MOTHER example of the broad field that is covered by the mining industry is the recent erection by the Phelps Dodge Corp. of a modern hospital building at Douglas, Ariz., and an identical one at the rejuvenated mining town of Morenci. Managers of even small mining properties are often called upon to build schools, houses, stores, maybe a jail, and provide sanitary arrangements, possibly the while acting as mayor of the town. Those who direct larger properties may have to build hospitals, as in the present instance, construct sewage disposal plants, and sometimes even build and manage railroads. A mining camp achieves its reputation among mining men not entirely by the grade or amount of its ore, or the skill of the operating staff in mining and milling it at a profit-the operation soon acquires a reputation as either a desirable or an undesirable place to live, regardless of its remoteness from what is euphemistically termed civilization. Such a community is indeed fortunate if it can boast of a good hospital.

THIS is a metallurgical war. More than ever before, the mechanized forces and the air-borne warfare are deciding campaigns. Both of these are primarily dependent upon metals. There are two ways of increasing the effective supply of these metals when the demand is greater than the total over-all supply. The American custom, when a shortage of anything develops, is to get more. In the case of some nonferrous metals this has been done. For example, our potential peak output of magnesium will be almost one hundred times the prewar production. Output of aluminun has also been tremendously increased, and production of other metals is being stimulated by every possible means. Our enemies, however, have another successful method of increasing the effective supply of a material, and that is, to eliminate entirely all nonessential uses, and also to use, in essential applications, alternate materials wherever possible. Sometimes, ersatz material is inferior to the original, and consequently does not do the job as well. Often, however, it has been found superior, and many substitute items are now being used both by industry and by the military which will continue even when the original material again becomes available.

The existence of mineralized ground in the area near Lake Chelan has been known since 1887, when Major A. B. Rogers, a locating engineer for the Great Northern Railway, came up Lake Chelan to Railroad Creek in search of a pass over the Cascade Mountains. The steep mountainsides near the crest of the Cascades proved too difficult for railroad construction, and the project was abandoned. Upon his return to Seattle, Major Rogers apparently told his friends, the Denny family, about the large, red, oxidized patches he had seen on the valley walls along Railroad Creek. The Dennys, being true pioneers in spirit, grubstaked J. H. Holden to explore the area and to stake any promising mining ground, and thus began the chain of events that culminated in the construction of the plant that is now known as the Chelan Division of the Howe Sound Company. Holden staked the first group of claims in 1892. Soon afterward, A. H. Murdock, who was then a storekeeper in Chelan, and who is still living at Waterville, and his partner, W. P. Robinson, staked adjacent ground. These two groups of claims formed a substantial part of the mining property being worked today. During the period from the original staking in 1892 up to 1928, when the Britannia Mining and Smelting Co. optioned the property, many attempts were made to bring the property into production, through the formation of several stock companies and by examination and testing by engineers from several well-known mining companies. Although the Britannia organization optioned the property in 1928, not much was done until 1930, when a subsidiary was formed—the Chelan Copper Mining Co.—to explore further the possibilities of the ground. Some work was done during the next few years, but it was not until March 1937 that the Chelan Division of the Howe Sound Co. took over with a program of "full speed ahead," and active development of the mine and construction of the complete plant was begun, including docks, tug and barges, 54 miles of power line, 11 miles of road, mill, shop buildings and complete camp. Production began in April 1938, and has continued without interruption, except for regular change days and holidays and a six-weeks strike in 1939. This interval of time has seen the gradual evolution of a mine and mill originally planned for a rate of 1000 tons per day into a compact operation that last year averaged 2264 tons per operating day. This operation, although rather small when compared with the large copper producers of the Southwest, is important to the state of Washington for several reasons: It has provided employment for several hundred people continuously since construction days in 1937; it has helped materially in the war effort, through production of vital copper and zinc, without which no war can be won; and last, but not least, it has conclusively refuted the old pessimistic arguments that a successful mine would never be found in the Cascade Mountains of Washington. A flotation plant was placed in operation in 1945 at the Tamaqua colliery of the Lehigh Navigation Coal Co. Inc., to recover fine anthracite which is discharged from the cleaning plant with the washery water.‡ In addition to the recovery plant, facilities were provided for the complete clarification of the washery water, recirculation of this clarified water for breaker use, and disposal of the refuse solids in a waste impounding dam. Fig I shows a view of the settling tanks and the flotation plant. Flow Diagram The flow diagram for the complete recovery project is given in Fig 2. All the waste water from the cleaning plant is collected in a sump A outside the breaker structure, from which a 7000 gpm pump B delivers it through a 16 in. line to a 75-ft diam hydroseparator C. The hydroseparator, acting as a classifier, is set to give a separation at approximately 200-mesh. The minus 200-mesh overflow is discharged by gravity into the 180-ft thickener D for final settling of the solids. The classifier underflow sludge is pumped to the flotation plant by a 6-in. quadruplex diaphragm pump E. A 10-ft diam hydroseparator F is used to make a second classification on the sludge solids at approximately 28-mesh. The underflow from this classifier containing the coarse particles is elevated by a 6-in. diaphragm pump G and is discharged on two 4- by 6-ft vibrating screens II. These screens are dressed with approximately 28-mesh cloth. Screen oversize product flows directly to the centrifuge that dewaters the cleaned froth. The screen underflow and the overflow from the 10-ft classifier flow to the flotation circuit. The flotation feed is conditioned in a 12 by 12-ft agitator tank J at a pulp density of I:2.33 (30 pct solids). Reagents are fed to the circuit by reagent feeder I. The conditioned pulp is then diluted to a pulp density of approximately I: 5 (18 pct solids) and is fed to two banks of four 100-cu ft froth flotation cells K for primary coal recovery and cleaning. Additional reagents from reagent distributor L are added to the feed weir-box of Nos. 2, 3, and 4 cells of each bank of flotation machines. Clean coal removed from these cells flows directly to the clean-coal sump. Dilute tailings from the primary cells is re-thickened in a 30-ft diam thickener M and is then retreated in a scavenger circuit for final recovery of coal. The scavenger circuit consists of a 6- by 6-ft agitator tank N and two banks of four 24-cu ft froth flotation cells 0. Coal froth from these cells flows to the dewatering equipment and the tailings flows to a vertical refuse pump which delivers it to the 180-ft diam waste thickener D. Dewatering of the coal products is accomplished in a 54- by 72-in Bird centrifugal filter P. The cake product is dropped onto a conveyor and is loaded

Tailings dam construction and operation of Rosario Dominicana's gold/silver mine in the Dominican Republic is described. Impoundment of 8.5 kt/d of cyanide-process tailings is required in an intensive agricultural area which is also an earthquake and high rainfall zone. The earthfill embankment dam, incorporating internal gravel drains, is described together with methods of construction used. Methods of tailings transport, solution reclaim, and runoff water diversion that have evolved are discussed.

The development of a new gar lift valve has removed many of the obstacles limiting over-all gas lift efficiency. The valve is pressure charged in place in a well, and operating pressure can be changed without pulling. Temperature and gas gradient compensation have been eliminated. Intermitting and constant flow installations, using conventional pressure-charged valves, are compared with designs incorporating the new automatic stabilizer controlled valve. Specific well performance data are presented. The means of obtaining and controlling multiple-point injection of gas are explained and contrasted with single point injection. The effect on small diameter strings and multiple string installations is discussed. The effect of flowing temperature gradient on a design using conventional pressure-charged valves, the limitations imposed by such temperature, and the obvious benefits which result from the use of automatic stabilizer controlled valves are shown. Reduction of gas requirements is stated mathematically and demonstrated with specific examples which are identified as to oil company and well. Increased fluid recovery resulting from greater drawdown is illustrated. The economic advantages are mentioned with emphasis on reduction of capital expenditures, as well as reduction in operating expenses. INTRODUCTION Much of the engineering and research work performed with gas lift has been based upon the supposition that under producing conditions gas would be injected at a single point in a well. Many tests were performed in determining the optimum size of the opening through which gas would be passed and the exact placement of the valve equipment. The objectives in a gas lift installation are to unload the well and to efficiently produce the well after it is unloaded. Until recently, the function of upper valves was simply to unload the well. An operating valve located at a proper place in a well served as a single injection point for lifting liquid to the surface. The basic problem in using such equipment is to arrive at operating depth with sufficient operating pressure to efficiently lift the liquid. Few gas lift installations are designed with all required well data available. However, regardless of the quality and availability of data, and regardless of the accuracy of the design, there is the practical problem of preparing and placing gas lift equipment in the well in exact accordance with the plans and intentions of the engineer. In recognition of these and many other problems, attention was directed toward a means of removing the need for temperature and gas gradient compensation, a way to change the gas lift installation to meet the changing requirements of the well itself, and a manner of compensating for changes in oil-water content, fluid volumes, PI, and bottom-hole pressure resulting from flood or repres-suring activity. A device which could actually set and change the operating pressure of gas lift valves in the well would meet most of these needs. There now exists a new gas lift valve which fulfills the original objectives and in so doing actually accomplishes much more. With this device, called an Automatic Stabilizer Controlled valve, there is an exact matching of valve operating pressure and well conditions. Gas is injected at more than one point in the well, thereby making controlled multiple-point injection of gas a reality. Installation calculations are materially simplified and the need for basic temperature and gas gradient data no longer exists. Section I—The Automatic Stabilizer Controlled Valve The operation of the ASC valve is more easily understood by first studying a conventional pressure-charged valve and then inserting the stabilizer element to observe the changes which result. Fig. 1 is a schematic of a conventional precharged pressure-operated valve. The pressure in the dome pd, acts downward, against the area of the bellows A,, to hold the valve closed. The resulting force Bf plus the spring effect of the bellows Sf represents the total force acting to close the valve. Correspondingly, the tubing pressure ptbg works upward against the port area Atbg and the casing pressure pc works upward against a portion of the area of the bellows

Rapid growth of the aluminum industry continued through 1948 with an acute shortage of the metal in all forms marking the year. Estimates based on shipments made during the first nine months indicate that, in 1948, the industry shipped more than two billion pounds of aluminum products or roughly four times the amount shipped in the greatest peacetime year prior to the war. The rapid expansion of the aluminum industry is particularly reflected in the production of sheet. Last year, the industry as a whole shipped an estimated 40 per cent more sheet than was produced in the peak war year of 1944.

As I drove in from the airport on Sunday somebody said 'On the right you will see Duntroon, which is the military training school of Australia.' So I asked the driver, where did they get that name? 'Oh,' he said, 'from some people who built a house there. That was it's name- Duntroon.' It strikes a note with me because, that's the name of a 12th century castle on the west coast of Scotland where I spend what leisure hours I have and, therefore, it establishes the long connection between Australia and my native land. There is also a story I should tell you about the oil industry and its upsurge in Scotland recently which has resulted in great prosperity. And in Edinburgh, the walls of the banks are bulging-because of the incursion of foreign exchange and other resources. Charlotte Square, as some of you know, is the centre of the Scottish financial world and at one of the corners of Charlotte Square, where ho streets intersect, there are three stores-three emporia on the ground floor. Two of them at opposite corners are banks: The Royal Bank of Scotland, and not to be beaten by that, The Bank of Scotland. But the third building is occupied, or was occupied, by a furniture store over many years-very high-grade, high quality furniture that the elite of the Edinburgh society always supported. And suddenly, the store was cleared out and in came a bunch of carpenters and other people busily engaged in rebuilding the store, and finally the new tenants arrived on the scene.

I. INTRODUCTION. AT the Seventy-sixth meeting of the Institute, held in New York, N. Y., February, 1899, I presented a, paper on this subject entitled, Coal-Cutting Machinery,' which has become somewhat out of date, in view of the decade's development in this feature of the coal-minim industry. It should be explained that the present paper is limited to the use of mining-machines in bituminous mines. Practically all of the anthracite mined is ?shot from the solid," no undercutting being done. Anthracite-mining is therefore not considered in the statistics or other references. The statistical record as compiled by the United States Geological Survey shows that in 1898, the year preceding the presentation of my former paper, there were 32,413,144 short tons of coal undercut by the use of machines. In 1907 the machine-mined coal-product amounted to 138,547,823 short tons. In sympathy with the general decrease in coal-production during 1908, the output of machine-mined coal decreased to 123,183,334 short tons, but the proportion of machine-mined coal to the total output, nevertheless, showed an increase, from 35.1 per cent in 1907 to 37 per cent in 1908. In 1898 only 19.5 per cent. of the total product was undercut by the use of machines. The number of undercutting-machines in use in the bituminous mines of the United States has increased from 2,622 in 1898 to 11,144 in 1907, and to 11,569 in 1908. The total production of bituminous coal in the United States in 1908 was almost exactly double that of 1898, while the machine- * Published by permission of the Director of the U. S. THREE surface activity procedures are in com--L mon use for the determination of diffusion coefficients in solids. In the oldest of these' the activity observed at the original surface is compared before and after diffusion, where all the activity is in a thin, plated layer on the surface before diffusion. Partial absorption of the radiations from active atoms which have diffused below the surface reduces the effective activity after diffusion. The formula employed to calculate the diffusion coefficient is where F, is the ratio of final to initial activity at the surface, measured with identical counting geometry; Z=u3Dt, where D is the diffusion coefficient; t is the diffusion time; and u is the absorption coefficient for the radiation in the solid as defined by Lambert's law. This absorption law implies that all the rays are parallel to each other and normal to the specimen surface. This assumption of a collimated beam used by Steigman, Shockley, and Nix has been adopted by all other investigators and, although it gives results which are approximately correct under restricted physical conditions, it does not represent many actual circumstances. It is the purpose of this paper to show the importance of the divergent rays and to indicate a procedure for taking them into account. In the residual activity method the activity is determined on a series of surfaces ground on the specimen at progressively greater depths in the diffusion layer parallel to the initial surface. Gruzin2 has de- rived a formula for this procedure, which may be put in the form where I is the ratio of the activity measured at a newly ground surface at distance k below the initial surface to the activity at the initial surface measured after diffusion, and K= k/2p Dt. A third procedure involves the autoradio-graphic determination of activity on a plane ground at a small angle to the initial interface through the penetration zone. Aut oradiography can be particularly sensitive to the oblique rays. Unlike most counters which detect essentially all ß particles or X-rays which enter the active volume as a single event, the photographic emulsion may be thin enough so that oblique rays with longer path length in the emulsion produce more darkening than rays which move normal to the film plane. Consider a plane containing a source of radiation uniformly spread over a circle and a point counter located on the perpendicular through the center of the circle. As the counter moves along this line, the total angle 6, at the counter subtended by the specimen will vary. For a fixed counter distance, let 6 be angle between the counter axis and the line connecting the counter to a point P on the active plane. If an absorber of thickness X is interposed parallel to the source between counter and source, the ray from point P to the counter will pass through an absorber thickness X secant 6. STORAGE of natural gas in underground reservoirs is one of the most important developments in the natural gas industry in recent years. However, it is only when we consider this development together with proved fuel reserves, the know-how of the fuel technologist, and the possibility of making manufactured gas available over large areas, that we begin to appreciate fully the impact that underground storage of gas may have on the future growth and development of large areas in the United States. During the past winter, shortages of natural gas in the industrial East were given wide publicity and domestic consumers were requested to reduce their requirements to a minimum, so that war plants might have sufficient gas to continue operations. Curtailments would have been more drastic except for the fact that large volumes of natural gas had previously been stored in underground reservoirs. Storage of natural gas in depleted or partly depleted gas or oil sands is not new, having originally been tried, as far as I know, about 1915. About five or ten years later an attempt was made to store manufactured gas in a depleted gas sand. This proved unsuccessful at first because the gas was not properly cleaned and the impurities plugged the pores in the sand.

SEVERAL important changes have been' made during 1933 in the compilation and distribution of technical literature to those interested in nonferrous physical metallurgy. The Institute of Metals, of Great Britain, announced that preprints of all its papers would be distributed monthly to all members in combination with their bulletin of abstracts. The A.I.M.E. has announced that it will distribute to all members of the Institute of Metals and Iron and Steel Divisions a monthly bulletin entitled Metals, which will carry preprints of all publications of interest to the members of these two divisions. The American Society for Steel Treating has declared its intention to change its name to the American Society for Metals in order to indicate the broader scope of its activities. The abstract service of Metals and Alloys has been improved and expanded, covering practically the entire field of metallurgical literature. These changes and innovations now provide unparalleled reference service entirely in the English language.

The plight of the Japanese mining business is pitiful. Coal mines were given the highest priority for all materials they needed, yet between the end of the war and June 1948, the government was obliged to subsidize them to the extent of 22 billion yen, this being the difference between the consumer's price and the producer's price. Most of the metal mining companies have been operating at only one fifth to one third of war-time production rates, and financial losses have been terrific. The chief difficulties have been a plethora of office workers and a dearth of equipment, supplies, and miners. The principal material needs at metal mines are steel rails. cars, plates, nails, rubber hoses, and belting, to say nothing of modern core drills which are totally lacking. Until recently the great shortage was in coal; for lack of fuel the smelters and factories failed to produce the very metals and equipment now needed to operate the mines. Nation-wide shortages have created a monstrous inflation of prices throughout all the economy, currently amounting to 200 times the prewar figures. TO operate the bituminous coal industry in the United States in 1929 cost $770,237,000, of which $30,739,000 was paid for purchased power and $34,947,000 for new machinery and equipment. Equipment aggregated 3,124,000 hp. A mining industry that spends $65,000,000 a year for power and machinery is likely to be fairly well mechanized, and when the machinery in use takes three million horsepower to drive it, the probabilities are that mechanization has been in progress in at least some of the mines for quite a few years. Mechanization in its broadest sense implies machine cutting, power drilling, mechanical loading, electric haulage, mechanical sizing and cleaning, and lesser applications of machinery to mining operations. But the introduction and development of mechanical loading has been the feature of coal mining recently and its extraordinary progress is causing great changes within the industry. First, let us look at the records. The quantity of coal loaded mechanically in bituminous mines was:

THE first year to which the Revenue Act of 1936 has applied is now passed. It is appropriate to try to give some calm thought to the plan of Federal income taxation as now imposed and what it will mean to the business and industry of the country if this plan of taxation is continued unchanged. Whether or not we like to pay these taxes is beside the point. Taxes are high and may be expected to be high for many years. The important question is whether the taxes to be imposed will destroy or injure business enterprise and development, and, in so doing, lower the standards of employment, living, comfort, and welfare of our people. The power to tax is the power to destroy. That destruction may come suddenly as a cyclone, or slowly as dry rot. What, if any, features are there in the present plan of Federal income taxation that have these destructive tendencies? A few of the points follow that seem to call for consideration.

MINERAL industry activities have not been seriously hampered by a lack of men with higher training. The balance between opportunities for employment and advancement and available personnel has been a happy one, with enough competition to stimulate effort but not the unfortunate conditions arising from an overabundance. of employment seekers. Nearly all mineral industry educational institutions have been concerned about the falling enrollment in mining and metallurgical courses of study during the past decade. But industry has drawn upon a supply of many types of technically trained men apart from those who prepared their careers specifically in the mineral industry. Some schools have made this possible by uniting geologists, mineralogists, and others with students in mining and engineering. On the other hand, some schools have combined their department of mining engineering with an over-all engineering department and continue to send their graduates into the mineral industry by another route. On the whole, this seems to be a good trend and is likely to result in men better trained for current problems than would have been possible under the older rigid curricula.

FAR north of the Arctic Circle is a totally industrial community which until 1945 could not boast a single specimen of the rat family, and where today you will be awarded a bottle of fine cognac for every rat-dead or alive.
