"IN APRIL, 1965, the employee relations department (then called the personnel department) was established as a separate function within the company. Its aims and objectives were to hire an effective work force to operate the open-pit mine and the mill, which were at that time under development and construction. It was also directed to develop a sound policy for employee relations to assist the company in maintaining a stable and properly motivated work force, which included the establishment of satisfactory wage rates and fringe benefits, safety, fire protection and security. During the 8 years that the department has been in existence the scope of the company's operations has expanded to include a zinc plant and an underground mine. The work force has enlarged accordingly and now totals 1,680 employees working at the two sites, separated by 34 road miles. To cover the employee relations functions the department has a total of 29 members at the two sites. The department is organized under a superintendent, who has an employee relations supervisor, a safety director and a fire chief reporting directly to him. The employee relations supervisor, with 2 employment officers and 2 clerks, handles hiring, first-stage employee grievanoos, terminations, employee records, and the organization of company-sponsored functions and meetings. Safety, training and security are the responsibility of the safety director, who has 3 safety supervisors, 16 security men, 1 first-aid attendant and one hearing conservation technician to service the two sites. The Program of Mine Safety and Health Research described in this document reflects the continuing commitment of the Spokane and Pittsburgh Research Laboratories to focus on the most important areas where research can make a difference in reducing risk and improving safety and health for miners. It is the first program of work conducted since Congress mandated closure of the former U. S. Bureau of Mines (USBM) in the Department of the Interior and supported integration of the health and safety research function of the former USBM into the National Institute for Occupational Safety and Health (NIOSH). Organizational changes made FY97 a challenging year of transition. Ongoing research was reviewed and revised to reflect the new, more limited, health and safety mandate of the research laboratories. The mining industry, mine worker representatives, and interested government agencies provided broad input to assure that the research performed would focus on the most critical safety and health problems confronting mining today and which are expected to be faced in the future. The two laboratories worked to evolve coordinated programs of safety and health research, each with a special focus. The work of the Spokane Research Laboratory is directed toward issues of special importance to the Western mining industry, particularly those safety hazards found in metal/nonmetal mining and surface mining. The work of the Pittsburgh Research Laboratory will continue to focus on Eastern mining, particularly underground coal mining. Traditional areas of expertise for understanding and preventing fires and explosions and for controlling the hazards of dust and noise will continue to reside in Pittsburgh. Each laboratory is developing new capabilities in the analysis of relevant safety and health information to assure that program priority-setting decisions are informed by the best available data. Recognizing the continuing importance of communicating the results of research to all who are capable of improving safety and health conditions in mining, each laboratory has developed an activity for information dissemination and coordination with stakeholders. In the midst of organizational self-examination and change, the research staff in Pittsburgh and Spokane have never wavered from their continuing commitment to conduct the highest quality scientific research-solution-oriented scientific work meant to reduce the risk of injury, disease, and death from occupational hazards in mining. The pages that follow give insight into some of the program activities and accomplishments from FY97. I hope you share my pride in the many accomplishments of the NIOSH mine safety and health research program during this year. This report comes at a time of increasing stability for the mine health and safety research program. The organizational changes in Spokane and Pittsburgh have been concluded, and NIOSH has succeeded in recruiting a new, permanent associate director for mining to lead this critically important national program. Congress has contributed to an optimistic future by providing expanded funding for NIOSH mining-related research for the next fiscal year. On a personal note, I greatly appreciate the opportunity I have had to serve as the NIOSH Acting Associate Director for Mining during this transitional year. The commitment and intelligence with which the mining research staff pursued their mission was matched by their patience and understanding in moving into a new organizational environment. All of us committed to improved safety and health for this Nation's miners owe them our respect and appreciation.

"In early 1988 the decision was made by Noranda Minerals Inc. to install pressure filters at the GECO mill to replace the vacuum disk filters and bunker-C fired rotary kiln dryers. Two filters were installed, one for copper concentrate and one for zinc concentrate. Completion of the project was scheduled for the third quarter of 1989. The filters were made operational in October 1989. Some work remains to be done yet on loadout conveyors for total project completion. Capital expenditures for the project have been approximately $2,700,000 to date. The paper describes the selection criteria for the filter, the installation, startup and associated problems.1. INTRODUCTIONThe filter model chosen for the project was the Verti-Press model VP-50-6(7) (Figures1 ,2 and 3) by Filtra Systems of Farmington Michigan, USA. The decision to purchase the Filtra Systems filter was based on gaining familiarity with a different, mechanically simpler pressure filter than the Larox design and to a lesser extent a necessity for repairs to the the disc filter, rotary kiln dryer system used at the GECO operation for its' copper and zinc concentrates. The fact that it is manufactured in North America was an important consideration. The same basic principles of pressure filtration as the Larox machine are used but the implementation is quite different and somewhat simplified with some interesting innovations. 2 filters were installed to allow direct and immediate comparison of the same machine on both fine and coarse materials. Copper concentrate is reground for cleaning on the flotation circuit while zinc is not. Screen analysis of composited samples of concentrates for 1988 indicated that expected copper concentrate would be approximately 66% minus 400 mesh and zinc 50% minus 400 mesh (Tables 1 & 2).The filter is composed of six horizontal chamber module layered vertically and held together in a frame by 1 O large bolts; torqued down to 4000 ft-lbs. 6 individual belts are used; each with its own drive system. The belts themselves are of a 3 piece design with a filter cloth portion, a support belt and a rubberized intermediate portion. They are held together with steel clipper lacings. A basic description (1) of the filter operation is as follows. ""The horizontal filler chamber is closed by hydraulically pressurizing seals across each end of the filter chamber to 200 psi. The feed pump then pumps slurry into the filter chamber. Suspended solids are retained on the filter belt and the filtered solution drains into a lower drip tray and flows from the filter by gravity. At the end of the filtration or feed cycle, a rubber diaphragm in the filter chamber is pressurized hydraulically to 100 psi pressure. This removes all free liquid from the filter chamber and the filter cake. After the diaphragms are retracted the filter cake is blown with compressed air to remove any residual cake moisture. The seals are then retracted and the belt is advanced to discharge the filter cakes. During the cake discharge the belts are washed with a spray header located at the drive end of the filter. The belt assemblies move one (1) complete revolution during the cake discharge cycle. The cycle automatically repeats until the filter is shut down by the operator."

Risk analysis is an important step in the design of rock slopes in open pit mining. Risk is defined as the product of the probability of slope failure and the consequences of the failure, and is generally evaluated in terms of safety and economic risk. Most of the risk analysis done at present is based on the use of limit equilibrium (LE) techniques in evaluating the probability of failure (POF) of the slopes. The approach typically makes use of full Monte Carlo simulations of the limit equilibrium models, with all uncertain variables randomly varied. The number of required simulations is generally over a thousand, at times as high as 20 000, in order to produce statistically valid results of the POF. Such an approach is clearly not practical when using numerical modelling programs dueto the high computational effort required. This paper explores the impact of using numerical modelling instead of the traditional LE techniques in evaluating the probability of slope failure. The difference in the overall assessed risk, in terms of economic impact, for the mining operation is then evaluated. With numerical models, approximate methods are used in the calculation of the probability of failure instead of full Monte Carlo simulations. This paper will use a method called the response surface methodology (RSM) for estimating the POF from numerical analyses. Simple slope models were used to verify the accuracy of the RSM method by comparing the results with those obtained from full Monte Carlo simulations. It is shown that there is good agreement between the POF values computed using full Monte Carlo simulation and those obtained using the RSM method. Finally, the use of numerical modelling in the assessment of risk is shown to bring a significant difference in the result compared with that from LE methods. One of the reasons for the difference is that LE models tend to underestimate the failure volumes and hence the consequences of slope failure.

Understanding relationships between mineralogy, texture, microstructural features, and element distribution and residence in minerals, is critical for accurate modeling of mineral weathering in waste-rock piles. The morphology of minerals and deformation structures, such as veins and faults, are important factors that control: (1) fluid access to the mineral surface to initiate dissolution, (2) the distribution of trace elements, and (3) formation of secondary minerals. We characterized the mineralogy, textures, and chemical properties of waste-rock material at three sites at scales ranging from outcrop to micrometer scale. A comprehensive hand-sample to thin-section scale methodology utilizing light microscopy, scanning electron microscopy, electron microprobe, and laser ablation ICP-MS was used to thoroughly characterize the waste-rock material.

At a mine in central PA, high horizontal stresses have caused long running roof falls resulting in hazardous conditions for the miners and the premature abandonment of panels. Because of these conditions, the mine requested assistance of the National Institute for Occupational Safety and Health (NIOSH) in utilizing the 'advance and relieve method to mitigate the affects of horizontal stress on the mine roof. "Advance and relieve" mining involves the removal of a pillar or a portion of a pillar during development, thereby creating a cave along one side of the panel. Following cave development, the horizontal stress is relieved over the workings adjacent to the cave in the active panel. The mine has used this system in three panels with a significant reduction in stress damage and no large roof falls.

A tectonic interpretation of the Coromandel Peninsula which suggests that the basement underwent tensional collapse at its northern and southern ends would permit more ready penetration of late stage magmatic fluids. This hypothesis is consistent with regional trends of the chloride content of low grade geothermal waters and of the yield of gold and silver per unit weight of quartz worked. The consequences of such a model are that mercury should not only be a good pathfinder for Coromandel gold, but that it should be correlative with ratios of base metals high in the zoning or paragenetic sequences to those lower in the sequences. This is demonstrated successfully in an area of mineralisation in the southern Coromandel.

This paper will review several projects completed during the period from 1976 through 1984 which have been carried out utilizing big hole drilling concepts. The projects discussed will be from various industries to demonstrate the extent that big hole drilling methods are being used along with the current state of development. There will be a discussion of projects planned for the future where big hole drilling methods are the only technology being considered. Also included in the discussions will be an overview of the most recently completed heavy oil recovery project. During the next decade, big hole drilling methods will be used more and more in all industries where underground access is required. The safety, speed and economics associated with shaft sinking using drilling methods are becoming more and more recognized and the technology is rapidly becoming an accepted shaft sinking method.

A constitutional diagram for the Ta-W-Re alloy system is presented. Rhenium dissolves in the complete range of solid solutions between tungsten and tantalum up to 48 wt pct in tantalum 'to about 30 wt pct in tungsten. Intermediate x and u phases only are found. X-ray diffraction and fluorescence, metallography and melting-point measurements were employed. THE constitution diagram of ternary alloys of tungsten, tantalum, and rhenium for temperatures above 1000°C is reported in this paper. Alloys in this system rich in tantalum and tungsten are of interest for high-temperature applications, and those rich in rhenium for electronic applications. No ternary phase diagram appears to be available in the literature. The three-component binary diagrams have been previously established1-3 and the present ternary data are consistent with these. EXPERIMENTAL TECHNIQUES Commercially pure tantalum (99.7 pct), rhenium (99.99 pet), and tungsten (99.9 or 99.95 pct) powders were purchased from Fansteel Metallurgical Corp., Chase Brass and Copper Co., and Fansteel or Westinghouse Electric Corp., respectively. These powders were pressed without binder and arc-melted under helium. The preparatory and analytical techniques employed were identical to those used for the Ta-Re system investigation carried out in this laboratory.324 These included X-ray diffraction and metallographic phase identification, X-ray fluorescent and wet chemical analyses, solidus determinations and heat treatments in a resistance-heated tantalum-filament vacuum furnace. For microstructural examinations standard mechanical polishing techniques were used through diamond laps. Polished speciments of all compositions were etched by swabbing with 4 parts HI?, 4 parts HNO3, and 1 part H20. Since the microstruc-tures of alloys containing one or two phases closely resembled their counterparts in the respective binary systems, typical examples are omitted in this presentation. In all the alloys examined, it was possible to observe the number of phases present. Particularly when there were small amounts of one phase involved, it was possible to identify it only by a combined conclusion based on X-ray diffraction, position of an alloy in a composition series, and the phase rule. A total of 100 different alloy compositions was arc-melted and studied in the as-cast condition metallographically and by X-ray diffraction. Specimens of each of these compositions were heat-treated at 2680, 2530, and 2020°C for 1, 2, and 4 hr, respectively. Those which were treated at 2020 were given a preliminary homogenization treatment at 2500°C for 1 hr. Specimens of 25 alloys were heat-treated at 1200o C for 168 hr. Solidus temperature measurements were made by the detection of incipient melting in eighteen alloy compositions. The metallographic and X-ray diffraction results are summarized in Table I. Graphically, this information appears in the isothermal plots of Figs. 2 and 3. Within the accuracy of the experimental methods, two such plots are sufficient to locate these data, since the results for 1200°C were similar to 2020 and those at 2530 resembled 2680

In this study, adsorption of copper by chemically modified orange peel was investigated. A conspicuous change occurs in the surface morphology of the biomass due to modification, which is depicted by SEM images. Equilibrium isotherms and kinetics were obtained and the effects of various factors, including solution pH, contact time, initial metal ions concentration and temperature, were studied by batch experiments. Kinetics was found to be best-fit pseudosecond- order equations. Equilibrium was better described by Langermuir isotherms rather than Freudlich isotherms. At 25?, pH5.30, the maximum adsorption capacity was 70.67mg?g-1 . With increase of temperature, adsorption efficiency decreased. The biosorbent was suitable for repeated use for more than five cycles.

The data published in this retort cover only one phase of a special study of tile physical and chemical properties s of only Alabama coals made by the Bureau of Mines. In addition to determinations of friability, the survey included determinations of grindability, B.t.u. value, and ash-fusion temperature. Assay distillation tests, both for high- and low-temperature carbonization, and proximate and ultimate analyses were made also. However, this preliminary paper is concerned only with the results of friability tests and is issued to expedite the release of this information to the public. The friability, test measures the liability of a coal to break into smaller pieces when subjected to repeated handling, as occurs in the mining, preparation, and transportation operations. Friability depends on many physical characteristics of the coal that vary not only between different seams but also in the same seam. The laboratory methods of determining friability have been developed to give a practical means of estimating degradation of size. So far as is known to the authors, no data on the friability of Alabama coals have ever been published. This caper makes available for the first time fairly comprehensive3 information on this subject. Because the procedure for the tumbler test for determining the friability of coal is relatively new to the coal operators, the authors Lave included a, complete description of it in this report.

The Velvet gold orebody (153 Koz Au) is located near the Kanowna Belle gold deposit in the Boorara Domain of the Kalgoorlie Terrane, a subdivision of the Archaean Eastern Goldfields Superterrane (Swager et al, 1990). Gold mineralisation at Velvet is hosted within an intrusion of intermediate composition that broadly follows a sub vertical hanging wall splay of the Fitzroy Shear Zone.Velvet was discovered in 2003 during an underground exploration drilling program targeting potential strike extensions to the Kanowna Belle deposit. Diamond drill hole KDU1595 returned a downhole intercept of 36 m grading 4.6 ppm Au approximately 500 m west of the deposit and at a vertical depth of 700 m below surface in the immediate hanging wall of the primary Kanowna Belle host structure, the Fitzroy Shear Zone. Subsequent drilling completed following the initial discovery, from both surface and underground collar positions, failed to replicate this result.In 2014, KDU1595 was resurveyed gyroscopically and the mineralised intercept correctly located. Additional drilling was undertaken to follow-up the repositioned discovery hole. Challenges included poor drilling angles through the Fitzroy Shear Zone, excessive deviation during drilling and the unknown geometry of the target. Navigational drilling helped to successfully penetrate the Fitzroy Shear Zone and in April 2015, drill hole KDU3234 returned a significant downhole intercept of 45 m grading 5.6 ppm Au.Additional drilling success resulted in a decision to develop a 600 m drive to serve as a dual-purpose access for further exploration and mining. This was a potential risk considering that the orebody geometry was unknown and all significant drilling results were clustered within a 50 m × 50 m panel. Development commenced in June 2015 and the first ore cut taken in April 2016. Geological mapping and structural interpretation, together with multi-element and spectral analysis of drill samples has enabled several other target areas to be identified for exploration. The Velvet mining area is critical to continued production at Kanowna Belle. The feasibility of using the ultrasonic wave attenuation method for measuring in-situ stress is examined theoretically and experimentally. The theoretical analyses show that for a given rock type the relation between stress and attenuation coefficient ratio can be approximated closely by second-order polynomials. Combining the elastic and statistical theories, the magnitude and direction of the existing principal stresses can be predicted by using the relations between stress and attenuation coefficient ratio obtained in the calibration of core specimens. Several experiments are conducted in the laboratory on two types of rock. The experimental study consists of two parts: the attenuation-coefficient measurements in core specimens under uniaxial stress and the attenuation coefficient measurements in boreholes drilled through blocks of sandstone and limestone subjected to uniaxial compressional stress. Compressional waves are used exclusively in the measurements.

Amax Coal Industries Inc.'s Delta Mine is a medium-sized. high-sulfur coal producer that has lived up to the challenges posed by nearly six decades of a highly competitive domestic coal market. The mine now faces one of its biggest challenges - the same one staring at the dozens of other high-sulfur producers in the Midwest - the Clean Air Act Amendments of 1990. The 59-year-old mine, located in the coal fields of southern Illinois, has remained one of the state's oldest continuously operating mines by rolling with the ups and downs of the coal market and by incorporating new technologies and innovative productivity improvements into its operation.

"Mining has been a source of controversy for at least 500 years. “Since there has always been the greatest disagreement amongst men concerning metals and mining, some praising, others utterly condemning them…” (Agricola, 1556). In 2016, it is widely recognized that mineral resources and reserves must give due regard to the social license in order to operate.“Most commonly, the social license to operate (SLO) is understood to refer to ‘the ongoing acceptance and approval of a [project] by local community members and other stakeholders that can affect its profitability’ (Moffat, 2014).” “Social License to Operate has gained traction, in part, because it is also a concept which – while remaining poorly, technically defined – is generally easily and widely understood by community stakeholders (Bice, 2014).”A generation ago we learned that mining is based on a stable platform supported by three pillars, geology, mining and metallurgy. The three-legged stool is a very stable structure (Fig. 1).In 2016, it seems that we have added some other legs to the stool (Fig 2). The Australasian Code for Reporting of Exploration Results, Mineral Resources and Ore Reserves (JORC Code) addresses “social, and governmental factors…” (JORC 2012), and refers specifically to social license in Section 4 of the Report Template “Estimation and Reporting of Ore Reserves.”The Canadian Institute of Mining, Metallurgy and Petroleum (CIM) Guidelines refer to “environmental, legal and social data…(CIM 2003).”Compared to these, the 2014 SME Guide is positively verbose stating “a discussion of any potential social or community related requirements and plans for the project and the status of any negotiations or agreements with local communities,” (SME 2014) although in all cases the scope of this disclosure is left at the discretion of the competent person.When there are more than three legs on the stool, it is imperative that all legs be constructed exactly to the design. Any one or more legs that are out of alignment will cause the stool to wobble.Engineers are trained to create designs to meet specifications. Loads can be estimated, forces calculated and cost studies completed that will lead to, not only a stable design, but the most efficient design that meets the specifications."

Present roof bolting practices in the collieries of Australian Iron and Steel Pty. Ltd. are outlined. Roof support has been improved since introducing roof bolts and it is hoped to increase the reliability of the bolts still further.Expansion-shell, and split and wedge roof bolts five to eight feet long are placed by "Atlas Falcon" and "Fletcher" roof bolters. Both anchorage and tightening have presented some problems.Good panel supervision is required if systematic roof bolting is to be properly co-ordinated with coal production without unnecessary delay to either. Successful roof bolting can only be the product of conscientious men and supervisors who are all convinced of its value. A rigid operational code should be established early and maintained.INTRODUCTIONRoof bolting is a method of support which is permanent and reduces or eliminates the need for other support; The method was pioneered in America and was first experimentally investigated in Australian collieries at Elrington in 1949 (McKensey, 1953). Pneumatic installation methods were employed. Subsequently, a method of using standard hand-held electric coal drills was developed at John Darling Colliery (Horseman, 1954). Pneumatic roof bolting equipment was first operated in the collieries of Australian Ironand Steel Pty. Ltd (A.I. &. S.) in 1951. Since then various hydraulically operated mobile machines have been installed in Australian collieries and these, together with improved pneumatic equipment, form the two present basic methods of placing ,roof bolts. Roof bolt anchorage is achieved by either split and wedge or expansion-shell bolts.The two broad types of roof bolting are 1. consolidation of strata, and 2. suspension support.

The design-build delivery system is being used to erect the landmark Christopher Bond Bridge as part of the kcICON project. The cable-stayed bridge is currently under construction and will span the Missouri River on I-29/35 in Kansas City, Missouri. The design-build process for the foundation work on this project has been successfully implemented as a result of cooperative efforts between the foundation designers and the constructors to develop a constructible design.

"SynopsisLong before the environmental movement, coal miners were suffering from occupational diseases that became apparent in the later years of service, and especially during the retirement years. Chronic exposure to micro-fine dust in the respirable range (‘float’ dust) causes various lung diseases, referred to as coal mine dust lung disease. In the USA alone, 76 000 miners have died of coal mine dust lung disease since early legislation recognized the issue in 1969. Researchers believe that reducing float dust exposure limits alone will not reverse the increasing incidence of coal mine dust lung disease seen in the current generation of miners. Trace and radioactive metals are concentrated in the thin boundary layers of the coal seam (Roberts, 2013), and hence float dust includes silica and toxic trace metals. The production and quality of coal is also significantly impacted by the presence of these contaminants in the coal. In the combustion process, the trace metals are oxidized and become incorporated in the fly ash and flue gas. Since they are extremely water-soluble, they represent a significant danger to health and the environment. Coal preparation plants and power stations need to mitigate these contaminants as far as is practical, but the simple fact is that most contaminants should have been left un-mined.This paper describes an innovative coal-cutting solution to the longstanding technology gap in mining – the ability to measure uncut coal layer thickness to the boundary rock layer. Because of constant changes in geology, seam thickness, and seam undulation, the horizon sensor must be located in the bit-block of the rotating cutter drum of the mining machine. Contaminants in ROM coal must be minimized at the source – that is, at the rock/coal crushing cone directly under the bit-tips of the cutting drum. Bittip distances to the rock boundary layer must be automatically controlled in real time when mining in a complex and undulating coal bed. Horizon sensing (HS) technology enables the mining machine’s cutting picks to stop at a specified distance from undulating horizons of the boundary rock. The thin contaminated coal layer can be left in situ, significantly reducing the toxicity of the float dust. Preventing the metal picks from striking quartz-containing boundary rock also reduces the occurrence of methane ignitions. HS technology equipped with pick force vector sensing can allow optimization of the cutting pick lacing pattern for minimum coal and rock crushing, thereby reducing float dust. This technology may enable the mining industry to convert from automated machine control to autonomous during coal cutting and loading."

These proceedings consist of papers presented at a Bureau of Mines Technology Transfer Seminar in September 1981 for the purpose of disseminating recent advances in mining technology in the area of premining research. The introduction and descriptive papers discuss techniques and instrumentation used in premining research for metal and nonmetal mining and shaft design and borehole control for premine planning.
