During the year 1928 ten new producing areas have been discovered and several extensions in oil and gas fields have been found in southwestern Texas. This year, however, will reveal itself as one of small profits in spite of considerable increase in production for the area as a whole over the previous years. At the beginning of 1928 the fields in this area (Fig. 1) were producing a daily average of 7500 bbl. from 730 wells, whereas at the close of the year the daily average had increased to approximately 14,000 bbl. from 827 wells. Production for the year was 3,453,938 bbl. The total oil produced in Southwest Texas since its discovery has been 16,955,-388 barrels. (Table 1.)

AMAX Base Metals R&D, Inc. has developed technology for extracting and recovering platinum and palladium from spent automobile exhaust emission control catalyst. Our most promising route is a chloride-based hydrometallurgical flowsheet in which catalyst pellets or crushed monoliths are leached in HC1 with an oxidant at 95°C without agitation. Alumina co-dissolution can be limited by thermal pre-treatment of the catalyst. The leach solutions are treated by one of several precious metals recovery techniques to produce a high grade PGM concentrate. For the new generation of three-way catalytic converters which contain rhodium, an H2S04 preleach could selectively extract much of the rhodium while leaving the platinum and palladium behind. Capital and operating costs will be discussed.

Environmental legislation, both existing and proposed, requires that mills, tailings dams, evaporation ponds, and related processing facilities be located, constructed, and operated within stringent guidelines. An early step in planning a new processing facility is performing a site selection study in which topographic, hydrologic, geotechnical, and environmental parameters are evaluated for several alternate sites. Once a site is selected, then an environmental report, including a description of the proposed action, alternatives, baseline surveys, and discussions of potential environmental impacts, mitigation measures and monitoring programs is required. The federal legislation, siting studies, and environmental studies (along with the implications of these as they affect design) are discussed. In addition, costs for performing these studies and implementing control of effluents are discussed.

Much has been said about the foreseeable exhaustion of known mineral reserves-particularly in the United States. It is claimed that we are about to become a have-not nation insofar as certain essential minerals are concerned; and in this respect our position is often contrasted with that of the world as a whole, largely because we have drawn so heavily on our domestic resources during the last fifty years. As a matter of fact, the difference is not great if one takes a reasonably long-term view of the situation. No one denies that nature endowed the United States richer in mineral resources than any other equal area. It is granted that we have skimmed the cream of many kinds of minerals; but in a free international trade in minerals it would not be many decades before the richer deposits-at least the deposits easy of discovery throughout the world would be depleted to much the same degree as those in the United States today. For it is a fact that the problem of satisfying the needs of our industrial society for minerals is fundamentally worldwide in scope. The singular and significant attribute to all minerals is that there is but a single crop. Forests can be grown, but mineral deposits can be replaced only by finding new ones. Thus, one of the vital tasks of the mining engineer, the petroleum engineer, and the geologist is to find these new mineral resources. Another task is to devise means and methods for the exploitation of, at costs that are economic, low-grade deposits and those deeply buried in the crust of the earth. The first need, however, is to find the deposits in the ground. If the assumptions of those who today fear an early exhaustion of all deposits are valid, the outlook for continued material and social progress is gloomy indeed. I take a more optimistic view, for it is my belief that vast new sources of needed minerals will have come to light before our known resources are gone. The real question is whether the outside layer of the crust of the earth that is accessible to engineers contains adequate mineral deposits; and whether engineers can find those deposits. The answer must be based on geologic science, geologic fact, and mining history. Every continent, and almost every country, has yielded minerals of industrial utility in substantial quantity. Mineral deposits are widespread. Geologists know the conditions that were favorable to the occurrence of ores and the types of rocks in which various kinds of ores may ordinarily be found. They know that such rocks occur over broad regions of the earth's surface. They also know that in large areas rocks that are potential carriers of ores are covered and concealed by material of entirely different character. Such cover may consist of lava flows, layers of volcanic ash, or beds of material washed down from the surrounding mountains. Sometimes those covers are thick, sometimes relatively thin. But men well-qualified to pass judgment are sure that concealed deposits, large in number and in size, exist close enough to the surface to make exploitation practical. Only by actual penetration of the surface can this contention be proved, but to conclude otherwise would be to ignore the laws of probability and to deny the over-all consistency of nature. The task of probing the crust of the earth to determine the location of these deposits, and to obtain some notion of their size and quality, poses serious problems. However, they should not be beyond human solution. Much more research must be done in analyzing and explaining the laws of ore deposition. New tools, in the shape of techniques and methods and of mechanical and electrical devices and instruments, must be developed. But no reasonable person can doubt that these objectives will be achieved. As the need becomes increasingly pressing, scientists and engineers will supply the imagination and the ingenuity that will provide the solution. The time and effort thus far devoted to the development of methods for locating hidden ore bodies have been pitifully meager. Energetic investigation of the subject of applied geophysics is essential to the success of the mineral industry, and I have no hesitation in predicting that effective techniques will be found and successfully applied. It is about fifteen years since the development in Germany, largely by Alfred Wilm, of the aluminum alloy called duralumin. In this alloy, combining as it does the tensile strength of mild steel with the lightness and corrosion resistance of aluminum, a distinctly new material was presented to the engineering world. Despite the evident usefulness of this material, however, its commercial development has been slow, due in part to the difficulties involved in its fabrication. In view of the potentially great utility of strong aluminum alloys, it seemed desirable to find means of producing such alloys with better fabricating properties, and work was undertaken with this object in the laboratories of the Aluminum Company of America several years ago. This work has resulted in the production of two new types of aluminum alloy of the "strong alloy" class, having distinctly improved fabricating qualities. The knowledge gained has also made it possible to produce alloys of the duralumin type with greater strength and hardness than previously obtained. There have thus been made available some new engineering materials which it is the object of this paper to describe. These alloys, induding duralumin, are fundamentally wrought alloys. Castings of the same compositions heat treated in the same manner give inferior physical properties, particularly as to ductility. The statements made subsequently concerning properties and heat treatment apply to material that has received sufficient working to thoroughly break down the cast structure. The material referred to has, in general, undergone a reduction in section of at least 80 per cent, by mechanical working. It may be mentioned in passing that other compositions have been found that are suitable for the production of the maximum physical properties in heat-treated castings.

(New York Meeting, February, 1913) AT first blush one is tempted to say that iron-mines are like any other mines, and that principles governing mining-property in general will apply to them. But there are certain considerations which seem to repay reflection. Gold and copper are more or less independent of transportation. The proof of this is that those metals are profitably mined and shipped from the remotest corners of the earth. Their value is determined by the cost of production on the ground. This is quite true of gold, not quite so true of copper, not at all true of iron. If New York were a fishing-village and Chicago' a swamp, Calumet & Hecla might still be a bonanza. The main element of its value is the 60 lb. of fine copper per ton which it produced for years. But the Mesabi Range is absolutely dependent upon the industrial activity in the United States. Iron-manufacture in Europe would give it no value whatever. If Chicago and New York had a population of Peruvians or Hindus, the Hull-Rust mine would be as worthless a bit of landscape as any tundra in Alaska. I have discussed these facts more or less casually and dimly in my book on the cost of mining and in my report to the Tax Commissioners of Michigan1 I shall try here to bring them out in more detail. I have already referred to some differences in the problem of mining as between the more precious metals, e.g., gold, and the less precious and more abundant minerals, like iron and coal; but it is interesting to note that the literature of the eco-

Y.:—Mr. Hewett's paper is one of exceptional interest, because it not only adds an important contribution regarding one of the rarer, valuable elements, but also because it introduces compounds hitherto unknown and in associations no less novel. While we have occasionally discovered and recorded asphaltite in metalliferous deposits, for example in the Joplin and Granby districts, we have not seen a metallic ore in a deposit eesentially asphaltite. The source and method of introduction afford a subject well worth serious reflection.

Although the situation in the oil industry during the past year has not been conducive to large expenditures for development and research, there is little indication that such expenditures have been curtailed. While few outstanding achievements have been reported, considerable progress has been made in the development of new product,s and the adaptation of petroleum derivatives to new uses. The most important question facing the refiner today is the antiknock quality of his gasoline. This year has seen the widespread adoption of the term "octane number" as a measure for anti-knock values, and in the latter months of the year the public has been made acutely aware of this condition through competitive advertising. Gasoline is no longer priced on volatility and gravity alone, but on octane number as well; and premiums are being paid for material of relatively high octane rating. The situation has grown more and more competitive and has forced refiners continually to raise the octane rating of their regular and competitive grades, and at this writing the same situation exists for premium grades which have possessed relatively high anti-knock properties for some time. Straight-run gasoline produced from paraffin-base or semiparaffin-base crudes has an inherently low anti-knock value, and in order to convert this material to a higher quality it has been found necessary to crack an increasing percentage of the crude oil charge. By completely cracking the heavier portions of the crude and blending back with the straight-run gasoline, it has been possible to produce an average of 63 to 65 octane number gasoline on average Mid-Continent crude. This operation carried to the fullest extent does not suffice, however, and the recent and rapid development of the so-called '(reforming unit," has resulted. The straight-run gasoline fraction is cut into two parts: a light, low boiling point gasoline; and a heavy gasoline or naphtha. The latter containing the low anti-knock portions of the gasoline, is sent through a re-forming unit and subjected either to high temperature or pressure, or both, which materially increases its octane number. 1. The purpose of the National Research Council as organized for war purposes is twofold, to stimulate those outside its own personnel to conduct researches of importance for winning the war and to carry on such researches through its personnel to a limited extent. How this is done is explained in Section 10. "Research" is used here in a very broad sense, including, for instance, inventing and developing mechanical and physical devices. The need of this work arises from the inevitable concentration of most of the governmental war agencies on the production and transportation of war materials of the types now adopted, as distinguished from devising new kinds of instrumentalities, such as armor, guns, aircraft, and apparatus for detecting, locating, observing, signaling, transporting, and many other military purposes. But it is important that we should devise new agencies. The war came near being won by an invention, the submarine, and its course has been affected greatly by two other inventions, tanks and aircraft. In spite of our numerical superiority victory may well be snatched from us by an invention, if we allow Germany to outstrip us in inventing. Hence the importance of the Council's work in mobilizing and organizing the services of the patriotic civilian experts throughout the country, so as to bring their powers to bear on important war problems and on inventing war devices, as an adjunct to the development work of the regular governmental bodies. 2. Status of the Council.—Though President Wilson's request caused the Council to be created in 1916 by the National Academy of Sciences under its congressional charter; though his executive order of May 11, 1918, directs the heads of "Governmental departments immediately concerned" to "continue to co-operate with it in every way that may be required;" and though the Government has contributed largely to its financial support; it is not a department of the Government but an independent research body, aiming to evolve the necessary mechanism for the novel work of systematic stimulation and guidance of research. Thus the Government, which instigated the creation of the Council, recognizes and collaborates with it, and in part supports it. The Council acts moreover as the Department of Science and Research of the Council of National Defense.

The old do not love to see the young pass away from the light of the sun before them. Fathers would fain keep their sons by their side to the. end of life ; but the old Greeks, who loved the old gods, were wont to moderate their grief with the sweet superstition that only those whom their gods especially loved died early. The Christian church found consolation in that superstition applied in a new form to its new sorrows, and paid its most enthusiastic devotion to the memories of its young and beautiful martyrs. The natural science of our century is robbing us fast of this and all other superstitions, sweet as well as bitter, and leaving us for consolation to the teaching—colder, yet kinder—of personal fortitude and that optimism Which intelligently translates the Cosmos of Humboldt back into its old name of the Harmonia of Pythagoras. The Homeric Kataclothes, the three fates, are dead and gone for us, with that old world which comprehended none of the laws of cause and effect, and sorrowed for those who were cut off from the land of the living without hope of more than a shadowy existence beyond the river of death. All the more the ancients cherished the memory of their dead and lavished their choicest art upon their monuments. We moderns have lost the monumental arts, but we better keep the monuments which our dead leave behind them. No one of us who has done good work can fail to be remembered; and in an Institute like this, which keeps the press at work, an immortality in the memory of men is more possible, more certain, for every one of its members than the greatest heroes of antiquity could anticipate for themselves. In old apocalyptic times the works of men followed them through death to the throne of God to be their advocates in judgment, but in these modern times our works remain this side the grave, to follow the name of the departed one as it takes its course along the history of his peculiar art or science advancing slowly to perfection. The "New Austrian Tunneling Method" is one of the most significant developments in European tunneling in the last 15 years. I hope this report will show the significance of this tunneling method, which was developed in Austria exactly 18 years ago and which is now used in many European countries. In Austria from 1948 to 1953, the Moll tunnel with a length of 11.6 km (about 7.3 miles) was constructed as a part of the Kaprun power plant. Depth of overburden varied from 1000 to 1400 m, and there were many rock bursts in calcareous-schist formations. Here for the first time it was found that a thin concrete lining would help to prevent rock bursts if it was sprayed on the rock soon after blasting. During construction of the Prutz-Imst tunnel in Austria from 1953 to 1956, the shotcrete lining was sprayed on the phyllite surface a certain distance behind the blasting face to prevent rapid rock decomposition. This method was also tried in soft-rock sections of the tunnel where steel and wood supports usually were necessary. To prevent loosening of the rock, application of the sprayed concrete was tried immediately after blasting. This method made it possible to tunnel through very soft ground. Where necessary, the shotcrete was supplemented by steel arches and mesh reinforcement. At that time (1953-1956), the machines and equipment for guniting or spraying concrete were being improved rapidly and it became possible to spray aggregates up to 25 mm in diam. Hardening accelerators brought quicker strength and better adhesion of the shotcrete-this also made it possible to use the method in wet tunnels. If the tunnels are extremely wet or flowing with water, it is necessary to seal off the wet rock or drain the water, using, for instance, the Oberhasli method. After these first successful steps with the new Austrian method, large portions of the Schwarzach power plant in Austria were designed and built. At this operation, shotcrete was used almost exclusively for tunneling work. It was on this site where, for the first time, a tunnel 120 m long with a 45-sq- m section was driven through overburden without one piece of timber

The increased activity in West Texas, which started in 1933, has continued through 1936 at a constantly accelerated rate. During 1936 there were 1442 wells completed in the area as compared with 700 in 1935 and 468 in 1934. Of these completions, 1313 were producers with a total 24-hr. potential in excess of 1,750,000 bbl. From among the 1442 wells, eight are considered to be discovery wells for new West Texas fields. New Fields Bennett.—The Bennett field, which added Yoakum County to the oil-producing counties of West Texas, was actually indicated as an oil-producing area during 1935, but the discovery well, Honolulu Oil Corporation, Ltd. and Cascade Petroleum Company's Bennett No. l, was not given a production test until April 1936. The discovery well made 15 bbl. per hour through 3/4-in. choke with a plugged-back total depth of 5264 ft. First oil in the hole was from 5088 to 5090 ft., which is several hundred feet below the top of Permian lime. Producing limits of the field are unknown, as the second test had not reached the pay at the close of the year. Henderson.—-To date indications are that the Henderson pool, in northern Winkler County, is the most prolific area opened during 1936. This field, which lies to the north of the old Hendrick pool, is producing from the same reef-type dolomitic lime producing in the older field. The Henderson field was opened by the completion of R. H. Henderson, J. B. Walton-Humble 1-A in April 1936 for a natural flow of 2306 bbl. per day through tubing. Total depth of the discovery well is 3049 ft. Later development has indicated the productive area to be a rather narrow zone running slightly west of north. Present area of from 1000 to 1500 acres has been proved for production. Keys and Emperor.—The Keys and Emperor pools in the belt of sand pools running across Winkler County appeared for the first time on State proration schedules during 1936. The apeement is encozcraging and gives rise to estimates for the density of traps in the metal. Furthermore, the results appear to be consistent with the assumption that the diffusion constant D for the steady flux of hydrogen through iron lies on the extrapolation of the linear curve (log D us 1/T) obtained at higher temperatures. IT has been shown in a previous paper1 that the literature relating to hydrogen diffusion in steels contains sufficient evidence to invalidate the application of Fick's laws to hydrogen diffusion in steel at low temperatures. To account for the deviations from simple diffusion behavior a trapping theory was developed, and the fundamental laws modified accordingly. In the present paper, new data on the evolution of hydrogen from long cylinders are presented, and together with some published data are examined in terms of the requirements of the theory.' Properties of solutions of the basic equations derived previously1 and appropriate to the present experimental conditions are outlined in the first section as they determine the form in which the experimental data must be presented for a comparison of theory and experiment. Two new solutions not previously reported have been derived as described in the Appendix. The experiments and treatment of data are then given in Sections 2 and 3 and the results are discussed in Section 4. 1) THEORETICAL CONSIDERATIONS The hydrogen-diffusion theory1 applied in this paper postulated that lattice-dissolved hydrogen at a concentration C diffuses randomly in accordance with Fick's first law, but that the lattice contains a uniform density N of traps which can capture and delay hydrogen atoms. kC atoms are trapped per second in a region containing unit concentration of vacant traps while p are released per second in a region containing unit concentration of occupied traps. On this basis it was shown (Eq. [30] of Ref. 1) that, when local changes in the lattice-dissolved concentration C are slow enough for equilibrium to be established with the traps, the system is represented in dimensionless form by the equation:

THE SAMPLING of waste materials containing copper, lead and tin has taken on a new significance within recent years, and is of increasing importance, on account of the entry of some of the copper refineries into this field and the tendency towards consolidations among the smelters. In the past, such material was sold on the basis either of a rough or grab sample or of casual inspection of the lot. The two principal sources of this waste are the processes of fabrication and the scrapping of automobile, electrical, plumbing, railroad and other equipment. In both cases much material can be sorted, salvaged and sold by classification and grade to be melted "as is" or with the addition of new or virgin metal. The increasing care in classifying exercised in the large manufacturing plants tends to increase the proportion of this usable scrap; on the contrary, the increasing use of more complex and special non-ferrous alloys tends to make sorting and grading more difficult in turnings, borings, clippings, etc., and consequently is making sampling of more moment. In tin, lead, aluminum, and zinc furnace by-products such as ashes, drosses, skimmings, etc., the trade practice of evaluation has not varied much. For instance, tin drosses, battery lead, and aluminum skimmings are ordinarily sold on what is called' "metallic button" or "metallic recovery" or "metallic yield." Copper and lead waste, however, is being sold more and more on actual copper and lead contents based on sample and chemical analyses. This paper will be devoted chiefly to the sampling of materials suitable only for refining and recovery of one or more of the metals present. The methods described are often based on the fact that but one metal, such as copper, is to be paid for. The loss of volatile constituents in melting does not appreciably affect the final copper result, as the "after-melting" assay can be readily calculated to the "before-melting" basis, but if smelter efficiency continues to increase, so that in time zinc, for instance, may be recovered on a paying basis, the method of sampling dirty brass, for example, will have to be changed also.

ONE of the problems encountered in working with metals at elevated temperatures is the instability resulting from solid-solid diffusion at a -common interface. A determination of the nature and magnitude of this phenomenon is important as related to structural properties of materials potentially useful in high temperature applications. This paper is concerned with the solid state reaction between metallic molybdenum and beryllium at elevated temperatures. In the older literature,' there were no known inter-metallic compounds in the system Be-Mo, and the list of beryllium intermetallics was rather small. New compilations have been made by Smithells' and by Taylor," listing all the then known beryllium binary intermetallic compounds. In addition to these, some new phases have just been reported' in the system Zr-Be and some further compounds of the type MBe,3 have been currently described. The new compound MoBe,, which is reported upon in this paper differs considerably from the above mentioned MBe13 group, and will be discussed in detail. Diffusion Study The nature of the solid diffusion at a Mo-Be interface was determined by sealing a beryllium rod inside a molybdenum capsule and heating at a temperature of 2000°F' (1100°C) for 100 hr. The molybdenum capsule was fabricated from % in. swaged molybdenum rod obtained from the Fansteel Metallurgical Corp. The beryllium metal was obtained from Brush Beryllium Corp. as % in. cold-drawn rod. This material assayed 99.05 pct Be and contained as impurities 0.84 pct Be0 and 0.19 pct Be2C. The molybdenum capsule was % in. in OD x 2 in. long. To prepare it, a concentric hole 0.250 in. + 0.001 in. — 0.000 in. in diam was drilled and reamed in one end of a rod to a depth of 1 '/2 in. A 1 in. long beryllium rod 0.250 in. + 0.000 in. — 0.001 in. in diam was pressed into the molybdenum capsule. A molybdenum plug 0.250 in. & 0.001 in. in diam x 9/16 in. long was then used to seal the beryllium in place. The capsules were placed in a molybdenum resistance furnace and heated at 2000°F (1100°C) for 100 hr. On cooling, the specimens were cut and examined metallographically. Fig. 1 is a micrograph at X250 of a portion of the interface from a transverse section. Four phases are clearly visible, with sharp boundaries between them. Phase A is a section of the molybdenum capsule; phase B is the molybdenum-rich intermetallic composition MoBe,; phase C is the beryllium-rich compound MoBe13; phase D is a section of the beryllium rod. All phases were readily polished to a high metallic luster. The molybdenum-rich phase has a pronounced purple tinge. The beryllium-rich phase (C) is only slightly darker than the pure beryllium. In polarized reflected light, however, it shows striking birefringence between crossed Nicols. The black areas represent flaws or pores in the material. A small representative amount of powdered material from each of the phases was carefully removed under the microscope with a diamond tool. With this material, powder X-ray diffraction patterns were made for the identification of each phase. Table I lists the X-ray diffraction spacings and corresponding indexes characteristic of these intermetallic compounds. Synthesis To establish the formula of the new intermetallic compound, X-ray diffraction patterns were made from powders obtained from solidified melts of known composition. Before hostilities between the colonies and Great Britain began in 1775, most of the coal used in the northern colonies undoubtedly came from England, with some supplies for New England coming from Nova Scotia; in New York and Philadelphia the supply came from England with some from the Virginia mines. Table 4 shows data obtained from the Public Records Office, London, for the years 1768-1772. This table supplements Table 3, which records only a few shipments from Richmond in 1768 and 1769; as there was no coal shown in imports coastwise in 1769 in Table 4, and only two small shipments in 1769 in Table 3, there may have been a cessation of shipments then, for some reason not now known. In Table 5 are incorporated all the data in the first two, with a few earlier years, and an attempt is made to estimate the amount used during the period by allowing for coal exported. With the small total tonnages a carryover from one year to another makes a large difference in the annual figures, but over the period the result may be fairly indicative of the amount of coal used before the Revolution. According to present day ideas the quantity of coal used during that war was very small, but apparently it was badly needed for the manufacture of the small amount of munitions made in those troublous days. As Philadelphia was the leading city along the Atlantic coast, and as the southeastern part of Pennsylvania was the leader in making iron, as well as making rifles, it is natural that the first call for coal came from there. At first, procuring supplies such as coal, powder and sulphur was handled by a Committee of Safety, which later became a Council of Safety and later this committee's functions were turned over to a Board of War, functioning with the military organization of the colony. . The organizations of the several colonies were slightly different, but Pennsylvania, Maryland and Virginia followed this scheme generally. Later in the war the Congress began to make arms for the troops, and it is difficult now, with the few records available, to tell when the state functions ceased and those of Congress began.
