The Philippine Islands have produced no oil commercially; nevertheless, oil is known to be present at various places in the is1ands.l Although all attempts to produce oil commercially have failed, no intelligent, persistent exploration has been carried out. The Richmond Petroleum Corpn. (a subsidiary of the Standard Oil Co. of California) and a syndicate headed by Ralph Arnold are at present engaged in exploring Bondoc Peninsula in Tayabas Province, one of the promising Philippine areas, in a manner that promises to test the petroleum possibilities adequately and intelligently. How can the petroleum resources of an entirely undeveloped area like the Philippines be estimated, where not even the areal extent of the various geologic formations is known? Obviously no calculated figure for assured future production can be derived. Yet a study of the evidence of the occurrence of petroleum, the character of the possible reservoir beds, the probable source rocks, the character and size of favorable structures, and the area over which petroleum-bearing rocks are known to occur, will throw some light on the question. The fact that rocks of the same geologic age and similar composition have been explored and are producing in Borneo, Sumatra, and Java to the south and in Formosa and Japan to the north also affect the problem, so that one can obtain some idea of the quantity of petroleum that may reasonably be expected from the Philippines. It is this measure of the possibilities rather than a definite calculation of petroleum reserves that is presented herewith. This paper will not attempt to describe, nor even to enumerate in detail, the occurrences of petroleum in the Philippines, as such data have already been published. The causes that have formed fissures in the earth's crust, and the agencies that have converted them into metallic beds, are amongst the most important and interesting subjects that can engage the attention of the mining engineer or the scientist. They lie at the very base of the whole system of vein geology, and until something like a correct theory can be arrived at with regard to them, the science as such is necessarily very incomplete. he data for such a theory, owing to a lack of careful and systematic observations in countries pre-eminently metalliferous, like Mexico and the States of Central and South America, are almost entirely wanting. Doubtless there has been abundant speculation on the subject, from the earliest times down to the present, in every country where mining has been one of the leading industries of the inhabitants. Perhaps the theory of Elie de Beaumont more nearly approaches a satisfactory explanation than that of any contemporary authority. The most recent investigations, both in Europe and on this continent, tend to produce the conviction that the phenomena of metallic fissure lodes are in some way connected with, and dependent upon, plutonic agencies— not, however, as the direct product of volcanic activity, but rather as the result of chemical agencies called into play through its aid. Active volcanoes generally produce only the well-known types of volcanic rocks, though, perhaps, well-marked cases can be shown where these contain ores of copper, etc., evidently derived from the same deepseated source as their hypogene gangue. The law of supply and demand is, in general terms, that law which governs the price of any commodity in an unrestricted competitive market. There are several variables which, for the purpose of this discussion, will be defined only as they apply to the petroleum industry: Production: The volume of petroleum that is moved from leases. Stocks: The volume of petroleum that is in the hands of the tank farm and pipeline companies. Inventory: The value of the stocks at the market. Consumption: The indicated delivery of oil to others than those who hold stocks. Demand: The potential absorbing power of the consuming market. Demand is the expression of the needs of the consumer and may depend on the economic value of the oil to the consumer. In times of low prices, the demand is the same as the consumption but during periods of high prices or deficiency in supply, the demand may be greater than consumption. A general expression of the law is as follows: production or consumption Some relation between stocks and or controls price or demand inventory The Law as Applied to Crude-oil Market The above general expression of the law shows that there are six relations between variables that must be investigated in any attempt to establish the exact status of price control at any time. Production vs. Consumption If stocks of crude oil were very low, so that the flow of oil to the market was directly from the producer to the consumer and not, in a large measure, through stocks, some relation between production and consumption would be proportional to price changes. In designing a pocket instrumeut whereby any giver1 horizontal or vertical angle may be closely approximated, the following points should be kept in view, if general utility is aimed at : 1. The instrnment should be light and compact, so that it can be carried in the pocket, or in a sling. 2. It should be capable of observing any angle whatever, horizontal or vertical. 3. Since time is often an important consideration in making a preliminary survey, it should be capable of giving the horizontal and vertical angle at one observation. I do not know of any instrunlent that will fulfill these requirements, except the one here described. Where the depression- or elevation-angle of the distant object, whose bearing is required, exceeds 50 or 60 degrees, it becomes difficult or impossible with a prismatic compass, for instance, to obtain accurate results; and since it frequently happens, particularly in mining, that much work requires to be done beyond that limit, it is obvious that an instrument which can be used to observe a high angle just as easily as a low one, if not absolutely a necessity, will at least be a great convenience. THE nature of a collector-coated mineral surface has been the subject of some experimentation and much speculation. Various aspects of the problem have been isolated and studied; it is probable, however, that there exist aspects as yet unrecognized, which are needed for a complete description of the system. The recognized elements of the problem are: 1—The nature of the chemical units comprising the film and the nature of the forces holding these chemical units to the mineral surface; 2—The orientation of the chemical units at the surface; and 3—The disposition of the collector units at the mineral surface. This report touches upon all three aspects of the broad problem; it deals, however, with a new and heretofore unrecognized element—the mobility of the collector units in the two dimensions of the solid-liquid interface. Regardless of the viewpoint adopted as to whether the chemical units comprising the collector film are collector ions or molecules, held either by chemical or physical forces, the writers on flotation theory are in apparent agreement as to the orientation of the chemical units at the mineral surface. Wark and Cox' showed that the contact angle at a stable collector-coated surface in a constant chemical environment is independent of the nature of the mineral and of any resurfacing agent; it depends solely upon the collector used. They showed further that the value of the contact angle increases with the number of carbon atoms in a homologous series of compounds. Taggart, Taylor, and Knoll2 postulated that the collector ion is oriented with the chemically reactive, polar end toward the mineral surface and the non-polar, hydrocarbon-like end toward the liquid phase. In support thereof they cited the abstraction of p-p1 dihydroxydiphenylthiourea and of glycol xanthate8 by galena without a concomitant increase in the contact angle above that of clean galena. It was argued that in these cases the water-repellent layer which normally would be presented to the liquid phase owing to the orientation of the collector ions is overlain by a layer of water-avid groups, the hydroxyl groups. Implicit is the analogous orientation exhibited by a monomolecular layer of an insoluble substance at an air-water interface. It should be pointed out that these facts also are consistent with the concept that the collector units be flat on the surface of the mineral and that the response of the surface to an air bubble is determined by the ratio of the area covered by water-avid groups to the area covered by water-repellent groups; the areas being weighted according to the relative watef-avidity or water-repellency of the groups involved. The disposition of the chemical units of the collector film at the mineral surface has not received the attention it merits. Taggart4 concluded from the observed stoichiometry of the ions entering and leaving a surface that the stoichiometry is obeyed in detail at the surface of the mineral. Thus, in the case of xanthate-coated galena, pairs of xanthate ions are attached to surface lead ions. In the case of chemisorption, Gaudin and Preller postulated an agreement between the atoms or ions of the substratum (the mineral surface) with those of the superstratum (collector film); in the case of the physical adsorption their position is not clear. In one place they state "the first type (physical adsorption) does not require any agreement between the atoms or ions of the substratum with that of the superstratum" and in another place that "It seems, in fact, as though some slight influence of the substratum is formed even in physical adsorption." The present work shows that in some cases of chemisorption the chemical units of the collector film are in constant surface-bound motion and may not be assigned to any site of the surface, hence there is no permanent association between the chemical units of the film and the atoms or ions of the solid. The physical property of the collector film that is of paramount importance is its surface energy. Although this property is not susceptible to direct experimental determination, the related contact angle is. Tests to increase knowledge concerning the process of hydraulic fracturing have been performed on three wells in the Allegheny field in western New York. The fracture orientation and its physical appearance at the well-bore was determined by impression packers run at appropriate times throughout the program. Fract~tre azi171uth and its dimensions thus determined were compared to the rock properties and treatment conditions. Logs to provide data concerning rock properties and to improve identification of vertical fractures were run before each step of the fracture treatment. Pressure osc~illu~iot~s were studied after each phase of tile treatments surface pressures during treatment. These measurements show that subsurface pressures exhibit many of the same characteristics as surface pressures during treatment of a well; however, transient pressures are dampened and deelayed in time at the bottom of the well when COmpared with surface pressures. Data obtained from this study provides a means to help locale and determine orientation of vertical fractures made in the open wellbore. Although these rests were performed in only one area, much of the information gained may be applied to fracturing programs in orher areas. INTRODUCTION In this study, various tests were made to provide data to better understand formation fracturing in situ. The reservoir studied is the Richburg oil sand which is a part of a series of predominantly grey sandstones and shales with occasional brown sandstone layers, known as the Caneadea unit of the Canadaway group of Upper Devonian age. Average physical characteristics of 12 cored wells in this area are 13-ft thick gross sand formation, 12-ft thick net sand. 1.7 md permeability, 11 percent porosity, 44 percent oil saturation (before secondary recovery) and 16 percent water saturation (before secondary recovery). This particular area of the Allegheny oil field was originally drilled prior to 1890. The first waterflood secondary recovery attempt was made in 1929. The present sustained waterflood development began in 1951 and is being carried out on a 4.5 to 5-acre spacing. Objectives of these tests were to (I) study fracture azimuth and dimension in relation to rock properties and treating conditions, (2) improve fracture identification techniques, (3) compare surface and subsurface pressure during all phases of treatment and (4) compare the periods of the fluid column oscillations occurring after each phase of treatment. Although the areas of investigation listed appear divergent in purpose, the program was designed primarily to increase knowledge of down-hole conditions leading to rock failure and extension of the fracture thus created. TEST PROCEDURES Wells upon which tests were conducted are designated as Wells 1 through 3. Well 2 was located 440 ft north of Well 1, and Well 3 was located approximately 880 ft west of Well 1. Wells 1 and 2 were completed with cable tools, while the producing interval of Well 3 was rotary cored using fresh water as the drilling fluid to obtain oriented cores. Tests were divided into separate phases on each well as the fracturing program progressed and consisted of measurements performed prior to treatment, during and after the formation breakdown operation. during fracture treatment and after treatment. To verify location and azimuth of the fracture created, and to obtain an impression of wellbore irregularities, a packer was used (Fig. 1). This packer was lowered on tubing into the wellbore opposite the interval under study and inflated in stages to allow the impression material to conform to the wall of the wellbore. There exists an unconfirmed opinion among many ironmasters that the combination of a small quantity of manganese, chromium, titanium, tungsten, aluminium, nickel, and some of the metalloids with iron has a beneficial effect upon the quality. And the impression prevails in some localities that the excellence of steel greatly depends upon the influence of some of these elements. Brit as the recorded experiments are so meagrely described, and made under such various conditions, the student in search of information upon the subject is somewhat bewildered by the contradiction of the opinions expressed. Observing some interesting phenomena while experimenting with an alloy of iron, copper, and nickel, I was led to determine the effect of some of the metals upon iron as free from contamination by other elements as it is possible to procure in practice, in order that the result of an alloy of an individual metal with iron might be more closely studied; for it is almost an impossibility to determine the influence of a small amount of one element upon a metal combined with a large amount of another, and the mere presence of another sometimes makes this difficult. And as most of the experiments recorded upon this subject have been made with iron containing sufficient carbon and other elements to interfere with the effect of that metal the influence of which it was desired to observe, I have endeavored to avoid these sources of error as far as practicable. GENETIC correlations of the various types of Cheltenham fireclays found in Missouri have been the subject of several papers. The correlations usually have been attempted on the basis of stratigraphic and leaching patterns (Wheeler,18 1896; Allen, 1,2 1935 and 1937; McQueen,13 1943). Herold10 (1943), as well as Allen,l,2 has dealt at length with the mineral¬ogy of Missouri fireclays and postulates genetic relationships from min¬eralogical findings. Both researchers cite kaolinite as the primary clay mineral of the Cheltenham formation and suggest that differences in physical proper¬ties are due to clay mineral impurities such as halloysite or illite (not recog¬nized by the name "illite" at the time of Allen's papers). By ascribing the differences to impurities, it is possible to use weathering as the only major alteration factor. This paper seeks to probe still farther into the clay mineral composition of the Cheltenham formation and to show thereby that the mineralogical differ¬ences that have been found to exist within the "kaolinite" component of the Cheltenham fireclay may alter somewhat the previously held theories of diagenesis. Two Missouri fireclays, which have been rather thoroughly investigated, were chosen for comparison of genetic relationship to clay mineral content. One is a typical plastic fireclay of the middle Cheltenham (McQueen's classification13) obtained at Mexico, Audrian County, Missouri, from a large open pit operated by the A. P. Green Fire Brick Co. The other-a typical hard flint fireclay-was obtained from a pocket deposit in southwestern Mont¬gomery County, Missouri.

In September I contributed an article upon Columbite in the Black Hills of Dakota to the American Journal of Science. I had not at that time seen the paper by Professor Charles A. Schaeffer, of Cornell University, upon the occurrence of tautalite in the same region," or I would have gladly made reference to it. His analysis, proving the entire thence of columbic acid, shows that the specimen he analyzed, at least, should be called tantalite, and not columbite, if the distinction between these two closely related species is to be maintained. It is hard to say where the line is to be drawn, in such cases, between two minerals, when the specific characters and the composition are so nearly the same. If the name is to be determined by the relative amounts of tantalic and columbic acids, what shall we call the mineral when these acids are present in nearly equal quantities? Preference was given in this case to the name columbite, for the reason that the specific gravity, as ascertained by the ordinary scales at command, was nearer 6 than 7. As Professor Schaeffer had only one fragment by post, while I had an abundance from many places, it may yet be found that columbic acid predominates in some of the specimens. I therefore use the name columbite or tantalite indifferently. With this explanation I proceed to give a few observations upon the occurrence of the mineral with the tin-ore of the Black Hills. There are two localities, especially, where the mineral is found in the same dike or vein as the cassiterite: 1. at the Etta mine; 2. at the Bob Ingersoll claim. At the Etta it occurs in close association with albite and feldspar in crystals from one to four or five inches broad, and from one-quarter of an inch to three inches thick. These unique copper-deposits occur on the top of the Kaibab Plateau, in Cocouino county, Arizona, and extend from the northern edge of the Grand Cañon of the Colorado river to near the Utah State line. The best-developed deposits are near Jacobs Lake, 30 miles south of the Utah line, where they are 16 ft. thick, of unknown width, and are more or less continuous for 5 miles. From Jacobs Lake to the edge of the Grand Cañon, a distance of 40 miles, outcrops of ore have been found, but no explorations have been made except those of wandering cowboys and hunters. The Kaibab Plateau, the highest of the Colorado river plateaus, is a great uplift, about 90 miles long from north to south, and from 10 to 20 miles wide from east to west. Its southern face is the Grand Cañon; its western boundary a N—S. fault plane, which separates it from the Eanab Plateau, lying 1,500 ft. below. Its eastern edge is a monocline which brings the horizontal beds of the high plateau to the level of the plateaucountry of eastern Utah. The elevation of the plateau near the Colorado river is over 8,000 ft., and about 6,000 ft. at the Utah line. Its structure, as shown by the western fault, consists of about 500 ft. of Aubrey limestones underlain by 1,000 ft. of red sandstones. The limestone is the upper member of the Carboniferous, and is overlaid by the marls and shales of the Permian, 25 miles to the north on the Kanab Plateau. At the town of Kanab, near the Utah line, the Permian strata pass under the magnificent redsandstone cliffs of the Triassic, that rise to heights of 1,000 ft. above the desert. The Grand Cañon exposes a section a mile deep at the southern end of the plateau, showing all the formations from the Archean to the top of the Carboniferous.

The attempts of British investigators to arrive at definite knowledge concerning the nature of the nitrogenous constituents of coal have been mainly made through studies of the behavior of coal on carbonization and gasification. There have been carried out numerous determinitions of the distribution of nitrogen in the products of carbonization under laboratory and large-scale conditions; and by a careful consideration of the extent to which nitrogen is liberated, say as ammonia,. at different temperatures and under different conditions of operation as regards atmosphere, it has been possible to form some general notions as to the nature of the nitrogenous compounds present in the coal; and at the same time to arrive at clearer ideas as to what are the important operative factors in determining the ammonia yield under working conditions. This work has been spread over many years and is summarized below. The difficulties of connecting the results in such a way as to allow of the nitrogenous constituents of the coal being described in terms of specific organic structure are great. They arise, for example, in the carbonization process, because the phenomena of decomposition observed at any one temperature can only refer to compounds decomposing at that temperature, each of them with a previous history of chemical transformations occurring at lower temperatures. To put it in &other way, the compounds occurring in the coke at any stage are not in the least likely to be those present in the original coal. The same difficulty, in a milder form, occurs when the method of differential solution is attempted. There is always the preliminary question, almost impossible to answer, as to how far the separation by the use of the solvent has involved some form of decomposition of the original compounds. In the following summary, an attempt has been made to bring together results obtained by British workers.

DURING the year just ended we have had three great fires in the mines in the Wilkes-Barre district. One at the Empire Colliery, one at the Prospect shaft, and the other at the Baltimore old mine. It is proposed in this paper to give a brief history of the fire at the Empire Colliery, and the methods employed in extinguishing it. The fire was first discovered breaking out in the air-stack, alongside what is known as the " Kidder Plane," about one o'clock on the morning of December 31st, 1873. Subsequently it was ascertained that the fire originated in the return airway somewhere near the steam boiler, located inside the mine, near the head of No. 5 slope. The coal from this slope was hoisted to the shaft gangway, at a point nearly four thousand feet distant from the foot of the shaft. As there were from four to five hundred mine cars hoisted per day from this slope the steam boilers were located at this place. The mines being of considerable extent required a large volume of pure air for ventilation, and no fan having been erected at this slope at the time, the heat from the boiler was made use of to assist ventilation, by conveying the return air from No. 5 slope into the large airway made from these boilers to the surface through the old "Kidder slope" to the stack where the fire was first discovered. The length of this slope or airway was about one thousand feet, with a sectional area of about sixty feet. In the limestone area of Tintic and other mining districts of the Great Basin region of Utah, it has been observed that surface-outcrops of ore occur but seldom, and are mainly confilled to points of relatively low elevation, where the veins cross some basin or ravine. Nowhere does a considerable body of ore outcrop on the tops or high up on the slopes of the hills. Mining operations, on the other hand, have shown that large and continuous ore-deposits frequently occur in depth in the limestone, beneath large masses of barren rock. Such orebodies, when followed upward in the lodes, are found to terminate at well-defined levels, without reaching the surface. Yet the minerals-bearing fissures themselves extend above the top of the ore, being often traceable, though barren of all valuable minerals, for hundreds of feet above the stopes in the mines, and even observable in outcrops at the surface. This abrupt cessation of the ore at a uniform horizon does not appear to be connected with any change in the countryrock adjacent to the lodes. The strata above and below this horizon seem to be in every way equally favorable to ore-deposition. Explorations above it have developed an open-fissured country, barren not only of ore, but also of indications that minerals bearing gold, silver, lead or copper were ever deposited in the strata at that elevation. The height reached by the ore, while usually constant throughout the length of a given lode, may vary in particular sections, from the operation of local causes. Bureau of Mines Technical Paper 189 consists of a record of the scientific data obtained in the iron blast-furnace slag investigation which is reported in Technical Paper 187, "Slag Viscosity Tables for Blastfurnace Work." It includes a description of the method of preparing the synthetic melts, construction of an improved electric furnace, and refinements in laboratory methods of measurement. Only the general features of the work and the conclusions drawn from the experimental data can be given attention here. Silicates in the Liquid State In the manufacture of refractories, Portland cement, glass, and porcelain, and in pyrometallurgical operations, importance attaches to the behavior of-silicate compounds at temperatures beyond the range of common experience. This field of research has not been investigated as carefully as its scientific and industrial importance would seem to warrant. Probably the most important of the unsolved problems in the chernistry of silicates is the question of their stability in the liquid state. That little progress toward the solution of this problem has been made is not strange if there be borne in mind the difficulties attending experiments made at temperatures at which silicates become fluid, and the comparatively short time since it became possible to measure these temperatures. On the other 'hand, considerable progress has been made in the study of the compounds in the solid state because of the directness and simplicity of methods of optical examination. Important advances have been made by the Geophysical Laboratory at Washington in recent years. TWO notes have already appeared in the Transactions concerning the columbite or tantalite of the Black Hills tin-mines. In vol. xiii., page 232, Prof. Schaeffer speaks of the mineral as tantalite, and concludes by saying that its separation from the tinstone "is a matter which will, I believe, prove puzzling to the wisest metallurgist." He also observes that he is unable to find by analysis in his specimens the least trace of columbic acid. Prof. W. P. Blake, in the same volume, at page 696, says: " Even if it [tantalite or columbite] were present to a considerable amount, it would not injure the tin in smelting. It does not alloy with tin, but carries a small percentage of tin, which would probably be liberated in smelting." He calls the mineral columbite from the fact that a great number of specificgravity tests invariably indicated that it should be so classed. We have made chemical tests as well as specific-gravity tests upon many samples from many different parts of the Hills. Our analyses have always shown the presence of columbic acid, and the specificgravity tests have always indicated columbite, as we have elsewhere shown.* As Prof. Blake has already observed, it is not found in such close association with the tin as to prevent separation by a rough handsorting, but it is usually present with the stream-tin. As Prof. Schaeffer says, it cannot be separated by ordinary concentration; and while, as declared by Prof. Blake, its columbic acid may not unite with the tin in any form, yet its iron and manganese oxides may be reduced, and thus lower the quality of the tin produced, as is also the case when the smelting charge contains wolfram. It appears that in the earlier days of anthracite coal mining, 1824-25, the Lehigh region mined 76 per cent. of all the coal sent to market. During the same period Wyoming sent 12 and 5 per cent. respectively, whilst the Schuylkill sent 11 and 18 per cent., the number of tons marketed being in those days very small indeed. In the year 1828 the Schuylkill region mined over one-half of all the coal sent to market, and continued to do so for thirty years (with the exception of the year 1831), until 1858 ; since that date the production has declined very steadily in comparison with the other regions, until, in 1876, it was only 34 per cent. Wyoming, in the year 1820, was mining 40 per cent., but the production of all the regions was very small; in six years it declined to 5 per cent., increased to 34 per cent. in 1831, declined to 10 per cent. in 1838. Since which time the increase has been gradual, until 1873-75 Wyoming produced over 50 per cent. of all the anthracite coal sent to market. In 1867 the production exceeded that of Schuylkill, and has continued to do so since that time. In the year 1876, during the existence of the "coal combination," Wyoming lost 9 per cent.; during the same time Lehigh gained 7 and Schuylkill 2 per cent. over their relative production of the preceding year, the decrease of Wyoming being two and a half million tons, the increase of the Lehigh one million, the decrease of the Schuylkill nearly three-quarters of a million. The extraordinary production of the Lehigh region at a time of decreased demand and in opposition to an agreement with the other regions to limit the supply to the supposed demand mas the cause of the disagreement which ultimately broke up the combination of the great coal-producing and carrying companies. It is commonly believed by metallurgists that in copper-smelting, the copper in the slags, which is irreducible by continued " settling," is retained in the form of " prills " of matte. I have frequently held well-settled slag in a molten condition for a long period without being able thereby to reduce the copper-content. The slag acted as though it contained a minimum of dissolved or combined copper that could not be settled out by gravity. I have used reagents, but without satisfying myself in what form this copper existed. The same slags, by fine grinding and elutriation, could not be separated into portions containing more or less copper than the average content. By treating copper-slags in an electric furnace a button of metallic iron and copper was produced, but the high temperature and the strong reducing-action of the furnace mere influences that suggest an explanation of a result not obtainable with ordinary smelting-temperatures. If all the copper in the slag were in the form of copper-matte, and not existing as a dissolved compound with some of the elements of the slag, then the other metals in the matte, such as gold and silver, should occur in the slag in the same ratio to the copper as to the copper in the accompanying matte. This reasoning led me to study the ratio of metals in the products of smelting, and, apart from the issues discussed in this paper, the research has proved both interesting and illuminative. On the assumption of a similar ratio of metals in matte and slag, if the percentage of copper in the slag accompanying a matte containing 50 oz. of silver and 1 oz. of gold per ton of copper was 0.3 per cent., or 96 oz. per toll of slag, there should be found 0.15 oz. of silver and 0.003 oz. of gold per ton of slag; but, in my experience, there is less silver and much

In the recent litigation for the possession of franklinite by one party and of zinc-ore by the other party, it was shown by the evidence of experts familiar with the original condition of the outcrops that at Mine Hill a more or less disticctly defined layer of red zincore underlay the heavier and larger body of the franklinite, so-called ; this layer or bed of zinc-ore dipping under the franklinite upon the western cropping, while at Stirling Hill, two miles south, the conditions were apparently reversed, the zinc-ore overlying the franklinite. An explanation being required, it was shown, first, that at both places, at Mine Hill on the north and at Stirling Hill on the south, the ore-bed lies in a synclinal or trough-like fold with the red zincore under the franklinite; and secondly, that at Mine Hill, we see chiefly the outcrop of the western part of the folded bed and at Stirling Hill the eastern part; the Mine Hill cropping being on the western slope, and the Stirling Hill cropping on the eastern slope of the hill. Thus the ''back vein" at Stirling (the western outcrop) corresponds with the front-vein at Mine Hill, and, like it, has the red zinc-ore on the foot-wall, while the front-vein or eastern cropping at Stirling corresponds to the back-vein or eastern cropping at Mine Hill in the part of the bed generally known as the " buckwheat-field vein." If the ore-bed were continuous in one synclinal trough between the two localities, no further explanation would be required. But it is not so ; and the synclinal folds at both places pitch steeply to the north, bringing the beds to the surface in horseshoe-like curves at their southern ends or croppings, and carrying the beds far below the surface northwards. These programs are of particular importance to the mining ,industry because mining's reputation as an unusually hazardous industry and the commonly isolated location of mining operations tend to focus attention on these problems. Description of Operations: Before proceeding with a discussion of our health and safety programs at Pioche, it may be proper to give a brief description of Pioche and of our operations there. Pioche is one of the early Nevada mining camps. It was founded shortly after the discovery of high grade silver ore in 1863 and mining has continued with more or less regularity to the present day. In an era of lawlessness, Pioche was notorious. The story persists that 75 men died with their boots on before one died a natural death, and old payroll records show that nearly as many gunmen were employed to stand off claim jumpers as there were miners working the mine. That was probably as close to a safety program as the times permitted. Pioche is situated in southeastern Nevada on the main highway between Ely and Las Vegas. The camp is on the flank of "Treasure Hill," near the original silver discovery, at an elevation of about 6000 ft. The present day population of about 2000 is primarily dependent upon the mines of the area, although Pioche also serves as the county seat of Lincoln Couqty and as the center of the surrounding livestock industry. The camp is served by a branch of the Union Pacific Railroad and receives power from the generators at Hoover Dam. The Pioche operations of the Combined Metals Reduction Co. were started in 1923 when the first complex lead-zinc ore was shipped to the company's mill at Bauer, Utah. The modern mill at Pioche was completed in 1941. The operations are medium sized in the nonferrous field, employing an average of 350 men in the mine, mill, and related works. The complex lead-zinc ore is mined from replacement deposits in a comparatively flat, extensively faulted, limestone horizon. Mining methods vary from stull-supported open stopes to filled square-set stopes. The thin bedded limestone and shale overlying the ore is allowed to cave as areas are mined out and caving frequently follows closely upon ore extraction. The relatively heavy ground and the numerous faults add to the problems of safe mining. The mine is well mechanized and the mill and surface plant are modern and well equipped. Labor is organized in a C.I.O. union and labor-management relations have been unusually harmonious. During most of the period since 1923 a competent supervisory staff worked to reduce safety hazards but the primary responsibility for safety rested on the individual workman. Accidents happened and all too frequently they were regarded by all concerned as unavoidable. In October 1939, the late Robert L. Dean became superintendent at Pioche. Most of his previous experience had been in the fields of iron and coal mining and from that experience he brought the concept that no accident is unavoidable. Many of the features of our present health and safety programs were initiated by Mr. Dean during his term as superintendent. Health Program: Our health program centers in Dr. Q. E. Fortier and his new, well-equipped, and well-staffed, modern hospital in Pioche. The program starts with a thorough pre-employment physical examination and is followed by yearly re-examinations at the expense of the company. The Pioche Mutual Benefit Association, to which all Pioche mine operators and employees belong, pays benefits covering hospitalization and surgery expense incurred by employee members and their families. The Association is governed by a board of directors elected by its members. The mine operators of the district donated the original capital and pay the monthly dues of the employee members.
