INTRODUCTION 1 * The coal industry in the United States has undergone significant economic changes in recent years. For example, the price of coal remained relatively constant from 1950 to 1969 (see Figs. 5-1 and 5-2) but steam coal prices tripled and metallurgical coal prices doubled from 1969 to 1974. This price structure has created a new economic environment for coal preparation. Contributing factors to these price trends include: 1) Coal Mine Health and Safety Act of 1969. 2) Mid-East oil embargo of 1973.

The year 1929 was one of continued activity in the petroleum industry of Indiana and Illinois but the new production obtained has not been sufficient to offset the decline in the production of the old wells. (Table 1). Drilling costs have not changed materially during the year and the prices of crude oil have increased slightly so that the prospects for further testing are good. The total number of completions in Illinois in 1929 (Table 2) was greater than for any year since 1917. More than half of these were in the Dupo field, St. Clair County, and the development of this field was largely responsible for the increased ratio of producers to dry holes in the state as a whole. In the southeastern Illinois field which has produced about 97 per cent. of the state's petroleum the number of completions was greater than in 1928 and the percentage of producers was a little higher. Although a number of scattered wildcat tests were drilled most of them were not located on favorable structure and the only noteworthy discovery was that of a shale-gas horizon at shallow depth in Morgan County in western Illinois where gas has been produced for a number of years from sandstone and limestone. In Indiana the number of completions (Table 2) was only slightly less than in 1928. Most of the new wells were drilled in the southwestern part of the state, which now produces more than 90 per cent. of Indiana's petroleum.

IT is singular that an industry quite the antithesis of flying should record tremendous strides in the utilization of aviation through- out the entire depression period, .while in the same years private interests lagged and airplatie manufacturing plants closed to such an extent that he purchase of new planes of certain types was practically impossible. Though receiving little notice from aviation publications and national associations, this use of the airplane progressed by sheer merit. It saved money, conserved energies, and made minutes in the air the equal of weeks on foot or water. The advent of aviation into mining and petroleum operations dates back many years, yet it \vas not until the depression that this new facility of the mineral industry was put on its proper economic basis. The annual business meeting will be held on Feb. 18 at 10 a. m., and no technical sessions will be scheduled at that time, so that all members may participate in the election of officers, hear the presentation of the annual reports of officers and committees and discuss any matter which they may care to bring up at that time. The annual dinner will be held at the Conlmodore Hotel on the evening of Feb. 20, and the usual good time is promised. Arrangements for this and other social features of the meeting are, as usual, in hands of the New York Sec- tion, of which the chairman this year, Ralph M. Roosevelt, has a well-established reputation earned as president of the Zinc Institute, as host.

Until the beginning of the year 1930, conditions in the oil industry were such that the production engineer was chiefly concerned with improving the efficiency of development and production technique. Good engineering practice had been adopted to devise and improve methods and materials better suited to drilling for and producing oil and gas. These efforts reduced the hazard and expense of deeper drilling, increased the ultimate recovery from reservoirs and lowered production costs. Equipment was of better design and materials were better suited for the work and were more permanent. These improvements naturally have contributed their share toward increasing the volume of crude oil produced each year. The industry is now faced with a need for preventing a waste of this natural resource; waste which came as a result of continued reckless drilling of new reservoirs. To make a careful study of this economic problem and to devise methods for correcting these conditions was a logical problem for the production engineer. Much time and study have been devoted to the question, and remedial plans have been suggested during the last year and a half. The principles of unit operation have attracted the engineer's attention, as they present ideal conditions for the most scientific and economical development of an oil field. Unitization During 1930 unitization of producing and potentially producing areas has made real progress, and as each new unitized development is agreed upon the objections that loomed so large at the inception of the idea fade into comparative insignificance. Undoubtedly the outstanding example of the efficacy of unitization is the Kettleman Hills project in California. Unitizing this structure, with its almost incredible reserve, is an important step forward in the industry's concerted effort toward conservation. In presenting the subject of " Armored Turrets for Coast Defense " to this Institute, I am indebted to the Gruson Ironworks, a company incorporated under the laws of the State of New York, for valuable information, model and plans, by which I hope to make clear the construction and peculiar merits of this class of gun-protection. I wish it understood, however, that this is not an undeveloped and untried inventor's ideal, but an advanced and fully perfected system, which has long since passed the experimental stage and has been adopted by most of the foreign governments, after years of extensive experimenting and the expenditure of millions of dollars. The present seems an appropriate time to present the matter to the scientific public, since, for the first time, it is possible to produce these turrets in this country, of American material, and made by American workmen, owing to an agreement entered into between the Gruson Iron-works and the Fried. Krupp Grusonwerk, of Magdeburg-Buckau, Germany, where they have hitherto alone been manufactured. Although its full development and present perfection have been attained at the German works, it may be of historic interest to state that the first idea of using a rotating protected platform for large guns originated with Mr. Theo. Ruggles Timby, a native of the State of New York, who filed a caveat in 1843 for a " metallic revolving fort, to be used on land or water, and to be revolved by propelling engines located within the same and acting upon suitable mechanism." This was followed in 1862 by the issuance to Mr. Timby of two patents (No. 35,846 and No. 36,593) covering the ideas described in his caveat of 1843. B.H. Bergstrorn (Research Div., Allis-Chalmers Mfg. Co., Milwaukee, Wis.) — Fuerstenau and Cohen have concluded from our study of single particle crushing, which had suggested that the size moduli of the crushed specimens were determined by the specific energy expended independent of feed size, that the same independence with respect to feed size exists for the specific energy-product size relationship for rod mills. They present data supporting this conclusion. Our single particle crushing experiments were on single spheres of soda-lime (type of glass was not given in our study) glass for which the feed size can truly be neglected. However, the feed size cannot be neglected in any case where the effective size modulus of the feed is not too much coarser than the size modulus of the product. This can be illustrated in the second experi- ment of Fuerstenau and Cohen where the feed is considered to be the original -6 +%mesh material. However, one can also consider the product from the 7.5-min grind to be the feed for the 10, 15, 20, 25-min grinds, and the 10-min product to be the feed for the 15, 20, 25-min grinds, etc. If the specific energy-product size moduli curves are drawn for these other feeds, as shown on Fig. 3, the new curves (and some curvature is apparent) are much steeper than the -6 +%mesh feed line. The slopes of these new curves are about -1.5, —1.8 and -3.0. This observation is in accord with the observation by Bond, who states that the net specific energy input to a grinding mill is equal to the specific energy represented by the product less the specific energy represented by the feed. W. C. Leslie (Edgar C. Bain Laboratory for Funda mental Research)—This investigation, with its com bination of high-purity metal, calorimetry, and metallography, will serve as a model for annealing studies for a long time to come. The evidence for a competition between recovery and recrystalliza-tion is particularly convincing. The demonstration of edge-nucleated recrystallization was so clear that it may obscure the necessity for other types of "nucleation" sites; otherwise, single crystals of aluminum could not be recrystallized after cold work. At least three types of sites have been found to operate in iron: 1) high-angle boundaries, probably in the same manner as in aluminum, 2) matrix sites, 3) inclusions or second-phase particles. In each instance, the cells developed during cold work and perfected during recovery are the "nucle for recrystallization. Observations by ourselves and others of the dislocation structure of cold-worked metals and of the structural changes that occur during annealing have led us to doubt the validity of the basic assumption of the Lucke-Detert theory, and of the modification developed by Gordon and Vandermeer, that during recrystallization of a metal containing foreign elements in solid solution a high-angle boundary is ad vancing into a cold-worked matrix having a random distribution of solute atoms. We contend that an es sential part of the cold-working and annealing of solid solution alloys is the trapping of solute atoms by the low-energy "wells" afforded by individual dislocations and by dislocation arrays. If cells are formed during cold work, the cell walls are stabilized by this concentration of solute atoms. Thus, solutes inhibit recrystallization not only by decreas-ing the rate of high-angle boundary migration, but also by preventing the formation of high-angle boundaries by subgrain growth or coalescence, i.e., solutes can inhibit both "nucleation" and growth. In addition to stabilizing the dislocation Structure, the solute-dislocation interactions may produce clusters of solute atoms which are not as readily assimilated into the recrystallized grains as are individual solute atoms. There is an additional complication. The dislocation structure formed upon cold working a dilute solid solution may not be the same as that formed during cold working of the pure solvent metal. The solute can either enhance or minimize the formation of cells during cold working. Both effects have been observed in binary alloys of iron. The annealing process is inextricably connected with the mechanisms of strain hardening and solid solution hardening. Although the correlation between experimental boundary migration rates and the predictions made from the theoretical equations are impressive, it should be mentioned that in at least four other instances (Pb-Ag and pb-Au,15, Fe-Mn,16, Fe-Mo)17 the agreement was rather poor. In brief, while it is probable that the migration of high-angle boundaries is held back by solutes in the manner described, this is only a partial explanation of the total effect of solutes upon recrystallization of cold-worked alloys. Paul Gordon and R. A. Vandermeer (author's reply)— The authors first wish to thank Dr. Leslie for his compliments of this work. It is perhaps worth pointing out that some of Dr. Leslie's remarks are directed toward subject matter covered in two earlier papers in our work.18,19 We agree with Dr. Leslie's main contention that the exact nature of the metal structure in the vicinity of a boundary should have an effect on the boundary migration. The theory of Lucke and Detert does not take such detail into account, nor does it account for orientation effects on the migration rates. We assume that since our data checks the theory so well, the effects of detailed structure are statistically averaged out by the polycrystalline techniques used just as are the effects of orientation factors.

The Interior Department has been in a state of disarray for many months. At first this was attributed to Interior Secretary Walter Hickel's inability to anticipate how his words would be interpreted by Press-Radio-TV. But then the already disquieted ernployees in the Department became aware that plans were afoot to take bits and pieces of the various antipollution programs from Interior; Health, Education and Welfare: the Atomic Energy Commission and other agencies and lump them together into a new Federal agency. Interior, many predicted, would be a shell of its former robust self. Hardly had this rumor started to add to employee uneasiness before the other big shoe hit the floor. The new rumor had it that the Bureau of Mines was being stripped of most of its research functions and that the Office of Coal Research and allied research groups would be abolished altogether.

Ever see a curvaceous conveyor belt? Reports from Europe indicate appreciable interest in a relatively new system that has revamped some of the concepts of what single-belt conveyors can and cannot do. Invented about ten years ago by two German engineers, the so-called "Serpentix" single-belt conveyor, patented by the firm of Albert Stuebbe, is now operating at more than 100 foreign installations. The system boasts of three unique capabilities-climbing, turning and side discharge of load-which give it, the advantages of a multiple-unit system. The new conveyor needs only one drive station (which may be combined with tensioning), and except for the immediate area of the drive, is capable of conveying loads over a non-linear route. Transfer points are eliminated, and discharge points, which may be located anywhere along the route, may be operated automatically or manually, by direct or remote control.

This paper describes the fluo-solids roaster and acid plants at the new 40,000-TPY Trepca electrolytic zinc plant. The electrolytic zinc plant units were constructed to the design of Singmaster and Breyer, New York and began operation in mid-1967. The fluo-solids roaster plant, constructed according to the design of Dorr-Oliver, Paris, includes concentrate handling and storage facilities; two independent concentrate roasting circuits, each with a 110 to 155 TPD fluo-solids roaster; waste heat boilers; cyclones; electrostatic precipitators; calcine coolers; and calcine conveyors. The acid plant uses the "Petersen system" contact process. The plant has one acid circuit with a capacity of 230 tons of monohydrate per day. Gases for the acid plant are obtained from roasting zinc concentrates. When the roaster plant is operating at maximum capacity, excess SO2 is used in two other Petersen System circuits in the near vicinity.

The cost of finding and developing new reserves is continually rising. We must meet these rising costs with more economical operations. This can he accomplished if we revise our ideas of proper well spacing and well allowable to consider the concept of optimum well spacing. According to this concept, the optimum spacing is the one which leads to the maximum present worth for a reservoir when ail factors affecting total cost and total revenue are considered and when the wells are produced in the most eficient manner. Application of this principle efficiently utilizes available well potential and properly considers the recovery eficiency in addition to fixing the spacing on the basis of the amount and value of the oil to he recovered. This Study presents an analysis of one producing zone containing low gravity crude to illustrate the effect of these factors on the present worth and on the optimum economic spacing under two production drives—-evolved gas and water drive. The maximum present worth occurs when the optimum number of wells for open-flow operation is employed. Frequently, this optimum development cal1s for very wide spacing and the ideal field rates are not unreasonable. Under other circumstance. where proration is necessary, an optimum combination of well spacing and well allowable exists which permits production at relatively high rates. The optimum well density in a field depends on the recovery efficiency and the valule of the oil. In solution gas-driven reservoirs this optimum spacing for operation at high producing rates can vary from extremely wide spacing to handle viscous low gravity oil in thin formations to relatively close spacing in thick sands where good recoveries are expected. Because of the better recovery from water-driven fields, the optimum spacing in these fields is closer than in solution gas-driven fields. Also, the water encroachment pattern is dependent upon the well spacing, and an adequate numher of wells is needed to assure a good sweep eficiency. The economic optimum well density in a water-driven field is high enough for this purpose. INTRODUCTION From year to year domestic oil becomes more difficult to find. The fields we do locate are frequently smaller and deeper than older fields and the costs for men, material and equipment are continually rising. To replenish our reserves we must continue to search for and develop new fields, but experience has shown we cannot expect prices to rise in proportion to costs. Consequently, we must meet increasing costs by more economical operations. A vigorous effort is being made within the industry to improve exploration methods, to cope with the problems of deeper drilling, and to obtain a secondary yield from older fields. Many significant contributions have resulted from these efforts. The economic operation of new fields can be further improved by developing these fields on optimum spacing and producing the wells at higher rates. This would avoid the drilling of unnecessary wells and provide additional capital for seeking new oil. While the benefits of these practices are obvious, the problem of defining the optimum development of a field for natural depletion can become very complex. A study of the effect of well spacing and several reservoir variables on economic worth of a specific field is reported here to illustrate the problem and to show the magnitude of the benefits to be realized. This study is necessarily limited to the field conditions selected and is not intended as a general solution of the well spacing problem. It does, however, indicate factors to be considered, the trends to be expected, and the direction in which we should proceed in developing new fields. NO consideration is given to land and legal considerations which might arise. METHOD OF ANALYSIS The optimum method of developing and producing a field is to use the combination of spacing and prora-tion which gives the maximum return. In addition, we do not want to lose recovery. These considerations of maximum return and maximum recovery present no serious conflict. The value of each method of operation is conveniently expressed in terms of its present worth. According to the present worth method of evaluation,' an acceptable annual percentage return is assigned to the operation, and all incomes, capital costs, and expenses are discounted at this rate to the start of the operation. This net value is the present worth. If we apply the same discount rate to several alternate methods of operation, the one yielding the greatest present worth is the best method. If we express net income in terms of price per barrel of oil produced, drilling and equipment costs on a well basis, and expenses as cost per well year, this evalu-

Predictions of creep closure for periods ranging up to more than 1,000 years are needed for designing a radioactive waste repository in a salt formation. Such long-term predictions must be based on the use of laboratory and field test results extrapolated by numerical modeling. Laboratory test results are presented which show highly variable creep behavior for salts from different sites as well as salts from the same site. Comparisons of measured creep closures against predicted closures are presented for two deep boreholes in Louisiana salt domes and for an exploratory shaft and drift in southeastern New Mexico bedded salt (WIPP). These data illustrate the significant uncertainties involved in long-term closure predictions and indicate the critical need for site-specific, in situ closure measurements over extended periods of time for repository design.

THE aggregate number of "papers" read within any one year before more or less bored and bewildered audiences is simply appalling. We have seventy to eighty engineering societies alone, not to speak of the many hundreds of societies of every other imaginable kind. And each meets at least once a year to tell what it has found out since the last meeting. All this is very fine and fortunate, at least in the case of the scientific and technological societies; for if even only one significant discovery, one new truth, one new idea comes out at the meeting, the session has been abundantly justified. To many of us, not scientists or technologists, the scientific and technological societies seem to release by far the most useful and important information. What they have to say is often of prime importance directly to human life and to industry, and is perhaps even more important indirectly in its final influence upon social and economic conditions, thus ultimately determining the course of what we like to call civilization. The paper read by that quiet, unpretentious man on the platform ma; mean the revolutionizing of a great existing industry, the creation of an entirely new industry, the gain of millions of dollars to some persons, the loss of millions to others. I was this morning an interested listener to the remarks of Mr. Ashbel Welch in regard to his designing a new section for steel rails, in 1866; and for the salze of the truth of history, and in order t:, give the credit to an American (and where it rightfully belongs) of higning the first section for steel rails, which was intelligently adapted to that material; I beg to state the following facts: On the 14th of August, 1866, Mr. Ashbel Welch gave me an order for 200 tons of steel rails, to be made bbr the Camden and Amboy Railroad, from a section designed by him.
