The objective of this handbook is to provide the inspector with guidance for recognizing hazards from inhalation contaminants in above ground work areas of underground and surface metal and nonmetal mining and processing facilities and evaluating these hazards by collecting samples or making field determinations and interpreting the analytical results. Portions of the handbook that should prove most useful to the inspectors include a survey check list, rules for determining if sampling is required, list of most frequently encountered contaminants, list of candidate contaminants and their sampling conditions, interpretation of results, and a procedure for a health and safety inspection.

The STATE MINERAL SUMMARIES publication provides estimated data and summaries of mineral activities at the State level for 1991. Most of the estimates are based on nine months data. Individual State summaries are published separately as State Mineral Industry Surveys and copies can be obtained from the appropriate State mineral officer or Bureau field office specified in each State summary.

Introduction What drives the price of gold? Supply and demand, of course. But in ways far different from the forces that drive the prices of other major metals, such as steel, aluminum, and copper. Gold, in fact, is one of the few commodities where both buyers and sellers are happy when the price goes up. Current production, production costs, and variations in production have little influence on its price. Gold inventories are so tremendous that current production has small impact on the amounts available to the market at any time. Worldwide gold inventory and production The world's inventories seem to be between 78 and 98 kt (2.5 and 3 billion oz). Since biblical times, the gold miners of the world have produced about 98 kt (3 billion oz), mostly in this century. Only small amounts have been thrown away and most of it - more than 78 kt (2.5 billion oz) - remain in bullion, coins, or jewelry. About 40% is held by central banks and other governmental authorities, 30% by private individuals as bullion or coins, and about 30% as jewelry. Except for some of the jewelry and the few industrial applications, this inventory is constantly available in marketable form at a price. By comparison, gold production is indeed small. The US Bureau of Mines estimates that the world produced 1.5 kt (50 million oz) of gold in 1986. Consequently, production increased world inventories by only 2%. Variations in production have a negligible or very short-term effect on the supply and, consequently, on the markets for gold. Although South Africa mines about 40% to 50% of the world's annual production, continuing labor strife there does not seem to have ruffled gold prices. Determining gold's price Gold prices, however, do determine cutoff grades in the mines and, thus, do influence production. Nonetheless, changes in production have little impact on the inventory supply. Consequently, it has small influence on the price of gold on the market. With a fairly stable supply, price changes are driven by changes in its demand. Unlike other metals, very little of the demand for gold comes from industry. Dental, electronic, and other industrial uses for gold consume less than 46.6 t/a (1.5 million oz per year). It would be safe to assume that such uses are less than 124 t/a (4 million oz per year) for the entire world. Variations in the 124 t (4 million oz), compared to a supply of 78 kt (2.5 billion oz) of supply can have only a negligible effect. Production net of industrial uses adds perhaps 1% annually to world inventories. This could, in time, affect markets. The increase, however, is mostly absorbed by population growth - more people wanting to own gold - and by gold being put in more attractive forms, such as coins. For several years the United States Bureau of Mines has been making a study of ventilation in metal mines, this study covering practically all the important mining districts of the country. One of the districts where a close and extended study was made was that of Butte, Mont., with its numerous interesting problems and conditions. In February, 1916, Daniel Harrington, mining engineer of the United States Bureau of Mines, was detailed to investigate the circumstances surrounding the death of 21 men in the fire at the Pennsylvania mine at Butte, and during that investigation he made underground visits to several of the large mines through the courtesy of the mine operators, and became much interested in the ventilation conditions. In May, 1916, Mr. Harrington was detailed te work in cooperation with Dr. A. J. Lanza of the United States Public Health Service in an investigation of the prevalence and causes of miners' consumption in the district. This work broadened so much that the investigation was not completed until late in 1918, the investigators making a detailed inspection of all working places in four large mines and a more or less extended examination of conditions in about 20 other mines. Ventilation was recognized immediately as being an important factor in the health of miners, and from the outset of the investigation a large part of the work consisted in obtaining and compiling data relative to the flow of air, humidity, and temperature. The officialsof the North Butte mine were engaged in making a study of ventilation problems before the coming of the investigators, so that opportunity was given to work with those officials for several months. Detailed data on air flow, temperatures, humidities, and an analyses had been obtained before the fire in the North Butte mine June 8, 1917, which resulted in the loss of 163 lives. Much information was obtained during the progress of the fire, and a detailed examination was conducted after the fire, hence an exceptional opportunity existed to study conditions relating to ventilation. This bulletin is a result of studies made from the data collected during the two and one-half years of study and observation a-boveoutlined. Its publication has been delayed through lack of funds for printing. Other publications relative to metal mine ventilation -in other parts of the United States are expected to follow.

A new mine has begun production of antimony ore and concentrates in Serbia, Yugoslavia. The mine is operated by the mining and metallurgical enterprise "Aajaca." Initial production is running at approximately 45 thousand tons of ore per year, yielding about 1,500 tons of concentrate. The mine is located on the mountain Kopaonik-Raiceyoj Gori. It is planned to expand production eventually to approach the level of 300,000 tons of ore per year. This level will be a significant addition to the world supply of antimony and will place Yugoslavia among the world's major producers. Currently the United States produces only about 6 percent of its primary requirement for antimony. COBALT -Anglo American Corporation, Ltd. reportedly is considering restarting the Tenke-Fungurume copper-cobalt project in Zaire. Construction on the project was suspended in January because of inadequate financing and political uncertainties. Technical feasibility and financing on a smaller scale than previously envisioned are now being considered. However, an increased copper price may be necessary before any decision to proceed is made.

The design and development of selective flotation collectors has been the key to the remarkable success of flotation in beneficiating complex, difficult-to-process ores. Sustained research efforts in the field over the past hundred years have led to delineating the scientific basis of selective mineral flotation in terms of the crystal chemistry and the surface and colloid chemistry of minerals including their solubility, and the aqueous solution chemistry of added reagents. It is now well-established that the electrical double layer theory (EDL) is the most powerful means of quantifying the relative strength of mineral-reagent interactions in the case of nonsulfide minerals. We illustrate the utility and the power of the EDL in delineating the science underlying selective mineral flotation with the help of a few examples taken from our own work, in particular on the selective flotation of rare-earth minerals (bastnaesite) from associated semisoluble minerals (barite and calcite) using alkyl hydroxamate collectors and the flotation separation of lithium-containing minerals (spodumene) from associated alumino-silicate minerals with oleate (fatty acids). Both of these mineral separation systems are of contemporary research interest and of immense value to the industry today. Recent advances in utilizing molecular modeling computations, particularly in the context of quantifying the effect of crystal chemistry and the relative distribution of adsorption sites available on mineral cleavage planes, are also reviewed.

The information presented on a specific gemstone or for a specific state can and will change with time. This overview presents historical and reference information on the principal gemstones and their production in certain states. The report is not a definitive work on gemstones within the select states or United states.

The Bureau of Mines is conducting investigations to determine how fuels belonging to or for the use of the United States Govern- ment can be utilized with greater efficiency. As a result of these investigations a number of reports have been published, each report treating of one phase of fuel utilization. A list of these publications is given at the end of this bulletin. The efficient utilization of coal depends on the correct design of furnaces and on their proper operation. To attain both of these conditions a knowledge of the fundamental principles of combus- tion is necessary. Therefore, the study of the combustion of coal in industrial furnaces has been made a part of the bureau's fuel in- vestigations. The desirability of investigating the fundamental principles of combustion was suggested by the study of a large number of steam- ing tests made by the fuel-testing division on coals from all of the more important fields in the United States. The results of these tests have been published in Bulletin 325 of the United States Geological Survey and in Bulletin 23 of the Bureau of Mines. As a result of that study a plan to investigate the combustion of coal in a special apparatus in which all conditions could be controlled was presented to the National Advisory Board for Fuels and Struc- tural Materials at its meeting of April 10 and 11, 1906. The plan received the approval of the board, and since the establishment of the experiment station of the Bureau of Mines at Pittsburgh the investigation of the combustion of coal has been carried on intermit- tently. The history of these investigations is given in Technical Paper 63.

1. Domestic Production and Use: In 1975.12 companies operated 31 primary aluminum reduction plants, with 3 firms accounting for 67% of production capacity. Washington, Oregon, and Montana accounted for 37% of the total production; Gulf Coast States 21%, Northern States 29%, and other Southern States 13%. Output of primary metal in 1975 was valued at $3.0 billion. Aluminum consumption by 25,000 firms was centered in the East Central United States. Of aluminum consuming industries in 1975, building accounted for about 21%; transportation 19%; electrical 14%; packaging 18%; and consumer durables, 9%.

On the Manchuria. SOMEWHAT fatigued with excess of enjoyment and strenuous continuity of movement on the trip to and through California, the members and guests of the Institute party embarked Tuesday, Oct. 17, on the Pacific Mail S. S. Manchuria for a further journey to and through Japan. The good ship displayed the flag of the Institute (blue cross-hammers on a white ground), together with the Stars and Stripes and the ensign of the company. Uninterrupted fair weather and smooth water attended the passage to Honolulu. The production of natural abrasives varied in quantity and value compared with those of 1974. Output of tripoli-type materials and garnet both decreased in quantity and value. Special silica stone products decreased in quantity but in-creased in value. The production of emery increased 38% in quantity. The production of manufactured abrasive materials decreased for all types and the decreases were more in quantity than in value. [ ] FOREIGN TRADE Imports of abrasive materials were 15% less in value than in 1974, and exports plus reexports decreased in value 10%. Net exports, the excess of exports and reexports over imports, were $9.3 million, about four times that of 1974. The volume of all abrasive materials exported decreased and the value of nearly all decreased.

IN 1933, the monetary metals were produced in a ratio of 6.7 oz. of silver to 1 oz. of gold, the lowest relatively for silver since the period from 1851 to 1865. At the beginning of that period, the virgin placers of California -and Australia began producing almost simultaneously; in consequence, there was an abrupt fall in the high silver side of the ratio that had prevailed through the centuries after America was discovered. The output from the Comstock and other silver-bearing lodes, located a decade after this influx of new gold began, soon restored the production ratio to its former proportion, that is, a relatively large weight of silver compared to gold.

One portion is due entirely to the characteristics of the ball mill and the tonnage of new feed impressed on the ball mill. This portion of the circulating load in no way is to be blamed on the characteristics of the classifier and is all composed of oversize. Consider, for illustration, that this portion of the circulating load is handled in the A division of the classifier, assuming that the classifier is divided longitudinally into two divisions by an imaginary line. Because the classifier does not usually make a perfect separation of the undersize, a certain portion of the total circulating load is to be directly blamed on the efficiency of the classifier. Let this portion of the circulating load be considered as being handled in the B division of the classifier. Now if the classifier is operating perfectly (100 per cent efficient), the width due to the B division becomes zero and correspondingly the efficiency of the classifier diminishes as B becomes wider in proportion to A. Duties on Lead Imports from Mexico. - On September 15, the President signed Proclamation 4792 suspending concessions formerly granted as of January 1 on red lead imported from Mexico. The Proclamation also increased the duty payable on litharge imported from Mexico from 3% ad valorem to 3.5% ad valorem, effective September 15. Appeal of Lead Standards. - The U.S. Court of Appeals for Washington, D.C., rejected petitions by the Lead Industries Assoc. and St. Joe Minerals Corp. for a review of standards promulgated by EPA and OSHA. The Lead Industries Assoc. reportedly will appeal to the U.S. Supreme Court on the basis of the "benzene" and "cotton dust" decisions. Scheduled implementation of standards will continue during the appeal.

Mineral economics interfaces the mineral sciences and engineering with finance and economics in the analysis of appropriate questions facing the minerals and energy industries. Its practitioners include those trained in the earth sciences; mining, petroleum, and geological engineering; metallurgy and mineral preparation; as well as finance, information systems, economics, and statistics-most usefully in one or more combinations. Allowing for some overlap, three general areas may be identified: evaluation, economic analysis, and resource appraisal. Evaluation begins with mine investment analysis (exemplified by Gentry and O'Neil, 1984) and process costing, for which the STRAMM Handbook (Anon., 1977) provides a well-known basis for mining and beneficiation. But it extends from property appraisal, often used for the determination of taxes and royalties, through the determination and comparison of transport costs (e.g., Richer and Soo, 1977), and to benefit/cost analyses of externalities. Economic analysis, the subject of this section, is displayed in rigor and extent both theoretically and as applied to commodity classes in Vogely (1985), but it is implicit though apparent throughout Lefond (1983). The text edited by Vogely places minerals in their aggregative context with economic growth and trade, proceeds to the theoretical analysis of minerals and their markets, analyzes the structure and performance of the major mineral sectors, and concludes with policy issues: fuel, nonfuel, and environmental. Resource appraisal employs quantitative methods for the estimation of mineral and energy resources. It moves through geologic, geophysical, and geochemical properties to the identification of estimation procedures for mineral endowment and for the economic measure of stocks and flows of specific minerals (Harris, 1984). Because of its convenience and availability, natural gas (and to a much less extent manufactured gas) in being used more generally throughout the country for domestic and industrial purposes. With this use, specific and little-recognized hazards have arisen owing principally to the fact that the public and the consumer lack knowledge of the explosive property of this fuel. During the past 8 years gas explosions hove occurred in public and private buildings with loss of more than 300 lives and injury to many others. Such appalling catastrophes can and will be prevented if and when the necessary precautions are taken in the construction of buildings and the installation and maintenance of gas lines and gas appliances, plus adequate supervisions inspection, and education.

The U.S. Treasury stocks of silver have been reduced at such a rapid rate to meet industrial and coinage requirements that they face exhaustion in 3 or 4 years. Alleviation of the silver problem will require increasing supply or reduc ing demand. This paper examines poss ible long-range resource development and research programs and improved secondary recovery. The possible reduction or elimination of silver in coinage and development and introduction of substitutes in the arts and industry are also discussed.
