One who has been trained in belief in the law of supply and demand and its effect upon prices finds it difficult to adjust himself to the minute regulations imposed by the New Deal, and also to the bewildering changes of government policy as expressed within a short period of time between the antitrust laws and the N.R.A., and later by the Bituminous Coal Conservation Act of 1935. A survey of the coal industry since the World War, both in this country and Great Britain, however, shows that regulation of some sort is needed if any stabilization is to be achieved and if the wage structure and economic welfare of the many communities dependent solely upon coal are to be maintained. Let us look at what has happened to the industry since 1920, which can be considered as the end of the period affected by the war influence. This discussion will be confined solely to bituminous coal, although many of the general conditions are equally applicable to anthracite, the position of which now is at least as bad as that of the softer variety. Since 1920—to the end of 1934—the production of coal has decreased from 568.7 million to 358.4 million tons, or 37 per cent; the number of mines from 14,766 to 6,258, or 58 per cent; the average annual production per mine has changed from 38,512 to 57,425 tons, or 50 per cent. The number of large mines has increased considerably, and the number of men employed has decreased from 639,547 to 458,011, a reduction of 28 per cent, while the average output per employee has changed from 4.0 to 4.4 tons, or an increase of 10 per cent. The average price per ton of coal at the mine has varied from $3.75 to $1.75. During that time wages decreased largely until 1933 and since that time have increased, until now the rates paid are considerably above those in other occupations, although the actual yearly earnings are low, because of part-time work. From 1920 to the signing of the Jacksonville wage agreement in 1924, about two-thirds of the men were union members and practically all of the nonunion mines were south of the Ohio River; with the fixing of the high wage scale of that agreement, which soon proved to be an uneconomic one, many of the mines found that they could not retain their business, so gradually changed to nonunion. MeTallographic specimens whose surfaces are to be investigated are too thick to allow either light or electrons to pass through them for microexamination by transmission. This difficulty is overcome with optical microscopes by illuminating the surface through the objective lens. For electron microscopes best results are obtained by preparing thin replicas of the surface of the specimen, placing them in the microscope and passing the electron beam through them. Since electron microscopes represent a rather recent invention, they have found little application as compared with optical microscopes. This is true because, aside from the cost of new equipment and development of new techniques, some of the older replica methods necessitated the destruction of the surface from which a thin transparent replica was obtained. In other processes in which the surface is preserved, either too tedious a procedure is required, unsuited to "mass-production" requirements of industrial laboratories, or replicas of insufficient contrast and sharpness are produced. In general, investigations with the electron microscope involve five steps: (I) polishing the surface of the metal specimen, (2) proper etching of the surface, (3) preparing the suitable replica from the surface, (4) examination and phorography in electron microscope and (5) interpretation. Preparation of Metal Surfaces Usual metallographic polishing is generclly satisfactory. It is important though that the final polish be applied very carefully, since otherwise evidence of a small amount of deformation might show up even on relatively deeply etched surfaces. A high-power microscope should be used to determine the suitability of the polish and etch. This, of course, is not different from optical examinations, but in these, if a deep etch is used, the problem is less serious. It is frequently difficult to detect with optical microscopes poor polishing aside fiom superficial scratches before etching. Figs. I and 2 show micrographs of "well" and "poorly" polished nickel etched by immersing the sample for 20 min. in a solution containing 8 grams cupric sulphate in 40 C.C. of concentrated HCl and 40 C.C. of Hz0 (Marble's reagent). The sample shown in Fig. I was polished in its final stages for 5 min. on a carborundum wheel followed by ro min. on a rouge wheel, whereas the sample shown in Fig. 2 was polished only I min. on the rouge wheel. Generally, this procedure does not guarantee that the surface of the specimen will be either undistorted or deformed. It was applied here merely to show the effects Of good and poor polishing. Search for ore continued at a feverish pace-as can be attested to by anyone who has tried to arrange for extensive diamond drilling. The stakes are high, and so is the cost as was indicated by Selco Exploration Ltd. when they announced discovery of base metal sulfides at Uchi Lake in northwestern Ontario. It was apparently their first commercial find after 15 years of exploration at a cost of more than $10 million. For the first time in many, many years the big exploration news has come from east of the Mississippi River. In January, the New Jersey Zinc Co., in an unusually worded press release, stated that they had made a major zinc discovery of 13-50 million tons of ore averaging 5-10% Zn. New Jersey's holdings are said to embrace 500 sq mi. The ore was discovered in eastern Tennessee in the upper part of the Knox dolomite of early Ordovician age. Reportedly the mineralization is at depths of 900 to 2000 ft. Currently about 20 diamond drills are working the area for New Jersey. At least nine other major companies are prospecting the region, which now includes parts of Kentucky. Five hundred thousand acres are said to be under lease. Greatest activity is clustered around Carthage, Tenn. In Missouri, the St. Joseph Lead Co. announced plans to develop a new mine in the Brushy Creek area of the "New Lead Belt." copper and zinc concentrates will be by-products.

The tensile properties of steels at elevated temperatures have been studied by numerous investigatorsll primarily for the purpose of determining their suitability for structural uses. Tests with this objective have been confined largely to the temperature range of approximately 20" to 500' C., because of the rapidly decreasing tensile strength at the latter temperature. Tests have also been extended to higher temperatures2 for the purpose of determining the most suitable forging range. This temperature range is also of theoretical interest. The phenomenon if increased tensile strength and decreased ductility .in the so-called "blue-heat" range, approximately 200" to 300" C., is well known. It was suggested to the Bureau early in 1926 that a study of the properties of rail steels in this temperature range might prove of interest in relation to the studies of transverse-fissure failures in rails. There were available from another investigation3 several new rails from several different heats made to approximately the same specification requirements, the complete manufacturing histories of which were known. It was decided to determine, at least in the preliminary series of tests, only the ultimate tensile strength, elongation and reduction of area, because of the difficulty, time and cost involved in determining the proportional limit and yield point at elevated temperatures.

DURING my senior year at college a professor said to his class that a student who failed to obtain a passing grade in that certain subject could not graduate with his class and that his diploma would be withheld until the failure had been removed. In that way for four years a diploma had been made to appear to us as the objective in attending college. We grew up to think that a diploma was the means of providing employment; consequently, a diploma could not be jeopardized and, heeding the professor's remarks, we resolved to put forth special efforts and make good. During one of our class periods this same professor digressed briefly from his prepared lecture in metallurgy and advised the boys to join a national technical society. He spoke with earnestness and sincerity. After class we students discussed those remarks. We concluded that the professor had not convinced us. We were already members of technical societies at school and saw no need of joining another. In fact, even up to that moment a society had never indicated to any of us that joining it had any relation to landing a job, and we were fully aware that joining another society meant paying out more money, for fees and dues, which money we then needed to buy food, clothes, and perhaps a new slide rule. Furthermore, we knew that joining a society was not part of the curriculum and, therefore, the diploma could not be withheld if we did not follow the advice. Our conclusion was that we would not join but would concentrate on our work that assured getting our diplomas.

NOT only is your toastmaster silver-tongued in his references 'to myself, but he is also quite in the habit of "saying it in silver." I have analyzed with some care his statistics of the world's silver production, which have been distributed here along with the menu, although frankly from the point of view of most of us, the distribution rather than the production of silver is of immediate concern. Unlike the performers by whom we have been entertained between courses, the rest of us on the program will have to do without costume or musical accompaniment, which as my friend Rains can testify puts an artist under severe strain. I am entitled by right of office and of precedent to receive your attention for ten minutes. The Governor, who appears on the program as a speaker; however, has asked me for five minutes of my time, and Senator Thomas has insinuated that he would appreciate one-half of the remainder, wherefore, I must ask your close attention to the very brief remarks that I am able to make under such restricted circumstances. To begin with, I want you to believe that I am approaching the task set by your toastmaster with misgivings. In looking over the Institute records relating to the Salt Lake City meeting of 1914 for some precedent as to what I ought to say, I found but one reference-and that of the following indefinite char¬acter-" and Friday night there was a hilarious banquet to 350 members and guests."

The key feature of the lattice coherency theory of precipitation hardening1 is the forced coherence between matrix and precipitate which elastically strains both lattices and is believed to be the major source of strengthening in precipitation hardening. In systems exhibiting age hardening, the atom movements leading to precipitation are not at all extensive and are such as to require the minimum amount of energy to produce the interface; that is, the new lattice forms in such a way as to be as nearly as possible a continuation of the old with a matched, coherent plane at the interface at least during the initiation of the precipitation. The crystallographic sequence whereby regions of the matrix change to the precipitate lattice usually can be resolved into a set of shearing operations.6'6 Conversely, the perhaps novel speculation is made that solution of a second phase is accompanied by shearing movements which are possibly the reverse of the precipitation shearing movements. A basic premise of the investigation reported in this paper is that precipitation and solution shearing movements constitute structural weaknesses which might cooperate with applied stresses to facilitate plastic deformation. Another basic premise of the investigation is that the application of hydrostatic pressure to a precipitation hardening system will significantly alter the degree of disregistry across the matrix-precipitate interface and thereby significantly affect the course of age hardening. Two binary precipitation hardening systems were investigated: rz pct zinc in aluminum which undergoes transformations, both precipitation and solution, by a simple crystallographic mechanism; and 4 pet copper in aluminum which undergoes a complex transformation in precipitating and dissolving a second phase. The effects of the application of uniaxial tensile creep stress during elevated temperature aging of both systems and of hydrostatic pressure during the elevated temperature aging of 12 pct aluminum-zinc were then investigated. Previous Investigations Van Wert in 1935,~ studied the effect of hydrostatic pressure on the room temperature age hardening of a few precipitation hardening systems. The latter were rather unfortunately selected since none is known to exhibit any marked volume change on aging and the majority were complex commercial alloys the precipitation mechanisms of which are not known. Jenkins, Bucknall and Jenkins~n,~ in 1944, applied tensile creep stresses to a complex copper. nickel-silicon alloy at various temperatures. The complexity of the alloy and the industrial objective of the work did not permit an appreciable addition to the theoretical understanding of either deformation or precipitation hardening.

CONSIDERABLE attention has been directed in recent years to methods of electric prospecting other than the conventional direct-current tech-niques. It has been extensively recognized that electrical data of a more general nature than that possible by direct-current methods might be useful in geophysical studies. To this end, a number of different types of electric currents have been employed, such as single-frequency alter-nating currents, square-topped periodic current waves,4 periodic surges of a less specific nature,8 and suddenly applied direct current.1,2 Yet, to the author's knowledge, little analysis of these different types of driving currents has been made from the standpoint of network theory to determine just what type of currents would give the most useful data, and, most important of all, to determine the relation of the data taken by one method to those of another. Without touching on the actual theoretical problem of how currents flow in the earth under specified boundary conditions, some very useful information can be obtained from the study of the fundamental integral equations of electrical networks, throwing light on the problem not ordinarily appreciated by the field worker. Some manipulation of the standard network equations will be made, with the sole purpose in mind of developing expressions leading to practical results. Suppose that four points in the earth have been located and it is wished to obtain the most useful type of electrical data by inserting current into two of them and measuring the potential developed between the other two. The first problem that arises is that of which pair of the four shall be chosen as current grounds. In the direct-current case, where only steady potentials are measured, the selection is of little consequence, but as soon as currents varying with time are used at the current grounds, a new effect arises. The fact that a varying current is flowing in the current-carrying conductor between the current grounds means that magnetic and electric fields varying with time will be produced

A new permanent-magnet material has been developed with unusual mechanical as well as magnetic properties. Specimens that have been cast or subjected to a small amount of hot reduction by rolling or swaging may be machined, punched, tapped or drilled. The composition range of the alloys is 30 to 52 per cent iron, 36 to 62 per cent cobalt and 4 to 16 per cent vanadium. After being either quenched, annealed or given the usual cold finishing passes and then heated for 2 hr. at 600°C., such materials have a magnetic energy product of 1.0 X 106 gauss-oersteds. This product is equivalent to that of the well-known Honda steel (36 per cent Co, 4W, 2 Cr, 0.8 C. 0.3 Mn, balance Fe). Material handled in the manner just described does not depend on cold-working for its magnetic properties, and is known as Vicalloy I. The preferred composition for Vicalloy I is 38.5 per cent iron, 52 per cent cobalt and 9.5 per cent vanadium. When the alloys are first hot-worked, then considerably reduced in area by cold-swaging, drawing or groove rolling and then heat-treated, the magnetic energy product measured in the direction of previous extension is increased to 2.0 to 3.5 X 106 gauss-oersteds. These higher values have been obtained only after cold reductions in area of 75 to 95 per cent. Material handled in this manner is known as Vicalloy II and the preferred composi-

THE hoisting equipment selected for use at the Hecla mine in 1907 was one of the first Ilgner type Ward-Leonard controlled hoists put into ser- vice. Development of the Hecla below the 2000-ft. level, which is the ultimate depth of the old equipment, and the additional service required by the "Star," necessitated additional hoisting capacity. It will be our endeavor to give j70u a brief summary of the engineering which determined the selection of the new equipment. The engineer in making his decision as to size, speed, etc., must .make a duty study approximating as closely &s possible the actual opePating conditions which will eventually result. Primarily, it is necessary to know what work must be done. The amount of material which must be hoisted under the maximum condition, as well as its distribution from the various levels of the mine was carefully studied by the mining engineering department, as the ore reserves, their relative-position and the probable method of working them had to be considered. The final figures reached, taking into consideration four different operating conditions, were, in tons per day, as follows:

THE Bingham area in the West Mountain mining district on the eastern slope of the Oquirrh range, some 28 miles southwest of Salt Lake City, has been the most consistent producer for the United States Smelting Refining and Mining Company, production having been continuous, except for minor interruptions, since the organization of the United States Mining Co. in 1899. This production has come from fissures and mantos largely within limestone members aggregating something less than 10 per cent of a thick quartzite sequence of Pennsylvanian age which has been warped into an open syncline plunging northwesterly. Bedding on the easterly limb dips 10°-45° but steep-ens to 90° and even overturns on the westerly limb. Ore bodies cluster about the more northerly of two elongate interconnecting stocks of monzonite which have risen in an axial position within this syncline. Largely within the more northerly of these stocks is the low-grade copper ore body exploited in the Utah Copper open cut of the Kennecott Copper Corp. The values, in seams, minute fracture fillings, and disseminations of pyrite and silica, pervade not only the stock but adjacent sediments, and form a nebulous, sprawling mass which both mineralogically and geographically is the center of the district. The more southerly of the twin stocks appears to be comparatively inert and without obvious relation to mineralization. which

The plant of the Electrolytic Zinc Company of Australasia Limited, situated at Risdon on the estuary of the River Derwent, near Hobart, was designed and erected primarily to produce high-grade zinc from zinc concentrates produced by the mines of Broken Hill, N. S. W. Consequently the metallurgy of the process has been influenced in its development by the peculiar characteristics of the Broken Hill concentrate, which on treatment gives into solution relatively large amounts of cobalt, manganese and silica. The Risdon works (Fig. 1) produces high-grade electrolytic zinc, leaded electrolytic zinc, zinc dust, cadmium, sulphuric acid and superphosphate. This paper, however, is concerned only with the zinc plant and process. Roasting The roasting of raw concentrate is not a major feature of Risdon's process, and in this respect practice is unlike that of most zinc plants. The roasting is mostly done on the Australian mainland at centers where the sulphuric acid made from the roaster gases can be used for superphosphate manufacture. A small amount, approximately 40 tons per day, is roasted at Risdon, acid being manufactured from the gases. The amount that can be roasted there is limited by the acid requirements of the zinc plant and of the superphosphate plant. Roasting is not carried to completion at the mainland plants, and the product, known as preroast calcine, largely constitutes the raw material for the Risdon zinc plant. It contains about 6 per cent of sulphur as sulphide. Roasting is completed at Risdon for reasons that are set out later in this paper. The zinc plant proper is divided into four main divisions: (1) final roasting division, (2) leaching and purification division, (3) electrolytic division, (4) melting and casting division. There are two subsidiary divisions—the cadmium division and the preroast, acid and superphosphate division.

New Mexico retained its position in 1938 as the sixth largest oil-producing state, with a total production of 35,510,176 bbl. This was 2,875,598 bbl. less than the 1937 production of 38,485,774 bbl., or a decrease of 0.077 per cent, which was caused by the lack of pipe-line facilities and storage at the pipe-line terminals. The production for Lea County (excluding Maljamar) was 32,926,788 bbl.; for Eddy County (including Maljamar) was 2,225,411 bbl.; and for northwestern New Mexico (San Juan and McKinley Counties), 357,977 bbl. The average daily nonmarginal well allowable for Lea County on Jan. 1, 1938, was 65 bbl. At the close of the year it was 49 bbl. The average daily pipe-line runs for domestic consumption were less than the state allowables recommended by the United States Bureau of Mines. There was a demand for Artesia crude for foreign export, which if included in the daily production for New Mexico would be slightly in excess of the daily production recommended for New Mexico by the Bureau of Mines. The daily average production for the year was 97,329 barrels. There were 622 completions in the state, of which 520 were oil wells; 16 hydrocarbon gas wells; 5 carbon dioxide gas wells, and 81 dry holes. Of the dry holes 38 were in or near-by proven fields and the remainder, 43, were wildcats. Five new fields were discovered in New Mexico during 1938, three in Lea County and two in Eddy County. Southeastern New Mexico Lea County.—The Monumcnt field was the largest producing field in Lea County, with 9,440,334 bbl., and was closely followed by the Eunice field with 8,872,335 bbl. The Hobbs field was third with 5,010,414 bbl. The greatest activity in Lea County was in the Vacuum pool, with 129 completions, of which 126 were oil wells and three were dry holes. The Texas Company completed its Corbin NO. 1 in the KW 1/4 SW1/4 sec. 10, T. 18 S., R. 33 E. in August. This well was drilled to a depth of 5118 ft. in a white sand, encountering salt water. It was plugged back to 4315 ft, and pumped 43 bbl. of 36" gravity oil in 12 hr. It was approximately 6 miles southwest of the closest production in the Vacuum

INTRODUCTION Additional work has been done on the CIP circuit at Creede, and a brief description of this work is presented in this paper. DREDGE The original dredge for the Bulldog was built by Al Hack, Inc. of Denver. The dredge cutter head is mounted on a boom made of 6-inch diameter pipe which is raised and lowered by a cable-pulley system. Maximum cutting depth is 8 feet. Slurry from the dredge flows through a floating 6-inch diameter pipe supported on 55-gallon drums which runs from the dredge to the shore and then to a trash screen and pumping system. See Figures 1 and 2. The cutter head, suction pump, winches for dredge movement, and all other operations are controlled from a small operations house located toward the rear of the dredge. All of the basic dredge equipment is mounted on a chassis about 8 ft x 16 ft in size. Additional buoyancy was originally provided by sealed 55-gallon drums supported along the sides of the chassis by a small wooden framework. Additional framework and barrels on the front of the chassis on either side of the cutter boom provided additional stability, particularly when digging in hard material. The dredge was quite stable, but two problems were apparent. For one, it could have been sunk by someone from the shore firing a rifle into all of the barrels. THE first and most important thing that affects the majority of lead producers in the Rocky Mountains and the western mining regions is that zinc in an ever-increasing degree is inseparably associated with the lead. The Sullivan mine in British Columbia is not only a great lead mine, but also a great zinc producer. This mine could not reach its full measure of productiveness, nor was its great value established, until a reasonably good physical method was developed for separating the lead from the zinc prior to the recovery of each metal by an appropriate process. The western metallurgists and also metallurgists in other parts of the world have long faced the lead-zinc problem. This for many years stimulated a great deal of experimental work looking toward the development of a physical or chemical method of separating lead and zinc in concentrated form from complex ores. Space will not permit of going into this work in detail, but it is sufficient to say that with but few exceptions the western lead smelter continued smelting charges many times too high in zinc for the most efficient operation of lead furnaces. The zinc was not only lost, as the zinc content of many a western slag dump bears mute testimony, but the cost of lead smelting was increased by reason of the presence of the zinc. The owner of the ore under these circumstances could be paid nothing for the zinc and, indeed, he was penalized for it
