Les ressources naturelles ont en général été le moteur du développement économique et social des nations. Les pays aujourd?hui développés sont pour la plupart d?anciens eldorado, charbonniers ou pétroliers. D?autres le sont toujours. L?Afrique fait cependant figure d?exception : même en étant comblé de ressources naturelles exceptionnelles, les pays de ce continent croulent sous le poids de la pauvreté et de ses acabits que sont les maladies, la famine, la guerre et l?insurrection sociale. On reconnaît néanmoins qu?il y a des cas particuliers comme le Botswana, la Namibie, l?Afrique du Sud. Face à cette situation, beaucoup de scénarii ont été proposés sans pour autant porté les fruits espérés. Le rapport Brundtland suggère que le développement durable est la clé du succès car elle veille à la prospérité économique, à l?équité dans la société et à la pérennité dans l?environnement. Pour l?Afrique, beaucoup de facteurs doivent être considérés et les solutions se doivent d?être pratiques et éthiques. Le futur ingénieur des mines qui a écrit ce rapport, apporte sa vision de la situation non sans avoir auparavant analysé les faits. Cette démarche, qui se veut avant tout éthique, inclut les aspects sociaux, économiques et politiques. Introduction In the 40s, 50s and the 60s, many economists, among which Harold Hotelling from South Carolina University, thought that developing countries could reach socio-economical success by extracting their natural resources such as oil and minerals. The current economical disaster seems to have contradicted that belief and critics like Davis Graham (Colorado School of Mines) and Michael Ross (University of California at Los Angeles) even suggested that extractive activities stop in Africa. But the experts of the World Bank (Mining Department) and some mining and oil companies are committed to reverse the tendency by implementing a new approach. Considering the principles of sustainable development defined in the Brundtland report (1987), we decided to analyze the possibility of giving the extractive industry a catalytic role in creating a socially, economically and environmentally development in Africa. In other words, can we continue to mine and extract oil in Africa for its blossoming future under the ruling of the sustainable development? In the following, we start by explaining the African socio-economic and political context. After a brief definition of the sustainable development, we explain why, for Africa, some believe in the extractive industry and some don?t. In the end, we draw out conciliatory arguments.

Land rehabilitation at Golden Cross is reviewed, 8 years after mine closure in 1997/98, from the perspectives of a Peer Reviewer (land rehabilitation) and a Regional Council Officer (Resource Consents compliance). Land rehabilitation items we discuss include: management of restored pastures, native plantings (on-site riparian and block plantings and off-site environmental riparian enhancement plantings), wetlands (on-site tailings lake and sediment ponds littoral zone plantings, and basement of the open pit; and off-site wetlands enhancement plantings), pine plantations on-site and on surrounding land, stabilization of the Tailings Lake Embankment (landslide) and Open Pit capping, capping of acid-mine-rock, stability of discharge channels, buildings and amenities, public access for recreation, educational uses, and future management of the site. Pest control has helped to conserve the rare and endangered HochstetterÆs (Leiopelma hochstetteri) and ArcheyÆs (L. archeyi) frogs, and a regionally significant stand of rare swamp maire (Syzygium maire) has been conserved and fenced.

Coal research and related activities in 1964 by the Bureau of Mines resulted in many advances in the production, preparation, and utilization of this valuable natural resource. Mining research during the year was marked by work on hydraulic mining, coalbed degasification, mine drainage control, mine sealing, strip-mine rehabilitation, and quenching of mine-refuse fires. Bureau research continued to produce information leading to increased safety in underground mining. Such research included roof and rib control via bolting and bonding, pressure monitoring of coal and mine rock during mining operations, and development of safety devices for detecting conditions leading to roof falls. Other safety work was continued on methane detectors, coal-dust suppression, and mine ventilation equipment and techniques. Mine explosion and explosives research, mine equipment and materials, safety rule modernization, and safety education and training of mine workmen were continued. Coal storage and preparation work in 1964 ranged from freezeproofing of lignite for rail shipment, through washability studies of coals and washing equipment, to research on new ways to remove ash and sulfur from coal. Electric power production, which accounts for a major portion of the market for coal, received further study. Unique power generation systems, including coal-burning gas turbine and megnetohydrodynamic generators, were intensively investigated. Conventional power systems were improved through continuation of work on furnace performance, powerplant stack gas purification, and engineering and boiler water service.

The pile foundation designer typically performs a subsurface exploration program and static pile capacity calculations before selecting a pile foundation type, length, and capacity. During construction, a pile installation criterion must be established to meet these design requirements. This installation criterion usually consists of a minimum penetration resistance or blow count to confirm pile capacity and may also include a minimum embedment requirement. This text will focus on use of wave equation analysis and dynamic measurements to meet design requirements. "Usually, steady state mass balances are used for the design of mineral processing plants. However, this tool does not take into account the impact of process inputs variability nor does it evaluate process transient behaviours between stationary states, such as mill start-up and shutdown. The use of advanced simulations enables the integration of dynamic behaviours in process design decision-making by highlighting situations that are undetectable by using only steady state mass balances. Applying these simulation tools to brown field projects allows the simulator performances to be calibrated and validated on actual plant data before it is used as a prediction tool for the modified plant.Three (3) simulators were implemented at the design stage of a major upgrade project for an ore processing plant in order to assess process behaviours under different production scenarios. These simulators were built to evaluate the impacts on major elements such as mine production, ore stockpile, concentrator production as well as water demand. A validation of individual equipment models was performed whenever sufficient measured data was available. The simulators were then used to study the impact of ore variability (grade, hardness, throughput), to assess day-to-day production special events, and to evaluate the true stockpiles live capacity.The use of a stochastic simulator for equipment sizing allowed a more precise sizing of many pieces of equipment and avoided important expenses in the fresh water pumping system. The dynamic simulator also confirmed that the water in place system would suffice, even in the most demanding production scenario. Finally, the stockpile simulator allowed an important production bottleneck to be quantified and then made possible the assessment of various practical solutions for the stockpiling-reclaiming issues.Post start-up, process data underlines the fact that using advanced simulation tools was useful to mitigate process-related risks associated to the plant expansion, showing generally accurate prediction and adequate equipment sizing, leading to smooth process commissioning. The presented methods are part of what is now routine in Soutex’s participation in both greenfield and brownfield projects."

The Pollution Prevention Act of 1990 provides few specifics to assist the non-fuel mining and mineral processing industries of the United States in achieving pollution prevention (P2) compliance. The U.S. Bureau of Mines (USBM) recognizes the absence of specific information to reduce pollution impacts from mining and mineral processing of hardrock and industrial minerals. Therefore, the USBM has prepared this publication to help reduce or eliminate environmental pollution and to assure the viability of these segments of the domestic mining industry. This report includes worksheets designed to help operators of mining and milling facilities to establish a P2 program. The report can also be used by citizen and environmental groups, State and local governments, and academia to gain an understanding of P2 as it relates to mining and mineral processing.

As the first barrier to prevent accidents caused by explosions in underground coal mines, the integrity and stability of mine seals have great effects on mine workers’ lives and underground production safety. In this paper, the mechanical responding performance of typical mine seals under the impact load are studied by using numerical simulation method. By such simulation studies, the safety of different seals subjected to the explosion load is evaluated. Seals’stability are also investigated under effects caused by various influence factors including thickness of mine seal, cutting depth into surrounding rocks, rock type, and the roof-tofloor convergence under given the explosion load. The research results can provide theoretical basis and reasonable improvements for mine seal’s construction practices for improving its anti-explosion performance.

"Early in World War II it became apparent that the known bauxite re- serves might not be adequate to supply the demands of the American aluminum-producing industry, as the transportation of bauxite from abroad to this country might easily be interfered with by hostile action. Consequently, the Bureau of Mines set up an intensive, well-integrated program for the production of cell-grade alumina from low-grade domestic ores. This pro-gram of investigation covered the production of alumina from clay, alumite, red mud, and other low- and marginal-grade ores. In line with the Bureau's usual policy of conservation of natural resources, it was decided that the investigation should be extended to cover the production of alumina and other valuable byproducts from aluminum dross.Statistical information showed that during the year 1943-44, an average of 2,900 tons of aluminum dross was generated monthly. This dross, after partial removal of free metal, had an average metallic aluminum content of approximately 9 percent. Some of this dross was produced by the melting of alloyed aluminum; but a large proportion 1,700 out of 2,900 tons - was generated by two producers of primary aluminum, and the dross did not contain an great proportion of alloying metals. Compared with dross from other sources, this 60 percent of the country's capacity can be assumed to have relatively uniform composition. Moreovcr, the problem of collection and distribution can be minimized because of the relatively small number of plants included in the organization of these two producers of virgin metal.Except for large pieces of metallic aluminum that easily can be mechanically separated for remelting, this dross has been discarded and scrapped. Inasmuch as chemical analyses show that the alumina content of dross is far higher-than ordinary ores - 111 percent alumina equivalent in dross compared to 57 percent alumina in bauxite - aluminum dross is a far richer source of aluminum than any known naturally occurring ores. The discard, of this waste material during the war and reconversion periods would be unsound economically. The work reported herein describes tests at the College Park Station of the Bureau of Mines on the recovery of metal, alumina, ammonia, methane, and abrasive-grade corundum from dross."

Low, residential level PPV limits may be specified which significantly restricts the potential for blasting to be effectively used. The United States Bureau of Mines is establishing a computerized mineral inventory system to help the Federal Government appraise its mineral position and prepare programs insuring against critical shortages of materials. This system, called the Minerals Availability System (MAS), is a component of the Bureau's minerals intelligence function designed to conduct and maintain an inventory of minerals important to the Nation. The MAS defines the physical and commercial availability of the mineral resources. Known resources are evaluated and classified by deposit for entry into a computer storage and retrieval system. An integral concern of these evaluations is the cost of mining and beneficiating the ore contained in specific deposits. To meet this concern, a cost handbook was developed as an aid to preparing feasibility-type estimates for capital and operating costs of mining and primary beneficiation of various types of mineral occurrences. Cost data, obtained from U.S. and Canadian companies, were used as the basis of this handbook. The handbook presents cost curves and equations for each component of the mining and beneficiation process. Factors for each cost component are also given, thereby allowing the updating of cost for time, geographic location, labor rates, and mining and milling conditions. Included in the latter conditions are items such as the length of haul, need for rock bolts, and a rock work index for ores and rocks of various hardnesses. 1.2. USE OF THE HANDBOOK Using the handbook a feasibility-type estimate falling within 25% of expected actual cost is obtainable by summarizing cost components. This handbook should not be used to determine the cost of any single component of a mining or beneficiation system, as any single component may not fall within the 257 limit. It must be understood that anyone who uses the handbook must have a comprehensive knowledge of mining and processing technology and cost estimating procedures. By the end of 2011, the total installed capacity of the ISASMELT? technology will exceed 9 000 000 metric tons per year of feed materials in copper and lead smelters around the world. Commercial plants, operating in Belgium and Germany, are also batch converting copper materials in ISASMELT? furnaces. This TSL technology is equally effective for continuous converting processes, whereupon it is called ISACONVERT?. This paper presents the recently patented ISACONVERT? process for the continuous converting of nickel and Platinum Group Metal (PGM) containing mattes using the calcium ferrite slag system. The paper focuses on the potential application of the ISACONVERT? technology to existing nickel and PGM smelting complexes.

This Bureau of Mines study concerns the use of the tube bundle method as a sensitive and reliable detector of mine fires. The method involves the pneumatic, sequential sampling of many points in a system through branching tube bundles that lead to a single analytic station of high sensitivity, good reliability, and convenient location. Two serious limitations inhibit its use: the relatively slow response times for long lengths of narrow sampling tubes and the wall-diffusion losses for submicrometer smoke particulates. These limitations were quantitatively evaluated by measuring tube transit times and smoke particulate transmissions as a function of tube length, diameter, and pressure drop. The comparison of the data with theory offered the challenge of extending the classical, incompressible flow solutions to the two compressible cases: isothermal and adiabatic. New equations were derived for these cases, and the measured transit time data gave reasonable agreement with calculated solutions in both the laminar and turbulent regimes. The measured transmission losses of smoke particulates from several combustion sources compared favorably with those expected from Brownian diffusion losses to the interior walls of the sampling tubes. Traveltime and smoke transmission graphs are provided and, pump power requirements are estimated.

Agglomeration techniques are widely used by industry to form fine particles into larger masses that are easier to handle and process. One area where agglomeration is potentially useful is in heap leaching operations. With-out agglomeration, fine particles travel through the heap, clogging the spaces between the larger particles and resulting in poor leach solution flow. Poor flow of leach solution will result in long leach rates and/or decreased metal recovery. Agglomeration immobilizes the fine particles and therefore improves heap permeability to fluid flow. Additional additives (binders) are needed to prevent agglomerates from breaking up as leaching solution percolates through the heap. Type II Portland cement and lime are two well-known binders used in gold and silver leaching, but these are limited to alkaline leaching environments. Various other products have been tested as binders, including polymers. This paper summarizes the benefits of agglomeration in heap leaching and the results obtained from the testing of several different agglomeration binders in heap leaching operations.

In-field sampling programs generally take time, equating to money, and unless you have an onsite laboratory, you have the issue of having to wait long periods for your data. Until recently, field portable X-ray fl uorescence (FPXRF) analysers, which can help provide instant indicative results, were not able to detect penalty elements, such as Al and Si, or do so reliably enough to act upon.The purpose then of this field test then was to show that the latest FPXRF devices are capable of producing reliable readings on field samples of variable grain size, in particular for Al and Si, such that the readings still correlate well with the assay for those samples and thus be reliable for an iron ore grade control application.We tested RC chip samples on-site in the Pilbara, Western Australia, with the Niton, analysing for a range of elements including Fe, Mn, Al and Si and then compared the results for those elements against assay data for the same. A strong correlation would tell us that the FPXRF results were reliable. Furthermore, to show the effect of simple sample preparation, we also analysed pulps of the same samples in the same way.The correlations were good for the all of the four elements of interest for the RC chip samples (R2 values between 0.82 and 0.9), and excellent for the pulps (R2 values between 0.89 and 0.998).The results also showed a direct correlation between sample preparation and improved quality of results with the FPXRF.The data showed allowed for two conclusions:1. the FPXRF can produce data from unprepared RC chips for Al and Si that, when compared with assay, is reliable for a fi eld application in drilling and grade control; and2. the greatest limitation to data quality is sample preparation.

Good operation of Soderberg electrodes is dependent upon high quality electrode paste coupled with better electrode management procedures. Without having a good electrode operation, it is not possible to obtain the best outcome from the furnace. In other words that is a good way to say how important the proper electrode operation is. Good electrode performance depends on the slipping rate and current levels, which decides the shape of the baking curve at the level of just below the contact clamps. Negative curvature of baking zone in the central part is considered dangerous because shrinkage takes place outwardly creating abnormal stresses in the electrode. Soft breakages occur when the baking zone comes below the clamps and the casing cannot take the current. This paper deals with various factors affecting baking characteristics leading to soft breakages and also presents case studies in a closed 48MVA furnace with smelting for charge chrome. In case studies in a closed furnace, it has happened that the energy for baking at the low current operation before breakage has been lower than the actual slipping has demanded. At low current there should not be problem, but a problem can occur when the current for some period is raised above the current carrying capacity of the casing. So data for electrode operation in actual period was studied and presented in this paper.

Keywords: Pyrometallurgy, Pretoria University Substantial research in pyrometallurgy at the University of Pretoria started in 1980 with the appointment of Rian Dippenaar to the Iscor Chair, a position that he held until 1996, when Chris Pistorius became the leader of this pyrometallurgy group. This paper reviews the main research themes over the quarter-century from 1980 to 2005, as well as some of the industrial developments that have shaped the research approach. The main topics have been the use of electrochemical sensors for equilibrium measurements, ilmenite smelting, steel processing, and reduction.

A large metallurgical experiment station at Salt Lake City to house the works of the Bureau of Mines in the intermountain area properly has long been projected. It finally became possible when a Public Works Allotment of $300,000 was set aside for building and equipment. With the new building assured, the Bureau of Mines decided to move the headquarters of its Metallurgical Division from Washington, D. C., to Salt Lake City, Utah. It was felt that this move would simplify they administrative work of the chief engineer of the division, as all stations devoted primarily to metallurgical work are west of the Mississippi. These include Rolla, Mo.; Minneapolis, Minn.; Pullman, Wash.; Reno, Nev.; Berkeley, Calif.; Boulder City, Nev.; and Tucson, Ariz. In addition to these stations will groups, of investigators working on metallurgical problem, are maintained at Pittsburgh, Pa., and College Park, Md. Salt Like City was clearly a more central point for the direction of this scattered work than Washington, D. C. The building (fig. 1, A and B) was designed from general plans worked out by the authors of this paper. Contraction was begun in March of 1939, and by the end of the year the Metallurgical Division had moved, into its now quarters.

"As part of a larger investigation on generation of fines from mining activities and their effect on downstream operations, ore samples from Onaping area stockpiles of Falconbridge Ltd were studied. Batch flotation tests were conducted on the stockpile samples and fresh ore samples to explore the effect of stockpiling on grade-recovery performance. Head grade and particle size distribution of the samples from stockpiles were adjusted so that the samples compared are similar to each other. In additional tests, fresh ore samples were blended with stockpile samples at various percentages, representing 27.4, 50.2 and 81.5% of stockpile samples.The samples from stockpiles produced inferior nickel grade-recovery curves compared to fresh ore. The poorer grade-recovery performance was attributable to two factors. First, a significant dilution effect was observed due to the nearly complete flotation of pyrrhotite. Secondly, while pyrrhotite from stockpiled ore became highly floatable, the same stockpiling conditions caused nickel losses that were attributable to non-floatability of some pentlandite.In the case of blending, there was generally insignificant difference in the nickel grade-recovery between fresh and blended samples when the blending cases involved 27.4 and 50.2% stockpile samples. However, an increase in pyrrhotite recovery was observed for both blending cases. At 81.5% blending case, degraded grade-recovery was significant primarily due to the nearly complete flotation of pyrrhotite. There was a small, but noticeable amount of nickel loss for this case. However, for lower ratios of blending this loss was negligible.The increase in pyrrhotite recovery was partly attributed to its activation by Cu and Ni ions. Formation of a significant amount of elemental sulphur was also apparent from analysis of stockpiled samples. It can be concluded that pyrrhotite is mildly oxidized under stockpiling conditions while part of the pentlandite undergoes a more severe oxidation."
