DURING September, the Coal Commission pre- pared for issue a series of 18 reports on varied aspects of- the bituminous coal industry; the final report, dated Sept. 22, sums up the facts and offers recommendations addressed to Congress, to the industry, and to the public. The few following paragraphs are selected: Bituminous coal is the real foundation of that great industrial and transportation structure which enables more than a hundred million people to live in America and be so well supplied with things necessary for their health, comfort; and convenience; it also furnishes domestic fuel for two-thirds of the homes of the land. The distribution of the output of the bituminous mines tells the story: 28 per cent. goes to the railroads, 25 per cent. to the boiler houses of factories and mills of all kinds, 15 per cent. to the coke ovens and gas plants, 10 per cent, to the homes, 7 per cent. to steel plants and the same percentage to power plants and street railways, 4 per cent. is exported, 2 per cent is used for power at the coal mines, and the remaining 2 per cent. goes to the seaboard for steamship fuel. Bituminous coal enters into interstate commerce on a scale approached by no other commodity; less than a fourth of the coal mined in the United States fails to enter interstate com-merce. All but one of the 45 coal producing districts in the United States ship coal outside the State in which it is mined. Three hundred miles of cars loaded with coal is the daily output of the bituminous mines of the United States. The public-welfare element in coal is seen in the dependence of public health and safety on an unfailing supply of fuel, in the close connection between the prosperity of most industries and the uninterrupted operation of the coal mines, and in the obvious fact that without coal the great network of railroads which binds together this great country would be idle. The railroads and the public utilities, themselves so clearly obligated to render what-ever public service is demanded of them that the constitutionality of their public regulation is unquestioned, are of all industries most dependent upon coal. Thus, coal makes up over 35 per cent. of the operating cost at the gas plant and over 25 per cent. at the electric power station, and in the operating expenses of. a railroad the cost of coal is the largest single item, next to labor. The practical logic that half a century ago clothed with a public interest the steam locomotive and in later years the electric-power station must recognize a large element of public service in the coal mine that furnishes the necessary energy to both locomotive and power-plant.

This paper presents the results of a test program evaluating the impact of sample mass on the precision of Stage 1 gravity recoverable gold (GRG) test results. Four ore types ranging from low to high GRG contents were the focus of testing. A method to predict the influence of sample mass on the confidence limits of the Stage 1 GRG test result is demonstrated. The results suggest that although small samples tend to overestimate Stage 1 GRG in samples with low gravity gold values due to higher mass pull to concentrate, such samples can give acceptable estimates of the Stage 1 GRG content with focussed sample treatment protocols.CITATION:Giblett, A and Napier-Munn, T J, 2015. When Centaur Mining and Exploration produced nickel metal fromlaterite ore at its Cawse nickel project in January 1999, a new era in the nickel industry was heralded in. One of three new laterite projects commissioned that year, new technology and a unique process design has been combined at Cawse to launch what will be amongst the worldÆs cheapest nickel production. However, the road to success has proven to be long and challenging. Discussed in the paper is the redesigned reserve/resource classification for solid minerals being put forth by the authors to replace the acting Russian classification of 19961. The new version is based on the traditional foundations of former Russian classifications and the principles of the ‘McKelvey box’, both categorizing mineral resources according to the degree of geological assurance and economic viability. Based on these approaches the classification deliberately deals with both reserve and resource categories very similar to those established by the Geneva Accords in terms of definitions implied. The authors proceed from the UN-ECE proposed concept of ‘reserves’ being a part of ‘total resources’ explored in great detail by geological and feasibility studies and economically mineable at the time of reporting. The draft classification distinguishes ‘proved’, ‘probable’ and ‘possible’ categories of reserves depending on the stage of feasibility assessment carried out, i.e. the degree of detail and accuracy with which modifying factors affecting mineability of an orebody are taken into account. The reserves are regarded as a product of feasibility assessment of ‘measured’, ‘indicated’ and ‘inferred’ resources. The portions of them not having been classified as ‘reserves’ are regarded as composed of two classes: ‘subeconomic’ and ‘potentially economic’ resources (or ‘resource base’). All the cells of the classification matrix are provided with traditional for Russia alphanumeric designations and appropriate UNFC codes. The classification scheme recommended is viewed as a step forward in improvement of the State inventory and reporting mineral resources in market conditions, conducive to cross-border professional collaboration in the field of providing reliable information on the mineral rawmaterials base of the world’s economy. Besides, it recommends an easy way to get rid of amethodological error in the UNFC classification scheme where consecutive stages of geologicalexploration are identified with a single inherent degree of geological assurance. Online analysis of metal content can be used to optimise the grade and recovery of a flotation circuit. Compared to conventional laboratory analyses, the benefit of an online analyser is the speed of the measurement, therefore disturbances (eg changes in feed grade and decrease in recovery) can be reacted to in real time by an operator or automatic process control system. In some cases traditional X-ray fluorescence analysers can be applied to silica analysis in iron ore when the SiO2 grades are high enough and have a negative correlation with iron; however, generally a laser-induced breakdown spectroscopy (LIBS) analyser is more suitable for low Z elements.The Outotec Courier 8® analyser is a LIBS based analyser able to measure elements starting from lithium (Z = 3), thus being able to measure impurities; eg silica and aluminium directly in iron ore slurries. Besides online elemental analysis, the analyser can be combined with optical measurements for rapid continuous measurement of each sample line. "The Niobec concentrator rejects up to /5% of the Nb as slimes (-10u.m). The recovery of Nb from these slimes by column flotation is being studied. An essential condition for selective flotation is slimes dispersion. A particle size analyzer, the Sedigraph 5000D, was used to monitor dispersion in plant waters with combinations of organic and inorganic dispersants and flotation reagents. Flotation reagents were particularly detrimental to dispersion with sodium silicate. The best dispersion conditions were selected for column flotation tests. These tests revealed that reagent combination had a pronounced effect on froth stability. Careful frother selection achieved good froth stability under conditions of good dispersion. Plant water increased the required dispersant concentration causing mineral depression.IntroductionSlimes (-10 u.m) rejected at Niobec contain up to 15070 of the over-all Nb content . Recovery of Nb from these slimes would significantly increase over-all recovery. A suggested recovery route involves two phases: (1) carbonate flotation (to remove most of the carbonates) depressing silicates and pyrochlore (as currently done at Niobec); and (2) selective (direct) pyrochlore flotation from the silicates. Phase 2 has been addressed and several routes to achieve selective flotation are available. Phase I was attempted with the selective reagent scheme used at Niobec but a considerable amount of pyrochlore floated with the carbonates due to poor slimes dispersion."

"Quantitative information about the quality of metal balance results is often overlooked when making important plant production planning decisions. Not only is this common omission made in a context where many measurements taken in and around mineral processing plants carry significant errors, but it also conflicts with the AMIRA P754 Code of Practice for Metal Accounting. The fact that metal balances are typically published without any indication of data quality may give the wrong impression that the measurements are unquestionably accurate. While it is true that statistical data reconciliation can improve the confidence intervals of redundant variables, there is no data processing technique that brings them down to zero at a finite cost. In this paper, we review the entire data flow, starting from field instruments to metal accounting-based decision-making to show how measurement errors are transmuted into business risks associated with production planning. Necessary conditions for first exposing then quantifying such business risks are stated. Pitfalls to be avoided are also discussed. Finally, a simplified risk assessment and management procedure which considers the quality of metal balance results are applied to a polymetallic mineral processing plant. INTRODUCTION Each and every mineral processing plant has production reporting obligations. In this paper, we are concerned with metal accounting reports (Morrison, 2008) where saleable metal flows and inventories are estimated and published. These metal accounting reports are delivered to a variety of stakeholders who use them for internal management purposes (day-to-day plant production planning, plant operation optimisation, capital spending, etc.) as well as for external management (royalty settlements, tolling agreements, etc.). Hence, there should be no doubt that spotless metal accounting is instrumental to high-quality corporate governance (Gaylard et al., 2014) of mining and metallurgical companies. To this extent, one would have expected industry-endorsed standards to have emerged a long time ago. However, the lack of an accepted set of standard procedures for metallurgical accounting was explicitly recognized as an industry-wide problem only in August 2001 during an SAIMM workshop held in Cape Town, South Africa. Discussions that followed this workshop led to the initiation of the AMIRA Project P754, “Metal Accounting and Reconciliation”, in 2003."

The safety record of the coal-mining industry in 1968 worsened appreciably .in fatality experience but was slightly better in nonfatal-injury experience. Work fatalities in 1968 totaled 311 and occurred at a frequency rate of 1.33 per million man-hours or worktime. The fatality total was 89 higher, and the rate of occurrence was 45 percent higher than the corresponding figures of 222 fatal injuries with a frequency rate of 0.92 in 1967. The worsened fatality record in 1968 resulted primarily from two major disasters (a single accident which results in the death of five men or more) which killed 87 men, nine in one and 78 in the second. The total of 9,639 nonfatal injuries was the lowest annual figure in complete records back to 1930. The frequency rate of 41.12 nonfatal injuries per million man-hours of worktime for 1968 was the second lowest annual rate of occurrence. The severity rate of all injuries, 10,513 days lost or charged per million man-hours, and the average severity, 248 days lost per injury, in 1968 were the worst annual data in the series started in 1944. Total worktime of 234.4 million man-hours and coal output of 553.3 million tons in 1968 were, respectively, 3 and 1 per- cent lower than in 1967.

"Conzal Mine was not meeting production targets in 2013, and it was established that this was caused by the inability of the load haul dump machines (LHDs) to tram the required tonnages. An investigation of the LHD productivity was therefore conducted to identify the inhibiting factors. This was accomplished by carrying out a literature review on LHD operations to gain in-depth knowledge and conducting observations in the working environment. The relevant information and data on the LHD type used at Conzal was also acquired.The major inhibitor was found to be excessively long tramming distances in all the sections of the mine. The one-way tramming distances were all significantly greater than the 90 m set in the mine’s code of practice (COP), with the Main Shafts section having the longest average one-way tramming distance of 260 m. The other inhibitor was LHD utilization, which in 2013 was only 47% against a target of 70%. Simulation of the LHD operation, taking these two factors into account, showed that production could be increased by more than 100%. As a result, it was recommended that conveyor belts should be extended regularly in order to keep tramming distances within the recommended one-way distance of 90 m. In addition, utilization can be improved by minimizing employee absenteeism as well as by modifying the travelling routes such that LHDs do not encounter unnecessary delays.Paper written on project work carried out in partial fulfilment of BSc. A method is presented for creating realistic numerical models for practical coal mine ground control. The method includes procedures to collect the necessary mechanical input parameters from a geologic core log, procedures to set up a model and procedures to interpret calculation results. The input parameters come from a detailed geologic core log and extensive point load tests of estimate rock layer strength. A suite of material property input parameters is proposed which allow the user to go from core log to numerical model inputs. Rock bolt anchorage properties are also linked to the material properties of each geologic layer in the model. Following this procedure leads to very realistic calculations of the rock failure process and rock support system behavior. These calculations in turn enable realistic comparison of the effectiveness of alternative rock support systems.

The use of a partially slotted 6.5-inch-inside-diameter vertical pipe to remove methane from a longwall gob area at a depth of 2,260 feet in the Pocahontas No. 3 coalbed ms investigated. The value of gas removed by such a pipe under free-flow conditions was found to equal the cost of the installation in this case. Approximately 25 percent of the available methane passed through the pipe without the use of an exhauster; an additional 10 percent was removed when an exhauster was employed. The diversion of methane through a vertical slotted pipe to the surface permitted the use of increased mining rates and decreased the ventilation air requirements.

ABSTRACT: Underground hydrocarbons storage is a very specific domain for the designer. He is usually free to adjust the section, shape and layout to cope with the geological and geotechnical conditions. This paper presents a panorama of the geotechnical design of mined underground storage caverns, then lists a number of uncommon features encountered in a storage excavated in Sydney, Australia, the Elgas LPG project that had to face major non-isotropic conditions with numerous local variations, impacting on the achievement of the design profiles. Changes in geotechnical design methodology and practice are examined through this project, now in operation, which will have lasted altogether almost ten years. ZUSAMMENFASSUNG: Die untertaegige Speicherung von Kohlenwasserstoffen unterliegt in der Planung sehr spezifischen Bedingungen. Der planende Ingenieur hat bei der Dimensionierung und Formgebung der Speicherhohlraeume gewisse Freiheiten, muss jedoch vorgefundene geologische und geotechnische Bedingungen beruecksichtigen. Der vorliegende Beitrag gibt zunaechst einen allgemeinen Ueberblick ueber die geotechnische Planung von bergmaennisch aufgefahrenen Speicherhhohlraeumen. Darueber hinaus werden Besonderheiten betrachtet, mit denen das Elgas LPG-Speicherprojekt in einer bergmaennisch aufgefahrenen Kaverne in Sydney, Australien konfrontiert war. Hierbei ging es um die Beruecksichtigung anisotroper Bedingungen mit zusaetzlichen Heterogenitaeten im Gestein und den daraus erwachsenden Schwierigkeiten, die geplante Hohlraumform zu verwirklichen. Ueber einen Zeitraum von fast 10 Jahren, in denen das jetzt in Betrieb befindliche Projekt unterschiedliche Betriebsphasen durchlaufen hat, wurden verschiedene geotechnische Entwurfsverfahren auf ihre Anwendbarkeit geprueft. Based on fundamental process performance objectives, a standard system for base-level control of most ball mill installations is presented. This system is simple, inexpensive, and provides the major economic benefits available from contemporary automatic control technology.Value Analysis of Grinding OperationsValue analysis (or engineering, or management), originally developed by Lawrence D. Miles of the General Electric Company (1), focuses on the identification of value (product or process worth versus cost) and provides a systematic procedure for its improvement. A recent research and development project involving the application of the principles of value engineering to grinding operations has provided a basic technoeconomic model of grinding processes (2). The functional objectives of the ball milling process and the means to achieve value based grinding circuit control originate from this study.The Need for Grinding Circuit ControlThe economic effectiveness of a process is determined by the quality or value of the product and the related processing costs. If the inputs (both the raw feed and the applied processing work) are absolutely constant, the product characteristics and the process efficiency will be determined only by the engineering design. The need for and degree of process control is therefore determined by the nature of variations or upsets in the process inputs, and the extent to which these effect product value and operating costs."

The ongoing Overpeck Valley Parallel Sewer Project of Bergen County Utilities Authority (BCUA), New Jersey, is a US $65 million CSO improvement program to meet a State DEP consent order by 2010. One major program component includes a total of 1.8 km (1.2 mile) long, 1,800 mm (72 in) diameter reinforced concrete pipe (RCP) installed by a Herrenknecht AVND1800AB MTBM. The alignment includes drives through 850 m (2,788 ft) of extremely soft glaciolacustrine varved clay, 980 m (3,214 ft) of loose to medium dense mixed soils containing silty sands, gravels, and boulders, and crosses under the New Jersey Turnpike, US Highway Route 46, and a CSX Railroad Intermodal Yard and a branch mainline. Two types of MTBM cutterheads are being used, one configured for the weak varved clay, and one for the mixed soil conditions. The MTBM is also equipped with a double-steering system consisting of a standard front steering joint and a second trailing steering joint to assist grade control should adequate steering not be achieved by the front primary steering in extremely weak soil conditions. This paper discusses the significant engineering aspects and challenges related to site settings, ground characterization, key MTBM features and performance, and required ground treatment.

One goal of the Bureau of Mines is to conserve the Nation's mineral resources by developing improved performance materials. Consistent with this goal, the Bureau conducted studies on the formation of undesirable cristobalite in seven different fire clays used as refractories. The studies employed scanning electron micrography, chemical and X-ray analyses, and pyrometric cone equivalent determinations to examine the sample clays and determine the effect of thermal history and stablilizing additives on the amount of cristobalite in various calcines. This research has indicated that as fire clay calcining temperatures increased from 1390° to 1,490° C there was a gradual decrease in the percent of cristobalite present in the calcines and a progressive development of mullite crystallization. No cristobalite was found in fire clays calcined above 1,550° C, but cristobalite reappeared when the calcines were reheated to temperatures between 1,400° and 1,500° C. The research also revealed that additions of lithium fluoride (LiF) prevented formation of cristobalite in fire clay calcines.

Sin embargo, surgen algunos problemas en la formación de esta profesión como: aquellos ligados al reclutamiento de los alumnos de las escuelas de ingenieros, para obtener el mayor número posible de alumnos jóvenes y bien preparados, y los relacionados a la actividad misma de las escuelas de ingenieros, tales como programas, métodos de enseñanza y relaciones con la industria. En ese sentido, el presente texto revisa dichos problemas y plantea soluciones respecto a ellos como: diversas mejoras en el régimen de los concursos de las grandes escuelas y duracíón de la preparación, así como una reducción del número de materias enseñadas y la adopción de métodos activos de la enseñanza en lugar de aquéllos que se limitaban a exigir la presencia física de los alumnos.

"This paper was written during part of the author’s student co-op with Cargill Salt at its Avery Islandunderground salt mine in Louisiana. Blasting salt is a unique type of blasting that is different than blasting other rock types. The plastic nature of salt, along with its large swell factor make salt a challenge to blast. The Cargill salt mines use and have tested a variety of different methods for breaking salt in an efficient manner, however these blasting methods are rarely used in other operations nor talked about today."
