The Oklahoma legislature recently passed a bill providing for "the creation of an oil and gas department under the jurisdiction of the Corporation Commission, authorizing the Corporation Commission to appoint a chief oil and gas conservation agent, and conferring exclusive jurisdiction on the Corporation Commission in reference to the conservation of oil and gas, and the inspection of gasoline and oil, the product of crude petroleum, and repealing all acts or parts of acts in conflict therewith and declaring an emergency." Some of the functions of the new bureau include the receiving and filing of all well logs, and the direction and supervision of plugging all abandoned oil and gas wells, under rules prescribed by the Corporation Commission. The two leading petroleum-producing States of the country, Oklahoma and California, have now established oil and gas bureaus with a staff of inspectors to see that the important rules relating to the conservation of oil and gas are thoroughly enforced. The economic significance and the value of well logs in the conservation work has been recognized, and the necessary legal action taken to insure and procure them. William B. Heroy, of the Government Land Classification Board, in a personal communication to the writer, says that the drilling of wells is also regulated by public authority in the Roswell artesian basin in southeastern New Mexico, where a permit must be obtained for the drilling of any well and a certified log of the well recorded with a county official. The method is said to give fairly satisfactory results. In a recent article1 a National instead of a State Bureau was suggested for collecting and filing well logs. In discussing the paper, L. L. Hutchison characterized such a plan as impractical because the average driller or contractor will often juggle or guess at the log and will not keep the record sufficiently close or accurate, making it necessary to maintain a special man at each well for the sole purpose of obtaining

OUT of the depths of each business cycle we emerge with a stimulus for greater efficiency and a realization of progress in industrial technique. The recent years have not been an exception to this rule, and in retrospect we sense that significant advances have been made in mining practices on the Mesabi Range, with emphasis on speed of production and economy of operation. A survey of such changes does not reveal anything that is fundamentally or basically new, but it is apparent that ideas and machines that have found wide application in industry elsewhere, with necessary modifications, are being put to productive use in mining iron ore. Innovations in transporting and conveying ore from the open pits stand out with greatest prominence, so that, in the main, it will be with these features that this paper will treat, in the review of progress made to this date. The late years have witnessed the development of small deposits for open-pit operation, the cleaning up of pits nearing exhaustion, and in two large operations the approach to the limit for haulage by steam locomotives, owing to grades, making it necessary to recover the ore in slopes, track benches and below the power-shovel limit by a milling and scram operation. For several years small standard-type dump trucks have been used in clean-up or scram operations within the pits, but during the seasor1 of 1936 the first effort was made to use heavy truck haulage in the transportation of stripping and iron ore. The new units in use today vary from 15 to 20 tons in capacity, and are equipped with powerful gasoline or Diesel engines and supplemented by trailers or wagons on rubber or crawler treads. The Diesel engine finds favor with most operators because of fuel economy. These units develop upward of 125 hp. in the 15-ton trucks. The speed of these trucks varies from 2 miles per hour in low gear to 35 in high gear. The transmission affords 12 speeds forward and 3 speeds in reverse.

The first National Industrial Conference was disbanded without accomplishing the results hoped for. A second conference is to be called in the near future. In response to suggestions of members of the Founder Societies, the following telegram was sent, Oct. 29, to the President and each member of his cabinet. "Engineering Council respectfully recommends appointing on new Industrial Conference two or more engineers familiar with industrial problems. Council represents five national societies of professional engineers having forty-one thousand members. Washington office in McLachlen Building."

Introduction of continuous mining machines in the late 1940s created a new production bottleneck in room-and-pillar sections-the shuttle car. While continuous miners could cut and load coal at a nearly constant rate, the mining sequence was repeatedly interrupted as fully loaded shuttle cars changed places with empty ones. This wait-for-the-shuttle delay period forced the coal industry to reassess the shuttle's batch-type procedure with an eve toward continuous haulage systems that would allow uninterrupted coal flow from face to portal.

Downtime cannot be tolerated on electric shovels whose cost may approach or exceed $400,000 each. The same may be said for larger-variety off-highway trucks which require an operational expenditure upwards of $50 per hour. One company, for instance, in order to ensure a more continuous operation, has specified centralized lubrication for all of its new equipment. In wet or dry weather, the mining of asbestos can place undue strains on machinery and other equipment. When the mineral is dry, its dusty, loose fibers work their way into crevices, and when wet, the glutinous asbestos may adhere to axles, gears and other wear components. Such conditions are multiplied during the extreme cold winters of eastern Canada. It is more difficult to lubricate and maintain equipment, and erosiveness becomes more punishing to wear parts. Resultant breakdowns rapidly drain off profits.

SIZE of grinding media is one of the principal factors affecting efficiency and capacity of tumbling-type grinding mills. It is best determined for any particular installation by lengthy plant tests with carefully kept records. However, a method of calculating the proper sizes, based on correct theoretical principles and tested by experience, can be very helpful, both for new installations and for guiding existing operations. As a general principle, the proper size of the make-up grinding balls added to an operating mill is the size that will just break the largest feed particles. If the balls are too large the number of breaking contacts will be reduced and grinding capacity will suffer. Moreover, the amount of extreme fines produced by each contact will be increased, and size distribution of the ground product may be adversely affected.

The design of the plant facilities together with the necessary equipment required for the operation is at an optimum only for the specified plant with its peculiar priorities and preferences. Because many alternatives in design are possible to suit a particular plant, each plant designer and contractor must choose carefully in the selection of the site, design and choice of materials of construction, as well as the type of equipment necessary for the process. Basic factors as efficiency, dependability, simplicity, and safety must be considered early in the construction; while the choice of equipment, materials of construction, possible corrosion problems, automation, maintenance, effluents disposal and tailings dam construction can greatly affect the plant costs. While existing plants are in operation, the know-how gained from the operating experience of those plants can be invaluable in the new plant planning, design, and construction.

Roof control comprises about 35% of direct and indirect underground mining costs. In addition, difficulties in estimating roof control costs for new areas lead to the greatest uncertainties when negotiating coal contracts. And obviously, coal cannot be mined if the roof can't be held. Accordingly, there are strong incentives to attack this problem on as many fronts as possible. One successful geological modeling technique for predicting future roof conditions was recently applied at Peabody Coal's Simco mine No. 5, located in Coshocton, Ohio. Benefits derived from it included: - A better identification of areas where poor safety conditions may be encountered. - Improved roof control cost estimates for contract negotiations. - Estimates of time-duration while mining in bad roof areas. - Labor and materials cost predictions in an existing mine. - Productivity increases through prior knowledge of areas to avoid.

Dick Hunt is known for having said, "Ore bodies are found but mines are made." This was certainly true of the Ertsberg-it was stumbled upon, literally, by a group of mountain climbers, but to develop it into a mine took 12 years of concerted effort. For more than a century, explorers had attempted to penetrate the jungles of New Guinea and climb the snow-covered Mt. Carstensz, named for a Dutch navigator who first saw it in 1620. But the first to succeed was the Colijn expedition which reached the 5030-m (16,500-ft) pinnacle in December 1936 after starting out from the south coast57 days earlier. Members of that expedition were A. H. Colijn and Jean Jacques Dozy, employees of Shell Oil Co., and Lt. Wissel, a pilot in the Royal Dutch Navy.

Disposal of fine coal refuse is one of the major technical problems which could adversely affect growth and development of the coal industry. At present one of the most: common methods for disposal of fine coal refuse slurry involves impounding the slurry behind dams. However meeting new federal and state government regulations for building, maintaining and reclaiming these impoundments in addition to terrain and space considerations render this technique to be only marginally competitive with other disposal methods. The coal industry has been actively engaged in developing alternate disposal techniques which are economically feasible and environmentally acceptable. A review of coal refuse disposal problem and current refuse disposal practice both in the eastern and western coal fields is presented. Various promising techniques being developed for economical and safe disposal of fine coal refuse slurry are also discussed.

R. W. Raymond, New York City: In his paper at the New York meeting (Trans., xix., 28), Mr. Ledyard described, among other mines, the Belmont, in the county of Peterboro, Ontario, the developments of which at that time indicated, though they did not, perhaps, completely demonstrate, a deposit of high-grade Bessemer magnetite of very great extent. Mr. Ledpard said that experts estimated the quantity of ore within 100 feet of the surface at 1,000,000 tons. But the precise data upon which this estimate was based were not furnished. We are all interested in the development of fresh supplies of Bessemer ores. I think nobody who knows how enormous is the demand can seriously fear that such deposits will be exploited too rapidly. On the other hand, I need not here enlarge on the fact that a considerable number of enterprises, in which American ironmasters have been more or less interested, for the development of Canadian iron-ore deposits, have been unsuccessful, more by reason of disappointment as to the quantity of the ore and the facilities for cheaply mining it on a large scale, than as to its quality. Of course, a Canadian nine supplying the American market is handicapped at present, to the extent of 75 cents per ton, by the duty on foreign iron-ore; but this would certainly not be prohibitory in the case of a deposit sufficiently large, rich, and accessible. Or, to put it otherwise, there might easily be, somewhere in Canada, near our borders, a mine so favored that its product could be profitably

ABOUT three years ago at a coal mining institute meeting, it was predicted that mechanical load-ing underground would progress faster than either the electric coal-cutting machines or electric loco-motives had in previous years. This prediction has proved correct so far. In 1925 over 6,000,000 tons of,coal was loaded mechanically underground in the United States and it is estimated that the 1926 tonnage will reach 10,000,000. The use of electric mining machines and locomotives .has prepared the way for quick results. Most coal mines are now equipped with electric power and have a competent staff who understands its use. In spite of this advantage the introduction of the loading machines brings many new problems. Im-proved and concentrated transportation; doing the drilling, shooting, tracklaying and face timbering with company men instead of the former tonnage men; doing the work on the new basis in an economical and efficient manner; altering or modifying mining systems where necessary to further improve the work and reduce oper-ating costs; improving the percentage of lump coal and reducing the slack content where desirable; improving the cleaning of the coal and obtaining a more dependable .and uniform output are a few of the problems that must be met. Each of the different types of loaders now on the market has its particular advantages and disadvantages for a given mining condition. Even with the same mining conditions one type will work well under one ;system of handling, whereas another may favor another system or mining method.

ONLY a few small pools of oil were found in West Virginia during 1924. The price of oil was so low that there was no incentive for active effort toward the discovery of new pools or the exploitation of reasonably certain productive areas. At present, several encouraging edge-pool developments are being held in reserve in the hope that a more favorable market is not far distant. In the old pools, wells are being carefully tended; there being little tendency toward abandonment. even in cases where production is temporarily unprofitable. In natural gas, however, the total value of which at the well mouth is now more than that of oil, the year has been busy and profitable. , The decline of old pools, together with the increasing demand, has caused the large operators who carry their gas to the consumer to make great efforts to preserve or increase the rate of production; while the small operators, who sell their product to the large companies at the well mouth, have been stimulated toward the same effort by more favorable prices. These conditions brought about the completion of a greater number .of gas wells in 1924 than in 1923. Few pools of gas have been discovered during the year, the principal production having been obtained in old areas and in the unusually large new territory that was revealed as potentially productive by the drilling of 1923. Some of these latter areas are still without pipelines but definite plans for getting most of this gas are now being executed.

THE disastrous effect of two major wars on foreign economic health is giving American capital opportunities which might have not otherwise developed. At a time when discovery of major orebodies in the United States awaits fuller application of new geophysical tools and technical methods, U. S. investors must seek other fields where investment may be put to work. The unsettling effects of war have made it almost impossible for foreign nationals to develop mineral wealth, permitting Americans to enter at a time when U. S. mining, with a few exceptions, is in the process of expanding known orebodies and developing only a few new ones. Available capital, however, is not the only pre- requisite for entering the foreign mineral development field. The capital must be able to work in favorable economic atmosphere, a condition not easily satisfied in a world constantly in a state of political and social flux. In many countries, the political theory changes as often as the wind direction in March. Thus, the political stability of the form of government is of prime importance to the investor. In addition, a balanced budget and a moderate tax structure are important. Because in making foreign investment it is inevitable that one will have dealings with government officials, it is basic that they must be of high integrity. In countries filling the requirements, it will usually be found that the economic initiative of the individual is respected. ALLOYS with a dispersed second phase in a metallic matrix are generally much stronger than the matrix itself. Plastic deformation in dispersion-strengthened alloys is usually confined to the matrix phase when recovery processes are active, while in the absence of recovery both phases may yield.' The alloy system studied in the present research was WC-12 wt pct Co and consisted of noncoherent WC particles dispersed in the cobalt matrix. Some particle-to-particle contact existed but not enough to produce a continuous WC skeleton. The microstruc-ture of the WC particles was characterized by very straight edges, forming a trapezoidal shape in any plane of polish. Previous investigations with WC-Co alloys at room temperature have shown that fracture of the WC particles occurs in transverse rupture testing.' Room-temperature slip was reported for WC particles after indentation for hardness measurements.3 Elevated-temperature deformation of WC particles in a WC-12 pct Co alloy was suggested by recent electron microscope studies of specimens deformed at 900' to 1000°C.4 In highly deformed alloys, the WC edges were serrated in contrast to the usual straight or smooth appearance. WC-12 pct Co and WC-15 pct Co alloys have been previously studied under elevated-temperature com-pressive-creep conditions by the present authors. Electron microscope studies of two-stage replicas from deformed specimens showed no evidence of slip or fracture of the WC particles. These specimens were brought to temperature and allowed to equilibrate prior to the application of the creep load. It was believed that the load-application rate, a crosshead speed of 0.005 in. per min on an Instron universal testing machine, was sufficiently low that recovery within the cobalt matrix was sufficient to limit the deformation to this matrix. A series of experiments was performed to evaluate the influence of loading rate on the deformation of WC-Co alloys. A WC-12 pct Co alloy was selected for these determinations. The average WC particle size was 4.45 p with an average linear separation between particles of 0.59 p. The selected temperature was 800°C and was monitored with a Chromel-Alumel thermocouple attached to the specimen. Testing was conducted in an argon-atmosphere chamber to prevent oxidation of the WC-Co specimens. This chamber was mounted on an Instron universal testing machine equipped to apply the load at a fixed rate. Each specimen was loaded to 110,000 psi compression stress at 0.05 and 0.5 in. per min. The loading rate was monitored prior to insertion of the test chamber and was found to be almost precisely the nominal rate selected. The specimens were raised to temperature and held to equilibrate with the surroundings, and then the load was applied and held for 4 hr to duplicate the exposure time utilized for the creep specimens. The time to reach full load at a crosshead speed of 0.005 in. per min was some 500 sec and was reduced to 50 and 5 sec as the loading rate was increased to 0.05 and 0.5 in, per min, respectively. The model developed by Ansell,' when recovery processes do not occur, considers that fracture or deformation of the dispersed particles is necessary to relieve back stresses on dislocation sources and allow dislocations piled up against particles to sweep out in the matrix to cause plastic deformation; he further states that, even at elevated temperatures, the dispersed-particle deformation is necessary for yielding in the absence of recovery. For the case of straight dislocation segments piled up against a straight barrier, such as the straight-sided WC particles, the shear stress, 7 exerted on a particle is: where h is the spacing between particles (0.59 p), a is the applied stress (110,000 psi), p, is the shear modulus of the matrix (6.7 X lo6 psi at 80O°C), and b is the Burgers vector of the matrix dislocation. Measurements of the effect of precipitation stresses on the solubility of cementite (Fe3C) precipitates in a iron are reported. Solubilities were determined from measurements of the Snoek relaxation due to interstitial carbon after quenching from various equilibrium treatments. Stress-free precipitates were obtained by a spheroidizing treatment of vacuum-melted Fe 0.06 wt pet C. Subsequent equilibration treatments were designed to suppress nucleation of other precipitates. The results for stress-free cementite give a heat of solution of 14.8 i 0.2 keal per mole and an entropy change of 1.1 i 0.2 eu in the temperature range 400" to 715°C. Comparison with previous data indicates that the heat of solution increases about 6 keal per mole as temperature increases from 700" to 1000°C. Data on self-stressed cementite in quench-aged specimens of Fe 0.013 wt pet C indicate 1) an apparent heat of solution of 12.1 i 0.4 keal per mole in the range 280" to 690°C, 2) a strain energy of- 1.1 keal per mole Fe3C accompanying precipitation at 280°C, and 3') a gradual decrease in the strain energy of precipitation with increasing equilibration temperature. In com-parison with 2 and 3 the strain energy calculated for an isotropic model is 1.7 keal per mole Fe3C. The lower values obtained from the experiment indicated substantial stress velaxation by dislocation motion. WHEN a supersaturated solution of carbon in a iron is aged at temperatures in the range 200o to 700oC, the carbon clusters by interstitial diffusion and forms cementite (Fe3C) precipitate particles. Unstressed cementite has a volume per iron atom 9 pet higher than that of a iron;' hence, cementite precipitate particles are usually under pressure from the iron matrix. The pressure would tend to increase the solubility of cementite in iron.' This report describes anelastic measurements of the solubilities of self-stressed and stress-free cementite in a iron. Previous determinations of the cementite solubility are summarized in Table I. The method of cementite formation for each reference was studied to ascertain the state of stress of the cementite. The results judged to be for stress-free and stressed cementite are distinguished in the table. In the next section an estimate of the stress effect is obtained which is clearly too small to account for the large difference between the previous results in parts A and B of the table. THEORETICAL Let AGO be the standard free-energy change of the reaction Fe3C (eem.) = 3Fe (a) + C (in a) [1] in the absence of stresses. Since cementite precipitates appear to be rather pure10 and the carbon is so dilute in the iron,8 the cementite and iron of Eq. [ I] for the stress-free case have essentially unit activities and the activity of carbon equals its atom fraction xoC Then the stress-free equilibrium is expressed by RT In XoC = -?GO 121 To first approximation the change in the chemical potential of carbon due to the precipitation stresses equals the elastic strain energy W accompanying precipitation of a mole of cementite.2 Hence, in the presence of the precipitation stresses the equilibrium is described by RT In x sq = -?G° + W [3] where xsC is the mole fraction of dissolved carbon in the stressed case. An approximate value of W can be obtained from analysis of the inclusion problem in elasticity theory. The inclusion is a small portion of the matrix phase which has suffered a transformation while still imbedded in the matrix. In the absence of the constraint of the matrix the transformation would be equivalent to a uniform dilational strain eT. Both the matrix (a) phase and inclusion (0) phase are assumed to be homogeneous, isotropic materials. When the a and 0 phases have the same elastic moduli, which is approximately true for iron and cementite,11 the total strain energy per mole ß is12 2µVß(eT)2(3 +4 µx)-I [4]
