Notwithstanding the growing importance of this subject, no work specially devoted to it has hitherto been published. Having had to inspect during the last twenty years nearly a million tons of iron and steel rails for various countries, I have obtained experience of what rail manufacturers can practically execute, as well as of what railway engineers practically require. Bearing these two points in mind, I have from time to time published observations with a view to unite both interests,—that of the producer and that of the consumer,—and to reduce the specifications and the forms of sections to standards, or types, in order to facilitate the execution of the works and to improve the construction of permanent way. The Swedish government railways, as well as private companies owning railways in Sweden, Norway, and Denmark,.have during the time above mentioned consulted with me and intrusted to me their rail inspection. I therefore owe to these countries much of the opportunity which I have enjoyed of gaining experience and position. Next to Sweden, America is the country which has most liberally favored me with its confidence in placing these matters in my hands. Through circumstances not under my control there has been little exportation to, and less work done by Europe for, America during the last six years; but the recent revival of the rail trade has been the more gratifying to mo, seeing that almost all the importers of American rails are still specifying for the Sandberg rail sections and inspection. It is therefore with feelings of gratitude that I now beg to lay before the American Institute of Mining Engineers, and I hope, through that body, before the American railway world, the results of some experience which I have gained in the execution of work for their country, and which therefore belongs rightfully to

THE Boston and Colorado Smelting Works are situated in the town of Black Hawk, Gilpin County, Colorado, on the Clear Creek Narrow Gauge Railway, 55 miles from Denver, in the Rocky Mountains, at an altitude of 7800 feet. It was one of the first works erected for the metallurgical treatment of gold ores, and the only one established in Colorado on a large scale which has been uniformly successful. Both gold and silver ores are treated, and gold, silver, and copper produced. The lead is not separated from the ores nor paid for, if it exists, and is entirely lost in the residues. The works were planned and built by Professor Hill, formerly Professor of Chemistry in Brown University, Providence, R. I., and is still managed by him, assisted by Mr. Richard Pearce, formerly professor in the School of Mines at Truro, England. They are very advantageously situated with regard to the ore-producing regions, having Boulder County on the north, which produces, besides ordinary gold ores, a series of tellurium minerals, such as altaite, sylvanite, and hessite, which are very rich in gold and silver. They are associated with copper and iron pyrites, blende, galena, and the carbonate and oxides of iron. Gilpin County itself produces for the most part the pyrites of iron and copper rich in gold, with a small quantity of galena and blende, which is rich in silver. TWELVE years ago, a meeting of coal-mine operators, mining engineers, oil and gas operators, Bureau of Mines engineers, geologists and state mine inspectors took place in Pittsburgh, Pa. for the purpose of discussing, and solving if possible, the problems in connection with the drilling of oil and gas wells through or near coal mines and through the future coal reserves. Proposed regulations were drafted and presented at that meeting by 0. P. Hood and A. G. Heggem of the Bureau of Mines.1There was considerable discussion of the various articles, practically all of which appear in Bulletin 65, but unfortunately the interest aroused at that meeting was short lived. Practically none of the important coal-, producing states gave the matter the consideration it should have received at that time. REASONS FOR AGAIN RAISING THE QUESTION Notwithstanding the marked progress in, safety work, coal mines still have an unenviable reputation for mine explosions. Our mining laws have become stricter and the enforcement, especially in Pennsylvania, more sternly carried out, but what good will come from a rigid carrying out of the mining laws if some source of danger exists all around the mines, over which the operators have no control? It is hardly necessary to recite all the cases of natural-gas explosions published in Bulletin 65, but with some of them I am especially familiar. In 1912, while making one of my usual Sunday visits to the Miners' Hospital, at Fairmont, W. Va., my attention was called to a patient in a horribly burned condition. He was swathed in bandages so that no part of his face and hands were visible. He had not then been informed that his two sons, mere boys, had died of the burns they had received in the same accident. This explosion was due to natural gas leaking into a country mine at Peora, Harrison Co., W. Va.

This chapter deals with those types of silica raw materials that have been segregated and refined by natural processes into nearly monomineralic deposits and hence, by virtue of their high degree of purity, have become the sources of commodities having special and somewhat restricted commercial uses. In some instances, these raw materials occur in nature as unconsolidated quartzose sand or gravel and can be exploited and used with very little preparation and expense. More often, they occur as sandstone, conglomerate, quartzite, quartz mica schist, or massive igneous quartz which must be crushed, washed, screened, and sometimes chemically treated before commodities of suitable compositional and textural characteristics can be successfully prepared. The occurrence and distribution of silica raw materials is summarized and an effort has been made to bring commodity definitions, critical properties, and specifications up to date. Presentation of mining and processing methods is considered beyond the scope of this article; they are, for the most part, conventional and well known. New production techniques are currently reported in the trade journals and are later adequately described in technical publications as promptly as competitive restrictions allow. Discussion on Basis of Use ABRASIVE USES Industrial silica used for abrasive purposes falls into three main categories: (a) blasting sand; (b) glass-grinding sand; and (c) stone-sawing and rubbing sand. Blasting sand is a sound closely-sized quartz sand which, when propelled at high velocity by air, water, or controlled centrifugal force, is effective for such uses as cleaning metal castings, removing paint and rust, or renovating stone veneer. It is commonly referred to as Sand Blast sand. Multicycle quartz sand is an efficient blasting agent by merit of its survival characteristics which are soundness, toughness, and hardness. Steel grit and shot have supplanted it to a large extent but owing to their higher cost and tendency toward deterioration in storage, are still not universally used. It is conceded that angularity promotes faster cutting but this is offset by a higher loss in fines. The peening action of a rounded grain is a desirable feature in achieving a satin finish for certain light metal castings but a subangular grain is unsurpassed for fast heavy cutting. Specifications are chiefly based on size frequency distribution but it is mandatory that the grain be free of adhering clay or irony coatings. Material that dusts upon handling will not be tolerated. There is no uniform trade designation for the many blasting sand grades. Most producers sell on the basis of numbered grades; that is, No. 1, No. 2 and so on, this generally connoting fine to coarser grades. Designation of grade by the two sieve sizes between which most of the material lies, is practiced in some areas. Thus, in a No. 1220 grade, 98 pct of the material passes a 12 mesh sieve and is retained on a 20 mesh sieve. Blasting sand specifications vary according to use. Coarse grades range from 4 mesh to 12 mesh, medium grades range from 12 mesh to 30 mesh, finer grades may range from 20 mesh to 100 mesh or finer. IT is always a pleasure for me to join in the Ameri-can Mining Congress, for not only has my own professional life been closely linked with the industry, but the Secretary of Commerce is specifically enjoined in the organic act creating the office to promote and foster the interests of the mining industry. And it is a vital part of our national life. It is one of those indus-tries without which. the nation could not go on for a week. It ranks second only to the agricultural industry in its contribution to our raw materials. Its production amounts to nearly 6 ½ billions annually, providing direct support to probably ten millions of our people through employment to about two million workers. But the in-dustry has a greater importance than even these figures indicate, for with agriculture, forestry, and water power it furnishes the raw materials upon which the whole work of our civilization rests. When the raw ma-terials of our mines emerge. from manufacture with the added expenditure of labor and capital upon them, they have a wholesale value of over fifteen billions of dollars. And in this, the second stage of their application, they give employment to another two million workers and support to about ten million more of our people. A large portion of these manufactured commodities must filter through the retail trade; their total value when delivered to the consumer exceeds twenty billions of dollars. And from this distribution arises the support of many more millions of our people. It is estimated that the products of agriculture when they reach . the consumer, with transportation, manu-facturing, and distribution costs added, have about the same value as the mineral industries-each of them thus contributing about one-quarter of our total na-tional income. No other continent has demonstrated its possession of such a magnitude of minerals as has ours, and such a bountiful distribution over our whole land. But our mineral resources differ in one essential from our other natural resources-they are not renewable. Agricul-ture, forests, and water power replenish their supplies from season to season. Some people conclude from the non-renewable character of the mineral supply that they must shortly be exhausted. The practical question is ,one of time, and time in these matters needs to be measured in generations, and apprehension of exhaus-tion needs to be tempered with many probabilities in-cluding the advance in technical methods of extraction. In some of our minerals, such as coal, iron, and building materials we can, through a knowledge of their geologi-cal structure and occurrence, make fairly good estimates of our reserves. We. know that they will outlast many generations of Americans. In non-ferrous metals and oil, geology affords us no great basis for an estimate of future supply. We only know of the occurrence of minerals of this type by actual exposure of them, and we can thus make no estimates except upon reserves which have been proved by actual development by the process of mining. To develop them ahead merely for national satisfaction of assured future supply would imply an unbearable waste of capital. The consequence is that in these groups there is never a demonstrable assurance of more than a few years' supply ahead of us. Yet we have never failed from year to year to find new deposits and extension of old deposits.

During the past year (1967-68), there have been many instances of either partial or complete failure of a tunnel-support system. It looks like the art is in a pretty sad state, but as long as we permit the field of tunnel design to remain basically an art, that's about what we can expect. The application of scientific principles to tunnel design involves much more than assigning values to a series of factors in an equation. I am reminded of the case where the engineer calculated that steel ribs with struts were required to support a horseshoe-shaped tunnel in firm ground. The contractor had driven several hundred feet without installing the struts when the engineer visited the job. When he was informed that the struts had been left out, he fled the tunnel in alarm. As one authority has so aptly put it, "There is far too much calculating and too little observing." Initially, one might think of a tunnel support as a structural member, such as a strut or arch which is installed in order to support some definite load. Similarly, a tunnel lining might be considered as a treatment of the interior surface of the tunnel in order to produce desired aesthetic, hydraulic, or architectural results, or to serve a protective function. Actually, many linings, such as a concrete lining, serve a dual purpose and support a load as well as satisfy other requirements. Not too many years ago a tunnel, during the driving or excavating stage, was considered to be either supported or unsupported. In recent years, however, several techniques have been developed, which by helping the tunnel to support itself, permit the elimination of separate structural support. Since these techniques in many cases actually become a substitute for the conventional types of supports and linings, a state-of-the-art review would hardly be complete without including them for consideration. Thus, for the purpose of this discussion, we shall define tunnel supports as any system or technique which effectively maintains the integrity of the tunnel opening. As elaborate discussion under this heading formed a chapter in one of the reports made by Professor Raymond as Commissioner of Mining Statistics." In a subsequent report? was printed a paper., by Mr. William Main, Jr., of Columbia, South Carolina, containing a theoretical investigation into the effect of the velocity of impact on the effective ditty of stamps. A visit to the Lake Superior copper region last summer suggested an inquiry into the relative efficiency and economy of the enormous steam stamps of the copper-mills, as compared with the results obtained with the cam and tappet stamps commonly used in the West. The atmospheric stomp used at the Phoenix Mill promised to add interest to the inquiry, as giving an example of unusually high speed, this stamp making 160 drops per minute. In introducing his subject Dr. Raymond makes the following remarks, which are quite apropos of the present investigation: "In considering the economical application of stamping machinery, we meet, at the beginning, with serious difficulties in obtaining accurate data for comparison. The weight and fall of stamps vary as the shoes and dies wear out; and this may lead to a change of speed also. Moreover, defects in engines, boilers, or machinery for the transmission of power, may occasion serious losses, which cannot fairly be charged to the arrangements of the stamps proper. Again, the capacity of stamp-mills is directly dependent, in some degree, upon the nature and extent of discharge, fineness of screens, and other peculiarities of the battery. Finally the hardness and tenacity of the rock crushed varies so much that comparisons between different localities cannot be implicitly trusted. The safest experiments are those made in the same mill, by changing first one arid then another condition of working; but this is seldom possible for such

This study was undertaken primarily to determine the reasons for certain varia-tions in the soundness of gravel aggregate taken from a number of widely separated points on the Tennessee River. Under laboratory tests, concrete made with these various aggregates it some cases exhibited marked differences in specific gravity, crushing strength and durability. Gravel was studied in detail from Chattanooga to the mouth of the river and to a lesser extent from Chattanooga to Knoxville. The causes of variation were determined, and variational curves were constructed, which accurately predict the composition of aggregate at any point on the river and therefore its relative suitability for use in concrete. The aggregate at any point is suited for making sound concrete; the variance of suitability is due to varying percentages of sandstone and weathered material, which are less sound than other constituents.

IN 1939 Bitter and Kaufmann1 suggested that iron, precipitating from a copper-rich, Cu-Fe solid solution, appears initially as coherent particles of r-Fe which transform to the body-centered-cubic form of iron when the alloy is cold worked. Since then there has been considerable discussion, supported only by indirect evidence, regarding the validity of the concept. For example, Reekie, Hutchison, and Hether-ington2 interpreted the changes in electrical resistance accompanying the aging of Cu-Fe specimens in terms of a coherent 7-Fe precipitate which transformed to the incoherent a-phase during long aging or cold working. Greninger- ound that Cu-Fe alloys which had been water quenched from 1050" and then held at 650°C for 3 hr changed from weakly to strongly ferromagnetic as the aged wire was subsequently cold worked. He also found diffraction lines corresponding to body-centered-cubic iron in Debye-Scherrer patterns given by aged and worked specimens but lines corresponding to only one face-centered-cubic phase in specimens which had been aged but not worked. Knoppwost,' and later Cech and Turnbull,5 found that aged Cu-Fe specimens showed a slight increase in ferromagnet-ism after they had be? cooled in liquid nitrogen. Very recently Denney6 followed the kinetics of the precipitation reaction as indicated by the saturation magnetization, hardness, and diffuse X-ray effects. The experimental results reported by all of the authors mentioned above are readily explained in terms of the Bitter and Kaufmann concept. However, most of the evidence is indirect when used to define the structural changes involved. It was the aim of the present investigation to determine the mechanism of precipitation of iron from a Cu-Fe solid solution in the light of available published information and with additional new and more direct experimental data. Experimental Method At 1060°C copper will contain up to 3 atomic pct Fe in equilibrium solid solution.7 The solvus slopes rapidly toward lower iron concentration, so that at 600°C only about 0.5 pct Fe remains in solution at equilibrium. Below the eutectoid temperature (850°C), the iron-rich phase in equilibrium with the copper-rich solid solution consists of body-centered-cubic a-Fe. Above 850 °C the equilibrium iron-rich phase is face-centered-cubic r-Fe. The alloy to be studied was made by melting electrolytic iron and OFHC copper by induction under vacuum in an Alundum-lined crucible. The metal was held molten for about 5 min, after which time the power was turned off and the crucible was tipped about 70" to promote directional solidification. The resulting ingot, containing 2.5 wt pct Fe by analysis, was clean, large grained, and free of gross segregation. Slices % in. thick were cut from the ingot, rolled to 1/8 in. in thickness, homogenized in hydrogen at 1060°C for 24 hr and, finally, quenched in cold water. Specimens for all subsequent tests were made from these slices. Squares measuring about 1 cm on a side were cut from the slices to make specimens for studying hardness and microstructure. Wires (0.020 in.) for the Debye-Scherrer survey were drawn from 1/8 in. sq rods which had been cut from the homogenized slices. Constant-load creep-rupture tests were conducted in an argon atmosphere at temperatures of 1600 to 2200°F on two heats of iron containing about 0.06 and 0.09 pct P in solid solution. The tests were conducted in the as-cast condition. Stresses were selected to give strain rates approaching those encountered in the hot working of steel, and within the limits of the creep-rupture test apparatus, namely. from about 0.001 to 50 pct per sec. FOR generations, rolling and forging practices have been developed largely by empirical methods, based on prior experience. While largely successful, difficulties are frequently encountered when new or different alloy compositions are tried for the first time. There is need to know the relationships which exist among temperature, strain rate, composition, and other variables on the deformation and fracture characteristics of steels. It has been shown for aluminum and several high-temperature alloys that the deformation and fracture characteristics follow rather well-defined laws and patterns which are closely related to the effects of strain rate, temperature, and composition.1"3 As the melting temperature of aluminum or its alloys was approached, it was possible to study the interplay of work-hardening factors and recovery or recrystal-lization, the latter resulting in improved ductility and increased resistance to intercrystalline fracture. In particular, the effects of composition are very poorly known. Within the meaning of "composition" should be included impurity elements, such as sulfur, phosphorous, lead, copper, and many others, as well as those elements which are added for alloying purposes in iron. The role of multiphase structures, in contrast to solid solutions, should also be studied in much greater detail. high strain rate creep-rupture tests would provide information regarding the deformation and fracture characteristics of metals at hot-working temperatures. It was also desired to establish the stresses which are necessary to accomplish the desired deformation, and to relate these to the strain rate and temperature. Secondly, it was the purpose of this particular study to determine the effects of phosphorus, within solid solution limits, on the deformation and fracture characteristics of iron at hot-working temperatures. EXPERIMENTAL PROCEDURE Two phosphorus levels were selected, one corresponding to the upper limit normally found for commercial steels, and one substantially higher than this, but within the region of solid solubility at the test temperatures chosen for this investigation. Twenty-pound heats were prepared by induction melting electrolytic iron in air in a magnesia lined furnace. After deoxidation with about 0.2 pct Al, ferro-phosphorus was added, and the heats were then poured into prefired silica molds. The purpose of using silica molds was to obtain a slow cooling rate during solidification to produce a relatively coarse grain size, producing a structure subject to some segregation and therefore more nearly characteristic of ingot structures. The major part of the casting assembly provided a large shrinkage head in order to produce sound castings and to promote slow cooling of the specimens. The primary austenitic grain size varied from ASTM No. 2 to No. 00. The composition of the heats, including a low phorphorus melt, used for comparison purposes, is shown in Table I. It will be noted that the oxygen content of the phosphorus containing heats is relatively high, in spite of the deoxidation practice, a condition which is difficult to control in small melts. Creep-rupture tests were nevertheless undertaken when it was noted that this quantity of oxygen did not appear to give results any different from those from a heat containing 0.01 pct 0, low phosphorus and comparable carbon Content;4 see Table 11.

INTRODUCTION Created in 1944 to help rebuild those economies, principally in Europe, which were seriously damaged or destroyed during the Second World War, the World Bank--or to use its correct name, the International Bank for Reconstruction and Development-began its operational phase by making a loan to the Government of France to accomplish two tasks: (i) to import coal for space heating purposes; and (ii) to buy new machinery and equipment to help rehabilitate its coal mines. Once the thrust of reconstruction in postwar Europe was largely accomplished, the World Bank Group (for today the World Bank has three separate lending windows) turned to mobilizing funds to improve living standards in developing countries, which remains its primary goal today. Over this period of time, the World Bank Group has continued to assist the world mining industry in various ways and, since 1955 the World Bank Group has financed mining or mineral processing projects with loans/credits totalling $1.5 billion. The World Bank Group consists of two institutions--the World Bank itself and the International Finance Corporation (IFC), which was founded as a separate institution in 1956 and three separate lending windows--the World Bank, the International Development Association (IDA), and IFC. The World Bank loans are provided at commercially-related interest rates but have grace periods usually of up to 3 to 5 years and repayment periods ranging from around 15 to 20 years. Since the World Bank raises its operating funds on the international capital markets in varying currencies and in varying interest rates, it relends a basket of currencies at floating interest rates which are fixed every six months to reflect the Bank's own borrowing cost. At the present time, the interest rate is just below 10% per year and in addition, a one-time front-end fee of 1/4 of 1% is charged. Also, a commitment fee of 3/4% per year is charged on the undisbursed amount of the loan itself. For loans to industrial and mining projects, it is normal to charge an additional guarantee fee of 1 to 1.5% in addition to the annual interest rate. This guarantee fee is payable to the government of the country in which the project is carried out since, by its charter, the World Bank is required to have the guarantee of the host government for each loan made in a specific country. By far the greatest source of lending funds within the World Bank Group is that of the World Bank itself and for the fiscal year ending June 30, 1984, the World Bank approved loans totalling $12 billion. The second lending window within the World Bank Group is IDA which performs the same functions as the Bank itself and has the same staff. Nevertheless, its loans (called credits) are made on much softer terms and are made to the poorest nations only. IDA funds are subscribed by the wealthier countries, usually as grants, and these are relent as credits to those countries with the lowest per capita income. IDA credits are made for 50 year periods, including 10 years of grace, to the government itself. The credits are interest free, but there is a service charge of 3/4% per year on the amount withdrawn and outstanding to defray the administrative costs of IDA. Credits approved during fiscal 1984 totalled $3.5 billion. The third lending window is IFC. While IFC is a separate corporation and operates quite separately from the World Bank and has its own staff and regulations, it works very closely with the World Bank on its overall approach to the mining sector and to a particular country. IFC's mission is essentially to supply venture capital and to stimulate development of the local private sector in capital markets as well as to promote the international flow of private capital to developing countries. Unlike the World Bank and IDA, the IFC does not lend directly to governments

Secretary's Note.—Mr. Bramwell was born in 1846, at Liverpool, England, his father being English, and his mother American, of Scotch ancestry. Brought to the United States in early childhood, he was educated at the public schools and graduated from the College of the City of New York. He subsequently studied his profession as a mining engineer at the Royal School of Mines, Berlin, Prussia, and was for a short time in the service of the Prussian government at Konigs hutte. Returning to this country in 1871, he was employed during succeeding years as mining engineer, chemist, and manager at various fnrnaces and iron works in Pennsylvania and the Southern States until, in 1883, he became actively engaged in the development of the Flat-Top coal-field of southwestern Virginia, in which region the town of Bramwell was named after him, in recognition of his services as a pioneer of the great industry which he did so much to promote. After prolonged and fluctuating ill-health, he died, July 13, 1894, at Paris, France. At the opening session of the Bridgeport meeting, the Secretary announced his death, and Mr. Pechin, being called upon, made the remarks reported below.— R. W. R. Widely as Joseph Herbert Bramwell was known, I. think I knew him somewhat better than any one else. After finishing his studies abroad, he came to this country, a very young man, seeking an engagement. This was about the beginning of 1871, as I remem ber, and I was then trying to make iron at Dunbar, at the foot of the Allegheny mountains, in Fayette county, Pa. His engaging manner and charming personnel, combined with his letters of intro duction, made me more than satisfied in securing his services as my chemist. At the outset we lived a sort of pioneer life, and for many months he was practically a member of my family, and the affection then formed remained unbroken to his dying day. I vividly recall the circular of April, 1871, signed by Eckley B. Coxe, R. P. Rothwell and Martin Coryell suggesting a meeting at Wilkes-Barre, Pa., for the purpose of forming the American Institute of Mining Engineers. ONE of the most striking features of the coal series passing from peat through brown coal, lignite, etc., up to anthracite is the gradual reduction of moisture content with the increased coalification of the original plant material. Thus drained peat from a bog may contain 90 per cent water, brown coal contain 50 per cent, lignite 30 per cent, while a bituminous coal may contain only 1 per cent moisture. Moisture, therefore, is one of the important factors to be considered in coal classification, especially with the lower rank coals. With bituminous and higher rank coals the moisture content is less satisfactory for classification; it may even pass a minimum value and then increase with increasing rank to anthracite and superanthracite. Coal in an undisturbed seam contains moisture which is an integral part of the coal, but it may also be wet with free, underground water percolating through the seam. Only the former must be considered in evaluating the moisture content of the coal for classification purposes; this will be called the "true moisture" of the coal. When the seam is mined and sampled the sample taken may show the true moisture; on the contrary, it may contain in addition free mine water or, especially in dry, well ventilated mines, it may contain less than the true moisture. Coal contains unstable organic compounds which may decompose, with the production of moisture, when the coal is exposed to air at ordinary temperatures, or is heated with or without exposure to air. The potential moisture of a coal therefore is higher than its actual moisture. The lower the rank of the coal, the greater its instability, as a rule, and the greater the care necessary to avoid oxidation or decomposition in any investigation of moisture content. The majority of coal workers have preferred, on account of the difficulty in evaluating the true moisture of a coal, and for other reasons, to classify coals by analyses calculated to the dry-coal basis. A number of workers familiar with lower rank coals have recently insisted that the classification of such coals can be satisfactory only if analyses on the moist-coal basis are employed. The moisture-holding capacity of coal is therefore intimately connected with coal classification, and in this paper a procedure is outlined for determining the true moisture of a coal.

This paper is a discussion of pelletizing systems developed over the last 15 to 20 years for the agglomeration of fine iron ore concentrates. Five different pelletizing systems are now in commercial use in the U.S., and for the purposes of comparison, estimated operating costs and capital costs for the construction of four of them are included. Capacities of existing commercial plants are examined, together with the anticipated capabilities of plants presently being built or projected. In just 21 years, the art of pelletizing iron ore concentrates has reached maturity with mastery of the separation of finely divided concentrates from low-grade iron ores and their agglomeration into pellets containing about 65% iron. This accomplishment has firmly established an improved feed for the blast furnace, with resulting benefits in faster reduction of burdens and greater economy of operation. The present production capacity of pelletizing facilities in the U.S. is about 20 million tons annually, and it is expected to double by 1970. The rapid expansion of pelletizing in the U. S. has been closely observed in European countries, notably in Sweden and Germany, where pioneer agglomerating techniques were developed early in this century. PELLETIZING PLANTS AND PROCESSES Twelve commercial pelletizing plants are presently in operation in the U. S. and Canada. An equal number are in various stages of engineering and construction, and many others are being considered. The pelletizing systems currently employed include shaft furnaces, horizontal grates using three different airflow arrangements, and grate kilns. The capacity of pelletizing operations in North America is shown in Table I. All of these plants are integrated with the mine, the ore-crushing facilities and the concentrating plant and are equipped with storage and loading-out facilities for the product. Normally, a pelletizing plant is composed of a shuttle conveyor above the receiving bins; balling equipment; a heat-hardening system including the necessary auxiliaries such as furnaces, burners and controls, ducts, fans, meters and instrumentation; fines recovery equipment; and product handling equipment. Also included are the necessary auxiliaries and utilities such as boilers or power plant; oil unloading and storage facilities; coal unloading storage, grinding and distribution facilities; and bentonite or other additive storage and distribution equipment. Shaft Furnaces: Vertical shaft furnaces used in this country are limited to the treatment of natural magnetite concentrates containing minor quantities of residual fluxing elements. Fig. 1 shows a perspective view of the shaft furnace with balling, feeding and pellet-handling equipment. An elevation of a shaft furnace is shown in Fig. 2. A commercial shaft furnace unit is about 45 ft in height with a 6 x 14-ft rectangular cross section and has a nominal production rate of approximately 50 gross tons of pellets per hour. The upper portion of the furnace shaft is constructed of fire brick as protection from the high process temperatures involved. The lower portion of the shaft is lined with abrasion-resistant brick to withstand erosion from the fired pellets. Rectangular-shaped, refractory-lined and insulated combustion chambers are situated on each side of the shaft furnace. Oil or gas is burned to produce high temperature gases which are forced into the furnace through ports located near the top of the combustion chambers. The shaft furnaces operate at a pressure of approximately 6 psi. Pellets are fed into the top of the furnace by a pantographic feeder designed to produce the desired pellet stockline. The furnace is kept filled at all times and pellets are fed and discharged from the furnace at the same rate. In early development, 10 to 12 lb of solid fuel was incorporated in the pellets. However, the main source of process heat is now derived from the combustion chamber gases. In some instances no solid fuel is used. The pellet movement in the shaft furnace is counter-current to the flow of gases. Ambient air is introduced through louvers at the lower end of the furnace, at about 6 psi, cooling the fired pellets and supplementing the heat of the high temperature gases from the combustion chamber ports. INTRODUCTION THE Wisconsin zinc district, or the Upper Mississippi lead. and zinc district as it is also termed, lies in the southwestern corner of Wisconsin, and embraces adjacent portions of Illinois and Iowa. It includes Iowa, Grant, and Lafayette counties in Wisconsin, and Jo Davies county in Illinois. In Iowa, Dubuque formerly produced considerable lead, but there has been little mining there in recent years. The map, Fig. 1, shows the entire district, with roads, railways, streams, and the various towns, or "camps," around Which the mines. are clustered. The hatchwork indicates the areas iii which lead and zinc have been mined. The district is about 60 mi. (96 km.) north and south and about 40 mi. (64 km.) east and west. Not all of the territory is mineral bearing, and there are considerable areas that are believed to be barren. The grouping of the mines is patchy and irregular, though certain broad zones of mineralization extend almost the full width of the district, as from Mineral Point west through Mifflin and Livingston, and from Shullsburg west through New Diggings and Hazel Green. It is worth noting that the best mines of the district have, to date, been found within 10 mi. east or west of the fourth principal meridian line, thus lying within a long, narrow, north-and-south belt extending the length of the district. In a field as large as the Wisconsin, which has only within com-paratively recent time been worked intensively for zinc, the. chances are good for, opening new and important orebodies in parts of the district not yet, or insufficiently, prospected. However, the prospecting has been most successful around, or adjacent to, the old lead diggings of nearly a century ago, and the camps that were well known then are still centers of activity. In their order of importance they are: New Diggings, Benton, Mifflin-Livingston, Galena, Linden, Hazel Green, Shullsburg, and Highland.

AN elaborate discussion under this heading formed a chapter in one of the reports made by Professor Raymond as Commissioner of Mining Statistics.* In a subsequent report- was printed a paper, by Mr. William Main, Jr., of Columbia, South Carolina, containing a theoretical investigation into the effect of the velocity of impact on the effective ditty of stamps. A visit to the Lake Superior copper region last summer suggested an inquiry into the relative efficiency and economy of the enormous steam stamps of the copper-mills, as compared with the results obtained with the cant and tappet stamps commonly used in the West. The atmospheric stamp used at the Phoenix Mill promised to add interest to the inquiry, as giving an example of unusually high speed, this stamp making 160 drops per minute. In introducing his subject Dr. Raymond makes the following remarks, which are quite apropos of the present investigation : "In considering the economical application of stamping machinery, we meet, at- the beginning, with serious difficulties in obtaining accurate data for comparison. The weight and fall of stamps vary as the shoes and dies wear out; and this may lead to a change of speed also. Moreover, defects in engines, boilers, or machinery for the transmission of power, may occasion serious losses, which cannot fairly be charged to the arrangements of the stamps proper. Again, the capacity of stamp-mills is directly dependent, in some degree, upon the nature and extent of discharge, fineness of screens, and other peculiarities of the battery. Finally the hardness and tenacity of the rock crushed varies so much that comparisons between different localities cannot be implicitly trusted. Two distinct types of defects occur at times in copper wire as a result of the use of dies of improper design or undesirable wire-drawing practice. The conditions under which these defects may be produced, as well as precautions to be taken in order to prevent them, have been known to The American Brass Co. for many years. The quality of the copper wire bars and rods has too often and unjustly been held responsible for these particular defects and it is to correct any such belief that this paper is presented. An extremely high quality of electrolytic copper has been supplied to the trade by all refineries for the last 20 years at least. The purity of the copper would average well above 99.900 per cent. The casting of the wire bars has been handled in a generally satisfactory manner. The bars have been cast sound, with a flat to slightly crowning set and have been free from sloppy edges, cold sets, etc. In other words, the wire bars have met A. S. T. M. specifications and have been generally satisfactory. For the most part, they have been everything that could be desired from a quality standpoint yet most of the wire mills in this country and in Europe have at times held the quality of the copper responsible for the two types of defects described in this paper. As a matter of fact, these defects are produced entirely in the wire mills. The author has visited many of the large wire mills in the United States and in Europe to investigate these defects. In some cases the trouble has been so serious that the wire mill has ceased operations. At times the wire mills are reluctant to believe that they are responsible for the defective product. The effect of die design, wire-drawing practice, etc., upon the quality of copper wire has received' little study on the part of wire mills, particularly those that have commenced operations in the last few years.

FOUR mines at Wabana, on Bell Island in Concep-tion Bay, Newfoundland, produced 1,209,777 tons of ore in 1927, and it is expected that the produc-tion will be larger in 1928. The ore is a stratified oolitic hematite of sedimentary origin. Three workable beds and many thin beds occur in a thickness of 400 ft. of interbedded sandstones and shales. It is not profitable under present conditions to mine extensively in ore beds less than 4 ft. thick. The iron ore beds outcrop on the small island and are inclined northward more steeply, than the slope of the ocean bottom. The mine work-ings follow the bedded ore below the sea bottom, No. 3 Mine extending about 2 miles north of the island. At this point there is a cover of 1500 ft. of rock and 600 ft. of ocean water. It is impracticable to operate drills in the ocean to prove the extent of the submarine orebody in advance, and diamond drilling from the mine workings is the only method of exploration. Bell Island has been settled for a long time and a monument at Cupids, near Brigus at the head of Conception Bay, commemor-ates the tercentenary of a settlement there in 1611 by Captain Guy of England. was one of the chief ports of Newfoundland for deep sea fishing and doubtless many a captain wondered about the red rocks as he sailed past. The famous geologist, J. B. Jukes, records seeing a bright red sandstone 8 ft. thick on the northwest side of Bell Island during a visit in 1842, but he evident ly did not try to land on that rocky coast to get a sample. The iron ore is plainly visible in the high cliffs along the coast of the island, as bright brown layers interbedded with gray and white sandstones and dark shales. The heavy red rock was used by the fisher-men as anchor weights for fish nets and small boats, but its real value, so the story goes, was discovered by a merchant in Saint John,

MILL planning must include electrical drives and a system to supply them. These should be considered at the time metallurgical and mechanical plans are being made. Because it is convenient, flexible, reliable, and economical, electricity is the accepted source for powering mill concentrating equipment. Ore-treating mills have grown to the point where a single mill has been built using 360 motors ranging from 1 to 1000 hp and totaling 50,000 hp. Such a system of electrical drives can be scattered over a square mile and employ 4000 to 220 v. Drive Motor Characteristics: Since ore processing is predominantly a continuous operation, very few of its drives require wide speed variation after initial adjustment. Consequently squirrel cage, wound rotor, and synchronous alternating current motors are most often used.
