The Magmont Mine, a 50/50 venture between Cominco American Incorporated (the Operator) and Dresser Industries, Inc., (Halliburton), is a metallic mining and milling facility in the new lead belt of Missouri. The mine is located approximately 100 miles southwest of St. Louis. Legislation passed in 1992 by the Missouri legislature requires all metallic mining and processing facilities to apply for a Metallic Minerals Waste Management permit (MMWM) for their waste facilities. Regulations were subsequently promulgated by the Missouri Department of Natural Resources (DNR). Cominco obtained a MMWM permit (MM-006) from the Missouri DNR in 1992.

Top priorities for all blasting companies and individual blasters are risk management, safety of company personnel and the general public, regulatory compliance, and liability protection. On a daily basis, hundreds of shots are detonated by well-trained, skilled, and experienced blasters without incident. Unfortunately, accidents inevitably occur, which is why blasting is considered an “ultra hazardous” or “inherently dangerous” activity from a legal perspective. Despite countless regulations, recent advances in technology, improved training, ongoing research, and improved communication in the industry, mistakes and the resulting incidents continue to occur during blasting operations. These result in dangerous or deadly flyrock, site security lapses, increased complaints, blast damage claims, and lawsuits, which lead to increased insurance costs and other financial tolls for blasting companies. In life, lessons learned the hard way are rarely forgotten. The same is true in blasting operations. Blasting missteps and the resulting events are often the best catalysts for improving risk management and thereby reducing accidents, liability, and financial tolls. This paper provides a summary of two incidents, one safety and the other liability related, and the errors that resulted in a fatality in one case and a multi property lawsuit in the other. The two incidents provide examples that serve as a case study for lessons learned the hard way in blasting operations and offer guidance for the considerations that blasters and blasting companies should incorporate into daily operating procedures.

Hercules? is a low nickel austenitic stainless steel developed at Mintek that has a typical composition of 9 wt% Mn, 0.05 wt% C, 2wt% Ni, 0.25 wt% N and 16.5 wt% Cr. A more corrosion resistant version of Hercules? (Hercules? B) with 0.5 wt% Mo has also been developed. Potentiodynamic tests performed on Hercules? B in a 5wt% sulphuric acid solution showed it to have improved corrosion resistance comparable to that of AISI 304. The effect of a varying Mn content on the corrosion resistance of Hercules? B has also been investigated and the results discussed in this paper. From the corrosion test results, it is clear that decreasing the Mn content of Hercules? B increased the corrosion rate, while increasing it decreased the corrosion rate. The latter half of the 20th century has seen the proliferation of a series of codes to address commodity needs which were brought about by rapidly advancing technologies and the globalization of markets and consumerism. This paper addresses the specific needs and the origin of this surge and presents these codes in the context they were developed. It also compares the main codes or groups of codes and elaborates upon their strengths and weaknesses. Three main categories of codes are identified, namely: codes for reporting to international agencies, codes addressing government needs and, finally, codes for the investors and the stock market. Codes governed by international agencies usually relate to strategic commodities which have highly specialized fields of usage like nuclear power generation where international cooperation is eventually the only viable approach for both the development of technologies and their applications. Codes for reporting to governments address the necessity of each state to exploit their mineral potential profitably and to secure the preservation of wealth for future generations. Reporting to investors is experiencing a considerable popularity as of late because of globalization in mining and the growing need for outside financing of mining projects, whose capital requirements are getting out of reach for the average mid-cap mining company. All these codes have advantages and shortcomings dictated by the specific circumstances under which they were developed, therefore necessitating the definition and implementation of some kind of international standard whereby investments and the spread of information across political boundaries would be facilitated. Though none of these codes might ever become international in the true sense of the word because of significantly different legislations at national level, a step that would greatly contribute to the cross-border disclosure of information would be the reciprocal recognition of competent persons by the major mining countries, including China and Russia. It is also becoming essential that financial institutions and investors be properly advised on mining projects by reporting reserves and resources in a transparent and responsible way with the relevant public disclosures being compiled by professionals who take full responsibility for their submissions. A program of stress change and roadway deformation monitoring was undertaken to measure the forward abutment load distribution about a retreating longwall panel at Dartbrook Mine. The results of this monitoring allow roadway conditions observed at various stages of mining to be ranked according to the estimated vertical stress they have experienced. This ranking also provides a means to predict and visualise future roadway conditions at various stages of mining. This paper presents the results of the monitoring and describes the approach developed to predict future roadway conditions. The monitoring results show the vertical stress distribution associated with the front abutment from a longwall goal decreases exponentially away from the goaf edge. The vertical stress distribution peaks at the goaf edge at 5 to 6 MPa stress increase and decreases to 1 MPa within 50 m becoming imperceptible beyond 100 m By scaling this measured distribution to reflect the loading environment, the vertical stress can be estimated for different overburden depths and different stages of mining. Photographs of roadway conditions at particular vertical stress levels provide a way to visualise roadway conditions at various stages of mining in the future

"The first SkimAir flash flotation cell was installed in Outokumpu’s Hammaslahti Copper Concentrator in 1982 to prevent overgrinding of soft sulphides in the milling circuit. Since this first installation the popularity of the flash flotation has fluctuated depending on metal market conditions and regional preferences. Units have been installed in many commodities including copper, lead, gold, PGMs, silver and nickel. Though it has been successfully employed in many operations around the world, flash flotation technology is still not well understood by many in the mining industry. This paper will discuss aspects of flash flotation flowsheet development along with some of the metallurgical and engineering considerations required to successfully incorporate flash flotation into new or existing milling circuits. This paper will also try and debunk some of the myths that exist around flash flotation cells and their operation. Case studies of flash flotation implementation will be discussed.IntroductionModern flash flotation technology was developed several decades ago by Outokumpu, with the first commercial installation of this technology being at the Hammaslahti concentrator in Finland in 1982 (Kallioinen & Niitti, 1985). This was a relatively modestly sized SK80 cell producing final grade copper concentrate directly from the flash flotation cell operating in the grinding circuit. Since that time the size and number of flash flotation cells installed globally has grown considerably to the point where today, it is a widely known application of flotation technology for amenable ores. Owing to their long history in developing the technology, Outotec are the market leader with their SkimAir range of flash flotation cells. Though there is a general awareness of flash flotation process in the mineral processing industry, there is a lack of detailed understanding of the process and the benefits it can provide to new and existing operations."

The solvent extraction section of an old Uranium Plant in the Vaal River region (North West Province in South Africa) produced a substance called CRUD (Chalk River Unidentified Deposit) that formed within the aqueous/organic interface of the settler of the solvent extraction circuit. The CRUD was deposited together with gold tailings to the tailings dam many years ago. Previous research done on the CRUD confirmed that exposed CRUD leaches Mn and Ni at concentrations that are well above their acceptable risk limits as well as Zn that leaches at concentrations that are slightly lower than its acceptable risk limit. Soil washing and bioremediation technologies were employed to treat the contaminated soil.   Various laboratory test work and the pilot scale studies were conducted in parallel with each other and the results of the laboratory studies were used to determine critical parameters. Four lixiviants, ie sulfuric acid, acetic acid, oxalic acid and ethylene diamine acetic acid were tested at three concentration levels ie 0.001 M, 0.0001 M and 0.00001 M, respectively. Column tests showed that the leaching of the heavy metals increases as the soil porosity increases. Silica sand was added to increase porosity of the contaminated soil. Highest Mn removal was achieved mainly by sulfuric and oxalic acid at 0.001M at all soil levels. EDTA was significantly efficient in the removal of Ni and Zn. The recovery of heavy metals, particularly Mn, decreased as the depth of sampling increased.   Heterogeneous bacteria and filamentous organism plate counts were conducted to evaluate the growth of the bacteria and filamentous organisms in the soil. Results showed that more organism growth took place in the bioremediated soil with a fertilizer added to it. The leaching of metals from the soil that was bioremediated in the pilot study was generally higher than the extraction of the metals from the soil that was leached with no bioremediation carried out. The results from this study suggest that the leaching of heavy metals from the contaminated soil is to a large extent dependant on the pH of the leaching solution. By increasing the soil's porosity and bioremediating the soil, higher extractions of metals were achieved.

Recovery of fine mica from a sample of impounded tailing from the Dixie Mines, Inc., crushing and screening operations, Heflin, Ala., was investigated to determine if plant losses of mica could be reduced while econmically producing a commercially acceptable mica concentrate. Conventional wet-tabling and agglomerate-tabling methods yielded concentrates assaying about 95 percent mica from the tailing that contained 17 percent mica. Products containing about 98 percent mica and accounting for mica recoveries of 86 percent were obtained by flotation, using as reagents sulfuric acid, kerosene, and coco amine acetate (a mixture consisting chiefly of dodecyl and tetradecyl amine acetates). The results of the batch flotation tests were verified by tests in a small continuous flotation pilot plant.

This report describes a field survey and laboratory investigation into the causes of failure of resiliently clad screen decks applied to coal preparation plants. Blinding of screen deck perforations and delamination of the resilient cladding are studied and mechanisms responsible for these failure modes are hypothesized. A laboratory test program to simulate the mechanisms was begun and abandoned when it became apparent that meaningful test results would require a substantially redirected effort. No meaningful test data was obtained from the laboratory simulation.

One of the most effective methods of metal surface heat treatment is through laser hardening. In most cases, laser parameters are determined experimentally, which is expensive and time-consuming. A mathematical model for the surface heat treatment process will allow a significant decrease in costs, and reduce the time required for optimization. In the present work, the authors present a mathematical model for laser heat treatment with forced cooling which can be applied to medium carbon steel. The model is based on a three-dimensional heat transfer equation using Green?s function. The model allows one to calculate the temperature of the treated steel at different depths below the surface with and without cooling, for set values of the laser power and travelling speed, when the heat transfer coefficient is a known constant. It also takes variations in the radiation adsorption coefficient on the metal surface and laser beam spot size into account. The model was illustrated by comparing calculated and experimental temperature profiles of mild carbon steel with 0.5% C with and without cooling. A reasonably good agreement was achieved between experimental and predicted values to ensure that a high enough austenizing temperature with short enough cooling time was reached for direct martensite formation. It also predicted the depth of treatment accurately. The incorporation of cooling in the model substantially improves previous models based on heat transfer only. It delivers a tool that can with a reasonable accuracy predict the depth of surface heat treatment and cooling time required from operational parameters, such as laser power, speed of motion, and distance between laser and cooling source, that can be controlled in the work set-up. The Duparquet mining camp situated along the Quebec segment of the Porcupine-Destor Fault was the site of gold exploitation from 1933 to 1956 and 1988 to 1991. Numerous gold showings and deposits straddle the fault. An ongoing regional metallogenic study by the Quebec Geological Survey has identified five main types of gold mineralization, each showing a distinct style, alteration, control, metal content, and timing. In order to maximise the impact of this study, a 3D regional common-earth-model was constructed along a critical segment of the Porcupine-Destor Fault with the gOcad® technology. The realisation of this model required the maximum use of the public SIGEOM numerical database, as well as the recovery of significant private data from exploration company partners. The 3D model is also a powerful new dynamic exploration tool, which can be queried using geological criteria characteristic of the different gold deposit types. This 3D model can be modified and improved continuously by adding data from new drilling, mapping or geophysical surveys. The case of the Porcupine-Destor Fault illustrates the importance of 3D common-earth-modelling in delivering refined technological geological syntheses likely to attract significant investments from the mining exploration industry, especially for deep exploration programs within mature mining camps.

"AEROPHINE@ 3418A is a unique sulfide mineral promoter produced by Cyanamid, based on phosphine (PH3) chemistry. It has proven effective as a collector for the sulfide minerals of copper and particularly lead (galena), as well as for secondary gold and silver values. AEROPHINE 3418A has widest application as a Cu and/or Pb collector for complex ores of Cu-Zn and Pb-Zn, which frequently have significant quantities of associated precious metal values. Advantages shown in the use of AEROPHINE 3418A are improved selectivities against Zn- and Fe-sulfides, increased precious metals recoveries, reduced total collector consumptions for Cu and/or Pb flotation, and increased flotation kinetics leading to higher recoveries of these values. Operating plant, pilot plant and laboratory test data from treating different ores are presented, demonstrating the advantages in use and preferred application of AEROPHINE 3418A.INTRODUCTIONCyanamid operates the only phosphine and phosphine derivatives plant in North America, located in Niagara Falls, Ontario. Specialty chemicals manufactured at this facility are used in many diverse applications, including solvent extraction reagents and textile flame retardants. A unique phosphine-based sulfide mineral promoter, AEROPHINE 3418A, is also produced. The origins of AEROPHINE 3418A promoter date back to the 1960's, when it was established that sulfide mineral collectors based on phosphine chemistry demonstrated efficacy. This new collector chemistry was found to provide flotation performance differing significantly from those of more traditional thiol collector chemistries such as xanthates, dithiophosphates, mercaptobenzothiazoles, thionocarbamates and those with xanthogen groups. In the synthesis of diamond, the precursor graphite must present a degree of crystallinity to assure optimum yield and quality for the transformed crystals. X-ray diffraction, SEM and TEM analyses were carried out to investigate the structural and morphologic transformations produced in natural graphite by high pressure-high temperature treatment. The present study had as its objective to characterize the morphological and structural changes suffered by a natural graphite that was subjected to high pressure and high temperature treatments in the region of diamond thermodynamic stability. The results indicate that the material that constitutes the gasket, for the deformable capsule, could act as catalyst in the graphite recrystallization process.

This Final Report covers the work performed for Contract No. H0377043, "Cables for Face Equipment" from August 1, 1977 to April 1, 1981. It reports the findings in three areas of research: cable protection, circuit-breakers, and high-voltage cable couplers. Laboratory and analytical studies have been conducted in the three areas to determine proper circuit-breaker settings, cable sizes, and coupler performance. Also, an extensive field-monitoring program was established to relate in-mine epxerience to laboratory findings. Further, various pieces of equipment was designed for laboratory testing, particularly in the area of cable reeling and unreeling.

"INTRODUCTIONTeck-Corona Operating Corporation's David Bell Mine is located 35 Km east of Marathon, Ontario. In conjunction with its 1000 tonne per day gold concentrator, the company operates an effluent treatment plant for the treatment of mill, mine and site effluents prior to environmental discharge. This paper provides a brief overview of treatment strategies and methods, employed to detoxify final effluent.WATER MANAGEMENTThe tailings impoundment basin, located 3 Km south of the plant site, provides storage capacity for all process effluents and site run-off. Basin supernatant (reclaim water) is recirculated to the plant for reuse as process water, in order to minimize fresh water consumption. As site run-off and limited fresh water intake exceed natural losses due to evaporation, reclaim water in excess of process requirements is passed through the effluent treatment (ET) facility to control tailings basin level by providing regulated discharge of environmentally acceptable effluent. (Figure 1)PASSIVE TREATMENTTo reduce treatment costs and burden on the ET facility, reclaim water is fed to the plant to take maximum advantage of natural destruction processes occurring in the tailings basin.These include: volatilizationphotodecompositionbiological oxidation and precipitationstorm water dilutionConcentrator recovery techniques (Figure 2) are directed toward maximizing gold recovery while limiting the addition and extraction of contaminants requiring disposal and eventual treatment.Currently ore ground to 90% -200 mesh is pre-aerated at pH 9.0 with lime for 18 hours prior to 30 hours cyanidation at pH 9.5 with low cyanide ion excess (70 ppm).Pre-aeration passivates cyanicides prior to cyanide contact. This reduces cyanide consumption and the formation of cyanide complexes. In conjunction with recovery requirements low pH is maintained to retard the dissolution of stibnite into its antimony and sulfide components."

In 1985, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied an 11,980-acre part of the 33,300-acre High Rock Canyon Wilderness Study Area, CA-020-913B, in order to evaluate its identified mineral resources. No mineral resources were identified during this study, and no significant amounts of gold, silver, mercury, gem-grade opal, or placer gold are present. The study area is located in Washoe County, NV, about 53 miles southeast of Cedarville, CA. No mining districts or mineral production are known, and no oil and gas leases are in the area. No current claims are in the area; however, six placer claims were located in 1911 in High Rock Canyon near its confluence with Mahogany Creek.
