"INTRODUCTIONThe Afton Mines property is located 180 air miles east-northeast of Vancouver and nine miles west of Kamloops, a city of 60,000 people in south central British Columbia. The deposit is located adjacent to the Trans-Canada Highway at an elevation of 2,231 feet above sea level.Interest in the property dates back to 1898, when a 330 foot shaft was sunk on the Pothook claim immediately south of the existing operations. Since that time many companies and individuals have investigated the possibilities of the area but it was not until 1972 that Afton Mines Ltd. located a significant zone of copper mineralization. The feasibility study was completed in the period 1974-1975, by Teck Corporation Ltd., who control Afton through 50% direct ownership and 65% ownership of Isa Mines, who own a further 23%. Construction began in March, 1976. Ore production started in August, 1977, and the first ore was fed to the mill on December 8. This was the third mine to be brought into operation by Teck since 1975, the others being Newfoundland Zinc and Niobec.The orebody is a porphyry copper deposit which has undergone supergene alteration. It is 1,700 feet long in a west-northwest by east-southeast direction, 300 feet wide and dips at 55° to the south. The mineralization in the supergene zone, which accounts for two-thirds of the known deposit, is rather unusual in that the copper is present primarily as native copper and chalcocite. The grade is one percent with the distribution: 70% native, 25% chalcocite, and 5% chalcopyrite with bornite, covellite, and cuprite."

This paper introduces the concept of design theory and methodology as applied to rock mechanics for more innovative and efficient design. This is a "frontier" research area in rock mechanics because although design is a fundamental foundation to all engineering branches, very little attention has been paid to this aspect in mining. In discussing the theoretical premise of design, this paper identifies the principles which form the basis of design activity. Also, from a practical viewpoint, the findings from a series of interviews with mine design engineers are presented. These findings lead to the identification of needs arising from overlooked design methodology in practice.

"An AG/SAG mill was commissioned at the Brunswick mine concentrator in October 1998. This paper discusses the original shell top hat liner design for the bi-directional AG/SAG mill, observed liner wear, subsequent liner design modifications, and benefits.The original liners were chrome-moly steel Norsteel with rubber grates and rubber-lined pulp lifters. The design was based on experiences of other AG/SAG mills and recommendations by the liner supplier, Norcast. Liner design modifications were made in an iterative fashion after observing the wear rate profile of the liners; over ten liner sets were implemented. Shell liner design improvements were supported by a design of experiments approach in conjunction with discrete element method (DEM) charge motion simulations. Design optimization took into account lining costs and impacts on operating performance. The team approach to the liner design improvements process is described with emphasis on the application of the design of experiments. The liner wear history and mill operating performance are presented."

As we look back through the Proceedings of our Institute, we find few papers dealing directly with education and recruitment. Apart from papers prepared in the earlier decades of this century, there was little written discussion on the subject until the 1950s, and mostly this was by the professionals, the professors and lecturers who staff the various mining schools of Australia and New Zealand.I use the term "mining school" in its fullest and widest meaning, to cover all aspects from ore to metal, and not in the narrow meaning that the word might imply. At the same time, in restricting the parameters of this address to "ore to metal" I recognize that I am excluding the very important fields of physical metallurgy and materials science; this I do because there is a limit to the quantum of any paper, and in fact these subjects are more closely allied to the use rather than the production of metals.However, the lack of education papers does not mean that education has been regarded lightly by The Institute. Sir Maurice Mawby in his presidential address in 1968, reminded us of the original objectives of The Institute, one 'of which was, "To promote the arts and sciences connected with the economical production of the useful minerals and metals ...". Our present Royal Charter is more specific when it says that one of the objects of The Institute is, ". . . to encourage the study of engineering with special reference to mining and metallurgy ...". If we recognize that in itself membership of our Institute is one means of continuing our education, it is true that education has been a concern of The Institute since it was first founded.Occasionally in recent years, an intrepid president has ventured to tell the academics what the industry needs, and he generally does this in a "no-question" situation! However it is encouraging that those entrusted with mineral education have always accepted this; they keep coming back for more and ask us to tell them what we want, and they will provide it.In 1948 a considerable dialogue on education was initiated when a standing committee was established by the Council of The Institute. Using mines in Canada, Boart Longyear, a leading provider of drilling services and products, has put its Stage 3 Coring Bit to the test and each time the bit has passed the test with great success. After more than a year in the field at a major mine operation in Sudbury, Canada, the Stage3 coring bit broke life records to become recognized as the most productive design in the industry. In addition to the proven advantage seen in regular bit life increases of as much as 300 percent in some cases, the design is quickly being recognized for its cost-saving operational impact. In Sudbury, the mine operation realized actual cash savings of more than C$45,000 within an eight-month period by making the switch to Stage3 bits. For years, the Sudbury Basin team has relied on the Alpha Extended Crown bit with the Express Waterway geometry option, ordering approximately 500 units per year. This 07 COM ECEX configuration performed well in medium-hard, non-abrasive to ultra-hard, non-abrasive formations with an average bit life of 150 m (490 ft). While satisfied with the performance of the Alpha Ex-tended Crown, the team agreed to put the new Alpha Stage3 to the test. Boart Longyear?s field engineers supplied five drill sites with Alpha Stage3 bits in a 07 COM configuration. After thoroughly testing the Stage3, the results were clear. Even with the well-known performance and versatility offered by the previously preferred configuration, the Stage3 set a new standard of bit performance. The new bit maintained its cutting edge for up to three times longer than the Alpha Extended Crown, a significant performance increase when compared to the 07 COM ECEX.

"AbstractLarge diameter tubular piles offer significant advantages in terms of design performance and economy for major marine structures. This is particularly true for foundations of major overwater bridges in regions of high seismicity such as the west coast of North America. The use of large diameter piles in the range of 2 to 3 m diameter means that fewer piles are required, and the size and mass of the pile caps can be significantly reduced, thereby greatly reducing lateral load demand during seismic events. Another advantage of using larger diameter piles is increased pile stiffness that allows the pile caps to be located at or near the waterline rather than being positioned at or below the mud line. This elevating of the pile cap offers significant cost savings by eliminating the need for deep cofferdams. However, relocation of the pile cap creates new problems and opportunities in regard to the means and methods used to construct the pile cap. With the pile cap at depth, conventional steel sheet pile cofferdams with thick tremie seals are typically used to isolated the cap location and allow dewatering for construction of the cap. However with pile caps positioned up off the bottom, conventional bottom founded cofferdams are no longer cost efficient. Float-in or lift-in cofferdams have been developed to address the need for a more cost efficient method for cap construction. This paper describes the key features of the concept and provides three case history examples of its successful implementation.Pier Construction Using Conventional Sheet-Pile CofferdamsCofferdams are temporary structures used in the construction of bridge piers and other marine structures. Their primary purpose is to hold out water and unstable soil from the construction area, and thereby, allow in-the-dry construction of the permanent structure below the water line and quite often below the mud line. Typically, cofferdams consist of long interlocking steel sheet piles driven through water into the bottom of the waterway. The sheet piles form temporary exterior walls which are typically braced internally with wales and struts. The bottom of the cofferdam is typically sealed with tremie concrete or an impervious clay layer if one exists. The depth at which this type of cofferdam can be used is typically limited by the length of steel sheet pile that can be transported and handled by conventional marine equipment."

Since the promulgation of the first Federal Asbestos Standard by the Occupational Safety and Health Administration in 1972, other federal agencies have modified the standard to better carry on their own unique missions. The instruments used to identify and measure asbestos, the sampling protocol, and the criteria used to define asbestos, have been modified to some degree. The Mine Safety and Health Administration regulates and controls asbestos dust in the mining and mineral commodity industries. However, crushed stone and processed ores contain mineral fragments that are frequently difficult to distinguish from asbestos. Mineral nomenclature, instruments for particle analysis, and sampling strategy must be accommodated to some degree to make asbestos control workable and meaningful. Precedent in other agencies has made consideration of these changes possible. Newly identified amphibole asbestos minerals have further complicated the agency?s regulatory charge. Changes in its Asbestos Standard are now being considered. Crushed taconite ore in the Eastern Mesabi highlights many of these issues. ©2008 Published by Elsevier Inc. "The use of stirred mill to complement tumbling mills in grinding fine grained minerals is increasingly becoming an attractive processing option. Parameters such as agitation speed, grinding media type and size, feed pulp density, and grinding time were studied in order to elucidate their impact on stirred milling. Test results showed that the parameters have a profound effect on stirred mill efficiency and operating cost. A comparative test with a tumbling ball mill was also made and the specific energies of both mills in fine grinding were analyzed. A difference of over 40% in energy savings particularly when the product size is smaller than 20 µm was obtained with the stirred mill.INTRODUCTIONIn industrial processes where very fine and ultrafine particles are required such as in chemical, ink, food, paint and lacquer, pulp and paper, plastics, pharmaceutical, metallurgical and ceramic industries, the use of stirred mills for grinding is well established. Mineral processing plants are gradually shifting focus to the use of stirred mills for fine grinding and /or regrinding purposes as the target liberation size gets very small. A number of plants processing finely/sparsely disseminated ores are known to have adopted stirred milling technology for their fine grinding needs (Enderle et al., 1997; Harbort et al., 1999; Gao et al., 2000; Davey, 2003 & 2006; Pease et al., 2006).There are different kinds/designs of stirred mills available on the market but, all can be divided into two sub groups namely fluidized and non-fluidized types. The non-fluidized stirred mills consist of Tower mill, Vertimill, Sala agitated mill (SAM), and ANI-Metprotech (SVM). These mills are characterized by their low-speed and the use of fairly coarse grinding media size, 3 – 20 mm. Hence, they are mostly suitable for relatively coarse grinding application. The fluidized type includes the Isamill, Netzsch mill and Stirred mill detritor (SMD). These mills have a characteristic high agitator speed, use fine grinding media size of 0.5 – 5 mm, and are employed in very fine grinding operations. The superior fine grinding capability of stirred mills is attributable to two main process parameters, which are the use of fine grinding media and a high mill speed."

Most underground mines rely on ore pass systems to ensure the transport of ore and waste. The design and operation of ore pass systems often rely on past experience, which is often anecdotal and at times contradictory in nature. This paper summarizes the current practice in Quebec underground metaliferous mines. The information was collected during a series of site visits in ten underground mines. The database includes information on ore pass configuration, support, materials transited, and overall ore pass performance.

The high incidence of accidents and fatalities in the South African mining industry, in particular those associated with falls of ground, is often attributed to ineffective and/or inappropriate training methods and material. Recently introduced mine health and safety legislation in South Africa also requires that all mine workers receive appropriate and effective training to enable them to operate safely in their given mining environment. There can, therefore, be no doubt that methods to provide effective training, in particular safety related training, are urgently required in the South African mining industry. In the search for alternative and improved training approaches, attention has fallen on virtual reality (VR) technology as a possible solution. VR has found acceptance in a number of industries as an effective method of training for a variety of work place activities, including those of a safety related nature. VR has successfully been applied in a number of industries to improve the effectiveness of safety and hazard awareness training. The CSIR: Division of Mining Technology (CSIR Miningtek), in conjunction with the Safety in Mines Research Advisory Committee (SIMRAC), therefore evaluated the potential of VR to be used as a training medium in the South African gold and platinum mining industry. Aspects of the evaluation included an assessment of the technical capability of VR to represent a typical underground mining environment with sufficient realism and the relevance of the VR training concept for a largely illiterate workforce. For these purposes, a prototype PC-based VR hazard awareness training simulator has been developed by CSIR Miningtek, and a series of evaluation sessions conducted at a typical deep level gold mine. The conclusion from this evaluation work is that virtual reality technology has the potential to provide effective training systems that are relevant to the South African mining industry. One of the most common critical areas of longwall mining in terms of ground stability are the gateroad and bleeder entries. These critical entries provide much-needed safe access for miners and allow for adequate ventilation required for dilution of hazardous airborne contaminants and must remain open during mining of a multi-panel district. This paper focuses on the stability of the longwall entries subjected to a single abutment load such as bleeders, first tailgate, and last headgate. First tailgate and last headgate are also referred to as blind headgates and tailgates. A study of a longwall district through conditions mapping, support evaluations, and numerical modeling was conducted and evaluated by researchers from the National Institute for Occupational Safety and Health (NIOSH). The condition mapping and support evaluations were performed on entries that spanned the previous five years of mining and relied on a diverse selection of supports to maintain the functionality of the entry. Numerical modeling was also conducted to evaluate various support types with further investigation and comparison to the condition mapping. The study demonstrated the importance of the abutment load decay versus distance from the gob edge, the potential for a reduction in material handling related injuries, as well as optimal usage of secondary and standing support.

"In January 1985, Equity Silver Mines Limited began operation of a cyanidation circuit to scavenge precious metals from the flotation tailings. At present, this process is treating 270,000 tonnes of tailings per month and is recovering in excess of 0.20 grams of gold per tonne. To obtain these results Equity is operating a carbon-in-leach circuit that utilizes pressure stripping, zinc precipitation acid washing and thermal reactivation. A cyanide destruction circuit is also required to minimize the deleterious effects on reclaim water in the flotation stage. This paper describes the existing scavenger plant, and details the start-up problems encountered and the modifications made to correct these problems.INTRODUCTIONEquity Silver Mines Limited , a 68% owned subsidiary of Placer Development Limited , is located 38 km southeast of Houston in north central British Columbia. The geographic location of Equity Silver Mines is shown in figure #1. In September 1980, production first began with the ore being supplied from the Southern Tail open pit. In March 1984, the Southern Tail deposit had reached its economic pit depth, and since then ore has been supplied by the Main Zone pit the gold mineralization in the Main Zone is less refractory than the Southern Tail and cyanidation of the flotation tailing appeared to be a viable alternative.An extensive test program was undertaken and the results confirmed that considerable gold and silver values were amenable to cyanide leaching. A feasibility study showed that these values could be economically recovered and the detailed engineering work began."

All development proposals have to run the gauntlet of the approvals process. Major resource projects are generally subject to particularly intense scrutiny. The key element in the approvals process is that it is about making decisions that take into account the benefits or otherwise to society as a whole - the interests of any one group do not take precedence. Most groups tend to see their relatively narrow interests as representing those of the broader society. Each group develops their arguments for or against a project in isolation, and then presents these to an arbiter in an adversarial situation. From this mire of argument and counter-argument it is often difficult to discern just what the real benefits of a project are, and opportunities for agreement and constructive modification of proposals to meet real concerns are often missed. The contention made in this paper is that the inevitable differences between these various viewpoints should be harnessed to help the proponent to come up with a proposal that is clearly of overall benefit to society and which gains approval. It is better to accept that no one group has a monopoly on wisdom in this area and to engender an environment of creative tension in which the pros and cons can be broadly considered and good planning and design used to produce a proposal that has a high chance of success. There are a variety of ways in which this approach can be implemented. Some of these options will be discussed in terms of their likely applicability to energy projects and their potential for success.

Phosphogypsum is a byproduct of the manufacture phosphoric acid. There are approximately one billion tons of phosphogypsum stored in stacks in northern and central Florida. The Florida Institute of Phosphate Research (FIPR) is investigating potential uses of phosphogypsum. These include using phosphogypsum as a road base material, as a soil amendment in agriculture, as a daily cover in landfills, and as a construction material. The results of this research will be presented and will be discussed in light of regulatory barriers to the use of phosphogypsum.

The MineSight Schedule Optimizer (MSSO) is a new production scheduling tool developed by Mintec, Inc. using mixed integer linear programming (MILP) techniques. This tool was developed to solve the short- and medium-term schedule problems for surface and underground mining operations that involve multiple mining areas, multiple processes, multiple destinations and blending requirements. MSSO finds the optimum schedule in each period that achieves the objective while satisfying comprehensive product quality and quantity requirements as well as physical and technical constraints. Using the MineSight Planning Database (MSPD) as a central data hub, MSSO seamlessly works with MineSight 3-D (MS3D) block models and third-party data, MineSight Interactive Planner (MSIP), MineSight Haulage (MSHaulage) and MineSight Activity Planner (MSAP) to prepare data, formulate MILP models, calculate, report, fine-tune, save and visualize schedules. This paper presents the features and capabilities of MSSO. A case study is also given to demonstrate the applications of this new tool.

This paper discusses the results of two recent case studies in which high-tech prototype instruments were used. The first case study describes the results of a ground-based hyperspectral imaging tool used to map the geology of an open-pit mine highwall. The second case study outlines the use of interferometric synthetic aperture radar and how this type of radar can be used in a variety of geotechnical situations. These case studies are part of an on-going research project at the National Institute for Occupational Safety and Health’s (NIOSH) Spokane Research Laboratory. The project objective is to implement engineering controls and design methods in order to reduce the number of injuries and fatalities associated with slope failures at mining operations. Project personnel are hopeful that these new developments in technology will lead to better geotechnical monitoring and design in slope stability and other important areas of rock mechanics.

Industrial smelting applications include the smelting of chromite to produce ferrochromium, the smelting of ilmenite to produce titania slag and pig iron, and the recovery of cobalt from non-ferrous smelter slags. A number of myths and misconceptions are widely held, especially regarding: the age of the technology, the use of a hollow electrode, arc stability and shape, arc and bath radiation, interaction between the arc and molten slag, electrical behaviour of arcs and slags, a comparison between AC and DC furnaces, DC reactors, the lifespan of bottom electrodes, and the applicability of DC arc furnaces to various metallurgical systems.

The shift of mining activities to increasingly more diverse locations places the industry in conflict with local residents over land use and water access. In Perú, there have been significant rises in mining community conflicts with few long term resolutions being apparent. This paper examines the role of culture in these conflicts and suggests that progress maybe able to be made should deliberative engagement occur. Also, that mining conflicts are inevitable and that Peru’s cultural heritage, while contributing to the distance between parties is also the basis from which to start of a process of resolution, should both sides wish to gain the appropriate skills for a more deliberative approach.
