INTRODUCTION The honor of being the recipient of the Mining Society's Daniel C. Jackling Award for 1966 imposes on me the responsibility to search for the subject that I would be best qualified to discuss. It seems that my experience in the mineral industry — nearly 15 years in private and 30 years in public employment — should uniquely qualify me to comment upon the relationships between the mining industry, mineral engineering as a profession, and government, and the changing economic, technologic, political and social changes that dictate their relationships. Such conditions, the increasing knowledge of the world mineral resource base, the greater demands of an expanding population with a rising standard of living, shall be evaluated with respect to our profession — mineral engineering. In all of these forty or so years, I have been in close touch with many phases of the mineral and energy resource industries, especially those of the United States. Particularly during the past 10 years, I have had a ringside seat at the "goings on" in Washington. During all of this period I have observed and analyzed many of the problems of the industry and its relations with the government. During the past few years, I have had increased opportunity for doing research and have found a need to learn something about the mathematical techniques that are undergoing such a revival since electronic computers were developed. One of these techniques is multivariate analysis, which is a system for correlating a large number of complex variables. By applying this technique to the seemingly chaotic present-day situation, there emerges a course of steady improvement in the minerals resource industries that wars, depressions, and political strife have failed to obstruct for long. In short, I advocate a need for new concepts in mineral engineering to cope with the changes, pos- sibly adding many more specialized areas on one end of the spectrum, and broad engineer-generalist approaches at the other. The meeting place shall be where the intricate mineral resource problems at the frontier of knowledge merge into the socio-techno-logical problems of the world. HISTORICAL INVOLVEMENT OF GOVERNMENT IN MINERAL RESOURCE PROBLEMS Involvement of government in mineral resource problems undoubtedly is as old as government itself. But passage of the Mining Act of 1866, superseded by the Act of 1872, was the first major entry of our Federal Government into the problems of mining. Passage of the law was necessary to resolve many conflicting claims and disputes in mining. The General Mining Law of 1872 and the Mineral Leasing Laws of 1920 apply to millions of acres of public lands and to certain privately owned land on which the mineral rights have been reserved to the Federal Government. The extensive involvement of government in the mineral industry business today often comes as a shock to the mineral engineer who has begun to climb the ladder to the top in his company. He is often poorly prepared to cope with the situation and becomes frustrated and even hostile. Better knowledge of the role of government perhaps would ease his situation. In our political system, private industry is responsible for producing minerals. To make certain that the production is adequate for a peace-time economy, and to guarantee the Nation's security in an emergency, the Federal Government finds it expedient to develop policy and engage in regulatory, educational, and research activities. A few examples will illustrate the varied role of government in relation to mineral problems. In varying degrees many agencies of the Executive Branch of Government have responsibilities that influence the functioning of the mineral and energy industries. In addition, of course, Congress, the Judiciary, and State and local governments exercise great influence. "Galmoy Mine, owned by Arcon Mines Limited, has operated since 1997, and is one of three operating lead/zinc mines in Ireland. Changes in ore type starting in mid 2002 created challenges to metallurgical operations at Galmoy. This resulted in unacceptable lead and zinc flotation performance, which prompted initiation of a formal plant review and a subsequent stabilization programme. This involved a structured review of operational practices, development of a new Standard Operating Procedure (SOP) which in turn led to significant changes in process control equipment needs in conjunction with extension of zinc flotation cell residence time.This paper will describe the metallurgy of the Galmoy operation. Reasons for the poor metallurgy experienced in 2002 will be described, as well as the solutions identified to overcome these problems. By the second quarter of 2003, these solutions had been implemented and recoveries had risen to record levels.INTRODUCTIONGeneralGalmoy Concentrator is located in County Kilkenny (Refer to Figure 1 below) and was constructed during 1996 and commissioned in 1997.The concentrator at Galmoy had been designed initially to treat 650,000 tonnes per annum of primarily CW ore type. The main mineral of economic significance was sphalerite (Typically 10 to 11% Zn) with some minor galena (0.7%Pb) in a dolomite (Magnesium Carbonate) host rock.The only other competing sulphide mineral was pyrite (Circa 3 to 5% Fe in Mill Feed. This CW ore type predominated the first 6 years of production, but in August 2002, the ore mineralogy changed due to significantly higher levels of pyrite rich G ore body being blended in with CW ore."

"Abstract The present study proposed a new liquefaction countermeasure to improve sandy ground and conducted a trial execution. The new method is a floating-type and lattice-shaped cement treatment method, where cement-treated soil is not fixed to a non-liquefiable stratum. A fixed structure such as treated soil should be formed at the side of the floating-type treated soil to reduce its lateral displacement. In the study, one-dimensional dynamic response analyses were first conducted to confirm the mechanism of the new method. Then, a series of centrifuge model tests were performed to demonstrate the effect under a stress condition at the prototype scale. The analyses and model tests confirmed the effect of the liquefaction countermeasure. Finally, trial executions were carried out to confirm high-quality vertical execution.INTRODUCTIONLiquefaction induced by an earthquake generates sand boiling and ground settlement. Other problems have also been reported, including a decrease in bearing capacity and an increase in the horizontal earth pressure against retaining walls. To prevent these problems caused by liquefaction of the ground, various countermeasures have been proposed, such as cement deep mixing and high-pressure jet mixing methods. These methods have the big advantage of being applicable to ground that contains soil with a fine-grain fraction. Furthermore, the unnecessary displacement caused by the construction can be reduced. In Japan, a lattice-shaped cement-treatment method has frequently been used at many construction sites to prevent liquefaction, where cement-treated piles are intersected to form a lattice, as shown in Fig. 1. The lattice-shaped walls can reduce the shear stress generated by an earthquake, restricting the liquefaction at that location. However, the construction cost of the cement treatment is relatively high compared to other methods such as the sand compaction pile (SCP) method, and needs to be reduced. In particular, the cost of the high-pressure jet mixing method, which can be applied to the liquefiable ground under existing structures, is significantly high. Therefore, decreasing the total volume of the cement treatment is necessary to reduce the construction cost."

Treatment of Gold-Bearing Oxide High-Clayish Ores The analysis of modern state of treatment technologies of gold-bearing oxide high-clayish ores showed that the main method applied both in Russia and abroad is sorption leaching and heap leaching with preliminary granulating. The use of any of these processes depends on many factors including average gold grade, site and area of a deposit, clay content and etc. The two processes are often used at the same deposit. In this case, rich ores are treated according to a plant technology, poor ores and ores with cut-off grade are treated with heap leaching. Both technologies possess their own advantages and disadvantages. A plant technology is characterised by high recovery with higher capital and operating costs at the same time. Lower recovery during heap leaching can be attributed to an unstable quality of ore granulating due to both technological and weather conditions. In case of poor high-clayish ores, the use of a combined ore treatment is possible and profitable. It includes the ore disintegration and a clayish fraction treatment by using a heap leaching. In this case, capital and operating costs reduce in comparison with a plant technology and the recovery increases in comparison with heap leaching. Sometimes it reaches a plant recovery. These ores possess special features. As a rule, gold is associated with ore fraction, so it liberates readily from the association with ore ore-forming minerals even with relatively coarse grinding explain their high solution velocity in a hydrometallurgical cycle. Clayish ores are characterised by high sorption activity to gold cyanide complexes as well as extremely low velocity of filtration and thickening of slimic pulps at the same time. The paper describes the options of oxidised high-clayish ores treatment, such as, a plant technology (PIP and CIP process), heap leaching and a combined technology (disintegration, heap leaching of a crystalline fraction and sorption cyanidation). The obtained results were used when selecting a treatment technology and during construction of a plant for oxidised high-clayish ores treatment.

The current version of the JORC Code was issued in 2004 and since that date the Australian Securities Exchange, in collaboration with JORC, has issued a number of companies? updates to provide guidance on various reporting issues. An interim review will be undertaken during 2010 to meld these updates with the current 2004 Code. This will be followed by a full review during 2010/11 covering all aspects of the Code and focusing particular attention on: ? clauses / guidelines relating to Exploration Results1, exploration targets and the reporting of historical estimates; ? issues relating to the Public Report2, including definition, the requirements for Competent Person sign-off, level of disclosure and mandatory requirements; ? guidance on techniques to quantify resource / reserve estimation uncertainty; ? the level of study required to convert Mineral Resources to Ore Reserves, and disclosure of prices and economic factors; ? expansion of the requirements for reporting of marketable material for bulk commodities; ? the use of language and tone that anticipates new and emerging technologies and techniques for the qualitative and quantitative measurements of data; and ? linkages to valuation and the valuation code (The VALMIN Code). Although the Canadian and Australian reporting regimes for public statements on Exploration Results, Mineral Resources and Mineral (Ore) Reserves are similar in intent and coverage, they differ in detail, sometimes substantially. Canadian requirements are generally more wide-ranging and prescriptive than Australian requirements, including in the need in many situations to publicly lodge a Technical Report, a requirement that does not exist in Australia. Australian-listed companies seeking to list in Canada, and Competent Persons seeking to act as Qualified Persons in Canada, need to ensure that they are fully conversant with Canadian regulations and how they differ from those in Australia.

Introduction Under our present civilization, industrial developments will be greatest in those areas in which energy .can be most economically produced and efficiently used, where labour is in adequate supply, and where markets for the products of industry are available. A knowledge of fuels- the present major sources of energy- and of their utilization is therefore of vital importance. With that in mind, the aim in this paper will be to outline the known reserves of fuels in Alberta, to give their characteristics, to indicate the markets served by each, and to offer some suggestions for the future development of the coal industry. The paper should be regarded as a compilation of published data rather than as an original treatise. Alberta is richly blessed by having large reserves of mineral fuels. The estimated reserves of coal are 46,562 million tons. Alberta is the oil and gas province of Canada. The world's largest deposit of bituminous sand occurs along the Athabaska river in Alberta. In addition, there are large areas of forested land in the northern and western sections of the Province, and the rivers serve for the development of hydro-power.

THE property of Consolidated 1 Discovery Yellowknife Mines Limited, (Figure I) is situated in the Northwest Territories, approximately 50 air miles north of the town of Yellowknife. The mine is reached by a shaft which extends from surface to a depth of 4,000 feet, with working levels established at 1 50-foot intervals. Stopping operations are carried on throughout a vertical range of 2,000 feet, with both shrinkage and cut and fill methods being used, depending on the ground conditions. Production started in 1950 and milling is done in a 1 65-ton per day cyanide plant. During ten months of the year, the property is serviced entirely by air, utilizing charter aircraft from Yellowknife. A 4,000-foot runway near the mine was constructed from mill tailings. This strip is adequate to receive Bristol freighter planes carrying heavy loads. Other servicing is done by Otter aircraft, equipped with skis or wheels for winter and with pontoons for summer operations.

"For new mining projects or for medium- to long-term areas of existing mines, drilling data is invariably on a relatively large grid. Direct estimates for selective mining units (SMUs), and also for much larger block units, will then be smoothed due to the information effects and the high error variance.The difficulty is that ultimately, during mining, selection will be done on the basis of SMUs on the final close-spaced data grid (grade control), which will then be available, i.e. the actual selection will be more efficient, with fewer misclassifications. However, this ultimate mining position is unknown at the project feasibility stage and therefore has to be estimated. This estimation is required because any cash flow calculations made on the basis of the smoothed estimates will obviously misrepresent the overall economic value of the project, i.e. the average grade of blocks above cut-off will be underestimated and the tonnage overestimated for cut-off grades below the average grade of the orebody. Similarly, unsmoothed estimates will be conditionally biased and will give even worse results, particularly in local areas of short- and medium-term planning or mining.This paper presents a case study of indirect post-processing and proportional modelling of recoverable resources designed for mediumand long-term mine planning at the Gold Fields’ Tarkwa Mine in Ghana. The case study compares long-term indirect recoverable mineral resource estimates based on typical widely spaced feasibility data to the corresponding production grade control model as well as the mine production. The paper also proposes certain critical regression slope and kriging efficiency control limits to avoid inefficient medium- to longterm recoverable estimates, and highlights the danger of accepting block estimates that have a slope of regression less than 0.5."

This paper describes a research project that focuses on developing a diagnostic routine to assist in decision support for the condition based maintenance of mobile mining equipment subject to unsteady duty. The objective is to develop a general method for initial identification of mechanical faults in machinery operating under non-steady state conditions. The platform to be used for the experimental development and validation of the system is the swing machinery in an electric mining shovel operating in an open pit mining environment. The strategic approach that is proposed for the diagnostic routine will involve using novelty detection augmented by temporal classification.

Ca-Ni based alloys were investigated on structures, hydrogenation properties and the effect of additive elements on hydrogenation properties. CaNi, samples were decomposed to form a new hydride with a CsCl-type structure on the constituent metal atoms at high temperatures such as 673K in a hydrogen atmosphere. The candidate of the third element which was added to stabilize the original compound was investigated by using the Miedema's semi- empirical model and, as a result, Pd was chosen. The hydrogenation of CaPd was conducted with a Sieverts' type apparatus and the synthesis of Ca-Ni-Pd ternary alloys was performed by high frequency heating.

THE substance of this paper was prepared for the Seventh International Congress of Applied Chemistry, held in London, May, 1909, under the title, Some Developments in Blast-Roasting. In the absence of the author, a -short abstract of the paper was read, and the abstract only will appear in the proceedings of the congress. The present paper has been partly rewritten and considerably enlarged by information gained since the original was prepared ; also some illustrations have been added. Blast-roasting' is a generic term for the process of forcing air through finely-divided. metallic sulphide with the object of roasting and agglomerating in a single operation. At first the process was confined to a galena-concentrate ; lime, limestone, or gypsum was added, to serve both as a diluent to keep separate the particles of galena that they might be thoroughly oxidized, and as a flux that the partly-roasted ore might be agglomerated by the formation of some slag. Later it was extended to treat other metallic sulphides. The leading processes were the Huntington-Heberlein and the Savelsberg of Europe, and the Carmichael-Bradford of Australia. In the United States and Canada, the Huntington-Heberlein process has found application in some instances with galena-concentrates, for which it was originally intended; but this class of ore is not often treated alone, hence the process has had to be modified to suit conditions. The Savelsberg process has been transplanted to this country in about its original form. The Carmichael-Bradford is not used at present. The changes called for in the Huntington-Heberlein process to adapt it to the class of lead-bearing ores usually smelted have been the 1 A. S. A series of linear programmed instruction modules was developed in the general subject areas of Blasting Technology & Explosives Safety & Electrical Training. The linear programs (modules) were developed in the form of tape-slide plus workbook materials, while the branching format evolved from the LTS teaching machine system from MIT, through several other teaching machines and micro-computers, finally settling on Radio Shack TRS-80 microcomputers, Models I & III. Initial validation figures indicate that essentially the same result, are attained from both methods (based on pre and post test scores), with the most noticeable difference being an approximately 25% savings in study time with the branching modules. In December 1980, the development of modules on High-Voltage Training, Trolley Wireman Training, and Compressed Gas Safety was added to the overall tasks of the contract.

It has been established that significant time-dependent stope convergence may occur over time periods of hours and days in certain hard-rock gold and platinum mines. The source of this time-dependent behaviour appears to be associated with both pre-existing discontinuities and with mining-induced fractures that form near the stope face. These induced fractures may be associated with blasting processes and may also be formed in response to high stress concentrations in the unmined regions immediately ahead of the stope face. In shallower platinum mining operations, time-dependent behaviour is, however, observed to be much less marked unless some form of specific mining-induced fracturing occurs. One particular case of considerable interest is the time-dependent behaviour that is found to be associated with the formation and deployment of crush pillars. The purpose of the paper is to present a simple limit-equilibrium computational model of this behaviour that is sensitive to both the formation sequence and the size of planned crush pillars in a mine layout. This model provides a useful means to optimize the sizing of crush pillars, and at the same time may be used to identify potentially hazardous circumstances in which pillars may not crush in a stable manner.

The head loss caused by metallurgical sampling for slurry streams can be reduced by metallurgical sampler design. When the process volumetric flow rate is reduced by vertical static cutters before the sampling by an equal number of moving cutters to the static cutters, the installation requires less installation head space than other sampling arrangements and is easy to accommodate at suitable locations in the process. Low head loss reduces building costs for the processing plant and operational costs during the lifetime of the plant.The presence of a possible systematic bias in the particle size distribution, solids density and elemental composition between an Outotec MSA 2/50 metallurgical slurry sampler sample and MSA 2/50 manually sampled reject have been studied by a customer. The paired samples were taken as simultaneously as possible. The customer evaluated the possible bias using a paired t-test and provided the assay results to Outotec for further evaluation.The results of the paired t-test showed no systematic bias in particle size distribution, solid density or assayed analytes, except in one analyte with low content and a high relative error. The high relative error in one analyte may have been caused by the same calibration model used in a X-ray fluorescence analyser for both high elemental-content concentrate and very low elemental-content tailings samples. The sampled stream is the tailings of a previous process stage.The results of the t-test were studied further using analysis of variance to reveal the error sources in samples. The results showed no bias between the samples collected from the MSA 2/50 reject and composite samples collected of the MSA 2/50 sample stream. The courier online analyser data was also available for evaluation of representativeness to the process stream.The analysis results of the courier online analysis reveals no bias between the MSA 2/50 reject samples, MSA 2/50 sample stream composite samples and online analysis results during the comparative sample collection period.CITATION:Loimi, J, Minkkinen, P and Korpela, T, 2017. The use of black and white and colour infrared film in remote sensing of natural resources is reviewed. In heavlly-forested areas such as New Zealand, the main value of the method is in surveying the vegetation cover to detect the existence of plant communities characteristic of specific geological formations. By contrast in arid areas of Australia where the vegetation cover is sparse and where rocks and soils are well exposed, the method can be used in detecting different rock types or other geological differences.

SUMMARY The productivity of drill and blast methods of mining in hard rock is limited by the cyclic nature of the operation, and a plateau of performance has been reached, even with the most advanced equipment developments. Higher mine operating costs and lower metal prices have more than ever generated the need for breaking through these productivity barriers. After initial field testing The Robbins Company has designed and manufactured, on a joint venture basis with Mount Isa Mines, Ltd., Australia, a prototype "Mobile Miner" for continuous cutting of hard rock. This paper describes the cutting concept, the initial application of a completed 1,156 m (3792 ft.) long 14% decline, actual performance and delay analysis, developmental modifications, anticipated performances of a fully developed machine, and possible future applications. An examination is made of some of the consequences of a magmatic gas phase developed during a late stage of differentiation of an acidic magma. Elements possessing halides with high partial pressures (Sn, Mo, W) may be removed from the magma by distillation into gas bubbles in the manner suggested by Fenner (1933). The common chalcophile elements are not affected by this mechanism, but form sulphides which may become attached to rising gas bubbles by one of three distinct mechanisms. The gas bubbles may then carry the sulphides upwards and concentrate them in some favourable locus, giving rise to an ore-forming fluid. The process would operate selectively upon different sulphides and is capable of providing an explanation of the paragenetic succession observed in ore deposits as well as other important geological criteria of ore genesis.INTRODUCTIONThere is a widespread belief among contemporary geologists that a large and important class of ore deposits is genetically related in some way·to acidic igneous rocks. This class includes the tin-tungsten-molybdenum-bismuth type of mineralization as well as a variety of sulphide deposits.A basic problem confronting explanation of the genesis of these deposits is the manner in which trace elements which were originally widely dispersed in granitic magmas were segregated therefrom and concentrated into economic mineral deposits.The principles underlying the formation of one group of minerals deposits (pegmatites) related to granitic magmas ate reasonably well understood, largely due to the labours of Goldschmidt and his school. "Potassium is one of the three basic plant nutrients along with nitrogen and phosphorus. There is no substitute for potassium compounds in agriculture; they are essential to maintain and expand food production.Potash is extracted from buried ancient evaporites by underground or solution mining. This accounts for most of the potassium produced. Another important source is brine from landlocked water bodies, such as the Dead Sea, Salar de Atacama or Great Salt Lake.About 95% of potash produced worldwide is used in agriculture. The rest is found in several other industrial uses, including glass manufacturing, soaps, plastics and pharmaceuticals.Currently, three producers: IMC, PCS and Agrium operate 8 conventional and two solution mines in Saskatchewan, five of which run froth flotation circuits, two heavy media-flotation, two run forced crystallization and one natural crystallization.Potash in SaskatchewanPotash was discovered in Saskatchewan in the early 1940’s while drilling for oil. The deposits lie diagonally across the southern plains of Saskatchewan sloping southerly from a 1,000m depth at Saskatoon to more than 1,600 m depth at Belle Plaine and up to 3,000 m in depth in North Dakota. The known deposits are massive, accounting for more than 40% of the world’s known reserves."

The manufacture of Energetics Materials (EM), including maintenance and demilitarization of munitions causes dangerously high levels of explosives residues to be harbored in building features. The two commonly approved methods of decontaminating energetics contaminated equipment and building features are thermal treatment and steam washing. The current regulatory environment is generally becoming more stringent and unfavorable to thermal and steam decontamination because of their adverse impact on air, soil, and water and their ineffectiveness to completely remove accumulated energetics from foundation cracks, internal and external piping, voids in walls and ventilation systems, and internal cavities of fixed equipment. However, chemical destruction of energetics, especially high explosives, is gaining acceptance as a safer, cost-effective and environmental friendly alternative to thermal and steam decontamination. Organic explosives, including nitramines and nitrate esters are oxidized organic compounds that are susceptible to chemical oxidation and reduction reactions. Under suitable conditions, a chemical reagent consisting of sulfur-based bulk reductants (neutralent) commercialized as MuniRem generates highly reactive free radicals that very rapidly degrade many energetic compounds to innocuous end products while stabilizing metals as the insoluble metal sulfides.

Minerals processing needs a step change in energy efficiency. While the search for new technology breakthroughs is important, huge gains are still available by better using existing research outcomes. This potential remains untapped due to a combination of organisational 'silos', inappropriate performance measurement, and poor science in some areas. It is time to see the elephant in the mill.
