YOUR Excellency, Fellow Members of the Australasian Institute of Mining Engineers and Gentlemen:-Nearly a decade has passed since our Institute first met in New Zealand. May I, at the very outset of this second gathering, congratulate the Institute on the great progress that has been made in the interval. At the first meeting in New Zealand in the year 1903, I understand that less than 20 persons were present, and now in the large concourse before me I believe there are not fewer than 140 persons, while if every member of the Institute to-day where here there would be over 500 with usagreat change from a membership of only 250 in 1903. I feel deeply appreciative of the honour you have conferred upon me by electing me your President for the year 1911. The application of cost updating with the aid of cost indices is reviewed with particular regard to the mining industry. Examples of applicable cost index series are included with values given for the last ten years. The compilation of the indices is discussed with consideration given to the possible sources of error inherent in their application to specific mining cost problems.

As part of the PHX Sky TrainTM project at Phoenix Sky Harbor International Airport in Phoenix, Arizona, the existing traffic lanes at the 44th Street underpass below the Union Pacific Railroad (UPRR) Bridge will be shifted to accommodate the people mover guideway. The proposed reconfiguration and reconstruction of 44th Street required the utilization of micropiles and permeation grouting to resist the lateral forces induced by cutting into the slope below the existing bridge abutment footing. This paper discusses the evaluation of the existing bridge abutment, including analysis of the original foundation system, and design, installation and testing of a new micropile-supported retaining wall to support the cut slope below the existing bridge abutment foundation. A monitoring program was implemented during construction to evaluate the short- and long-term performance of the bridge abutment. Instrumentation included survey monitoring points, inclinometers, tiltmeters and crack gauges. A micropile load testing program was conducted to verify design assumptions concerning micropile axial and lateral loading. Numerical analyses (using PLAXIS software) were performed to predict the short- and long-term behavior of both the abutment wall and the bridge foundations. Movement data collected from the monitoring program indicate that the wall and bridge foundations are performing satisfactorily and within the general bounds of predicted movements. The results from the numerical modeling using PLAXIS software showed that the proposed solution is deemed adequate to provide the needed global stability with an acceptable factor of safety, along with acceptable deformation.

Longwall recovery under weak roof conditions could have considerable delay if the immediate roof is weak and deteriorates during screening. A pre-driven longwall recovery room is a feasible solution to minimize the impact of longwall move on production. In this longwall recovery project, a 16-ft recovery room was pre-driven to cover screening, and the shearer cut another 16 ft outby to reach the final recovery line. The pre-driven recovery room was carefully monitored as the face was approaching it. The longwall face operated very well as it cut into the recovery room. The recovery process took about 13 days, and considerable time was saved compared with the previous panel. The support in pre-driven recovery room was designed to handle both front abutment pressure and weak immediate roof conditions. Pumpable standing support was used to support the cantilevered roof as the fender pillar narrowed and collapsed when the face cut into the recovery room. To ensure the stability of the recovery room, 3-D computer modeling was used to evaluate the support system. Abutment pressure, critical fender pillar width, bolting system, pumpable cribs and shield support were considered in the model. The recovery room was carefully monitored during longwall recovery. Roof-to-floor convergence and crib convergence were recorded every shift as the longwall face was approaching the recovery room. Roof, floor and pillar activities and crib performance were also observed as the face cut into the recovery room. This paper presents the support design for the recovery room, evaluation of the support system through computer modeling, and details of the monitoring results.

The formation of bainite in steel is dependent on the size of the casting, the heat treatment, and the alloying elements. It is difficult to obtain a fully bainitic microstructure in steels during heat treatment because of its close proximity to the martensite (a?) reaction. The ferrite (a) and pearlite reactions in steels are also rapid and shield the bainite reaction. Alloying elements therefore need to be added to separate the bainite reaction. Boron (B) and molybdenum (Mo) are key elements added to bainitic steels because of their ability to retard the a reaction. Other elements used in the production of bainitic steels are silicon (Si), chromium (Cr), manganese (Mn), and titanium (Ti). In this paper we investigate the effect of alloying elements on the bainite reaction through the use of dilatometry. Dilatometry is a technique that determines phase transformations in the steel and through which continuous cooling transformation (CCT) curves can then be developed. Some initial results are presented of an ongoing study on the development of bainitic steels for railway wheel applications.

"Golden Bear Operating Company Ltd. (GBOC) was a joint venture between Chevron Minerals Ltd. and North American Metals Corp. that was formed for the development of the Golden Bear Project. The mine is located at Muddy Lake, Western British Columbia, approximately 80 km northwest of Telegraph Creek and 135 km west of Dease Lake (see Figure 1). Road access to the mine was developed by Golden Bear and consists of a radio controlled 155 km gravel road originating at highway 114.A feasibility study was completed in 1987 and project approval was finalized in 1988 with Golden Bear issuing a ""Request For Proposal"" for detailed engineering in May 1988. Golden Bear also commenced negotiating with vendors at this time for the supply of the two principal process equipment packages: the dry grinding and classification system and the whole ore roaster package.Process plant engineering and plant construction was completed in October 1989 with plant startup commencing in November 1989. Two months into the commissioning phase it became apparent that the plant, as designed, would not achieve the anticipated production targets.Kilborn Engineering Pacific were subsequently contracted by GBOC to review and modify the plant design, assist the operating personnel with plant commissioning and startup and provide operator training.This Paper describes some of the problems encountered during the startup and the plant modifications incorporated to achieve design parameters."

Anhydrous zirconium tetrafluoride can be used as a precursor for the manufacturing of nuclear-grade zirconium metal. This can be done by fluorinating plasma-dissociated zircon with ammonium bifluoride in a batch reactor. This paper describes the batch process. It was proved that anhydrous zirconium tetrafluoride can be manufactured by this route as confirmed by X-ray diffraction. The process shows potential for scaling up to the kilogram scale and possibly the tonnage scale.

The application and use of steel fibre reinforced concrete in precast tunnel lining design is a growing trend due to its advantages in performance over plain concrete, and ease of manufacture compared to traditionally reinforced concrete. However, the design process and performance characteristics of the material are poorly served by current codes and standards. This paper provides some basic design guidance for segmental linings, and compares the material properties for the different material options. A typical example is considered to compare the possible results of lining arrangement and thicknesses for a plain, reinforced, and fibre reinforced design solution.

The Tolukuma gold-silver prospect is located approximately 100km N of Port Moresby in the Central Province of Papua New Guinea (PNG). Epithermal "adularia-sericite" style mineralisation crops out over 1200m within an en echelon quartz veined zone 1 to lOm wide. At a 4g/t cut-off grade, a geological resource of approximately 1.47Mt @ 13.77g/t Au is indicated from 38 diamond drill holes completed since discovery by Newmont Pty Ltd in September 1986. At a regional scale, Tolukuma miner- alisation appears localised in a dilatant zone at the intersection of a 1150 magnetic structure, and the western margin of a N-S trending graben which is filled by a Pliocene volcanic complex contemporaneous with the Mt Davidson Volcanics 30km to the W. A l0km diameter circular Landsat feature, which may reflect magma emplacement at depth, occurs immediately N of Tolukuma and nearby mineralisation. Mineralisation at Tolukuma occurs in sub-vertical quartz veins at, or adjacent to the faulted contact between Pliocene basic and intermediate volcanics/intrusives, and quartz mica schists and phyllites of the Cretaceous Kagi Metamorphics. Most veins display evidence of multiple episodes of brecciation and textures indicative of cyclic boiling, including crustiform rhythmic banding and quartz pseudomorphs after platy calcite.

Stowing has been successfully used in many countries as a means of controlling surface subsidence, minimi ing incidences of spontaneous combustion, maintaining gate road stability and maximising coal recovery.Australian experience in stowing is limited but in the future increased extraction of thicker and/or multiple seams by longwall operations and resolution of conflict of alternative land u'ses may necessitate the use of stowing in coal mining. At present there is little incentive for mining companies to introduce and operate a stowing system because costs have to be borne by the individual companies and benefits spill over to society and the State. Cost sharing by the industry and State incentives may overcome the problem of cost disincentive.

In formulating its strategic plan in 1998 the New Zealand Minerals Industry identified two related critical issues facing it. These are, broadly speaking, the issues of access to minerals; and the perception the public has towards the industry and its behaviour towards the environment. This presentation will report on the Industry's response to the public perception issue. The Industry has, through the NZMIA Council, and its Communication and Website Committees, developed and implemented strategies covering: communication through the print media, and through its website www.minerals.co.nz, a long-term educational outreach programme with schools, focussing on the significance of minerals, their contribution to community wellbeing and the negligible long-term environmental effects of the Industry's activities.

The Dugald River zinc-lead deposit is located 60 km northwest of Cloncurry. It was discovered prior to 1881, and since 1937, has been the subject of several drilling programmcs which have outlined a resource potential of 60 million tonnes grading 10 per cent zinc, 1 per cent lead, and 30 g/t silver.The deposit is a classical example of stratiform zinc lead mineralization in a black shale host. It occurs within a restricted clastic sedimentary basin within the Corella Formation of Carpentarian (Middle Proterozoic) age. Sabkha, lacustrine and fluvial sedimentary environments have been recognized within this basin. Each environment is characterized by suites of evaporite mineral pseudomorphs, after both shortite and gypsum, indicating that both alkaline and hypersaline environments prevailed at different times during basin evolution. The Dugald Slates which host the zinc-·lead mineralization are lacustrine in origin. Thin Mount Isa-type K-rich tuffite beds occur in the Dugald Slates and in the sabkha sequences.The basin as a whole appears not 10 have been marine, and 10 have had strong tectonic controls on its depositional history.The mineral deposit itself is conformable within the Dugald Slates and many primary sedimentary and soft-sediment deformation structures are preserved. It has a strike length of 2 km, average width of 10 m, and a westerly dip of 50-80 . Drilling suggests continuity to 1000 m vertical depth. The predominant sulphides are pyrrhotite, pyrite, sphalerite and galena in graphitic slate and quartz-carbonate ganguc. Anomalous concentrations of barium, manganese, cadmium, mercury and antimony are present in the ore.The deposit crops out over a distance of 2 km as a gossan ranging from 5-15 m in width. There is a striking vegetation anomaly over the gossanous outcrops. The gossan is enriched in lead, silver, antimony, barium, titaniulll, silica and iron, with respect to the primary mineralization. The depth of total oxidation reaches about 20 m.Cieochemical and geophysical test surveys over the deposit give pronounced anomalies.

The Main Zone and Waterline pit lakes at the Equity Silver Mine near Houston, BC (Canada) are the sites of a new 3-yr research program with three primary goals: 1) understanding controls on metal concentrations in the lakes; 2) using mesocosms to test a variety of remediation strategies; and 3) verifying and improving an existing coupled physical-geochemical model with the goal of improving predictions of pit lake water quality. Initial data from two summer surveys in the Main Zone pit lake reveal elevated dissolved metal concentrations (e.g. [Zn] as high as 800 µg/L) present in a two-meter-deep mixed layer, and elevated particulate metal concentrations towards the bottom of the water column. Hydroxide sludge, a byproduct of ARD treatment, is being discharged to the surface waters of the Main Zone pit lake. The sludge sinks rapidly to the lake bottom, leading to deep waters with elevated levels of dissolved O2 and total metals. By contrast, the deep waters of the proximal Waterline pit lake are mildly reducing, manifested by depletion of O2 and elevated levels of dissolved Fe. These reducing conditions have led to elevated levels of As (up to 1500 µg/L) in Waterline pit deep waters. The contrasting behavior of these two pit lakes, as well as the processes controlling metal concentrations in the lakes, will be discussed.

A1though the expanding Eltran1 configuration has been used in induced polarization exploration for several years, there has been little application of this method to straight resistivity problems. A comparison of results of resistivity exploration by this technique versus those obtained from Wenner configuration surveys reveals a number of advantages in interpretative resolution as well as in field operation. The application of electrical resistivity to ground-water exploration is well known.= In the past a major portion of this work has been accomplished by use of one or more variations of a technique employing the Wenner3 electrode configuration. With the introduction of the frequency domain technique of induced polarization measurements, used primarily in the exploration for disseminated sulfide deposits, there arose the need for an electrode configuration by which potentials could be measured externally to the current electrode spread in order to minimize coupling between current sending and potential receiving circuits. It was also deemed desirable that the configuration would provide information laterally along profile as well as with depth. To reach these objectives the expanding dipole-dipole configuration (which probably first was used in the electrical transient method of exploration and from which the name 'Eltran' was derived) has been adapted to induced polarization exploration. The transmission of excessive vibration to the human body can cause physical stress that may result in crippling pain or permanent disability. Rock drills are known to transmit high levels of vibration that are difficult to attenuate through conventional approaches to vibration isolation. However, it can be shown that once the ISO frequency weighting has been applied, most of the vibratory effect of the rock drill?s motion is concentrated at the drill?s operating frequency. This observation opens the way for utilizing a concept known as vibration absorption, aimed at attenuating the rock drill?s vibration. In essence this entails using the inertia of a secondary vibratory system to counteract the motion of the handle. This article documents an investigation into the use of such an absorber for attenuating rock drill vibration and demonstrates the feasibility of such an approach. A mathematical model of such an absorbing handle was developed and used for design studies. Based on these investigations an experimental prototype model was manufactured and tested. A significant reduction in vibration levels could be achieved.

The worldwide budget for nonferrous, nonfuel mineral exploration was expected to increase by 58 percent in 2004 from the 2003 budget, according to Metals Economics Group (MEG) of Halifax, Nova Scotia. The increase comes two years after a five-year period of declining spending for mineral exploration (1998 to2002). Figures suggest a subsequent 27 percent increase in budgeted expenditures from 2002 to 2003. For the second consecutive year, all regional exploration budget estimates were anticipated to increase. The worldwide budget for gold exploration achieved about 50 percent of the total amount budgeted in 2004.This was 68 percent, or US$715 million, higher than the reported 2003 budget. The 2004 worldwide exploration budget estimates for copper increased by 70 percent, orUS$237 million, to US$577 million from the 2003 budget. The budget for nickel exploration increased 52 percent, or US$89 million more than in 2003. The 2004 exploration budget for other mineral targets (primarily cobalt, heavy minerals, industrial minerals and silver) increased114 percent, or US$118 million.
