Amongst representative men directing alluvial mining of erations in Victoria, some difference of opinion exists as to the best system of working the deep leads. The developmental operations of shaft-sinding, extending a reef drive, partially watering and rising up into the wash dirt are practically the same on all fields but subsequent mining is continued either on the Chiltern and Rulberglen or Ballarat systems, the latter being referred to by the Chiltern and Rutherglen miners as the "down country" system. In the former, the leading wash and cross drives are lept from 300 to 500 feet ahead of the reef drive, and in the latter the reverse method keeping the reef drive well ahead of all wash workingsis adopted.In the majority of alluvial mines in the southern and western fields, the initial work of defining the course of the lead is costly, owing to the thick superincumbent layers of hard basalt, to bore which costs from 9/- to 15/· per foot. Unfortunately large sums of money have been wasted in this work, owing to a want of care and knowledge in the selection of bore sites, and improper recording of the strata pierced, thus handicapping alluvial mining and bringing boring operations...

Longwall extraction in the Phalen Scam in the Sydney Coalfield of Nova Scotia is carried out under flooded abandoned workings in the Harbour Seam 140 m above, and at depth of up to 700 m beneath the Atlantic Ocean. Careful planning of panel and pillar dimensions is necessary to prevent inflows from the overlying workings and to prevent the development of excessive subsidence strains at the seabed. This paper briefly summarises the research undertaken over the past five years by CBDC and CBCRL into the problems associated with mining under water, and then describes the development and application of a design/planning code of practice developed jointly by CBDC, CBCRL and mine regulatory agencies. The design method employed in the Code of Practise is based on empirical data from the coalfield and parameters developed from subsidence modelling and previous water inflow experience. It includes precautionary measures to be adopted during development and mining, and monitoring procedures to be followed. It is flexible enough to allow future developments in the understanding of inflow mechanisms to be incoporated without major modifications, and represents a major step forward in reducing the potential hazards associated with coal extraction in the coalfield.

Elemental carbon (EC) is used as a surrogate for regulating the exposure to diesel particulate matter (DPM) of underground metal/non-metal miners. EC was chosen as a surrogate because EC is selective to DPM and is a major component of DPM. Using EC as a surrogate also gives one the advantages of no sampling artifacts and being able to sample at all locations in the mine. Currently, EC represents DPM well in underground mines. Some control technologies have been shown to possibly alter the relationship between DPM and EC and characteristics of DPM. Therefore, future work will investigate the relationship between DPM and EC as new control technologies are implemented.

A glance at the accompanying table reveals that for the first time in many years the industrial minerals field did not post significant gains in production. Gypsum, cement, sand and gravel, and crushed stone production-which are very sensitive to construction industry performance-barely managed to stay even, or in fact, declined slightly. Even barite production, in spite of increased oil and gas drilling, was off 5% in 1979 from 1978. Domestic fluorspar production continued to decline while imports, primarily from Mexico, South Africa, and Spain, rose 11%. Worldwide production of iodine (which is used primarily as a catalyst, animal feed additive, and in ink and colorants, stabilizers, pharmaceuticals, photographic film, and disinfectants) grew about 9% on a worldwide basis-from 10.75 Tg to 11.16 Tg. This does not include US production. The two US producers increased demand as apparent domestic production increased about 5%. Increasing energy costs and the transportation situation have had a prohibitive effect on the industrial minerals field. The critical shortage of railroad cars, according to consultant Neil Johnson, is due to several factors: • High capital investment rind interest rates needed to build new equipment, • Accidents, obsolescence, and failure to repair equipment reduced car availability, •Reduction in some train schedules due to fuel economy, and •Increased turnaround time as a result of new safety regulations. Railroad rates have increased an average of 7% per year for the past 10 years. Last year's increases were about 11.1% due to fuel costs and surcharges. Truck shipments have increased their penetration in certain areas of the southeast because of the shortage of box cars and the producers' demand for quick shipment. Some producers report a 15-20% increase in truck use. In the feldspar-mica area, which formerly made most shipments by rail, trucks are now used for about half the shipments. Marketing prices, as expected, increased due to higher costs for energy, power, labor, and supplies used in production. Estimated average price increases were about 10% which, in many cases, did not cover increased production costs. These factors-rising energy costs and the critical transportation situation-resulted in an unsatisfactory year for industrial minerals. Stanley J. Lefond Cnntrihuting Editor

The project investigated the impacts of coal and mineral storage piles on both ground and surface water quality. The study consisted of two major tacks, Task 1 had two phases. The first phase was field investigations in which ten cons and mineral stockpile sites (5 coal, 5 mineral: phosphate, lead, copper, iron, uranium) across the country were visited to determine the actual impart of coal and mineral stockpiles on writer quality. The second phase of Task I was a series of leaching experiments in which drainage from the ten coals and minerals was controlled and monitored to survey the extent to which storage piles release toxic ions to ground and surface waters. Task IT was n review of pollution abatement techniques with three generic treatment examples applied to lead-zinc ore, eastern coal, and uranium ore stockpile leachate. Major conclusions drawn from the completion of Tasks I and II include: water quality impacts are site specific, there is n high correlation between sulfide content of u material and its solution potential, and the selection of the best treatment alternative for n specific coal or mineral storage area must be based on site-specific criteria, pilot studies on representative leachate samples, and sound engineering design.

PRODUCTION of cesium, cesium salts, and rubidium salts in the United States declined somewhat from 1961 levels; rubidium production was virtually unchanged. Imports of pollucite declined because consumption was supplied partially out of inventory. Domestic Production.-About 50 tons of pollucite was reported mined at the Tin Mountain mine in the Black Hills of South Dakota. The Dow Chemical Co., Midland, Mich., MSA Research Corp., Callery, Pa., and Penn Rare Metals, Inc., Revere, Pa., produced a total of 159 pounds of cesium. Rubidium production remained essentially the same as in 1961. Shipments of the two metals by these companies and by American Potash & Chemical Corp., Trona, Calif., totaled 279 pounds. Production of cesium and rubidium salts by American Potash & Chemical Corp., Penn Rare Metals, Inc., and Rocky Mountain Research, Inc., Denver, Colo., declined substantially during 1962.

The objectives of this paper are to introduce the International Code of Practice for Risk Management of Tunnel Works and to illustrate to the participants of the 13th Australian Tunnelling Conference 2008 how the insurance industry would like to see the future of tunnelling insurance. Tunnel construction projects have suffered large losses over the years as can be shown from various loss examples and a list of major losses over the last ten to 15 years. Since the consequences of insufficient risk control had to be borne by insurers, these losses have heightened the need for improved and adequate risk management measures so that insurance cover can also in future be provided for this hazardous industry sector. Observations are made as regards to the prevailing trends in the tunnelling industry, which contribute to the increase in risk and have adverse consequences for the insurance industry. To find a solution to this dilemma various options are examined with the suggestion of a Joint Code of Practice for Tunnel Works being agreed by all stakeholders, which would become essential to secure future insurance protection for such project work. The British Tunnelling Society has, in cooperation with the Association of British Insurers, developed such a code, which the International Tunnelling Insurance Group has now adopted for global application in international markets. The content and concept of this code is explained to establish a framework of understanding and applied risk management principles for tunnel works. This initiative also has the support of the International Tunnelling Association and the International Association of Engineering Insurers. The international application of this new code is demonstrated with a few examples, which also includes Australian projects. It is the aim that this code forms in future part of the insurance coverage for tunnelling works in order to put this risk segment on a more sustainable basis. For that reason the insurance industry is seeking the support of all stakeholders of tunnelling construction projects.

As a part of research conducted in its mission to effect pollution abatement, the Bureau of Mines, U.S. Department of the Interior, is developing a dewatering technique that allows for disposal of clay wastes, for reuse of water now lost with clays, and for reclamation of mined land. The technique utilizes a high-molecular-weight nonionic polyethylene oxide polymer (PEO) that has the ability to flocculate and dewater materials containing clay wastes. In laboratory experiments, coal-clay waste, potash-clay brine slurry, phosphatic clay waste, uranium tailings, and talc tailings were successfully consolidated. Coal-clay was te was consolidated from 3-. 6 to 57 percent; potash-clay brine slurry was consolidated from 3.8 to 35 percent; phosphatic clay waste from 15.6 to 49 percent; uranium tailings from 15.4 to 67 percent; tailings from talc production from 9.7 to 53 percent; and an acidic Ti02 slurr slurry from 1.68 to 30 percent.

Recent fatal injuries occurring during pillar retreat coal mining call for better identification of the hazards and recognition of risks. Ground control hazards associated with room-and-pillar retreat mining tend to intensify with depth, requiring extra precautions in the form of additional controls. In many locations these activities are further complicated by local complexities often associated with unique or novel circumstances, such as over-mining or under-mining. One technique recently studied by NIOSH, Major Hazard Risk Assessment (MHRA), may help mine operators to mitigate the risks associated with pillar recovery operations. The approach was trialed at two underground coal mines in southern West Virginia that are currently practicing pillar recovery. The first step in the MHRA process involved reviewing the segments or parts of the pillar extraction mining system and identifying associated hazards and threats to the operation. Some of the high risk hazards at these two sites included: ? Rock fall during pillar extraction covers equipment and injury ? occurs during recovery operations, Rock fall above the roof bolt horizon, potentially injuring ? workers and/or requiring recovery action,Rib fall under deep cover, potentially injuring workers, and; ? Strata instabilities associated with subsidence of the ? interburden due to simultaneously mining two seams in close vertical proximity to one another. The mines? risk assessment teams then considered each threat individually in order to systematically identify potential unwanted events. The top unwanted events were examined individually using structured risk analysis tools. The output from the process includes a list of priority existing controls for monitoring and auditing, and a second list of potential new controls. These controls consisted of: ? Examples of best practices, ? Enhanced communication, ? Implementing standard operating procedures (SOP), ? Protocols for emergency response actions, ? Effective layouts, ? Efficient monitoring, and; ? Successful audits. This paper documents the process as it unfolded at the two mines, and analyzes the strengths and weaknesses of the MHRA technique as it applies to pillar recovery operations. This work was part of a larger NIOSH research project. NIOSH was responsible for: 1) facilitating the risk assessment process known as Major Hazard Risk Assessment (MHRA), 2) documenting the risk assessment process, and 3) providing mine management with a written draft summary of the risk assessment process. The results of the risk assessment represent the thoughts and opinions of the individual risk assessment teams and should in no way be construed as an endorsement of the risk assessment output by NIOSH or the University of Pittsburgh.

The evolution on the computer in the last 10 years have caused a big change on the way the mining companies are doing exploration. The following factors have contributed to that change: the downgrade of computers and software cost associated with the “usability” (easy of use) of the present systems (remember the old DOS and UNIX systems). New systems are more focused on the users rather than on the experts in applications, meaning that the geologist must understand geology and not operational system, programming, etc. Market conditions requires exploration to be faster and more intelligent than in the “old” times, and companies are always demanding quicker answers from their geologist group as well as lower exploration budgets. Exploration teams must be more effective and efficient. In this sense, the only way to achieve those requirements is to use the proper techniques, methods and tools on the diverse stages of exploration. Its necessary to consider that the costs of data acquisition increase, almost exponentially, through the stages of exploration, from grass roots to advanced stage.

The environmental compliance process affects all aspects of hardrock-mining operations, from exploration through post-closure. The primary components of the environmental compliance process are requirements under the National Environmental Protection Act of 1969 (NEPA) and the permitting requirements associated with various other federal, state and local laws. This study considers the Greens Creek Mine and the development of two other projects (Alaska-Juneau & Kensington). These mines were used as the foundation for a case study of the impacts of the environmental compliance process on hardrock-mining activity in Southeast Alaska. The case study presents the institutional and legal requirements, followed by a discussion of the impact of this process on the production and timing of the three mines. The results of this preliminary study reveal some interesting findings, some expected and others unexpected, regarding the impact of the permitting process on the exploration, development and (proposed) operation of the three mining projects in the Juneau area. Determining the cost of compliance with these requirements is an important step in evaluating the appropriate course of action to protecting the environment while providing the necessary raw materials needed for society. This preliminary study highlights the initial starting point for such an analysis.

THE object of this paper is to review certain features in connection with the mining of narrow lodes, say up to 20 ft. or so wide. The types of ore-body to which it is intended to refer are those which occur. chiefly as fissure or shear-Iodes-that is, those lodes which are to be found in belts of country which have been subjected to dynamic stresses, resulting in the formation of cracks and fissures, into some of which has been concentrated sufficient metal-bearing material to form ores. Very frequently one of the walls of such a lode is found to be a fault, or plane of differential movement.The first point which comes up for consideration is the shaft and its position. From the information afforded by the prospecting which has been done on a lode relative to the dip, nature of country, &c., the position of the main hauling shaft can be determined. For purposes of general utility the hangingwall is generally chosen, if a vertical shaft, though, on account of freedom from creeps, the foot-wall would be safer. Vertical shafts are preferable to underlie shafts in many ways; but wherethe lode maintains a flat dip the cost of cross-cutting at the various levels becomes very heavy'. The alluvial gold industry of New Zealand is based on the placer deposits in Otago and on the West Coast. Production from these since discovery in the 1850s has been an estimated 480 t (15 Moz) of gold. Annual output has expanded continuously since 1980 and is expected to be over 2 t of gold for 1989. Following a historical review, the characteristics of typical operations, which use hydraulic excavators and mobile trommel units are discussed. Descriptions are then given of alluvial activities in Otago and on the West Coast.

Mill operators are entrusted to manage what are normally the largest capital assets on any mine site. Achieving maximum utilisation and lowest costs that drive operating margins are realised by applying well known fundamentals of good housekeeping and proactive (as opposed to reactive) maintenance programmes. Historically, maintenance and operations staff are bought in late during the construction stage and often do not have the time, know how or tools to put in place (let alone train the incumbent staff) a functioning maintenance system before commissioning starts. They then get drawn into a reactive maintenance paradigm as teething problems post commissioning are dealt with and day to day issues envelop the line tradesmen and supervisors. Additionally, even when some semblance of a planned maintenance system is established, it is often the case that over time personnel and cultural issues mask the development of problematic maintenance practices. As has been observed by the authors on many occasions, even when some basic programmed maintenance system is in place, the collection of maintenance data is often inaccurate, incomplete and not subject to analysis. The net result is of course a high incidence of machine failure leading to lower than expected availability, which ultimately translates to lower revenue and higher net maintenance costs. The time taken and the cost to repair a failed machine is always greater than the timely and planned repair of a worn machine.Upon review of a number of processing plants around the world, especially gold and small base metal operations, it is apparent that companies need to implement maintenance systems whereby the operators are not overwhelmed with data and can manage by exception. Inadequate or inaccurate data collection and analysis result in poor decisions being made and misguided actions taken. GR Engineering Services (GRES) has developed a system to enable the custodians of mining plant assets to make more effective and effective use of maintenance data by being able to focus on the indicators of plant deterioration and to programme concurrent maintenance activities to maximise plant availability and utilisation.This paper outlines the structures that can be employed to address the challenges of implementing a proactive asset management system. Using a series-model of an automotive short range radar sensor (SRR) and a recently completed experimental radar system, field tests have been performed in a surface mine. It was examined, to what extent low-cost electronically scanning radar sensors can provide useful data for assistance systems on large scale mining machines. Simple sensors are useful for anti-collision safety zones or hopper car automation. The more complex and sophisticated experimental radar system using digital beam-forming can clearly detect and map the contours of trenches and slopes. The overall promising results refer to many more potential applications for electronically scanning radar in surface and underground mining as a reliable alternative to mechanical laser scanners.

On March 12, 1994, the 1,100-foot deep 2 Yard South panel of the 1l0 year-old Retsof Mine collapsed. At the time of this occurrence, the Retsof Mine was characterized as the world's largest, most productive salt mine. The collapse produced a seismic event and resulted in a sinkhole and small lake forming on the surface. An existing highway bridge was rendered unusable. Water entered the mine and despite valiant efforts by the miners and the mining company, the entire mine was flooded and lost. John T. Boyd Company (BOYD) studied the incident to evaluate design procedures, and assess the short- and long-term environmental impacts of the collapse. This paper presents our analysis of the cause of the collapse and our review of the rock mechanics design of 2 Yard South panel. Our review is, in part, based on a rock mechanics monitoring program of 2 Yard South. The monitoring program was established by the mining company as the panel was developed and continued even after the panel became unstable.

"The challenges facing the mining industry include complex ores and declining grades, together with increasing capital costs and environmental regulations. In addition, future commodity price uncertainty makes investment decisions difficult. Shorter plant lifecycles mean that new projects need shorter payback and increased net present value. With regard to solvent extraction, the introduction of an innovative modular plant design will help to address these issues. The first such modular offering is Outotec’s VSF®X modular solvent-extraction plant that uses prefabricated and transportable modules. Reuse and recyclability have underpinned the design concept. The greatest advantage of the VSF®X modular solvent-extraction plant is its relocation possibility. Additionally, it is suitable for various metals and plant capacity is adjustable through a scalable modular structure. After a dedicated plant lifecycle, the plant can be dismantled and relocated to a new site. This reuse ability offers major benefits for short-term plants, making them more feasible due to higher residual value. A net present value analysis is made for two examples, a conventional plant with no relocation possibility and a modular movable plant with extended plant life cycle, in order to evaluate the feasibility of modular plants. Results indicate that modular plant design could offer an economical solution with the additional advantage of improved overall sustainability through its life cycle. The City of Toronto and the Toronto Transit Commission (TTC) have conducted an Individual Environmental Assessment (EA) for a 6.2 km, 4-station underground extension of the Spadina Subway from Downsview Station to Steeles Avenue. This Environmental Assessment Study was performed in three phases including routes and general station locations, alignments and station concepts and detailed assessment of the effects of the undertaking. URS Canada Inc. has led the consultant team for this Study. The anticipated total duration of the project is approximately 6 years and its estimated total cost is about $1.4 billion. This paper presents the planning process of the project, the environmental and engineering challenges, and the measures taken to address them.
