(San Francisco Meeting, September, 1915) THE lead department of the El Paso Smelting Works at El Paso, Tex., is operated strictly oil a custom basis. The ores treated are drawn from the surrounding territory, comprising New Mexico, Arizona, western Texas, and northern Mexico. Ores received from the last-named section originally amounted to a very large tonnage, but of recent years have dwindled into comparative insignificance so far as this plant is concerned. This has been clue partly to the establishment of a lead-smelting plant at Chihuahua, which is much closer than El Paso to most of the important mines, and partly to the recent revolutionary troubles in Mexico. There are no mines of either lead or copper in the immediate vicinity of El Paso. In general, it may be said that the lead-ore supply of recent years has been uncertain and precarious, with a general tendency toward an excess of silica and a shortage of iron. This latter requirement has been met in large part by the use in El Paso lead furnaces of considerable amounts of roasted heady copper matte from the Chihuahua smeltery and of converter slag from the El Paso converters. These two materials, coupled with complex lead-copper ores from Bisbee, Ariz., have introduced into the lead-smelting operations a most unusual amount of copper, which has had an important bearing upon the smelting practice of the plant. This matter will be discussed later. The ore, loaded in either box cars or gondolas, enters the storage yard on four tracks elevated about 8 ft. above the ground. As all unloading is clone by hand, unloading platforms at the height of the car floor parallel the tracks on each side to afford a runway for wheelbarrows. At frequent intervals these lengthwise platforms are joined together by others running crosswise to facilitate the distribution of the ores evenly over the beds, which are located below and between the tracks. At present much of the bedding space formerly used for lead ores is given over to the copper department, but 20 bins of various sizes are retained for the use of the lead furnaces and the Huntington & Heberlein roasting plant. The Research,Division of The New Jersey Zinc Company (of Pa.) has conducted, over a period of years, numerous tests of the reducibility of various zinc ores and the reactivity of various kids of coal, using a number of different experimental methods. Most of these tests have involved the reduction of mixtures of ore and coal. In such cases the following simultaneous reactions are believed to be mainly responsible for the production of zinc, as was shown by Bodenstein' some years ago: ZnO + CO = Zn + CO2 [i] C + COj = 2CO [2] Each of these reactions is dependent upon the other for the supply of CO and COz, respectively, and the over-all rate of formation of zinc vapor will be determined by the slower of these two reactions. An analogous pair of reactions sometimes of importance is: ZnO + He = Zn + HZO 13] C + Hz0 = CO + He U3 While it is possible to obtain an indication of the relative reducibility of various ores, or of a fine versus a coarse Ore, by testing them with a given coal, and while coal reactivities may be measured in a corresponding manner, a more direct determination of relative reaction rates is possible by carrying out the desired reactions, such as I and 2, separately and under reproducible conditions. It is one purpose of this paper to present some of the results that have been obtained by the latter method. C. G. Maier2 discusses the relative rates of reactions I and 2 and concludes that while at relatively low temperatures reaction I is faster than reaction 2, this difference becomes less with increasing temperatures, although at smelting temperatures reaction is still the faster. He also says (p. 48), "At temperatures . . . be- -tween 1100' and 1300°C., . . . the zinc oxide reduction reaction is intrinsically more rapid than its physical limitations; that is, it is limited by gas diffusion rates.'' In the course of numerous reactivity tests involving the separate use of reactions and I and 2, we have obtained data that show by direct experiment, we believe for the first time, the correctness of Maier's statements concerning these reactions. We also include data on the relative rate of reaction 3, involving reduction by hydrogen. Finally, some interesting results obtained by carrying out the reduction of ' a zinc ore-coal briquet in streaming atmospheres of nitrogen, carbon monoxide and hydrogen, respectively, are presented.*

IN the process employed by Sherritt Gordon Mines Ltd. for the production of metallic nickel, a sul-fide concentrate is leached with ammonia and air under pressure. Following the removal of iron, copper, and other impurities, there remains a purified solution having the following analysis: 40 to 50 g per liter Ni, 200 to 400 g per liter (NH4)2 SO 4, and 20 to 30 g per liter NH3. Metallic nickel is reduced from this solution by hydrogen under pressure at 300' to 350°F in mechanically agitated autoclaves. A catalyst, ferrous sulfate, is required to initiate the first reduction. After the reduction, the depleted solution is discharged, leaving the metallic nickel in the autoclave. The nickel produced, being in a finely divided form, is used as a catalyst for the reduction of the next batch of solution. Upon repeated use the metallic nickel particles increase in size and become more compact, resulting in the production of a powder with higher apparent density. For this reason, each reduction is termed densification. Finally, when the burden of metal powder in the autoclave becomes too great to obtain effective agitation, both powder and depleted solution are discharged. The autoclave is then filled with fresh solution, ferrous sulfate catalyst added as before, and a new cycle started. The operation is described in earlier publications.1-6 A comprehensive historical review of the reduction of metals from solutions in general was given in a paper by Schaufelberger.7 The experimental data presented in this paper were taken from the work done in the Research Laboratory of Sherritt Gordon Mines Ltd. in Ottawa during the development of the process in 1951 and 1952. The results of the work were tested on a pilot plant scale in Ottawa in the period 1952 to 1953. Following laboratory and the pilot plant studies a commercial process has operated successfully since 1954 in the Nickel Refinery of Sherritt Gordon Mines Ltd. in Fort Saskatchewan, Alberta. General Experimental Technique The experiments were carried out in a stainless steel, 1-gallon, agitated autoclave designed and manufactured by Autoclave Engineers Inc. The inside dimensions of the vessel were 5 in. diam and 12 in. depth. The application of electrolytic polishing of metals introduced a new technique for preparing surfaces, especially for single crystals. This procedure generallv has been assumed to eliminate the strain introduced by mechanical polishing and to result in a more truly representative surface, particularly in the case of soft metallic materials. However, apparently little information is available concerning specific characteristics of a surface prepared electrolytically. The conventional method of mechanical polishing is known to produce a layer of distorted metal which is usually removed by a suitable chemical etchant. To what depth the strain introduced by mechanical polishing penetrates into the lattice is still obscure. The present investigation illustrates the apparently anomalous appearances of glide ellipses on electrolytically polished surfaces of aluminum single crystals. Experimental Procedure and Results Aluminum single crystals, 99.975 pct pure, remaining from the investigation of Found,' were polished electrolytically using a solution of fluoboric acid and a low current density. Laue back-reflection technique, interpreted after the manner of Greninger,2 was used to determine the orientation and the specimen axis rotation of the crystals. Three flat surfaces about 4 mm wide parallel to the specimen axis, one perpendicular to the theoretical slip direction and the other two 120° apart, were polished mechanically and repolished electrolytically. A tensile load was applied using a Southwark-Emery tensile machine at a rate of about 40 lb per min. Elongation was measured by noting the initial and final gauge lengths. X ray diffraction was used to obtain the usual x and X values in order to calculate the elongation and shear by plotting stereographically the specimen axis rotation by means of the Schmid-Boas formula.³ In Table I may be found the value of the gauge diameter, measured elongation, calculated elongation and shear for the crystals investigated. Fig I shows the initial and final positions of the specimen axes of the crystals. At a low magnification the slip lines developed on specimen Al-I appeared straight and rather evenly spaced. However, at a high magnification, the slip lines were seen to be composed of small markings which were present throughout the length of the specimen (Fig 2). The Fresnillo unit of the Mexican Corporation, S. A., is situated at the old historic mining town of Fresnillo, Zacatecas, Mexico, 33 miles north of the city of Zacatecas and 750 miles south of El Paso, Tex. It is connected with the Mexican Central Railroad by a broad-gage spur 5.5 miles long, belonging to the company. Fresnillo is surrounded by a broad semi-arid valley on the Mexican plateau at an elevation of 7300 ft. The monotony of the valley is broken by a number of low hills. Near the town of Fresnillo is the " Cerro de Proano," an elliptic-shaped hill of gentle slope, rising out of the plain to a height of 325 ft.; the base has a major axis of 4500ft. and a minor axis of 3000 ft. In this hill is the silver-bearing mineralized zone, which comprises past and present mining operations. (In this paper money values are expressed throughout in American currency and the dry short ton of 2000 lb. is used.) The discovery of ore at Fresnillo is credited to the Spaniards, soon after the conquest of Mexico. There are, however, no authentic records to show the amount of work done by them. In 1832, the State of Zacatecas took possession of the property and operated it. Evidently the rich ore above the horizon of the plain had been fairly well exhausted, as an old record states that thirty shafts were used for unwatering, requiring 300 men and 1500 animals. The cost of pumping alone amounted to $150,000 a year. In spite of the fact that cheap convict labor was used, mining costs were reported as $20 and treatment charges as $20 per ton. In 1835, the state was obliged to seek foreign capital, and a company formed in London secured a controlling interest in the property. This new organization sank two shafts, one 11 by 19 ft. and the other 10 by 15 ft., to unwater the mines and extract ore. Large Cornish pumps were purchased in England and hauled overland from Vera Cruz; engines also were installed to operate the arrastres (grinding mills) in the patio process of ore treatment. Substantial buildings were erected and operations were conducted on a large scale, for that period. The patio, the largest in Mexico, was 1150 ft. square. The costs for 1850 were:

RESEARCH CORP., LA HABRA, CALIF. Thermal diffusivities of some typical sedimentary rocks have been measured by a rapid unsteady-state technique. Thermal data including diffusivity and conductivity are presented for the temperature range of 200" to 1,800°F. Diffusivities calculated from steady-state conductivity rneasurernents compared favorably with unsteady-state data at the lower temperatures. Unsteady-state data are less reliable at higher temperatures; reported values may be as much as 20 per cent high at temperatures in excess of 1,500°F. This is caused partly by the simplified method used in calculating diffusivity from experimental data and partly by the many thermal reactions which occur at the higher temperatures. The marked decrease in thermal diffusivity and conductivity at elevated temperatures indicates the importance of considering the temperature dependence of thermal properties in subsurface heat-transfer calculntions. Knowledge of the effects of liquid saturation, overburden and pore pressures, and heats of reaction of reservoir materials will be required before complete subsurface thermal analyses may be made. INTRODUCTION Heat-transfer calculations are becoming increasingly important in the analysis of in situ combustion and underground nuclear explosions. Thermal data for natural rock materials at elevated temperatures are generally unavailable. Calculations at high temperatures may be grossly inaccurate if temperature-dependent thermal properties of rocks are not considered. It is known that the heat capacities of rocks increase with temperature. Heat capacities may be calculated from chemical or mineralogica1 analyses of the rock system. Thermal bulk expansion of rocks is believed to be small, although few data are available. Thermal conductivities of most natural rock materials decrease with increased temperature. Thermal diffusivity, defined as the thermal conductivity divided by the product of the heat capacity and the bulk density of the material, is used in unsteadv-state heat-transfer calculations. It is apparent that thermal diffusivity decreases markedly with increased temperature. A new method, which gives a nearly continuous record of thermal diffusivity within the temperature range of 200° to 1,800°F and requires less than 1.5 hours for the run,' was used to measure the diffusivity of several sedimentary rocks. Thermal conductivities were calculated from measured bulk densities, heat capacities calculated from chemical analysis and the measured diffusivity values. Thermal conductivities were measured at lower temperatures by a steady-state technique1 to test the agreement of data obtained by the two methods.

At the time that converting or bessemerizing of copper matte first began to be practiced by the smelters in the copper industry, converters were lined by tamping the flux, usually siliceous ore, into the steel shell. About 1910, practice in several plants had demonstrated the superiority of a basic lining of nonfluxing material and the addition of flux through the mouth of the converter. Adoption of the new method by nearly the entire industry followed. Basic linings are made of refractory "magnesite" brick manufactured, usually, from imported dead-burned magnesite. Either the linings are laid up in the shell dry or the bricks arc bonded with some mortar dictated by the preference of the user. Foreign, usually Austrian, magnesite was the main source of supply for these bricks, although there were domestic sources, but it was not until costs began to rise a few years after the first use of basic linings that these domestic sources were investigated to any great extent. Exigencies created by the World War necessitated the use of the domestic magnesite during this period, but the brick manufacturers reverted to the use of the foreign product after the war, because the impurities therein made a brick with a better fire bond than the purer domestic magnesite. Therefore the domestic product became available at a favorable price for any metallurgical process that permitted its use. The United Verde converting practice using magnesite linings has resulted in a high consumption of magnesite because of the zinc content of the low-grade matte. It was realized that the cost of these linings represented a large portion of the cost of converting, and an investigation was started to find means by which these costs might be lowered. In the neighboring state of California rather pure magnesite was being mined and treated for the market. The product, however, was purposely made to simulate the dead-burned grain magnesite product from foreign sources by the addition of fluxing impurities before burning. It was learned that this dead-burned California grain magnesite could be laid down in Arizona at a price one-third that of the same tonnage of "magnesite" brick manufactured from foreign magnesite. It was also learned that at least one California producer was ready to supply the market with periclase, which was a grain magnesia produced by burning the

For many years the City of Prescot, about 8 miles northeast of Liverpool, has been the home of British Insulated Cables, Ltd., one of the largest wire mills and manufacturers of electrical equipment in England. Since this location is close to the industrial center of the country and the seaboard, with good railroad transportation facilities, it was a logical site for the new refinery. Early in April, 1932, the writer was called upon to prepare a preliminary layout and estimate of cost of the proposed plant, and shortly afterward, following a discussion of these figures with officials of British Insulated Cables, in England, the decision was reached to proceed immediately with construction of the plant. The refinery was built by British Insulated Cables, Ltd. Designing of the plant was started early in May, 1932, orders for equipment being placed as rapidly as possible. On July 18 the first steel was erected and the first charge was cast on Jan. 5, 1933. No difficulties of any consequence were experienced in starting the plant and the grade of copper produced was quite satisfactory after the first charge. The initial capacity desired was 2500 tons of refined copper per month. Since only one furnace was to be built, it was necessary that it should have sufficient reserve capacity to catch up after unavoidable shutdowns. It was also necessary to lay out the plant so that it would operate efficiently at this tonnage and at the same time permit expansion in the future, if necessary, to several times its original capacity. In order to meet these conditions and also to take full advantage of the space available, the layout shown in Fig. 1 was adopted. The principal plant structures are a blister storage aisle, casting building, wire-bar storage building and a coal-pulverizing building. Additional smaller structures include a brick and charcoal shed, pumphouse, drill room, water-cooling tower, clay-preparation shed, substation and plant office. Incoming blister is received in either broad-gage railway cars or steam motor lorries in the blister storage aisle, unloaded by overhead electric crane to narrow-gage cars, weighed and sampled, then either sent directly to the furnace or placed in storage. SOME advances have been made recently in the theory of the kinetics of precipitation from metallic solid solution despite the complexities of the problem, but there is surprisingly little quantitative information available on rates of precipitation with which to test present theory or upon which to build new theory.‡ Attempts to measure rates of precipitation have been beset with difficulties which originate both in the anomalies that attend the changes in the properties selected for measurement, as, for example, in electrical conductivity or mechanical properties, and also in the complexities in the structural changes in some systems, as in the aluminum-copper system. If the functional relationship between the quantity of precipitate and the value of the selected property is uncertain, measurements of that property are obviously of uncertain utility in determining absolute rates of precipitation. If the precipitating system passes through one or more transition stages, the interpretation of measured rates lacks definiteness; in such cases, it is necessary to measure the rate of reaction in each separate stage, if the rate measurements are to have any significance from the kinetic point of view.* These difficulties cannot be wholly avoided, for at least in some measure they are characteristic of the process of precipitation from solid solution, but they can be minimized both by the selection of a simple system and by the use of a method of measurement relatively free from anomalous behavior. The present paper reports dilatometric measurements on the rate of precipitation of silicon from the aluminum-rich solid solution in the aluminum-silicon system-a study that approaches the desiderata of simplicity. The aluminum-silicon system offers advantages from these points of view: there are no known anomalies in the property changes accompanying precipitation; 2.3,4 there are no known transition stages; the precipitate is an element, not a compound, and both matrix and precipitate are cubic, and while the structures are not identical (the solid solution is face-centered cubic and the precipitate is diamond cubic), the system at least approaches the ideal case of a crystal precipitating from a matrix of the same crystal type-the ideal case which Becker5 assumed in treating the precipitation process theoretically. ThE new electrolytic zinc plant of the American Zinc Company of Illinois commenced operation in April 1941. The simple flowsheet using the standard current density and the economic reasons that dictated it are given herewith. The Evans-Wallower Zinc Co. built an electrolytic zinc plant at Monsanto, Ill., in 1929 and operated it for about two years. The plant stood idle from 1932 and was purchased by the American Zinc Co. in 1940. Because of the condition of the equipment, excepting the motor generator set, a complete rebuilding was necessary. The Fairmont City plant of the American Zinc Co. could treat the leach residues, the purification cake and the skimmings from the melting furnace in its various plants. This possibility permitted a simple flowsheet with good economic results. The flowsheet is shown in Fig. I. The calcined concentrates are leached in mechanically agitated tanks with spent electrolyte and such ferric iron solution as necessary. When the acid has been neutralized and the iron coagulated, the fluid is discharged to settling tanks. The underflow from these thickeners is filtered on a Moore filter; the filter cake leaves the plant for retreatment and the filtrate joins the thickener overflow. Zinc dust is added to this solution until the copper and cadmium are precipitated. The pulp is filtered through Shriver presses, which deliver the purified solution to stor- age tanks, and the copper-cadmium-zinc cake is shipped for retreatment and recovery of these three metals. The purified solution is electrolyzed; the regenerated acid is returned for use in the leaching plant and the cathode zinc, after stripping, goes to the melting furnace, from which it is cast in slabs. The skimmings from the melting furnace are shipped to the Fairmont City plant for reduction to metal in the retort furnaces. The choice of this simple flowsheet was made possible only because of the facilities of the Fairmont City plant. The long leaching pried, with high acid content and high temperature which characterize the high-density process, gives a higher zinc extraction but also dissolves more impurities, which must be removed. The same is true to a lesser degree of the multi-step leaching of the western low-density plants. By the sacrifice of some initial extraction, solutions can be obtained that are relatively easy to purify and give good ampere efficiency. This loss in initial extraction is made up in the retreatment of the residues in the Waelz plant. The impurities that accompany the zinc thus extracted are inconsequential when the Waelz product is treated in a distillation plant. It was recognized that this flowsheet would require a somewhat greater amount of sulphuric acid—-eithcr as acid or as sulphate sulphur in the calcine—because of poorer washing. The sulphuric acid plant at Fairmont City could deliver 60" Bè. acid to compensate for the sulphate loss and the cost would be less than the cost of more intensive washing.

The impurities that accompany the zinc thus extracted are inconsequential when the Waelz product is treated in a distillation plant. It was recognized that this flowsheet would require a somewhat greater amount of sulphuric acid-either as acid or as sulphate sulphur in the calcine-because of poorer washing. The sulphuric acid plant at Fairmont City could deliver 60° Be. acid to compensate for the sulphate loss and the cost would be less than the cost of more intensive washing.

Graphs representing the standard free-energy of formation as a function of temperature for 21 fluorides are presented, along with estimated values for the standard free-energy of formation of 20 atedadditional fluorides. A few of the many possible uses of these data in metallurgical calculations are discussed, including the fluorination of oxides, sulphides, metallurgicaland chlorides, and the reduction of metal fluorides. RECENT papers which have presented free-energy data for oxides, sulphides, chlorides, carbonates, sulphates, and silicates in the form of free energy vs. temperature plots,1-5 have found important uses in teaching and metallurgical development work. This method of presentation of thermo-dynamic data serves to make available in readily usable form thermodynamic constants which are scattered throughout the literature, and to show by graphical means the stability relations which exist between the compounds of a given type. It is certainly desirable to have these free-energy-temperature diagrams for as many types of compounds as are of present or potential use in metallurgical processes. Thus, even though there are but few uses of metallic fluorides in extractive metallurgy today, the potential uses of fluorine processes are of great importance and serve as the principal justification of this paper. Recent developments in the production of fluoro-carbons have resulted in vastly improved methods for the production and handling of fluorine and corrosive fluorides, with consequent reduction in costs.".' The extractive metallurgist should no longer overlook possible fluorine processes when development of a new process for a relatively high unit-price metal is being considered. In a previous paperv he author outlined in some detail the importance and use of free-energy data in metallurgical calculations and also discussed the properties of a standard free-energy vs. temperature diagram. The same method of presentation is adopted in this paper, and the reader is referred to the earlier work for explanations of the use of free-energy data. Thermodynamic Data This paper presents standard free-energy vs. temperature diagrams, Figs. 1 and 2, for those fluorides for which the major thermodynamic constants are known. In the calculations of the standard free-energy of formation (AGO), values of the enthalpy of formation at 298°K (?Ho,) were taken from "Selected Values of Thermodynamic Constants"8 most of the values of standard entropy at 298°K (S°298) were taken from "Selected Values"," but in a few cases the values given by Kelley9 ere preferred; data for the Phase changes came from "selected Values" and several of Kellley's publics- tions;0-12 and most of the specific-heat data were taken from Kelley.l0 The appendix gives a detailed list of the sources of the data. As explained in an earlier paper,6 he accuracy of some of the standard free-energy relationships is not high. An error of +1 kcal at 1000°C is expected in most of the curves of Figs. 1 and 2. The error may be as high as +3 kcal in some of the curves. Rather than attempt to estimate the reliability of each curve, the source of the data used is reported in the appendix, and the reader may compare these data with newer values as they become available. Figs. 1 and 2 fail to show values for the fluorides of many important metals. In most cases this is because the entropy of the metallic fluoride is unknown. For preliminary calculations it is often useful to have available the best estimate of an unknown datum, rather than no information at all. With this in mind, Table I lists estimated standard free-energy values for a number of important metallic fluorides not included in Figs. 1 and 2. The values reported in Table I were, calculated by Brewer et al.13 and are based on estimated entropy values. The estimated uncertainty of the values for each fluoride were calculated from the uncertainty values given by Brewer1' for ?H°, and the entropy function.

AII evaluation is made of the acoustic velocity log for measurement of formation porosity. Plots of field-observer1 velocities vs core-measured porosities of sandstones and limestotnes with inter intergranular porosity show that the velocity log gives a useful measure of porotity, in agreement with published data. A new method of plotting electrical and velocity log data makes it easier to recognize hydrocarbon-water coritnct~ from log darn and to make serni-quantitative estinlates of hydrocarbon saturation. Two examples of this interpretation technique are given. This paper also discusses the various factors that affect acoustic velocity and shows how corrections can be made for some of these factors. INTRODUCTION Although the continuous velocity log was developed primarily as an aid to seismic interpretation, it is finding widespread use for measurement of porosity. The purpose of this paper is to evaluate this use of the log. Results are presented for the velocity-porosity relationship in many sandstones and one limestone. Practical applications of porosity values derived from the velocity log to improve interpretation of electrical surveys are presented. Various parameters which affect velocity in porous media are considered. Porosity, composition, cementa-tion, pressure difference (overburden pressure minus fluid pressure), fluid saturation, and wellability are discussed. Some of the ideas are opinions based on general considerations of well logging problems while others are supported by published data and our own observations. Major conclusions from these studies arc given in the body of the paper and detailed discussions of some of the various factors affecting porosity are given in the Appendix. POROSITY Sandstones The primary factor affecting the velocity of sound in porous media is porosity. Wyllie, et al,1 have reported a time average equation for the relationship between velocity and porosity.* This has found considerable acceptance in the industry. Other relationships between velocity and porosity have been proposed, none of which are entirely satisfactory. It is doubtful that any one relationship will completely describe all situations. We have tried an empirical relationship based on correlating log velocities with core-measured porosities. Measured porosities were averaged over a depth interval equal to the spacing used in recording the velocity logs. The depth range for the information used was from 2,000 to 12,000 ft. Velocity measurements were normalized for the effects of depth and overburden pressure. A detailed discussion of the basis for this normalization is given in the Appendix. The change is usually insignificant and when working with individual formations it can be neglected. All velocity measurements were normalized to a depth of 10,000 ft. The velocity-porosity data for sandstones in Fig. 1 came from 20 wells scattered throughout the Mid-Continent and Gulf Coast areas. The scatter of the data points is attributed to three causes: 1. There is no theoretical basis for expecting an exact velocity vs porosity relationship and it is not possible to correct precisely for the effects of such factors as impurities, grain shape, manner of cementation, etc. Some of these factors are discussed in the Appendix. 2. Porosities measured by core analysis are not necessarily representative of what the velocity log "sees". 3. Inaccuracies appear in the velocity log reading. This is particularly true of velocities from one-receiver logging tools.*" A linear-time curve (time-average equation) is plotted in Fig. 1 along with the best straight line through the points. Velocities used for the linear-time curves were 19,500 ft/sec for the matrix velocity (zero porosity) and 5,500 ft/sec for fluid velocity. For clean sandstones with velocities greater than 10,000 ft/sec, there is little difference between the velocity-porosity and the time-porosity curves. Both curves are well within the scatter of data points. The data points in Fig. 1 were restricted primarily to clean sandstones, using the SP and/or gamma-ray logs as clues to the lithology. Among the unforeseen consequences of the 1973 Arab oil embargo has been a considerable array of new or increased taxes on the so-called energy minerals. These taxes will be the subject of this report. Both Federal and State taxes have been enacted, but I will be concerned mostly with state severance taxes and particularly those on uranium. Severance taxes are considered to include all taxes having the distinctive feature of being applied on a natural resource at the stage of extraction. The tax may be based on units of production or on value, and if on values it may be on gross value or on gross value less either arbitrary or cost-related deductions. The tax has a number of aliases - resource excise tax, conservation tax, privilege tax, mining excise tax, ad valorem production tax, and more - and this makes comparison of tax burdens among states difficult. The windfall profit tax on oil is an example of a severance tax at the Federal level. Severance taxes are an established feature of state tax systems, but they continue to be a controversial issue, and proposals to raise or modify existing severance taxes are regularly submitted to the legislatures of the Western energy producing states. No concensus exists as to what is a reason- able and proper level of severance taxation or to the form it should take. The taxes which have been adopted by the various states reflect the interaction of a variety of interests and the specific circum- stances in each state. What follows is a summary of theoretical, practical, and emotional viewpoints and arguments that surface in any statehouse in which a severance tax bill has been introduced. The New Mexico experience will be heavily relied upon. THE ECONOMISTS Marginal effects. A severance tax which is based on a gross percentage of revenue or on units of production is a constant addition to variable costs, and to the mine operator has the same effect as any other increase in operating costs. The direction of these effects is straightforward: the tax will cause the property to have a lowered present value, to be mined at a lower rate than without the tax, raise the minimum grade that will be mined, lead to lower total recovery, make marginal properties sub-marginal and discriminate in favor of richer, more profitable operations (Lockner, 1965; Steele, 1967). In the short run, production facilities are fixed and imposition of a severance tax will have little effect on production levels. In the longer term, capital is mobile and investment and exploration expenditures will shift from minerals and jurisdictions with high taxes to those with low taxes. Over a considerable range of taxation the effect will be to change the relative position of the taxing state, but an overly optimistic evaluation of the capacity of mineral producers to absorb a tax can bring an industry to a halt. It is generally acknowledged that imposition of high severance taxes on taconite in Minnesota stopped development completely, and that only the adoption of a constitutional amendment limiting the amount of taxes that could be imposed in the future brought the firms back and encouraged them to make the huge investments required (Weaton, 1969). A tax which is a percentage of the net operating income (gross revenue less cash operating costs) does not influence the cut-off grade for recovery nor change the time preference for extraction, and hence, is free of the negative features of the tax applied to gross revenues or units of production. In theory it is a more efficient tax but relative administrative complexity and inherent difficulty in predicting revenue have discouraged its use. The Wyoming severance tax on uranium, which uses grade of ore as well as price in establishing taxable value, is the most cost related, and hence, the most neutral and efficient of the various state severance taxes on uranium. Economic rent. Despite the discrimination and the anti-conservation aspect inherent in most severance taxes, economists generally endorse their use because they are seen as a vehicle to appropriate rents - that is, returns greater than the long-run competitive supply price. Conspicuous examples of supposed economic rents are the returns to oil producers because of the OPEC cartel, the returns of the uranium producers under AEC buying contracts in the 19501s, and the high prices obtained by the uranium producers for contracts entered into in the 1976-1979 period. Mining of coal in the Western states is believed by some to generate huge economic rents because of the OPEC caused increase in price of a competitive fuel (McLure, 1978, p. 261), and possibly because of clean air regulations favoring the burning of low-sulfur coal. In theory, such surplus returns could be taxed completely away without affecting supply. In practice, the situation is more complex (Steele, 1967, pp. 234-236); economic rent of mineral production is an elusive quantity involving as it does replacement costs, and technical and market risk, and it, like beauty or pornography, probably exists mostly in the eye of the beholder. Rent may also be perceived to be present in the upper portion of a cyclic market which also has a downside. Where rent exists, it is almost certain to be short-lived - cartels self- destruct, government subsidies end, competitive adjustments occur - but the taxes imposed to capture it tend to be immortal. There is little doubt that the perception of un- usual and undeserved (obscene) profits in the mid- and late 1970's was a major factor in the adoption of energy mineral taxes strikingly higher than had been previously considered. At the New Mexico legislature of 1977 supporters of a moderate tax were repeatedly confronted with some variant of the statement, "You can't expect me to believe that a

When they were chosen by the locals or at mass meetings of the workers, the appointments have been very much more satisfactory. R. D. HALL, ? New York, N. Y.-The matter of inefficiency on the part of the operator is one that I think we may well take into account, because there is a very large inefficiency on the part of the coal operator; it has arisen from reasons almost beyond his control and will continue for these same reasons. It is no use arguing a moral responsibility on the part of the operator, when you make efficiency very largely a loss to the operator who puts it in force. If you ask a man working on a clay wage to work with more efficiency. he says, "Well, I may do it or I may not," it all depends how he feels, but he does not lose anything financially by not working hard. If you ask the man who is working by the ton to put out more tons, he makes a profit by putting out more tons. How is it with the operator? If he gives a man all the cars he needs and all the power he needs, if he runs after his working men and waits on them, he does not get his coal out any cheaper than before.. He gives the man a better chance and there is more efficiency, but at the same time he has increased his expenses all along the line. At the end of the year he finds that his profits have been less than if he had had less efficiency. The efficiency is really against him in many ways. Because he gets a larger tonnage, he reduces the overhead to a certain extent; but hiss tonnage may not be any greater because he may work fewer days. As Mr. Taylor remarked some tine ago, supposing he puts in a machine that is very much more effective than any he had before, he has the same scale; the miner gets out more coal, but he himself does not get any benefit out of it because he has a scale fixed, so much per ton.

Since the entry of the United States into global war, virtually all data and information necessary for compiling figures on world petroleum consumption have become unavailable. This situation undoubtedly will continue until the world petroleum industry can return to a peacetime basis. During the past 10 years, the authors, by publishing annual estimates of .world consumption, have attempted to emphasize the importance of a yearly world-wide survey of petroleum supply and demand. It is beconling more and more evident that statistics for the United States alone can no longer give a comprehensive idea of the state of the petroleum industry, even within the United States itself. Therefore, when conditions in the industry again become normal, it is the hope of the authors that those bureaus equipped to do so will carry forward the study of petroleum supply and demand on a world-wide basis. Enough data and information are available, however, to attempt a rough estimate of world output of crude petroleum and petroleum substitutes for 1942, which to some extent may reflect the trend of world consumption. This estimate by countries, as compared with the output in 1941, is shown in Table I. The world production of crude petroleum and petroleum substitutes for 1942 is estimated at 2,208,000,000 bbl., or a decrease of 171,000,000 bbl. under 1941. Crude production is believed to have decreased by about 200,000,000 bbl., (about 9 per cent); while petroleum substitutes increased by 28,500,000 bbl., (nearly 20 per cent). The decline of crude output in the United States is estimated at 19,000,000 bb1.—less than 2 per cent; while that in foreign countries is estimated at 180,000,000 bbl., or more than 20 per cent. The marked decline abroad is due largely to losses in Venezuela and Colombia, where the lack of ocean transportation became the controlling factor, and in the East Indies and Burma, where military invasion brought about the destruction of the fields. The production of petroleum substitutes in 1942 apparently reached a new high figure of 7.5 per cent of the total world petroleum output. The important features of petroleum production outside of the United States are the changes that have taken place during the year in the supply of the Axis countries. In Japan the output for 1941 was estimated at 8,800,000 bbl., 5,500,000 of which were petroleum substitutes. It is believed that the output of synthetic oils during 1942 substantially increased, raising the total interior production of Japan to nearly 10,-ooo,ooo bbl. Also, during 1942 Japanese armed forces gained possession of oil fields having a normal peacetime output of about 78,000,000 bbl. per year. The production of these areas for 1942 is estimated at some 23,000,000 bbl., which indicates that Japan is now getting at least 33,000,000 bbl. a year, which exceeds by 8,000,000 bbl. Its
