DAVID WHITE,* Washington, D. C.-This paper is very timely since the Philippine Islands are presumably open to the enterprise of the American driller, whereas much of the territory in that part of the world is closed to us. The United States has ambitious plans for the operation of a great merchant marine, which is to be oil burning in the main, and it takes but a glance at the world map to see the strategic advantage of oil supplies in the Philippines for such marine operations. It is a little difficult to understand why more attention has not been given to the Philippines, in spite of the difficulties attending development in these islands. A number of American oil companies are, I believe, at the present moment taking an interest in the possibilities of the Philippines. Important factors in the formulation of opinion regarding the importance of the oil deposits of the Philippines, as brought out by Mr. Pratt,1 are the point of view and the breadth of experience of the examining geologist. The average oil geologist, whose experience has been mainly in the Appalachian region, the Mid-continent, or Louisiana, or possibly even in California, on seeing the narrowness of the basins, the closeness of the folding, and the presence of igneous rocks here and there, would be likely to draw unfavorable conclusions as to the possibilities of the Philippine Islands. Geologists visiting that region should be familiar with the geological conditions of oil occurrence in Japan, Formosa, the East Indies, or in the Baku district, and their conclusions should be formulated with the knowledge and understanding of the occurrence of oil in those regions rather than in the United States.

They are usable in the Clifton district. Here too are found the percentages to be added to an estimate for Engineering and General Expense. In Chapter II—Comparative Costs—these elementary costs have been classified, averaged and reported as labor and material unit costs. In such form the labor unit costs, when properly applied to similar conditions as these under which they were derived, are usable anywhere. The material unit costs are better disregarded for more accurate estimates and replaced by a newly priced bill of material. In Chapter III Composite Costs are given. THE petroleum engineers have the conference habit. They drop in, thresh things over, and drop out. No time is wasted. So it was at the Fort Worth meeting of the Petroleum Division, Thursday and Friday, Oct. 8 and 9; headquarters, Blackstone Hotel. Associate Chairman Albertson arrived the morning of the 7th, to tie in any loose ends of the technical program. S. M. Greenidge, chairman of the local committee, checked the arrangements with his committeemen at a luncheon that noon. By mid-afternoon the next day's attendance was anybody's guess-there were no noses to count. But when the gavel sounded Thursday morning 175 members and guests were present, also the official A.I.M.E. party consisting of President Lovejoy, Secretary Parsons, and George Otis Smith. Shortly after adjournment Friday afternoon all but a handful had vamoosed, lit out, disap¬peared. But, in the meantime, it was a grand conference, attendance maximum every session, and the discussion fast and furious. The discussion came from all over the floor, sometimes as good-natured sniping, sometimes in long volleys that were almost fatal to the reporter. Everyone knew his subject and few there were who had nothing to say.

THE definition of precipitation-hardening is well understood and its principles have been subjected to study for some time. However, the variation of properties with double aging, combined with strain-hardening, gives promise of new and useful phenomena. Properly to understand these distinctions, definitions of these terms are necessary. Precipitation-hardening. This reaction usually depends upon an alloy having such a composition that it consists only, or in major part, of but one phase, a solid solution, at a high temperature, so that, upon slow cooling, this solution breaks down into two phases, the solid solution and a compound. By heating the alloy to the temperature for maximum solution of the compound, quenching, and reheating to a suitable lower temperature for critical dispersion precipitation of the compound, useful properties of the alloy may be developed to a maximum. Double Aging.-Dougle aging in part is similar to the process for precipitation-hardening, consisting of heating a precipitation-hardening alloy to the solution temperature, quenching, reheating to the suitable dispersion precipitation temperature, strain-hardening, and again reheat-ing to a suitable temperature to develop certain useful properties to a maximum. The strain-hardening may be induced by two methods: (1) a rate of cooling from the first reheat may suffice to strain the solid solution lattice of the alloy; or (2) the alloy may be cold-worked to a suitable degree between the two reheats.

Synopsis.—A description of the working of the mills of this company and the metallurgical practice in vogue, by which a remarkably complex silver ore, averaging 54 oz. of silver per ton (run-of-mine ore), is treated to give a 95.66 per cent. extraction. The main features of the processes are: The cyanide amalgamation of the high-grade ore. The cyanide treatment of the low-grade ore, after extremely fine grinding and close classification, in a caustic soda solution. The use of a wet desulphurizing process to break up refractory silver minerals. The substitution of aluminum dust for zinc dust as a precipitant. The recovery and shipment of over 13,000,000 oz. of silver in bullion at 997 to 999 fine since this metallurgy was inaugurated, about 2.5 years ago. On the completion and successful operation of the mill to treat their high-grade ore,' the Nipissing Mining Co., under the general management of R. B. Watson, started a series of investigations of the possible treatment of the low-grade ore by the cyanide process, so that they would be in a position to market only silver bullion. These tests were run in July, 1911, on a large scale, by G. H. Clevenger, on an average mixture of Nipissing ore. The results obtained by a partiai amalgamation followed by cyanide treatment gave an extraction varying from 90 to 93 per cent. and were sufficiently encouraging to warrant Charles Butters, the company's Consulting Metallurgist, in recommending that the new low-grade ore mill under contemplation should be a cyanide mill, instead of a concentrator. The cost of such a mill, capable of treating 200 tons per day, to obtain a 90 per cent. extraction at a working cost of $3 per ton of ore treated, was estimated at $250,000. The notable occurrences, extending vertically and laterally perhaps several hundred feet, presented scattered, bladed lenses of this mineral in a matrix of quartz, pyrite, enargite, bornite, and chalcocite. But under the microscope covellite is seen to be widespread in the Butte ores, though in such small quantity that megascopic examination will not discover it. In early mining operations covellite was found in the Gray Rock vein, a member of the Blue vein system. As described by Sales,' it persisted as an occasional ore mineral, associated with quartz, pyrite, tetrahedrite, bornite, chalcocite, and minor amounts of sphalerite, from the 700-ft. to the 1,200-ft. level of the East Gray Rock and Diamond mines. The Atlantic City district encompasses several districts and has been previously called by different names, e.g., Atlantic gold district, Atlantic City-South Pass mining district, and Sweetwater mining district. The district is located in a terrane of folded and faulted early Precambrian metamorphic rocks which lies near the south end of the Wind River Range in Fremont County, Wyoming, Historically it is a gold district of little production, but today is an iron district of considerable importance. Gold was discovered in placer deposits about 1842 and in quartz-arsenopyrite veins about 1867, after which there occurred a mining boom lasting a few years. Minor, intermittent gold production from placers and lodes has continued to date, but the total production has probably not exceeded a few millions of dollars. Past lode mining was generally shallow ( in the oxidized zone), the deepest about 3 60 feet. The deeper, less oxidized and sulfide ores on the same lodes have not been explored. They appear to hold the only hope for future gold mining. Sedimentary iron-formation, similar to the Lake Superior taconite, occurs in the northern part of the district. Locally, where the ironformation is thickened by folds and faults, sufficient tonnages are present to be minable, as at Iron Mountain, where the U.S. Steel Corporation produces about 1.3 million tons of iron-ore pellets annually. Exploration of the iron deposits began in 1954, and the first ironore pellets were shipped to Provo, Utah in August 1962. Indicated reserves of iron-formation (about 30 per cent Fe) are reported to be about 300 million tons.

Slovenliness is as reprehensible in words as in clothes. Much writing that we recognize as poor in style is merely sloppy. Just as some students postpone the necessary shave or forget to change their collars, so young engineers in writing drop their articles, definite and indefinite, or omit prepositions where they are required, possibly to compensate for these they use unnecessarily The work will begin [on] Saturday. The work will begin [on] Saturday. `Influenza seriously affected many mines [during] the last three months. Flotation in America [during] the last two years has made tremendous strides. Construction of the mill started [on] August 12, 1915, at which time 75% of the excavation was completed. The idea I wish to convey is [that] there are mineral deposits to which the present law applies badly. For this reason, if there was [for] no other, the ownership of the ore below and [of] the surface above should go together. When a unit of mapping is furnished, be the unit a claim or [a] group of claims, it is necessary .. . A fully stocked store was started in Park City and all employees [were] sold merchandise on a strictly cost basis. The word "merchandise" is left without government or agreement. I suggest: ". . . and merchandise] was sold to all the employees on a strictly cash basis.". The verb `be' is serving concurrently both as a principal and as an auxiliary in the following: At first the work was interesting and [was] liked by most of the men. The sulphide ore was more complex or [was] milled at an increased cost. The failure to repeat tie auxiliary verb in successive clauses is a common error, as in The filter is filled with liquid allowed to empty, and then ignited.

The American Museum of Safety has installed a large collection of exhibits at 18 West 24th St., New York City, and extends a cordial invitation to the members of the Institute to visit this exhibition. The Museum is open daily from 9 am. until 5 p.m., and special arrangements will be made for the admission of a large party in the evening. The exhibition covers all phases of industrial and general safety, and also the important questions of sanitation and hygiene.

A previous article1 by the authors contained a general description of the new roasting furnace herein described but it did not go into detail as to the metallurgical behavior or the results obtained. Believing that such information would be of great value, they have elaborated on the subject and have given many unpublished details. The furnace described applies the principle of roasting finely divided zinc-sulfide ores, now produced in large quantity by the flotation process, in gaseous suspension; that is, the ore particles are carried, in suspension, in a current of air and gaseous products of the roast. The relatively great fineness of flotation concentrate presents difficulties and problems of roasting in furnaces of the ordinary type; the fine ore is forwarded through the furnace in the form of a shallow bed and its very fineness leads to dense impervious bedding which prevents oxygen from reaching the interior of the bed, thus unduly lengthening the time of roasting and preventing the elimination of the last of the sulfur. The fineness of the concentrate, normally, should lead to a rapid and complete roast, for the speed of roasting is a function of the surface exposed to oxygen, which surface is greatest, per unit of weight, in very fine material. The difficulty in bed roasting is to get the oxygen to the particle. If the fine ore, during the roasting, could be freely suspended in oxidizing gases, full advantage could be taken of the great surface conferred by its fineness. This fundamental idea, of course, is not new, for the Stedtefelt furnace, familiar to the older metallurgists, is an example of it; but the manner in which this is accomplished may be new. THE formal outline of Mr. Hague's life and work is embraced in the following statement, chiefly based upon data furnished by him, at my request, shortly before his death. At that time the probability that I would survive to record his death was apparently small; but I urged upon him the duty of providing, whether for me or for my successor as Secretary of the Institute, trustworthy material for the notice which somebody would some day have to write-and which might otherwise be incomplete or incorrect. Mr. Hague, with characteristic promptness and freedom from affectation, did what I asked of him; and I am therefore . able to present an authoritative sketch-concerning the details of which I shall add my own comments, and some particulars obtained from others of his personal friends. James Duncan Hague was born Feb..24, 1836, at Boston, Mass., where his father, Rev. William Hague, D.D., an eminent clergyman, then resided. After a preliminary, education in private. schools, be studied in 1854 at the, Lawrence Scientific School of Harvard University; in 1855 and 1856 at the University of Göttingen, Hanover; and from 1856 to 1858 at the Royal Mining Academy of Freiberg, Saxony. In 1859-1861 he was attached as chemist to a South Sea exploring expedition, sent by W. H. Webb, of New York, to examine Jarvis, Baker, and other islands for phosphate-deposits. After the outbreak of the Civil War, he entered the U. S. Navy, serving for a year as Judge Advocate to the fleet stationed at Port Royal, S. C. In 1863 he became Superintendent of the Albany and Boston copper-mine, in the Lake Superior region, where he was also connected with the earliest development of the Calumet and Hecla property. T. E. PURCELL, general chairman . of the local committee, opened the seventh meeting of the Fuels Division A.S.M.E. and the Coal Division A.I.M.E., at the William Penn Hotel, Pittsburgh, Oct. 28-29, by introducing Harry M. Moses, president, H. C. Frick Coke Co., who welcomed the 500 registrants to "our town." Mr. Moses, in his brief talk, declared that in the postwar period each of the new centers must have a reason for existence. Pittsburgh, he said, has no iron ore, or bauxite, and limestone is scattered and not near by; but Pittsburgh does have low-cost fuel within reasonable distance. Its problem is the economical utilization of the low-cost fuels that remain, as the high-quality fuels are gone. Mr. Moses expressed confidence in this group in the solution of the problem and looked forward to what they would do. Harold V. Coes, the first A.S.M.E. president to attend one of these conferences, responded. He thoroughly believed in these joint meetings - in the cross-fertilization of ideas. Each Division learns from the other. Mr. Purcell then turned the meeting over to J. E. Tobey who presided over the coal research session that followed.

THE Picher Mining Field, fig. 1, which lies between Baxter Springs, Kansas, and Commerce, Okla., is the most intensely mineralized and the largest zinc-lead ore producing area in the Tri-State District of Missouri, Kansas, and Oklahoma. It has a vast lateral extent of underground workings that is unequaled for the observation of the geology of zinc-lead ore bodies in sedimentary horizons; and thousands of churn drill holes in the unmined areas supplement the underground observations with useful data for the interpretation of the geology. This paper is confined to the ore deposits of the Picher mining field. The reader is referred to the bibliography for the general geology of the Tri-State district which has been ably covered by many geologists. The writer was co-author of several publications on the Tri-State district.- This paper is necessarily a repetition of parts of those publications but contains a few changes and additions on the deposition of the minerals. The parts of this paper concerning mineralization maps and pipe slump-structures are not covered in the above publications.

In 1924, the Crescent Eagle Oil Co., while drilling the salt section of the Paradox formation in Grand County, Utah, encountered a salt that did not appear to be sodium chloride. This salt was analyzed and showed the presence of potash minerals, both sylvite (KCl) and carnallite (KMgC12.6H2O). Because of the high potash content of the sample, there was considerable speculation: (I) as to whether the hole had been salted, and (2), if not, the extent, richness, and the depth at which the deposit occurred. The discovery caused a large amount of activity in the area. During the next few years, 68 potash prospecting permits were issued by the Government, 24 under the Act of 1917 and 44 under the Act of Feb. 7, 1927, each including about four sections of land. Several holes, all shallow, were drilled for potash. A number of holes were drilled for oil into the salt horizon and the cuttings collected at the oil wells were examined petrographically and chemically. The shallow test holes were not sufficiently deep to reach the potash horizon and revealed nothing of value, but several of the oil test holes gave some indication of where potash might be found. Location and Geology of Deposits The potassium and magnesium salts have been found in various places from the Denver and Rio Grande Western Railroad tracks about seven miles west of Thompsons, in eastern Utah, to Cane Creek, a tributary of the Colorado River— a distance north and south of about 35 miles. In this locality, there appear to be five separate deposits: the Crescent Eagle area, which is in T. 22 S., R. 19 E.; the Salt Valley area, in the vicinity of the north-south line of T. 23 S., between R. 20 E. and R. 21 E.; the Seven Mile area, in the eastern part of T. 25 S., R. 20 E.; the Cane Creek area, on the Colorado River, in T. 26 S. and T. 27 S., R. 20 E. and R. 21 E.; and the Salt Wash area, in T. 22 S. and T. 23 S., R. 16 E. and R. 17 E. (Fig. I.) The Crescent Eagle and Salt Valley areas are in the Salt Valley anticline, some of the wells being in the fault graben and others outside. Structurally, the Salt Valley anticline is very complex, and can be described in general terms as a northwesterly plunging collapsed anticline about 15 miles long. In the Crescent Eagle area, the valley graben is about 1 1/2 mile wide and the salt probably forms a plug, the apex of which is in the vicinity of the Crescent Eagle well. Owing to the complex structure, there has been every opportunity for flowage in the salt to cause local thinning or thickening of beds. As already said Pattin's map and the later one of Evans' showed coal in several places in Ohio as early as 1750, and possibly 1748; the reference on the latter map was' to an exposure near Bolivar, in Tuscarawas County, as well as along the Hocking River. So far. as now known, it 'was not mined in either place until 1810. George Croghan, in descending the Ohio with his party in 1765, mentions an "Alum Hill" which they saw near the present site of Pomeroy, probably an exposure of saline deposits, but does not mention coal. As settlement north of the Ohio River was prohibited until 1787, no coal was mined until long after that date. In 1785 a survey of seven ranges in the Ohio country was made, the line running west from a point on the north bank of 'the Ohio River, due north of the western termination of the southern boundary of Pennsylvania. The surveyors noted, "from hence to Stoney Brook between two very steep and high Ridges; it is eight yards wide, its bottom is of Slate and Sand Stone, and in many parts of it are large pieces of excellent Coal washed by, the Rains from the Neighboring Hills."' This was the present Yellow Creek, and the coal was from some of the lower measures. The Scioto Company published a pamphlet in French in 1787, to promote the sale of their lands and emigration to them, in which was said,

INDUSTRIAL Pittsburgh, the center of the coal and iron and steel industry of the world, was host to the Coal Division at its Fall Meeting held there on Oct. 21 and 22 at the William Penn Hotel. The past year has witnessed remarkable progress in new methods of mining and burning of coal and many of the papers on the program discussed these developments. Nearly 100 had registered at the time of the first session on Wednesday morning and this number increased to 168 on Thursday. Owing to the large number of papers on the program, eighteen in all, it was necessary to hold group meetings on Thursday morning, with a capacity attendance at each meeting. . Chairman McAuliffe was on hand early Wednesday morning to open the meeting. George Otis Smith, representing President Lovejoy, came over from Cleveland where he attended the meetings of the Institute of Metals Division. Secretary Parsons arrived later from Cleveland and spent the whole morning with the executive committee of the Division. Doctor Smith, Secretary Parsons, and J. T. Breunich were the official representatives from Institute headquarters.

DURING the past year a survey was conducted by the Committee on the Promotion of Student Interest in Coal Mining to determine whether the program as laid down in past years was operating effectively. It is a source of satisfaction and pleasure to be able to report considerable headway among operating companies in putting cooperative scholarship plans into operation. In previous committee reports the pioneer work along this line by Eugene McAuliffe, president of the Union Pacific Coal Co., has been cited. That Company now has in its employ, in responsible positions, three men who received their education under such scholarship plans. One student under a similar plan is now studying at the Colorado School of Mines.

A drilling-rate formula for roller-cone bits is derived from rock crater-ing mechanisms. This formula holds for "perfect cleaning", which is defined as the condition where all of the rock debris is removed between tooth impacts. Under these conditions, the drilling rate is directly proportional to the rotary speed and to the bit weight squared, and inversely proportional to the bit diameter squared and to the rock strength squared. Under imperfect cleaning conditions, such m those usually present in field drilling, re-grinding of the cuttings occurs under the bit, and the drilling rates fall below those for perfect cleaning. INTRODUCTION Drilling with a roller-cone bit consists of two fundamental operations: the formation of craters under the bit teeth, and the removal of the broken rock from the craters. To delineate the mechanisms of drilling, it is first necessary to understand the mechanisms involved in the formation of individual craters and then to relate these mechanisms to the over-all drilling operation. CRATER FORMATION When a bit tooth impacts a rock, the rock is elastically deformed until the crushing strength of the rock is exceeded, at which time a wedge of crushed rock is formed below the tooth1, 2 as shown in Fig. 1. As additional force is applied to the tooth, the crushed material is compressed and exerts high lateral forces on the solid material surrounding the crushed wedge.- en these forces become sufficiently high, fractures are initiated below the tooth and propagate to the free surface of the rock. The trajectories of these fractures intersect the principal stresses at a constant angle,'s4, as predicted by both Mohr's and Griffith's theories of failure. It has been experimentally 3,1 .6 that the volume of an impact crater, V,, varies as where Ec is the total energy imparted to the rock during the formation of the crater, and E is the threshold energy required before cratering is initiated (Fig. 2). Indexing experiments' have shown that, when there is a second free face to which the crater can fracture, a larger volume of material is removed and that above a transition zone there is a linear relationship between V, and Eo., which has a slope equal to the relationship for the single crater. The beneficial effect of indexing tends to offset the threshold energy requirement to a large extent, as shown in Fig. 2, and the relationship is closely represented by Rate-of-loading effects have been used to explain the nonproportional relationships usually obtained between drilling rate and rotary speed. The data4, in Fig. 3 show that the Ec/Vc parameter remained constant for craters produced with impact velocities ranging from 10 to 8,000 ft/sec. Since no rate-of-loading effects were detected over this wide range of loading rates, it seems improbable that there would be detectable rate-of-loading effects present in the small changes in impact velocities produced by varying the rotary speed. The writer has shown (Fig. 4) that, for craters produced in rock by impacting spheres, where X is the depth of penetration.
