The energy and climate protection policy of European Union (EU), and its Member States adopted in 2007 bridges security of supply, environmental protection and competitiveness. The objectives of the EU energy and environmental strategy cover the foreseeable period till 2020. It assumes all sources of energy will be needed. The objectives for renewable and improved efficiency are ambitious; it must be established if they are also realistic. Coal can continue to make valuable contribution to the security of supply and low price of electricity, only with technologies allowing for drastic reduction of the CO2 emitted of its combustion. The aimed at -20% reduction of green-house gases (GHG) of EU-27 by 2020 is an objective limited in time and content. Europe produces less than 15% of global CO2 and this will be reduced to 10% in 2030. Emissions Trading (ET) is to remain the central instrument for CO2 management, especially in the power sector. ET scheme (ETS) or other mechanisms need designing to create an incentive for investment in higher efficiency and technologies and to Carbon Capture & Storage (CCS). The ETS as the climate protection instrument of the EU can become a heavy burden (high fuel and electricity prices, less security of supply) or it can create a climate for modernization of fossil fuel power plants. The suggestion in this paper of fuel-specific benchmark system for CO2 allocation after 2012 can combine the emission levels to be reached with a strong drive to invest, the necessary investment security, transparency and the principle of proportionality. A Benchmark System as recommended by coal industry could adapt to the different circumstances in the long term and comply with EU energy and environmental policy objectives.

In times of depression, mining engineers and metallurgists have plenty of time to come to the Annual Meeting but money is scarce; at the height of industrial activity they have plenty of money but no time. The incidence of liquid inzmiscibility in binar)) indium alloys has been theoretically analyzed on the basis of the Hildebrand-Alott equation. Bedictions of miscibility or otherwise Imve in general been found to agree with those phase diagrams that are already publislzed in the literature. Out of a total of 27 systems, where either the complete phase diagrams are published or liquid immiscible behavior is reported, the Predictions agree with the experimental data in 25 systems, the exceptions being the Te-In and Ni-In systems. According to the equation, liquid immiscibility is also indicated in the binary alloys of indium with K, Rb, Cs, Na, Sr, Ba, Ti, Zr, V. Nb(Cb), Ta, W, U, Re, Ru, Rh, Os, and Ir. RECENT investigations by the author have shown that indium when alloyed with iron, chromium, and cobalt shows liquid immiscible behavior.1"3 The Fe-In phase diagram shows a wide range of compositions where the liquids are immiscible.4,5 No intermediate phases are present in this system. No precise information is available about the extent of liquid immiscibility in the Co-In system. However, it is certain that there is a range of compositions where the liquids are immiscible and that there are two or three intermediate phases,376 in the system. Liquid immiscibility is also strongly indicated in the Cr-In system and no evidence was obtained in the brief investigation to indicate the presence of intermediate Cr-In phases.2 The present paper deals with a theoretical analysis of binary alloys of indium with certain elements of the periodic table and indicates the systems where liquid immiscibility may be expected. The incidence of liquid immiscibility in binary systems has been theoretically examined by many workers and many excellent papers are available on the subject. In this paper, the alloy systems are examined on the basis of the more recent ideas proposed by Mott.7,8 It has been claimed8 that the Mott parameter predicts the incidence of miscibility or otherwise with reasonable accuracy and consistency. BACKGROUND TO MOTT&apos;S APPROACH Hildebrand applied his immiscibility rule for non-polar liquids to various alloy systems.9 The basis of this rule is that the equation for the excess free energy of formation of a liquid solution is rather similar to the theoretical expression for the energy of mixing of a regular solution. He postulated that when the heat of mixing is sufficiently high, separation into liquid phases will occur and the condition for complete CUPPAM DASARATHY is at the Research Centre, British Steel Corporation, (South Wales Group), Port Talbot, Glamorgan, Great Britain. The term (?EVA/VA)1/2 was regarded as a measure of the binding energy of the component A and was called the L&apos;solubility parameter" 8A. On this basis immiscibility occurs when 1/2(VA+VB)(bA-bBf > 2RT [2] Apparently, however, there were several inconsistencies in that according to Eq. [2] several systems known to be miscible in the liquid state were predicted as immiscible. MOTT&apos;S ANALYSIS ~ott&apos;" regards that the reason for the inconsistencies arising out of Hildebrand&apos;s equation was largely due to the electrochemical attraction between the two elements, not being considered. Hence, Eqs. [I] and [2] were modified by taking into account the electro-negativities of the two elements XA and XB, and Mott arrived at an equation for immiscibility, i(VA + VB)(6A - aB)2 - 23,Q60n(XA - XBf > 2RT [3j which can be written as i **&£*&* >&apos;*°™- &apos;• HI T being the melting point of the more refractory component of the system. In Eq. [4], the numerator was called the Hildebrand term, the denominator, the electronegativity term, and their ratio, the Mott number. Mott observed that if the Mott number of a given binary system was greater than the maximum number of Pauling bonds which the two metals could form, then liquid immiscibility could be expected. The maximum number of bonds formed by a given metal was considered to be directly related to the number of bonding electrons available, i.e., to its maximum valency. Since the valencies of the elements considered vary from 1 to 6, Mott assumed that if the ratio of the Hildebrand term to the electronegativity term was >6, then immiscibility could be expected. On the contrary, if the ratio is <1, the metals should be miscible. Further, the alloying behavior is not only influenced by the valencies of the two elements but also by the relative atomic sizes that influence the types of packing and hence the coordination number. Mott considers that on average the maximum number of near neighbors of unlike atoms is 6. Thus, on both valency and size factor considerations, Mott concludes that the maximum number of bonds&apos; possible in any system was 6, this being the upper limit of the Mott number for miscibility. Underground coal mining has been active within the East Mountain property since the mid 1950&apos;s. As a result, coal from two seams has been extracted within large areas allowing surface subsidence to occur. Monitoring of subsidence annually, began in 1981 using on the ground conventional monumentation, surveying and photogrammetric monitoring. The data collected has shown the time benefits of photogrammetry and the relationship between observed subsidence and the geometry of the mined out area below.

This section deals with one of the most fascinating aspects of mining the evaluation of mine investment opportunities. Be-fore proceeding further, it is important to clarify the meaning of some fundamental terms used frequently in the text. 6.0.1.1 Mine Valuation vs. Evaluation The words "valuation" and "evaluation" in a mining context are often used interchangeably. However, for the purposes of this section, a distinction is made between the two terms in accordance with commonly accepted practice. The word valuation in a mining project context has the rather narrow meaning of placing a dollar or other currency value on the worth of the project as a whole. In other words, the value of a mining project refers to a measure of the desirability of ownership of that property. As such, the major item of interest is, "what is the mine worth?," or `what is the value of the mine?" The value of a mining project may actually be determined in the marketplace at any specific point in time, or it may be estimated by one of several methods. The design of tailings containment structures relies on well-understood engineering methods being applied consistently. Unfortunately, not all facilities are designed or managed to the same level of competency. To standardize procedures, the Mining Association of Canada (MAC, 1998) prepared a “Guide to Tailings Management.” It recommended review of designs and an assessment of the risks associated with tailings impoundments be implemented during all phases of amine life. This paper describes how the quantitative risk assessment (QRA) process can be used to define risks associated with the design, construction and operation of a tailings management facility. And it discusses how, once the risk tolerability curves (RTC) are defined for a project, they can assist the risk management (RM) process.

Ground movements associated with high extraction underground coal mining, such as pillar retreat and longwall, are some- times large enough to disrupt the ground water regime as well as damage buildings and other surface structures. A U.S. Department of Energy Bureau of Mines- sponsored subsidence study at Kitt Energy Corporation&apos;s Kitt No. 1 Mine near Philippi (Barbour County) , West Virginia has provided an opportunity to monitor the ground water response above a mine panel during both developmental and pillar re- treat mining. Findings concerning ground water effects presented in this paper indicate that total extraction mining produced significant water level declines in deep-lying strata but had little effect on water levels at shallower depths. Post-mining values of hydraulic conductivity were typically somewhat higher than pre-mining values. Changes in water chemistry associated with mining were not sufficient to render the water unfit for human consumption.

"Agnico-Eagle (AE) has been operating their Kittila Mine in Northern Finland since 2008. The mine has experienced considerable ore flow problems with ratholing, bridging and freezing in their mill feed bin since start up. In the first winter of operation, the entire central portion of the contents of the cylindrical flat-bottomed 2000 tonne mill feed bin froze. Flow was erratic and could only be achieved through small diameter ratholes. To maintain a reasonable, albeit limited, feed to the mill, the bin had to be kept less than ½ full and a portable steam generator was brought in to melt the frozen agglomerates that frequently blocked the outlets. The combination of limited surge capacity and frequent outages required the crushing plant to operate 24/7 and resulted in inconsistent production levels and high operating costs.AE had planned to expand the processing plant to increase throughput by about 30% when they transitioned from open pit to underground ore. These plans presented an opportunity to improve the material handling.To avoid the problems experienced with the original mill feed bin, AE enlisted Jenike & Johanson Ltd. (J&J) to test samples of the ore, and based on the measured flow properties to provide design recommendations to ensure that the new mill feed bin would operate reliably. The new 2000 tonne expanded flow mill feed bin and apron feeder were installed in 2014 and are now supplying almost 93% of the total mill feed with the remaining coming from the original bin.IntroductionIn early 2009, AE engaged J&J to visit their then recently opened Kittila mine and mill in Northern Finland (Figure 1). Over the first half-year of operation, production had been restricted in the ore handling and storage system by flow problems such as ratholing, bridging and freezing including blockages of chutes and hoppers as a result of frozen fines buildup and large frozen agglomerates. AE wanted to increase production in the existing open pit mine and mill feed operation and also wanted to avoid similar ore handling problems when they commissioned the new underground mining system under development at that time."

The massive B(bcc) — am (fcc) transformation in Cu-Zn alloys has been studied isothermally by pulse-heating the retained ß phase from room temperature to the reaction temperatures. The transformation is found to occur only in the single-phase a region of the equilibrium diagram. The massive growth rate is of the order of 1 cm per sec and is constant at each temperature, usually after a delay time of some milliseconds. The delay time depends on the reaction temperature in C-curve fashion, while the growth rate increases monotonically with temperature over the single-phase range. The absence of isothermal massive transformation in the two-phase region does not arise from slow growth rates at such temperatures, but because the reaction cannot get started there. It is proposed that the massive transjormation initiates at small preexisting a particles which have rejected zinc into the surrounding 0 matrix. Only within the single-phase region can these particles consume the excess zinc during diffusion-controlled growth and thereby accelerate to the steady-state massive growth rate. The onset of massive growth marks the end of the delay time, and the growth rate then becomes interface-controlled. These isothermal transformation characteristics explain why the usual composition range for massive-kinetic studies by quenching is so limited. The same principles can be extended to more complex alloy systems by recognizing that the single-phase region in which the massive transformation can occur may not be stable with respect to phases not participating in the reaction. MASSWE transformations are now recognized as a regular class of solid-state reactions involving no compositional change (like martensitic transformations) and no shear displacements (unlike martensitic transformations). The name was first coined by Greninger1 in 1939 to describe the coarse grains of fcc a solid solution generated via a fast reaction from the parent bcc 0 solid solution in Cu-A1 alloys. However, some 9 years earlier, phillips2 had already described a similar transformation in the Cu-Zn system. The fact that the massive a formed as a single phase during drastic quenching from the 0 region of the equilibrium diagram signified that compositional changes were precluded. and the reaction was presumed to take place as in a one-component polymorphic transition by nucleation and growth. Phillips also observed that the occurrence of the massive transformation in the Cu-Zn system was extremely sensitive to alloy composition. For example. in a Cu-37.3 at. pct Zn alloy. the ß — am (am = massive transformation product) reaction was found to predominate and was not suppressed by iced-brine quenching from the 0 region. whereas at compositions greater than 38.3 at. pct Zn the massive reaction did not appear at all. Knowledge concerning massive transformations has bee11 substantially enhanced over the years by Massalski and his coworkers; an excellent summary of his papers and the current understanding of this type of reaction has been published recently by Barrett and ~assalski." he massive transformation product grows in roughly nodular form. often with irregular boundaries but sometimes with almost planar interfaces. The latter may have simple crys-tallographic indices relative to the 0 matrix. or the indices may be complex just as in the case of mar-tensites.&apos;1 Little is known about the existence of orientation relationships between the massive and parent phases. A striking feature of massive transformations is that the massive units start almost exclusively at grain boundaries of the parent phase and frequently propagate on a broad front across matrix grains and grain boundaries of various orientations. Because of the rapid growth rate, it is thought that the interface motion is controlled. not by long-range diffusion. but by thermally activated atom jumps across the transformation boundary.

The use of iron powder during the postwar conversion period has been increasing with great rapidity. This is particularly true in regard to the manufacture of molded mechanical parts such as bushings, gears, cams, small wheels, and the like. Many manufacturers have found it possible to replace machined cast iron and carbon steel with molded iron powder parts, and thereby can not only effect a savings in cost, but can produce a better product as well. As the field of application for iron powder parts widens, greater demands are made upon the powder supplier concerning quality and uniformity characteristics. The following are some of the most important properties parts fabricators desire in the iron powder they use: 1. The powder should have high compressibility so that good density can be obtained without the use of excessive pressures. At the same time, it should show low die wear so that a large number of pieces can be produced from the die. This means that the powder must be of high purity and good softness or plasticity. 2. The powder should produce compacts of high green strength, so that unsintered parts can be handled without breakage or fraying of the edges. 3. The sintering properties should be good so that satisfactory strength is obtained in the sintered piece. 4. Compacts made from the powder should show small but, above all, uniform dimensional changes during the sintering operation so that accurate parts can be produced, and warping and other such bad effects eliminated. 5. The powder should have satisfactory flow properties for automatic molding. 6. It is very important that the powder be uniform in sieve analysis, compressibility, flow, purity, and other qualities, from container to container in any given lot and from shipment to shipment. 7. Price—The fabricators desire all these good properties, but in many instances still do not wish to pay a premium price. There has been considerable discussion as to the importance of price of the powder in relation to the cost of the finished product. It is true that in cases where certain special properties only procured by powder metallurgy are required, price is not a criterion. On the other hand, there have been a number of applications recently made which would not be commercially practical with a powder which commands a premium in price. Iron powder parts are compressed in automatic presses to definite size, shape, and density. The powder is compressed to a density figure dependent upon the function the part is to perform, as well as upon such important considerations as press capacity and die wear. Such parts can be roughly broken down into the following density ranges:

Cordilleran metamorphic core complexes in the southwestern United States are areas where middle to late Tertiary low-angle normal faulting has uncovered rocks that were at temperatures sufficient for mylonitization during the early part of Tertiary extensional faulting. Large-displacement low-angle normal faults that separate upper-and lower-plate rocks in metamorphic core complexes are termed detachment faults. The significance of Tertiary detachment faulting in the Basin and Range Province has only become apparent in the past 6-8 years, and the association of mineral deposits with detachment faults has only been recognized in the past few years as well. Crystalline rocks below detachment faults have typically undergone chloritic alteration and brecciation over a distance of a few to a few hundred meters below the fault surface (Fig. 1). Chloritic alteration and brecciation overprinted mylonitic fabrics formed during earlier ductile shearing along the down-dip projection of detachment faults. Rocks that underwent pre-Tertiary ductile deformation and prograde metamorphism were subjected, in rapid succession, to middle to late Tertiary mylonitization, brecciation and chloritic alteration, microbrecciation immediately adjacent to the fault, and subaerial exposure. Lower-plate rocks thus experienced rapid decompression and cooling as a result of tectonic denudation and isostatic uplift (Wernicke, 1981; Davis, 1983; Davis et al., 1986).

A high explosives shock tube has been constructed and developed to test blast resistant windows with pressure versus time waveforms similar to waveforms generated by arena testing. Calibration of the high explosives shock tube, or Large Arena Test Simulator (LATS), included numerous tests performed by detonating varying charge weights at different distances from three piezoelectric pressure sensors located at one end of the shock tube (where the test subject would be installed). The maximum reflected pressure and positive phase impulse were calculated for each waveform generated in the tests. Pressure versus distance and impulse versus distance graphs were generated. Results have been graphed in order to predict charge weights and distances that correlate to the desired pressure and impulse at the end of the tube for future tests. This is a valuable tool when testing expensive, job specific components so the loading requirements are met on the first attempt.

Experience with knowledge-based systems for Layout planning and roadway support dimensioning is on hand in European coal mining since 1985. The systems SOUT (support choice and dimensioning, 1989), SOUT 2, PLANANK (planning of bolt-support), EXOS (layout planning diagnosis. 1994), Sout 3 (1995) have been developed in close cooperation by CdF1. INERIS2. EMN3 (France) and RAG 4, DMT5, TH - Aachen6 (Germany); ISLSP (Integrated Software for Layout and support planning) development is in progress (completion scheduled for July 1996). This new software technology in combination with conventional programming systems. numerical models and existing databases turned out to be suited for setting-up an intelligent decision aid for layout and roadway support planning. The system enhances reliability of planning and optimises the safety-to-cost ratio for ? deformation forecast for roadways in seam and surrounding rocks, consideration of the general position of the roadway in the rock mass (zones of increased pressure, position of operating and mined panels). ? support dimensioning ? yielding arches, rigid arches, porch sets, rigid rings, yielding rings and bolting / shotcreting for drifts ? yielding arches, rigid arches and porch sets for roadways in seam ? bolt support for gateroads (assessment of exclusion criteria and calculation of the bolting pattern) ? bolting of face-end zones (feasibility and safety assessment, stability guarantee).

THE BARRIER-PILLAR SYSTEM in the Lackawanna Basin consists of 93 barrier pillars between Archbald and Taylor, Pa. These pillars affect 48 mines, have a total length of 87 miles, and confine 21 underground pools, which contain more than 10 billion gallons of water. From an investigation of size, position, and condition of the barrier pillars, it is apparent that those concerned are uncertain, not only as to the method by which the sizes of the barrier pillars were determined but also as to the stability of those that may be expected to act as dams. Where a barrier pillar must act as a dam, its failure may result in loss of life, the mine, or both; it would be far better had it not existed and thereby given a false sense of security.

Helium has probably aroused more varied scientific curiosity than any other single element. Discovered by spectroscopic examination of the sun during an eclipse in 1868, helium is now known to exist not only in the sun and other stars but on earth occluded in minerals, accumulated with natural gases in pockets in the earth&apos;s crust, and in the atmosphere surrounding the earth. Astronomers study its presence in the various stars of the universe for clues to their origin and history. Geochemists and geologists study its occurrences in rocks, minerals, and meteorites to determine the age of the earth and the manner of its formation. Pathologists study its effect on living tissues in search for the ideal combination with oxygen for artificial breathing mixtures in medicine, diving operations, and space vehicles. Chemists study its physical properties and use it to trace the sequence of events in reactions in which it does not participate. Geneticists and bacteriologists use it for special studies. Physicists study its behavior when liquefied and the behavior of materials cooled to nearly absolute zero by its use. Nuclear physicists learn more about the universe through study of the nuclear reactions that produce it. Through study of helium and greater knowledge of its origin and properties, science continues to unlock some of nature&apos;s more closely guarded secrets. Unknown on earth before 1895, and not discovered as a minor constituent of natural gas until 1905, helium with its simple atomic structure--a nucleus with two electrons orbiting in a closed shell--is a unique element. It is next to the lightest gas, only hydrogen is lighter. It occupies position number 2 in the Periodic Table of the Elements and heads the list of so-called "rare" or ?noble? gases. Most of the naturally occurring helium has an atomic mass of 4.003874 (oxygen = 16). A trace (1.7 x 10-5 mol percent) is the light isotope helium-3 whose atomic mass is 3.0169800 Unstable isotopes of mass numbers 5 and 6 have been authenticated. Isotopes of mass numbers 7 and 8 have been reported, but their existence is less well established. All the heavier isotopes are radioactive and are the product of nuclear reactions.

Rio Tinto Coal Australia (RTCA) developed the Meandu Mine in Queensland, Australia in 1983 to supply thermal coal to the adjacent and newly constructed Tarong Power Station (TPS). In designing the mine, RTCA selected Meandu?s best economic reserves for a 27-year life based on station owner Tarong Energy Corp.?s (TECs) estimated life for TPS. That 27-year plan changed dramatically in the early 2000s when TEC approved life extensions to TPS?s four existing units plus construction of a fifth unit. After reviewing Meandu?s remaining reserves, RTCA decided the nearby Kunioon reserve offered the more economic option for maintaining deliveries beyond 2010. Those plans changed again in 2007 when TEC chose to purchase the Meandu Mine and nearby reserves. TEC then selected Thiess Pty Ltd. (Thiess) to continue operating Meandu until the new mine at Kunioon could be developed. After assuming operation of the mine in 2008, Thiess began a review of Meandu?s remaining reserves and found considerable coal available with economic potential. Working jointly with TEC, Thiess performed several analyses on Meandu and subsequently the Kunioon coal reserves. The results changed TEC?s decision from expediting Kunioon?s construction to instead continuing Meandu?s operation for up to 15 additional years.
