce inquiries into underground mining fatalities later led to the development of the MARCSTA Underground Safety Induction. This logical development added to the run away success of MARCSTAÆs General Safety Induction and was seen to be essential for many surface mines that were planning to develop underground operations. There are many lessons that MARCSTA learnt during its development that Pacific and South East Asian mining operations can benefit from. The most important of these are the support of stakeholders within industry and the recognition of higher safety and health expectations from workers and government. This goes hand-in-hand with the productivity and return on investment expectations of companies and their shareholders.

A likely increasingly important pathway for future low-carbon ironmaking and steelmaking is the combination of gas-based direct reduction with electric furnace steelmaking (DRI-EAF route), or with electric smelting (DRI-ESF route). In the DRI-EAF route, the gangue that is present in the iron ore is fluxed and removed as slag in the melting (steelmaking) step. This is in contrast with integrated steelmaking, in which the gangue is removed as part of blast furnace ironmaking. For DRI-EAF steelmaking, the amount and composition of slag depend on the iron ore composition, flux additions and iron yield. Slag volume and composition affect phosphorus removal, foaming behaviour and the process energy requirements. In this work, heat data from a year of DRI-EAF production was analysed to test whether the expected relationship between slag volume and electricity consumption for EAF steelmaking was observed. The data include slag analyses (one sample per shift), and heatlevel information on all inputs, final steel temperature and dissolved oxygen concentration, electricity consumption, tapped steel mass and tap-to-tap time. In analysing the data, the slag volume was estimated from the assayed slag CaO concentration and CaO inputs to the EAF. The expected effect of slag volume on steelmaking energy consumption was calculated with a mass and energy balance, considering the heat of mixing of the slag. The calculated energy requirement of slag formation is in line with previous estimates reported in the literature.

The use of photogrammetry has greatly increased the accuracy of 3D mapping underground. However, this has not reduced the need or desire for geologists to produce plans and sections showing an interpretation of the mapped geology. At the Waihi Underground Gold Mine, a hybrid solution has been developed that utilises the accuracy of photogrammetry and mapping onto face photos with the CAD-based Deswik.MappingTM functions to create plan and section maps. These have the benefit of looking like traditional paper maps but are more spatially accurate and richly attributed with metadata that can be filtered and exported to downstream processes. Deswik.MappingTM is a tablet-based solution that allows the geologist to map digitally with a stylus. Automation is utilised for the updating of survey as-builts, approved designs, drill holes, geological mapping, vein interpretations and mine work areas, reducing the requirement to print out maps at various locations and scales. Having 3D mine software on a tablet device provides a wealth of features not available when using paper: scaling is a problem of the past; information can be turned on and off; features can be viewed in 3D; and measurements between points of interest can be calculated in 3D space, for example, between vein wireframes and drill hole sample information. A suite of custom scripts has been developed that take the spatially accurate, registered and attributed polyline data from photogrammetry scans and converts them to a geological mapping legend with vein textures, structural information, and lithological boundaries. These 3D maps can be plotted in plan or section view and satisfy the requirements of the most ardent paper map supporter.

The Karara iron ore project is a magnetite operation consist of open pit mining and concentrator to produce high-grade magnetite concentrate. The concentrator has adopted three stages of comminution, ie fine crushing in the high pressure grinding rolls (HPGR), primary ball milling and fine grinding in the TowerMill plus magnetic separation in between these comminution devices. Since 2014, the concentrator has increased the plant feed rate by 18 per cent. Meanwhile, the ore hardness has increased by 13 per cent to a Bond work index value of 15 kWh/t that led to a coarser flotation feed. Karara Mine has decided to shift the comminution workload from the primary ball mill to the TowerMill circuit by bypassing the 100 µm fine screen in between the ball mill and TowerMill circuits. This action has increased the circuit feed particle size distribution with a top size close to 1 mm. The specific energy consumption of the TowerMill circuit was approximately 3.4 kWh/t, and the circuit product sizes (P80) were ranged between 38 and 45 µm. A joint process improvement exercise was carried out to reduce the circuit product size closer to the magnetite liberation size, ie 35 µm. Among the activities were circuit audit, recommendation for improvement, modelling and simulation, multicomponent analysis, implementation of recommendations and quantification of the improvement. One of the key findings was the density effect of multicomponent minerals in the hydrocyclone. The analysis revealed that the low density coarser gangue minerals were bypassed to the hydrocyclone overflow stream that has resulted in a coarser particle size distribution. Meanwhile, more than 20 per cent of fine (-35 µm) high-density magnetite particles were recycled back to the mill through the hydrocyclone underflow stream and increased the circulating load. Based on these outcomes, several recommendations such as conversion to bottom feed configuration, use of smaller grinding media, high operating hydrocyclone pressure and additional grinding power to the TowerMill circuit were made to improve the overall circuit performances. Karara Mine has prioritised to implement those recommendations that have a minimal financial implication. Full-scale plant trials with bottom feed configuration and 17 mm grinding media were conducted to evaluate its performances. These trials have indicated that the grinding efficiency in the TowerMill was enhanced by 10 – 30 per cent. In May 2017, all the five TowerMills were converted to the bottom feed configuration. A growing demand within the minerals industry for sustainable development and the introduction of carbon taxes have resulted in a significant focus on improving the energy efficiency of comminution circuits. However, in this drive for improved energy efficiency the role of classification has been overlooked. Inefficient classification and large recirculating loads reduce circuit capacity, result in over-grinding and higher specific energy consumption.It is well understood that classification increases mill capacity; therefore, closed ball mill-cyclone circuits have become an industry standard. However, due to limitations in cyclone classification efficiency, the optimum recirculating load is limited to about 250 per cent. A simple relationship quantifying the effect of classification efficiency and recirculating load on grinding circuit capacity is presented in this paper. The possibility of improving the capacity of ball mill circuits by improving classification efficiency is discussed, considering the current practical limitations of classification equipment. Simulation tools were used to evaluate circuits with cyclones and with high frequency screens to identify opportunities to improve energy efficiency. The mining industry will face numerous challenges over the next 10–15 years as new deposits are likely to be more remote and lower grade and existing deposits will be mined deeper. As a result, mines and mining contractors operating in deep-mine conditions will need to focus on the quality of drilling and blasting to minimise unnecessary waste rock excavation to keep costs at an acceptable level. In addition, increased demand for improved safety and operator ergonomics will set greater demands on original equipment manufacturers of mining equipment. Finally, difficulties finding a skilled and experienced workforce, particularly in remote mine locations, have already negatively impacted mines’ ability to achieve high productivity and low operating costs.This paper introduces techniques and shares practical experiences in increasing productivity and reducing the costs of excavation in underground face drilling. The paper uses Sandvik’s new DD422i automated mining jumbo as an example of the type of equipment needed to deliver the features and corresponding benefits for future mine development.
