(Cleveland Meeting, October, 1912.) IN the course of my professional work in China during the fall of 1907, I had an opportunity to visit the iron-ore mines at Ta-yeh in Hu-pei province (long. 114° 50' E., lat. 30° 20' N.). It occurs to me that a rescript and discussion of my notes taken at that time should be of interest, particularly as supplementing the exceedingly interesting recent paper-of Thomas T: Read on The Mineral Production and Resources of China.1 Ta-yeh is situated near the right bank of the Yangtze river. The mines are at an average distance of about 16 miles from the river-port Shi-hui-yao, which in turn is some 70 miles S-E. of Hankow. The ores are shipped to the works of the Han-Yeh-P'ing Iron & Coal Co. at Hanyang, as also very largely to the Japanese government iron- and steel-works at Wakamatsu, Japan. Smaller quantities have been exported to the Pacific coast of the United States. These ore-deposits have been briefly noticed in a number of publications, but, so far as I know, Mr. Read's description, in his chapter on the iron-ores of the Chinese Empire,2 contains the first attempt to define their geological character. In his more recent paper Mr. Read follows very closely the text of his earlier description. To quote briefly from the recent paper, he says : " The iron-ores at Ta-yeh . . . . lie along the contact between a marble and an intrusive body of a dark-gray syenitic rock." He refers to a figure which exhibits in plan, but not in section, the relative positions of the syenite, ore-bodies, and limestone. The contact is seen to trend approximately E-W., with the syenite on the north and the limestone on the south. " The syenite lies to the north of the marble, and a few miles farther north the marble again' appears, iron-ore again being present along the contact." THIS is a day of surpluses, some good and some not so good. One can hardly pick up a newspaper, magazine, review or economic treatise without confronting the fact that we have or are threatened with more .of certain goods than we have use for, whether it be corn, wheat, cotton, coal or oil, -lumber, 'leather, newsprint, automobiles, zinc, lead, copper or what not. How did this unprecedented state of affairs arise? Who is to blame? How shall we avoid smothering ourselves in our own production? The voice of the farmer is raised in appeal to the Government to relieve him from the dilemma of his own fertility. In answer the Government employs thousands of experts and spends millions of dollars to aid the farmer. But to what end? To make him still more efficient so that he may produce even greater surpluses? Not satisfied with the result, it spends other millions to prepare vast areas of the arid land of the West for more farmers to cultivate and insure yet larger surpluses. Then what? DESPITE the increasing interest in and the technical importance of iron-chromium-manganese alloys, very little published information is available regarding their constitution. F. M. Becket's paper1 in 1930 represents the first correlated effort in the field of these alloys. The paper served particularly to draw attention to the commercial possibilities of iron-rich alloys containing chromium and manganese in balanced proportions. The duplex structure of alloys within the commercial range was briefly discussed, but exposition of their structural constitution was necessarily limited because the physical properties and corrosion resistance of the alloys were the main subjects of the paper. Both prior to and following the publication of F. M. Becket's paper, and at his instigation, an extensive investigation of the constitution of iron-chromium-manganese alloys of commercial purity was in progress at the Union Carbide and Carbon Research Laboratories, Inc. The present paper is based on the results of that investigation. In the last few years, investigations covering various portions of this alloy system have also been made in Europe. W. Koester briefly mentioned the effect of annealing on chromium-manganese steel2 and later3 constructed approximate sections of the iron-chromium-manganese equilibrium diagram. M. Schmidt and H. Legat14 even more recently studied this system, and their article and conclusions are of interest as representing an entirely independent study of a number of iron-chromium-manganese alloys. Koester's sections are shown in Fig. 1. The figures summarize the effect of manganese additions to iron alloys containing 5, 10, 15 and 20 per cent Cr as well as the effect of increasing chromium content on iron alloys containing 3, 8, 20 and 30 per cent Mn. These diagrams, within their composition limits, substantiated in some measure the results of our investigation. However, in our work some differences as regards the position of the mixed alpha-gamma fields were found as compared to Koester's work, and we were able to detect the presence of

THE mineral industries in this country have now had about a year of national planning. Al. though the period is short, the volume of activity and legislation designed to make that planning effective has been nothing short of enormous. Those who have been privileged to see and study a few of the codes to regulate our mineral industry, such as those for oil, coal, steel, and copper, are driven to the conclusion that nothing was really known about the proper way to conduct those industries in this country prior to June, 1933; or if anything was known, nobody in actual practice made use of that knowledge. And yet those industries, in days gone by, helped to make this country the most prosperous in the world, and to maintain a standard of living even today higher than that of any other country. Without wishing to assume any first-hand knowledge of the Russian standard of living, I must confess that the evidence seems to indicate that even with dictatorial authority, national planning encounters unexpected difficulties.
