In some districts of the bituminous coal field the problem of constructing bulkheads to seal off water under pressure is becoming increasingly important. Recently this matter has been brought very much to the front by the loss of a large Illinois mine due to failure of a bulkhead that separated it from several old, flooded mines. As this great misfortune has provoked much inquiry about proper bulkhead design, it is felt that a description of the successful and extensive water-sealing practice at three mines that have different natural conditions will be of considerable interest to those connected with properties having a present or future water problem and to engineers that may have to design safe bulkheads of economical construction. These three mines are the Saxton and Dresser, near Terre Haute, Ind., and the Hegeler, near Danville, Ill. All three have water conditions that make it necessary to regularly seal off all worked-out sections of the mine, and there are considerably over a hundred bulkheads in each. AS far as the writers know, these three mines are the only ones in the bituminous coal fields of the United States with anything like so large a number of water seals and experience, although a number of other mines are known to have a few bulkheads. More detail will be included herein on the Saxton mine than on the others, as the writers are more familiar with it. General Mining System All three of the mines use the same general panel room-and-pillar system, which consists of rooms turned both ways off room entries and a solid block of coal left on all sides of the completed panel except on the cross-entry side, where a heavier pillar is pierced by two entries for haulage and air. On completion of the panel the two entries arc sealed and the panel is then isolated from the rest of the mine. Owing to water conditions, no pillars are pulled; recovery inside the panel barrier pillars is approximately 65 per cent.

THE great development of the mines and metallurgical works of this country during the last few years, accompanied as it has been by the investment of enormous sums of money in purchasing lands, and in the erection of improvements, requires that advantage should be taken of the accumulated knowledge of engineers, superintendents, and' others, in mastering &he problems which are constantly presenting themselves for our action. Among those may be mentioned the consideration of more economical systems of mining in our coal and metal-liferous mines, improved methods of transportation above and below ground, unwatering and ventilating mines, the mechanical preparation of coal and other minerals, the various metallurgical processes, and, in fact, every question tending to the attainment of two great objects : 1st. The more economical production of the useful minerals and metals. 2d. The greater safety and welfare of those employed in these industries. In European countries, where the arts of mining and metallurgy have long been the subject of the most careful study, no means have been found so effectual in attaining the end above proposed as the free interchange of experience among those actually engaged in these industries, and this object has been accomplished, mainly, through the medium of institutes, associations or societies, composed of those engaged in these occupations, and by the periodical publication of essays or papers, communicated to such societies by their members. I t must be evident to all practical men that the interchange of the varied experience of those engaged in such occupation in this country could not fail to advance very materially the desired objects; it is, therefore, proposed to establish an American Institute of Mining Engineers, which will hold its meetings periodically in the great mining and metallurgical centers, where works of interest, such as mines, machine shops, furnaces, and other metallurgical works, can be inspected, and the members exchange their views, and consult for mutual advantage upon the difficulties encountered by each; these transactions or proceedings, when published, would form a most valuable and greatly-needed addition to our professional literature. I t is proposed that a meeting of those sympathizing with the object above mentioned shall be called for the purpose of organizing such an association, the place and time of meeting being Wilkes-Barre, Pa., and the month of April or May. Communications indicating the opinion and wishes of all, both as to these points, and also as to the organization and objects of the Institute, will be gladly received by any of the undersigned, and a notice of the date of meeting, which will be arranged to suit the greater number, will be duly communicated. COMING over from the plant on the Denver and Rio Grande yesterday afternoon I was an interested listener to a smoking-room conversation that had to do with the experimental plant near Rifle. The people who were talking didn't know me and I didn't know them, but I learned quite a little. I understood that the plant would never operate; that it was not intended to operate; that the "oil trust" would keep it from operating; that our tramway had eaten up all our money and still was not working and would not work; that the plant was run by a bunch of kids, and that the superintendent was probably the biggest kid of the bunch. I plead guilty to the latter. But the people who were talking were misinformed. The plant is producing oil. The first sample of oil that came from our unit at the Bureau of Mines experimental plant at Rifle, Colo., was produced on Sept. 18, the first that came out of the condenser, and it is still coming. This sample of oil may mean to the United States what the first oil produced from the first well meant.

Over the past few years, metallic arc welding has been extended to steels of the hardenable type. As compared with other methods of fabrication, production has been facilitated, service performance frequently has been improved, and the overall results have been so favorable that engineers and production men have placed great emphasis on this application of welding. The metallurgist and welding engineer, however, have been confronted with new problems, since, for one reason, the harder steels are more apt to crack and special precautions must be taken if sound joints are to be procured. Some of the factors that are pertinent to this problem are metallurgical, and it is an object of this contribution to discuss steel manufacture and processing methods and to show how their control assists in reducing the hazard of cracking. By this time, the problem of cracking— specifically underbead cracking, or "hard cracks," or parent-metal cracks-—is well known, and a large amount of work has been published, both here and abroad, dealing with this subject.' The tests described are made under restraint to facilitate cracking and arc so designed that a semiquantitative, or at least a relative, value of the cracking tendency is obtained. As one would expect, it has been reported that the incidence of cracking increases with the carbon and alloy content of the steel. More specifically, the cracking tendency is said to increase with the hardenability of the steel, though it is now recognized that the situation is not so simple. The phenomenon itself, on the other hand, has been but loosely described, and it is in only broad generalizations that this cracking has been related to steel metallurgy. Thus, while it has been abundantly demonstrated that the hardenable aircraft steel, S.A.E. 4130, must tend to crack when are-welded, the problem still remains of why two lots of the same composition and the same hardenability can vary so greatly in cracking tendency, or what it is about the prior metallurgical history that so strongly affects the results. Further, while the efficacy of preheating and postheating in preventing cracking is recognized and utilized in production, the mechanism by which they function seems not to have been described. These points are thought to be significant in the production of steel for fabrication by metallic arc welding and, hence, of interest to mill and process metallurgists and welding engineers. Consequently, it is another object of this paper to discuss the mechanism of parent-metal cracking, including the influence of the condition of the steel and the control of cracking by manipulation of the time-temperature conditions during and after welding. A new method of rating the cracking tendency is also discussed, and the results of the test are related to steel composition and structure or prior history. The rapid increase, during the last few years, in the number and magnitude of applications of electric power-transmission to commer cial uses in this country, has been due principally to three causes: first, the ability and enterprise of those who have been identified with the progress of electrical industries, since electric illumination became an economic fact instead of a laboratory-experiment: sec ondly, the readiness of the American people to adopt new and ad vanced methods as soon as their superiority has been fairly demon strated; and thirdly, tile economy and flexibility of the apparatus employed, when properly designed and constructed, and installed under suitable conditions. Basing our judgment on the world's advance in scientific devel opments during the past century, we may reasonably conclude that in no other country would the pioneeis of electrical invention, whose names have now become household words, have received the prompt and plentiful financial support which has enabled them to inaugurate undertakings of exceptional magnitude, even in this era of tremendous monetary organizations. And, on the other hand, we have seen, in the numerous financial and engineering failures inseparable from such rapid development, the natural results of a too implicit faith in electrical omnipotence. It is not to be wondered at that conservative engineers have been slow to adopt this new and mighty agent in the solution of exten sive problems, and under circumstances where a single failure means not only a greater or less financial sacrifice, but the loss, in a greater or less degree, of professional reputation. NO metallurgical process developed in the last half century has been more widely advertised to both technologists and lay- men, or has done more to promote efficiency and economy in the extraction of the valuable portions of ores than has the flotation process. Practically everybody has heard of this strange procedure whereby the heavy portions of an ore are made to float while the light parts sink. Some- times it is called froth flotation, the mineral-bearing froth being from the first a distinguishing characteristic. Many times it is called oil flotation, because a thin film of oil was commonly applied to the particles to be floated to make them adhere to the bubbles that rise through the pulp to form the surface froth. Oil, though commonly used, is not, however, necessary for this purpose, which is one of the facts that has been learned as the process has been developed.

THE controversy regarding the ,'probable future of the Mexican oil fields, and its relation to the oil industry of the United States, has led to the preparation of this paper. As has been predicted by several writers in recent papers, certain of the producing areas in the so-called "southern fields" in the Tampico Embayment have only a limited oil reserve. These areas are being pulled on by every pipe line in that region, and the length of time that they will continue to produce is a direct factor of the daily oil shipments of these companies. However, this is not the whole story, and in the following paragraphs an attempt will be made to show that the life of Mexican oil production will be a long one, and Mexican oil will continue to be a large factor n the market for an indefinite time after the areas mentioned above have been drained. The past and present producing fields will be discussed separately, in order-to establish a basis for comparison, the ,only method by which underground reserves 'can be estimated in these fields.

PRODUCTION COSTS, profits, and quality are the primary factors in the peacetime production of iron and steel. In a war emergency, as high production rates and as complete utilization of readily available raw materials as possible, consistent with securing passable quality, become the most important factors. In this connection a discussion of some of the recent developments in the German iron and steel industry, where the problem of scarcity has naturally always been more acute than in the U.S.A., maybe of interest. To get more pig iron out of the existing blast furnaces it was necessary to obtain the maximum efficiency from the iron-bearing raw materials. This was achieved by eliminating all "excess baggage," chiefly by beneficiating the ore. The preparatory work for this was done by various methods which are effective when the ore either is too poor or contains too many impurities or too much gangue. Some of the beneficiation methods are well known, some are combinations of wet-mechanical, magnetic, roasting, sintering, and other treatments.

THE best meeting ever held, was the opinion expressed by a number of those who attended the annual meeting of the Institute in New York, Feb. 18 to 21, and there was an atmosphere of friendliness and good fellowship about it that fully justified the feeling. In numbers it was not quite so large as last year and unless the Engineering Societies should build for themselves a new building it is probable that no meeting can be larger, in respect to numbers, than that held in 1928, which was only made possible by the circumstance that the eighth floor of the building happened to be, temporarily vacant at the time. The number of rooms available for -sessions that were provided when the building was built long ago proved inadequate, and it is only by the expedient of obtaining the temporary use of the board and committee rooms of other societies that it is possible to arrange for the over 40 sessions that must be spread over the four days of the meeting. The-fifth floor, where. a buffet lunch is served each-day, has reached its full capacity and it seems quite evident that any future development of Institute meetings must be along the lines of quality, not size.

The Bureau of Mines developed a detector for controlling sorting devices to separate the copper-bearing fragments from the barren portion of Michigan native copper and western prophyry copper ores. A successful sorter could be used to preconcentrate the ore and eliminate costly hoisting or hauling of waste. An induction balance unit was developed and used in sorting tests on crushed sized - 2.5 + 1. 3-cm (- 1 + 1/2- in.) ores from the Kingston (0.9% Cu) and Centennial (1.6% Cu) mines of Upper Michigan. THE PAST YEAR saw important developments in all the main branches of zinc metallurgy, which can only be douched on briefly here. Vertical Retort Smelting-The New Jersey Zinc Co. reports their operations to be about as last year when the number of vertical retorts at the Palmerton plant was increased from 16 to 28. The first unit of eight vertical retorts at Oker, Germany, to treat the Rammelsburg complex ore was completed early in the year. A second unit has been under construction and is probably ready to start operations about this time. Each unit is rated for 10,000 metric tons of zinc per year. A plant of 40,000 metric tons annual capacity is the goal. A reflux plant was also built to make high-grade zinc. The plant program is being -carried forward with government finan¬cial assistance, as was the case with the electrolytic zinc plant at Magdeburg. Government subsidies cover mining and 'smelting, and allow for depreciation and reasonable return on invested capital, according to U. S. Bureau of Mines reports.

I. INTRODUCTION THE smelting plant of the British Columbia Copper Co. at Greenwood, B. C., now closed because of the decline in the price of copper due to the European war, is of special interest to metallurgists for several reasons. It was successfully smelting in blast furnaces the lowest grade copper ore of all plants in America. In order to do so, it had to run at' very high efficiency, which necessarily required a large tonnage per square foot of hearth area, together with the minimum amount of labor and other costs. The furnaces smelted daily 2,250 tons of ore (6.62 tons per sq. ft. of hearth area), carrying 0.85 per cent. of copper, at a smelting cost of $1.18 per ton. The entire plant required 130 men to operate it and keep up repairs, showing a labor efficiency of about 17.5 tons per man per day. In the present paper, the method of obtaining these results is shown. Most of the information contained in this description I obtained as Assistant Superintendent, during the two years preceding the present shutdown. In the early part of 1893, I had occasion to make for the owners a professional examination of the Rich Patch tract; and, with their permission, I present in this paper, omitting the commercial portions of my report, those portions which may be valuable to future students of that region. Location, Topography And Geology. The Rich Patch tract comprises about 9000 acres, located about 3 miles west of Low Moor, on the Chesapeake and Ohio Railway, in Alleghany county, Va., and immediately adjoining the Low Moor property. In shape the tract is roughly quadrangular, being about 3 miles broad in a northerly and southerly direction, by about 6 miles long from east to West. Potts creek and Jackson river run along its northern boundary. It is drained by Hayes Gap run, Mill branch and Laurel creek, which flour north into Potts creek, and by Karnes creek, which flows northeasterly through the Low Moor property into Jackson river. The topography of the tract is shown by the accompanying map (Fig. I), and need not be described here. The valleys are cut down from 1000 to 1500 feet below the mountain summits, which generally reach an altitude of about 3000 feet above tide. The geological structure of the district is indicated by the geological cross-sections shown in Figs. 2 and 3. These sections show that the formations underlying the property extend from the Lower Silurian lin~estones up to the Devonian slates, including the numbers of the Paleozoic system of rocks as defined by the geological surveys of Virginia, Pennsylvania and New York, from No. 11. to No. VIII. • No. IX. While brass and other copper alloys have long been listed as offering health hazards to their workers, it is questionable if the metals involved are alone responsible for the trades' records of morbidity. The entire science of foundry sanitation is the product of the past two decades; and the best standards now operative would have been regarded as little short of revolutionary prior to 1910. The special handicap to the conservation of the health of the brass founder's employees has been the fact that, unlike the iron founder, his business could be profitably carried on in almost any small and unsanitary quarters. As a result, writers on occupational disease have accepted brass chills or brass founders' ague as an inevitable feature of the trade; and respiratory disabilities, as well as phthisis and disturbances of the nervous system, are also included as prevalent among those employed. While there can be no question as to the basic accuracy of past investigations, there is every reason to doubt the necessity for an undue percentage of ill health among brass molders and casters who are safeguarded by scientific ventilating standards and by improving personal habits of sobriety. There is, however, need for a campaign of education as to the most approved practices and equipment whereby the employer may safeguard the health of his workers, and thereby reduce his labor turnover and increase his productive efficiency. Broadly speaking, copper, tin, and aluminum carry negligible health hazards. The toxic qualities of lead, however, are a menace; especially if scrap lead is recovered or bought for foundry processes. The rapid volatilization of zinc renders its fumes and flocculent condensation the chief problems in conserving the health of the brass worker. Discovery of a hitherto unsuspected extension of the Vermilion range iron formation in Northern St. Louis County, Minn., has been announced by the director of the State's geological survey, Dr. George M. Schwartz. USGS aeromagnetic maps show that the Vermilion range curves southeast from the Tower-Soudan area into the wilderness between Embarrass and Bear Head Lake. Dr. Schwartz believes that this new information justifies considerable exploration and drilling for iron ore in an area of about 20 sq miles southeast of Soudan. The aerial maps were a result of a three year USGS-Minnesota Geological Survey aerial search for iron formations in a 30,000 sq mile area in northern Minnesota.

EVERYWHERE in mining circles the talk is of this new development of hard faced or insert bits which hints of many changes to come in mining practice and rock drill equipment. In the past fifteen years new equipment has appeared in rapid succession which brought one change after another in rock breaking practice. Detachable bits were an innovation which met with wide success. Blasthole diamond drilling has proven itself. Only recently, fusion piercing was announced as a possible solution to the problem of breaking taconite ores. For several years this interest in new methods has been growing and various experimental usages of tungsten carbides in rotary type rock drilling bits have been partially successful. American experts in rock drilling have been concerned with the subject for ten years but actual commercial practice was begun by European manufacturers and mining companies. At this time nearly every manufacturer of rock drilling bits is working on some type of an insert bit. On the Rand, European manufacturers are testing out various types of insert bits. The problems relating to rock drilling in South Africa vary greatly from ours. The bulk of the drilling there is limited to the 31/2-ft holes that are drilled for breaking the gold bearing reef ore. Rock drilling in most mines is far more diversified. Both drifting and ore breaking call for holes varying in length from 4 ft up to as much as 50 ft and more.

INCREASING attention has been given in the last decade to the possibilities of mine leasing in the West. The practice as described in this article does not refer to the leasing of entire properties for corporate operation. It is intended to deal rather with the advantages and problems incident to leasing portions of properties to individuals who themselves, individually or in groups, do the actual mining and transportation of the ore. These individuals are sometimes called "leasers" and sometimes called "tributors." The contracts under which they work set up an independent relationship of lessor and leaser, between themselves and the mineowner or operator. This relationship has many advantages to both sides over those created by the ordinary relationship of employer and employe. From the standpoint of the owners there is no liability on independent contractors for industrial injuries, social security taxes, unemployment taxes, or the manifold restrictions of the Federal Labor Relations and Wage Hour Acts and similar state acts where they exist. As the leaser's income depends on the quantity and quality of ore produced, there is a distinct incentive for maximum production of a good grade of ore. This in turn promotes careful mining of the areas under lease. Ordinarily in mining, labor cost is a high percentage of the total cost of operation. Under a leasing system, even if the leasers be allowed to retain half of the gross values that they produce, and the owner or operator gets half, in the case of marginal ore bodies this is ordinarily more than the lessor would realize if the property were worked by day labor.
