The outstanding developments of the year in southwestern Pennsylvania were the establishment of the Summit Fayette County gas pool and the gas pool in Nicholson township, Fayette County, and Monongahela township, Greene County, as major producing areas, and the indication of four new shallow gas pools. Curtailment of drilling for shallow gas is expected to follow order M68 of the Office of Production Management. Gas completions were approximately 70 per cent higher, oil completions nearly 25 per cent lower, dry holes were unchanged and drilling wells as of Dec. 31, 1941, nearly loo per cent higher than last year. Shallow Development Oil.—Outside Butler County, only 11 producers were drilled, with a total initial of 221 bbl. The best of these was in a portion of Gilmore township, Greene County, which ordinarily produces gas. This well flowed 77 bbl. in 11 hr., along with about one million cubic feet of gas from the Fourth (U.Dev.) sand. Washington County had a 10.20 and a 25-bbl. well in Morris township and a 20-bbl. well in South Franklin township. These were all in the Fifth Sand. The price of oil to Jan. 27 was $1.80 per barrel, when a 15¢ increase was made. This was followed by a raise of 20¢ on Apr. 23, 15¢ on May 21, 20¢ on June 18 and 25¢ on Aug. 14. The last increase was canceled on Aug. 23 by the Office of Price Administration, which pegged southwestern Pennsylvania crude at $2.40 per barrel. Gas.—An almost doubled initial production of natural gas is the result of the large increase in number of wells drilled. The outstanding discovery of the year was in the vicinity of Armbrust, Hempfield township, Westmoreland County, where a well drilled to what at first was considered the Bayard sand, but what is now known to be the Fifth (U.Dev.) sand, at 2100 ft. found nearly 5 million cu. ft. of gas. Since this completion 14 wells have been finished, only one of which was dry, giving a combined total open flow of approximately 15 million cu. ft. The sand is 35 to 40 ft. thick and the saturation extends through most of that thickness. Rock pressure, which is 1040 lb. per sq. in., is abnormally high. An area of only about one square mile has been proven but some of the 24 new wells drilling as of Dec. 31 will no doubt extend it considerably. This development has taken place in an area heretofore considered to have had little prospect. There were three good wells in other parts of Westmoreland County. One well in Franklin township, which had 12 million cu. ft, of gas in the Fifth sand, was entirely surrounded by dry holes but is still pro- . ducing at a high rate. In Bell township a 1.6 million cu. ft. well was found in the Speechley (U.Dev.) sand and in Washington township the same sand produced 2.7 million cu. ft. with shut-in pressure of 970 Ib. at 2820 ft. This well is offset by two dry holes and one well with a capacity of only 10 M cubic feet.

The work of the Committee on Industrial Preparedness* is well summed up in the following letter written by Thomas A. Edison, Chair-man of the Naval Consulting Board, after President Wilson and signed the army appropriation and army reorganization bills: "The Committee on Industrial Preparedness of the Naval Consulting Board, of which committee Howard E. Coffin is chairman, after a five months' campaign in many ways unique in vigor and vision has played a very definite part in the measures for the national defense which have just become law. It is responsible for having laid the foundation for a true industrial preparedness in this nation. "Five months ago the committee, wholly non-partisan in make-up, acting with the civil, mechanical, mining and electrical engineers and the chemists of the country, members of five great scientific bodies, began its work in' every nook and cranny of the land. The purpose was to prepare American industry efficiently to support the armed forces of America in the event of war. "The public, the business men and the legislators at Washington knew little regarding the demands on industry in connection with modern war. No department at Washington was charged with the duty of coordinating the needs of the army and navy with transportation, industry, and kindred functions. The purchasing, quartermaster's and ordnance departments of the army and navy were unable to buy military supplies except by competitive offering in the open market. No one had considered the need, and no legislative machinery was in existence, for preventing the presence of skilled workers on the fighting front when they would in time of war be needed in the factories, mills and mines of the country. Neither at Washington or elsewhere was there even a list of the industrial resources of the nation in such shape as could be used for practical purposes in case war should come. "The three things, then, that the committee headed by Mr. Coffin set out to do and that now have been brought about were as follows: First, to mobilize concretely the business men of America and their output against a day of need. This meant chiefly to discover in fullest detail just what equipment our manufacturers possessed that might be swung over to supply the army and navy swiftly and bountifully from the hour the colors were raised. In a few weeks this initial task, which has been a truly colossal one, will be at an end. A complete report of the equipment of practically every concern of substantial size in the country is now in the hands of the - committee. Directly in charge of the great inventory has been W. S. Gifford, Supervising Director of the Committee. The second step was to procure legislation making possible the placing by the war and navy departments of annual orders for munitions in small quantities to American manufacturers now not producing such things, so that quietly, efficiently and thoroughly they could learn in time of peace how to supply the government in time of war. The new laws make all this possible. It should be said here that this practice will bring about a geographical diffusion of munition plants all over our country, instead of affording us only a few such concerns for the most part near the exposed seaboards, as at present. It is obvious that this system will also throttle all talk of a munitions trust.

* The greatest and richest iron ore body in the world was discovered by U. S. Steel in Venezuela in April 1947, and is disclosed for the first time in this issue (p. 178), One solid mountain of ore, Cerro Bolivar, will furnish more tonnage than the famous Hull Rust pit at Superior has, or can produce. Total resources are on the order of 2 billion tons plus. Big Steel is now moving with great speed on construction to bring out this ore, and 10 million tons are scheduled for shipment into Baltimore and Birmingham by late 1952. This ore will arrive at, Pittsburgh at a price lower than present natural ores from Superior. The Venezuelan properties will be completely mechanized. •U. S. Steel and independent companies are embarking on a taconite beneficiation program of tremendous proportions, which must be speeded to completion in the 1950's (see p. 185). By 1960 over $l.2 billion dollars will be spent on Venezuela, taconite, and Labrador to solve the United States iron ore crisis. In addition, U. S. Steel will spend another $300 million plus for a new steel mill at Trenton, N. J., before 1955. •The Deister Concentrator Co. gave $500 to the 1950 Coal Division Scholarship Fund. •Howard N. Eavenson, in analyzing the bituminous coal situation (see p. 193), suggests that anti-trust laws be extended to labor unions, disinterested trustees to administer pension funds, begin pension funds now and stop the collection of all "check-offs" for union dues or funds. •Minerals and metals worth 13.9 million dollars were produced in the United States in 1949, Secretary of the Interior Oscar L. Chapman announced. Although this value was 11 pct less than in 1948, it was the second greatest in history. Nonmetallics was the only major group that in 1949 equaled the 1948 production high. Mineral fuels decreased 12 pct and metals 15 pct. • Prospects for making gas from coal are seen to be unattractive by the Pittsburgh Consolidated Coal Co. because the success of operation depends on price and supply of coal which presently are not attractive. The company has shut down its gasification plant at Library, Pa. * Economic prospects for the immediate future in the United States are good and business probably will continue at its present high levels throughout at least the early part of 1950, Secretary of Commerce Charles Sawyer said in his year-end report to the White House based on his personal survey of business conditions. •A 467-ft well 34 miles north of Rock Springs, Southwestern Wyoming, is said to be flowing a 5 pct solution of nearly pure trona (sodium carbonate) at the rate of 10,000 barrels a day. Trona, natural soda ash, is mined for the chemical trade at Searles Lake, Calif., and from about 1500 ft underground near Green River, Wyo., and has been in short supply. •The AEC is "very much interested" in a discovery of radioactive material that has been made in Baraga County bordering Lake Superior in the Upper Peninsula of Michigan, reported F. G. Pardee, Michigan State mining engineer. The material has been identified as uranium oxide in the form of pitchblende or uraninite. The discovery, made by a geologist of the Jones & Laughlin Ore Co., is the only instance in which the commission has certified samples of Michigan rock.

THE first session, on alloys, took place on Feb. 20, Mr. Hibbard presiding in Mr. Campbell's absence. The session covered papers on manganese, chrom-ium, and silicon-iron systems. The paper by Mr. Wohr-man was presented by title. This paper showed that manganese produced many of the effects generally at-tributed to carbon and indicated that our ideas on manganese-bearing carbon steels will have to be modi-fied. Mr. Krivobok discussed this paper at length, the gist of the discussion being that Mr. Wohrman had not taken sufficient precautions in carrying out some of his work, particularly as to the effect of silicon content. Mr. O'Neill's paper was also submitted by title and no discussion was presented. Mr. Kinzel showed an accu-rate determination of .the carbon-free chromium-iron loop obtained by means of a specially constructed tele-scopic dilatometer. The loop ends at 12.2 per cent chromium and the A-3 line at 900° is unaffected by chromium content. The A-4 line runs from 1400° to 900° at 12.2 per cent chromium as an oblique hyperbola. Mr. Armstrong noted that the brittleness in high chromium alloys is often attributed to the gamma trans-formation and, according to Mr. Kinzel's diagram, this was impossible, as the alloys contain a great deal more than 12 per cent chromium. Mr. Kinzel pointed out that the presence of carbon in the commercial alloys caused the elongation of the loop and made possible local austenite transformation. Mr. Styri discussed the relations of the coefficients of expansion as shown in Mr. Kinzel's diagram. Mr. Corson presented the iron-silicon diagram as he has worked it out, showing a pre-viously unknown intermetallic compound, Fe3Si, to-gether with characteristic martensitic microstructure varying with the heat treatment. This compound formation is the real cause of brittleness in certain re-gions of the iron silicon system. Dr. Hoyt believed some of the evidence presented by Mr. Corson to be in contradiction to the phase rule. Mr. Corson, however, explained that true equilibrium does not exist under the conditions at hand so that the diagram was accurate in spite of the discrepancies. The meetings of the subcommittee on the physical chemistry of steel making were interspersed through-out the day. Mr. Feild presided and a program of future activities was outlined. This includes plans for a symposium at the next annual meeting and methods for interesting physical chemists, particularly those in the universities, in the steel man's problems. This committee has been newly formed and bids fair to be especially active. The Iron and Steel Committee met at lunch at the Engineers' Club at noon, with Dr. Mathews presiding. After disposing of the food the report of the Nominat-ing Committee was called for, and the following were elected as officers for 1928: R. H. Sweetser, chairman; F. C. Langenberg and W. J. Priestley, vice-chairmen; and T. T. Read, secretary. The report of the commit-tee appointed at the last meeting to consider publica-tion and general policy for the committee was then called for and freely discussed, after which it was unanimously voted to instruct the new chairman to se-cure from the Board of Directors the necessary author-ization for the Committee to recognize as a Division. This action was reported to the Board at its meeting the following night and the authority granted.

On electropolishing, high-purity Cu-Sn and Cu-Sn-P alloys with more than 5 to 9 pct Sn were found to contain many grain boundaries with a ridge-and-furrow profile. The effect was not eliminated by solution treatment and was present at the new boundaries in recrystallized material. It could be produced by diffusing tin into the 3 pct Sn alloy and it is concluded that the effect is due to enrichment of certain boundaries in tin, or possibly in an impurity present in the tin, in solid solution. IN the hot working of tin bronzes, especially those with moderately high tin contents, considerable difficulty is frequently encountered from intercrystal-line weakness, which results in cracking at the edges in sheet on strip rolling and in the unsupported regions of the rod in rod rolling.' These difficulties are not at all pronounced with up to 3 pct Sn, but at 5 pct Sn impose serious limitations and at higher tin contents, especially if the phosphorus content is also high, they may become very severe. In some work carried out at the laboratories of The British Non-Ferrous Metals Research Association it was found that a notable lack of ductility in tension at elevated temperatures, associated with intercrystal-line failure, was characteristic of tin bronzes even of relatively high purity. That the intercrystalline fracture is not due to a brittle or molten impurity phase at the grain boundaries was shown by the fact that the temperature at which intercrystalline fracture first occurred decreased with decrease of rate of straining. Tensile tests on some commercial tin bronzes, reported by Goetzel,² show a similar fall in ductility with increasing temperature. As no visual evidence had been obtained showing that the grain boundaries of the tin bronzes were different from those in copper, a more detailed microscopical examination was carried out, and the results of this are given in the present report. Several workers"' have observed that electrolytic polishing is a powerful tool for detecting small amounts of a second phase and in particular for detecting high solute concentrations, "equilibrium segregation," at grain boundaries. Since it had been found that the suggested solutions for electropolishing bronze and the standard solutions for brass and copper did not give satisfactory results it was first necessary to find a suitable electropolishing solution.' Experimental Procedure Materials Used: The cast and wrought materials used for this work were the same as those used for the mechanical tests referred to above. They comprised 3, 6, and 9 pct Sn alloys without phosphorus and the same three basic alloys with 0.03 and 0.4 pct P. A 5 pct Sn alloy without phosphorus, of similar purity, was also examined. The basis materials were Chempur tin, high purity 15 pct phosphor-copper and cathode copper, and spectrographic analyses are given in Table I. Treatment: The cathode copper was first melted under charcoal, degassed by plunging marble chips beneath the surface, and cast through a coal gas flame into sand molds to produce a number of small ingots which after machining were of a suitable size for subsequent vacuum melting. The Strataflow process for locating water entry in producing, wells is now available. This method as now practiced utilizes the fact that fluids of different salinities have different electrical resistivities. By introducing into the well a fluid of a markedly different salinity than that of the fluid being produced, a pronounced resistivity change will occur at the point of entry. By running a Strataflow survey the points of major and minor water entry may be interpreted from changes in the resistivity of fluid in the hole. Strataflow results are obtained with the well operating under almost normal producing conditions, and are a logical primary step in any workover program, having as its purpose shutting off of the water. INTRODUCTION Water production is a serious problem in many producing oil wells. It certainly increases lifting costs and in some cases presents a disposal problem. It often aggravates corrosion problems and can even endanger oil production. With accurate information to guide an effective workover program, many marginal wells could be restored to Profitable Production. The shortcomings of previous meth- ods of water entry location were recognized. The Strataflow process is the result of several years of development and field testing directed toward overcoming these limitations. It represents the continued development of a process reported by Silverman and Brown. The earlier work established the basic soundness of fresh-to-salt water resistivity contrast in delineating zones of water entry, but its application was limited by the difficulty of maintaining static balance of the well during preparation for the test. A more serious deterrent to its use, however. was its unadaptability to existing well logging service equipment and field operating methods. STRATAFLOW PRINCIPLE The general principle of the new method involves, first, conditioning the well by displacing the fluid in the bore of the well adjacent to the zone to be tested by a conditioning fluid which is miscible with the formation fluid. This displacement is carried out without interruption of the well production. The conditioning fluid must have some measurable physical, chemical, nuclear, or electrical property which is distinctive from that of the formation fluid. As the well continues to produce. formation liquid entering the well bore dilutes the conditioning fluid so that zones of entry may be determined by making a log of the property undergoing change. This general principle may be applied to indicate zones of either water or oil entry by suitable selection of conditioning fluid and proper logging equipment. The Strataflow process, as it is currently practiced for water entry location, uses fresh water as the conditioning fluid and depends for its operation upon the marked difference of electrical resistivity between this fresh water and the salty water produced by the formations. If possible. any necessary modifications of the well equipment are made a week or so before the test. The well is then returned to normal production. On the day the test is to be carried out. the conditioning water is landed at the bottom of the well and the test is made without interrupting production except for a brief period required for the conditioning water to consolidate into a continuous column extending to a point well above the test section. With this general description of the process in mind, a more detailed step-by-step description of the process will be clearer. PRELIMINARY PREPARATION OF WELL The Strataflow survey, as it is currently practiced for water entry location, is applicable only to pumping wells. As described by means of quantitative pole figures, the inside texture of highly rolled aluminum and copper strips may be approximately described by four equivalent ideal orientations near (123) [121]. If rolled in reversed passes, the surface texture of copper is also near (123) [121], that of aluminum is (100) [011]. The inside texture of highly rolled brass is (110) [112]. The surface texture is the same, if rolled in reversed passes. The surface texture of all three metals is related to the inside texture, but asymmetrical, if rolled without reversal between passes. MANY previous investigations dealing with the subject of the present work were reviewed by Wassermann.1 Barrett,2 Brick,3 and Richards.' The recent introduction of quantitative methods for pole figure determination by Decker, Asp, and Harker,5 Schulz5 and others made it possible to reinvestigate some of the finer points which the earlier more qualitative photographic methods left undecided. The rolling textures of silver and of 70-30 cartridge brass have been quite consistently characterized by the ideal orientation of (110) parallel to the plane of rolling and [112] parallel to the rolling direction. On the other hand, it has been recognized by several investigators that certain other face-centered cubic metals, such as copper and aluminum, developed rolling textures rather different from that of brass. These textures have been variously described by the following ideal orientations, singly or in combinations with each other: (110 [112]: (112) [111]; (135) [335]; (135) [211], etc. The discrepancies usually have been attributed to the lack of sharpness in the textures and to the attendant difficulty of associating "ideal orientations" with pole figures showing great scatter of orientations. It seemed desirable to investigate by the new quantitative methods to what extent the apparent lack of sharpness may have been brought about by the qualitative methods used previously, rather than by the textures themselves, and to decide, if possible. between the various ideal orientations which have been proposed. Another problem, not satisfactorily settled by earlier investigations. concerns surface textures in rolled metals. For instance, in rolled aluminum the surface texture in some cases appeared to be similar to the texture inside the sheet, whereas in other cases it was reported to be entirely different.' The conditions under which such differences may have arisen, and the possibility of the occurrence of different surface textures in other face-centered cubic metals do not appear to have been examined in detail. The present work was undertaken to investigate the above questions. Some of the results obtained have been described- riefly. Experimental Procedure Specimen Preparation: In the present investigation 2s aluminum, electrolytic tough-pitch copper, and commercial 70-30 brass were used. These materials were available in the form of cold-drawn rods. 1 in. diam for tough-pitch copper and commercial 70-30 brass and 11/2 in. diam for 2s aluminum. The cold-drawn bars were alternately annealed and rolled 30 pct lengthwise in several cycles until a penultimate thickness of 0.500 in. was reached. The intermediate and the penultimate anneals were carried out for 30 min at 380°C with 2s aluminum, and for 30 min at 550°C with 70-30 brass. S. J. Rothman and L. T. Lloyd (Argonne National Laboratory)— Hagel's paperz0 discusses the question of the mechanism for self-diffusion in bcc transition metals. Recent work21"23 has led us to agree with him in reabandoning the ring mechanism in favor of a defect mechanism, most likely vacancies. On the other hand, we think that Hagel's attempt to group together all self-diffusion in bcc transition metals is wrong. We prefer the scheme of Peart, Graham, and omlin," who separate them into two groups. One group contains the anomalously behaved metals P titanium,', y uranium, and perhaps zirconim.' The other group contains a iron," this alloy was held at 1800°C for 2 hr before quenching, its structure was all a. B. C. Giessen, I. Rump, and N. J. Grant (Authors' reply)—We very much appreciate the discussion by Deardorff and Kato regarding the a to /3 transformation temperature of hafnium. In the W-Hf program, as well as in a current study of the system Cr-Hf, standard precautions were exercised against contamination, including vacua of less than 10"5 mm Hg and a weight control check of all specimens to insure an impurity rise of less than 100 ppm. Following receipt of the above discussion, a revision was made in the annealing process. Arc-cast specimens were etched with a 10 pct HF-90 pct HNO solution until 1 mm of surface, including a possible oxide film, was removed. Annealing was done in a hafnium container which provided a long diffusion path for gaseous contaminants. Finally, the heat treating time was shortened. Structural changes were noted to occur quite slowly. A 99.5 at. pct Hf alloy showed 70 pct /3 after 30 min at 1700°C and was 100 pct /3 after 10 min at 1715°C. After 24 hr at 1740C, the alloy was found to be 10 pct/3. This change is due to contamination; it was estimated that it corresponds to an increase of 60°C in the transformation temperature over a 24 hr period. The corresponding change in 30 rnin would be slight. Using the same hafnium as in the above publication, and three new alloys at 98, 99, and 99.5 at. pct Hf, the transformation temperature was indicated to be 1715" 15°C. Since this hafnium contained 4.4 at. pct Zr, a correction of 40 5C, based on an assumed approximately linear transformation temperature curve, must be made for pure hafnium. This yields a value of 1755 20°C in good agreement with Deardorff and Kato's value. Because the slope of the boundary is small, this permits a good extrapolation, and we regard the W-Hf alloys as well suited to check the Hf transformation temperature. niobirn,'' and molybdenum,22 whose activation energies correlate with the melting temperature and whose Do values follow Zener's predictions.28 We have no quarrel with Hagel's placing chromium into the second group; we disagree with his interpreting our data to make uranium fit into that group. Hagel considers that the measurements of self-diffusion in uranium below about 950°C represent combined volume and grain boundary diffusion. This contention is based on the curvature of the penetration plot for our 891°C run,4 which also has a nearly straight line plot of log c vs x. Hagel has extrapolated these characteristics to our 803.5C run and fitted his Arrhenius plot for self-diffusion in y uranium to our four highest temperature points only. We think this is wrong for the following reasons.

A method for preparing titanium tetrachloride is described which consists of reducing rutile with coke and chlorinating the reduced product at 200° to 500°C. The crude distillate is purified by treatment with copper powder and distillation. Recoveries, exceeding 90 pct of the titanium in the rutile, were obtained. IN recent years considerable interest in metallic titanium has been aroused because of its outstanding physical and chemical properties. The present commercial processes for preparing titanium are modifications of the Kroll1 process and consist essentially of the reduction of titanium tetrachloride with magnesium in an inert atmosphere to produce metallic titanium with magnesium chloride as a byproduct. At present,' commercial titanium tetrachloride costs $0.32 a pound, which makes the price of the included titanium $1.28 a pound. As the titanium tetrachloride must be purified further before processing into metal, its ultimate cost obviously will be higher. Consequently, one of the prime requisites for the production of lower cost titanium metal is a source of low-cost titanium tetrachloride. Recently, Knickerbocker, Gorski, Kenworthy, and Starliper3 escribed a method for preparing titanium tetrachloride from low-grade Arkansas rutile by smelting the rutile with pyrite and coke to form a titanium matte and then chlorinating the titanium matte to prepare a crude titanium tetrachloride. This process had several inherent advantages. Low-grade rutile concentrates were utilized, the chlorination temperature was relatively low (approximately 200°C), and the reaction was strongly exothermic. However, this process had several disadvantages, chief of them being the rather low recoveries of titanium tetrachloride (65 to 81 pct) and the difficulty in purifying the crude titanium tetrachloride obtained. Because of the high-titanium and low-iron con- tents of rutile as compared to ilmenite, rutile should be of greater potential value as a source of titanium tetrachloride than ilmenite. Rutile, however, is not chlorinated directly in commercial practice, because reaction temperatures above 700 °C are required, at which point chlorine attacks most of the common materials of construction. The process now in use consists of converting the titanium in rutile to the cyanonitride by high-temperature reduction in an electric furnace, and then chlorinating this compound. The disadvantages of this process are the difficulty of producing the cyanonitride, the use of high-grade rutile concentrates in the charge, and the presence of several percent of silicon tetrachloride in the finished product. It would be of considerable interest to develop a new process for the preparation of titanium tetrachloride from rutile by chlorination at 200" to 500°C. Process Development Several investigators'-' have studied the reduction of titanium dioxide with carbon in an effort to prepare titanium monoxide. Invariably, the titanium monoxide formed in this manner was not pure, as it contained titanium carbide and one or more of the lower oxides of titanium. As these lower oxides of titanium are more reactive chemically than rutile, and as it is known that titanium carbide may be chlorinated readily, a study was made of the chlorination of carbon-reduced rutile. A sample of rutile concentrates from Hot Spring County, Ark., containing 76.19 pct TiO,, 5.65 pct Fe2O3, 4.18 pct SiO2, and 2.88 pct Al2O3, was used for this investigation. INTRODUCTION The degree of success of an association between parties in establishing a new venture ultimately depends on three factors: a. the venture's underlying economic strength, which is based on the complementarity of the comparative advantages brought by each party to the negotiating table; b. the ability to reach an agreement which satisfies each party's objectives and constraints; and, c. the capacity to design and implement a funding structure which is consistent with the project economics. A thorough assessment of the venture's profitability and associated risks under alternative technical and economic scenarios is the basis for a sound "go" or "no go" decision. In-depth evaluation of the risks and rewards to each of the parties involved under alternative legal and financial structure must be the foundation for a long lasting "how to go" decision. The allocation of risks and rewards should be consistent with the objectives and constraints of all parties and the sharing mechanisms, established in the contract, should be flexible to assure the long-term stability of the agreement. Rapidly changing economic conditions during the last decade have had a dramatic impact on the envisaged allocation of risks and rewards between host countries and private investors. The effects of these changes, and the fact that the relative strengths of the parties involved may shift during the life of a project (e.g. before and after major capital investments have been made), have forced the renegotiation of a multitude of contracts. Therefore, the present and future stability of an economic agreement would depend not only on the originally designed provisions, but also on provisions which allow for the automatic adjustment of rewards to project sponsors under a variety of future economic situations. A pre-condition for the allocation and quantification of risks and rewards is the definition of standards of measurement used by each of the parties. This is critical in international negotiations when one of the parties represents the national interests of a country. The understanding and use of different standards for the measurement of rewards for risk taken between a government and private enterprise facilitate the negotiation of a satisfactory agreement. This is possible because certain trade-offs between the negotiating parties may have different relative values. STANDARDS OF MEASUREMENT OF REWARDS FOR RISK TAKEN The negotiating process takes a step forward when the parties are able to focus on their interests, explore different alternative solutions and then base results on a set of objective standards. Unfortunately, the parties frequently put more effort into "staking out" and defending positions, than into understanding their intrinsic interests. Moreover, when one party, such as a governemnt owned corporation, represents a country's national interests, the negotiation process increases in complexity. Private firms focus on commercial profitability, using discounted cash flow techniques such as NPV, IRR, or ROE. In contrast, the government is also concerned with the project's impact on the local socio-economic environment. Without entering into a discussion of alternative economic development theories and approaches, there exist several possible measures that could be pragmatically utilized by each party in evaluating the socio-economic impact of a project. The more complete measure is the National Profitability (NP). The NP is a discounted cash flow procedure similar in structure to IRR or NPV but in which the project's financial cash inflows and outflows and discount rates are adjusted to take into consideration the local conditions. The NP is calculated on an unlevered basis and all taxes and duties are removed from the project

Eppelsheimer, * Middletown, Ohio.—The housing of employees has so many and so varied aspects that in order to reach even an approximately correct solution it is necessary to have in mind a few fundamental principles; but it is not possible as yet to write these housing principles in the clear and correct form that is possible with many of our natural laws. Manifestly, the problem depends first on the kind of people it is necessary to house. What is suitable for the Southern unattached negro is not suitable for the married skilled American. The influx of colored labor has affected quite a number of what were satisfactorily housed communities. The second important factor is the relative proportion of the number of employees to the total employable population of the community in which the industry is located. The employer of a hundred men in a large city has little responsibility in the matter of housing his employees. If he employs 75 per cent. of the employable population in a community of 27,000, as is the case of the company with which the writer is connected, it means a large responsibility. In the establishment of an entirely new plant in a more or less isolated place, the responsibility becomes greater. As engineers, we design and write the specifications for the machinery to accomplish a definite purpose, and proceed to house it, provide the necessary buildings with their accessories in the way of cranes, or heating systems, or sprinkling systems, as the case may be. There is no reason why the operating force should not be built up in very much the same way: design the organization, write its specifications so that the employment department can secure the proper men, and then house that organization with just as much thought and care as is given the plant. In the plant, the various machines will work along certain definite lines and accomplish certain results; but even if we start with the proper organization it takes considerable time to get that organization working together. One of the most important elements to this end is the proper housing of the organization. A man usually spends more time at home than at work. Proper surroundings and a comfortable, convenient house of good appearance exercise an influence that cannot be denied, and an employee situated in such surroundings is far more inclined to follow the policies of his employer and take an active part in furthering them than one dissatisfied with his home and surroundings, which feeling

In many places throughout the Western mountain plateau regions of the United States coal beds in place have been burned over very extensive areas, the fire evidently originating on the nakedly exposed outcrop of the coal bed and gradually burning its way into the bed for considerable distances under very heavy cover. The surface evidences of the burned-out coal beds are seen in the calcined and discolored rocks overlying the places of the outcrops. The greater the mass of the burned coal the higher the results of its combustion can be seen in the overlying strata. I have noted many instances of this condition in the States of South Dakota, Wyoming, Colorado, New Mexipo, and Arizona. In the lignite fields of Dakota and Wyoming I noted stretches of level country many square miles in extent where the surface rooks were roasted and vitrified by the burning of a great bed of lignite lying nearly level and with a light cover; this is probably the most favorable natural condition for the burning out of a coal bed. The less the depth of the rock covering overlying the coal bed, the better the chance for a continuous supply of air to the fire; but when the coal bed dips heavily into the ground, or even if level, if it passes under a hill or mountain which gives the bed a heavy covering of strata, the fire has more chances of being extinguished from natural causes than in the first condition described. The distance which a crop fire may extend into a coal field is very much influenced by the dip, the thickness of the coal bed, and the nature of the rock covering immediately overlying it. In reasoning on this subject, it would seem logical to assume in the case of a coal-bed cropping at the base of a hill and dipping into it, with an extensive drainage surface above the crop line, that a crop fire would be promptly extinguished by the caving in of the overlying strata and the precipitation of the rainfall from the drainage surface above the outcrop through the breaks formed in the caving strata. This consideration would be more or less effective according to the climate of the location and the nature of the overlying strata. In a humid climate where the rainfall was heavy the water from the natural precipitation alone would probably extinguish a crop fire before it could work its way very far under cover, but in an arid climate this preventive does not seem to be effective.

There were no important developments in the oil and gas industry in South Arkansas during 1935. Oil production, totaling 11,138,340 bbl., continued the decline that has been normal since 1925, but the decline from 1934 was only 278,600 bbl., or 2.5 per cent. The principal decline was in the Smackover field, while only the Champagnolle and Garland City fields showed notable increases. More wells were drilled than in any recent year, with a total of 123 completions. There were 44 oil wells, with a total reported initial daily production of 10,013 bbl., or an average of 227 bbl. per well. Two small gas wells were completed in Union County, where the gas is used locally for pumping and field operations. There were 77 dry holes, of which 28 were in or near oil fields and 49 were wildcats. Active drilling oper-at'ions declined from 65 at the beginning of 1935 to 41 at the end. Most of the drilling was done during the first part of the year, espr-chially (luring the flurry caused by the discovery late in 1934 of the "Taylor" sand production in the Champagnolle field, but the producing area was soon outlined. In November, 1935, the J. E. Crosbie, Inc., NO. 1 Sullivant in sec. 12, 17s. 14W., producing 560 bbl. per day at 3175 ft., opened a new sand lens in the eastern part of the field. The Camden "oil field," discovered in the last week of 1934, remained a one-well field, although four offset tests were drilled, besides a number of others in the immediate vicinity. Several interesting deep tests were drilled during the year, which added a great deal to the general knowledge of the subsurface formations and the structure of south Arkansas, but were not particularly encouraging as to prospects for the very deep production. First, the H. L. Hunt, No. 15 E. F. Gregory well in sec. 10, 17S., 14\W., in the Champagnolle field, was drilled to a depth of 6911 ft. It pene-trated red beds for 2982 ft., from 2943 to 5925 ft., mostly if riot entirely of Lower Cretaceous age. There was some anhydrite in the last 135 ft. of red beds. This was followed by 890 ft. of limestone, probahly Permian, and the rock salt was struck at 6815 ft. The salt is now generally conceded to be of Permian age. A. E. ROSS*—Mr. Armstrong in his paper stated that they had experienced considerable difficulty in drilling the quartz-feldspar intergrowths. The dia-mor~d loss was excessive and the diamond bits polished quite rapidly. Mr. Davidson, who presented the paper, stated that bortx stones in the range of 20 to 30 per carat had been used in the bits on this job. I would like to suggest the use of bits employing stones in the range of 60 to 100 per carat, an average of possibly 80 per carat. If these stones had been used the bits might have lasted longer and not polished so quickly. As a basis for this suggestion I would like to point out that in northern New York State we had at least two examples where bits employing stones in the range of 80 per carat had solved a difficult problem. Bits set with stones in the range of 20 to 30 per carat had been used previously and had failed. With the finer stones, the cost per foot of drilling decreased material1y. It should also be noted from a technical standpoint that the smaller stones require higher drilling speeds than the larger stones. Greater pressures are not normally necessary, and it is the higher speed which seems to be the major factor of importance. It should also be noted that the finer stones afford a greater number or cutting surfaces for the same carat weight in a bit. Then too, the smaller stones, by virtue of their size, serve as sharper cutting edges than larger stones. There is no doubt that the diamond bit employing smaller stones costs more to set than the bit using larger stones. However, with the technique developed at the shops of Sprague and Henwood, Inc., we feel that the relatively slight additional cost required to set these bits is more than paid for by the resultant lower drilling cost. We feel that the highest quality stone available is the most economical to use when hard fine grained rock is encountered. In summary, I would suggest that it might be possible to solve the problem presented in this paper by using a diamond bit employing stones at least as small as 80 per carat of the highest grade possible and by using the diamond bit at the highest speed available with modern drilling equipment. ARMSTRONG (author's reply) —It is generally agreed that the use of smaller, high-grade diamonds and of higher drilling speeds, as suggested by Mr. Ross, may be the best approach to the solution of the problem.

Human engineering was the keynote of the thirty-ninth annual meeting of the American Society of Mechanical Engineers, which was held in New York, December 3-6. This note was sounded by President Charles T. Main in his address at the opening session and was carried through by all the speakers. In his survey of the year's work, he said that more than 6000 names of engineers were furnished the Government for filling a wide variety of positions. In addition to the 1400 members in service, two members of the council of the society are in uniform in France and one, as a distinct war service, is in charge of one of the largest shipyards. After giving other ways in which the Society has helped the Government, President Main called attention to the necessity for thoroughgoing efforts to increase production and the settlement of questions involving industrial relationships. At the following meeting, President Adams of the American Institute of Electrical Engineers called attention to the necessity of meeting labor in a progressive way, facing labor questions fairly and squarely, as the real interests of labor cannot be separated from those of the engineer. Charles E. Knoeppel, discussing "Industrial Organization as It Affects Executives and Workers," said the problem of the cost of living might be settled in two ways: 1, there must be more producers, and 2, there must be a greater amount supplied by those now producing. The first solution is practicable, he said, if labor is allowed shorter hours, better conditions, and a remuneration that will attract workers. The second can be employed by eliminating waste, standardizing conditions, setting fair tasks, and allowing men to earn an amount that will compensate them for' their skill and cooperation. Dudley R. Kennedy of Philadelphia, employment manager of the American International Shipbuilding Corporation, said the human-engineering phase of the country's industrial development had generally been overlooked. "We hardly yet know what competition means; we will learn it within a few years. Permit me to prophesy that the executive of the next decade will be the man who best knows men. He will be an originator, a handler of men as individuals, a handler of men in the mass, a leader not a driver, a very human man. The science of human engineering is here to stay. The study of human characteristics is the most enduring, as well as the most fascinating in the world, and still the most complex."

J. V. N. DORR, New York, N. Y.-I have read Mr. Eames' excellent paper on this' subject with great interest, for besides being connected with the design and installation of the first modern countercurrent decantation plant, he was associated with me in the development of the thickener in the Black Hills some years earlier, and has now been operating the largest plant that has used this method of treatment. His, discussion, of the influence of different factors on the results obtained is quite thorough, but several features I think may not be apparent to the reader who has not studied the subject carefully. 1. Grade of Ore That Can Be Treated.-Mr. Eames has shown graphically that' the assay of all solutions increases directly as the grade of the ore treated. He has not emphasized, however, the fact that, as most operators prefer to keep the assay of pregnant solutions down below a certain figure in order to insure complete precipitation, an increase in ore value beyond a certain point means a proportional increase in solution precipitated and therefore not only an increase in the percentage of dissolved gold recovered, but an actual descrease in tailing loss. The importance of the influence of the percentage of moisture in the underflow on loss is made clear, and I. may add that unless it is quite evident that pulp can be safely settled to 50 per cent. solids, or more, it is usually advisable to use a continuous filter at the end of. a decantation plant to reduce losses in cyanide and gold. Dissolution in Thickeners.-The influence of a change of solution on silver dissolution has long been emphasized and most gold operators have. recognized the annoying way in which a gold ore after being agitated until nothing more can be dissolved will loosen up again when almost ready for the dump after the dissolved metal has been removed by decantation or filtration. Continuous decantation gives favorable conditions for this additional dissolution and a chance to recover most of what is thus dissolved. This is especially true if an extra tank is used in the series and barren solution added at the second tank from the end instead, of the first, as shown in Mr. Eames' Fig. 1. It can be calculated that the use of this tank will reduce the mechanical loss of cyanide by one-third and cut the gold loss as well; but the saving in gold or silver that may dissolve when the pulp is first diluted with weak solution may be as important.

The Sullivan concentrator has completed 20 years of operation. During this period a considerable amount of data has been accumulated concerning the characteristics of several types of flotation machines in their application to the problem of the differential separation of the lead sulphide, zinc sulphide and, in more recent times, iron sulphide, in the ore from the Sullivan mine. It is the author's intention to sketch briefly experiences encountered when the several types of flotation machines were introduced into the flow. Original Flotation Equipment and Ore The original flotation equipment consisted of four 18-cell lead-roughing machines, whose concentrate was cleaned in an 8-cell and recleaned in a similar 8-cell machine. Zinc concentration was carried out in four 18-cell machines. One 8-cell zinc re-treatment machine received the reground zinc middling. The 168 cells handled some 3000 tons of original daily feed. These cells were of the standard Minerals Separation type, equipped with 24-in. impellers. Spindles were driven through geared line shaft at a speed of 255 r.P.m. The impellers were the 45' type, except for the last three cells of the zinc-rougher machines, which were of sub-aeration type, with full bottom shroud and half shroud for the top side of the impellers. Four-pound air was introduced. This recognition of the benefit of intensified flotation operation for "gleaning" was an important phase in the early operation and will be discussed further on in this paper. Sullivan ore during this period is described as a finely disseminated mixture of four sulphides, totaling go per cent made up of 13.6 per cent galena, 14.4 per cent mar-matite, I per cent pyrite and 61 per cent pyrrhotite. The specific gravity of the ore was approximately 4.4. There has been a gradual change in the ore content. The 10 per cent of nonsulphide constituents has increased to between IS and 20 per cent and all three sulphides have dropped somewhat. Added equipment and changing technique have made possible the treatment of 8000 tons per day of mill feed instead of the 3000 originally handled. Special Features of Flotation at Sullivan Sullivan flotation differs greatly from customary practice. The very heavy return of lead rougher middling and lead cleaner tailing, totaling at times 125 per cent of the new feed tonnage, has been the subject of much investigation.
