EPPELSHEIMER, * Middletown, Ohio.-The housing of employees has so many and so varied aspects that in order to reach even an approximately correct solution it is necessary to have in mind a few fundamental principles; but it is not possible as yet to write these housing principles in the clear and correct form that is possible with many of our natural laws. Manifestly, the problem depends first on the kind of people it is necessary to house. What is suitable for the Southern unattached negro is not suitable for the married skilled American. The influx of colored labor has affected quite a number of what were satisfactorily housed communities. The second important factor is the relative proportion of the number of employees to the total employable population of the community in which the industry is located. The employer of a hundred men in. a large city has little responsibility in the matter of housing his employees. If he employs 75 per cent. of the employable population in a community of 27,000, as is the case of the company with which the writer is connected, it means a large responsibility. In the establishment of an entirely new plant in a more or less isolated place, the responsibility becomes greater. As engineers, we design and write the specifications for the machinery to accomplish a definite purpose, and proceed to house it, provide the necessary buildings with their accessories in the way of cranes, or heating systems, or sprinkling systems, as the case may be. There is no reason why the operating force should not be built up in very much the same way: design the organization, write its specifications so that the employment department can secure the proper men, and then house that organization with just as much thought and care as is given the plant. In the plant, the various machines will work along certain definite lines and accomplish certain results; but even if we start with the proper organization it takes considerable time to get that organization working together. One of the most important elements to this end is the proper housing of the organization. A man usually spends more time at home than at work. Proper surroundings and a comfortable, convenient house of good appearance exercise an influence that cannot be denied, and an employee situated in such surroundings is far more inclined to follow the policies of his employer and take an active part in furthering them

LONG before Columbus discovered America the original inhabitants toiled in the copper workings of the Andean Cordillera. Their best diggings appear to have been at Chuquicamata, site of the huge present-day open pit owned by the Chile Exploration Co., subsidiary of Anaconda Copper Mining Co. Located in Antofagasta Province of northern Chile, Chuquicamata is in the Atacama desert, high on the western slope of the Andes at 9500-ft elevation. In the Chuquicamata area the Atacama desert merges into the Cordillera. The climate is extremely arid and precipitation, either in the form of rain or snow, is very infrequent. The temperature varies from 50° to 85°F during the day, and drops to 20° to 40° at night. The Antofagasta and Bolivia Railroad, which connects the Chilean Port of Antofagasta with La Paz, Bolivia, passes within approximately 6 miles of the plant. A branch from the main line to Chuquicamata serves the property for outgoing copper and incoming freight. The distance to Antofagasta by rail is 163 miles. Previous to the Inca conquest, this region was inhabited by the Chuco Indians, a small tribe, descendants of the Aymaras and Quechuas. The Incas, whose capital was located in Cuzco, Peru, gradually extended their empire to the south, reaching at one time to what is now central Chile. It is believed that they built crude primitive furnaces on the banks of the Rio Salado where on a small scale they smelted copper ore from Chuquicamata. At the time of the subsequent Spanish conquest, legend has it that Diego de Almagro, on his return to Cuzco in 1536 after his invasion of Chile, obtained from these furnaces metallic copper for horseshoes. During the period from 1560 to 1879 the high grade veins of the Chuquicamata deposit were worked superficially by the Spaniards and Bolivians. The treaty signed after the war of 1879 recognized the sovereignty of Chile over this territory and Chile, realizing the importance of the district, started to develop it in an orderly manner, although only high grade veins were worked. New Process Is Key Reports on the deposit were brought to the attention of Albert C. Burrage, a Boston lawyer and financier, in 1910. Chuquicamata was described as a huge deposit of ore that was not amenable to the usual treatment by concentrating and smelting since much of the copper occurred as oxides. THIS paper is intended as a contribution to our knowledge of the mechanism of comminution and of the work of crushing. In a previous paper' it was shown that with quartz comminution proceeds as follows I. The size distribution of broken fragments made by a single fracture is such that the new surface on each grade is the same. 2. Multiple fracturing results in a size distribution such that in the fine sizes the surface per grade is the same in every grade; in coarse sizes the surface per grade decreases gradually with increasing size. In that paper it was mentioned that determinations on minerals other than quartz were in course of completion in order to establish the generality of these observations. In this paper, condensed data2 are presented for galena, pyrite and glass. Galena and pyrite are crystalline material and glass is noncrystalline. Galena has excellent cubic cleavage. Pyrite, although cubical, does not have marked cleavage. Quartz, on which the original determinations were made, does not cleave and although crystalline (hexagonal) breaks conchoidally. Glass breaks much like quartz. It is apparent, therefore, that the minerals selected represent some range in character of the solid without covering all possible types. GLASS Fifteen glass marbles were crushed individually in the pendulum crusher described in the preceding paper,1 then subjected to careful screening for 30 min. Six sized fractions were selected and cleaned in a hot 0.12 N solution of hydrochloric acid, washed with distilled water and dried on a hot plate. This was followed by an examination with a binocular microscope, to remove foreign matters not eliminated in cleaning as well as to eliminate "compacts" of fine particles. These compacts are groups of fine iragments that seem to be mechanically stuck together as a result of localized compacting during the comminution operation. The presence and the abundance of these compacts may be related to the amount and direction of the forces applied in different crushing devices. Since, properly, such compacts should be entirely eliminated in the sizing analyses, it is necessary to remove them to the last before making surface determinations on sized fractions. For example, with a - 28 + 35-mesh glass the surface areas of two samples, one cleaned with acid and under the binocular, the other only washed, were 102 and 172 sq. cm. per gram, respectively. Examination of the samples under an Ultropak microscope showed that washing alone failed to remove the compacts and also that it fails to remove certain fine dusts attached to the particles. THIS paper gives the author's personal idea of the general viewpoint of the world's largest mica consumer, the U. S. Army, toward the supply, uses, and conservation of mica. However, to cover so broad a subject in a brief paper will require the dismissal of many phases with little or no mention. For example, it will be necessary to omit further reference to phlogopite or amber mica, even though amber block and splittings for certain spark plugs and commutator segments present some supply problems. This paper will deal entirely with muscovite, or white mica. MUSCOVITE MICA Muscovite mica is available commercially in four general forms; namely, as block mica, as splittings, as washer punch, and as scrap mica.1 No strategic importance is attached to washer punch and scrap mica, even though scrap has found some use in military construction and in electrical ceramics. The use of washer punch as such has fallen off with the non-manufacture of household electrical appliances. Some qualities of block mica are also of little or no interest, but other qualities of block mica and all splittings are considered of vital importance. Army equipment requires large amounts of muscovite mica splittings in the form of built-up mica commutator segments and coil insulation in motors and generators. Other military items using significant amounts of muscovite splittings are transformers, switchboards, and blasting apparatus. Flexible mica tape, made from bookform or loose-dusted splittings cemented to paper, linen, glass cloth, and other backing, is widely used in coil insulation in heavy electrical equipment and in aircraft generators. All muscovite mica splittings come from India, principally because of the enormous amount of hand labor required in their preparation. In this emergency, the need for them was anticipated and large industry and government stocks were on hand, while shipments have continued to come by sea in spite of wartime hazards. With the possible exception of certain bookform splittings, no trouble is anticipated in supply. Accordingly, the remainder of this paper is devoted to block (or sheet) muscovite mica, including condenser film that is split from block. THE MICA PROBLEM Block muscovite mica is commercially classified into the following general qualities, beginning with the best quality: I. Clear and Slightly Stained (C & SS). 2. Fair Stained (FS). 3. Good Stained (GS). 4. Stained (S). 5. Heavy Stained (HS). 6. Black Spotted. The ratio of relative commercial abundance in the present new supply of these micas is approximately I C & SS to 4 FS to 10 GS to 14 S to whatever the

THE accuracy with which detachable bits can be sharpened and gauged by grinding has made possible refinements in design that cannot be attained by forging. This applies particularly to gauging, where accuracy is of the greatest importance. Gauge changes of 1/32 in., and even 1/16 in., are now feasible, whereas 1/16 -in. changes are about the limit in accuracy for forged bits. These small changes in gauge are feasible, however, only with certain fundamental principles of design. Within reasonable limits the depth to which a hole can be drilled is dependent primarily upon the loss in gauge, or diameter, of the bit. In drilling there is always a certain amount of " overdrilling "-the bouncing of the bit in the hole and its rotation wear away the walls-so that the actual diameter of the hole is greater than the diameter of the bit. The amount of this overdrilling depends upon the kind of rock being drilled, and is sometimes sufficient to permit the use of the same diameter of bit for the full depth of the hole. If, for instance, a 1 ¾ -in. diameter bit overdrills 1/32 in. in diameter, and loses 1/64 in. in gauge in drilling 2 ft. of hole, the bottom of the hole is still 1/64 in. larger than the original diameter of the bit, and a new 1 3/4-in. bit can be used to drill the next 2 ft. If, however, the overdrill is less than the loss in gauge, the next bit must be of smaller diameter. The first requisite in reducing loss of gauge in drilling is to have the points and corners of the wings of the bit cut circles of the same diameter, thus producing a reaming surface with continuous bearing on the wall of the hole. The greater the reaming surface, the less the gauge loss that is to be expected. If the reaming surface, however, is too large, it may impede the rotation of the bit through excessive friction. This principle was probably first recognized in the design of the Carr bit (Fig. 1)) a bit with a single cutting edge of wide angle, a definite reaming edge, and a large center hole. The same idea was followed in designing the double-taper cross bits, which are now standard almost everywhere Fig. 2 illustrates a typical double-taper cross bit. The effect of neutron bombardment upon the stability of type 347 austenitic stainless steel has been investigated by a magnetic technique. The relation of the ferrite content of a stainless steel to its magnetic properties is given, and an apparatus suitable for the measurement of the ferromagnetic saturation induction of small specimens is described. Results of measurements on irradiated specimens are tabulated. Exposure to a neutron flux was found to cause a slight increase in the ferrite content of type 347 stainless steel, the change increasing with increasing length of exposure and with increasing initial ferrite content. The similarity of the effect of irradiation to the effect of annealing is pointed out. Possible effect of irradiation upon density of austenitic stainless steel is discussed. COMMERCIAL austenitic stainless steels are alloys of iron, chromium, and nickel, plus small quantities of other elements. Although these alloys are normally used in the austenitic condition, this state is thermodynamically metastable at ordinary temperatures and transformation to a more stable state takes place under favorable conditions. In the austenitic state, these stainless steels have the face-centered-cubic crystal structure characteristic of y iron, but the stable state at room temperature is a mixture of austenite and body-centered-cubic ferrite. The transformation from the pure austenitic condition may be brought about by cold working the alloy at a temperature below that at which the aus- tenite becomes thermodynamically unstable (about 400°C), the completeness of transformation increasing with increasing severity of cold work and decreasing temperature. The behavior of the austenitic stainless steels under ordinary conditions of use is rather well known. However, use of these alloys in a nuclear reactor introduces a new variable: the effect of neutron bombardment upon the transformation from the austenitic to the ferritic state. It was with this in mind that a study of the radiation stability of austenitic type 347 stainless steel was undertaken. Magnetic Technique for Ferrite Determination Commercial austenitic stainless steels such as type 347 undergo little transformation under normal conditions of fabrication and use. In view of this fact, it seemed likely that neutron irradiation would change the ferrite content of the alloy but little. The method chosen for measurement of the effect of neutron irradiation was thus limited to one which would be quite sensitive to small changes in the ferrite content of the alloy. Of the properties of the stainless steel which can be measured, the magnetic characteristics are most sensitive to the quantity of ferrite present.

INTRODUCTION At the end of the day, the decision by the sponsor to proceed with a project and to seek financing, or the decision by the financier to grant financing are made on a judgmental basis. Cash flow projections, sensitivity and risk analysis, the innumerable ratios applied by the financier, the so-called feasibility study, etc. are all only tools, and the degree to which they affect decisions is as highly varied as are the personality differences and business conduct and outlooks of the persons who render the decision of "go or no-go". The independent consultant, then, is expected to provide an additional increment of credulity and/or reliability to the "tools" which others will use in reaching a decision; the consultant is really not in a position to directly recommend a "go or no-go". PROJECT FINANCE INGREDIENTS The project finance situation has basically three ingredients: - The project; - The inherent risks attendant with project failure; - The parties. The project, to be viable for financing, will have certain essential characteristics, namely: 1. Clear title or rights to the mineral; 2. Proven definition/establishment of mineral quantity; 3. Financial viability; 4. Physical access consistent with financial viability; 5. A market for the product at a price and for the quantity consistent with financial viability; 6. Transportation/shipping from the project facility to the market at a cost consistent with financial viability; 7. Availability and demonstrated expertise of the developer of the facility; 8. Demonstrated expertise of the operator of the facility; 9. Production processes do not involve unproven new technology; 10. Availability of management personnel; 11. The property and the facilities have value (and thus can be used as collateral); 12. Government approvals/support, as required, will have been obtained; 13. The political environment is essentially friendly and stable; 14. The owner(s) of the project have the financial, strength to make equity contributions consistent with total required investment capital and project risk; 15. Backing by credit support other than that of the financier (i.e. guarantees); The inherent risks of failure are (Nevitt, 2nd Edition); 1. Completion delays with consequent delays in the generation of revenue 2. Cost overruns 3. Technical failure 4. Financial failure of contractors 5. Government interference 6. Uninsured losses 7. Increased price or shortages of raw materials, supplies 8. Technical obsolescence 9. Loss of competitive position in the market place 10. Expropriation 11. The following paper is intended to be suggestive only, and to open the way for discussion and further observation. Its preparation was requested only two days before the time limit set for the submission of the papers comprising this symposium. Thus no time existed for detailed studies, so it is largely a memorandum of such facts as have come incidentally to the notice of the writer in the study of coal in the field. The field study of sulfur in coal has received very little special attention or description from coal student's. The presence of sulfur concretions is noted in hundreds of descriptions, and certain benches of a coal bed may be described as "sulfury" or the presence and position of sulfur bands may be noted in coal sections in connection with sampling. It may be accepted that some sulfur is present in all coal. The amount varies greatly in different regions, in different beds, and in the same bed in different areas. The anthracite of Rhode Island comes the nearest of any coal known to the writer of being free from sulfur, several analyses of that coal showing less than 0.1 per cent. Subbitumi-nous coals in Colorado in a few places have close to 0.2 per cent. of sulfur on the dry-coal basis and in other states subbituminous coals approach this lower limit. Bituminous coals seldom run under 0.4 per cent. of sulfur on the dry basis, though in a few places dry bituminous coals in Colorado and Washington have between 0.3 and 0.4 per cent. The better known bituminous coals have almost everywhere over 0.4 per cent. The best of the Pocahontas and New River coals run close to 0.4 per cent., but there is very little commercial coal in Pennsylvania, Ohio, Indiana, Illinois, Kentucky, or the other states, that runs under 0.5 per cent. on the dry basis. From these minimum figures, the amount will range up to 5 or 6 per cent. or higher if visible sulfur is not excluded. It must be remembered that the usual analysis of a coal bed is not intended to give the total proportion of sulfur in the bed but the amount in the coal after the removal of the more obvious and larger sulfur masses. Professor Parr has already pointed out that, chemically, sulfur occurs in several forms: as pyrite, organic sulfur, sulfates, and possibly as un-combined sulfur. Sulfur in the form of sulfates is commonly the obvious result of the weathering of pyrite and may be found in the coal within .

SEC. 1. This Institute is incorporated under the Membership Corporations law of the State of New York; its corporate name is American Institute of Mining and Metallurgical Engineers, Inc.; and its objects are such as are stated in its Certificate of Incorporation. ARTICLE II SEC. 1. The membership of the Institute shall comprise four classes, namely: 1. Members; 2. Honorary Members; 3. Associates; 4. Junior Associates. All members shall be equally entitled to the privileges of membership, excepting that Honorary Members, Junior Associates, and Members and Associates whose residences shall be outside of the United States, Mexico, and Canada shall not be entitled to vote. Members and Associates residing within the United States of America, Mexico, and Canada, and not in arrears for dues, shall be entitled to vote in person at the meetings of the Institute, or, as hereinafter provided for, by letter ballot. SEC. 2. Members shall comprise all those persons who on the third Mon- day of February, 1918, were members of the Institute, and in addition thereto, all those thereafter elected or transferred into the class of Members. A person to be eligible for election or transfer into the class of Members must be at least 27 years of age and must have had at least six years' employment in the practice of engineering, mining, geology, metallurgy or chemistry, during at least three years of which he must have held positions of responsibility in one or more of these fields. Graduation from the scientific course of a college, approved by the Committee on Membership, shall be considered equivalent to two years' employment, as required in the previous sentence. Employment as a teacher of engineering, mining, geology, metallurgy or chemistry, if in direct charge, may be considered a position of responsibility as specified in the second paragraph. Persons employed in research or any scientific literary work or in teaching in the scientific departments of colleges, approved by the Committee on Membership, who at the same time are engaged in consulting or in the active practice of mining, geology, or metallurgy, shall be entitled to consider the time so spent in active practice as equivalent to an equal length of time of employment in positions of responsibility, provided the work done or the positions held seem to the Committee on Membership to warrant the equivalency. The requirement of three years' employment in positions of responsibility may be waived by the Committee on Membership in the case of persons who have done notable original work in mining, or metallurgy, or have won distinction by research or investigations In one or more of these subjects.

Introduction The commercial use of ion exchange resins to recover uranium evolved in the decade following 1950 when significant efforts were made to recover this vital element economically and efficiently from low grade ores. It was discovered that in both acid and alkaline systems, uranium exists as an anionic complex. This led to the application of anion exchange resins to concentrate and purify the uranium product. While this is the simplest statement of what an ion exchange resin does in the recovery of uranium, it should not be forgotten that the industry is continuing to evolve new methods in mining and processing which affect ion exchange operation. The inception of solution mining, the use of expanded bed ion exchange columns and the development of continuous ion exchange systems represent several examples of this continuing evolution in the industry. Throughout all of the changes in equipment designs and variations in solution compositions, the purpose of the ion exchange resin remains the same - to concentrate and purify uranium. Ion Exchange Resins When evaluating ion exchange resins for a uranium recovery project, the task that faces the chemist or process metallurgist is an assessment of the efficiency and, therefore, the economics of the various candidate resins for a given project. This assessment should include consideration of both physical factors such as particle size, density, hydraulic expansion and pressure drop as well as chemical factors such as the uranium loading and elution characteristics. For any given application, the differences in the physical and chemical behavior of ion exchange resins are a function of the conditions used to manufacture those resins. Therefore, an understanding of the way in which manufacturing variables affect resin behavior is important. Since most uranium recovery projects are concerned with recovery of the anionic complexes of uranium using anion exchange resins, this discussion will be restricted solely to the family of anion resins. The majority of the ion exchange resins used in commercial recovery operations look similar to the resins shown in Figure #1. [ ] Most of these materials are based on a styrene- divinylbenzene copolymer. The liquid monomers, styrene and divinylbenzene, are charged to a co-polymer reactor containing water. The water insoluble monomers are then mixed with the water to suspend oil-like droplets of the monomer mixture in. the water. The entire reaction mixture is then heated causing the monomers to polymerize into sol id thermoset plastic spheres. The spherical nature of the particle, the particle size distribution and the primary crosslinking level are fixed in this step in the production process. THERE have been numerous examples in recent years of the similarity between aging behavior and diffusion behavior, where a plot of the logarithm of the aging rate versus the reciprocal of the absolute temperature yields an approximate straight line, analogous to a similar plot of the diffusion coefficient D (log D vs. 1/T). Austin and Rickettl have pointed out that this linear relationship holds empirically for the de- composition of austenite into pearlite and bainite in carbon steels, and Robertson' has shown similar trends in the aging of 24S-type aluminum alloys. Jenkins and Bucknall³ have also demonstrated the association between aging and diffusion rates for nickel-silicon-copper alloys. Jetter and Mehl,4 however, have shown that the maximum rate of dilation of a series of aluminum-silicon alloys does not show this linear relation and Mehl5 has pointed out that careful study of available knowledge indicates that "aging rates increase with temperature approximately exponentially, whereas D increases precisely exponentially." He further notes that "the rate of aging at a given temperature is the greater the lower the melting point of the alloy, which is also true for D." This paper describes the aging changes occurring in a zinc-25 pct manganese-15 pct copper-0.1 pct aluminum die casting alloy. It was found that this alloy does show this linear relationship and use was made of this relationship to estimate aging rates at low temperatures from data acquired at elevated temperatures. It should be noted that the aging reaction is being studied only indirectly, using changes in certain properties as criteria of the progress of the phenomenon. This alloy is purely an experimental one and is not available commercially. Zinc-Manganese-Copper System: The zinc-rich portion of the zinc-manganese-copper diagram which is of significance in the present work is quite uncertain. X ray examination of the alloy as die cast shows a phase similar to the epsilon phase (hexagonal close packed) of the copper-zinc system. All of the data accumulated indicate that the epsilon phase of the zinc-manganese-copper alloy is stable at high temperatures; that is, 500°C or above. Below this temperature a new phase is precipitated on annealing, and a decrease in specific volume occurs. At elevated temperatures this phase change occurs quite rapidly, while at room temperature the alloy has shown no change after several years. According to X ray data, this precipitated phase resembles the gamma phase (cubic) of the copper-zinc system, a hard and brittle structure. THE Research Division of The New Jersey Zinc Company (of Pa.) has conducted, over a period of years, numerous tests of the reducibility of various zinc ores and the reactivity of various kinds of coal, using a number of different experimental methods. Most of these tests have involved the reduction of mixtures of ore and coal. In such cases the following simultaneous reactions are believed to be mainly responsible for the production of zinc, as was shown by Bodenstein1 some years ago: ZnO + CO = Zn + CO2[I] C + CO2 = 2CO[2]. Each of these reactions is dependent upon the other for the supply of CO and C02, respectively, and the over-all rate of formation of zinc vapor will be determined by the slower of these two reactions. An analogous pair of reactions sometimes of importance is: ZnO + H2 = Zn + H2O[3] C+ H2O=CO+H2[4] While it is possible to obtain an indication of the relative reducibility of various ores, or of a fine versus a coarse ore, by testing them with a given coal, and while coal reactivities may be measured in a corresponding manner, a more direct determination of relative reaction rates is possible by carrying out the desired reactions, such as I and 2, separately and under reproducible conditions. It is one purpose of this paper to present some of the results that have been obtained by the latter method. C. G. Maier2 discusses the relative rates of reactions I and 2 and concludes that while at relatively low temperatures reaction I is faster than reaction 2, this difference becomes less with increasing temperatures, although at smelting temperatures reaction I is still the faster. He also says (p. 48), "At temperatures . . . between 1100° and 1300°C the zinc oxide reduction reaction is intrinsically more rapid than its physical limitations; that is, it is limited by gas diffusion rates." In the course of numerous reactivity tests involving the separate use of reactions and I and 2, we have obtained data that show by direct experiment, we believe for the first time, the correctness of Maier's statements concerning these reactions. We also include data on the relative rate of reaction 3, involving reduction by hydrogen. Finally, some interesting results obtained by carrying out the reduction of a zinc ore-coal briquet in streaming atmospheres of nitrogen, carbon monoxide and hydrogen, respectively, are presented.*

ISSUES IN MINING LABOR The examination of mining labor issues is often confined to health, and safety. There are other issues, including the present state of mining manpower availability and utilization, and the nature of mineral industries' industrial relations, which are worthy of consideration. The state of the labor market for mining skills, the availability and utilization of mining engineers and related disciplines, the state of research and its employment of scientists and engineers, and the condition of mining industrial relations with all these groups, all have an important effect on the viability and economic health of the minerals production sector. PRODUCTION LABOR Why examine an industry's production labor market? People involved in an industry should be aware of what labor supplies will be relative to industry requirements. This advance information allows industry and government to plan ahead to alleviate problems by moving to affect labor supplies or to accommodate production to expected labor supplies. This is less costly and less painful than responding after the fact to labor market changes. Any industry requires some form of labor. Labor is especially important to the mining industry. Mining labor is well paid. Average annual earnings are higher than in manufacturing. Average hourly wages are also higher. Payroll costs form a high percentage of total cost in coal mining and nonmetallic minerals mining. In metal mining the percentage is comparable to the average for manufacturing. Payroll cost in oil and gas extraction is quite low, but a major proportion of cost is in the form of income to proprietors, i.e., unincorporated businesses. Mining labor is worthy of specific attention. The minerals extraction labor is unique in many ways. Mining labor and especially underground miners are differentiated from other "unskilled" labor. Miners cannot be considered as part of a larger labor pool. The mining labor market has exhibited a unique combination of characteristics. Mining is the only large sector of United States employment in which hourly wages are high and continuing to rise, yet employment declines. Although industry has introduced new labor-saving investments, and labor requirements continue to decline, there is evidence of a mining labor shortage. Specific problems have arisen in the mining labor market such as a present labor shortage in nonfuels mining. Understanding the causes and remedies for these specific problems is also important. These various problems and questions may be handled in a unified manner by examining the relationships of certain economic variables. The relationship that exists between changes in output, employment, labor productivity, and hours worked per week may be stated explicitly:

THIS remarkable mine, to which attention has lately been drawn, is situated not far from the New River, in Ashe County, North Carolina, on a spur of the Blue Ridge which lies between the main crest of this name and the so-called Iron Mountain, a part of the Unaka or Smoky Mountain range. It is on a true fissure-lode, which cuts the strata of gneiss and mica-schist of the region. These, which have the lithological characters of what I have called the Montalban or White Mountain series, have here a dip of about forty-five degrees to the southeast, while the lode is vertical, with a course north 60° east. Both the country-rock and the lode, as is usual in this region, are decomposed to considerable depths ; and the latter exhibits a cap of hydrous peroxide of iron or gossan, blocks of which, left by the denudation of the softer inclosing rock, are scattered over the surface, and first called attention to the locality as a source of iron ore. In sinking upon this lode, it was found that the porous gossan at a certain depth became charged with carbonate and red oxide of copper, and lower down was replaced by sulphuretted ores of this metal of remarkable richness. This deposit was worked for copper, in an irregular manner, before the late civil war, but was afterwards abandoned, and only reopened during the present year, by Messrs. S. S. & J. E. Clayton, of Baltimore. The outcrop has been traced for 1900 feet, and the sulphuretted copper ores have been met with in five shafts in a distance of 661 feet, a drift having moreover been carried for the above distance through the solid ore. The breadth of the lode, so far as opened, varies from six to eight feet to fourteen feet in places, and that of the outcrop of gossan is, in some parts, twenty feet. After comparing this deposit with the copper mines of Ducktown, Polk County, Tennessee, and those of Carroll County, Virginia, it is evident that we have, at Ore Knob, to do with the same kind of black ores as were met with in these mines, and will be noticed further on. Beneath the gossan, at Ore Knob, is found, in some parts, an iron-black, friable, drusy, crystalline, sulphuretted ore, inclosing grains of quartz, garnet, and magnetite, besides a black non-magnetic mineral, not attacked by nitric acid. This paper gives the author's personal idea of the general viewpoint of the world's largest mica consumer, the U. S. Army, toward the supply, uses, and conservation of mica. However, to cover so broad a subject in a brief paper will require the dismissal of many phases with little or no mention. For example, it will be necessary to omit further reference to phlogopite or amber mica, even though amber block and splittings for certain spark plugs and commutator segments present some supply problems. This paper will deal entirely with muscovite, or white mica. Muscovite Mica Muscovite mica is available commercially in four general forms; namely, as block mica, as splittings, as washer punch, and as scrap mica.1 No strategic importance is attached to washer punch and scrap mica, even though scrap has found some use in military construction and in electrical ceramics. The use of washer punch as such has fallen off with the non-manufacture of household electrical appliances. Some qualities of block mica are also of little or no interest, but other qualities of block mica and all splittings are considered of vital importance. Army equipment requires large amounts of muscovite mica splittings in the form of built-up mica commutator segments and coil insulation in motors and generators. Other military items using significant amounts of muscovite splittings are transformers, switchboards, and blasting apparatus. Flexible mica tape, made from bookform or loose-dusted splittings cemented to paper, linen, glass cloth, and other backing, is widely used in coil insulation in heavy electrical equipment and in aircraft generators. All muscovite mica splittings come from India, principally because of the enormous amount of hand labor required in their preparation. In this emergency, the need for them was anticipated and large industry and government stocks were on hand, while shipments have continued to come by sea in spite of wartime hazards. With the possible exception of certain bookform splittings, no trouble is anticipated in supply. Accordingly, the remainder of this paper is devoted to block (or sheet) muscovite mica, including condenser film that is split from block. The Mica Problem Block muscovite mica is commercially classified into the following general qualitie3, beginning with the best quality: 1. Clear and Slightly Stained (C & SS). 2. Fair stained (FS). 3. Good stained (GS). 4. stained (s). 5. Heavy Stained (HS). 6. Black spotted. In the production of crude petroleum for the year 1930 Venezuela again maintained its world rank of second only to the United States. During the latter months of the year Russia forged ahead of Venezuela in daily rate of production, and from the present outlook will probably rank second among the oil-producing countries of the world in 1931. It is now believed Venezuelan production has passed its peak. The producing fields of the Bolivar coastal district, along the east side of Lake Maracaibo, continue to be the principal source of supply. Such fields as Lagunillas, Mene Grande and La Pas were not produced to capacity throughout 1930. During the year, three new fields entered into commercial development: The Rio Tarra field in the District of Colon, State of Zulia; the El Mene de Salto field in the District of Acosta, State of Falcon and the Quiriquire field, District of Piar, State of Monagas. For 1930 the total crude production of Venezuela was approximately 137,424,000 bbl. as compared to 137,739,000 bbl. during 1929, or a decrease of 315,000 bbl. During the past year exports of crude from Venezuela amounted to 137,8.50,000 bbl. as against 130,044,000 bbl. exported during 1929. Crude oil in field storage decreased from 14,138,-000 bbl. at the beginning of 1930 to 9,600,000 bbl. as of Jan. 1, 1931— present crude stocks fill about one half the field tankage available. Drilling operations in the producing fields declined sharply but throughout the year there was maintained a satisfactory potential reserve in the shape of proven territory and closed-in producers. Of the 2555 wells which have been completed in Venezuela, 1571 wells were in production on Jan. 1, 1931. The status of these present producing wells may be classified as follows: flowing 652, pumping 170, gas-air lift 193 and closed-in 556. The ratio of closed-in wells to producing wells declined in 1930, while the number of wells produced by artificial means increased materially. In the Bolivar coastal fields there is now observed a marked decline in gas volume and well-head pressure. Lago Petroleum Corpn. and Venezuela Gulf Oil Co. each have under construction electric plants designed to generate power for pumping wells by electricity. The thermodynamic properties of the Pb-Au system have been determined between 750" and 1075°C by means of the cell Mo, Pb(1) |(PbO-SiO2){l) , SiO2(s) |Pb-Au(1), Mo The activities of lead and gold exhibit negative deviations from ideal behavior; the values of ? pb and ? the raoultain activity coefficients at infinite dilution, being 0.24 and 0.25, respectively, at 1200°K. The liquidus curve for the gold-rich region of the Pb-Au phase diagram has been determined from measure-ments on seven alloy compositions in the two phase region (liquid + Au(s)). The standard free energies of formation of Au2O(l) and Ag2O (1) have been estimated from cell measurements obtained by replacing the alloy electrode with pure liquid gold and silver. A new integral molar heat of mixing curve for the liquid Pb-Au system is presented and the results of previous studies discussed. The contribution of HM to FE was found to be small relative to TSE. THE use of galvanic cells of the type A(l) |A+Za|A - B(l) [I] provides an accurate means for the thermodynamic study of liquid alloy systems. In Part 1&apos; it was shown that cells of type [I] may be extended to higher temperatures and to a wider range of alloy systems if the ion A+Za is incorporated in an appropriate molten oxide phase, rather than in the classical fused salt electrolyte. In the following investigation the experimental method is extended to an investigation of the thermo-dynamic properties of the Pb-Au system by use of the cell: Mo, Pb(l) | (PbO-SiO2)(l), SiO2(S) |Pb-Au(l), Mo [] Previous measurements on liquid Pb-Au alloys were obtained by Kleppa2 by electromotive force measurements on a galvanic cell involving a molten chloride electrolyte. These measurements were confined to temperatures less than 830°C and compositions with X Pb > 0.2 because of the instability of the cell at higher temperatures. Later measurements by Kleppa3 on the heats of formation in the composition range 0.67 < Xpb < 0.98 were not consistent with the results by electromotive force measurement. The purpose of the present study is to extend the temperature and composition range of the thermodynamic properties and to obtain an independent measure of the integral molar heat of mixing over the entire composition range.
