Discussion of the paper of W. R. SHIMER, presented at the New York meeting, February, 1915, and printed in Bulletin No. 99, March, 1915, pp. 557 to. 585. WILLIAM R. WEBSTER, Philadelphia, Pa.-I would like to ask Mr. Shimer how the finishing temperature of the H-beams and other beams rolled on the Gray mill at Bethlehem compare with the rolling temperatures of the rails referred to in this paper. Also, how the reductions in the rolling of the beams compare with the reductions in the rolling of the rails. I would also like to know if any drop tests were' made on the rails referred to as having been allowed to cool and then annealed; in other words, what results, if any, were obtained from tests on rails after the internal strains of rolling had been removed; and in the matter of the rail blooms, I would like to ask if they are not often heated to a higher temperature than is desirable on account of the thin flanges in order to carry the heat through to the finishing pass. The tensile strength of the steel in these rails is given as 125,000 lb. per square inch, which is almost as high as tire steel. If some of these blooms were rolled into rounds of about the same section as the head of the rail, would you not get better results from tension tests than those from the head of the rail? In other words, in rolling rounds, whether you would not be able to control the rolling and finishing temperatures better than is possible in the rail, owing to thin section of the rail flanges. Some years ago I had experience with the rolling temperatures of tire steel, running from about 127,000 to 133,000 tensile strength. These tires had the tensile strength and the deflection specified. One of the manufacturers had no trouble whatever, after a little experimenting, in meeting the conditions of the specification. Another manufacturer who made some of these tires came to the office and stated that he had tried tires from three heats of steel and could not meet the specifications and

The United States Bureau of Mines established at Bruceton, Pa., in 1909, an experimental mine, for the purpose of testing the means of preventing and limiting mine explosions. During the last ten years numerous explosions have been caused to originate in this mine for investigative purposes and the rate of propagation of the explosion wave, the pressure developed per unit of area by the explosions, and the general results of the explosions have been carefully recorded and studied. Means of preventing mine explosions or of limiting them to the areas in which they originate have been developed. A great deal of valuable information has been derived from the work in this mine and much more useful and Valuable information will be obtained in the future. The writer would plead, not for the opening of experimental mines in all the important coal-producing fields in the United States, but for the opening of demonstration mines, or mines in which experiments could be made with the various details of coal mining. The United States Department of Agriculture has established, in nearly every state, stations that undertake experimental work for the benefit of the agricultural interests. In addition, small demonstration plats are set aside, in suitable locations in the farming districts, where various crops are grown under scientific direction, so that the faimers in the neighborhood can note the results obtained and profit thereby. Something like this should be done for the coal-mining induatry. If experimental or demonstration mines were established, methods of working adapted to local conditions could be worked out. Owing to competition in the same markets, small capitalization, or low profits, it may be an utter impossibility for any one company to try a new method of mining. Labor conditions may prevent the trial of a new method of working. It may be impossible or inadvisable to disturb existing working conditions for fear of causing trouble among the miners through real or fancied changes in the scale of wages. The first and most important investigation to be undertaken in these demonstration mines would be the trial of various methods of working coal mines until a satisfactory plan had been demonstrated for each

Soon after the Waelz p1an.t for the fire concentration of low-grade zinc ores was put into operation in the early part of 1929 at Katowice, it was found that the conveyor equipment for transporting the hot residue from the furnace dust chambers was inadequate. Hand tramming with water cooling was used for a time, but that method was injurious to the workmen as well as costly. The problem was to find some practical mechanical means of conveying flue dust at temperatures of from 450" to 600°C. as it was drawn from the dust chambers. After considerable preliminary investigation it was decided to install pneumatic equipment for conveying the hot materials to a central mixing plant, where it would be mixed with slime and from which it would be returned to the furnace feed hoppers. The first pnenmatic equipment was installed in 1930, and has been in successful operation since that time. The pneumatic method of transportation has shown a considerable saving in operating costs over the former methods of dust handling and a decided improvement in working and hygienic conditions at the plant, through the elimination of the dust hazard. Additional pneumatic equipment mas installed in 1933 for conveying the furnace fume from the baghouses to the roaster plant. At the same time pick-up lines were provided for collecting the cleanings from the vertical and horizontal cooling pipes that are between the furnace dust chambers and the baghouses. The latter installation has practically eliminated a dusty and costly hand-tramming operation. A third extension was made to the pneumatic system in 1938 for conveying 'the zinc-lead-cadmium fume from the roaster-plant baghouses and flues to a new re-treatment plant for secondary products. The success of pneumatic conveying at the Waelz plant was the determining factor in the decision to install another pneumatic unit at the Saeger zinc-roasting and sintering plant. The new unit at Saeger was installed early in 1938 for the transportation of flue and Cottrell dust, small amounts of flotation concentrates to the sinter machines, and

Optimism over the continued growth of coal ex- ports received a significant shot in the arm September 18 at Norfolk, Va., when huge, new ship coal-loading facilities of the Norfolk & Western Railway were formally dedicated before a large audience of American and foreign dignitaries. Guest of Honor at the occasion was Christian A. Herter, Special Representative for Trade Negotiations, who, in a speech, stated, "The prospects for the expansion of our coal exports are excellent. The competitive pricing and high quality of our coals, whether for the production of coke for steel mills or for the generation of electric power, have won the respect of consumers everywhere in the world. Last year, the United States coal industry exported over 40 million net tons. . . . There are excellent reasons to believe that by 1970 we shall be exporting at double this rate."

The Sacaton open pit copper mine has recently been placed into production. Some problems have been encountered in maintaining grade control due to differences between early block estimates and actual production grade. A study was made using three methods for computing grade for 50' x 50' x 40' size blocks from exploration and development drill holes; 1) The polygonal method, 2) The inverse distance squared method, and 3) The geostatistical kriging method. The results of each were compared against a control block file created by using the assay results of all blast holes drilled in the ore over three benches of the new pit. Results indicate that the kriging technique gave better estimates for grade of individual blocks than did the other two methods for this particular deposit.

The implementation of the Clean Air Act (CAA) Amendments of 1970 has resulted in a clean fuels deficit that has significant adverse environmental, energy and economic implications, according to the Project Independence Report. The CAA Amendments charge the Environmental Protection Agency (EPA) to establish national air quality standards as well as national standards for significant new pollution sources and for all facilities emitting hazardous substance. Section 110 of the CAA provides the framework for states to establish "emission limitations, schedules, and timetables for compliance with such limitations, and such other measures as may be necessary to insure attainment and maintenance" of ambient air quality standards. State implementation plans (SIP) are subject to EPA approval. EPA is authorized to enforce federal and state requirements by order or civil suit, including injunctive relief.

UNTIL June, 1868, it had not been attempted, either in this country or abroad, to manufacture by mechanical means, from anthracite coal-dust, artificial fuel for domestic use. Several attempts had been made to utilize coal-waste by converting it into a fuel for manufacturing purposes, but none of the processes were original, and they were merely applications of the well-known European processes and machinery, slightly modified by American ingenuity and mechanical skill. With one exception all those attempts have been failures. The great difficulty in the application of European processes and machinery has always been the limited production, and the excessive cost of the manufactured product, as compared with the cost of mining and preparing the ordinary anthracite coal for the market. The only serious and intelligent attempt to manufacture, on a large scale, artificial fuel for manufacturing purposes, has been made by the Anthracite Fuel Company, whose works are erected at Fort Ewen, near Rondout, New York. This company, organized under the auspices of the Delaware and Hudson Canal Company, had to go through the usual course of difficulties, breakages, and disappointments, which seems to be the lot of every new industry. Thanks, however, to the energy and perseverance of Mr. L. L. Crounsse, a gentleman of means, from Washington, D. C., the enterprise succeeded, and it is to-day established on a permanent basis. In order to increase the production, and to reduce its cost, the Anthracite Fuel Company was compelled to change most of its plant, and to erect more powerful machinery, producing lumps of a larger size, almost twice the size of the lumps made previously by the same company. The object of this graphic method is to estimate the weight of the casting, which is to be made from a given pattern, when the cross-section is not a uniform geometrical figure. Such an estimate is a very important guide to the foundryman, who would otherwise guess at the probable weight of a casting of new design, and, in trying to be on the safe side, would probably melt an unnecessary amount of iron. It is also an aid to the designer of a new car-wheel pattern, who must otherwise estimate from general experience the probable weight, have test-wheels made, and correct the pattern afterwards, so as to obtain the weight prescribed. For the method here described, an accurate drawing of the pattern is employed. This gives a closer result than a drawing of the wheel itself, for the following reasons: 1. Calculations based upon the actual dimensions of the wheel involve the erroneous assumption that the specific gravity of the casting is uniform throughout; and upon that basis the calculated weight would be wrong, because the amount of metal poured has shrunk in the mould, acquiring the highest density in the outside chilled portion, and growing less dense through the mottled to the gray portions. 2. Calculations based upon the dimensions of the pattern or " chiller " assume that the cooled metal will not have shrunk, but will have the volume of the pattern and a uniform density. These assumptions, though erroneous, counterbalance each other. For instance, the patterns and the chiller which give a wheel 33 in. in diameter when cold, are respectively 33.5 in. in diameter. This shows a shrinkage for wheel-iron of about & in. (ordinary gray pig is commonly assumed to shrink about 1/8 in.) per foot. Wheels cast in 33.5-in. chillers do not always have the

There have already been so many subjects of a purely mechanical nature presented to the Institute of Mining Engineers, that it is unnecessary for me to apologize for adding another to the list. When a new invention, or what is supposed to be a new invention, claiming simply an improvement on the well-known devices, is to be described, it is usual to point out the defects of the old and give a history of the object or the art up to date. But, as no doubt a large proportion of the members of this Institute know as much, or more, about the history and use of the steam-engine indicator than I do myself, I will not further preface the subject, than to remind you that what called for the Richards's improvement on the Watt's indicator was high speed; that the leading improvement was the reduction of momentum in the reciprocating parts; and that this was accomplished by making the parts lighter, and reducing the travel of the heaviest, of them, and consequently the speed and momentum. The use of the indicator has been extended, for the speed of steamengines and other prime movers has been increased, until one engineer at least, John Cooper, of Philadelphia, says, "I want an indicator that will work up to a thousand revolutions." .Mr. Thompson, of the Buckeye Steam-Engine Company, of Salem, Ohio, has improved on the Richards's indicator by another reduction in the momentum, which is done by putting the parallel motion nearer the fulcrum of the pencil arm, reducing both weight and travel. The characteristic feature of the indicator I am going to illustrate is a still further reduction in the same direction, which is accomplished by dispensing with the parallel motion altogether. The seriousness of the present tin scarcity has stimulated large consumers of this vital metal to develop drastic conservation measures in order to extend the available supplies to cover the emergency period. By devising new soldering methods and alloys the Bell System has contributed a substantial share in the tin conservation effort. Fortunately, the changes, as far as can be determined now, have not introduced weakness into the soldered joints. Some of the new procedurcs were already in the process of development at the onset of the emergency, while others were devised under its stress. In some instances, the newly developed solders were found to be more difficult to use than the alloys previously available, and would not have been introduced under normal conditions. One major change made that previously had been under consideration will result in large savings of tin. Unless service difficulties are encountered, this modification gives promise of remaining after the emergency has passed. The change involves a reduction in the amount of solder placed on a wiped joint between the cable sheath and the sleeve. Instead of the customary full sized wiped joint, a wipe of fillet proportions is formed. Through this change, a solder saving of more than 60 per cent per joint can be realized. Plumbers and cable splicers for many years have joined lead pipes and cable sheath by a soldering process called " wiping." The name is an apt description of the operation. For a wiped joint, the sections to be united are heated by molten solder poured over their surfaces, and the resulting semiliquid mass is manipulated by wiping with cloth pads to a well rounded symmetrical form like the one shown in Fig. I. The operation requires considerable skill on the part of the splicer and close control of the composition of the solder. At first consideration, the problem of tightness in such joints seems simple but experience shows that even under the best conditions the fissures frequently found in the solder occasionally link and form a path that allows leakage to occur. In telephone cables not maintained under gas pressure, such leaks permit the entrance of water, which wets the paper-covered conductors and thereby impairs the insulation value and causes service interruptions. Ry going to an extreme and wiping off all the solder in excess of a fillet, it has been found that many causes of porosity are eliminated. Figs. 2 and 3 show cross sections of joints wiped in the old and the new ways. The saving in solder, and consequently in strategic tin, is evident. REGULAR production of chrome in Turkey started in 1860 with the operation of the Bursa deposits (5, Fig. I). Others were discovered at Makri, near Fethiye (3, Fig. I). For 33 years Turkey remained the principal source of this mineral. While new discoveries were coming in elsewhere, Turkey's output declined until 1921, as a result of four successive wars, which ruined the economics of the country. In 1927 a revival came with the production of 18,000 tons. In that year the Société Minière de Fethiye was formed. This company now operates mines in the Vilayets of Aydin, Denizli, Burdur and Mentese, and it has reached a maximum production of between 80,000 and 90,000 tons annually. The Turkish output therefore increased from 29,000 tons in 1930 to 55,000 tons in 1931; and to 119,009 tons in 1934. The second phase in the increase in chrome production in Turkey came about in 1935, when the Government decided to reorganize and control the mineral industry of the country according to the principles of "government control" of the present regime. Up to that time the mineral resources of the country had been exploited by private concerns. In 1935, the M.T.A. (Maden Tetkik ve Arama) Institute (Institute of Mining Research and Geological Survey) was established by the Government to do the geological and geophysical survey work and discover new mineral resources for the country. Before the establishment of the M.T.A. Institute, the chief chrome-producing region was Fethiye (3 and 4, Fig. I). As a result of the extensive work of this bureau, many new chrome deposits have been discovered and are now in production. The operational field of the mineral industry was given to Eti Bank, another Government-sponsored and Government-controlled establishment. Eti Bank gradually took over the exploitation of existing mines by purchasing them from privately operated companies. Attention was first given to the Zonguldak collieries and to the different chrome deposits scattered over the country. The Guleman mines (14, Fig. 1) were developed and put in operation in 1936. Since then the bulk of Turkish chrome output has come from this mine, which yields the highest grade ore in the world (averaging 52 per cent Cr2O3). In 1939, the recently discovered chrome deposits to the north of Eskisehir went into production, yielding ore having a Cr2O3 content of 51 to 52 per cent. Today, more than ever, the efforts of both the M.T.A. Institute and the Eti Bank are concentrated on finding new deposits and placing them in operation. There are still many promising regions of the country that merit systematic surveying and prospecting for chrome ores. Thus it is probable that Turkey will continue to make noteworthy progress in chrome output. As the annual chrome production of

Under the name given to this column, I almost feel obliged to write about some aspect of grinding, but I have decided instead to comment on the future of chemical processing. In recent years, I have seen a tremendous interest in extractive metallurgy develop among undergraduate and graduate students at the University of Utah. For example, of the 12 graduating seniors this year, over half seem to prefer extractive metallurgy to physical metallurgy. In particular, they seem to be most interested in hydrometallurgy, or chemical processing, obtaining industrial exposure to the phenomena they study via part-time employment at the Kennecott Research Center and the USBM Metallurgical Center in Salt Lake City. The stimulus has been generated by society itself. Many students are dedicated to the proposition that new technology can circumvent the destruction of our environment, a concept which provides considerable motivation. At the governmental level, the recent concern for the quality of our environment has created action in the area of chemical processing both through imposition of stringent air and water quality standards, and through increased funding for technological research in this area. The National Academy of Sciences (NAS) gave impetus to this movement when it pointed up the need for development and support of such disciplines as extractive metallurgy, particularly chemical processing, in a recent report on Mineral Science and Technology. The recommendations in the NAS report have prompted governmental action on many fronts, including the Bureau of Mines, and have also given rise to direct legislation in the form of two bills -H. R. 3492 and S. 635- presently before Congress to a mineral engineering education. The report recommends that chemical processing technology (more generally extractive metallurgy) be developed by both new engineering techniques and unconventional chemical techniques such as application of the chemistry of nonaqueous liquids to mineral systems.

Notwithstanding the rapidly increasing use of copper, due to the extension of its applications within the last few years, the fact of its continued steady decline in price stands prominently forward. Nor have we far to look for the cause. The opening up of the vast copper-deposits of our Western States and territories is the metallurgical event of the last five years. We must not forget, in looking at the new field, the changed conditions under which the metallurgist must work, as compared with the previous history of copper-smelting. Until quite recently, the copper-plants of the country were few in number; and the concentration of industry implied in this circumstance, allowed many practices which must be considered as inapplicable to the conditions offered at the many mines which have of late become such important factors in our copper-production. Thus the old style of smelting the ore for matte in brick furnaces, involving great expense and time in their construction, while deservedly losing repute even in its old strongholds, in comparison with water-jacketed smelters, is still in some cases adhered to. But to put up such furnaces at Western mines would be out of the question. The large and continual need of brick for relining and repairs acts as an effectual bar, when such furnaces come into competition with the light, portable, and easily managed water-jacketed smelters of improved types. It is owing to the present unusual activity, manifested in the opening up of new copper-properties and the erection of plants for working them, that any improvement in furnace-construction is of especial interest and importance.
