The authors have studied and analysed many mineral resource and related projects in Australia. These studies have lead them to conclude that the past performance of many project developers does play a major part in any external financial investment for new or expanding resource based projects. In this paper the authors look particularly at the influence of parties outside the direct control of developers and the effect of' these parties on projects and conclude with a number of points as guidelines for potential project developers.

"This report presents the results of a laboratory study undertaken to evaluate ground granulated blast-furnace slag from Algoma Steel Corporation, as a replacement for Portland cement in cemented mine backfill. The evaluation was based on the results of compressive strength tests performed on cylinders cast from mixtures made with a granulated blast-furnace slag and tailings from four different mines in the Sudbury basin. Various percent¬ages of slags and various binder to tailings ratios were used.Tests results show that, in terms of compressive strength, the slag performs as well or better than Portland cement as the binding agent in cemented mine backfill. Lime was found to be a poten¬tially good activator for ground granulated slag in mine backfill applications.A field test was conducted at one of the mines, consisting of placing a mixture of 95.5% ground granulated slag and 0.5% lime into a stope, and inspecting the floor slab as it hardened. The slag performed as expected, considering the backfill mixture proportions used and the preparation of the test site."

An analysis of the wash thickener-two stage filtration circuit was undertaken to quantitatively describe the circuit performance. On the basis of information developed in this study, the factors of major importance in reducing soluble loss are: filter wash, wash zone size, filter capacity, filter feed pulp dilution, blow back, filter cloth, water to repulp, water to primary wash, water to feed pulp and thickener underflow. The wash thickener-two stage filtration circuit has been used in many hydrometallurgical plants to separate solute from leach solids. As many as 20 to 30 plant operating variables determine the performance of the wash circuit and hence the soluble loss. The complex relationships of these variables, with each other and with soluble loss, make the evaluation of their effect on mill performance difficult. An analysis of this type of circuit was undertaken to quantitatively describe the circuit performance. THE CIRCUIT The diagram in Fig. 1 represents the operation of the wash thickener-two stage filter circuit. This circuit provides for counter current, cross current or for a combination of countercurrent-cross current operation. The feed pulp stream, J, is intended to include any solution or water, other than primary and secondary filtrate, which enters the wash thickener. Except for filter washing, the operations in the circuit are simple mixing operations which can be described by material balance. The concentration of solute in the filtrate and cake solution after application of wash liquor cannot be described by simple material balance. The displacement washing equation, derived by Rhodes1 and extended by Choundhury and Dahlstrom,2 appears to best describe this case of miscible displacement in porous media. In a useful form, it is

[ ] IN 1880, an electric arc was struck over metal for the first time to experiment with controllable melting. The glare of this arc has reflected on the stacks of the steel industry and continued to light the path of steelmakers in their never ending quest -for faster, more economical, and better ways of producing steel. William Siemens is credited with first employing the electric arc to melt metal in a closed hearth and produce basic metallurgical reactions. By the turn of the century, an Italian, named Stassano, was experimenting with ore reduction by the electric arc. In 1899, Dr. Paul Heroult, in France, used the direct arc principle for producing ferro-chromium. His experiments quickly led him to develop a dosed-top arc furnace for the production of steel, and his first commercial shipment was recorded in December, 1900. American steelmakers, quick to sense the possibilities of this method of melting, invited Heroult to our shores, where, in 1905, he was responsible for installing the first arc furnace on the North American continent. This furnace, at Sault Ste. Marie, was built for ore reduction. But Charles Holcomb, founder of Holcomb Steel. Co. of Syracuse, N. Y. contacted Heroult in 1905 and contracted for the first American direct-arc electric furnace for steelmaking. On April 5, 1906, the first heat was tapped from this 3-ton unit. The furnace was basic lined and powered by a single-phase, 500 kw generator, -producing high amperage at low voltage. It is interesting to note that, although the first few heats were made with cold charges, subsequent heats were duplexed. R. H. Bully, first superintendent of Holcomb Steel, persuaded the directors to purchase the unit to effect a more economical and efficient means of making tool steel by duplexing prime melting in a combustion fired furnace, and transfer of hot metal to the arc furnace for temperature adjusting, refining, and adding carbon and alloying elements. Today, duplexing is foreseen by some as the steelmaking process of the future. The promise shown by America's first arc furnace for ingot production quickly led to the purchase of a similar unit by The Firth Sterling Steel Co., in 1909, and to the purchase of the first arc furnace for production of steel castings, by the Treadwell Engineering Co., in 1911. From its humble start in 1906, production of arc furnace steel has never ceased to increase its yearly percentage of total steel production in the U. S., although certain other methods have declined or almost disappeared. By its ability to be used intermittently, the arc furnace gained favor and enhanced its reputation during depression days. When the attack on Pearl Harbor plunged us headlong into the long days of World War II, the arc furnace stood ready, flexible enough to be overburdened hearth wise 30 pct and power wise 25 pct, pouring its endless flood of alloy for the guns, tanks, ships, and planes which ultimately brought victory. During the post war boom, the now, proven virtues of low initial cost, faster installation, better yield, improved availability, and lower operating cost, enabled industry-particularly the small, new, independent producers-to locate strategically and profitably to meet the demand of an America that had been starved for new homes, appliances, cars, and highways. In the Korean police action, the arc furnace again proved itself by providing the latest alloys metallurgists could develop to meet the demands that the jet age and the innovations of guided missiles required. In today's peacetime prosperity, the arc furnace is continuing to provide the economic flexibility required to meet an ever increasing demand for better steel in the face of mounting costs, scrap shortages, and pressure toward decentralized location of industry.

Two processes are available for the production of synthetic fuels from coal high-pressure hydrogenation and the carbon monoxide-hydrogen synthe- sis. This paper presents some ideas and new developments in coal hydrogen- ation that have been incorporated in an estimate for the production of 30,000 barrels per day of liquid fuels, mainly gasoline. A few comparisons of the processes will be helpful before discussion of the details of pro- posed improvements in the hydrogenation process. The principle of the high-pressure hydrogenation process ie the addi- tion of hydrogen at pressurea in the range of 3,000 to 10,000 p.s.i. to coal at elevated temperature and with the help of catalysts. On the other hand, the principle in the Fischer-Tropsch synthesis is the complete break-down of coal into a mixture of carbon monoxide and hydrogen, followed by the catalytic combination of these two gasse into hydrocarbons or suitable catalysts. For the synthesis, moderately elevated pressures of about 350 p.8.1. will bo used in the immediate future, although it can be carried on at atmosphoric pressure with certain catalysts. The products of these two processes using coal as raw material are almost as differont as hydrocarbons can be. The products of the high-pres- sure hydrogenation of coal reflect the original constitution of the coal. They are, therefore, rich in ring compounds, both aromatic and naphthenic, but, due to the action of highly comprcesed hydrogen and catalyst, are satu- rated and very stable. These constituents give the gasoline a high octane number and excellent rich-mixture performance, combined with good gum and storage stability. Therefore, this gasoline is suitable for aviation gaso- line or base stock. The Diesel fuel can be hydrogenated to a centane number of 45 or higher, which is entirely satisfactory for operating normal Diesel

Nassau County, New York, is undertaking several projects to improve the water quality in the Western Bays of Long Island. A major step forward will be the completion of the Bay Park Conveyance Project, which will divert most treated effluent away from the Western Bays to an existing ocean outfall at the Cedar Creek Water Pollution Control Plant. The ongoing works include 3.6 miles of microtunneling, 7 miles of sliplining, 14 shafts, and a 75 MGD pump station. This paper provides an overview of the design and an update on construction progress through December 2022. The project is a collaborative effort between Nassau County, New York State Department of Environmental Conservation, the design-builder, and various consultants.

This paper is a survey of the various methods and research efforts by which the drivability of piles is determined. First, a brief outline of the basic theory and the important parameters for driving by vibration are presented. Then, a wide variety of methods by which the drivability of piles is determined are presented and discussed, with special emphasis on methods developed in the USSR. Each of these methods are examined as to how they take into account the various parameters of vibratory pile driving, such as eccentric moment, frequency, dynamic force, motor torque and power, vibrating and static weight, and other variables. Some relation of these methods of field data is presented as well.

The Bahamian economy weathered the worldwide recession of the last few years better than most developing countries. This was mainly owing to the ties between the tourist industry of the Bahamas and the U.S. economy. The mineral industry played a minor role in the country's economy. The chief mineral exports included an increasing amount of petroleum products horn the country?s 500,000-barrel-per-day refinery, steel pipe, salt, and aragonite. A 60,001)-barrel-per-day desulfurization facility was completed by Bahamas Oil Refinery Co. (BORCO) in Freeport. The project included vacuum gas oil desulfurization, hydrogen and sulfur recovery, steam generation, water desalinization, and offsite facilities.

When the original version of this study was published in 1972 it was evident that a problem was developing on the energy scene. The ability of the United States to find the energy supplies it needed within its own boundaries--at least in the forms desired--was declining. Production of crude oil in the United States had peaked in 1970 and was declining slowly; environmental restrictions had begun to hamper the production and consumption of high sulfur coal; natural gas reserves were beginning to dwindle; and the development of nuclear power was proceeding more slowly than originally planned. Shortfalls in energy supply were being met through the importation of increasingly larger quantities of petroleum, but supplies were adequate and the price of the imports was below that of domestic production. The energy problem was more prospective than current. In October of 1973 the prospective problem became the "Energy Crisis' when the Arab petroleum exporting countries reduced crude oil production, imposed an embargo on the shipment of crude oil to the United States, and then raised the price of crude oil in a series of large steps. This crisis was a clear demonstration of the dangers of the dependence of the United States on imported petroleum, and of the Nation's vulnerability to the actions of the oil exporting countries. Rock mass classification is widely used throughout the underground mining industry—in both coal and hard-rock mines. It is used in all stages of the mining process, from site characterization to production operations. The goal of the International Workshop on Rock Mass Classification in Underground Mining was to provide a forum for leading practitioners of rock mass classification to come together and share their methods and experiences with the technique. The workshop was held in Vancouver, British Columbia, Canada, on May 31, 2007. It was co-chaired by Christopher Mark, Ph.D., P.E., National Institute for Occupational Safety and Health, Pittsburgh, PA, and Rimas Pakalnis, P.Eng., University of British Columbia, Vancouver, Canada. The proceedings of the workshop contain 16 invited papers from 9 countries, reflecting the international depth and breadth of current practice. Applications in both hard-rock and coal mining are well represented. Some of the topics that were addressed at the workshop include: • Major rock mass classification systems used in mining and their variants • Collection of input data through observation, rock testing, and geophysics • Design of mine layouts and rock support systems using classification • Estimation of rock mass strength and other input parameters for numerical models from classification • Applications in weak rock, raise boring, cavability assessment, and other special topics • Risk assessment using rock mass classification

As part of the overall development of a borehole mining system -develop backfilling techniques to reduce possible damage to the environment caused by either the cavities or the piles of sand tailings that result from in-borehole hydraulic mining. (Borehole mining is described in technology News No. 56.) Approach Water filled cavities at the bottom of boreholes are rapidly and economically backfilled by jetting a sand-tailings slurry underwater. How It Works The Bureau of Mines borehole mining system creates a cavity having a horizontal diameter of more than 50 feet. (See photograph). This cavity can be backfilled with much of the sand previously mined. The sand tailings or similar backfill material is dumped by a front end loader into a slurry mixing tank at the rate of about one ton every three minutes. Enough water is added to give a thick, but pumpable slurry. The slurry is pumped down the borehole through a string of 4-inch pipe to the cavity. After passing through a right elbow at the end of the pipe, the slurry is ejected through a nozzle. The resulting slurry jet emplaces the backfill at the outer wall of the cavity. To obtain an even distribution of fill in the cavity, the nozzle is slowly rotated. The nozzle and pipe assembly is supported from a turntable on the surface. See diagram.

A comprehensive instrumentation program was implemented at the Howland Hook Marine Terminal on Staten Island, NY during proximate underwater rock blasting in 2014. Forty-two blasts took place over a 4-week period to deepen the 1200-ft (366 m) Berth 3 from -45 ft (-14 m) to -50 ft (-15 m) MLW to accommodate Post-Panamax vessels. Approximately 86,000 yd3 (65,752 m3) were blasted 120 to 9 ft (37 to 2.7 m) from the wharf to a total depth of -57 ft (-17.4 m). Pre-blast planning included developing and implementing a comprehensive monitoring plan and setting vibration and strain limits to protect the wharf. The plan outlined methods to measure vibrations on five corners of four concrete deck sections, on five concrete-filled pipe piles just below the pile cap near deck corners, and in bedrock adjacent to pile sockets. Water overpressures were measured near instrumented piles for 19 blasts closest to the wharf. A total of 19 geophones were secured to the wharf structure and buried 12 ft (3.7 m) in drilled holes.

It was investigated in which form sulphur is bonded in ladle slags. For this purpose, the mineralogical phases of the ladle slags were qualitatively and quantitatively evaluated by means of a microprobe. This slag characterization allowed reconstructing the bonding of sulphur into the phases of the ladle slag. Moreover, the reaction process with regard to the ionic theory as well as the structural formula for the mechanism of sulphur bonding were discussed. The bonding of sulphur into calcium aluminate slags is determined by the sulphide ion content in the slag as well as by the ratio of (CaO)/(Al2O3). Calcium sulphide separates only if the slag contains a large number of sulphide ions. When Ca12Al14O33is separated, the sulphide ion is successively integrated into the lattice. The crystal lattice of Ca12Al14O33is characterized by an open, three-dimensional anionic network composed of aluminium-oxygen tetrahedrons linking the edges. In this network, large interstitial spaces are formed, which may be filled with calcium ions on the one hand and statistically with a free oxygen or sulphide ion on the other hand. The exhaust system is a complex assembly of various components performing important tasks in harsh environments. Carbon steels have been used extensively in exhaust systems, but pressure for lower cost, increased fuel efficiency; lower hazardous emissions, weight savings and increased life expectancy have shifted the emphasis to stainless steels. In response to the growing consumption of stainless steels in automotive exhaust systems, the need to properly evaluate their corrosion resistance properties in order to ensure their appropriate use, has increased substantially. This paper evaluated the most common corrosion and oxidation tests developed that are used and applied it to four common stainless steels often employed in hot end exhaust components. In a summary considering the weight loss of an alloy, it general corrosion rate and pitting resistance under all the test conditions for hot end exhaust components, results indicate that 434 was by far the most corrosion resistant alloy, followed by 1.4509 and 321, and lastly 304 was the least corrosion resistant. In general, the ferritic stainless steels, especially 434, outperformed the austenitic ones under all the test conditions.

The synthetic fluormicas may be divided on the basis of silicon content into tetrasilicic, trisilicic, and disilicic. Properties of lead and barium disilicic fluormicas were determined to characterize these two representative members of the disilicic group. Properties described include unit-cell parameters from X-ray diffraction, optical data, chemical composition, density, melting point, and mechanical and dielectric properties. Both the lead and the barium micas were typically monoclinic; neither was sufficiently cleavable to yield usable mica splittings. Both yielded polycrystalline, machinable ceramics with excellent mechanical and dielectric properties.

The Hong Gai coal field in northeast Vietnam has been the main coal mining area of Vietnam for more than 150 years. Anthracite coal is produced from several open pit and underground mines situated close to the UNESCO world natural heritage site Ha Long Bay. The mining-induced environmental impacts such as dust emissions, acid mine drainage, and visual impairments due to waste dumps resulted in severe conflicts of interests regarding future land use and the protection of the world natural heritage site Ha Long Bay. Within the RAME project (Research Association Mining and Environment in Vietnam), Brenk Systemplanung is contributing to an improved environmental and sustainable planning in Vietnam's mining industry and the reduction of environmental impacts on Ha Long Bay by developing suitable and sustainable technology and planning measures (e.g. for dump construction/rehabilitation, predictive modelling, and/or monitoring) for Vietnam's leading coal producer.

VOLUME III The objective of Volume III of this report is to provide a concise review of six major types of legal constraints, controls, and regulations on surface coal mining in the United States, as of January, 1976. At the same time, an attempt is made to format the details of federal and state exploration, mining, and reclamation regulations such that point-by-point comparisons can be made and updated as revisions occur. Thus, Volume III should provide both an executive overview and a user's manual of legal controls of surface coal mining.
