THE PROBLEM Two and a half years have gone by since the December, 1976 Civil Engineering article on subway costs caused such a furore. What has happened in this interval? Even after discounting the crushing inflation rate, costs are still increasing, and there is no sign of a turndown, even in the rate of increase. Some steps outlined in the article have been taken. In April this year, the first D.O.T.-sponsored Peer Review Group, made up of managers of other transit properties, met in Boston to review MBTA's $500 million Red Line Extension-Northwest for cost effectiveness. While the impact of a review at the end of the design phase, with substantial segments under contract, cannot be as effective as a review early in the design phase, it is nevertheless a start. This first meeting will be followed by a review of Boston's Orange Line relocation, the final design for which is just underway. In the industry at large two facts are evident: 1. We are failing to reduce underground construction costs. 2. Underground construction is in danger of pricing itself out of the market place. It has always been a greater challenge to design a Chevvy than to design a Cadillac, but it is the Chevvy we need today. Much attention has been focussed in the past on engineering design in the narrow sense: areas such as ground loading conditions and concrete design. One of the most difficult areas in concession contracts in resource-rich developing countries is achieving an equitable balance between the interests of investors, host states and, increasingly, mine and near mine communities. While some countries in the Andean region have resorted to outright or creeping expropriation of natural resource contracts under the guise of resource nationalism, others such as the Democratic Republic of the Congo (DRC), have claimed international best practice in the review (and setting aside) of important concession contracts.

Tin deposits in Catron County, New Mexico, were explored by the Bureau of Mines under authority of the Strategic Minerals Act of August 1939. The investigation covered both lode and placer deposits and was later extended to deposits in Sierra County. Six of the known deposits were examined by E. D. Gardner, supervising engineer of the Southwest Experiment Station of the Bureau of Mines, and S. G. Lasky, a geologist of the Federal Geological Survey, in June and July 1939. It was recommended that the more promising occurrences be explored by test pitting, trenching, and sampling. Field work, under supervision of M. E. Volin, began in September and continued through December 1939. The area was mapped by Carl Fries, Jr., of the Federal Geological Survey, in 1939 and 1940. The La Cruz Development Co. acquired control of the Squaw Creek placer claims in 1942 and began active sampling and development preliminary to large-scale operations. The result of this work showed a considerably higher tin content than that found by the Bureau of Mines in 1939. Because of this report and reports from other parts of the district that large-scale operations for the production of tin from lode deposits were possible, it was recommended that the Bureau of Mines resample parts of Squaw Creek and conduct a mill test of lode material to determine whether a concentrate could be made that was high enough in tin and low enough in iron to be acceptable in American smelting practice. This work, under the supervision of Paul L. Russell, was begun in November 1942 and completed in January 1943, during which time the Sierra Metals Co. acquired control of a large area in Sawmill Canyon. At the suggestion of the Federal Geological Survey and the War Production Board, which had reason to believe that a great deal of commercial material existed on certain flatlands and gully slopes, the project was extended to include test pitting and sampling of those areas. This work was completed in February 1943.

Nonlinear seismic deformation analyses using the finite difference program FLAC were performed for a wastewater treatment plant to estimate foundation displacement and performance of two proposed trickling filters during the 2475-year event design earthquake. The effective stress based constitutive model UBCSAND, which captures the cyclic behavior of both the “sand-like” and “clay-like” materials, was used to model the dynamic response of the soil strata. Dynamic analyses of the site indicated that in absence of ground improvement or deep foundations beneath the proposed trickling filters, those structures would undergo horizontal displacements in excess of 1 m and short-term differential settlement gradient of about 400 mm over 50 m as a result of seismic and post-seismic settlements. Three mitigation options were considered for limiting the seismic displacements and differential settlement gradients of the proposed trickling filters. These alternatives include vibro-replacement stone columns, vibro-replacement stone columns plus supplementary cutter soil mixing (CSM) configurations, and pile foundations. Various layouts for each mitigation option were considered including the lateral extent of the ground improvement, CSM walls and pile spacing. Seismic horizontal and vertical displacements of the proposed structures as well as post-earthquake consolidation settlements due to dissipation of excess pore water pressures in soil layers were assessed in all the analysis alternatives. The analyses indicate that all the alternatives considered have the potential to provide a comparable level of seismic and post-seismic performance. However, for similar performance levels, the ground improvement options need to extend well beyond the edges of the proposed structures, while the piles can be limited to just beneath the footprint of the structures. INTRODUCTION Annacis Island Wastewater Treatment Plant (AIWWTP) is owned and operated by Greater Vancouver Sewerage and Drainage District and services a population of approximately 1 million people in Vancouver, British Columbia. Wastewater is generated by residential, commercial, and industrial sectors and the treated effluent is discharged to Annieville Channel of Fraser River on the south side of Annacis Island. AIWWTP is located on a 51-hectare site and was commissioned in 1975 as a primary treatment plant, but has had two major expansions to meet the population growth needs, and to improve the treatment process efficiency through the provision of secondary treatment of the liquid stream. The current expansion includes construction of additional solids contact tanks and secondary clarifiers. Future expansions include the construction of proposed additional trickling filters. New expansion structures are required to be designed for post-seismic operation after the 2475-year event design earthquake.

The first major project in Boston's new access to Logan Airport was an Immersed Tube Tunnel which extended 3,600 ft. from South Boston to East Boston across Boston Harbor. Twelve tube sections, 300 ft. long x 80 ft. wide x 40 ft. high, were lowered into an excavated trench which was then backfilled. The depth of the trench at mid-channel was approximately 100 ft. below mean high tide. At the East Boston end the tube terminated close to the present shoreline. At the South Boston end the tube terminated approximately 600 ft. inland from the shore line where a ventilation building was required. The depth to subgrade from existing ground at the ventilation structure was approximately 85 ft. The soil profile at this location consisted of 50 ft. of miscellaneous rubble fill, 25 ft. of Boston blue clay, and 10 ft. of glacial till. A small amount of weathered argellite existed at the north end of the structure. Part of the Morrison Knudsen, Interbeton, J.F. White, Joint Venture contract to construct the Immersed Tube Tunnel (ITT) was the construction of a cofferdam at the tube/ventilation building interface. The ventilation building was to be built as part of another contract. The construction of the cofferdam and the excavation to the building subgrade was the responsibility of J.F. White Contracting Company.

Massive pillar failures were observed at two underground coal mines. The results of stability analysis using traditional pillar design formulae did not agree with the underground observations. Finite element models were used to analyze the causes and mechanisms of the pillar failures. The results were confirmed by the underground observations. Finally, the improved mine plan for each case was derived to ensure the stability of the underground structure.

As we look to the future, it is critical that we innovate and change. A new probabilistic approach is introduced for slope stability analysis including adverse impact of blasting vibrations. The material strength within a slope area is randomized in this bi-variate joint probability analysis. To be a completely general engineering method, the new probabilistic approach employs the random variable transformation technique; the Hermite model of the Gaussian transformation function, which transforms the experimental histogram of strength values to the standard Gaussian variables. Because bi-normal joint probability is analyzed on the true probability region projected on the Gaussian transformed variable plane, it is an exact solution of slope stability based on the available sample data. Details of the probabilistic approach are given through a case study on an iron ore mine. The case study demonstrated that the probabilistic approach is effective and simple enough to be a routine engineering practice for slope analysis.

Minerals are fundamental to the U.S. economy, contributing to the real gross domestic product (GDP) at several levels?mining, processing and manufacturing finished products. The estimated growth rate for the real GDP of the United States was 2.1 percent and the nominal GDP was about $13.8 trillion in 2007 (Table 1). The prime interest rate decreased to 7.25 percent in December from 8.25 percent at the beginning of 2007, reflecting actions taken by the Federal Reserve Board to counter financial difficulties surrounding subprime mort-gages. Delinquencies on subprime mortgages increased throughout the year, affecting not only the delinquent home owners but also financial instruments invested in mortgage-backed securities. The average contract mortgage rate for the purchase of previously occupied homes in the United States was 6.35 percent in November; a slight decrease from 6.37 percent in January but still greater than 5.34 percent reported in July 2003, the lowest rate in the past five years. With the tightening of credit, the seasonally adjusted annualized rate for new privately owned housing starts declined 27 percent from December 2006 to November 2007. Many problems were encountered with the mechanical wedge-type splices used for the 15-inch square precast prestressed concrete piles installed at an industrial plant site. Many of the wedges were breaking during installation of the splices and after pile driving resumed following splicing. Dynamic monitoring of the piles and uplift loading tests confirmed that the problems were associated with cracked or damaged wedges. More ductile, annealed wedges were subsequently used, and, while not completely satisfactory, they were found to perform better than the original more brittle wedges. Introduction Long precast prestressed concrete piles were installed to support heavy, settlement-sensitive structures at an industrial plant in Port Alberni, British Columbia, Canada. The piles were driven through soft compressible silts and clays to toe bearing in a dense sand and gravel deposit or on bedrock. Each pile consisted of two or three segments joined with mechanical wedge-type splices trademarked DYN-A-SPLICE. Shortly after construction began, problems arose during pile installation, and these problems were, later, identified to be related to the wedges, or clamps, used to connect the splice plates.

Neural network methodology is used to predict mean particle size resulting from rock blast fragmentation. A blast data base developed in a previous study is used in the current study. A part of this blast data was used to train a single-hidden layer back propagation neural network model for each of the similarity groups obtained in the same previous study. Levenberg-Marquardt algorithm provided the most stable and efficient training out of the four algorithms evaluated. An extensive analysis was performed using a part of the blast data to estimate the optimum number of units for the hidden layer for each similarity group. The remaining blast data are used to validate the trained neural network models. Capability of the developed neural network models is determined by comparing predictions with measured values and predictions based on one of the most applied fragmentation prediction models appearing in the blasting literature. Prediction capability of the neural network models was found to be strong and better than the existing most applied model. Diversity of the blasts data used is one of the most important aspects of the developed models. The developed neural network models are suitable for practical use at mines.

This study provides an effective determination process of the interface microstructural parameters in the numerical modelling of the mechanical interaction between two different geomaterials involved with frictional-bonded interfaces, such as the interaction between backfill columns and the surrounding rocks, or the soil-structure interaction, by using the coupled finite-difference and discrete-element (FD-DE) method. Three-dimensional numerical direct shear tests were conducted on the coupled FD-DE model of the combined rock-cemented rockfill (R-CRF) specimens with the frictional-bonded interface. With the microstructural parameters determined, the macro-mechanical properties of the interface of the coupled model were calibrated to well fit with the theoretical values of the combined specimen under the direct shear condition assumed according to the Mohr–Coulomb strength criterion. Evident elastoplastic shear behaviour was observed on the interfaces, and excellent agreement was attained between the shapes of the theoretical and simulated shear stress-displacement curves of the coupled models at different servo-controlled normal stresses. Particulate-scale force chains inside the DE model of the CRF specimen were highly consistent with the force contour on the FD model of the rock specimen, demonstrating the shear stress evolution of the coupled model at different shear displacements. Parametric studies verified the effects of the deformation properties of the interface parallel bonds on the shape of shear stress-displacement curves of the coupled models. The test results validated the feasibility and rationality of the coupled FD-DE method for modelling the combined specimens with frictional-bonded interfaces or joints. Furthermore, this study provides valuable numerical modelling experience for investigating the shear behaviour at the interface between cemented backfill columns and surrounding walls by using the coupled FD-DE method.

The crystal structure of hematite, a-Fe203, has been refined as part of a continuing study of the behavior of phases in the Fe-O system during reduction and oxidation. Three-dimensional diffraction intensities were collected on two spherical single crystals of hematite with a semiautomated Buerger single-crystal diffractometer. The first crystal refined was a natural Elba hematite with minor impurities. The other, a synthetic crystal, was refined at the request of Mossbauer spectroscopy investigators concerned with impurities in the natural crystal. The structure has been refined with a least-squares program and the final structure for the natural crystal irradiated with CuKa-radiation gave a discrepancy factor (R) of 3.65 percent using 49 unrejected reflections of the 51 measured. For the synthetic crystal, using MoKa-radiation, the discrepancy factor converged to 2.8 percent using 95 unrejected reflections and was 3.3 percent for all 109 reflections. The structure model of Pauling and Hendricks has been confirmed with essentially no change in the iron coordinates and approximately a 5-percent change in the oxygen coordinates. Selected interatomic distances and angles were calculated as were anisotropic temperature factors.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Otago Schist belt of southern New Zealand hosts widespread orogenic gold deposits. Erosion of these orogenic gold deposits has led to the formation of numerous placer deposits distributed across and beyond the host schist belt. Numerical modelling of crustal scale deformation and geomorphic evolution has defined the key tectonic features that have controlled the severance of detrital gold deposits from their sources. Tectonic activity over the past 20 million years, during development of the modern Pacific-Australian plate boundary, has severed links between some placers and their sources. Detrital gold was transported south from the Otago Schist source region in two different river systems in the Miocene. Mesozoic orogenic gold deposits shed gold into rivers that flowed to the south. These rivers were terminated by the rise of north-west-trending basement ridges at the boundary between weak schist crust and strong greywacke crust, and the ridges were controlled by pre-existing faults at that rheological boundary. In contrast, rising mountains close to the developing plate boundary in the Miocene were the locus of new orogenic gold deposits hosted in extensional faults. These gold deposits were rapidly exhumed and contributed detrital gold to orogen-parallel Miocene rivers that flowed to the south-west. Pleistocene deformation on mainly north-west and north-east orientations, and associated river capture, has severed the links between these Miocene orogenic deposits and downstream detrital gold.CITATION:Craw, D and Upton, P, 2015. El presente estudio tiene como objetivo caracterizar mediante el uso de la litogeoquímica, la serie magmática y la roca encajonante que tuvieron lugar en la formación del VMS de Cerro Lindo; a la vez se realizó litogeoquímica de alteración para determinar la relación entre mineralogía, litogeoquímica e intensidad de alteración, obteniendo como resultado, vectores hacia el centro del sistema. La finalidad primordial es llevar esa información 2D de los diagramas litogeoquímicos a un enfoque 3D, y así establecer correlaciones con otros controles de la ocurrencia mineral (estructurales, geofísicos, geoquímicos y litológicos).

The profitability of gold placer mining operations is determined by more factors than many placer miners recognise until too late. This study is based upon field trips to examine the efficiency of mining and transportation of gravels to a wash plant by bulldozer and truck. At the examined open pit mining operations gravels were washed using water canons, derockers or scrubber trommels. The objective of this study was to determine the relationship between unit costs and power requirements for gravel mining and processing. The author conducted a number of time and motion studies at four open pit gold mines, including the Maly Patom Creek, the Nizhny Patom, the Taimendra Creek and the Kadali-Makit in the Bodaibo District, Irkutsk Region and collected and processed field data. As a part of the study significant correlations were determined and empiric regression equations derived between: power requirements (Ep) and unit cost (Cp) for gravel processing; and total power requirements (Et) and total unit cost (Ct) for gravel mining, transportation and processing. Based on the results of the study it was proposed to modify the current mining procedure methods and to replace water cannons at the Maly Patom Creek with a PPM-5 derocker. Introduction of the proposed technology resulted in 2004 in US$385 000 mining cost reduction at the Maly Patom Creek over a short-time Siberian mining season.

The Illinois State Geological Survey, University of Illinois at Urbana-Champaign, Southern Illinois University at Carbondale, Illinois Department of Mines and Minerals and Twin Cities Research Center of the U. S. Bureau of Mines are coordinating State and Federally funded research.

A large number of experiments have been carried out by many workers on the recrystallization of deformed and subsequently annealed metals and alloys. Although observations on single crystals are of great importance in the study of the recrystallization textures of deformed and annealed metals, very little of this work deals with material in this form.Since, in deformed metals, the stress concentration is greatest at the grain boundaries and along the planes of slipping, it is to be expected that recrystallization will start in these regions. For example, in polycrystalline aluminium (1),:1: (2), copper (3), a-iron (4) and brass (5), (6), which had been deformed by cold-rolling, drawing, pressing or stretching and then annealed, the new grains first appeared in the boundaries of the original crystals, whilst in the case of cupronickel (7) and iron (8), recrystallization commenced along the slip planes of the deformed material. The underground junction or intersection is analogous to the doorway or window in a building in that the continuous wall or support for the overhead structure has been weakened by making the opening. Some type of bridge or support seems necessary to prevent roof sag and possibly eventual failure at this point, although frequently it appears that little is done until a fatal accident induces action. The intersection generally represents less than 15 percent of the exposed roof area. As a result of recent multiple fatalities, some of which occurred at or near intersections, the Bureau of Mines was asked to examine the junction-support problem more thoroughly and to report its findings. A national survey of the junction-support systems in use has been made by correspondence, and the local area has been canvassed rather thoroughly to determine just what and how much is being done.
