The following paper has been prepared with the object of placing on record in the Transactions some facts concerning the present condition and future prospects of the coal industry of Illinois. In presenting it, the writer wishes to say that a considerable amount of the material contained is taken from the publications and records of the Illinois Coal Mining Investigations, the annual Coal Report of the State Mining Board, and the work of the State Geological Survey. Coal Beds and Mining Methods According to the latest maps of the State Geological Survey, there are only 19 of the 102 counties of the State some portion of whose territory is not within the borders of the coal measures. If outlying areas in Calhoun and Whiteside Counties are considered, the number is reduced to 17. This does not mean that all of the 85 counties that are partly or wholly underlain by coal measures will become producers, as there are some portions of the State in which the coal does not occur in beds of such thickness as to warrant the hope that it can be mined. The mining of coal is widespread, however, for in 1916 there was production from 61 of the 102 counties of the State, There seem to be no cases in which operations will be limited by depth, as none of the coal measures lie at depths much greater than those at which it has been proved that coal may be profitably mined in this field. In fact, the deepest shaft reaching a bed of bituminous coal in the United States is located in this State at Assumption, where coal only 3 ½ ft. (1.07 m.) thick is worked at a depth of 1004 ft. (306 m.). The coal beds occur in the form of a basin which is deepest along a line extending through the central part of the State and bearing a little west of north. The northern, western and southern borders of this basin lie within the boundaries of the State, but on the eastern side the Illinois field is continuous with the Indiana field. Mechanical engineers, mining engineers, and the various other kinds of engineers are engaged in discovering and effectuating new and improved methods .of producing better goods and services at less cost to industry. The savings and advantages, thus, accruing ace reflected from time' to time in increased productive powers of industry and lower costs to the public which consumes the goods and services.

BEFORE proceeding with the papers scheduled for the ore and foundry session*, the teller's report on the election of officers for the ensuing year was presented, a; follows: Chairman. G.C. F. MacKenzie; vice-chairmen, C.S. Robinson, J. T. MacKenzzie, C. E. Meissner; executive committee, A. L. Field, R. F. Harrington, E. F. Kenney lit. Waterhouse announced that the fall meeting will be devoted to alloy steel. This meeting will be held in Chicago the week of Sept. 22 in connection with the National Metal Congress. He also announced that oxygen in steel will be the central idea of the meeting which will be held in New York next February. The first paper, entitled "Sintering Limonitic Iron Ore at Ironton, Minn.," was presented by Perry G. Harrison (T. P. 284), the author. Sintering was first un¬dertaken in 1024 to treat Cuyuna range iron and manganiferous ores low in silica and high in moisture and containing objectionable qualities of fine... A Dwight-Lloyd machine was first installed. This machine was replaced by a larger one having a width of 72 in. The power cost was decreased from about $11.22 per ton of sinter on a 42-in. machine to about X0.14 for the 72-in. machine. The tons of sinter per man-shift was increased from 11.86 to 16.77. Improvements embodied in the larger plant reduced the cost of sintering to $0.41. The analyses of iron ore and manganiferous ore and the sinter produced from these materials was used to show the increase in value at the mine resulting from sintering. Under a cooperative agreement between United States Bureau of Mines and the Truax-Traer Coal Company, some operating-scale experiments have been made with the cyclone thickener in the preparation plant of the Shamrock No. 1 mine at Kayford, West Virginia. These tests were made with a 14-in. cyclone of the type developed by the Dutch State Mines in Limburg. It was applied experimentally to the thickening of solids in washery water to obtain performance data to show the range of sizes that may be recovered and other operating characteristics that would indicate the field of usefulness of this device in coal preparation practice. This is a progress report only. It covers results obtained in a series of 17 tests of the operation of what has been considered a unit of commercial size operating on suspensions of fine coal mixed with a relatively small amount of freeimpurities. The underflow material, after further dewatering in centrifuges, is a marketable grade of coal.

A new synthetic material has been developed which is highly effective in treating drilling muds to reduce filtration rate. The material is the soluble salt of a very high molecular weight condensation product of sulfonated phenol and formaldehyde (SPIF). Laboratory tests show that SPIF is effective in muds of all salinities varying from fresh water to saturated salt water. Alkaline materials. such as soda ash or caustic and quebracho, may be used in combination with SPIF to advantage, and are essential in muds containing saturated salt water. In a field test where the water used in the mud had a salinity of about one-half that of sea water, SPIF in combination with caustic and quebracho made a very satisfactory mud. SPIF does not ferment. but due probably to additional polymerization a slight decrease in effectiveness is found when it is subjected to high PH and high temperature for a long time. INTRODUCTION Drilling mud is essential in rotary drilling. The influence of variations in the different properties of a mud on its ability to perform the various functions in drilling of wells is thoroughly understood in some cases and poorly understood in others. For instance, the function of mud density in restraining high pressure fluids is simple and well known. On the other hand. while the value of low filtration is widely recognized, it is seldom possible to determine precisely what filtration rate is required for the mud to perform its functions properly. Filtration rate is important because it influences the ease of moving tools in or out of the hole. Filtration rate also affects the stability of the bore hole walls, which are subject to softening and degradation by aqueous filtrate. Difficulties in rotary drilling are often avoided by using low-filtration muds. Treatment of fresh-water muds to provide moderately low filtration rates usually consists of adding chemicals to improve the dispersion of the clays. To provide very low filtration rates, organic colloidal materials are added. Among the materials hat are used in this way are starch, natural gums, and altered celluloses. In muds that contain large amounts of salt or calcium or magnesium ions, the clays are coagulated and, as a consequence, the filtration rate is undesirably high. In such muds organic colloids are of great importance. LIMITATIONS OF PRESENT FILTRATION ADDITIVES Starch and water-soluble gums are widely used as filtration control agents. Starch is the most important material of this kind being used. It has the advantage of relatively low cost. It is effective in promoting low filtration rates, not only in fresh water muds, but also in muds containing large amounts of salts. However, both starch and natural gums are subject to fermentation and must be preserved from damage caused by microbiologic attack. Also, both starch and natural gums tend to increase the mud viscosity undesirably. Furthermore, the quantity of material required may be quite large. This is especially true when substantial amounts of salts are present. In such a case small addition* of starch may increase rather than reduce the filtration rate of the mud. Carboxy-methyl-cellulose, a chemically altered form of cellulose, has some advantages over starch. It is effective in smaller concentrations and does not increase the viscosity as much as

The temperature dependence of the free energies of formation of metallurgically important oxides, sulphides, chlorides, carbonates and sulphates is presented graphically, whereby the task of deriving practical metallurgical information is greatly simplified. The diagrams have been revised according to the latest available thermodynamic data. WHILE it is true that much careful investiga-tional work remains to be done, there are already available in the literature sufficient thermo-dynamic data to enable the metallurgist to predict with reasonable confidence the equilibrium conditions to be expected in most important, and potentially important, metallurgical reactions. In this connection, the careful, critical compilations of K. K. Kelley and his collaborators in numerous U. S. Bureau of Mines Bulletins are particularly valuable. However, the translation of reliable thermo-dynamic data into metallurgical language unfortunately involves lengthy manipulations of the cumbersome formulas which can be set up from heat of formation, entropy, and heat capacity data. Many years ago, Kelley20 predicted that thermo-dynamic calculations would be made in the future "with the aid of free energy, heat content, and entropy tables, rather than by means of the algebraic methods employed at present", and where such tables are available they greatly simplify the task of deriving practical metallurgical information. However, in addition to these tables, there are also available one or two reliable graphical presentations, particularly of free energy data, which may be used in the same way as the tables, but which have the added advantages that interpolation is never necessary, and that the behavior of different metals or compounds may be compared at a glance. Some years ago Professor Robert Lepsoe, Head of the Department of Metallurgy at Norways Institute of Technology (N.T.H.), began a compilation of curves showing the temperature dependence of the heat contents of the elements, and the heat contents and heats and free energies of formation of the common metallurgical compounds. With such a compilation, the thermal and free energy requirements of a reaction may be read from curves in a matter of seconds; and this statement applies not only to the formation of compounds from their elements, and to the reverse dissociation, but to any reaction involving substances whose thermodynamic properties are available. This follows from the fact that heats and free energies of formation are completely additive. For example, the free energy change associated with the chlorination of a metallic oxide at any temperature, T, is given by the free energy of formation of the chloride at temperature T minus that of the oxide also at T; both of these quantities may be read directly from curves of the type suggested above. EVENTS during and since the war indicate that the nations of the world are trying to initiate an era of international co-operation. Definitions and objectives include social, economic, and human considerations no less than political considerations. The mineral resources of the world and the absolute and relative position of each nation enter into this situation. The possible use of armed might, the application of sanctions, the international flow of commerce, the ways in which this flow may encourage or hamper international well-being, and the influence of international and domestic well-being upon one another are all matters that must take mineral resources into account. If the United States is to act wisely and forthrightly in such matters we must be thoroughly informed as to our position with respect to mineral resources. What is the mineral position of the United States? A variety of widely conflicting opinions are held in authoritative and intelligent quarters: (1) For practical purposes our mineral resources are already exhausted.

ABOUT 55 attended the general session of the Nonferrous Metallurgy Committee on Wednesday afternoon. In opening the proceedings the Chairman, Frank G. Breyer, served notice of his intention to make an early start this year in securing papers for his committee. He voiced the thought that more importance should be attached to the prompt publication of data on new advances in practice; the record of technical progress should be written before the sharpness of the current image becomes blurred by the veil of time. As an illustration, Mr. Breyer declared that great strides have been made in the zinc industry during the past nine years, whereby zinc ore is converted directly to the oxide in large mechanical furnaces, yet the literature is confined to patents.

During an investigation of the copper-rich portion of the copper-silicon-iron system as part of an extensive research program on P.M.G. alloys, which was begun in 1937 in the research laboratory of the Phelps Dodge Corporation, it became apparent that the binary copper-silicon system below 7 per cent Si needed revision, therefore an investigation was undertaken. Both X-ray methods and microscopic technique were employed. Despite the many investigations that have the clarification of this system as their object, no two successive reports on the system have agreed in placement of the alpha-phase solubility limit, and uncertainty about the secondary phase first to appear has been voiced several times.3,4,5 It was therefore not surprising, when T. Isawa's6 and M. Okamoto's7 works were reported at the time we were finishing up our experimental work, to find essential disagreement between their results and ours. But when C. 5. Smith's latest work on the copper-silicon systema was published just as we were finishing our laboratory report, it was indeed gratifying to find that the latter's diagram and ours checked in all essential features, except the temperature of the peritectoid line above 830" C. Many attempts were made to retain the beta phase during the present investigation, but none was successful. Isawa,6 however, reports that he has been able to obtain X-ray photograms of the beta phase. The structure, he states, is body-centcrcd cubic with a lattiee constant of 2.848 ,&. at 7.2 per cent Si. Okamoto7 and Smith8 both use the designation Kappa for the hexagonal phase, and to avoid confusion this designation will he adhered to in the present paper. Preparation of Samples The alloys were melted in vacuum in a high-frequency furnace. from copper cathodes containing 99.98 per cent Cu, and specially refined silicon supplied by The Electro Metallurgical Co. THE benefits derived from stabilization of industry that might possibly be attained through some scheme of centralized economic planning have been much discussed of recent months, and opinions on the subject range from those who believe that some agency like the War Industries Board would be practicable to create and wholly beneficial in effects, to those who are equally convinced that none of the suggestions so far advanced are at all practicable, or likely to be productive of more of good than of evil. The discussion has been on the general topic, but-many of those who have written or spoken on it have introduced economic problems of the pinera1 industry; for example, Newton D. Baker, who referred to the coal industry in his address on economic planning at the Williamstown Institute of Politics on July 31, and then went on to say, "Industrial progress is made by the development of new things, but new things upset the equilibrium of any plan. Who could have planned the industrial effects of the development of the railroads, or the economic changes which you have seen attend the development of the internal combustion engine. Obviously, unless we are prepared to put world economics in a strait-jacket and, like the encyclopedists, write its full history on the theory that further progress is impossible, no such plan could be made for nations which are forging ahead as is entirely rational for nations which are still catching up."

Tunneling is at the threshold of a new era. An exciting new technology is becoming available. And, supplying the increasing quantities of minerals required by a growing and socially advancing world population, together with providing the subsurface facilities attendant to the rapid urbanization of the more developed countries of the world, will require underground excavation during the next decades on a scale that would have seemed fantastic a few years ago. It is estimated that world mineral consumption will increase fivefold by the year 2000. Projections for the United States indicate that domestic consumption of nonfuel minerals may increase two to three times by the end of the century. Meeting these requirements will entail opening up many new underground mines, even if present trends toward surface mining continue. And, at least in the United States, new factors that are becoming increasingly important may modify these trends. We are depleting our shallow easy- to-find and easy-to-mine mineral deposits; and, if we are to avoid becoming dangerously dependent on imports, we must turn more and more toward deeper deposits that are not amenable to surface mining. Growing public concern with environmental quality is apparently leading toward increasingly stringent regulation of surface mining which also will tend to make underground mining economically more attractive. The world market for underground construction is also growing rapidly. The most conservative projections indicate that in the United States alone more than $7.0 billion will be spent on excavation for underground facilities during the next ten years. And these estimates do not include any of the bold, imaginative new applications for underground excavation that have been proposed, such as extensive underground power transmission, the Chicago Deep Tunnel plan, and the Northeast Corridor Transportation project. There can be little doubt then that the market for tunnels for conventional applications is increasing rapidly and that the trend will continue. It

In the extreme northeast corner of the State of Washington, on the Canadian border, lies the Metaline mining district. This district is old in history, but young in production. The Metaline district is a zinc-lead area of the replacement type in dolomite and limestone. The ore bodies of the Josephine horizon are in many ways similar to the ore bodies of the famous Tri-State zinc fields. The beds are faulted and folded and have varyng low dips in varying directions, and underlie large areas of the district. Production started in 1927 on a very limited basis. The property is now mining and milling 700 tons per day. The mine is opened by adit tunnels and a vertical shaft. As the ore horizons gained depth, it was necessary to sink inclines to follow the ore horizon (see Fig 1). From 1927 to date, approximately 600,000 ft of diamond drill was put down This work indicated that sufficient tonnage existed to justify a redesigning of the whole operation, surface and under- ground. One of the world's most respected scientists, Dr. Hans A. Bethe (see box) has concluded that if anything can solve the energy crisis, it will be coal and uranium. "It is an illusion to think that we can solve our problem by energy conservation alone. For the next few years, conservation must play a very important role, but at the same time, we must see and develop all our alternative energy sources," he said. In his series of five lectures on the energy crisis, given at the University of Utah while he was visiting professor there during February 1974, Dr. Bethe examined all the existing and newly proposed energy sources. He very quickly ruled out solar power, wind power, and tidal power. Solar power, he said, would be 3% to 4 times more expensive than nuclear energy and would only make sense in tropical areas; wind power, which could at best produce one-tenth as much energy as solar, is "for the birds;" and tidal power, which can be exploited in only a very few coastal locations, is "for the fish."

Organizing Conference on June 4, 1920, in part as follows: RESOLVED, that it is the sense of this Organizing Conference that the Joint Conference Committee should be entrusted with making provision for putting the conclusions of this Conference of engineers into effect, etc. Pursuant to this authority, the Joint Conference, Committee has acted as an Ad-interim Committee has- prepared, a synopsis of the proceedings of the Organizing .Conference, has edited and published the Constitution and By-Laws adopted by this Conference, and. has issued an invitation to become Charter Members of The Federated, American Engineering Societies; to the list of organizations to whom invitations had been extended to attend 'the Organizing., Conference. The Committee in connection with this invitation offered to the extent of its ability, such assistance as might be-desired; and arranged in many cases for one or more of its members to be present when the matter of membership in The Federated American Engineering Societies was considered. . .

DIRECT subsidies for mine production in this country began as an outgrowth of wartime 'price regulation. The price-fixing authorities realized that the volume of production to be required from domestic copper, lead, and zinc mines would invoke costs of production considerably higher than the established ceiling prices. Accordingly, beginning Feb. 1, 1942 the Premium Price Plan was set up, which undertook to pay premiums to mines for production in excess of quota, of 5¢ per lb of copper and 2Y4¢ per lb of zinc or lead. Quotas, except for small mines, were initially established at the average rate of production in 1941, but were later reduced arbitrarily on an individual basis. Subsequently, additional "B" premiums were set for lead and zinc of 2Y40 per lb and a further "C" zinc premium of 2%¢. Additional copper premiums were negotiated on an individual basis, mainly with small mines. Quotas under each of these successive categories were the production obtained at the next lower premium level. In other words, under ceiling prices of 12¢ for copper, 6,14¢ for lead, and 83¢ for zinc, it was possible for high-cost operations to receive prices plus premiums of 17¢ or more for copper, 12¢ for lead, and 16% 0 for zinc on a portion of their production. On the other hand, some of the larger operators received only slight premiums and in at least one instance none at all. The average price plus premium for copper was 12.25¢ in 1942 and rose to 13.65¢ in 1945. That for lead was 6.99¢ in 1942 and 8.73¢ in 1945, and for zinc it was 9.06¢ in 1942 and 11.200 in 1945.

HISTORY shows that the nation which makes the most steel is the most likely to win wars. Today the course of war shows that the nations which get there first with the most steel of the right kind will be the ones to win. Not only the most steel, mind you, but the right kind. Adequate production, which was enough for victory before the days of totally mechanized warfare of 1943, must now be accompanied by still better quality as well as more effective distribution. Further, both production and distribution must be flexible enough to permit rapid shifts from one weapon to another for use in varying elements in varying geographical areas. Thus the problem of making enough steel of the right kind at the right time in the face of changing requirements dictated by experience has been and will remain highly complex. This does riot permit us to ease our restrictions on nonessential use. War is a complex business, like the job of making steel for war. Each time we solve one problem, another pops its head up. Yet we are making some progress.
