PLANS for the World's Engineering Congress in Japan are rapidly taking shape. The Congress itself will be held in Tokyo in the week beginning Oct. 30, and will be followed by a second week of short excursions to points of interest, and this, in turn, by a two weeks' excursion through the Inland Sea and to Manchuria. Aside from the time each may desire to spend in Japan, from 30 to 42 days, according to route, must be allowed for travel from New York to Tokyo and return, with correspondingly' shorter time from intermediate points. Although his method will give only a rough approximation of the reserves, nevertheless it is much more reliable than the saturation method. The saturation method should not be used when any other method is available. GEOLOGISTS who are acquainted with the mines of northeastern Mexico realize that the most important lead-silver replacement deposits of the province are confined to a single formation. But since the formation is several hundred meters thick, the author has determined the relative position of the lead mantos in the belief that this information will prove useful in the search for new mines. This article describes the stratigraphic location of lead-silver replacement deposits known in several mines situated in a region comprising part of the states of Coahuila and Nuevo Leon. The area studied extends for 200 km* (125 miles) from east to west and 70 km (45 miles) north to south.

Events of the mid-1970s have materially affected US coal production and transportation by railroad. Coal, as a replacement or substitute for petroleum fuels, has been hauled in significantly increased tonnages. Concurrent with the new demand, the railroad regulatory environment has undergone major changes, especially in deregulation activity. Those two events have produced considerable litigation regarding coal rates. This paper discusses the factors involved with railroad rates and topics such as revenue adequacy, Ramsey Pricing, stand-alone cost, and differential pricing. In addition, an update on the western railroad merger situation and the implications for coal transportation are presented. The paper concludes with an evaluation of the current regulatory climate and future prospects.

CHROMIUM is one of the new metals, but considerable research has been required to determine an approximate record of its production from 1827 until the present. Its use in the form of pure metal is not extensive; of the chromite mined, about one-half is required for making ferrochromium, about two-fifths goes directly into refractories and the remainder is absorbed chiefly by the chemical trades. The industries that demand chromite for such uses are mainly in countries that produce little chromite, while the important chromite-producing countries are not generally consumers. The international flow of chromite is therefore of interest, as yell as the political and commercial control of resources of the metal.

The program for the Annual Meeting to be held in New York, Feb.17 to 20, 1919, inclusive, has been nearly completed. Besides the usual meetings for the reading of technical papers, the social features are being given special attention. They will probably embody the following: On Monday evening, a lecture by one of our fighting airplane pilots, to be illustrated by lantern slides and moving pictures. To this entertainment the ladies will be invited, as well as members. On Tuesday evening, a Smoker at which some very startling features are promised for the entertainment of members. On Wednesday evening, the usual banquet, at which it is hoped to have some very interesting speakers. The usual luncheons will be served in the Engineering Building and other features will be offered for the entertainment of the ladies during the day. No definite plans for the Thursday excursion have yet been formulated, though it is probable that something interesting will be offered the members.

Discussion of the paper of WALTHER MATHESIUS, presented at the New York meeting, February, 1915, and printed in Bulletin No. 99, March, 1915, pp. 539 to 555. JOSEPH W. RICHARDS, So. Bethlehem, Pa.-This paper answers. partly the difficult questions which have come up as to why it is not economical to use higher blast temperatures in the smelting of Mesaba ores, such as the high temperatures used in European practices, and the answer is very plain that the ores will not stand the higher temperature. But the paper does not go into detail as to what special difficulties were found with the higher temperature of blast, and I would ask the author to kindly specify them. W. A. FORBES, New York, N. Y.-A large part of the troubles that furnace men experienced in using high-blast heats in smelting Mesaba ores in the early days of using Mesaba ores, was clue to the attempt to use these soft ores on furnaces having the same lines as the furnaces used in smelting the hard Old Range ores. As the result of observation and study, the dimensions of the lower part of the blast furnaces have been changed and the difficulties of the blast-furnace men in operating with a large percentage of Mesaba ore and high-blast temperatures have been largely overcome. The changes I refer to in particular are: (1) steepening the angle of the bosh; (2), decreasing the height of the bosh; (3) increasing the diameter of the hearth. JOSEPH W. RICHARDS.-Mr. Forbes's answer is quite satisfactory, and the moral which it points is that when the furnace is run with a higher temperature in the smelting zone, the furnace lines which were adapted for the lower temperatures are not necessarily those best suited for the higher hearth temperatures. If. enriched blast were used in a furnace, and higher temperatures run, it would be found necessary to further modify the lines of the furnace to meet the new conditions and to get the maximum output with economy. J. E. JOHNSON, JR., New York, N. Y.-It seems to me this is one of the few papers which could well have been a little longer. The data which Mr. Mathesius has given us, I think should be considered in connection with the paper which Mr. Brassert read before the American Iron and Steel Institute last spring, in which he described how they had obtained remarkable results with furnaces with steep but very short boshes; the angles have been raised to 80°, and the boshes made so short that they no longer appear as a conspicuous part of the shape of the furnace.

INTRODUCTION A small, independent mining enterprise (SIME) is an independently owned and operated business concern engaged primarily in mineral development, from the exploration to the production stage. A SIME may or may not be listed on stock exchanges. By definition, a SIME is not dominant in its field and has no long-term financial backing. As such, it is not a major producer of minerals, nor is it a petroleum company, a government organization or a subsidiary of such organizations. The survival and growth of a SIME is most often controlled by an independently minded entrepreneur, who not only conceives and carries out new projects, but is materially affected by the success or failure of these projects. Usually, a SIME does not have a large or constant cash flow. Such a lack of long-term financial backing forces the SIME to meet the challenge of finding capital for its activities on a step-by-step basis. Its survival strategy is thus based on finding funds at the right time, of the right type and in the right quantities. The purpose of this paper is to show that the type of venture in which a SIME is involved affects the difficulty of raising new capital and the choice of possible sources of funds. The Small, Independent Mining Enterprise The SIME, also called small miner, junior mining company, speculative mining company, and pennystock mining company, is not a figment of the imagination of financial speculators. In Canada, there are more than 1,800 small mineral enterprises which spend on the average less than $1,000,000 per year on activity which is directed at bringing forth new mineral supply. In the United States, 64 percent of the non-fuel mining operations are conducted by nine or fewer men, and the coal industry is characterized by several thousand smaller independent producers, still predominantly family-owned or controlled. In Chile, 80 percent of the mines can be classified as small mines. In the Philipines, approximately 60 percent of metal mining operations are classified as small mines. The SIME is actively engaged in mining all over the world, and very much so in the Pacific Rim. The Mineral Supply Process The whole process of bringing forth new mineral supply involves a dynamic sequence of activities, ranging from the initial exploration for a mineral occurrence to the production of a marketable product. A typical sequence is outlined in Figure 1. At the grass-roots exploration stage, a series of geological, geophysical and geochemical tests is aimed at locating a mineral occurrence. Especially in the early phases of such activities, the uncertainty (risk) surrounding a venture is high, since only general geological information exists on which to base a judgement of the economic viability of the venture. Such risk is attractive to few investors.

Work on the calculation of vertical two-phase flow gradients by Cia. Shell de Venezuela has been based mainly on the "energy-loss" method proposed by Poett-mann and Carpenter in 1952. The "energy-loss-factor" correlation proposed by Poettmann and Carpenter was based on relatively low-rate flow data. This correlation proved inapplicable to high-rate flow conditions. In an attempt to establish a satisfactory correlation for high rates, a series of experiments was carried out at rates up to 5,000 BID in Cia. Shell de Venezuela's La Paz field in Venezuela, using tubing strings fitted with electronic surface-recording pressure elements. As a result of these experiments a correlation between energy-loss factor and mass flow rate was established which is believed to be applicable to a wide range of conduit sizes and crude types at high flow rates (e.g., above 900 BID for 27/8-in. OD tubing). It is anticipated that the resulting gradient calculations will have an accuracy of the order of % 5 per cent. At lower flow rates the energy-loss factor cannot be considered as constant for any mass rate of flow, but varies with the free gas in place and the mixture velocity. No satisfactory correlating parameter was obtained. As a practical compromise for low flow rates, a modification of the curve proposed by Poettmann and Carpenter was used. In practice this was found to give gradient accuracies of approxirnately ± 10 per cent clown to flow rates as low as 300 B/D in 27/8-in. tubing. INTRODUCTION Production operations in Cia. Shell de Venezuela's light- and medium-crude fields are principally concerned with high-rate flowing or gas-lift wells. Under these conditions the analysis of well performance, the selection of production strings and the design of gas-lift installations are vitally dependent on an accurate knowledge of the pressure gradients involved in vertical two-phase flow. Initially, attempts were made to establish the gradients empirically as done by Gilbert,' but the results were not reliable due to scarcity of data over a full range of rates and gas-oil ratios. Several methods of calculation based on energy-balance considerations were attempted, but the computations were cumbersome and the results cliscouraging. In 1952 a paper was published by Poettmann and Carpenter' which proposed a new approach. Their method was also based on an energy-balance equation. but it was original in that no attempt was made to evaluate the various components making up the total energy losses. Instead, they proposed a form of analysis which assumed that all the significant energy losses for mutiphase flow could be correlated in a form similar to that of the Fanning equation for frictional 1osses in single-phase flow. They then derived an empirical relationship linking measurable field data with a factor which, when applied to the standard form of the Fanning equation, would enable the energy losses to be determined. The basic method was applied in Venezuela to the problem of annular flow gradients in the La Paz and Mara fields" This involved establishing a new energy-loss-factor correlation to cover high flow rates and, also, some adaptation of the method to permit mechanized calculation using punch-card machines. The final result was 1 set of gradient curves for La Paz and Mara conditions which proved to be surprisingly accurate. With the encouraging results of the annular flow calculations, several attempts were made to obtain a corresponding set of curves for tubing flow. Here, unfortunately, little progress could be made. The original correlation of Poettmann and Carpenter was based on rather 1imited data derived from low-rate observations in 23/8- and 27/8-in. OD tubing. It did not cover the higher range of production rates, and extrapolation proved unsuccessful. A new correlation covering high flow rates was required, but this proved to be extremely difficult to establish since tubing flow pressure measurements at high rates did not exist—due to the difficulty of running pressure bombs against high-velocity flow. The necessity for reliable tubing flow data increased with the development of the new concessions in Lake Maracaibo, where high-rate tubing flow from depths of 10,500 ft became routine. Thus. it was decided to set up a full-scale test to establish a reliable energy-loss factor for tubing flow conditions. A La. Paz field light-oil producer with a potential of approximately 12,000 B/D on annular flow was chosen. Y.-In recent years the metallurgical field of the copper industry has expanded greatly, the copper ores have become lean and diverse in character, and we are obliged to treat such ores on a very large scale. On the commercial side, the operating and consulting staffs of ,the great mining companies have been enlarged and organized, and no great capital expenditure is decided upon until it has been investigated and recommended by a highly organized force of specialists as a committee. I believe that in the scientific field and in the most valuable proceedings of our various societies the old idea of one-man point of view and one-man treatment of principle and detail together has been. splendidly developed and should continue, but for the advancement of our art we should deliberately discuss subjects among ourselves in order to do away with the idiosyncrasies of the individual and to gain a composite view representing the best thought of many men. In the development of new ideas leading to the introduction of new methods, the societies could enlarge their present great field of usefulness if such discussion be had, and in my opinion further great good could be done if a number of men of different qualifications and experience would join in preparing a joint book, each dealing with his particular problem, but consulting the other men. In this way individualism would be preserved and various processes would be described, and if properly reviewed the paper would be palpably capable of analysis, and the student would have at his command the associated efforts of a group of qualified engineers.

The year 1939 in Kansas, with a production of 57,944,300 bbl. from 19,669 wells, shows a slight recession from the peak of oil production reached the previous year, when slightly over 59,000,000 bbl. of oil was marketed. The previous peak had been reached in 1917 with 45,451,000 bbl. marketed. Another still earlier peak had been reached in 1904, when slightly less than 5,000,000 bbl. was produced and sold. The production of gas probably reached a new peak during 1939 with a total of over 69 billion cubic feet. Between the peak of the year 1908, when over 80 billion cu. ft. was produced, and that of 1939 the production dropped to 16 billion cu. ft., in the year 1921. During the year 1458 wells were drilled. This figure is somewhat lower than that given in several trade journals, because it does not include wells that were deepened or recompleted in a different geological horizon. Nearly 75 per cent (1029) of the total number of wells were completed as commercial oil wells (824 in western and 205 in eastern Kansas). The commercial gas wells completed number 71, of which 24 are in eastern Kansas and 47 in western Kansas. The remaining completions include 154 dry holes in eastern and 204 dry holes in western Kansas. Based on daily potential capacity the new discoveries of the year accounted for a cumulative initial production of 264,000 bbl. in eastern and 1,158,827 bbl. in western Kansas. It is interesting in this connection to note that the number of wells completed in the state rose gradually to a first peak in 1904, when 2782 were drilled. The number dropped off rapidly to 368 three years later, but rose to the second and highest peak in 1918, when 4671 wells were completed. In the period between 1904 and 1912 more gas wells than oil wells were completed. Between the high peak of 1918 and the somewhat lower peak of 1937, the low point was reached during 1931 with the completion of only 470 wells. In the matter of new pools discovered, Kansas again ranks high. The exact number depends somewhat upon the interpretation of a "new" area—whether it should be called a new pool or a long extension of an older pool. COBALT is a silvery white metal with a slight bluish cast, strongly resembling nickel in its appearance and properties, notably its resistance to corrosion, although its alloys with other metals differ quite decidedly in their properties from those of nickel. The name cobalt was derived from the German "Kobold" meaning goblin and this came to be applied to the cobalt minerals which, although they resembled ores, did not readily yield metal when smelted by the primitive processes available in the Middle Ages. Cobalt minerals were used as pigments by potters and glass workers before the Christian era. Cobalt blue glass was found in the tombs of the Egyptians and in the ruins of Troy, and many colors used by the ancient Greeks and Romans contained cobalt. The ancients were entirely unaware that the colors they used were caused by cobalt and the metal itself was only isolated about the middle of the eighteenth century by Brandt although the preparation of cobalt compounds had been carried on in a small way ever since the opening of the silver-cobalt deposits at Schneeberg, Germany, in 1470. The metal is fairly hard, with a density when pure of 8.81 in the cast state and 8.92 after working. The commercial grade of cobalt has a density of about 8.75 in the cast state. The atomic weight is 58.97. The Brinell hardness of the pure metal is 124; that of the commercial grade varies from as low as 100 to as high as 138, depend¬ing upon the impurities present. Pure cobalt has a sharp melting point at 1478°C. The tensile strength of the pure metal in the cast condition is said to be higher than that of any other pure metal. Kalmus gives it as 34,400 lb. per sq. in. for cast unannealed metal; the effect of annealing at 850 to 900°C. is to raise the strength slightly. The yield point is close to the ultimate strength and the reduction in area and elongation are both low. Mechanical working raises the tensile strength of pure cobalt rapidly and in the form of wire it will be over 100,000 lb. per sq. in. The presence of small quantities of carbon in the commercial metal raises the tensile strength to as high as 61,000 lb. per sq. in., the reduction in area and elongation being raised at the same time to approximately 20 per cent.

THE process of comminution by grinding is properly classified as an art, rather than as a science. Like most other operations concerned in ore dressing, or in the treatment of nonmetallic minerals, the mathematical relationships of rock breaking are still obscure, and much disputed. If some basic formula exists, comparable for instance to E = RI in electricity, it has not yet been placed in, common use. The absence of such a comprehensive mathematical background undoubtedly is the cause of many inefficient designs and installations, as well as of much poorly oriented experimental work. On the other hand, the mathematical immaturity of the process constitutes an opportunity for a real contribution on the part of those who enjoy mental pioneering. Some of the statements made in any such exploratory work may be little more than opinions, and it is to be expected that some will later be proved untrue; but such an evolutionary development is necessary if we are ever to arrive at the fundamental laws, the discovery of which can change the empirical art into a mathematically exact science. The most significant principle of comminution that we possess is probably Rittinger's law, which states that the work done in crushing or grinding is proportional to the area of the new surface produced. There is an alternative theory, known as Kick's law, which formerly was preferred to Rittinger's but which now is rather discredited. According to Kick, the work done in comminution is proportional to the volume, or weight, of the pieces broken, or to the cube of their diameters, while according to Rittinger it is proportional to the square of the diameters. Careful determinations of size distribution below the limit of sieve sizes1 indicate strongly that under ordinary grinding conditions the amount of new surface area produced is directly proportional to the net power input. Changes in the size ratio between the balls and the particles cause important differences in the proportion of the product that passes a given mesh size, but do not affect the total amount of new surface area; they merely change the distribution of the surface among mesh sizes. The principle of constant surface area is the logical result of Rittinger's law, and it may well have an important bearing on the comminution theories of the future. FORMULA FOR BALL WEAR Grinding tests have been made in the Allis-Chalmers laboratory for more than 9 years, using a standard charge of mixed balls of different sizes; and a continuous record has been kept of the rates of wear of each size. OUTCROPS of gypsum rock near the present site of the city of Gland Rapids, Mich., were known to fur traders early in the nineteenth century. However, the deposits seemed without value and were not worked for some time. So far as cat1 be learned, Michigan gyp- sum was first used by a plasterer who settled in Grand Rapids in 1834 as a member of its fourteenth white family. In building a house for one of the early traders, be used some otnamental stucco mouldings manufactured from the local gypsum deposits for decorations in the gables and around some circular windows. The gypsum was broken out with a hammer, ground in an Indian corn mill, and burlled in a caulclron kettle,. After two attempts, the ornaments were successfully set, and remained on the house until it was destroyed by fire in 1850.

FOR many years it was considered quite the proper introduction to any discussion of zinc metallurgy to remark that the methods of extracting zinc from its ores were archaic. Often there was an added implication that the industry in every phase savored of the days of alchemy. On rare occasions comments of this sort may still he heard. Fortunately, not only for the zinc industry but for the world at large, there is today no longer a basis for considering zinc metallurgy unprogressive. Progress in any industry is possible along three distinct lines. The methods of production may be improved, thereby reducing costs. In the case of basic materials, this may also have the important effect of increasing potential supply. Second, quality may be improved. Finally, the product may be made more valuable to consumers through increased knowledge of its utilization, thus holding old markets or opening new.
