Developers of advanced mining projects face the challenge of how to craft a “Request for Proposal for a Feasibility Study” that will result in bids that are comparable and will lead to a successful execution of the study. Mining engineering consulting firms are challenged by “Request for Proposals” that may consist of a limited description of the Scope of Services and other items, which could present difficulties in the subsequent financing and/or development of the project. Changes in international disclosure requirements have also changed the landscape on how resources and reserves are reported by introducing new disclosure requirements and concepts such as qualified persons. This paper lays out a strategy for preparing a Feasibility Study “Request for Proposal” based on the experiences of a mining engineering consulting firm working on a diversity of projects around the world, and in light of the recent changes in international reporting standards for reserves.

A post grouted drilled shaft foundation system was successfully used in place of the specified driven pile foundation system as a Value Engineering Cost Proposal (VECP) for the new PGA Boulevard Grade Separation Project. Pressure grouting the cohesionless sandy soils at the drilled shaft base significantly increased the end bearing capacity and stiffness allowing drilled shafts to be the more cost effective foundation system. The post grouted drilled shaft option also provided other benefits including reducing owners risk normally associated with pile driving vibrations and offered a high level of quality assurance for the drilled shafts. This paper discusses the implementation of post grouted drilled shafts from design to completion of construction. A design procedure for post grouted drilled shafts developed by the University of South Florida was used for initial VECP evaluation. Prior to construction, two instrumented test shafts were installed and load tested, one of which was post grouted. Therein, the design procedure was calibrated, tip elevations for production shafts were refined, drilled shaft construction and grouting procedures were demonstrated, and a grouting criteria was developed for the project.

In 1998 the Matanuska-Susitna Borough formed the new port district at Point MacKenzie, known as Port MacKenzie, located directly across the Knik Arm from Anchorage. In 1991 PND Engineers Inc. (PND), working with the Matanuska-Susitna Borough manager and port director, envisioned a fill structure at Port MacKenzie with a 500-foot-long Open Cell? sheet-pile bulkhead face extending to EL -20 feet Mean Lower Low Water (MLLW) at the face. Now under operation the fill created 5.5 acres of tideland property using local materials for fill. The fill is protected from 2- to-3 foot-thick ice pans and 9 feet per second (fps) tidal currents by an envelope of armor rock. Construction required working in water with 30 to 40 feet of tidal variation. Construction required placement of frozen fill in water depths possibly exceeding 50 feet, creating real concerns about soil consolidation and long-term maintenance issues. A plan was prepared to consolidate the soils using Vibracompaction. Soil Density and consolidation were monitored during the work. In 2003 the port district and NPI, a wood chip export company, formalized an agreement to construct a deep water port facility at Port MacKenzie for cape-class bulk carriers. PND provided planning, studies, geotechnical investigation, design documents and construction inspection for a 500-foot-long trestle with a platform dockhead and dolphins providing 1,100 feet of dock face in EL -70 MLLW as shown in Figure 1. Design included installation of large-diameter spin-fin piles driven on a 2V:1H batter. Also included was a 300-ton tension test of smaller spin-fin piles.

Mining companies sponsor a range of non-core, corporate social responsibility projects to adhere to social and labour plans and environmental management prerequisites that form part of a mining licence application. Some companies go above and beyond such projects, sponsoring initiatives that generate renewable energy through solar power, wind energy, natural gas, etc. The challenge for these companies is to choose between a variety of projects to ensure maximum value, especially in times when the economic climate might be less favourable for such projects. The focus of this research was to analyse the concept of sustainability as it exists today, and to apply that to the triple bottom line accounting method in an attempt to quantify the sustainability of a project. Research was done on the methane burn-off project at Sibanye Gold?s Beatrix Mine to establish how such projects are planned and financed, and what impact they have on the triple bottom line of a company. The financial bottom line is, by definition, one that executives understand. This paper also proposes a quantitative method for defining the social and environmental bottom lines as well. By considering the financial, social, and environmental values, the study attempts to determine a monetary value for a sustainable renewable energy project. This monetary value can be compared to similar values obtained for other sustainable renewable energy projects under consideration. The research suggests that monetary value alone is not enough to base a sustainable decision on, and qualitative measures are suggested for use in conjunction with quantitative methods. The selection method proposed should assist the board of a mining company to choose the most sustainable option and the project that will add the greatest value to the company across all three bottom lines. It will also provide increased justification for such renewable energy projects, even in periods of harsh or uncertain economic climates.

This study was undertaken to generate a locally relevant guideline for the socio-economic aspects of mine closure for South African closure practitioners and decision makers. It should also represent a resource for interested and involved stakeholders. Mine closure, and its related post-closure social, environmental and economic characteristics, is part of the lifecycle of mining operations, given the finite nature of the ore resource. Many coal mines are anticipated to close in the next ten to fifteen years in Mpumalanga, as the epicentre of the industry shifts towards the Waterberg. Social aspects of mine closure have been historically underplayed, and under researched. Coaltech thus commissioned two studies, the first of which examined the closure dynamics of 36 mines in Mpumalanga and KwaZulu-Natal in 2006. A follow-up study (July 2007) focusing on Mpumalanga3,4 confirmed some of the results of the first study. It also contained broad guidelines for mine closure covering social and labour planning, job creation, the use of mine infrastructure, developmental incentives, and environmental rehabilitation.

"Cameco's McArthur River is the world's largest high grade uranium mine. Production started in late 1999. Cameco carried out the engineering design and construction management for the McArthur River project, including all aspects of mining, ore handling and ore transportation. The ore composition was expected to vary dramatically (0 to 30% U3O8; 0 to 25% clay; etc). To cope with the composition swings, sizing screens were selected to provide classification in the grinding circuit. The grinding circuit started up close to the design to provide minus 500 micron slurry. The 50% solids (wt) ground ore slurry proved to be difficult to transport to and process at the Key Lake Mill. Slurry containing high concentrations of high density pitchblende (about spgr 8.0) and low concentration of stabilizing clays, would settle in containers. Ore transport efficiency to Key Lake was found to be unacceptable.A test classification cyclone was installed in the grinding circuit at McArthur River early in 2002. The cyclone operating parameters were not typical, but the cyclone was made to work very successfully. Transportation efficiency to Key Lake increased due to more stable slurry. Preferentially ground (fine) pitchblende particles were easier to leach at Key Lake. The radiation exposure for operators and maintenance personnel to handle the more stable slurry was also reduced.The classification sizing screens were removed from the McArthur River grinding circuit and replaced by permanent classification cyclones late in 2002.INTRODUCTIONThe McArthur River mine and Key Lake mill operations are located in northern Saskatchewan, approximately 650 and 720 kilometres from Saskatoon, respectively. Figure 1 is a location map. McArthur River is the world's largest, high-grade uranium mine, with a production capacity of 18.7 million pounds U3O8 annually. (Rosner and Edwards 1998, Dyck 2000, Jamrozek 2000, Rodgers 2001) Proven and probable reserves are more than 473 million pounds U3O8. McArthur River ore, grading on average 21% U3O8, is milled at Cameco's Key Lake operation, 80 kilometres southwest by road. McArthur River production began in December 1999."

In July, 1918, the attention of the Secretary of the Interior WItS called to the rapidly increasing cost of producing gold and the declining output of that metal in the United States. Realizing the importance of the gold-mining industry, the Secretary appointed a. committee, consisting of Hennen .Iennings, chairman, J. H. Mackenzie, and Charles Janin, of the Bureau of Mines, and H. D. Me- Caskey and F. L. Ransome, of the United States Geological Survey, to,make a thorough study of the gold-mining situation in the United States. The study was to cover the increased cost of recovery and the decreased output of gold, and to consider the different measures that had been proposed to relieve the industry and stimulate production. This report embodies the results of the investigation and study made by the committee. The report presents statistical data compiled from various sources, showing the production of gold in the United States and other countries, with comparative figures for coal, iron, and other mineral products, and describes the sources and distribution of gold output in the United States. It discusses the relation of gold' production to finance and credit, the causes for the decline in gold output, and measures for the relief of the industry. The Interior Department publishes this report in the belief that the widest publicity possible should be given the findings of the committee in order that attention may be directed to the serious conditions revealed therein, and in the hope that wide discussion of the subject may result in some action being taken that will aid in upholding the gold standard ,and the gold industry.

Slat-band chains, currently manufactured from Type 430 ferritic stainless steel, are used as conveyors in various industries. A process to strengthen these chains?with the aim of prolonging the lifetime of the conveyors?was developed recently. The process entails heat treating the cold-worked chain at 475°C,strengthening the material by precipitation of the Cr-rich phase a? at relatively long periods of aging. In the present work, it was found that increasing the interstitial content by solution heat treatments (at 880°C or 930°C) prior to cold rolling and aging, causes an increase in strength at shorter aging times as a result of the precipitation of chromium-rich carbides and nitrides. The solution treatments can introduce martensite into the microstructure if carried out at a sufficiently high temperature. This, along with the deformation caused by cold work, also increases the strength. Corrosion resistance is not affected by the treatments, but ductility is lowered. However, calculated critical crack lengths indicate that solution treatment at a temperature below the Ac1allows for a larger critical flaw size, and that the lifetime of the chains will probably be determined by fatigue. Although the duration of the service of the chains are reportedly controlled by wear, with these treatments the tensile strength of the material is increased to within acceptable limits for conveyor chains. The tensile strength is an indication of the wear or abrasion resistance of a material. It is expected that after the treatments, the wear resistance will be improved, but since embrittlement occurs, the fatigue resistance is lowered. It is concluded that the preferred processing route for the chains would be solution treatment at 880°C, fast quenching to trap the interstitial atoms, cold rolling and then aging at 475°C for 8 minutes.

I deem it an Unusual privilege to have been asked to give this first memorial lecture and hope that what shall have to say may be worthy of the occasion. It is fitting that we should discuss here the subject of Silicosis to which he devoted such a large part of his life and it is doubly fitting, I think, that I should report to you an extended series of investigations carried on by his associates at the Saranac Laboratory.The subject of silicosis may seem hackneyed to this audience which is so familiar with the tried and accepted methods of prevention and control.But in spite of our efforts, the condition is still with us and unfortunately is still being produced in many places. In industries that now maintain good control of dust, fresh cases are appearing on annual re-examination, whose major exposure date back to the days before the hazard was recognized.A few new employees, with apparently ineffective upper respiratory protection against inhaled dust, develop silicosis precociously in environments that are comparatively harmless to their fellows. In plants that have relaxed their vigilance under the urgency of war production schedules, conditions again prevail that will produce, disease in the future.Silicosis acquired new interest with the announcement by Denny, Robson and Irwin(1) in 1937 that it could be prevented by the inhalation of powdered metallic aluminium. It so happened that without knowledge of their work, we at the Saranac Laboratory had for some months been conducting similar experiments with one of the hydroxides of aluminium.Quite independently we discovered that hydrated alumina would also protect animals against quartz. Our approach to the problem had been empirical; we were trying to neutralize quartz particles by coating their surfaces with an insoluble material following the lead of Kettle who in 1932 had shown that this could be accomplished with iron. Small replacements of C12-trithiocarbonate (C12-TTC) for dithiocarbonate (DTC)/dithiophosphate (DTP) in a reagent suite for the flotation of platinum group metals (PGM) have significantly improved the rejection of gangue. Coupled to this is an improvement in kinetics, grade and recovery of PGMs. In a pilot-plant trial, after a 5 mole per cent replacement of the current DTC/DTP collector combination by C12-TTC, large opaque bubbles were replaced by small clear ones. In addition, a similar flotation response was realized with one-third of the current depressant dosage. During a preliminary plant trial on underground UG2 ore, the initial rougher concentrates were characterized by higher PGM concentrate grades and this was in part due to improved chromiter ejection. The concentrate produced from the TTC trial also exhibited a much finer particle size distribution. The overall circuit performance, which included secondary regrind and flotation, showed an increase in concentrate grade of approximately 44% while the tailings grade remained unchanged

This paper reviews the history of environmental assessment in New Zealand with reference to mineral developments. Emphasis is given to larger more controversial projects particularly metal mines. The changing role and application of the Environmental Protection and Enhancement Procedures is examined in the context of changes in the government's environmental administration and the response of the Ministry of Energy's resource allocation group. Conclusions are drawn on the effectiveness of the present environmental assessment activities and on the allocation of administration of priorities in the Ministry. The Ministry of Energy has effectively ceased to exist.

Today, mine backfilling has become an integral part of mining operations, both from a local and overall ground control point of view, and as regards mining techniques and environmental considerations. During the past decade, substantial research has been carried out to contribute to the better understanding of the mechanisms involved in mine backfill behaviour. This work involved analytical, experimental and numerical studies at different scales. Accordingly, this work has been aimed at developing backfill design guidelines for actual working conditions. Backfill design for deep mining conditions is complex and requires understanding of various elements. The most important of these elements are: backfill inherent strength parameters, backfill placement method, stope geometry and interaction between backfill and host rock. The mobilization of backfill strength parameters controls the backfill behaviour and thus, its failure mode. It is believed that the governing boundary conditions and backfill-rock interaction influence the backfill strength mobilization significantly. Accordingly, the interaction between backfill and host rock is an influential factor in overall backfill behaviour under applied loads. The focus of this research is to investigate the backfill-rock interaction, considering a nonlinear behaviour for both backfill and rock mass. Assuming typical stope geometry, the FLAC code was used to model the complex boundary condition associated with narrow vein mining conditions and to simulate the backfill behaviour. A comprehensive numerical study was conducted and the results obtained were compared against field observations. The analysis of findings provides qualitative results, which can be used for backfill design. The usage of Geographic Information Systems (GIS) is increasing rapidly throughout the Mining Industry, especially in the Industrial Minerals sector. GIS provides an efficient and robust link between spatial (often CADD) and tabular (database/spreadsheet) components. Mineral economists and corporate planners employ GIS to perform market analyses, to source raw materials, and to schedule and monitor deliveries to customers. Exploration and acquisition groups apply spatial analysis to identify high quality resources that meet economic guidelines. Mining regulators and environmental affairs departments expedite and monitor permitting, environmental compliance, and best management practices reclamation through GIS data management and Electronic Permitting. Operations staffs monitor overburden removal, material extraction, quality control, and stockpile volumes with GIS. This paper summarizes the many aspects of GIS in Industrial Minerals. It also introduces and addresses issues and concerns commonly encountered during a mining GIS implementation.

The MODSIM mineral processing plant simultor is used to find optimal combinations of target separation specific gravities in a typical modem coal washing plant. A plant that is set up with these optimal targets can deliver up to 10% more yield at the same ash content as the same plant set up with separation targets chosen by conventional methods. MODSIM is the only simulator currently available that can simulate the liberation of pyrite and other mineral matter during open- and closed-circuit grinding operations. The simulator can therefore be used to assess the benefits of grinding operations in the flowsheet.

Based on field observations and physical modeling of simulated materials, the dynamic equilibrium principle on the whole interaction process between the surrounding rocks and support of large deformation roadways in coal mines has been developed. It explains the methods of forming the bolted strata and its changing load capacity with deformation. It also points out the factors and conditions for forming the bolted strata as follows: (1) many entries in coal mines are subject to large deformation. During their service life, it goes through the following process, elastic > plastic > fiacture > broken > loosening, etc. During this dynamic process, the mechanisms of supporting structure are changing and therefore the interaction between support and rocks experiences a process of dynamic equilibrium. Furthermore, the required supporting force for stabilizing the surrounding rocks shows overall decreasing trend; (2) the bolted strata is a special supporting structure consisting of bolt, rock skin protection devices and rock strata within the bolted horizon. As deformation increases, the supporting structure of the broken strata within the bolted horizon experiences a process of periodic change, from equilibrium > not equilibrium > equilibrium. Corresponding to this change, the supporting capacity of the bolted strata also fluctuates and gradually decreases; (3) under the bolted strata, the stability of a large deformation roadway is dynamic and step-wise; and (4) the formation of bolted strata, especially bolted broken strata depends on the existence of compressive force. Supporting the bolted strata is not constrained by the quality of the surrounding rocks. It has broad range of application.
