A recent study estimates that a 10% improvement in the performance of wire rope used on draglines could save the US coal industry $2 million annually in rope costs. In addition, such an improvement could boost annual coal production by allowing the industry's draglines to remove an extra 1.5 million m3 (2 million cu yd) of solid overburden each year. These findings, although admittedly preliminary, suggest the magnitude of benefits that can be derived from a well-planned wire rope maintenance program.

CALIFORNIA'S iron and steel industry had its beginning in San Francisco in 1849 when the first iron casting was poured at the old Union Iron Works. Soon after, in 1856 at Grass Valley, enough iron ore was smelted to supply pig iron for the castings of a quartz mill there. From 1880 to 1886, iron ore was produced from the Hotaling mine in Placer County and converted to pig iron in a local blast furnace using charcoal. From 1907 to 1914, the Noble Electric Steel Co. produced pig iron from iron ore mined at the Shasta Iron Co. mine, and followed this for three years in the production of ferro-alloys. Between 1917 and 1941, the State's industry in- creased its capacity for open hearth and electric furnace scrap treatment, but the real impetus was supplied by the need for more steel at the beginning of World War II. The result was the State's first integrated steel plant-the Kaiser Steel Corp. facilities at Fontana.

DURING the summer of 1931, I spent four months in a study of the Willow Creek district, Alaska. This work was part of a general investigation of the territory contiguous to the route of the Government- owned Alaska Railroad. It was conducted by the U. S. Geological Survey to determine the real and potential merits of the mineral deposits, to stimulate development of them, and thus to increase the traffic on the Alaska Railroad.

The plans involve about ten technical sessions, a day spent in Cripple Creek and in Pueblo, where there will he optional visits devoted to steel, non-ferrous metals, etc.; half-a-day each to mills in Colorado Springs district and an auto trip to the top of Pike's Peak. The operations of the Copper Range Co. are located in the Michigan copper district at the southern end of the Keweenaw Peninsula, 8 miles southwest of Hough ton (the center of the district). All the producing mines are situated in a long narrow zone paralleling the peninsula and occupying the central portion. This zone is about 25 miles long and 3 to 4 miles wide. The important mines, in their order from northeast to southwest, are, Mohawk, Ahmeek, Allouez, North Kearsarge, Wolverine, South Kearsarge, Centennial, Calumet & Hecla, Osceola, Franklin, Quincy, Isle Royale, Baltic, Trimountain, and Champion; the last three are operated by the Copper Range Co. The existence of copper deposits in this district became known soon after the discovery of America. Many references by early explorers show that copper was found in the possession of many of the American Indians that inhabited the Great Lakes region. There is abundant evidence that exploration of these copper deposits extended into prehistoric times; and some indication that the American Indians carried on operations shortly before the advent of white men. An account of the finding of primitive mining appears in the Government publications of 1850-51 by Foster and Whitney. Although earlier expeditions by white men had been made to the Keweenaw peninsula, an attempt to commercialize the district was not made until after 1765, when Alex. Henry, a British subject, searched the shores of Lake Superior for mineral treasure. His first expedition took him to the Ontonagon River, where he found the famous mass of copper now on exhibition at Washington. In 1771, he started operations along this river with a crew financed by English capital; but after much difficulty and only meager success he found only detached masses while in search for a major deposit. THE Federation of Engineering Societies has been created for the sole purpose of public service. This initial meeting surely warrants some discussion of a few of the problems to which this organization, for expression of the --. engineering mind, can quite well give consideration. Some of the greatest of the problems before the country and, in fact, before the world, are those growing out of our industrial development. The enormous industrial expansion of the last fifty' years has lifted the standard of living and comfort beyond any dream of our forefathers. Our economic system under which it has been accomplished has given stimulation to invention, to enterprise, to individual improvement of the highest order, yet it presents a series of human and social difficulties for the solution of which we are groping. The congestion of population is producing subnormal conditions of life. The vast repetitive operations are dulling the human mind. The intermittency bf employment due to the bad coordination of industry, the great waves of unemployment in the ebb and flow of economic tides, produce infinite wastes and great suffering. Our business enterprises have become so large and complex that the old personal relationship between employer and worker has to a great extent disappeared. The aggregation of great wealth, with its power of economic domination, presents social, economic ills which we are constantly struggling to remedy.

THERE is a constant reiteration in some quarters that technical societies are autocratic and that democracy is utterly lacking and that members would welcome democratic societies in which they had full, control of affairs. While we may not speak for other societies, than our own, in so far as th's Institute is concerned such charges- can only come from people uninformed as to the circumstances. It. is no curtailment of the democratic privileges of the members that a -slate is prepared by the Nominating Committee to be voted on at the annual meeting. The Constitution of the, institute stipulates how the nominating committee shall; be chosen and who shall compose it, which prevents anything like- a- clique controlling- the situation. The Constitution further provides how the nominees shall be distributed geographically and the by-laws specify geographical boundaries: for-these nomination districts. Further more, any man or complete ticket can be placed in nomination by means of a petition signed-by only; twenty-five members,- and three or four times such an independent slate has been so nominated and elected.

MORE than thirty members of the Coal Division attended the Coal Land Valuations Round Table on Monday morning. Chairman Dilworth stated that the Committee had been appointed to take up the question and, after reading the list of members of the Committee, pointed out that the object of the meeting was to formulate a plan of action rather than to discuss any phases of valuation, per se. To this end he presented a tentative outline of points to be considered in the future by the Committee. After a lively discussion on the desirability of inclusion of some questions in the agenda of the Committee, the following outline was adopted :

No subject is of greater importance to mining-men at the present time than information from experts as to how to save coal and how to save human lives in mines. That the casualties in the coal-mines should exceed 3,000 in the year 1907 is simply appalling, and that 1,000 men should have been killed in a single year through explosions alone, and that so good an authority as Mr. Parker should say that " a prolific cause " is an "improperly-prepared blast" or "the failure on the part of the miner to undercut his coal," points to the importance of activity not only among mining engineers but also, through experts, by the legislatures of the respective States. A short time ago I paid a visit to the alluvial gold fields on the tributaries of the Chaudiere River in Beauce County, Quebec, in company with A. 0. Dufresne, late manager of the Champs d'or Rigaud-Veaudreuil, and now assistant to the Superintendent of Mines of the Province of Quebec. As the conditions under which the gold occurs in this district are not very generally known, and present some interesting features, a brief description of these conditions, and a consideration of the causes which gave rise to them, may be of interest to other mining engineers. During the latter half of last century the country was visited by many mining engineers and geologists, and many references to it may be found in the reports of the Geological Survey of Canada between 1848 and 1911. The most important of these are by J. A. Dresser and J. Keele and the late Robert Chalmers. The Department of Colonization and Mines of the Province of Quebec also published a report with map on the district by J. Obalski. From the earliest times the valley of the Chaudiere River formed one of the main avenues of approach to the St. Lawrence in the vicinity of Quebec from the country to the south as far as the seaboard of the States of Maine and Massachusetts. The Indians had a well-known trail along the banks of the stream, and armed troops and foraging parties constantly moved backward and forward along it between Quebec and New England in those insecure times before the ceding of Canada to Great Britain. Even yet the natural advantages of this old military route are recognized, and the government of the Province of Quebec has now under construction along it a magnificent highway from Quebec to the International Boundary Line, which is to form part of a through highway from that city to Boston. The land along the valley is naturally well suited for agriculture, and about the end of the eighteenth and the beginning of the nineteenth centuries farmers began to go back from the St. Lawrence, and to occupy the higher lands along the upper portions of the Chaudiere Valley. This settlement has gone on until now the country is peopled with a prosperous agricultural population.

COAL research during 1941 had a marked increase in activity on problems bearing directly on furthering the increased and improved use of coal in homes and industry. Coal producers and fuel engineers expressed a greater interest in its practical possibilities and the coal laboratories have shown an increased interest in applied research, of value at once or in the near future to industry and the public. A large volume of accomplishment in mining, coal analysis, and the fundamentals of coal constitution and coal chemistry also continued to fill the storehouse from which applied research and fuel engineering of the future can draw valuable data.

THE definite trend to stricter specifications with respect to hydraulic concrete has become increasingly manifest in the last six years or so; but it remained for the vast reclamation projects of the Bureau of Recla-mation of the Department of the Interior of the last few years to focus attention on this trend, and to demonstrate how thousands of tons of concrete-making aggregates can be produced continuously and auto-matically with a control of fineness comparable with that obtained with small samples in well equipped private and governmental laboratories. Pioneer work in this direction was done, to be sure, by private com-panies, notably the Kaiser Paving Co. of San Francisco, prior to the present vast public works program. Then in 1931 came the first great, aggregates-preparation plant of the Six Companies, Inc. to supply construction materials for Boulder Dam' in Nevada, and now, in 1936, the aggregates plant of the Mason-Walsh-Atkinson-Kier Co., general con-tractors on the Grand Coulee dam in Washington. At Boulder dam and to an even greater degree at Grand Coulee dam, sand production is recognized as probably the most important single element affecting the physical characteristics of the concrete. For in the construction of dams accurate grading of the fine aggregate has consider-able bearing on the attainment of a uniform and homogeneous concrete of a high degree of workability and placeability and, at the same time, combining high density and low cement content. Low cement content is of value not only from the standpoint of economy but also because the use of an unnecessarily rich concrete causes certain undesirable characteristics to develop. This paper will relate how at Grand Coulee dam methods that are more advanced than ever before are producing four sizes of gravel and a sand having a fineness modulus of 2.5-3.0. The design capacity is 1000 tons an hour. As THE years go by, names of distinguished metallurgists will be added to the list of Henry Marion Howe lecturers, and now and then an illustrious one, for to be chosen to deliver the Howe lecture will be, I do not hesitate to predict, a highly coveted honor. I pray, therefore, your indulgence, if I confess to a feeling of gratification in having been appointed the first of these lecturers. It does not follow, however, that I am losing all sense of proportion and that I have an exaggerated idea of the little I have been able to contribute to our knowledge of iron and steel. Indeed, I fully realize how small were my claims to so great a distinction. I realize, also, that those entrusted with the task of selecting a lecturer were actuated, in coming to a decision, by their knowledge of the long and intimate friendship that had existed between the leader we have lost and myself. For their generous impulse, I thank them from the bottom of my heart; and with becoming modesty, I take up my task as the first Henry Marion Howe lecturer. It would be pleasant and indeed most appropriate to devote this entire lecture to a eulogy of Henry Marion Howe and his work, but how short the time for so large an undertaking and how inadequate my qualifications! On Aug. 28, Sept. 4, 11, and 18, 1875, a series of articles appeared in the Engineering & Mining Journal entitled "What is Steel?" With one exception, these constitute the first professional paper of Henry Marion Howe. That was nearly fifty years ago, three years after graduating from Harvard University. He was then but twenty-seven years old and already his keenly inquisitive mind was actively at work. There is a touch of romance in this young metallurgist who, on entering his. scientific career, destined to be so brilliant and so fruitful, on the very threshold of it, seems to have selected as his motto "What is Steel?" Like a knight-errant of science, he started on his quest for an answer to that question, a quest which was to last forty-seven years and which death only brought to an end. And while thus engaged how many wonderful messages we received from him, each one bringing us nearer to the goal! How illuminating, inspiring and encouraging were those messages! How well-equipped he was to wrench from nature some of the secrets she so jealously guards! How broad his learning and how clear his

This brief resume of the events transpiring in Mexico, culled from the daily New York newspapers since the last Bulletin went to press, does not show any degree of improvement in the situation. MEXICO SEEKS TO AVOID BLAME FOR BANDIT RAIDS All foreign passengers leaving Nogales for Mexico on the Southern Pacific or Mexico Railroad. whose business would take them through territory occupied by the Yaqui Indians or Mexican bandits were requested by Mexican Consul Emilio Tamez to sign a statement that they relieve the Mexican government of responsi-bility for anything which might happen to them while in that part of Mexico. The Mexican consul stated, says the N. Y. Tribune, that this was by order of Mexican Ambassador Ignacio Bon ill as, at Washington. When the State Department was advised of this activity Secretary Phillips, in a message to the consulate at Tampico, according to the N. Y. Tribune, asserted that "compliance with the waiver requirement will not interfere with the relation existing between the United States and its citizens and that Americans so complying will in no way lose the protection of this government."

RECOVERY and profits in the mining business do not go hand in hand. Some part of an orebody can usually be recovered at a lower cost per ton than the whole orebody or a higher proportion of it. Similarly, the total of the profits that may be made from mining an orebody is in itself not a true measure of the value of the business. The yardstick for money value should be present worth, and this is particularly so for purposes of com-parison. A simple example, well within the bounds of practicability, illustrates these points: Assume a mine to have known ore reserves of 4,000,000 tons. The ore is of uniform grade but is so situated that 1,000,000 tons could be mined more cheaply than the remainder. Present operations are on the basis of complete recovery of the ores. Output is 100,000 tons per year at a profit of $1 per ton. It is estimated that the 1,000,000 tons of readily accessible ore could be mined at the same production rate but at a profit of $2 per ton. For an output of 100,000 tons each year at a profit of $1.00 per ton, the mine will have a life of 40 years; will produce $4,000,000 of total profit, and, at Hoskold rates of 8 and 4 per cent, will have a present value of $1,104,690. If only the easy one-quarter of the ore is considered, with an output of 100,000 tons each year, at a profit of $2.00 per ton, that part of the mine will have a life of 10 years, will produce total profits of $2,000,000, and at rates of 8 and 4 per cent will have a present value of $1,224,800. . Under conditions such as these, then, one-quarter of the reserve ore promptly mined is worth some 10 per cent more than the entire reserve would be on an average basis extending over the longer period. Assume further that one-half, or 2,000,000 tons, of the reserves could be promptly mined at the same yearly rate of 100,000 tons at a profit of $1.50 per ton. Then this part of the mine would have a life of 20 years, would produce total profits of $3,000,000, and would have a present value of $1,320,630; approximately 20 per cent greater than for the whole ore-body on an average basis for the longer period.
