The mining industry faces many workplace hazards that are a threat to human health and safety. The Bureau of Labor Statistics has found that employees in coal mining are more likely to be killed or sustain an injury or illness than workers in private industry. These injuries are also likely to be more severe (Bureau of Labor Statistics, 2007). In recent years, coal mining injuries have attained national attention due to highly publicized disasters. Despite these threats to worker safety and health, the U.S. relies on the mining of coal to meet its need for electrical power, with42% of electricity in the U.S. generated through the burning of coal (U.S. Energy Information Administration, 2012b; United Mine Workers of America, n.d.). Furthermore, the production of coal continues to increase and reach record levels every year(National Mining Association, 2012; U.S. Energy Information Administration, 2012a). For this reason, the coal mining industry must continue to find ways to protect its workers while maintaining productivity. One potential approach to protecting workers while maintaining productivity is through improving the safety culture at coal mines. In order to achieve this culture, operators, employees, the inspectorate, etc. must share a fundamental commitment to safety as a value. This type of culture is known in other industries as a ?safety culture? and can be defined as the characteristics of the work environment, such as the norms, rules, and common understandings that influence facility personnel?s perceptions of the importance that the organization places on safety. Fundamental to improving safety culture within an organization is understanding the existing safety culture; improvements cannot be made without first elucidating areas that require improvement. This manuscript details the process undertaken by researchers at the National Institute for Occupational Safety and Health (NIOSH) Office of Mine Safety and Health Research (OMSHR) to assess the safety culture at five underground coal mines across the United States. The purpose of this manuscript is to introduce the mining industry to a multi-methodological approach to safety culture assessments. Further, it is the goal of this manuscript to highlight the value of including both quantitative and qualitative methods into safety culture assessments in order to obtain the most comprehensive view of an organization?s safety culture. Because this manuscript focuses solely on the methodology implemented, data and results obtained during the five safety culture assessments will not be presented in this manuscript, but will appear in a future publication.

"Steel manufacturers have noticed a decided tendency on the part of many of their customers to become more exacting in their steel specifications. Under these conditions, the steel must not only meet the specifications of physical properties (tensile strength, reduction of area, elongation, impact strength, grain size, normality, etc.) and the chemical analyses, but must also pass the inspection test of ""cleanliness.""By cleanliness is commonly meant the absence of oxide and sulphide inclusions. Other foreign particles such as furnace or ladle slag, ladle and runner brick, etc., must also be absent. The determination of cleanliness at present is usually made by microscopic inspection or macroetching.The rejection of steel for lack of cleanliness is increasing, out cleanliness is one of the most difficult requirements for the manufacturer to fill. The reason for this is that every steel inspector has a different conception of a. clean steel. A material which does not pass the examination of one inspector way be regarded as entirely satisfactory by the metallurgist of an¬other company. The cause of this confusion and disagreement concerning the definition of a clean or a dirty steel is simply that as yet no standardized procedure for the determination of impurities has been proposed and generally accepted, since many variables are encountered which interfere with the development of a satisfactory method. An idea of the complexity of this situation will be obtained from the following pages.A Survey of Proposed Analytical MethodsAlthough no analytical method has been accepted, many procedures have been proposed, as may be seen in Table 1. Therein are listed 16 of the better-known processes, pith references to the work of their originators, their mechanisms of determination, and their applicabilities. Among these is included the electrolytic method developed by one of the present authors, and some comparison between this and previously proposed procedures may be obtained by a study of the table. It appears that this new method Las many advantages over the others, and this paper presents a critical Study of its value."

"INTRODUCTION Industrial sands, characterized by specific physical and chemical proportion, are,essential new materials for the manufacture of glass, sodium siliante and other products. Sands of suitable characteristics are used extensively for molds and cores in the casting of metals as a granular medium in municipal water filters, as abrasives, as traction sand to prevent the slipping of driving wheels of self-propelled vehicles on trucks and in various ceramic and other structural forms. In addition to the use of common silicon sands in concrete, cement, and mortar, special sands find use in sand-lime brick oxychloride cement, and flooring, for coating prepared roofing, and for placing ware in saggers although sand for sandpaper has been mostly displaced by other harder mineral or synthetic grains, other abrasive uses are numerous and include sandblasting stone sawing, glass burnishing and finishing."

The ongoing Overpeck Valley Parallel Sewer Project of Bergen County Utilities Authority (BCUA), New Jersey, is a US $65 million CSO improvement program to meet a State DEP consent order by 2010. One major program component includes a total of 1.8 km (1.2 mile) long, 1,800 mm (72 in) diameter reinforced concrete pipe (RCP) installed by a Herrenknecht AVND1800AB MTBM. The alignment includes drives through 850 m (2,788 ft) of extremely soft glaciolacustrine varved clay, 980 m (3,214 ft) of loose to medium dense mixed soils containing silty sands, gravels, and boulders, and crosses under the New Jersey Turnpike, US Highway Route 46, and a CSX Railroad Intermodal Yard and a branch mainline. Two types of MTBM cutterheads are being used, one configured for the weak varved clay, and one for the mixed soil conditions. The MTBM is also equipped with a double-steering system consisting of a standard front steering joint and a second trailing steering joint to assist grade control should adequate steering not be achieved by the front primary steering in extremely weak soil conditions. This paper discusses the significant engineering aspects and challenges related to site settings, ground characterization, key MTBM features and performance, and required ground treatment.

A resource document, prepared for the Royal Commission on the Health and Safety of Workers in Mines, which outlines aspects of occupational health and safety in the Canadian metallurgical industry has been expanded to provide examples of some practical solutions. General process descriptions are provided in conjunction with some of the major potential hazards associated with each step. Emissions to the working environment, particularly around converters, are discussed. Newer metallurgical processes, the role of automation and other advances in the metallurgical industry are described with respect to their impact on the work place. The role of staff and unit employees in providing safe working conditions in the complex metallurgical plant of today is outlined and the need for close cooperation within the human sector emphasized. The technology is available and is being applied to integrate the complex process requirements with realistic regulations to control emissions and provide a safe, healthy environment in metallurgical plants.

The Manapouri Power Station is New Zealand’s largest hydroelectric facility located on the South Island of New Zealand. Constructed in the 1960’s, it includes a 700 MW under-ground power station and a 9.8 km (6.1 mile), 9.2 m (30 ft) diameter tailrace tunnel. The output of the power station is currently limited due to excessive head losses in the tailrace tunnel. To remedy this situation, the Electricity Corporation of New Zealand (ECNZ) retained Woodward-Clyde to design a second tailrace tunnel and appurtenant facilities and prepare Contract Documents for construction. The Project will involve the construction of a 9.8 km(6.1 miles), 10 m (33 ft) diameter, TBM-mined tunnel, hydraulic control structures at the upstream and downstream ends of the tunnel, an underground dewatering shaft and station, and tailrace channel improvements. This paper summarizes the key design and construction issues addressed during the planning and design phases, outlines the risk management provisions incorporated in the Contract, and overviews the Interactive Tender Process (ITP)that was implemented during the pre-tendering and tendering periods.

An assessment of methods currently available for the accurate determination of low concentrations of platinum in ores and mineral concentrates indicated that prior treatment of the sample by fire assay procedures is necessary. To enable rapid determinations to be carried out, instrumental methods applied to the metallic bead produced from the fire assay treatment have been evaluated, considering maximum flexibility for concentration variations, minimum chemical operations, and adequate sensitivity.Atomic absorption spectrometry proved suitable, giving solution determination limits of 0·4 p.p.m. Pt, 0·1 p.p.m. Pt, or 0·06 p.p.m. Pt under various extraction conditions using aqueous and organic agents. Thesedetermination limits related to 1 assay ton of sample (32·67 g) produced easily readable and accurate readings within the range of platinum contents (0·03-2·0 p.p.m.) of economic interest in deposit evaluation and prospecting. The technique shows promise of also being suitable for determination of palladium and gold.

"In 1912 bauxite was discovered in the Andersonville district, which lies in the 28th and 29th land districts of Georgia and comprises parts of Sumter, Macon, and Schley Counties. Mining was begun in May 1914 by the Republic Mining & Manufacturing Co. Considerable ore has been produced in this region since that time by individual interests and by the American Cyanamid & Chemical Corp., which acquired the property formerly owned by the Republic Co.The area was examined in the fall of 1941 by representatives of the Bureau of Mines and the Geological Survey, after which a prospecting program was begun by the Bureau. Drilling was started on December 26, 1941, and continued until November 18, 1943. A total of 1,192 holes was drilled in the district, and 3,679 samples were taken and analyzed.Mineral exploration agreements were signed by 146 property owners covering 42,128 acres. Holes were drilled on 121 of these properties, which have a total area of 38,778 acres.Drilling under this project disclosed several new deposits, of which four have been completely delimited. Previous prospecting in this area by mining companies did not find bauxite, as it lies under heavy overburden. Work by the Bureau indicates 14,412,000 long tons of ore containing 30 percent or more alumina. The total tonnage is divided as follows:Georgia State Highway Routes 26 and 4-9 traverse the district. The Central of Georgia Railroad passes through the center of the entire district (see fig. 1).The project was initiated by J. R. Thoenen, supervising engineer, Non-metals Mining Section, Mining Division, Bureau of Mines. It was under his general supervision until July 1942, after which it was under the general supervision of E. J. Lintner and Rowe McCrae, district engineers for Georgia, South Carolina, and Flordia, respectively.John C. Feeley, Jr., was project engineer from December 1941 to April 1942. Other engineers who assisted in the work on the project are R. E. Babcock, T. M. Romslo, Don M. Coulter, and Walter T. Lewiecki.Acknowledgment is due the metallurgical staffs at College Park, Md., and Tuscaloosa, Ala., for analyses of samples and beneficiation tests.Acknowledgment is also expressed to Alfred D. Zapp, M. W. Harris, Elmer Kneedler,and Parke D. Snavely, of the United States Geological Survey, for their aid, data, and maps.Bauxite was discovered in the Andersonville district in 1912 on lot 187 of the 28th land district, in Sumter County. The River Tower is a proposed 27-story condominium building in the heart of downtown Milwaukee, Wisconsin (USA). The tower will be over 100 m tall, and will have a ground area measuring 15 m by 40 m. The structure will be constructed of cast-in-place reinforced concrete. Certain transfer girders and stabilizing diagonals will be constructed of post-tensioned concrete. Vertical loads will be transmitted through an arrangement of columns, bearing walls, and elevator and stair cores. A mat foundation will be used to connect and integrate these load-carrying elements. The site's geologic profile includes 8.4 m of compressible estuarine (organic) deposits. To control settlement, the mat will be pile-supported. These deposits are underlain by moderate-strength inorganic deposits that extend to bedrock at 32 m.

The goal of biodynamic models is to simulate the vibration behaviour of the human body. In combination with experimental studies biodynamical models can be a powerful tool for the analysis of the effects of vibration exposure on health [1] and comfort. This paper gives an overview of the state of the art of biodynamic whole-body vibration models of humans, addressing both numerical models and hardware dummies. Method Two approaches are distinguished, the phenomenological and the anatomical, as illustrated in Figure 1. [ ] Phenomenological models aim to reproduce the vibration behaviour of humans with respect to particular physical quantities, chiefly the driving-point impedance at the interface to the seat, and partly with respect to other transfer functions. Discrete systems of masses, springs, and dampers with several degrees of freedom whose topology and parameters are determined by structure- and parameter identification methods are used in the sense that the functions derived from measurements are reproduced as well as possible. This paper provides an evaluation of this methodology and defines its range of application as well as its limits.

The dream of constructing the new Second Avenue Subway in New York has finally become reality as the first construction contract package is currently underway. This first contract requires the construction a TBM Launch Box in the middle of Second Avenue from which a Tunnel Boring Machine (TBM) will bore two tunnels south to 63rd Street. This paper will discuss the design of this contract and how construction has progressed including preparation, site constraints, utility construction and com-munity impacts while highlighting the challenges of working in an urban environment. It will also discuss moving forward on this major project outlining the remaining contract packages including their scope and status.

This paper presents the results of ground vibration measurements induced by blasting during the construction of the Istanbul Kadiköy-Kartal metro tunnel which has been driven at a depth of approximately 20-40 m deep under a highly urbanized region of Istanbul city in Turkey. This tunnel is being constructed by a joint venture group. The formation encountered during the construction is classified as hard and strong rock by laboratory and field tests performed by the joint venture group. Within the scope of the study, for the prediction of the peak particle velocity and to determine the slope of the attenuation curves together with the maximum charge per delay for the S4 shaft tunnels and S12 shaft tunnels of this tunnel route, ground vibration components were measured carefully by using four vibration monitors (Instantel Minimate Plus model) during the advancement of the tunnels which required blasting. The particle velocities and frequency values of all blast events are evaluated according to the United States Bureau of Mines (USBM) and German DIN 4150 Norms in order to predict, and compare the influence grades to the neighbouring buildings, and structures. Also, data pairs of scaled distance and peak particle velocity obtained from 114 records at S4 shaft tunnels and 79 records at S12 shaft tunnels were analysed statistically. Empirical relationships with correlation at the 95 % confidence interval were established for different rock units (diabase and arkose) and suggested for the test sites in order to estimate particle velocity of the ground vibrations.

Prier to the date of this contract, Ocean Energy had developed and demonstrated a high efficiency fluorescent caplamp which operated from a standard 4 volt miner's caplamp battery. This unit produced about five times the light output of the standard incandescent miner's caplamp. The Company believed that the major market for this unique caplamp was in the industrial and municipal applications. Because of the additional safety requirements for coal mining use, and in conjunction with the much smaller market in the mining industry, the additional expense and difficulty of modifying this caplamp to comply with the Federal and State coal mine regulations were not considered at that time. Recognizing the potential of this lamp for improving illumination conditions for underground coal mining, the US Bureau of Mines contracted with Ocean Energy to make the required modifications to this lamp to bring it into compliance with the Federal and State of Pennsylvania regulations, and thereby, make this lamp available to the anthracite and bituminous coal mining industry. At the outset of the contract, the injection molds for the caplamp housing were being completed, and only prototype, hand fabricated, units were available for tests. The Bureau evaluated these prototype units and formulated a performance specification for the miner's version. Light level and distribution, weight, size, angle of tilt, and operating duration were all specified. In addition, it was required that the caplamp be com¬patible with existin charging equipment at the mines and that the final design be in full compliance with MESA Schedule 6D and he ultimately approved by MESA, Approval and Testing, as well as by the Pennsylvania Bureau of Deep Mine Safety. The scope of this contract covered the modifications required to achieve these objectives. It was agreed by the Bureau that all rights to the lamp, including design, material combinations, circuitry, etc. would remain with Ocean Energy. The charger/adapter system and components, which were developed under contract funds, are disclosed hero and become public knowledge and property. Patent applications have been filed by Ocean Energy to protect the mechanical and electrical design aspects of the lamp. It should be noted that this report contains details, designs and data which may be covered by one or more Ocean Energy patent applications, and disclosure herein is made only to provide better understanding of the contract results.

A statistical technique, useful to analyze assay and other data characterized by location in three dimensions, is described in this Bureau of Mines report. If present, trends in the data are defined for the purposes of improving ore estimation, predicting ore beyond existing workings, and aiding geological interpretation. The technique is to fit linear and quadratic polynomial equations to the data through the statistical method of regression analysis. The fitted linear equations have the geometric form of hyperplanes; the fitted quadratic equations have the geometric form of ellipsoids or elliptic hyperboloids of one or two sheets. To visualize these three-dimensional forms, contour maps of a series of plane sections through the fitted surfaces are plotted. Both the fitting of the polynomial equations and the plotting of the con-tour maps are done by electronic computer to facilitate calculations and to obtain accurate results. Computer programs are described in appendixes. Methods employed are illustrated by an example analysis) based on data from a part of the Fresnillo mine) Zacatecas, Mexico.

As a discipline, geophysics covers an enormous range of scales and applications - from planetary geophysics through to the monitoring of acoustic emissions of rock samples. Although it is not a core discipline within the mining industry, geophysics has a useful role in providing information on the nature of the rock mass and the way it is responding to the mining process. For coal mining purposes, geophysical studies mainly seek to - delineate boundaries between the coal and the various layers within the surrounding strata - determine the physical properties of the rocks in-si tu, and - monitor the response of the rocks to the mining process Some of these applications may be associated primarily with mine planning, but once a mine is underway, most geophysical results can be used for the purposes of ground control. For example, insights into the nature of a geological fault mapped by a 3D seismic reflection survey will be relevant to determining support requirements while mining through it. In some instances there are parallels in the use of geophysics by the petroleum industry. Seismic reflection and wireline logging techniques have mainly been developed for petroleum exploration where their on-going development continues to provide spin-offs for the coal industry. The 3D seismic survey techniques that we now routinely employ were in their infancy 25 years ago and, almost certainly, the high quality borehole scanning tools that are now available would not have been developed without the need for petroleum well evaluation. Mining has also led to the development of specific techniques. An example is microseismic monitoring for the management of roof conditions during longwalling, and also the prediction of rock and coal bursts. The use and success of this technique have grown greatly over recent years. Another example lies with the use of geophysical wireline logs to predict rock strength and in rock mass classification. Coal seams also provide an unusual geophysical situation in that they form seismic and electromagnetic waveguides. The in-seam seismic and radio imaging methods have been developed to exploit these geological properties. In this paper I address the development and application of geophysical methods such as these with a particular emphasis on their role in ground control. We will see that there have been many developments over the past 25 years but we should also think about the future and how geophysics needs to be developed. From a miner?s perspective, one obvious area of need is in the detection of voids in the vicinity of current mine workings, be they old workings or karsts within nearby carbonate beds.

The tenth annual Mine Resale Evaluation was held in conjunction with the RMCMI 2001 convention at the Steamboat Springs Sheraton Resort, Steamboat Springs, Colorado June 23 through 26. The purpose of the mine rescue evaluation program is to provide an opportunity for mine rescue teams to learn new skills and improve their existing ones in a non-competitive environment. Several staged ?disaster? scenarios were held where the teams are called upon to exhibit their life saving abilities. The evaluators meanwhile are offering suggestions, both verbal and written, to help the teams better understand the situations presented them. This non-competitive environment allows the teams to work together and share their knowledge with fellow mine rescue teams providing everyone with a positive learning experience. Mine Rescue Chairman Bill Balaz, Balaz & Associates, was in charge of coordinating the events. Six teams consisting of seven to twelve members each (totaling 60 members) participated in the three-day event. Each ream was required to respond to direr different real-life scenarios plus a written general knowledge test daily. Cindy Burnham has assisted Bali, for a few years. Her responsibilities include grading all of the written tests. This year's tour professional evaluators included Art Seanz (Hazardous Ma¬terials) of Western Environmental Associates ; Guy Norton (Ropes), Guy Horton Rope Rescue; Mary Bailey (Medical), MBA Training and Morley Hense (Confined Space). Carolyn Durga, BHP Coal, also assisted in hazardous materials and medical scenarios. They each provided three different challenging mock situations per day per team. The teams had no prior knowledge of what the scenarios would be as details were provided only as they arrived. Ten volunteer victims added much drama and excitement to the event. Their realistic enactment, complete with false blood makeup and severed limbs, made for some very tense scenarios. The Mine Rescue Teams participating this year were BHP LaPlata, BHP Navjo, BHP San Juan, all from Farmington, New Mexico; Bridger Coal Co., Rock Springs, Wyoming; Sabine Mining, Longview, Texas; Solway Minerals, Green River, Wyoming and Western Energy Co., Colstrip, Montana. Many new friendships were made and much knowledge shared. A swap meet was held Saturday afternoon for the teams to exchange miscellaneous equipment, hats, shirts, etc. The trams were asked to evaluate the program and the evaluators. They responded with many positive suggestions that will help improve the upcoming events in the years to come. Culmination of the Mine Rescue program was a Tuesday morning awards breakfast where the teams were presented with trophies. Each member was also given a gold pin with the words Continuing Challenge - Ropes.' The pin was the first in a series that will be given over the next few years. The participating victims and evaluators were also commended for their outstanding efforts. Special signed "Victim" shirts were given to select volunteers. Sponsors for the Mine Rescue program were Flanders Electric Motors, Magnum Metals, Rocky Mountain Electric Motors, Sedona Consulting and Balaz & Associates. Many hours of volunteer tine and effort from various family members of participants helped make the 2001 event a huge success.

The U.S. Bureau of Mines mine fIre diagnostic methodology to locate and monitor fIres in abandoned mines and waste banks is based on the controlled sampling of the mine atmosphere to determine changes in the concentration of hydrocarbons desorbed from heated coal. To provide background data for this methodology, a laboratory study was conducted in which samples of coal and coal waste were heated under controlled conditions. Gas samples from the combustion furnace were analyzed for standard gases CO2 and CO and for the C1 to Cs hydrocarbons. In all tests, the concentration of desorbed hydrocarbons increased during heating and decreased during cooling. A dimensionless hydrocarbon ratio, Rl, was developed as the signature for heated coal. For bituminous coals, the value of Rl increases during heating of coal samples and decreases during cooling of the same samples. Generally, Rl values of 100 or more indicate coal sample temperatures of at least 100° C. The emission of higher molecular weight hydrocarbons from anthracite samples was very low, resulting in relatively low Rl values at all temperatures. Data from fIeld projects confIrmed these results.

Dust emission from blast demolition and other construction activities can be a nuisance; it is widely recognized that fine particles less than 10 µm in equivalent diameter (called PM10) may cause health problems. Mist spray systems, such as rain guns, sprinklers, water/surfactant sprays (or foams) etc., are some of the most effective dust suppression methods. A large amount of research has showed that when water droplets are produced in an equal amount to that of dust particles, the airborne dust is suppressed by the agglomeration of dust and mist particles. A method for generating micro-sized mist from water, achieved by the detonation of explosives in the water tube, was suggested and is called the ‘detonationdriven water bag burst system’. There are many experimentally observed limitations of the explosioninduced water break-up process. The water bag explosion tests were simulated using the AUTODYN software, in order to investigate the aerosolization mechanisms of the detonation-driven water and water break-up process into micron-sized droplets. As a result of the numerical analyses, the diffusion direction of water when detonating in the central interior part of water tube was radioactive and significantly stronger than when detonating in the bottom exterior part; this is due to the compressive flow of the volume change inside of the water tube, which resulted from the blasting wave inside of the tube, as well as the reflected pressure on the ground. Blast tests of full-scaled reinforced concrete columns were conducted to verify the effectiveness of the suggested detonation-driven water bag burst system. The water breakdown and dispersion that occurred while blasting the reinforced concrete columns were observed using a high-speed camera, and dust generation was monitored using four density detectors. The suggested detonation-driven water bag burst system showed that the average dust density decreased by up to 7 mg/m3.

"INTRODUCTION This report is the first of several dealing with the application of flotation methods for beneficiating the calcareous and siliceous red iron ores and ferruginous sandstones of the Birmingham district. The flotation study was part of a general investigation of the concentratability of various iron ores of Alabama and other Southeastern States undertaken by the Southern Experiment Station of the Bureau of Mines, United States Department of the Interior, in cooperation with the University of Alabama, Tuscaloosa, Ala.Batch testing and pilot-plant flotation testing of the calcareous red ores of the Birmingham district have been in progress for several years, and although some phases of the study are not yet completed, enough data are available to indicate that many of the ores will yield marketable-grade concentrates with good recovery.The first flotation tests on the calcareous red ores employing conventional methods either the iron oxides or the siliceous gangue materials failed to give the desired results. The inferior separations obtained or prohibitive reagent requirements made the methods unattractive. Other more effective flotation methods were sought. A laboratory study of various reagents was undertaken. It resulted in the development of two attractive methods embracing anionic flotation of the activated siliceous gangue from the retarded iron oxides. The methods were similar in that fatty acid or soap-collecting agents were employed in strongly alkaline pulps to float the naturally activated quartz from the iron-ore pulps. The methods differed, however, in the addition agent employed to retard the hematite or hematite and calcite. By proper choice and quantity of the addition agent, the calcite could be floated with the quartz or retarded with the hematite as desired. Ability to recover or reject the calcite gives added flexibility to the separation. Although the methods have their limitations and cannot be considered ""cure-alls,"" they have given encouraging results on a number of calcareous red ores that heretofore proved difficult to concentrate by conventional flotation procedures."

There are many technologies available today in terms of fire and life safety in road tunnels. So many in fact that it is becoming more and more difficult for clients and contractors alike to determine what they want and what they need. From a clientÆs perspective, fire and life safety is about protection to its infrastructure and to the public at large. Conversely, the contractor is looking to meet its æfit for purposeÆ or ædeem to complyÆ requirements in the most economic and practicable way. Practices regarding fire and life safety in road tunnels have undergone a degree of transformation during the last decade or more throughout the world. This transformation has largely been driven by a series of catastrophic accidents such as the major fires in Europe including the Mont Blanc Tunnel, Tauern Tunnel, Saint-Gothard Tunnel, and now most recently in the CityLink Tunnels in Melbourne. International guidelines produced by organisations such as the Permanent International Association of Road Congresses (PIARC), the European Union, the International Tunnelling Association (ITA) and the US National Fire Protection Authority (NFPA) now provide clients, owners and designers with the tools required to define and specify the required fire and life safety systems in road tunnels. The majority of these tools are based on risk assessment and risk management. Recent road tunnel projects within Australia, however, have not referred solely to such guidelines. Clients have opted to prescribe different or additional fire and life safety requirements within the projectÆs technical specification documentation (project requirements), leaving designers and contractors with little room to implement alternatives or substitutions. Further, these project requirements are largely dictated by practice established on previous road tunnel projects within Australia. This paper looks at the current international guidelines and practices and undertakes a comparison with the EastLink tunnels in Melbourne and other road tunnels within Australia and makes assessment on whether Australian methods are the most appropriate for clients and contractors alike. Focus is directed to the key elements of fire and life safety such as:traffic envelope, barrier arrangements and emergency walkway provisions;deluge systems;drainage systems;fire rating requirements;tunnel ventilation systems;cross passage provisions;fire safety assessment;critical intelligence systems including help phones, CCTV, incident detection, tunnel signage, etc; andexternal tunnel control systems.
