The role of calcium, phosphate, and fluoride species in determining the zeta potential of apatite in aqueous solutions was investigated in this study. The zeta potential of apatite was determined by streaming potential measurements over a wide range of concentrations of potassium nitrate, calcium nitrate, potassium dihydrogen phosphate, and potassium fluoride solutions at various pH values. While the addition of phosphate made the apatite surface more negative at all pH values, calcium caused a significant increase of the zeta potential only when the zeta potential was negative. Fluoride addition had only a minor effect on the zeta potential, but both negative and positive values were increased.

A CERTAIN amount of interest has been indicated recently in the resistance to oxidation at high temperatures of iron-aluminum alloys (rich in iron). Hautman1 published a paper in. which some interesting results are given. According to his paper, only alloys containing at least 8 per cent aluminum indicate a marked improvement in their resistance to oxidation. At about this aluminum content, however, alloys become brittle, which considerably reduces their commercial value. About two years ago the author, performed a series of experiments, the results of which are presented here. A series of iron-aluminum-carbon alloys was prepared by melting electrolytic iron, aluminum and high-carbon iron alloy in an induction vacuum furnace.2 The list of these alloys is given in Table 1. Gruner (Professor Emeritus, College of Science, Literature, and the Arts, Dept. of Geology, University of Minnesota, Minneapolis) — It is surprising that two men as well acquainted with the taconite rocks of the Mesabi District as Drs. J. N. Gundersen and G. M. Schwartz should have concluded that the taconite of the Eastern Mesabi before the intrusion of the Duluth gabbro consisted largely of quartz and magnetite. These minerals were "locally reconstituted" into "a wide variety of silicate mineral assemblages" by the gabbro. It is well known, of course, that the silicate mineralogy of the Eastern Mesabi ('about 14 miles in length) is quite different from that of the Main Mesabi which is over 60 miles long. The change from one to the other is abrupt and cannot be attributed to any other cause than the thermal effects of the gabbro. Are we to assume or believe that the taconite of the Eastern Mesabi was radically different from that of the Main range before the gabbro metamorphosed it?

SOME one once affirmed his great belief in luck, adding that he had found that the harder he worked the more luck he had. Clyde Weed is a firm believer in this method of courting the fugitive lady. He is at work early and late, often leaving his staff at Anaconda's offices at 25 Broadway breathless trying to keep up with the ideas teeming from a fertile brain and the actions those ideas entail. Miles ahead of his assistants much of the time, he still manages to be an agreeable fellow to work with, no small accomplishment as many can testify. Mr. Weed arrived in the world at Moorestown, Mich., on Aug. 8, 1890. Sixteen years later he entered Michigan Agricultural College, a lowly freshman. The following year, with the experience and wisdom expected of a sophomore, he transferred his studies from the reaping of a harvest on the surface of the earth to delving into the deeper, unpredictable bowels of the earth, his studies now shifted to the Michigan College of Mines. Last June his alma mater conferred upon him the degree of Doctor of Engineering.

SINCE the observations of Heyn,1 relative to the embrittlement of copper after having been heated in hydrogen, this subject has received considerable attention from later investigators. The published works of Archbutt2 and of Bengough and Hill3 give the reasons for this embrittlement-the formation of steam by the reaction between cuprous oxide and hydrogen. From Ruder,4 Pilling,5 Moore and Beckinsdale,6 Bassett and Bradley,7 and from Smith8 can be obtained quantitative data concerning the action of hydrogen and other reducing gases on copper samples having various oxygen contents. This problem has been discussed from a practical standpoint by Fuller9 who calls attention to some of the instances of this embrittlement encountered in the manufacturing field. The examples he cites may be considered typical cases of copper embrittlement which were incident to the process of manufacture. In many cases, such difficulties are overcome by changes in the manufacturing process.

Under the names of Conservation, Social Justice, the New Nationalism, and Progressive Democracy, many earnest reformers are calling for a new system of Federal government to replace the one which they ascribe to our fathers, and declare to have been outgrown. They are proposing the lease by the United States of certain natural resources on the public domain, for the profit of the U. S. Treasury, instead of the sale of such resources to private citizens or associations of citizens. In the present paper, I shall try to show that this notion is neither new nor good. It is clear that the United States is owner, as well as sovereign, of public lands acquired through conquest or purchase from other nations, as it was owner of the public lands expressly ceded to it by the original thirteen States. Its policy with regard to such lands involves, therefore, two entirely distinct questions: What shall it do as owner ? and, What shall it do as sovereign ? The latter question, it must be confessed, has played but a small part in our history. All the prerogatives of sovereignty which were not explicitly conferred upon the Federal government by the original States were retained by them. The ownership or control of precious or other metals or minerals in the earth, for instance, was thus reserved to the several sovereign States. New York, South Carolina, and other States have passed laws on this subject, without regard to Federal authority. As new States have been successively admitted to the Union, the tacitly accepted theory has been, that they thereby acquired all the reserved rights of the original States. These newer States largely outnumber the first thirteen; and it is inconceivable that they would submit to any deprivation of sovereignty based on historical grounds. TO accommodate a large tonnage at high speed from a single level at San Manuel, a very flexible haulage system was designed to give maximum access to stoping areas, minimize delays, and pro- vide for safety. With these requirements as a guide, the haulage was laid out as a simple double loop with one-way traffic of continuous pull. These loops consist of two parallel drifts 100 ft apart, center to center. Haulage drifts are numbered from north to south, the northernmost being the No. 1 drift. This holds true on both the North and South haulage loops. Haulage drifts are connected at 1000-ft intervals with crossovers so that it is possible to bypass any given section that may be inaccessible. Two of these turnouts are double diamonds, one located on the approach to the rotary dumps at the hoisting shafts and the other on the departure from the dumps. The turnout on the approach or North haulage is 835 ft in front of the rotary dump, and the one on the departure, or South haulage, is 1058 ft from the dump. This type of turnout allows trains coming down either haulage drift No. 1 or No. 2 to be routed into either shaft and expedites movement by avoiding delays due to congestion in the dumping area. The double diamond on the return haulage loop facilitates returning empty ore trains to the panels.

THROUGHOUT northeastern Texas we have an extensive series of iron-ore deposits, occupying portions of nineteen counties and having approximately an actual ore-covered area of 1000 square miles. The existence of these ores has long been known. Kennedy* says: "Iron-ore is distributed in profusion throughout Texas, being found almost everywhere except in the level region of the coast." Before this, C. Newell† had mentioned the existence of these ores thus: " Iron is found in abundance in the eastern, northern and middle portions of Texas;" and in 1849 Edward Smith‡ said: " We met with immense hills of iron which were said to be, and appeared to be, of excellent quality, in Cass and Titus counties.. . .. It is well known that Texas abounds with iron of first-rate quality." In 1859, Dr. Shumard? reports that detailed surveys had been made in several counties, and says: " Our labors have demonstrated the important fact that we have a vast iron-region in the eastern part of the state, embracing considerable areas in Cass, Harrison, Rusk, Panola, Smith, San Augustine and Shelby counties. The ore-deposits belong to the Tertiary era and consist chiefly of hematites and limonites, of which there are several varieties. We have also found in this district extensive beds of carbonate of iron." Dr. Shumard gives no very exaggerated description of Cass county§ as it then existed when he says : " Cass county alone is capable of supplying a number of furnaces with an abundance of excellent iron-ore for many years." The following notes represent significant excerpts from a mass of records of experimental work done in the ore-dressing laborattory at the Columbia School of Mines during the years 1926 to 1928 inclusive. Classification of Experimental Work The experiments performed may be grouped for purposes of description under the following general headings: I. Collecting agents. a. A method for quantifying collecting effect. b. Coating with undissolved collecting agents (oils). c. Action of dissolved collecting agents. II. Frothing agent's. a. A method for quantifying frothing effect. b. Relation between frothing effect and chemical composition. III. Inorganic reagents. a. Methods of studying the effects of these reagents. b. Effect on slime dispersion. c. Effect on sulfides. Summary of the Origins of Present-day Flotation Practice The first practicable, foolproof method of froth flotation was described in U. S. Patent 835120, issued in 1906 to Sulman, Picard and Ballot, and in the equivalent patents in other countries. A number of less simple methods of producing the same result had been described previously in patent publications and otherwise.' The reagents specified in all of these early patents were "oils" and, in addition, some inorganic substance, usually an acid. The quantities of reagents recommended and added were enormous when compared with those used today.

The following quotation is from "Guidelines for evaluation of undergraduate curricula in geological engineering, mineral processing, and mining engineering" prepared by the Committee on Education of SME of AIME. "The objectives of the Engineers' Council for Professional Development (ECPD), as delineated in its constitution, are: (a) To promote and advance all phases of engineering education with a view to the promotion of the public welfare through the development of the better educated engineer and engineering technician." (Italics added.) The problem is that no one has as yet seriously developed a method of supplying engineering technicians. There were great hopes that the expansion of junior colleges would help satisfy this need. Sadly, they have not; and it appears they are unwilling or unable to supply the need for mineral engineering technologists. Apparently, the junior colleges cannot afford staff for such courses, even when the colleges are located in mining districts.

MORSE).-Gentlemen, for the first time in the history of the American Institute of Mining Engineers, we have a full session on the subject of leaching-especially on the leaching of copper ores.. This branch of metallurgy is rather in its infancy. We have had one big plant running for a year or more, and pretty successfully; and another one which will be started in February or March, the New Cornelia. We have another one at Garfield for the Utah company, which is just designed and construction begun; and from several other points come reports of interesting test work. It was hoped that its discussion would eventually lead to the appointment of a Commission, by the great metallurgical interests of the United States, to investigate the whole subject, since it is believed that a better and cheaper artificial product can be made than any now in use, and that many other important incidental results would be accomplished by such an investigation.

REVISION of the United States mining law is needed. chiefly because of the following reasons: 1. The conceptions as to the characteristics of orebodies that were held at the time the statute of 1872 was enacted have since proved to be in many respects erroneous. 2. The operation of the existing law has been found to work unnecessary hardship upon many claimants to mineral land. 3. The existing statute fails in large degree to encourage development of mineral resources. 4. The existing law often produces conflict between placer and lode-claim rights, working unnecessary injustice to placer claimants. 5. The methods of establishing the rights of locators on United States mineral land are defective, and are not uniform throughout the States within which such lands exist. LAW OF THE APEX The objections to the so-called "law of the apex" are so well known as to require no detailed statement. It is sufficient to point out that the apex rule was based upon the notion that ore deposits consisted of well-formed veins included between definite walls, like the slice of ham in a sandwich. The fact is that veins conforming to that simple type are rare. Irregularity is the rule, and the chief metal production of the United States comes from masses which bear no resemblance to the tabular form of vein. Manifestly the law of the apex fails completely in such cases. Moreover, the tendency is constantly toward the exploitation of ores of lower grade than could formerly be worked, and such deposits exist mainly in the form of large irregular impregnated zones and masses, so that the future. development of our mineral resources would be continuously embarrassed by shadowy claims to extra-lateral rights by the locators of so-called apexes

THE COMMITTEE on Production Control of the Institute has accomplished little or nothing tangible during the last year. For this the chairman must accept responsibility and whatever praise or blame goes with it. However, we have all had plenty of opportunity to observe the results obtained by various producing groups in their attempts to regulate production to meet demand dur¬ing the last few years. It would be putting it mildly to say that these have not been such as to inspire confidence in the methods pursued. The present plight of the wheat, cotton, coffee and sugar growers; the oil, copper, lead, zinc and tin producers, to name a few of the unfortunates, suggests a common cause perhaps beyond their control. There is a growing tendency to question as outmoded the theories of laissez faire economics, with its laws of competition, supply and demand, with price as the automatic regulator. The position is maintained that something new should be substituted because these laws no longer work. Many solutions are offered, ranging in the world at large from the planned economy of Russia, with the profit element removed, to the military controlled economy of Fascism, and in our own country from voluntary curtailment to martial law. But one hardly feels driven by any irresistible logic to put his finger on any one of these proposals, and to say this is the one in which I believe. On turning to one's neighbors, one is still more confused by the realization that this intellectual uncertainty is wide-spread. Isolation or cooperation, protection or free trade, the gold standard, bimetallism or managed currencies, de¬flation or inflation, all have their proponents in whose eyes one or the other of these slogans will afford the panacea for all our ills.

THE Fall Regional Meeting of the Institute, which has now for some years been held in cooperation with the Western Division of the American Mining Congress, will be held this year at Joplin, Mo., in the heart of the great Tri-State district. This year the Tri-State Zinc and Lead Ore Producers Association is joining in the meeting. The Society of Economic Geologists will also take part though not offering any papers. The district in which the meeting is held includes adjacent parts of Missouri, Kansas and Oklahoma. Out in the heart of a fertile prairie farming country, it is one of the major mining districts of the world. It produces normally approximately one-third of the zinc ore mined in the United States which is equivalent to nearly one-half the zinc since the concentrate has always been notable for the height of its grade. Even in the depressed business year 1930, the American Bureau of Metal Statistics credits the district with 434,460 tons of concentrates equal to 217,230 tons of zinc out of 1,503,095 and 576,630 respectively for the country as a whole. This was equal to about one-seventh of the world's output of zinc, more than that of any foreign country. In addition about 75,000 to 100,000 tons of lead is annually furnished by the same mines. Elsewhere we present a general description of the district prepared for this meeting by J. C. Heilman, a Lehigh graduate, who has spent the past eleven years there and has had charge of explorations for many of the companies.
